Musikbiblioteken i kulturpolitiken : En diskursanalytisk studie av musikpolicy i två statliga myndigheters biblioteksverksamhet i förhållande till rådande kulturpolitik / The Music Library in Swedish Cultural Policy : A study of discourses concerning the library music policy of two state institutions in comparison to current cultural policies

This paper examines the way music in libraries is described in the current state cultural policy as laid out mainly in two government bills which form the basis for Swedish cultural policy. By using discourse analysis as its research method, it examines the way music and libraries are described in current cultural policy and the role music libraries are given as a part of this policy. It then looks at the way this discourse is reflected in Swedish libraries by examining the way two state owned cultural institutions treat music in their library activities as stated by them through their publicly accessible policy documents and information given on their web pages. Official cultural policy is compared to how the two institutions speak about their music library work in order to deter-mine whether or not the discourse on music libraries in the examined documents is one and the same. The re-sults of this two-part analysis were compared to a couple of common cultural discourses using a method inspired by discourse analysist Norman Fairclough with the goal of determining whether the discourses on music in cul-tural policy and in the libraries are indicative of or influenced by other common discourses in society.Results showed that there is no explicit policy concerning music libraries in Swedish cultural policy. In so far as the state is willing to actively support music, this involvement is largely concentrated in one single institution, Statens musikverk, which is also one of the two state owned cultural institutions examined in this paper. The goals of this institution as stated both in one of the government bills examined and in their own policy docu-ments are two-fold, and concerns music as a part of the Swedish cultural heritage and the uplifting and support of Swedish musical life. Overall the state is quite reluctant to interfere in the cultural sphere, an attitude which stems from an established tradition in Swedish politics and a Western view of culture and art as an autonomous region in society. There are however certain attitudes towards libraries, music and culture in general present in current cultural policy, one of the more important for this investigation being that libraries and music are treated as belonging to different areas of cultural policy. Where libraries are associated with learning, democratic values and literature, music is treated as part of a group of other expressive or scenic arts such as theatre and dancing.

Varför behövs folkbiblioteket? En diskursanalys av en partsinlaga / Why is the public library necessary? A discourse analysis of a party pleading

The aim of this thesis is to identify and describe how the public library in Sweden is being argued for, according to the public debate. Why do we need the public library and in what way is it unique? What functions are being expressed as vital for the public library? What discourses are being expressed about the public library? These questions are answered by doing an discourse analysis of the book ”Folkbibliotekens framtid?” [The future of the public library?] (2010), edited by Roland Eliasson, where 19 persons closely connected to the library are interviewed. Foucaults discursive theory constitutes the methodical frame for this thesis, and by using terms from the discursive theory the analysis was made in four steps. Six major functions of the public libraries were identified from the interviews: improve literacy, book- and information intermediary, democratic role, educational role, culture centre and meeting place. With the help from keywords two major discourses were identified within the material: a book discourse and a community centre discourse. The conclusion of this thesis is that in many of the dis-courses, the library is described in a romantic old-fashioned way in contrast to the new approach where the library is described as a democratic meeting place. The writer of this thesis also find that the argumentation of the public library in these interviews are in some ways week. Further research could be to study what counterarguments exists in discourses against public libraries.

Föreställningar om integration : En granskning av sexton svenska biblioteksplaner / Conceptions of Integration : A study of 16 swedish library policies

The purpose of this study was to investigate the ways in which Swedish library policies embed the requirements regarding people with a mother tongue other than Swedish and the Swedish minority languages, specified in the Swedish library law. The research questions were: What services do public libraries offer people with a mother tongue other than Swedish? What conceptions of the library’s possibilities to work with integration do the library policies mediate? Are there any differences regarding how integration is worked with in municipalities that are high in numbers of foreign born inhabitants, compared to those municipalities that are low in numbers of foreign born inhabitants? In order to answer these queries a sample of library policies from 16 municipalities were chosen by amount of foreign born inhabitants. Eight were chosen with high numbers, and eight with low numbers. These policies were analysed using discourse analysis and two theories: Ragnar Audunson’s theory regarding high- and lowintensive meetingplaces, and Robert D. Putnam’s theory regarding bonding and bridging as two ways to build social capital. The study showed that the services offered to people with a mother tongue other than Swedish and the Swedish minority languages, were mainly centered around an expanded collection of media in foreign languages, language cafés, library viewings, and providing an open meeting place. The most common conceptions of the library’s role in integration were the conception of the library as a meeting place, and the conception of increasing multi language in the collection and in the cooperation with other actors and organisations. The differences found between municipalities with a high number of foreign born inhabitants, in comparison to those with low numbers, were marginal, and possibly caused by other factors than those mentioned above. It was clear that next to all library policies expressed a view of the library as a lowintensive meeting place in accordance with Audunson’s theory. It was also found that both concepts of Putnams’ bonding and bridging, were applicable to the activities that suppousedly are to take place in these libraries. Hence, the library ought to be an excellent place for people to build social capital.

This study deals with the question of quality in literature, more specifically what Swedish librarians are supposed to make of the concept. There seems to exist a tension in everyday work for librarians: on the one hand you are supposed to provide the kind of books people ask for, on the other, it is your job, explicitly stated in the Swedish Library Act (SFS 2013:801, §6), to ensure ”quality” and ”versatility” in the library’s  supply of books. The present study aims to shed light on how this problem is tackled by exploring articles in the journal Biblioteksbladet. By focusing on articles from the years 1979-1985 and 2009-2020 respectively, a historical comparison is being made. In examining the articles, theory concerning aesthetic value formulated by Hugo A. Meynell, as well as theory dealing with the benefits of reading by Magnus Persson, is put into work. The investigation of the articles in question shows fairly clear that in the 80s a sterner, almost patronizing attitude towards reading was common: some books are worth reading and some are not, period. The newer articles, by contrast, reflects an attitude among librarians best described as giving the customers what they want. These results are put into perspective by an overview of changes in Swedish cultural policy from the 70s and onwards. The main point derived from this overview is that the strong emphasis of the commercial forces as something purely negative, expressed in the cultural policy of the 70s, is somewhat loosened up in later years. This change is reflected in the examined articles.

The aim of this study is to investigate two municipalities in Värmland regarding their cultural heritage- and cultural environmental work. Two cultural historical buildings situated in the mu-nicipalities of Karlstad and Filipstad that have been threatened with demolition are used as case studies. A content analysis, theories of urbanization, collaborative governance, and a cultural pol-icy model, was implemented on the material. The study presents several national and regional initiatives to improve the work to preserve cultural heritage. The two municipalities show a will-ingness to do the same, however, this study shows that they cannot be considered to meet their objectives concerning the management and preservation of historic buildings or the democratic aspects of the planning process. Furthermore, the study shows that the economic aspect is of great importance for the management of historic buildings, and that societal changes have contributed to new perspectives on the preservation of built cultural heritage.

Children’s interaction with art. A study about expressions of art pedagogy in Malmo Konsthallsexhibitions 1975, 1995 and 1975. This essay examines art pedagogy för children in relations to cultural politics and to the examined exhibitions. The study is based on three exhibitions at Malmo Konsthall. The method is inductive, and material has been collected from different places to get access to art pedagogy which is often poorly documented and hard to retrieve fromarchives. Exhibition analysis and reception analysis is combined with interviews and documents from cultural politics in Malmo. The analysis about children’s activities is made from theories about art pedagogy, spatiality and from aspects of cultural politics. The study’s result shows a professionalization of art pedagogy at Malmo Konsthall which coincides with the Swedish development of art pedagogy in general. It also shows a deficiency in archiving and what that means for the research and status of art pedagogy / Uppsatsen undersöker barninriktad konstpedagogik i relation till kulturpolitik samt i relation till gällande utställningar. Undersökningen tar avstamp i tre utställningar på Malmö konsthall, Ögon Blickar / New Media 1 (1975), Anders Österlin - Två sidor! Konstnär. Illustratör (1995) och (Joan Jonas - Light Time Tales (2015). Metoden har varit induktiv och material har samlats från olika håll för att nå konstpedagogik som ofta är bristfälligt dokumenterad och svåråtkomligi arkiv. Utställningsanalys utifrån bilder, planritningar och kataloger och receptionsanalys från press och privata brev kombineras med intervjuer, rapporter, nämndsbudget och reglemente. Analys av barnverksamheten har gjorts utifrån teorier inom pedagogik, konstpedagogik och rumslighet samt genom kulturpolitiska aspekter. Undersökningen visar en professionalisering av konspedagogiken för barn på Malmö Konsthall, som till stor del sammanfaller med den gängse utvecklingen av konstpedagogik och kulturpolitik i Sverige. Undersökningen visar även på bristande arkivering av konstpedagogik samt vad det gör för konstpedagogikens forskning och status.

Abstract Through examining interviews with three influential civil servants at local level this Bachelor´s thesis takes a view of what visions of libraries look like at municipal level. The examination is carried out through qualitative text analysis consisting of thematisation and discussion of the interview material. Focus is on the relationship between the interview material and the three rationalities, the humanistic, the sociological and the instrumental that are drawn from a model for categorizing Scandinavian cultural policy, developed by Dorte Skot-Hansen. The primary issue is whether the visions of libraries are based on ideological perspectives and which perspective and, if so, which perspective is dominating each vision. The analysis reflects the complexity of sometimes contradictive perspectives that are to be seen. To help identify differing and dominating perspectives that appear in the interviews, the question of priorities concerning the future role of the local library is raised. A model by Andersson and Skot-Hansen constructed to help discussing and prioritising the function of the local library, is applied to the interview material. To further analyse the ideological content of the visions the material is compared with scientific literature within the subject. The arguments of the visions are compared to the argumentation of scholars in the same field. These often have presented models and analyses in the same line of research, cultural policy concerning libraries, as Skot-Hansen. Concluding it is argued that it is possible to see differing ideological perspectives in the local visions of libraries and to varying extent. Conclusions are drawn from a comparison of what has come from the analyses of which function of the library is prioritised in each interview and the tendencies seen in the material to the three rationalities from the model by Skot-Hansen. Two visions land in line with humanistic rationality but from different viewpoints. One vision is in accordance with sociological rationality. The extent that discussion of instrumental market directed rationality has in scientific literature on the subject does not answer to the result of this examination. The thesis could be seen as a minor post in the discussion about the direction of the local library, a discussion that Skot-Hansen intended her models to be used for.
