This essay concerns sponsorship of libraries within Sweden. It takes its starting-point in the libraries economical situation where resources are decreasing. The main purpose of the essay is to investigate how sponsorship is used in public libraries. The main questions are:o Why are sponsorships appealing to libraries? o What does the processes of sponsoring look like? o What are the possible risks concerning sponsor-ships – could it endanger libraries democratic role? o How does library staff reflect on the role of libraries in contemporary society? In our study we chose to investigate the sponsorship issue from the sponsored libraries perspective. We used quantitative and qualitative methods in gathering data. In a first step we made a survey covering 290 libraries in order to identify those who were involved in any form of sponsorship. In a second step we chose to interview seven libraries through an open-ended questionnaire, by e-mail. Our results show that sponsorship occurs only to a limited extent and that there are a variety of different models of sponsorship in practice. The most common purpose is financing activities outside the set budget. In times of economical savings, sponsoring allows libraries to arrange special activities. The participating libraries do not consider sponsorships a threat to the main task of the libraries. There may be a risk that libraries would need to rely on sponsorships for their survival. However, if sponsoring is used mainly to finance activities outside the set budget we don’t regard that as a threat.

The aim of this Bachelor thesis is to analyse how the libraries in the district of Tranemo was affected by the fusion of municipalities between 1952 and 1974, when 13 municipalities was merged into one. My major findings are that one of the libraries became the main library and libraries of the other villages became branch libraries. The main library could increase its quality by employ an educated librarian and move to a place that was more adapted to its purpose. The library loans increased. This course of events seems to be common for what happened to Swedish libraries when there were a lot of fusions of municipalities these years.

In this paper we have chosen to work with both the background to the Library Act § 7a and followed the process of creating the library plan of Helsingborg City Library. We have tried to follow the process through the public text documents that are available. We start by giving a background to the library act and its additional § 7a. Then we give a recap of the emergence of the modern public libraries in Sweden during the last century until today. When the working group at the City Library in Helsingborg was working with the library plan, they had to take in count the strategic goals set up by Region Skåne, since Helsingborg is place in that area. We then present the contents in the library plan of Helsingborg City Library. The next step in this paper covers the survey where we review the answers given by the team behind the library plan of Helsingborg City Library. In our thesis, we assume that the knowledge is based on the pre-understanding we gain in the subject. We chose to see this process as a hermeneutic circle and we are trying to see whether we can recover Audun’s overall points in the answers given in the survey. The thesis ends with a concluding discussion of our results and our problem, and makes proposals for future research.

Background: The aim of this study is to investigate if the rural areas in the middle of Sweden offer the same possibilities for young artists/cultural workers to develop their art work in the same way as the bigger cities can do. Objective: I wanted to find answers to three questions: What is the meaning of a place for an artist/cultural worker? How is the artwork connected to attitudes, norms and values of a place? Is there a relation between existing cultural policy, the artwork and the importance of a place? Methods: The study is based on deep interviews with three cultural workers who have returned to their native place of birth after living in bigger cities for several years. The theoretical framework in the investigation is based on Richard Florida, Högni Kalsö Hansen, Lars Aronsson, Gun Jonsson among other researchers. Results: The study show the possibilities a place can offer are important for cultural workers. It doesn’t matter if the place is a small town or a big city. The result show that a smaller place even have better possibilities as it gives easier access to public authorities and to coworkers. The positive attitude towards entrepreneurs also give good condition for making your own business. The negative attitude that the rural areas are only for losers, and that the city is the place for those who want success, and also the way culture entrepreneurs have to deal with an attitude that culture is nothing to pay for, makes it difficult for those who want to make a living as a culture entrepreneur. These attitudes along with the lack of higher education locally within the field of culture, can contribute to the lack of human capital and cultural capital in the region. Conclusions: The analysis makes it clear that politicians have the responsibilities and the possibilities to make changes and to give support to these cultural workers who want to make a change in the society. This Bachelor’s thesis examines and describes the governmental cultural policy in Sweden. The relation between the state and the market in society is in focus. Earlier research is used to describe the development of cultural policy in Sweden after the world war two until today. Two governmental bills are examined and described, one from 1974 and one from 2009. The main issues are: What ideological content can be seen in the two bills? What ideological content can be seen in relation to the market? What points of ideological similarity and difference appear in a comparison between the two bills? In general the conclusions from the analysis are that cultural policy in 1974 is formed around the word equality. The ideology in 2009 years bill is formulated in words of growth. In the comparison different patterns can be seen. An ideological development is clear that shows that neo-liberal market-related ideology is present 2009 but not in the bill from 1974. The method used in the Bachelor’s thesis is textual ideology analysis. A method/theory about ideology analysis created by the Swedish professor in history of ideas, Sven- Eric Liedman is used. / Program: Bibliotekarie

This essay is about Swedish government cultural policy.The premise is that cultural policy is a form of welfarepolicy. The welfare state has changed and this affects theconditions for the cultural policy. Welfare is funded andorganized in different parts of society, in three spheres thatcan be said to represent society as a whole. These spheresare the public sphere, the market and the civil society. Theaim is to analyze how the national cultural policy appearedin the 1970s, compared to how it appears today. Thetheoretical approach is that society is composed of threespheres, their development is described in the paper withKarl Polanyi's The great transformation. The welfare stateand the change of it is described by two of Jacobs Torfingswritings and by Bob Jessops two ideal types of welfarestates, The Keynesian Welfare National State and TheSchumpeterian Workfare Postnational Regime. The methodis to use the three spheres of society as an ideal type andmake an analysis of ideas in two cultural policy bills. Bibliotek i förändring : en fallstudie av folkbibliotek i Nacka kommun

Denna uppsats syftar till att se hur Nacka kommun styr sina bibliotek i offentlig och privat regi och om det finns en skillnad i synsättet på bibliotekets samhällsuppdrag mellan biblioteken som påverkar hur dessa tolkar och implementerar de krav som kommunen ställer. En förstudie gjordes i form av en observation på respektive bibliotek samt intervju med en ombudsman och en utredare för facket DIK för att få större inblick i ämnet. Intervjuer med respondenter från ett bibliotek som drivs i privat regi och ett offentligt bibliotek genomfördes samt en intervju med en utvärderingsexpert hos Nacka kommun. Informationen från dessa intervjuer analyserades sedan efter de utvalda organisationsteorier som valts ut efter uppsatsens syfte. Resultatet av analysen visade på en skillnad i synsättet hos respektive bibliotek både på ett organisatoriskt plan och i det utbud bibliotek erbjuder till medborgarna. Detta kan ses i relation till en allmän förändring i samhället i synen på bibliotekets samhällsuppdrag.

Background: The swedish cultural policy’s raison d’être is to safeguard all the inhabitants right to experience culture. Since 1997 the development in the field has resulted in an economisation and commersialisation were the culture more commonly is looked upon as a mean of reaching a higher rate of employment or financial growth. The concept of cultural planning and new public management are today part of the cultural pollicy debate which in its turn has effected the goals and ways to evaluate fulfillment. Purpose: The purpose of this study is to show how the cultural policy in the swedish regions effect the language in the annual reports of the cultural institutions and how these documents have developed since 1997. This to further the knowledge of ho wchanges in the cultural policy effects the comunication of the cultural organisations. Method: This is a qulaitative study conducted in a inductivly. The empirical data consists of annual reports from two cultural organisations in Kalmar for the period 1997 to 2013 respectively. The empirical data been analysed using a discourse analythic procedure. Conclusions: The study has concluded that the organisations has worked towards a greater clearity in the way of describing their work and especially their target audience. The study has also been able to conclude that the language has changes during the period and suffered an economisation due to the changes in the cultural policy. Studien har även visat att språket i verksamhetsberättelserna har förändrats under den studerade perioden och ekonomiserats i takt med kulturpolitikens utveckling och den förändrade synen på kulturen. Studien har även visat på en marknadsanpassning där i synnerhet en av organisationerna helt förändrat synsättet på den egna verksamheten och dess omvärld.
