Quantifying human needs? : A case study of the Swedish disability policy concerning personal assistance support for basic needs

This case study aimed to do a critical, intersectional, policy analysis of a disability policy regarding personal assistance support for basic human needs in everyday life. In January 2019, a comprehensive preparatory report about new suggestions was presented by the Swedish Government. This caused many reactions from disability rights organisations. One particular topic became heated and criticized in the debates, namely interpretations of the legal texts about personal assistance support concerning help with breathing and nutrition feeding. I have analysed interpretations of this legal text in the preparatory report, referral response and its result in the Government bill. The analysis shows problematic, normative understandings about the body and how a specific integrity demand have affected whether a person has been entitled to personal assistance to support their basic needs. Cost efficiency, quantification, and measurable goals are increasingly visible in the Swedish welfare society. People with disabilities and their entitlement to assistance have decreased for the sake of productivity and cost reductions. An intersectional perspective of the policy’s legal texts illustrates how it lacks an essential understanding of human values. There is a need for a deeper perspective of empathy to see that basic human needs are non-measurable.

The article analyzes if in the assumption that in a payment voucher referred to a Value Added Tax (VAT) exemption, such tax is consigned by mistake, in application of VAT adjustment regulations, the operation referred in that voucher must be consider taxable.In that regard, the article makes a description of the VAT and its elements, concluding that adjustment regulations correspond to the measurable element, but to define if the operation is taxable, is necessary to analyze the regulations about taxable operations (article1 of VAT Law). / En el presente artículo, se analiza si en el supuesto que en un comprobante de pago emitido por una operación no gravada con IGV se consigne por error dicho impuesto, en aplicación de las normas sobre ajustes de la Ley del IGV, debe considerarse gravada tal operación.Al respecto, se hace una descripción del IVA, modalidad de Impuesto al Consumo que adopta el IGV, y los Aspectos de la Hipótesis de Incidencia del IGV, señalando que las normas sobre ajustes corresponden al Aspecto Mensurable, concluyéndose que la norma que identifica qué operaciones están gravadas (Aspecto Material) es el artículo 1º, motivo por el cual las normas sobre ajustes se deben interpretar partiendo de la revisión de dicho artículo y, por ello, se concluye que las operaciones no gravadas no generan IGV, aun cuando se haya consignado por error en el comprobante de pago.

In the first part, we investigate the behavior of the constants of the Bohnenblust–Hille and Hardy–Littlewood polynomial and multilinear inequalities. In the second part, we show an optimal spaceability result for a set of non-multiple summing forms on `p and we also generalize a result related to cotype (from 2010) as highlighted by G. Botelho, C. Michels, and D. Pellegrino. Moreover, we prove new coincidence results for the class of absolutely and multiple summing multilinear operators (in particular, we show that the well-known Defant–Voigt theorem is optimal). Still in the second part, we show a generalization of the Bohnenblust–Hille and Hardy–Littlewood multilinear inequalities and we present a new class of summing multilinear operators, which recovers the class of absolutely and multiple summing operators. In the third part, it is proved the existence of large algebraic structures inside, among others, the family of Lebesgue measurable functions that are surjective in a strong sense, the family of non-constant di↵erentiable real functions vanishing on dense sets, and the family of noncontinuous separately continuous real functions. / Este trabalho est´a dividido em trˆes partes. Na primeira parte, investigamos o comportamento das constantes das desigualdades polinomial e multilinear de Bohnenblust–Hille e Hardy–Littlewood. Na segunda parte, mostramos um resultado ´otimo de espa¸cabilidade para o complementar de uma classe de operadores m´ultiplo somantes em `p e tamb´em generalizamos um resultado relacionado a cotipo (de 2010) devido a G. Botelho, C. Michels e D. Pellegrino. Al´em disso, provamos novos resultados de coincidˆencia para as classes de operadores multilineares absolutamente e m´ultiplo somantes (em particular, mostramos que o famoso teorema de Defant–Voigt ´e ´otimo). Final thesis observes the impacts of the accession of Czech Republic to the European Union on tourism of Czech Republic. Final thesis is divided into theoretical and analytical parts. The theoretical part contains definitions of the basic terms, history of the European Union, relationship between Czech Republic and EU, position of tourism in European Union and definitions of the projects and policies of European Union. The analytical part observes particular impacts on tourism in measurable and non-measurable values of tourism. The analysis of measurable values contains comparison of the real and forecasted progress. The forecast was created before the accession of Czech Republic to European Union by Czechtourism. Next to this comparison the analysis contains progress of particular indicators before and after the accession and observation of rate of growth of particular indicators. The analysis of non-measurable values contains the overview of participation of Czech Republic in the projects and policies of EU. The analysis of measurable and non-measurable values is a basis for the evaluation of the impacts of the accession of Czech Republic to the European Union on tourism of Czech Republic.

Detta är en studie som utforskar fritidspedagogers uppfattning om samtal med barn i deras verksamhet. Vår utgångspunkt var sokratiska och filosofiska samtal som vi stötte på under en kurs i ”barns existentiella frågor”. Vi blev då nyfikna över hur detta såg ut i verkligheten, om det fanns överhuvudtaget. Vi använder oss av ett fenomenologiskt perspektiv kombinerat med kunskapsbegrepp från Aristoteles för att få goda verktyg i en analys utifrån kvalitativa intervjuer. Vi använder även Skolinspektionens kvalitetsgranskning av fritidshemmen från 2010 för att få ett bollplank att jämföra de mönster vi hittat och de mönster de identifierat. I arbetet kom vi fram till att pedagoger ofta strävar efter mål som de inte alltid kan uppnå av olika orsaker samt att de i samtal med elever vill ha det resultat som ett Sokratiskt eller filosofiska samtal har möjlighet att bidra till. Dock upptäckte vi att man genom samtal försöker lära elever praktisk klokhet men med samma metoder man använder för att lära ut teoretisk kunskap. / In this study, we will be exploring the extended school teacher’s perception of dialogue with children in their work environment. The starting point for this study happened when we encountered Philosophical and Socratic dialogues as a didactic tool in our course “the child's existential questions”. This sparked our interest, trying to figure out how these would look like in the real world, if they were present at all. This study is using a phenomenological perspective, combined with Aristotle's theory of knowledge with the purpose of giving us the tools required for analyzing our qualitative interviews. We will also be using a report from Skolinspektionen regarding the quality of extended school teacher’s work environment from 2010 with the purpose of comparing the results we find in our study against the results they identified. The results of this study concluded that pedagogues often strive for goals that may be difficult to reach, for a couple of different reasons. Also in their dialogues with children they strive for results that philosophical and Socratic dialogues can contribute to. We also learned that the extended school teachers try to teach practical wisdom but with the tools of teaching theoretical knowledge.

The contribution of library programmes at the Emfuleni Library and Information Services in creating social capital to reduce poverty

The thesis is intended to assess the contribution of the public library service to the creation of social capital to reduce poverty. However, in research studies targeting this subject, the lack of empirical research is continuously mentioned or suggestions are made that more qualitative studies could shed more insight on the creation of social capital in public libraries. The concept of social capital or rather how it is created in public libraries leads to the complexity of understanding the creation thereof in public libraries, while continuous suggestions are that more qualitative studies would give light on its creation in public libraries and also in other subject disciplines (Aguilar & Sen 2009: 425; Halpern 2005: 1; Lin 2001: 3). However, to find clarity about what social capital is, the study focuses on Pierre Bourdieu’s description of social capital. Pierre Bourdieu is known as one of the first social scientists who tried to understand the concept of social capital (Bourdieu 2005: 1). The public library from a social capital viewpoint is a trustworthy social network where people have access to resources to benefit their socio-economic development. The presence of social capital is visible in every aspect of life and for that reason it is not uncommon for social capital to have an effect on unemployment, mental health and social empowerment (Thompson 2015). Social capital is a recognisable term in Library and Information Science (LIS) literature (Stilwell 2016: 54; Strand 2016: 144; Skelly 2014: 2; Aabø, Audunson & Vårheim 2010:16; Hart 2007:22; Bhandar, Pan & Tan 2007:263). However, the idea that social capital in libraries exists may not be recognised, such as in the case of the book Bowling alone, authored by Robert Putnam (Putnam 1995:22). Public libraries fulfil the role of social capital in two ways: connecting individuals and the community with their library services and programmes and promoting the staff-patron interactions that attempt to create patron trust in the library. Feldman (2009: 5) illustrates the notion of social capital in the library as generated through library services and programmes that could contribute towards empowerment, skills development, happy families and positive economic growth (Feldman 2009:5). The study is an sequential explanatory mixed methods study. There were three data collections methods use. Questionnaires with mostly close-ended questions, interviews and official documents. The research participants were 115 library patrons and 58 library staff of the Emfuleni Local Municipality Library and Information Service. The researcher found several explanations on the creation of social capital, but none had measurable outcomes that could illustrate the societal value of public libraries, apart from one, which was to build a trusting relationship between the library, staff and patrons. Hence, through Vårheim’s (2014: 68) observation about trust and patron attendance, library programmes were identified as the measurable outcome to rationalise the importance of the public library and the value of libraries and library staff. In such a case, the societal value of libraries can be understood. Through the correct measuring instruments that were identified in this study, public libraries address the creation of social capital that makes it possible to show that public library services support lifelong learning and workforce development. / Information Science / D.
