Cenários e processos de participação política: um estudo sobre os movimentos sociais do campo em RondôniaChagas, Afonso Maria das January 2018 (has links)
A presente tese projeta seu objetivo na busca pela compreensão do fenômeno das organizações e movimentos sociais do campo, desbordando na relação que estes movimentos criam e sustentam frente ao Estado: órgãos/autarquias e agentes públicos. É possível sistematizar esta pesquisa, na confluência entre três grandes eixos analíticos: a questão agrária e sua centralidade, os movimentos sociais do campo, e o Estado. Assim, apresenta-se como de suma importância, seja para a academia, seja para o debate com a sociedade, a percepção de tal debate, sobretudo diante de várias narrativas que dizem respeito à “vocação desenvolvimentista” do Estado de Rondônia. Por outra via, em sintonia analítica com as abordagens das Teorias sociais da Teoria política, torna-se fundamental a compreensão deste fenômeno, no sentido de identificar ou extrair os elementos essenciais, consensuais ou não, sobre a relação entre Estado e movimentos sociais do campo, em seus amplos e plurais processos de interação e participação. Agregou-se ao projeto, a pesquisa de campo onde buscou confrontar duas perspectivas ou autorepresentações De um lado, a forma como os movimentos sociais compreendem e se compreendem na relação com o Estado. Sob outro ângulo, a perspectiva que o Estado dimensiona, através de seus atores, sobre o papel, função e mediação, dos movimentos sociais do campo, no Estado de Rondônia. Para alicerçar parâmetros de análise, ampliando o espaço hermenêutico sobre a compreensão do fenômeno, buscou-se anteparo tanto da perspectiva teórica de autores como Antonio Gramsci, José Carlos Mariátegui e Raymundo Faoro, quanto em autores pátrios que, deram ao tema, um enfoque analítico considerado relevante e atual para a compreensão da questão, no Brasil e na região amazônica, sobretudo. Tal análise, enfim, vincula-se à perspectiva de conhecer, verificar e compreender a questão dos “processos participativos” ante os paradigmas da Teoria Política da Organização da sociedade, sobretudo sob a perspectiva da Teoria do Processo Político, ou das “oportunidades políticas”. / The present thesis aims at understanding the phenomenon of social organizations and movements in the countryside, overflowing in the relationship that these movements create and sustain vis - à - vis the State: organs / municipalities and public agents. unemployed people in Santo Amaro, São Paulo between April 4th and 6th, 1983. The protest
was a direct, unorganized, heterogeneous, violent action from the point of view of tactics of
struggle and based on causes considered legitimate, which contributed to the demonstration of
the unemployed to demonstrate logic; in short , a movement against the military dictatorship.
Although in 1983 there was a process of political openness and a serious economic crisis,
there were several reactions in civil society and political power. In this way, we also tried to
talk about the Civilian Police Dossier and the indictment of those accused of participating in
the demonstrations, as well as the representations elaborated in the news “Folha de São Paulo
and Estado de São Paulo”, analyzing all the sections and issues of April 1983. As for the
representations, we note the predominance of inconvenient and unchanging arguments about
protest, as well as associations of it with social disorder. So, we hope to understand the
practices and experiences of struggle of a marginalized social group, the political significance
of the action and the reason for the elaborated representations about the manifestation and its
evidences / Esta dissertação tem como objetivo compreender a manifestação organizada por uma multidão
de desempregados em Santo Amaro, zona sul da cidade de São Paulo entre os dias 04 e 06 de
abril de 1983. Partindo da especificidade do protesto, constatamos que o mesmo se constituiu
como uma ação direta, não organizada, heterogênea enquanto composição social, violenta do
ponto de vista da tática de luta e fundamentada em causas consideradas legítimas, o que
contribuiu para que o motim dos desempregados se constituísse como uma manifestação
repleta de coerência e lógica; enfim, uma arma contra a ditadura militar. Embora em 1983
estivesse em curso um processo de abertura política – e de uma grave crise econômica, o
motim despertou reações na sociedade civil e no poder público. Deste modo, também
buscamos problematizar as representações do protesto elaboradas nos documentos policiais, a
saber, o Dossiê sobre a manifestação elaborado pela Polícia Civil e os Autos de Inquérito dos
acusados de participação nos saques e quebra-quebras, bem como as representações
elaboradas nos jornais Folha de S. Paulo e O Estado de S. Paulo, analisando todas as seções e
edições do mês de abril de 1983. A respeito das representações, constatamos nas fontes a
predominância de argumentos desairosos e estereotipados sobre o protesto, assim como
associações do mesmo com a desordem social. Em suma, esperamos compreender as práticas
e experiências de luta de um grupo social marginalizado, o significado político da ação e o
porquê das representações elaboradas sobre a manifestação nas evidências arroladas para esta
dissertação

Previous issue date: 2018-06-22 / Conselho Nacional de Pesquisa e Desenvolvimento Científico e Tecnológico - CNPq / The objective of this research was to study the experiences in the process of social production of houses through self-management, a proposal widely defended by the housing movements, especially by local organizations like the Union of Movements of Housing of São Paulo and the National Union for Popular Housing. It is a relational object that crosses complex terrains permeated by disputes, struggles and resistances. Carry out this study implies in a movement that goes through historical, social, political, cultural and economic mediations of a multifaceted reality. The present study adopted a qualitative research, also supported in oral history, a strategy used to reach with greater depth the reality and the process of collective organization experienced and narrated by the subjects participating in the research. The study guided the socio-historical process, the urbanization of the cities, the access to land and the consolidation of self-management in different moments of the housing policy. The conductive perspective of the studies was supported by the work of the housing movements that throughout the historical process consolidated the self-management as a strategy of organization in facing the commodification of housing, not with the pretension of overcoming, but as an open field of possibilities, space where the subjects experience the popular participation motivated by the housing search. The guiding thread for this construction was the narratives of the participants of three organizing associations of the project Alexios Jafet, located in the city of São Paulo, whose trajectories are marked by the struggle for housing matters. Participants generously lent their stories so that this study could become more close to the lived process and to enable reflection from reality, from the ground where limits, possibilities, tensions and affirmations are experienced, in the social production of housing, in self-management. The study made it possible to know the existing contradictions and affirmations, what kind of difficulty collective subjects face, from the point of view of the program, as well as of the collective organization of the movements. In addition, the narratives present concrete elements about collective action, leading us to affirm self-management as a singular space of experience / Objetivou-se com a pesquisa conhecer as vivências no processo de produção social da moradia por meio da autogestão, proposta amplamente defendida pelos movimentos de moradia, especialmente pelas organizações de âmbito local chamada União dos Movimentos de Moradia de São Paulo (UMM/SP) e União Nacional por Moradia Popular (UNMP). Trata-se de um objeto relacional que atravessa terrenos complexos permeados por disputas, lutas e resistências. Realizar este estudo implica em um movimento que passa por mediações históricas, sociais, políticas, culturais e econômicas de uma realidade multifacetada. O presente estudo adotou a pesquisa qualitativa, apoiado também na história oral, estratégia utilizada para alcançar com maior profundidade a realidade e o processo de organização coletiva vivenciada e narrada pelos próprios sujeitos participantes da pesquisa. O estudo pautou o processo sócio-histórico, a questão da urbanização das cidades, o acesso a terra e a consolidação da autogestão em diferentes momentos da política habitacional. A perspectiva condutora dos estudos esteve apoiada na atuação dos movimentos de moradia que ao longo de processo histórico consolidaram a autogestão como estratégia de organização no enfrentamento da mercantilização da moradia, não com a pretensão de superação, mas como um campo aberto de possibilidades, espaço onde os sujeitos experimentam a participação popular motivado pela busca da moradia. O fio condutor que orientou essa construção foram as narrativas dos participantes de três associações organizadoras do projeto Alexios Jafet, localizado na cidade de São Paulo, cujas trajetórias se encontram marcadas pela luta por moradia. Os participantes de forma generosa emprestaram suas histórias para que este estudo alcançasse maior proximidade com o processo vivido e para possibilitar a reflexão a partir da realidade, do chão onde são experimentados os limites, as possibilidades, as tensões e afirmações, na produção social da moradia, na autogestão. O estudo possibilitou conhecer as contradições e afirmações existentes, que tipo de dificuldade os sujeitos coletivos enfrentam, do ponto de vista do programa, como também da organização coletiva dos movimentos. Além disso, as narrativas apresentam elementos concretos sobre a ação coletiva, nos levando a afirmar a autogestão como um espaço singular de vivência

Esta tese argumenta que a Teoria dos Movimentos Sociais com o foco nos protestos como a forma de atuação dos movimentos e com a conceituação restrita da institucionalização mostra-se insuficiente para dar conta dos movimentos sociais que atuam nas instituições políticas. Esta constatação partiu da observação do Movimento Sanitário/pela Reforma Sanitária, que tem se mobilizado, desde os anos 1970, em prol da defesa do acesso universal à saúde no Brasil. A reconstituição da sua trajetória nacional e do seu repertório de ação abrangeu o período entre 1974 a 2006, conduzida por meio de um estudo de caso. Foram analisadas suas transformações e permanências em termos dos diagnósticos e prognósticos, dos atores e dos eventos, bem como das formas de ação. O caso do Movimento Sanitário pela Reforma Sanitária mostra que movimentos sociais podem atuar via instituições, sem deixar de sê-los, e que, nessa atuação, seus atores recorrem aos elementos inovadores que colocam as autoridades diante de situações novas e aumentam a capacidade de mobilização do movimento. / This thesis argues that the Theory of Social Movements which focuses on protests as the expression of movements actions proves to be insufficient to account for the social movements that operate in political institutions. This finding was based on the observation of the Sanitarista Movement, which has been engaged since the 1970s in defense of universal access to health care in Brazil. The case study covers the reconstitution of the movements national trajectory and repertoire of action from 1974 to 2006. We analyze its continuities and transformations in terms of diagnosis and prognosis, the actors and the events, and the forms of action. The case of the Sanitarista Movement shows that social movements do not cease to exist while acting in institutions and that in their institutional repertoire they are able to introduce innovative elements that put the authorities before new situations and increase the social movement capacity to mobilize.

Previous issue date: 2006-10-11 / The thematic about youth has gained important space and prominence in the last
years. Its visibility, in a great part, resumed through media and market, is
reinforced by the appearing of new social movements about youth, like the
teenagers of the periphery, the alter-globalists and others that are recently showing
their vitality. With the appearance of these new actors, classic youth movements are
gaining visibility again, between them, the students movement, which came back
into the scene, resuming their traditional discourses about politics and education,
but still adapting to new student demands and incorporating other guidelines into
the field of culture and identity. In this work we intend to study the participation of
student militants through the analysis of four groups that express the actual
process of movement s diversification. They are: a) classic students movement; b)
courses federation; c) groups of gender and d) groups of culture. We still intent to
analyse how the students movement is able to reconstruct its collective identity
from the conflict and dialogue with these other different groups. For that, we will
rely on some concepts like collective identity and social representations that are
important tools for our analysis. In this research, we carried out 24 semi structured
interviews with militants from each group cited above and we took part in the main
forums and meetings. This work was made between 2002 and 2005 / A temática da juventude vem conquistando importante espaço e destaque nos
últimos anos. Sua visibilidade, em grande medida, retomada através da mídia e do
mercado é reforçada também pelo aparecimento do protagonismo de novos
movimentos juvenis como os jovens da periferia, os militantes altermundistas, entre
outros que, num cenário recente, mostram sua vitalidade. Com o aparecimento
destes novos atores ganham visibilidade os movimentos juvenis clássicos, entre
eles, o movimento estudantil, que volta à cena retomando seus discursos
tradicionais sobre política e educação, mas que também se adapta às novas
demandas estudantis e incorpora outras pautas ligadas aos campos da cultura e da
identidade. Neste trabalho, pretendemos estudar a participação de militantes
estudantis a partir de 4 grupos que expressam o atual processo de diversificação do
movimento. São eles: a) o movimento estudantil clássico; b) as executivas de curso;
c) coletivos de gênero e d) coletivos de cultura. Também queremos analisar como
este movimento, a partir do conflito e diálogo entre esses diferentes grupos,
reconstrói sua identidade coletiva. Para isso, contamos com os conceitos de
identidade coletiva e representações sociais que serão instrumentos importantes
para nossa análise. Nesta pesquisa, realizamos 24 entrevistas semi-estruturadas
com os militantes de cada um dos grupos citados e participamos de seus principais

movements of the left, aimed to reverse the increase of bus and subway passes in major
centers. What was a common event in big cities has suddenly become one of the biggest
manifestations of the country and with a wide range of demands before the most varied
social sectors. In São Paulo city, the great organizer of the uprising was the Free Pass
Movement [Movimento Passe Livre], a movement that has the characteristic of being
horizontal, without leadership and considered non-traditional, which, on the one hand,
allowed for the expansion of both uprising and patterns, But on the other hand, it was
criticized by other social movements for this spontaneous aspect. Another feature of June
of 2013 was the role
of the press, initially acting in opposition to the uprising, and throughout the events,
however, ended up supporting the uprising, causing a certain part of the sectors of social
movements to question the Real sense of manifestations and of such support.
Nevertheless, the social networks maintained a prominent role by rivaling the press on the
ways of telling what was happening in the uprising. Add to that all the electoral factor in
which Brazil was, that is, on the eve of a presidential race, and in the city of São Paulo we
had Fernando Haddad recently elected, besides being on the eve of receiving two
important events: the 2014 Soccer World Cup and the 2016 Olympic Games. All these
factors are on the streets of São Paulo during the uprising and this work intends to analyze
the outcome of this unorthodox meeting / As manifestações de Junho de 2013, que contou, de princípio, apenas com pequenos
grupos e movimentos sociais de esquerda, tinha como objetivo reverter o aumento das
passagens de ônibus e metrô nos grandes centros. O que era um evento comum nas
grandes cidades, de repente se tornou uma das maiores manifestações do país e com um
grande leque de reivindicações diante dos mais variados setores sociais. Na cidade de
São Paulo, o grande organizador das manifestações foi o Movimento Passe Livre, um
movimento que tem como característica ser horizontal, sem liderança e considerado não
tradicional, o que, por um lado, permitiu a ampliação tanto de manifestantes quanto de
pautas, mas, por outro, acabou sendo criticado por outros movimentos sociais justamente
por este aspecto espontaneísta. Outra característica de Junho de 2013 foi o papel da
imprensa, portando-se, num primeiro momento, em oposição às manifestações, e ao
longo dos acontecimentos, contudo, acabou apoiando as manifestações, fazendo com que
certa parte dos setores de movimentos sociais questionasse o real sentido das
manifestações e de tal apoio. Não obstante, as redes sociais mantiveram papel de
destaque por rivalizar com a imprensa sobre as formas de contar o que estava ocorrendo
nas manifestações. Some-se a isso tudo o fator eleitoral em que o Brasil se encontrava, a
saber, às vésperas de uma disputa presidencial, sendo que na cidade de São Paulo
tínhamos Fernando Haddad recém-eleito, além de estar às vésperas de receber dois
eventos importantes: a Copa do Mundo de 2014 e as Olimpíadas de 2016. Todos esses
fatores se encontram nas ruas de São Paulo durante as manifestações e este trabalho
pretende analisar o resultado deste encontro tão heterodoxo

of the Partido Verde ("Green Party") in Brazil. We have investigated what are the mechanisms
that mobilize people around collective issues, specifically what are the motivations that led part
of the environmentalist movement to opt for the creation of the party PV (Partido Verde) as a
mobilization strategy. The research will focus on the political process and the negotiations
around the creation of the PV in the 80s.
Although the Brazilian party Partido Verde is mentioned in studies about
environmentalist movements, it has never been the topic of any specific study. The creation of
PV was not a unanimous decision among the diverse environmentalist groups. For this reason,
we have deemed paramount a comparative analysis between the groups in São Paulo and Rio de
Janeiro in order to understand their particularities. Thus, this study identified the reasons why
the majority of the movement had engaged in the party in Rio and not in São Paulo.
We will begin with the approach of the theory of political process (Tarrow, 1994) in
order to explain the phenomenon, specially the concepts of "structure of political opportunities"
and "structures of mobilization". Two research procedures were used: information gathering
from archives of newspapers and magazines at that time; and semi-directive interviews with the
main founders of PV and with the movement activists who were against that strategy.
The first hypothesis examined was the importance of the redemocratization process, for
which the country was going through from the 70 s to the 80 s, to promote new social
movements and their later institutionalization. Besides the analysis of the political context, we
have noticed relevant differences in the paths taken by the environmentalist groups and militants
in São Paulo and in Rio de Janeiro. Therefore, a second hypothesis was identified related to the
importance of an analysis on the formation of environmentalist groups to determine their view
on the strategy to institutionalize the movement though a political party.
As a result of the investigation, we demonstrate that the structure of national and
regional opportunities stimulated the group of former exiles from Rio de Janeiro to create the
Partido Verde in Brazil. Furthermore, the political militancy path previously taken by this group
has also shown to be a motivation to bring the issue of the "partyzation" into the
environmentalist movement / O objetivo dessa pesquisa é analisar o processo político que levou à criação do Partido
Verde no Brasil. Investigamos quais os mecanismos que fazem as pessoas se mobilizarem em
torno de questões coletivas, no caso, quais as motivações que levaram parte do movimento
ambientalista a optar pela fundação do PV como uma estratégia de mobilização. A pesquisa
incidirá sobre o processo político e as negociações em torno da criação do PV, em
meados da década de 80.
Embora seja mencionado nos estudos sobre o movimento ambientalista, o
Partido Verde brasileiro ainda não foi objeto de nenhum estudo específico. A criação do

nacionais e regionais impulsionou o grupo de ex-exilados cariocas a criarem o Partido
Verde no Brasil. Assim como a trajetória de militância política anterior do grupo
também mostrou-se um incentivo para trazer a questão da partidarização para dentro do
movimento ambientalista
