Biopolítica e educação : desafios da inclusão escolar das pessoas com deficiência no neoliberalismo /

Orientador: Pedro Angelo Pagni / Resumo: Após as diversas reivindicações sociais na história brasileira, e em especial aos pais/familiares, professores e pesquisadores, emergiram as políticas de Inclusão Escolar, principalmente depois da Constituição de 1988. A história da Educação Especial ocorreu em consonância a configuração da biopolítica neoliberal, pois, foi a partir do pressuposto de liberdade econômica que novos sujeitos foram agregados a formação, alargando o espaço para os indivíduos com algum tipo de deficiência adentrarem ao mercado de trabalho e ser ativo economicamente, bem como participar da vida pública. Mas, este modelo norteador educacional permaneceu com os velhos costumes de centralidade no aluno, fazendo com que as práticas de inclusão se tornasse um lugar pautado na formação especializada, para suprir a formação do professor da sala comum, com o objetivo de preparar especificamente para participar da economia. O problema que esse modo de situar a relação com esses novos integrantes da escola focou no enquadramento dessas diferenças para possíveis correções de seus déficits, desempenhando um olhar negativo sobre seus acidentes. Esta dissertação pretende, a partir do diagnóstico foucaultiano sobre o modo como encaramos a vida na modernidade, em particular, os problemas de uma vida baseada na biopolítica neoliberal, levantar os possíveis desdobramentos que nos fizeram crer que esse modo de incluir seja inclusivo. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: After several social demands through the Brazilian history, specially from parents/relatives, teachers and researchers, School Inclusion politics emerged, mainly after the 1988 Constitution. The history of Special Education develops in line with the neoliberal biopolitics configuration, because it was from the assumption of economic freedom that new subjects were aggregated in the traditional school system, widening the possibility for some individuals with some sort of disability to enter the job market and be economically active, as well as take part in the public life. But this guiding education model kept the old costumes of focusing on the student, making inclusive practices to be a point of discussion in the specialized formation, to supply the formation of the ordinary class teacher, with the goal of preparing them specifically to participate in the economy. The issue is that this way of developing the relationship with these new school members focused on delineating their differences for possible corrections of deficits, bringing a negative perspective about their accidents. This dissertation intends, from the Foucaultian diagnosis about the way we face life in modernity, in particular the issues with a life based on neoliberal biopolitics, to raise the possible unfoldings that make us believe this way of inclusion is inclusive. INSTITUCIONALIZAÇÃO ESCOLAR E EMPREENDEDORISMO: EFEITOS DA GOVERNAMENTALIDADE NEOLIBERAL NA SUJEIÇÃO DO ALUNO A EJA

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This dissertation aims at problematizing the effects of neoliberal governmentality on the conduction of subjects in contemporaneity, in a society that has been produced by the security logic. By proposing such investigative endeavor, this study focuses on the school and regards it as one of the most potent locus of production of subjects aligned to the State. Thus, the objective of this research is to understand the effects of neoliberal governmentality on the production of contemporary subjects by considering the alliance between State and school. In order to achieve such objective, five Youth and Adult Education (EJA) students were interviewed. EJA is understood as a practice that gives visibility to governmentality. The recurrences found in those subjects narratives, through the genealogical inspiration by Michel Foucault, triggered a search for the conditions of existence that have enabled the emergence of such discourses, thus constituting them as truths, delineating and producing subjects in contemporaneity. The analysis of recurrences found in the narrative interviews allowed the identification the following utterances: the need to be institutionalized in the school context, and the need to become a self entrepreneur. In order to look at such materials, the concept of governmentality developed by Michel Foucault was used. From this perspective,it was noticed that institutionalization, by means of education, has been understood as a salvation practice that has been developing throughout history, making the subjects be captured and have their conducts conducted to meet the State requirements at every historical moment, thus showing the potency of truth on the school operating even when the subject is not linked to that institution. The same can be said of entrepreneurship, which, since industrialization, has used education as a vehicle for the subjectivation of subjects able to invest in themselves, manage their lives and risks by means of incessant searches for better life conditions, which involve being able to consume and participate in contemporaneity. At the end of the research, although the focus of investigation was EJA, it was possible to understand that such education modality, as well as special education, quilombo education and distance education, among others, has been affected by the imperative of truth that has pointed out inclusion, developed through the neoliberalism logic, to capture every subject and constitute them as the target of current government technologies. / A presente dissertação se propõe a problematizar os efeitos da governamentalidade neoliberal na condução dos sujeitos na contemporaneidade, em uma sociedade gestada pela lógica da seguridade. Ao propor tal empreendimento investigativo, este estudo olha para a escola compreendendo-a como um dos mais potentes lócus de produção de sujeitos agenciado ao Estado. Sendo assim, a pesquisa tem como objetivo compreender os efeitos da governamentalidade neoliberal na produção de sujeitos contemporâneos, a partir da aliança Estado e Escola. Para alcançar tal objetivo, foram realizadas entrevistas com cinco alunos que frequentam a modalidade de ensino Educação de Jovens e Adultos, compreendendo que esta é uma prática que dá visibilidade a governamentalidade por excelência. As recorrências encontradas nas entrevistas narrativas convidaram a buscar, na inspiração genealógica de Michel Foucault, as condições de existência que possibilitam a emergência desses discursos, constituindo-os como verdades, delineando e produzindo os sujeitos da contemporaneidade. A análise empreendida nas recorrências extraídas das entrevistas narrativas permitiu a identificação das seguintes anunciações: a necessidade de ser institucionalizado no contexto da escola e a necessidade de tornar-se empreendedor de si. Para olhar para essa materialidade, foi utilizado como ferramenta analítica o conceito de governamentalidade desenvolvido por Michel Foucault. A partir destas lentes, percebeu-se que a institucionalização, por meio da educação, é entendida como prática de salvação que vem se desenvolvendo ao longo da história, fazendo com que os sujeitos sejam capturados e tenham suas condutas conduzidas para atender às conveniências do Estado em cada momento histórico, demonstrando a potência da verdade sobre a escola, operando mesmo quando o sujeito não está vinculado a esta instituição. O mesmo acontece com o empreendedorismo, que, desde a industrialização, vem se utilizando da educação como veículo para subjetivação de um sujeito capaz de empreender em si mesmo, autogerenciar sua vida e seus riscos por meio de buscas incessantes por melhores condições de vida, o que, na contemporaneidade, significa possibilidade de consumir, participar. Ao final da pesquisa, embora o foco da investigação tenha sido a EJA, entende-se que essa modalidade de ensino, assim como a educação especial, a educação quilombola e a educação à distância, entre outras, é atingida pelo imperativo de verdade que denomina a 8 inclusão, desenvolvida na lógica do neoliberalismo, para capturar todos os sujeitos e constituí-los como alvo das tecnologias de governo atuais.

A partir dos conceitos de “biopoder” e “biopolítica”, de Michel Foucault, conseguimos descrever os processos de subjetivação que sintonizam as relações econômicas contemporâneas (produzidas pelo mercado capitalista neoliberal) e o funcionamento psíquico dos sujeitos. Portanto, nesse processo, o corpo sofre uma espécie de “empresariamento”, causado por políticas de subjetivação empreendidas pelo mercado. A eficácia desse tipo de produção é garantida porque o sistema econômico, em sua essência, atua sobre o corpo, explora os processos históricos, econômicos e a constituição humana (o sistema psíquico do sujeito). A escola como parte dos processos de subjetivação contribui para a produção de um tipo de sujeito refém do mercado, sobretudo, quando incorpora os seus valores. Isso ocorre porque as políticas de subjetivação, produzidas pelo sistema econômico global e organizadas pelas suas instituições financeiras, fazem a regulação econômica, humana e institucional. Tais políticas existem para garantir as demandas do mercado. Michel Foucault é a nossa base teórica e, a partir do conceito de “cuidado de si”, nós retornamos aos antigos gregos para apresentarmos uma concepção de corpo, sobretudo na perspectiva do fortalecimento ético e democrático no movimento educacional e cultural da sociedade contemporânea. O “cuidado de si” possibilita o enfrentamento das tensões consigo mesmo, consistindo em estar atento perante o cuidado consigo, com os outros sujeitos e com a natureza. Ele não garante a segurança, mas abre múltiplas possibilidades para a vida. O mesmo podemos dizer sobre o “cuidado de si” na escola, na relação do educador consigo, com os colegas de trabalho, com os alunos e com a natureza (como ciência). O corpo cuidado torna-se mecanismo de ruptura fundamental para enfrentarmos os desafios culturais e educacionais da sociedade contemporânea. É nele que apostamos. / The following study defends the body implicated as a rupture mechanism in light of subjectivation policies controlled by a neoliberal capitalist market. From the concepts of "biopower" and "biopolitics" by Michel Foucault, the study describes the processes of subjectivation that are a result of the contemporary economic relations (brought about by the capitalist neoliberal market dynamics), as well as the mental (psyche) functions of the subjects. Therefore, in this process, the body suffers a kind of "business transformation", caused by the subjectivation policies brought on in the marketplace. The effectiveness of this kind of production is guaranteed because the economic system, in its essence, acts on the body, explores the historic and economic processes and the human constitution - the mental (psyche) system of the subject. Schools as a part of the process of subjectivation contribute towards the production of a type of subject who is hostage to the market, even more so when the subject incorporates the economic systems values. This occurs, as will be shown throughout the study, because the policies of subjectivation produced by the global economic system, and organized by the financial institutions, also provide economic, human and institutional regulation. Such policies exist in order to guarantee the market demand balance. Michel Foucault and his theories were used as the basis for the study, and starting with the concept of "Care of Self" we go further back to ancient Greece to present further evidence of bodily awareness, with special emphasis on the strengthening of ethics, democracy and culture in the educational movements as well as in modern society as a whole. "Care of Self" enables the subject to face tough times in one's life, and consists in being aware of one's own well-being as well as others' well-being and nature's well being. It must be said, that this will not guarantee safety and well-being, but it does open up many different possibilities. The same can be said of "Care of Self" in school, in relation to the educators with themselves, with their colleagues, with the students and with nature. The well-taken-car-of body becomes a fundamental rupture mechanism which enables coping with the cultural and educational challenges in modern society, and it is in this theory that we have focused the following study.

nÃo hà / AtravÃs das ferramentas analÃticas legadas por Michel Foucault, este trabalho buscou investigar as mudanÃas ocorridas na polÃcia, especialmente com a adoÃÃo da doutrina de policiamento comunitÃrio, que passou a ser difundida no Brasil na dÃcada de 1980, utilizando-se de vÃrios discursos, especialmente o da educaÃÃo, como forma de justificaÃÃo da atuaÃÃo do policial comunitÃrio, agora visto como um policial-educador. Analisando a referida doutrina, percebeu-se que, embora esteja sob os ares progressistas que o termo âcomunitÃrioâ lhe confere, tem sido articulada por uma governamentalidade neoliberal, utilizando a forma da grande empresa privada como modelo de gestÃo das corporaÃÃes policiais e, finalmente, instaurando uma cultura do empreendedorismo entre os sujeitos policiais. Tudo isso implicando em um maior controle e governamento da populaÃÃo. / Through analytical tools bequeathed by Michel Foucault, the study aims to investigate the changes in the Police, particularly with the adoption of the Community Policing Doctrine, which became widespread in Brazil in the 1980âs, in which a variety of discourses was used, especially the education, as a way to justify the actions of the Communitarian policeman, now seen as a cop-educator. Analyzing such doctrine, it is realized that, although the progressive perspectives that the term âcommunitaryâ confers to it, it has been articulated by a neoliberal governmentality, using the form of large private company as a management model to the Police Corporation and, finally, establishing a entrepreneurship culture among the policemen. All this resulting in greater control and governance of the population.

En este contexto, el/la corredor/a se ha transformado en una figura estratégica para reflexionar a respecto de las producciones y reproducciones corporales y subjetivas de la época actual, marcada por una competitividad e el paradigma de la auto superación. A partir de lo expuesto, los objetivos que orientan la investigación consisten en a) analizar la producción de determinado tipo de subjetividad característico de la práctica de corrida para b) reflexionar sobre los diálogos con un tipo de racionalidad que caracteriza al sujeto neoliberal. Para responder a esos objetivos, desarrollamos una investigación etnográfica en un período de dieciocho meses en la ciudad de São Carlos, interior de São Paulo, en la cual buscamos acompañar dos grupos de corrida de hombres y mujeres, caracterizados por diversos niveles de compromiso con la práctica. Con la finalidad de presentar los resultados de la investigación etnográfica y bibliográfica, el texto se presenta dividido en tres secciones. En la primera sección, trabajamos con la construcción de una estética corporal vinculada a la salud y a la cualidad de vida como caminos posibles de elección, así como la construcción de una matriz moral en torno a esas dimensiones. En la segunda, nos focalizamos en el análisis de los elementos que permiten una comparación con la figura teórica del hombre-empresa. Finalmente en la tercera sección, abordamos la producción y reproducción del dolor y el placer así como los diálogos con el tipo de subjetividad neoliberal / The street run is a phenomenon that has stood out in the Brazilian urban contexts, consolidating, inclusively, as the second sport more practiced in 2011. In this context, the runner has become a strategic reflective figure on the productions and reproductions of the body and the subjective of the current age, marked by a competitiveness and the paradigm of self-improvement. Based on the above, the objectives that guide this research consist of a) analyze the production of a certain type of subjectivity characteristic by the practice of street run to b) reflect on the dialogues with a type of rationality that characterizes the neoliberal subject. In order to respond these objectives, we conducted an ethnographic research over a period of eighteen months in the city of São Carlos, interior of São Paulo, in which we sought to accompany two groups of men and women, characterized by different levels of commitment to practice. In order to present the results of ethnographic and bibliographical research, the text is divided into three sections. In the first section, we work with the construction of a physical aesthetic linked to health and life´s quality as possible ways of choosing, as well as the construction of a moral pattern around those dimensions. In the second, we focus on the elements’ analysis that allow a comparison with the theoretical figure of the man-company. Finally, in the third section, we take in account the production and reproduction of pain and pleasure as well as the dialogues with the neoliberal subjectivity type. / A corrida de rua é um fenômeno que tem se destacado nos contextos urbanos brasileiros, sendo considerada, inclusive, como o segundo esporte mais praticado no ano de 2011. Nesses meandros, o/a corredor/a de rua tem se transformado em uma figura estratégica para refletir a respeito das produções e reproduções corporais e subjetivas da nossa época, marcada por a competitividade e o paradigma da auto superação. Posto isso, os objetivos que orientaram a investigação consistem em a) analisar a produção de determinado tipo de subjetividade característico da prática da corrida de rua, para, enfim, b) refletir sobre os diálogos com um tipo de racionalidade que caracteriza o sujeito neoliberal. Para responder esses objetivos, desenvolvemos uma pesquisa etnográfica em um período de dezoito meses na cidade de São Carlos, interior de São Paulo, na qual buscamos acompanhar dois grupos de corridas de rua, de homens e mulheres caraterizados por diversos níveis de compromissos com a prática. Practices, encounters, and narratives : an ethnography of global school partnerships

This thesis makes a productive contribution to understanding the rapidly expanding and contested field of global school partnerships, by placing the rich narratives from a handful of school partnerships into the global education context of social, historical, political, and cultural processes. Principally, it tells the story of one partnership, between two primary schools in rural Devon and urban Tanzania, nested within a network of partnerships and governed by DfID’s Global School Partnership (GSP) programme. The cross-continental nature of the school partnerships called for a multi-sited, ethnographic approach, informed and shaped by postcolonial and feminist principles. Partnerships comprise a range of practices, most significant of which were the reciprocal teacher visits that punctuated, and energised, the partnership calendar, presenting spaces for encounter. The emotional and embodied encounters formed the backbone of the partnerships, and produced narratives that were circulated amongst the partnerships and re-presented to audiences in the home country. Firstly, school partnerships engendered the production of moral subjectivities, which were underscored by broad discourses of citizenship, global citizenship, and moral education. With its objective to foster global citizenship, the global partnership occupied an ambiguous position within this discursive framework. Secondly, the encounters presented moments in which narratives of education, teaching, and learning were produced, contested, negotiated, and in some cases, reworked by the participating teachers. As a cultural device, the GSP was both indicative, and constitutive, of the discourse surrounding the neoliberal realignment of the education sector around the world, and provided a productive lens through which to reflect upon the contemporary transformation of the institution. Importantly, the GSP presented a significant site in which neoliberal stories of aspiration, hard work, and global outlooks, became intimately entangled with ‘caring’ stories of concern and responsible citizenship. Most scholarship has focused on the role of secondary and tertiary education sectors in the production of the knowledge economy, but this ethnography finds that nascent discourses and imaginaries of the ‘global’ citizen are already being established and performed in primary schools around the world.

Jumping Between Extremes: Economic Policy and Popular Response in Venezuela

Venezuela experienced one of the most dramatic political transformations of the twentieth century. After initially developing a system of representative democracy hailed among the most resilient in the Western Hemisphere in the 1950s, the country endured wave after wave of economic turmoil until, in 1998, Hugo Chávez was elected to the office of the Venezuelan presidency, fundamentally altering the governmental structure of the country and contributing to the desperate economic conditions Venezuela finds itself in today. This thesis attempts to explain the societal factors that led to Chávez’s election through an examination of Venezuelan economic policy in the final decades of the twentieth century. By charting the attempts made by specific Venezuelan political actors to address the unique conditions and dilemmas generated by the country’s largely oil-based economy during this period, it is argued that the economic policies enacted by Venezuela’s representative democracy systematically failed to address the needs and concerns of the country’s poor and working classes. As a result, political disillusionment among these social groups became increasingly more pervasive, finally reaching its full expression in the election of Chávez as an outsider candidate pledging to overhaul the Venezuelan political system in favor of poor and working class social sectors. Moreover, this text attempts to situate Chávez’s election as the result of a broader trend of inadequate economic policy beyond the commonly examined neoliberal reforms of the 1990s and ultimately serves to caution against an economic worldview that overlooks potential repercussions for society’s most vulnerable sectors.

This study aims to describe and analyze changes over time in the degree of relative crowding in preschools within the urban area of a medium-sized city in the northern part of Sweden – and does so by examining the size of the available open space per child. Further, this work explores the spatial variation of open space dimensioning in relation to the urban center in order to decide whether shrinking of children’s open space should be considered to be limited to the major metropolitan areas of Sweden. With the basis in an assumption of increasing competition over land as a consequence of neoliberal governance and densification as strategies to promote urban growth, it’s hypothesized from recent literature that these ambitions increasingly risk confining children’s right to adequate areas of open space for outdoor play. Using a combination of quantitative approaches of analysis, with the use of regression analysis the study concluded that the coefficient of the independent variable Building age is positive, and therefore matches the expected direction. However, no statistically significant linear relationship was observed even with the use of relevant variables – highlighting a complex relationship surrounding the understanding and prediction of land use in general and urban open space in particular. A comparison of mean values using grouping based on both the aspect of time and centrality found that preschools built after 1998 generally contains 0,85 m2 larger open space per child than those built before 1987, whereas preschools within the urban center had 6,18 m2 larger open space per child than those located in more peripheral locations. When controlling for the share of preschools that undercuts and exceeds the recommendations related to dimensioning of open space communicated by the Swedish National Board of Housing, Building and Planning, units within the city center was found to meet these recommendations to a greater extent. Preschools built after 1998 seem to be more prevalent among units that undercuts the said recommendations. The results call for further research within this field of study in order to determine whether or not children’s shrinking open space can be limited to be a phenomenon encompassing solely major metropolitan areas.

The private policing has been expanded in number and diversification. This seems to denote a singular event, since the modern Estate until then, was marked by the nationalization of the police force. In this context, private policing begins to exert control lined by security directives of prevention and management of risk through business directives of cost reduction and efficiency increase. This private security appears less and less like a complimentary activity to the public safety, acting now like the true replacement of a something previously inefficient. This work has as objective, through a genealogical reconstruction of the present, unearth the motives that produced this reality. We believe that the changes mentioned previously in the manners of control were ignited by the emergency of neoliberal rationality, which shifts the idea of policing from matters of social rights for the matters of economy and efficiency. Besides that, a neoliberal strategy binds the causality of everyday risks to individual choices and imbues them total responsibility for their own safety. This research also has as objective contextualize the private policing as an apparatus in the Foucaltian sense of the term and show the consequences of the modus vivendi that his role implies. / Um olhar atento para o presente revela que o mito, segundo o qual o Estado ? o detentor do monop?lio do uso leg?timo da for?a dentro dos limites do seu territ?rio, tem sido corro?do pela inser??o de diversos atores privados no campo do controle social. O policiamento privado tem se expandido em n?mero e se diversificado em formas. Isso parece marcar um evento singular, posto que o Estado moderno, at? ent?o, era caracterizado pela estatiza??o das for?as policiais. Nesse contexto, o policiamento privado passa a exercer um controle pautado por l?gicas securit?rias de preven??o e gerenciamento de riscos e por l?gicas empresariais de redu??o de custos e aumento da efici?ncia. Essa seguran?a particularizada aparece cada vez menos como uma atividade complementar ? seguran?a p?blica, passando a atuar como um verdadeiro substituto de algo ineficaz. O trabalho objetiva, por meio de uma reconstru??o geneal?gica do presente, desocultar os motivos que produziram essa realidade. Nesse caminho, consta a realização de um estudo sobre a relação entre indivíduo e sociedade, os processos de estigmatização social, bem como a maneira como o Direito está lidando com a criminalidade, com a ressocialização e, assim, com as consequências do desenvolvimento neoliberal. Para um conhecimento prático dos temas tratados, essa pesquisa conta com uma parte empírica na qual foram realizadas entrevistas com apenados do regime alternativo da limitação de final de semana. Tudo isso levou ao conhecimento de um universo de miserabilidade e marginalização, constituição da individualidade e choques culturais que se instalam no registro da violência na nossa sociedade.
