The effects of parental unemployment on children's health in China

This thesis uses data from the China Health and Nutrition Survey (CHNS) from 1991 to 2004 to estimate the short-term effects of parental unemployment on children's health through exogenous shocks from state-owned enterprise reforms at the end of the last century by employing fixed effects and instrumental variables methods. Findings show that parental unemployment decreases children's weight z-scores and reduces the frequency with which children have been ill or hurt in the past month. It also significantly affects children's nutrient intake over the past three days, particularly evident in low-income families and adolescent groups.

[pt] No início dos anos 1990, o governo brasileiro executou um dos maiores programas de privatização no mundo. Com microdados de firmas brasileiras, nós estudamos se a privatização levou a uma redução nos custos de produção das empresas estatais. A literatura passada avaliou se a privatização levou a um aumento na produtividade total dos fatores (PTF). Nós argumentamos que a privatização pode afetar os custos de produção por outro mecanismo além da PTF: as estatais podem sofrer distorções que as impedem de escolher a cesta de insumos que minimiza custo, e a privatização pode mitigar essas distorções. Ao estimar a função de produção, nós podemos não apenas estimar a PTF, mas também podemos escrever as condições de primeira ordem do problema de minimização de custos e obter uma medida dessas distorções. Nossos resultados sugerem que as empresas aumentam sua PTF após a privatização e fazem melhores alocações de capital. De acordo com nossos resultados, no longo prazo, a melhora nas decisões de alocação responde por 14.37 por cento da redução de custo após a privatização. / [en] In the early 1990s, the Brazilian government carried out one of the largest privatization programs in the world. With microdata on Brazilian firms, we study whether privatization has reduced the costs of production of State-Owned Enterprises (SOEs). Past literature has assessed whether privatization has increased firms total factor productivity (TFP). We argue that privatization could impact the costs of production by another mechanism besides TFP: SOEs may exhibit distortions that prevent them from choosing the cost-minimizing mix of inputs, and privatization may mitigate these distortions. By estimating the production function, we can not only estimate the TFP of firms but also write the first-order conditions of the cost minimization problem and obtain a measure of these distortions. Our results suggest firms enhance their TFP following privatization and make better allocations of capital. According to our results, in the long run, the improvement in the allocation decision accounts for 14.37per cent of the cost reduction after privatization.

Purpose: The main purpose of this research is to do an exploratory study on the role of controllers in state-owned enterprises in developing countries, specifically in Gambia and Rwanda. The study aims also at identifying challenges that controllers are facing and how they manage them and also showing the key differences between controllers in State-owned enterprises (SOEs) and private enterprises. Theoretical foundation: Theories we used in this research are based on previous literature and research done by previous scholars and publishers who wrote on controllers' roles, control systems, SOEs, private enterprises and developing countries. From the literature that authors read, they were able to find the research gap and construct research questions. Methodology: The authors of this thesis adopted a qualitative research method based on exploratory research approach. Data collection method adopted is a semi-structured interview with people holding controller positions of SOEs and private enterprises in Gambia and Rwanda. Conducting these interviews was aimed at collecting enough information and data that can be analysed in order to get a deeper understanding of the role of controllers in SOEs of developing countries. Data collected were analysed and interpreted through thematic analysis that helped the authors to identify key areas of discussions. Empirical findings: The empirical results were generated from the interviews conducted with eleven controllers from Gambia and Rwanda. These findings were discussed in connection to the literature at the same time answering the research questions and fulfilling the purpose of this research. The research findings show that controllers in SOEs have a series of challenges, among them corporate governance challenges and undue political interference, how controllers mitigate their challenges, by adhering to their financial and procedure manual. The findings provide that controllerin the private sector are more into profit than controllers in SOEs

CSR och hållbart företagande är traditionellt sett flexibelt hållna begrepp som företag uppmuntras att arbeta med på eget initiativ. Med vägledning av internationella standarder uppmuntras företag minimera negativa konsekvenser som deras verksamheter kan generera. Mot bakgrund av ett ökat behov av transparens och enhetlighet mellan företag som är verksamma på EU:s inre marknad har hållbarhetsredovisningsdirektivet antagits. Direktivet, vilket har genomförts i svensk rätt genom införande av bland annat 6 kap 12 § årsredovisningslagen, föreskriver en skyldighet för företag av viss storlek att identifiera väsentliga risker i verksamheten och redovisa dessa i en hållbarhetsredovisning som del av företagets förvaltningsberättelse. Riskidentifieringen ska göras mot bakgrund av vad som är nödvändigt för förståelse av företagets verksamhet, och innefatta risker i affärsförbindelser när det är relevant. En av de aspekterna som företag ska identifiera och redovisa risken för är korruption. Hållbarhetsredovisningskravet gäller från och med redovisningen av verksamhetsåret 2017. Svenska staten är en stor bolagsägare i Sverige och ställer krav på de statligt ägda bolagen att agera föredömligt på området för hållbart företagande, bland annat genom krav på efterlevnad av en framtagen ägarpolicy. Inom ramen för en empirisk studie har 47 statligt ägda bolags hållbarhetsredovisningar för verksamhetsåret 2016 granskats. Syftet var att fastställa hur de statligt ägda bolagen arbetar med identifiering och redovisning av risker för korruption, mot bakgrund av att redovisningskravet hittills inte har varit rättsligt bindande. Mot bakgrund av det varierande resultatet som studien visar kan ifrågasättas om samtliga av de statligt ägda bolagen agerar med en sådan föredömlighet som föreskrivs i ägarpolicyn. Genom en analys av huruvida hållbarhetsredovisningsdirektivet och 6 kap. 12 § årsredovisningslagen kan förhindra den underlåtenhet att redovisa risker för korruption som idag torde vara möjlig, konstateras att direktivet i teorin uppfyller sitt ändamål. Efter att redovisningskravet har börjat gälla kan korruption presumeras utgöra en väsentlig fråga för företag, vilket ställer höga krav för utelämnande av identifiering av korruptionsrisker i redovisningen. Ur praktisk synpunkt kan däremot anföras att direktivets språkliga utformning erbjuder en sådan flexibilitet vad gäller bedömningen av riskernas väsentlighet, att överträdelser av direktivet torde bli svåra att tillskriva företag eller dess företrädare ansvar för. Som slutsats anförs att direktivets föreskrifter borde ha utformats med mindre flexibilitet, i syfte att uppnå den enhetlighet mellan företags redovisningar som eftersträvas.

Corporate governance practice in the GCC : Kuwait as a case study

Corporate governance practice has recently become an important topic around the world and specifically within the emerging stock markets in order to avoid expropriation by corporate management at the expense of minority shareholders. Although corporate governance is considered to be tremendously important in many countries, whether developed or developing, corporate governance does not exist in Kuwait as a mean of shareholder protection. This thesis intends to provide a regulatory analysis to laws and regulations that should be implemented to regulate corporate governance practice in Kuwait in private companies and in the State-Owned Enterprises. The second chapter draws a theoretical framework of corporate governance. These theories must be discussed, because this thesis is the first to address corporate governance from a legal perspective and will help Kuwaiti practitioners and those involved in corporate governance practice to gain a better and more comprehensive understanding of and appreciation for effective corporate governance. The third chapter provides an overview of the corporate governance practice in the emerging markets. The fourth chapter presents the characteristics of a corporate culture to lay the groundwork for adopting corporate governance that will fit within the Kuwaiti culture. The fifth chapter offers an assessment of the institutional settings necessary to establish a sound corporate governance system in Kuwait, including legal and political institutions. The sixth chapter will examine corporate governance practice in the State-Owned Enterprises in Kuwait. The seventh chapter focuses on the best practices of corporate governance and the protection of shareholders in companies listed in the Kuwait Stock Exchange (KSE) by analysing the regulations and laws that apply to the KSE and that should relate to corporate governance. Chapter eight offers recommendations for corporate governance reform that derive from the assessment made in this thesis in both public and private sectors in Kuwait. Finally, chapter nine provides the general conclusion of the thesis and the contribution of this study.

The Challenges of China's Economic Reform: State Enterprise Reform and Financial Liberalization

This thesis examines China's state-owned enterprise reform and financial reform in the last two decades. I characterize the progress of China's state-owned enterprises reform in two areas: privatization of small SOEs and mass layoffs. I argue that privatization rests on the political economy of China. I also discuss the evolution of the financial system and come up with some strategies of financial liberalization in China. Result from this study suggests that if the necessary reforms of the financial sector and state enterprises are effectively carried out, inevitably this will lead to a significantly slower rate of growth for a period of time. However, these reforms will provide the basis for a period of sustained growth in the long run.

O papel dos bancos públicos e dos créditos direcionados na crise financeira de 2008 / The role of state-owned banks and eardmarked credit in the 2008 crisis

Estudos que avaliam a importância do governo no mercado de crédito têm adquiro mais relevância após a crise econômico-financeira de 2008. Antes os bancos públicos e as políticas de direcionamento do crédito no Brasil eram vistos como ineficientes e até mesmo prejudiciais para o mercado de crédito e consequentemente para a economia. Entretanto, no enfretamento da mais recente crise com impacto global, o governo e seus diversos canais para facilitar o crédito em um cenário de escassez foram percebidos como importantes para manter a estabilidade do crédito. Este trabalho avaliou o papel dos bancos de propriedade pública e da categoria de créditos direcionados para controlar a escassez de crédito durante a crise. A amostra foi composta pelos bancos do Sistema Financeiro Nacional cujas características se enquadraram no objetivo do trabalho, com dados contábeis e financeiros do período entre a crise, de 2005 a 2013. Por meio do uso de dados em painel, o estimador utilizado foi o GMM Sistêmico. Os resultados sugerem que os bancos públicos durante a crise expandiram as operações de crédito, na tentativa de aliviar a contração dos bancos privados. Para a participação do crédito direcionado não foi percebido grandes alterações durante a crise, entretanto como era esperada, a participação dos bancos privados foi mais significativa que a dos bancos públicos nesta categoria de crédito. Também fez parte do estudo observar se os bancos que detinham maior participação de direcionado em sua carteira foram os que mais ofertaram crédito durante a crise, entretanto não foi possível encontrar evidências que apoiasse esta hipótese, e também não se pode concluir que a magnitude foi maior para os bancos de propriedade privada / Studies assessing the importance of government in the credit market have gained more relevance after the economic/financial crisis in 2008. Before state-owned banks and earmarked policies in Brazil were seen as ineffective and even harmful for the credit market and hence the economy. However, that confronts the latest crisis with global impact, the government and its several ways to promote credit in a scenario of shortage were seen as important to keep credit stability. This study assessed the role of state-owned banks and earmarked credit to control the shortage of credit during the crisis. The sample was compounded by banks in the National Financial System whose characteristics meet the needs of this study, with accounting and financial data for the period within the crisis, from 2005 to 2013. Through the use of panel data, the estimator used was the System GMM. The results suggest that state-owned banks during the crisis expanded credit operations in attempt to relieve the contraction of privately-owned banks. Major changes in the earmarked shares were not noticed during crisis, but as it was expected the privately-owned banks´share was more significant than the state-owned banks´share in this loan category. Additionally, the study aimed to find out if banks that held bigger earmarked share in their portfolio were ones that most offered credit during the crisis, however it was not possible to find evidences that support that hypothesis and also it´s not conclusive if the magnitude was higher for privately-owned banks.

Este trabalho procura retratar a trajetória do setor elétrico paulista e suas interações com o setor nacional, já que, como se depreenderá da leitura, impossível, em muitos momentos, serem dissociados, seja na vertente institucional ou na econômica. Não obstante, o cerne da questão abordada aponte para o modo como a reforma institucional de um setor estratégico e de serviço público essencial foi feita, a questão é consideravelmente mais complexa, já que o setor tem características e especificidades únicas. O modelo anterior sob o qual o setor havia se desenvolvido, a partir da década de 1960, estatal em sua quase totalidade, começou a ser desmontado inviabilizou-se. Como duas questões básicas, ainda não foram satisfatoriamente respondidas, ou seja, se havia, realmente, necessidade da privatização e se esta poderia ter sido realizada de forma distinta, intenta-se interpretar os motivos, inicialmente, das estatizações e, posteriormente, das privatizações ocorridas / The aim of this study was to evaluate the processed reforms in the electric sector of São Paulo and his interactions with the Brazilian sector. The major of the question has been the privatization and the way as the institutional reform of a strategic sector and of essential public service sector was made. The question is considered complex, since the sector has single characteristics and the electricity is a capital with very specific peculiarities. The previous model under which had been developed the electric Brazilian sector and, in particular, the native of São Paulo, from decade of 1960, state in it\'s almost totality, started to be demolished is not viable anymore. How, the two basic questions, occurred by the reframe for which had passed, they had not been satisfactorily answered yet, in other words, if really had necessity of the privatization and it could have been carried through of distinct form. A influência dos ciclos políticos e da ideologia político-partidária na qualidade informacional dos resultados das sociedades de economia mista / The influence of political cycles and party-political ideology on the informational quality of the results of semi-state societies

A Sociedade de Economia Mista (SEM) é um tipo societário sui generis que não tem merecido atenção especial nos estudos, principalmente nos que são relacionados com a Ciência Contábil. A particularidade de possuir aspectos públicos e particulares, função econômica e social e de estar intimamente atrelada aos aspectos políticos e partidários, pode aduzir que essas sociedades não necessitam apresentar níveis de qualidade da informação contábil compatíveis com os outros tipos societários, porém esse fato não pode prosperar, pois as SEM estão inseridas dentro do contexto empresarial brasileiro e devem evidenciar informações contábeis com qualidade e transparência, em conformidade com as melhores práticas contábeis. Entretanto a influência pública não pode ser dissociada deste tipo societário, especialmente pelo fato de que as SEM são consideradas como intermediárias para a execução de políticas sociais que, implementadas e/ou potencializadas em períodos eleitorais, alteram os seus resultados e os seus reflexos podem não ser evidenciados de forma adequada aos usuários externos. Nesse contexto, o objetivo desta tese é analisar se a qualidade da informação contábil evidenciada pelas SEM sofre influência dos períodos eleitorais, das ideologias político-partidárias e da forma com que o capital é constituído (aberto ou fechado), bem como, qual o nível de comparação com as Sociedades Anônimas Privadas. Para a consecução dos objetivos, foram avaliadas 141 Sociedades de Economia Mista durante o período de 1995 a 2014 em três constructos de qualidade da informação contábil (suavização dos resultados, persistência dos resultados e conservadorismo condicional), através de regressões em dados em painel (desbalanceado), regressões em corte transversal e teste Qui-Quadrado de Pearson, com a finalidade de evidenciar os resultados desses constructos, sob o enfoque de dois conceitos de lucro: Lucro Líquido (LL) e Lucro Operacional (LO). Os resultados indicam que a qualidade da informação contábil das SEM é alterada em anos eleitorais, apresentando redução do nível de Persistência (LL e LO) e aumento no Conservadorismo (LL). Em relação à ideologia político-partidária do órgão governamental controlador da SEM, os resultados demonstram que a esquerda apresenta maior nível de Suavização (LL) e a direita apresenta níveis de Conservadorismo (LL) e de Persistência (LL/LO) maiores; quando analisados apenas os anos eleitorais, não existe diferença entre as ideologias. Na análise entre as SEM de Capital Aberto e Fechado aufere-se que as Fechadas possuem maior Suavização (LL), menor Persistência (LO) e menor Conservadorismo (LL); em anos eleitorais as Fechadas apresentam Conservadorismo (LL) maior. Na comparação com as Sociedades Privadas, tanto para a totalidade do período analisado quanto apenas dos anos eleitorais, vislumbra-se que as SEM apresentam: maior Suavização (LL/LO), menor Persistência (LL/LO) e menor conservadorismo (LL). Com esses resultados é possível concluir que o nível da qualidade da informação contábil das SEM sofre alterações em razão dos anos eleitorais, da ideologia politica e do tipo empresarial, porém sem ser possível identificar se a alteração é para um nível maior ou menor de qualidade; já em relação à comparação com as Sociedades Privadas, é possível afirmar que as SEM possuem um nível de qualidade da informação contábil inferior, considerando os constructos adotados na pesquisa. / The State-Owned Company (SOC) is a sui generis type of company that has not deserved special attention in studies, especially those related to Accounting Science. The particularity of having public and private aspects, economic and social function and being intimately tied to political and party aspects may suggest that these societies do not need to present levels of quality of accounting information compatible with other societal types, however, this fact cannot prosper, because the SOC are inserted within the Brazilian business context and should evidence accounting information with quality and transparency, in accordance with the best accounting practices. However, public influence cannot be dissociated from this societal type, especially because SOCs are considered as intermediates for the implementation of social policies that, implemented and / or enhanced in electoral periods, alter their results and the reflexes may not be properly evidenced to external users. In this context, the purpose of this thesis is to analyze whether the quality of the accounting information evidenced by the SOC is influenced by electoral periods, political-partisan ideologies and the way in which capital is constituted (open or closed), and what level comparison with Private Corporation. In order to achieve the objectives, 141 State-Owned Companies were evaluated during the period from 1995 to 2014 in three constructs of quality accounting information (smoothing of results, persistence of results and conditional conservatism) through panel data regressions (unbalanced ), cross-sectional regressions, and Pearson\'s Chi-Square test, with the purpose of evidencing the results of these constructs, under the focus of two profit concepts: Net Profit (NP) and Operational Profit (OP). The results indicate that the quality of the accounting information of the SOCs is altered in electoral years, presenting a reduction in the level of Persistence (NP and OP) and an increase in Conservatism (NP). In relation to the political-party ideology of the governmental governing body of SOC, the results show that the left has a higher level of Smoothing (NP) and the right has higher levels of Conservatism (NP) and Persistence (NP/OP); when only electoral years are analyzed, there is no difference between ideologies. In the analysis between the Open and Closed Capital SOCs, the closed have a greater Smoothing (NP), lower Persistence (OP) and lower Conservatism (NP); in electoral years the Closed present Conservatism (NP) major. In the comparison with the Private Companies, both for the entire analyzed period and only for the electoral years, it is possible to observe that the SOCs have: greater Smoothing (NP / OP), lower Persistence (NP / OP) and lower conservatism (NP). With these results it is possible to conclude that the level of the quality of the accounting information of the SOC change due to electoral years, political ideology and business type, but is not possible to identify if the change is to a higher or lower level of quality; already in relation to the comparison with the Private Companies, it is possible to affirm that the SOCs have a level of quality of the lower accounting information, considering the constructs adopted in the research.
