This thesis is concentrated on the labor market in the past five years in region Karvinsko. The aim of thesis is to explore the ways in which is solved the imbalance of labor market in this region and to analyze effectiveness of spending money on active employment policy. The deman and supply sides of the labour market are detailly invastigated due to their great influence on the economic development. The thesis deals the efficiency of active employment policy in region Karvinsko, especially community services, retraining and socially useful jobs. Other part of my thesis is evaluation of the case study among the unemployed who are in evidence of the Job centre in Karvina.

Specifically, the study aims to understand what effect the quality a citizen’s current employment has on the probability of the employee losing their occupation in the future. The model is a Heckprobit, with the objective of understanding how the personal characteristics, socioeconomic, human capital and occupation characteristics can influence the probability of workers in the metropolitan areas of Recife, Belo Horizonte, Rio de Janeiro, São Paulo and Porto Alegre became unemployed. This econometric exercise is carried out by analysing the microdata of the Monthly Employment Survey (PME) from 2002 to 2016, with information from the Economically Active Population of persons aged 18 to 65 years. The results show that workers in more higher categories of employment are less likely to lose their jobs. Moreover, it is observed that the choice of occupational category tends to be more important for women than for men, that is, the effects of inadequate choices today negatively affect the probability of future employment. / Esta dissertação tem por objetivo analisar a transição do estado de emprego para o desemprego no mercado de trabalho nacional. Mais especificamente, o estudo visa compreender que efeito a qualidade do posto de trabalho atual possui sobre a probabilidade de o trabalhador perder sua ocupação no período futuro. O modelo realizado é um Heckprobit, cuja intenção é entender o quanto as características pessoais, socioeconômicas, capital humano e as características de ocupação podem influenciar na probabilidade dos trabalhadores das regiões metropolitanas de Recife, Salvador, Belo Horizonte, Rio de Janeiro, São Paulo e Porto Alegre transitarem para o desemprego. Tal exercício econométrico é realizado a partir de microdados da Pesquisa Mensal do Emprego (PME) dos anos de 2002 a 2016, com informações da População Economicamente Ativa na faixa etária de 18 a 65 anos. Os resultados apontam que trabalhadores alocados em categorias mais altas tem menor probabilidade de perder seu posto de trabalho. Além disso, é observado que a escolha da categoria da ocupação tende a ser mais importante para as mulheres do que para os homens, ou seja, os efeitos de uma escolha inadequada hoje afeta negativamente a probabilidade de emprego futura.

A presente pesquisa visou a responder à questão de como se dá a articulação, nas redes sociais virtuais, em particular no Facebook e no LinkedIn, entre a dinâmica narcísica pós-moderna (em que os sujeitos são estimulados a gozar narcisicamente e impelidos a vender-se constantemente para conquistar seu lugar nesta sociedade do espetáculo) e a economia do desejo e do gozo de sujeitos em situação de desemprego. Dado que a condição de desemprego é socialmente desvalorizada (ou seja, representa uma ferida narcísica para muitos sujeitos), numa sociedade movida por uma dinâmica de estímulos narcísicos de seus membros, o objetivo foi apreender que discursos manifestos e inconscientes sujeitos que estão desempregados produzem nas redes sociais virtuais. A abordagem adotada foi qualitativa, com a base teórica sendo um recorte da psicanálise freudo-lacaniana, em particular no que se refere aos conceitos de inconsciente, desejo, gozo e narcisismo. O método utilizado foi a chamada netnografia adaptação da etnografia para comunidades online. Os instrumentos de pesquisa foram: I) observação e coleta de dados de perfis (posts, descrição, etc.), durante períodos que variaram de 5 meses a 1 ano e 10 meses (entre janeiro de 2012 e outubro de 2013), de 10 usuários do Facebook e do LinkedIn, residentes no Estado de São Paulo, Brasil, que estavam em situação de desemprego; II) entrevistas abertas com esses usuários através de mensagens privadas trocadas com eles por meio das próprias redes sociais; III) anotações de campo. A principal conclusão é a de que sujeitos em situação de desemprego usam o Facebook e o LinkedIn de forma a tentar tamponar a ferida narcísica, na sua imagem para o outro, que o desemprego representa, nesta sociedade do espetáculo em que vivemos. Fazem isso construindo imagens de si, nessas redes sociais, selecionando o que publicam e elidindo seu sofrimento ligado à condição em que estão, tentando parecer que gozam imageticamente como os outros usuários delas, mesmo que possam estar consideravelmente mais fragilizados que eles, desejando ser reconhecidos pelo outro, independentemente da condição em que estão / This research aimed to answer the question of how the postmodern narcissistic dynamic (in which subjects are encouraged to have narcissistic jouissance and are impelled to sell themselves constantly to conquer their place in this society of the spectacle) relates to the desire and jouissance economy of unemployed subjects on social network sites, specifically on Facebook and LinkedIn. Since the condition of being unemployed is socially devalued (that is, it represents a narcissistic wound for many subjects) in a society driven by a dynamic in which its members are narcissistically stimulated, the goal was to apprehend what manifest and unconscious discourses subjects who are unemployed produce on social network sites. A qualitative approach was adopted with the theoretical background based on the Freudian-Lacanian psychoanalysis, in particular with regard to the concepts of the unconscious, desire, jouissance and narcissism. The method used was netnography an adaptation of ethnography to online communities. The research instruments were: I) observation and data collection of profiles (posts, description, etc.), for periods ranging from 5 months to 1 year and 10 months (between January 2012 and October 2013) of 10 Facebook and LinkedIn users, resident in the State of São Paulo, Brazil, who were unemployed; II) open interviews with these users held by means of private messages exchanged with them through the social network sites; III) field notes. The main conclusion is that unemployed individuals use Facebook and LinkedIn to try to buffer the narcissistic wound in his or her self image that being unemployed represents in this society of the spectacle in which we live. They do this by building images of themselves in these sites, selecting what they publish and eliding their suffering related to the condition in which they are, trying to look like as if they have had jouissance like other users, even though they may be considerably more fragile, desiring to be recognized by the other regardless of the condition in which they are

Produção e comercialização de produtos em um modelo de economia solidária : dois estudos de caso em Porto Alegre, RS

O modelo, ou modelos, de organização da Economia Solidária nasceu, aproximadamente, ao mesmo tempo em que surgia o capitalismo industrial e foi reinventado na década de 1990, enquanto alternativa ideológica de afronta aos efeitos excludentes do capitalismo e/ou alternativa de política de emprego e renda à população mais pobre, desempregada ou subempregada, com a formação de iniciativas por parte da população excluída do mercado. Esta “reinvenção” ocorre majoritariamente sob orientação de organizações religiosas, sindicais, universitárias e ONG’s. Segundo a SENAES (Secretaria Nacional de Economia Solidária) (BRASIL, 2004b), considera-se Economia Solidária o conjunto de atividades econômicas com as seguintes características: cooperação, autogestão, viabilidade econômica e solidariedade. Em 2005, a secretaria identificou 14.954 empreendimentos econômicos solidários no Brasil, dos quais 85 em Porto Alegre. Para estudar a Economia Solidária, pela ótica econômica, não é suficiente a teoria econômica tradicional, pois é necessário: entender o surgimento e a sobrevivência de associações que encerram concomitantemente as lógicas econômica, política e social; considerar a relação entre ética e economia, com uma aproximação das duas, e entender esta relação tanto na busca de outros princípios de comportamento econômico quanto no entendimento dos juízos de valores feitos pelas pessoas ao adjetivarem um comércio de justo; entender o mercado como uma forma de alocação, dentre outras e que as outras formas de alocação permanecem, além de entender o mercado como uma formação social; entender como se formam os preços “justos” e porque um consumidor escolheria um produto de Economia Solidária, mesmo tendo que pagar um preço mais elevado. Foram realizados dois estudos de caso em Porto Alegre (RS, Brasil): nas feiras da Cooperativa Ecológica Coolméia e nas lojas da Etiqueta Popular. Por meio de entrevistas realizadas com produtores cooperados e com consumidores dos dois empreendimentos, buscou-se identificar se estes percebem os empreendimentos como mais do que uma alternativa de emprego, se os consumidores são conscientes de que compram uma relação de compromisso junto com os produtos e qual é o reflexo dos anteriores na formação dos preços. A análise qualitativa das entrevistas demonstra um grau de aderência com as teorias discutidas anteriormente, mas também demonstra que há ainda um longo caminho a ser percorrido, o que é percebido pelos produtores entrevistados. O fato da maioria dos produtores afirmarem que estavam em melhor situação sócio-econômica com sua participação nos empreendimentos e o fato de alguns consumidores parecerem conscientes com relação ao efeito de suas decisões de compra podem apontar a Economia Solidária como uma forma alternativa à economia capitalista. A dúvida que permanece diz respeito à dimensão desta Economia Solidária, ou seja, se ela conseguiria incluir toda a população excluída pela economia capitalista, sem deixar de gerar os benefícios encontrados até agora nestes empreendimentos e até mesmo os aumentando. Ademais, há dúvidas quanto à relação da Economia Solidária com a economia capitalista e com o governo. / The model, or models, of organization of the Solidarity Economy was born, approximately, at the same time as the industrial capitalism was being developed. It has, however, been reinvented in the 1990’s as an ideological alternative of confrontation to the excluding effects of the capitalism and/or as an alternative of employment and income policies to the poorest, unemployed or underemployed population. This was made by means of initiatives of the population excluded from the market, under the orientation of religious organizations, labor unions, universities and NGO’s. According to SENAES (National Office of Solidarity Economy) (BRASIL, 2004b), it is considered Solidarity Economy the ensemble of economic activities with the following characteristics: cooperation, self-management, economic feasibility and solidarity. In 2005, the Office identified 14.954 solidary enterprises in Brazil, among which 85 are located in Porto Alegre. To study the Solidarity Economy, from the economic point of view, the traditional economic theory is not suitable, because it is necessary to: understand the emergence and the survival of association that enclose, at the same time, the economic, social and political logics; consider the relationship between ethics and economics, and, also, understand both the search of other economic behavioral principles and the understanding of moral judgments made by people when qualifying a trade as fair; understand the market as one form of allocation among others, which also continue to exist, as well as understand that the market is a social construction; understand how the fair prices are formed and why a consumer would choose a product of Solidarity Economy, even if he has to pay a higher price for it. We have analyzed two cases of Porto Alegre, Brazil: the open markets of Cooperativa Ecológica Coolméia e the stores of Etiqueta Popular. The assessment was made by interviews with producers and consumers of both enterprises, as a means to identify if the producers view the undertaking as more than an employment alternative, if the consumers are conscious that they buy a commitment relationship along with the products, and what is the reflex of the answer of the two previous questions in their price formation. The qualitative analysis of the interviews has demonstrated a degree of adherence to the theories discussed before. Also, it has demonstrated that there is still a long way to go through, and that the producers have realized. The fact that the majority of the producers has affirmed that they were better off because of their participation and the fact that some consumers appeared to be conscious of the effect of their purchase decisions might indicate that the Solidarity Economy is an alternative to the capitalist economy. However, doubt still remains as to the size of this economy, that is, could it include all the population excluded by the capitalist economy, without overlooking the benefits generated until now, and even enlarging them? Besides, there are doubts as to the relationship of the Solidarity Economy with the capitalist economy and with the government.

Inflação e desemprego : ensaios sobre a curva de phillips para a economia brasileira

A presente tese, a partir de três ensaios, faz uso de diferentes especificações da curva de Phillips, para discutir distintos objetivos embasados em assuntos relevantes como o processo de determinação de preços e seus custos sociais para a economia brasileira. Neste sentido, o primeiro ensaio utiliza de uma equação de transferência para a especificação da curva de Phillips, a partir do método das variáveis instrumentais, para alcançar a taxa de desemprego não aceleradora da inflação (NAIRU). Este método, para dados trimestrais de 2000 a 2013, possibilitou identificar uma mudança no coeficiente de correlação entre a taxa de desemprego e a taxa de inflação, que passou de um trade-off (negativo) para uma relação positiva, além da permanência da taxa NAIRU acima da taxa de desemprego no período em questão. Preocupando-se com este resultado expressivo, o segundo ensaio se comprometeu em analisar se esse adveio de possíveis não linearidades presentes na curva, preocupação que já havia sido retratada pelo trabalho seminal de Phillips (1958), indicando que a relação da taxa de variação dos salários nominais e a taxa de desemprego seria altamente não linear. Nesse contexto, utilizando o modelo de vetores autorregressivos que considera a não-linearidade dos parâmetros (quebras estruturais), variáveis exógenas de controle (para contornar o problema de omissão de variáveis) para o período de 1995 a 2014, estimou-se a Curva de Phillips Novo-Keynesiana Hibrida (CPNKH) para identificar possíveis quebras estruturais para dados da economia brasileira. O modelo estimado foi caracterizado por um MSIH(2)VAR(1) e foi possível confirmar a não linearidade a partir do teste da razão de verossimilhança, com a identificação de dois períodos bem distintos ao longo da amostra. Além disso, foi verificada uma representatividade maior para o termo inercial (Backward Looking) indicando que as expectativas de inflação contribuem menos para a explicação do processo inflacionário recente da economia brasileira. Uma vez que um dos principais objetivos do Regime de Metas de Inflação (RMI) é ancorar a formação de preços a partir das expectativas futuras dos agentes econômicos, além disso, dada a não linearidade encontrada para dados da economia brasileira no segundo ensaio, e dada as diferentes significâncias, importâncias e patamares para os componentes da curva que representam as expectativas (futuras e passadas), o terceiro ensaio se comprometeu em, ao invés de confiar exclusivamente em uma única medida de tendência central, analisar os quantis de toda a distribuição condicional da variável resposta (taxa de inflação). Utilizando do método da regressão quantílica inversa, que utiliza os blocos em movimento bootstrap de Fitzenberger (1997), descrito por Chernozhukov e Hansen (2005), para o período de maio de 2001 a agosto de 2016, foi possível identificar a importância adquirida pelas expectativas futuras ao longo dos períodos analisados. Quando se faz estimações considerando somente a média condicional, o termo inercial é maior e significativo para praticamente todas as especificações e modelos apresentados. Utilizando do modelo da regressão quantílica inversa, por outro lado, é possível verificar que o termo Forward Looking ganha força e domina o Backward Looking nos três períodos analisados, em diferentes níveis de inflação, demonstrando, assim, o comportamento assimétrico (não linear) do processo inflacionário. Desta forma, foi possível mostrar o amadurecimento do objetivo do RMI e averiguar que os componentes expectacionais da CPNKH, para dados da economia brasileira, foram capazes de manter sua importância e significância em toda distribuição condicional no processo de determinação de preços recente. / The present dissertation, based on three essays, makes use of different specifications for the Phillips curve, to discuss different objectives based on relevant issues such as the process of price determination and its social costs for the Brazilian economy. In this sense, the first assay uses a transfer equation for the specification of the Phillips curve, using the instrumental variables method, to reach the non-accelerating inflation rate of unemployment (NAIRU). This method, for quarterly data from 2000 to 2013, enable the identification of a change in the coefficient of correlation between the unemployment rate and the inflation rate, which transitioned from a trade-off to a positive relation, in addition to the permanence of the NAIRU above the unemployment rate in the period in question. Concerning with this expressive result, the second essay undertook to analyze whether this resulted from possible non-linearities present in the curve, a concern that had already been portrayed by the seminal work of Phillips (1958), indicating that the relation of the rate of change of wages and the unemployment rate would be highly non-linear. In this context, using the autoregressive vector model that considers the non-linearity of the parameters (structural breaks), exogenous variables of control (to circumvent the problem of omission of variables) for the period from 1995 to 2014, it was estimated the Phillips New-Keynesian Hybrid (CPNKH) to identify possible structural breaks for Brazilian economy data. The estimated model was characterized by a MSIH (2) VAR (1) and it was possible to confirm the nonlinearity from the likelihood ratio test, with the identification of two distinct periods throughout the sample. In addition, it was verified a greater representativeness for the inertial term (Backward Looking), indicating that the expectations of inflation contributed less to the explanation of the recent inflationary process of the Brazilian economy. Since one of the main objectives of the Inflation Targeting Regime (ITR) is to anchor the formation of prices based on the future expectations of the economic agents, in addition, given the non-linearity found for the data of the Brazilian economy in the second essay, and considering the different significance, importance and thresholds for the components of the curve that represent (future and past) expectations, the third assay committed to, instead of relying solely on a single measure of central tendency, analyze the quantiles of the entire conditional distribution of the response variable (inflation rate). Using the reverse quantum regression method, which uses the Fitzenberger (1997) bootstrap blocks, described by Chernozhukov and Hansen (2005), for the period from May 2001 to August 2016, it was possible to identify the importance acquired by the expectations over the periods analyzed. When estimating only the conditional average, the inertial term is larger and significant for practically all the specifications and models presented. On the other hand, it is possible to verify the Forward Looking term gaining importance and dominating the Backward Looking in the three analyzed periods, at different levels of inflation, thus, demonstrating the asymmetric (non-linear) behavior of the inflationary process. In this way, it was possible to show the maturity of the objective of the ITR as to verify that the expected components of the CPNKH for the Brazilian economy data were able to maintain its importance and significance in all conditional distribution in the recent pricing process.

Implementation and outcomes of the Expanded Public Works Programme (EPWP) in Mabopane

Thesis presented in partial fulfilment for the degree of Master of Management (in the field of Public Sector Monitoring and Evaluation) to the Faculty of Commerce, Law, and Management, University of the Witwatersrand, 2016 / 22 years into the democracy, South Africa is still struggling with unemployment. Issues such as poor education outcomes, high disease burden, uneven public service performance, corruption and others have been listed amongst issues the country is facing however; poverty and inequality have been identified as the two main challenges facing the country (The National planning commission, 2012). This research attempted to understand unemployment and how the EPWP addresses the unemployment issues at a local level. The EPWP intends to provide temporary employment and provide training to its beneficiaries through skills programmes, learnership and artisan development. The skills and training provided intend to enhance the beneficiaries’ chances of being employable on other projects after exiting the EPWP (EPWP, 2016) Between 1994 and 2014 white labour force has increased with 9 percent, Indian/Asian labour force increased with 45 percent, 5 percent increase of coloured work force and a 95 percent hike of black African labour force (Stats SA, 2014). According to the National planning commission (2012) South Africa has made a remarkable transition from apartheid into democracy. The high growth experienced by the black African ethnic group has been attributed to the number of interventions implemented by the government to eradicate inequality such as Affirmative Action Act (AA). From the stats provided, one is able to deduce that the government has been able to make progress in terms of decreasing inequality and therefore needs to develop employment creation strategies to address unemployment. The literature review conducted in this study indicates a link between unemployment, economic growth, apartheid and skills development. Apartheid has not been pursued as an attribute as strategies to overcome it have become pre-eminent. This research utilised the qualitative strategy and cross-sectional research design. The impact of the rural infrastructure support programme on poverty alleviation projects at Greater Giyani Municipality, Mopani District, Limpopo Province

Thesis (M. Dev.) -- University of Limpopo, 2017 / Rural areas of South Africa are characterised by high levels of unemployment and poverty resulting from lack of economic infrastructure. This led to the initiation of the Comprehensive Rural Development (CRDP) in 2009 to address poverty and lack of development in rural areas. Infrastructure provision to rural communities was identified as one of the main priorities of government. It was piloted in Muyexe village of Limpopo Province due to its lack of basic infrastructural services. This study was undertaken to investigate the impact made to cooperatives through the utilization of the infrastructures in terms of income generation and poverty alleviation. It also aimed at determining how sustainable the programme will be in the long-term. The key research questions asked were to determine if infrastructure provision could contribute to poverty alleviation and to determine how sustainable such programmes may be. Again, the study had to evaluate how the programme was implemented, to identify challenges faced and the gaps. It also recommends the solutions for future implementation of the programme. The study used a quantitative survey questionnaire which was administered to 30 beneficiaries of the projects. The findings of the study revealed that infrastructure for farming, brick laying, arts and craft and cosmetics manufacturing were provided to the cooperatives depending on their needs. The infrastructure provision programme contributed to improving the working conditions of the cooperatives but the impact made in terms of job creation, income generation, improving livelihoods and poverty alleviation is limited to a number of households. The programme had loopholes during its implementation due to lack of integration between the spheres of government and also lack of proper consultation. Cooperatives are still faced with a high challenge of lack of infrastructure because the infrastructure supplied was insufficient. The study recommends that proper consultation must be done to ensure that there is maximum participation by all concerned stake holders including the community. Effective mechanisms for training, supervision and designing of monitoring tools must also be done. Due to time, a larger sample could not be done and future research needs to be undertaken on a lager sample and also on the management of infrastructure provided to ensure that there is accountability amongst cooperatives.

Again, the study had to evaluate how the programme was implemented, to identify challenges faced and the gaps. It also recommends the solutions for future implementation of the programme. The study used a quantitative survey questionnaire which was administered to 30 beneficiaries of the projects. The findings of the study revealed that infrastructure for farming, brick laying, arts and craft and cosmetics manufacturing were provided to the cooperatives depending on their needs. The infrastructure provision programme contributed to improving the working conditions of the cooperatives but the impact made in terms of job creation, income generation, improving livelihoods and poverty alleviation is limited to a number of households. The programme had loopholes during its implementation due to lack of integration between the spheres of government and also lack of proper consultation. Cooperatives are still faced with a high challenge of lack of infrastructure because the infrastructure supplied was insufficient. The study recommends that proper consultation must be done to ensure that there is maximum participation by all concerned stake holders including the community. Effective mechanisms for training, supervision and designing of monitoring tools must also be done. Due to time, a larger sample could not be done and future research needs to be undertaken on a lager sample and also on the management of infrastructure provided to ensure that there is accountability amongst cooperatives.

Identifying Business Risk Factors of Identity Theft

Businesses are under pressure to identify and control risks affecting profitability, including the risk of fraud. Identity theft, a type of fraud, costs businesses, governments, and individuals in excess of $56 billion a year. In order to develop good internal controls to help prevent and detect fraud, it is necessary to identify the risks to the business, but business owners are not always aware of what risk factors relate to identity theft. A nonexperimental research design formed the basis of this research study. The population for this study was data from all 50 U.S. states, represented via government databases maintained by the Federal Trade Commission, the U.S. Census Bureau, and the Department of Labor from all 50 U.S. states from 2008 until 2014. The fraud triangle theory formed the theoretical framework for this study. Regression analysis determined the significance of relationships between state-specific instances of international immigration, state-specific unemployment rates, and state-specific instances of identity theft. Both state-specific instances of international immigration and state-specific unemployment rates demonstrated a significant and positive relationship with instances of identity theft. The implications for positive social change include improved understanding of risk factors for identity theft, which could lead to lower costs of operation for businesses and lower prices for consumers.

Rational Choice Theory for Financial Strategy in Rural Michigan Community Colleges

Since 2011, drastic declines in tuition revenue for many rural community colleges have hindered institutional budgets and have been the primary driver for the financial strategy decisions made by college leaders. Recent declines in revenue for rural community colleges have created a constrained fiscal environment causing college leaders to increase focus on internal operations. The aim of this research was to expand the understanding of how management decisions influence tuition revenue when demand fluctuates. Data from multiple archival sources including several national and state statistical databases were used. This study used a multiple regression analysis to investigate the relationships between tuition revenue and (a) tuition rate setting strategy, (b) the management of institutional funds, (c) local economic conditions, and (d) age demographics. It was found that tuition rate setting strategy had the largest influence on tuition revenue among the internally controlled factors. Age demographics and economic conditions were found to be significant external factors that influence the tuition revenue at rural community colleges. This study promotes positive social change by providing financial leaders at community colleges greater insight into budgeting strategies that may help protect the financial viability of rural community colleges. The financial strength of community colleges is important for positive social change in rural communities because it assures that these institutions can continue to offer and expand solutions that meet the educational needs of the local communities they serve at a price affordable by all.
