Pratiques et usages de l'Europe dans le maintien de la paix: la coopération franco-irlandaise au Tchad / Practices and usages of Europe in international peacekeeping: Franco-Irish cooperation in Chad

Cette thèse porte sur les opérations militaires menées par l’Union européenne et s’interroge sur leurs effets dans deux domaines :le processus d’européanisation et l’évolution du maintien de la paix. Pour les partisans du choix rationnel, l’européanisation reflète les préférences des principales puissances européennes, qui s’imposent aux autres États, surtout dans le domaine des politiques de défense. Pour les constructivistes à l’inverse, la gestion en commun des crises internationales entraîne des adaptations et un certain rapprochement des façons de faire nationales.<p>Pour solutionner ce débat, cette recherche expose et défend une approche sociologique des opérations militaires de l’UE, qui s’inspire du tournant pratique en relations internationales et des usages de l’Europe en études européennes. Cette approche insiste sur le contexte de l’interaction, les stratégies sociales des acteurs, et le bien-fondé d’une méthode interprétative qui s’appuie sur l’expérience de ces acteurs. La démonstration empirique repose sur une analyse qualitative comparative de deux cas opposés :les acteurs français et irlandais dans le cadre de l’opération militaire EUFOR Tchad/RCA, dont ils eurent la charge.<p>La recherche conclut que l’européanisation n’est pas un phénomène linéaire et homogène, et que sa forme dépend avant tout du contexte et des acteurs observés. Au niveau politique et décisionnel (à Bruxelles), les logiques nationales l’emportent, chaque acteur tentant de mettre à profit ses ressources opportunes (matérielles, idéelles, symboliques) pour faire valoir ses préférences nationales. Cependant, plus on s’éloigne de Bruxelles (vers l’état-major de l’opération militaire et plus encore vers le terrain), plus les militaires, principaux acteurs concernés, développent des pratiques communes qui se superposent à leurs singularités et préférences nationales. Le contexte opérationnel du maintien de la paix génère des dynamiques de socialisation et d’apprentissage qui favorisent l’émergence d’usages communs de l’Europe militaire. Ces usages constituent les fondements d’une approche « européenne » du maintien de la paix, combinaison hybride de pratiques importées d’autres contextes (national, OTAN, ONU), et de pratiques nouvelles, spécifiques à l’UE. Cependant, cette européanisation sociologique demeure essentiellement au niveau des militaires. Elle n’entraîne pas de convergence au niveau formel, politique et décisionnel, où les dynamiques nationales restent dominantes. /<p><p>This dissertation is about European Union-led military operations and their effects on two issues: processes of Europeanization and the evolution of peacekeeping. For rational choice scholars, Europeanization reflects the preferences of Europe’s main powers, which impose those preferences on other states, especially when it comes to defence policies. On the opposite, constructivists argue that handling international crises collectively results in adaptations and a certain rapprochement of national ways to do things.<p>To sort out this debate, this research puts forward and defends a sociological approach to EU military operations, which is inspired by the practice turn in international relations and usages of Europe in European studies. This approach emphasizes the context of interaction, actors’ social strategies, and the merits of an interpretive method grounded in actors’ experiences. The empirical demonstration rests upon a qualitative and comparative analysis of two most different cases: French and Irish actors during the military operation EUFOR Tchad/RCA, in which they got involved.<p>The research concludes that Europeanization is not a linear and homogenous phenomenon, and that its shape mostly depends on the context and actors under scrutiny. At the political and decisional level (in Brussels), national logics prevail, and each actor tries to take advantage of its opportune resources (material, ideal, symbolic) in order to enforce its national preferences. However, the further one moves away from Brussels (towards the operation’s headquarters or the field), the more military actors – the main actors concerned with EU operations – develop common practices that come on top of their national singularities. The operational context of peacekeeping yields dynamics of socialization and learning, which themselves make common usages of military Europe possible. These usages make up the grounds of a “European” approach to peacekeeping, which is a hybrid combination of existing practices imported from other contexts (national, NATO, UN) and new, EU-specific practices. However, this Europeanization tends to remain mostly at the military’s level. Peace education for managing institutional conflict : a case study of Addis Ababa University

This study focused on investigating the significance of peace education to manage institutional conflict at Addis Ababa University, Ethiopia. As conflict is inevitable in all settings, the need for looking at diversified ways of mitigating conflict is paramount and mandatory. Higher education should serve communities and nations in generating solutions on one hand and as well generating educated human power equipped with basic knowledge, skills and required attitude, on the other hand. The situation observed in the study area of AAU and other universities is a concern because the level and magnitude of conflict being experienced in university campuses is increasing. Taking this into consideration, the study employed a qualitative inquiry and collected data from students, academic staff from a variety of departments, the student administration wing student, the Institute of Peace and Security Studies and support staff. The findings of the study tried to identify the nature and cause of conflict. Moreover, it collected data regarding the measures currently taken by the university and as well investigated to what extent peace education can serve as an instrument to manage institutional conflict in AAU. Most of the conflict types were found to be dysfunctional, which involves the affective domain based on the feelings and emotions of the conflicting parties, mainly students to each other. It was injected by ethnic conflict and almost no dialogue is held to resolve the conflicts among them. On the other hand, turbulent situations in the society are enacted at the university, with students entering into conflict demanding their ethnic groups’ democratic and human rights. When conflicts arise, conflict resolving mechanisms are traditional with the university resorting to the use of the external police force with dire consequences such as imprisonment, detainment and even death. The study thus investigated and revealed the potential of peace education as an innovative solution to resolve conflict collaboratively thus satisfying all parties. / Educational Management and Leadership / Ph. In this regard, developing and promoting international norms, standards and mechanisms for the effective removal of illicit weapons from circulation is a major challenge for the UN Conference on the Illicit Trade in Small Arms and Light Weapons in All Its Aspects. There are two distinct scenarios within which weapons collection initiatives operate: the peace-time scenario, where efforts are focused on reducing criminal violence; and the postconflict scenario, where efforts are focused on the objective of conflict prevention through peace-building.

Paix et sécurité en Afrique conditionnent la durabilité de la coopération sino-africaine et préoccupent les pays membres de la Francophonie. La récurrence des conflits freinant le décollage des pays africains engage les acteurs internationaux de différentes natures, États-nations comme organisations internationales. Chine et Francophonie contribuent de manière différente au processus de paix en Afrique francophone. Malgré les écarts existant entre leurs visions et entre leurs approches, des complémentarités sont explorées dans la consolidation de la paix, dont la multi-dimensionnalité exige l’implication d’acteurs divers. La consolidation de la paix représente également un prisme pertinent pour observer l’évolution de la diplomatie chinoise et les particularités de la Francophonie comme organisation transnationale. Mettre l’une sous le regard de l’autre nous permet de mieux examiner les singularités et les similitudes de leurs perceptions et leurs mécanismes d’action. De quelles manières Chine et Francophonie s’impliquent-elles dans la consolidation de la paix ? Comment abordent-elles les notions de paix et de conflits dans leurs réflexions ? Comment les Africains perçoivent-ils leurs approches respectives ? Ces interrogations conduisent à exploiter les pensées chinoises et les courants théoriques occidentaux, sans oublier les réalités et les attentes africaines révélées par les entretiens de terrain. / Peace and security in Africa both condition the durability of Sino-African cooperation, a reason for concern to the member-states of IOF. Recurring conflicts hinder the take-off of African countries, and demand the commitment of international actors of various kinds, nation states as well as IGOs. China and IOF both contribute to the peace process in French-speaking Africa in different ways. Beyond the gap in their respective visions as well as their approaches, thinking should be elaborated about complementarities in peace-building, the multi-dimensional characteristics of which require involvement by diverse actors.The peace-building process provides a relevant prism for studying changes in Chinese diplomacy, and the specific features of IOF as a transnational organization. Submitting them to mutual scrutiny gives us keener insights on the peculiarities and similarities in their perceptions and operative mechanisms.How China and IOF do they engage in the peace-building? How do they approach the notions of peace and conflicts in their own representations? How do the Africans perceive their respective approaches? Evaluating the criteria for successful elections in post-conflict countries : a case study including Iraq, Sierra Leone, and Bosnia and Herzegovina

Indiana University-Purdue University Indianapolis (IUPUI) / Previous research on post-conflict elections has found several criteria important in determining if an area is ready to hold elections and whether or not it is likely to succeed. Although rarely ranked in any determination of importance, several concepts are present in most post-conflict election research. Additionally, there is not an agreed set of standard criteria upon which success can be assumed. When researching the post-conflict election literature two questions arise: (1) is there a set of criteria established to determine if an area is ready to conduct post-conflict elections, and (2) do all criteria need to be present in order to ensure successful post-conflict elections? Most research agrees on common criteria but highlights or researches one dominant criterion, to which is then often attributed to the success of an election. This is found in Krishna Kumar’s focus on international assistance (Kumar, 1998), Staffan Lindberg’s attribution of success to repetition of the election process (Lindberg, 2006), Paul Collier’s focus on per capita income (Collier, 2009), and Marie-Soleil Frere’s research on post-conflict elections and the media (Frere, 2011). When reviewing multiple research sources, it is likely several factors at various times and in various elections will be credited with being the single source criterion for success. This kind of past research is well supported and conclusively argued, but still fails to provide a scope of understanding outside of a single event. In other words, it is case specific and not comparatively applicable across cases. Although this thesis does not intend to “McDonaldize” (Ritzer, 2009) the process of democratization, it does propose to define a common set of criteria necessary, even if in varying degrees, to conduct successful elections in post-conflict environments.
