«Tormenta» en la Red: apropiación de imágenes y protesta social en torno a una telenovela

En el contexto de los sistemas de comunicación virtual, se trata de analizar desde la antropología política las nuevas lógicas de participación social y los mecanismos de apropiación de los recursos, contenidos y significados que circulan en las redes telemáticas. A través de un estudio de caso, se destaca cómo opera y se desenvuelve una protesta globalizada en torno de la producción de una telenovela sudamericana (La Tormenta), retransmitida por Internet. Se observa la capacidad de acción de los usuarios de un foro para convertir la Red en un medio de organización y crítica y para reaccionar de forma colectiva frente a poderes mediáticos. Esta práctica política consigue trascender del campo virtual al mundo real reclamando reconocimientos y derechos. Una sublevación en Red de consumidores de productos culturales que termina transformando los mecanismos convencionales de participación ciudadana, valiéndose para ello de la conexión de relaciones sociales y emocionales que les ofrecen las nuevas tecnologías de la información. / In the context of virtual communication systems, the new rationale of social participation and the mechanisms used for the appropriation of the resources, contents and meanings that are broadcast through telematic networks are analyzed here from a political anthropology viewpoint. A case study is used in this paper to highlight how a globalized protest is developed against the presentation of a South American soap opera, La Tormenta (The Storm), which was broadcast on the Internet. Users’ capacity for action to convert the Network into ameans of organization and critique and collectively react against the power of the media is analyzed here. This political action went beyond the virtual field to the real world, thus allowing the recognition of rights. This uprise in the network of consumers of cultural products has contributed to transform conventional mechanisms of citizen participation, using the social and emotional connections provided by the new information technologies.

Kybernetická šikana jako fenomén nových médií / Cyber Bullying in the world of new media

The diploma thesis titled Cyber Bullying in the world of new media deals with one of the potential risks associated with the use of new information and communication media cyber bullying. The goal of the thesis is to map the awareness of parents about possible forms of cyber bullying and about the risks associated with the use of modern information technology by their children. The introduction of the theoretical part of the thesis deals with the explanation of basic terms which are associated with the issue of new media, such as: media, new media and cyberspace. Then there is a section which is dedicated to the issue of cyber bullying and its comparison with the traditional bullying. The section deals with forms of cyber bullying and with perpetrators of cyber bullying, and with the forms of prevention, intervention and possible impacts of cyber bullying. The practical part of the thesis contains the description of the used methodology and the description of the research sample. It also includes the results of research and the discussion, which is focused on comparing the results of the research with opinions of experts working in the field of cyber bullying. The strategy of quantitative research, through the questionnaire survey of parents of children and adolescents, was used to verify the hypotheses. The field collection of data was carried out from May 2014 to December 2014. The results of the research show that the parents of children and adolescents are aware of the risks associated with using the modern information technologies. The research proved that the parents know about the forms of cyber bullying as well as about the risks associated with cyber bullying and that they have awareness of what materials are published on social networks by their children. Results of the thesis can be offered to the managements of elementary schools in Písek District. The thesis can be used as an informative material by parents of children and adolescents, and by teachers and educational counsellors at primary and secondary schools.

This thesis deals with philosophical questions, related to modern-day technologies and their impact on the future generations education. It specifically focuses on the paradigmatic transformation of everyday empirical experience (of the world) among people who were born into the digital age. They are called "digital natives", and they feel comfortable in the cyberspace´s infosphere. In terms of the philosophy of education, the "digital dementia" is understood as a principal inability and unwillingness to get out of personalised "bubble universe". The goal of education is (in this thesis) understood as a skill how to perform a personal turn-around and how to actively participate their own "philosophy of life", that means to seek for the meaning of the life and live autonomous and authentic lives.

No campo da Comunicação e Saúde, diversas experiências contemporâneas apontam a concorrência entre forças centrípetas e centrífugas no ciberespaço e levantam a questão: o investimento das instituições públicas de saúde em atividades desenvolvidas na internet, por meio das redes sociais on - line, é de fato uma inovação em suas práticas discursivas ou corresponde a uma inovação relativa ao suporte, mas não ao modo de relação com os seus interlocutores? Por meio da abordagem da netnografia, a pesquisa buscou mapear, descrever e analisar práticas de comunicação do Ministério da Saúde no ciberespaço, tendo como objeto específico a Campanha Nacional de Combate à Dengue 2011/2012. O estudo aponta que, a o assumir algumas características que tradicionalmente são observadas na forma como a mídia hegemônica aborda os temas de saúde, os espaços virtuais do Ministério da Saúde constituem - se mais como mídias digitais e menos como redes soc iais on - line. Os resultados nos levam a concluir que, apesar da inovação no uso de suportes digitais e no investimento em recursos criativos como as narrativas transmídia, as práticas de Comunicação e Saúde desenvolvidas pelo Ministério da Saúde no ciberes paço durante a Campanha estudada repetem as dinâmicas que caracterizam o modelo hegemônico de comunicação de natureza transferencista, bipolar, linear unidirecional e centralizado no emissor, e consolidam o discurso campanhista de saúde / The information and communication technologies ± especially the internet and online social networks - have profoundly changed the relationshi p between people and institutions. In the field of Communication and Health, various contemporary experiences indicates the competition between centripetal and centrifugal forces in cyberspace and raise the question about the public institutions investmen t in online activities. Is it is indeed an innovation in their discursive practices or represents an innovation on the devices , but not on the mode of relationship with their interlocutors? Through netnography approach, the research sought to identify, des cribe and analyze communication practices of the Ministry of Health in cyberspace, with the specific object of the National Campaign to Combat Dengue 2011/2012. We mapped the impact of the interference mentioned above and found out five major significant events of reflections on the brand. The theoretical framework consists of contemporary authors, and is based on the study of the perspective of marketing communication, cyber culture, micro-power, machine dependency and psych technology. The form of the study evidence consisted of methodologies comprising historiographical study, case study and focus groups. (comes before the methodology). We achieved the initials objectives and proved the existence of the interference of the opinion leader in brand communication with consumers. / Este estudo tem como objetivo a comprovação da existência de interferência dos formadores de opinião na comunicação da marca com seus consumidores (formadores de opinião, aqui neste estudo, entendemos como pessoas que geram influência em grupos de pessoas que debatem um determinado assunto). Mapeamos o impacto desta interferência supra citada e encontramos cinco grandes eventos significativos dos reflexos na marca. O quadro teórico de referência é formado por autores contemporâneos, e baseia-se na perspectiva do estudo da comunicação mercadológica, cibercultura, micropoder, maquinodependência e psicotecnologia. A forma de comprovação do estudo foi composta de metodologias que compreende estudo historiográfico, estudo de caso e grupos focais. (vem antes da metodologia). Alcançamos os objetivos iniciais e comprovamos a existência da interferência do formador de opinião na comunicação da marca com seus consumidores.

Nesse sentido, este estudo tem por objetivo investigar as características dos leitores e dos tipos de leitura desenvolvidos na Biblioteca Central da Universidade Federal de Mato Grosso, considerando que, atualmente, os recursos de leitura e pesquisa tradicionais dividem espaço com novos produtos e serviços, influenciados pelas Tecnologias da Informação e Comunicação. Para tanto, envolve uma pesquisa exploratória baseada em uma abordagem qualitativa, tendo como instrumentos de coleta de dados, a observação, o questionário, a entrevista estruturada e a observação participante. A pesquisa de campo foi dividida em duas etapas principais, sendo a primeira, a elaboração de um perfil socioeconômico e cultural, e a segunda etapa, a realização de entrevistas e observações dos processos de navegação dos usuários/leitores da biblioteca. Na primeira etapa, entre outros aspectos, observamos que os leitores da Biblioteca Central correspondem a um público diversificado e dinâmico, composto, em sua maioria por alunos de cursos de graduação que se encontram cadastrados no Sistema Pergamum. A maioria dos usuários/leitores utiliza a biblioteca frequentemente, sendo constatada também uma quantidade significativa de visitantes que utilizam o ambiente de estudo para concursos e similares. A pesquisa acadêmica corresponde à maior razão de uso da biblioteca e, quanto aos produtos e serviços, observou-se que os livros, a consulta local, o serviço de circulação de materiais bibliográficos e a utilização do ambiente para estudo são os recursos mais utilizados pelos leitores, havendo um baixo índice de uso das Tecnologias da Informação e Comunicação no ambiente da biblioteca, bem como dos serviços informatizados. A segunda fase da investigação compreendeu três momentos: abordagem dos sujeitos (quando ocorreu o agendamento das entrevistas e observações), entrevista estruturada e observação participante. As entrevistas envolveram questões referentes às características dos leitores, suas relações com as tecnologias, com o ciberespaço, produtos e serviços da Biblioteca Central. A observação participante explorou a solução de três problemas de navegação propostos aos pesquisados, qual seja, a realização de uma pesquisa genérica, a realização de uma pesquisa acadêmica e a exploração dos serviços on-line da Biblioteca Central (pesquisas no catálogo eletrônico, reservas, renovações etc.). Concluiu-se que todos os usuários pesquisados nesta etapa do estudo apresentaram características de leitores imersivos, mas alguns também se destacaram como leitores meditativos, sendo que estes perfis são influenciados pelo ambiente, situação e objetivos de pesquisa, bem como pela cultura dos leitores. Além disso, se por um lado, o fato de serem leitores imersivos não significa que prefiram utilizar apenas o ciberespaço, em detrimento dos livros e demais materiais impressos, esta mesma prerrogativa também não significa que estes leitores conhecem, dominam e utilizam amplamente os serviços eletrônicos da Biblioteca Central da UFMT. / The Technologies of the Information and Communication are important elements for the access to the information, the production of new knowledge and the scientific development, being present also in the context of the higher education and in the environment of the academical libraries, as much as resources of computerize of the technical services and of the administration of these Units, as in the development of products and services based on digital contents of information. Thereby, this study has for objective to investigate the readers' characteristics and of the reading types developed at the Central Library of the Mato Grosso Federal University, considering that, nowadays, the reading resources and traditional research divide space with new products and services, influenced by the Technologies of the Information and Communication. Accordingly it involves an exploratory research based in a qualitative approach, tends as instruments of collection of data, the observation, the questionnaire, the structured interview and the participant observation. The field research was divided in two main stages, the first main was the elaboration of a socioeconomic and cultural profile, and the second stage was the accomplishment of interviews and observations of the processes of navigation of the users/readers of the library. In the first stage, among other aspects, we observed that the readers of the Central Library correspond to a diversified and dynamic public, composed, in its majority for students of degree courses that they are registered in the Pergamum System. Most of the users/readers uses the library frequently, being also verified a significant amount of visitors that use the environment study for contests and similar. The academic research corresponds to the largest reason of use of the library and, and the products and services, it was observed that the books, the local consultation, the service of circulation of bibliographical materials and the use of the atmosphere for study are the resources more used by the readers, having a low index of use of the Technologies of the Information and Communication in the environment of the library, like of the computerized services. The second phase of the investigation understood three moments: approach of the subjects (when it happened the scheduling of the interviews and observations), structured interview and participant observation. The interviews involved questions about the readers' characteristics, their relationships with the technologies, with the cyberspace, products and services of the Central Library. The participant observation explored the solution of three navigation problems proposed to those researched: the accomplishment of a generic research, the accomplishment of an academic research and the exploration of the on-line services of the Central Library (researches in the electronic catalog, reservations, renewals etc.). It was concluded that all of the users researched in this stage of the study presented characteristics of immersive readers, but some readers also stand out like a meditative readers, and these profiles are influenced by the atmosphere, situation and research objectives, as them culture. Besides, on the hand, the fact of they be immersive readers it doesn't mean that they prefer just use the cyberspace, to the detriment of the books and too much materials printed papers, this same prerogative doesn't also mean that these readers know, they dominate and they use the electronic services of the Central Library of UFMT thoroughly.

The approaches presented here depart from historicities, one about the tags/pixos/graffiti and, in parallel, about the great virtual net. in the arts field, before the internet, some artist developed a world wide connection of files exchange, through the post; highlighted here the Fluxus group, as one of the pioneers. Among innumerous files, pieces of art, photos and cards circulated, which provoked ruptures and a series of transformations in the art institutions and allowed a historical record. In this flow of postal, conceptual, art, the work of Cildo Meireles and Paulo Bruscky consolidated, in Brazil, an artistic production from autonomic spaces, and promoted alternatives circuits of information. Previous to the internet, this artists published their pieces with political and symbolic information and, even towards a military regime, it was possible the circulation of the information among the social environment, using the mass media channels and the traditional exchange systems. In the same way, the urban writers, autonomous, made the polyphonies circulate the digital using the great net as an information exchange channel, as a great advertising, activism and political protagonism tool / Rolê na gíria urbana quer dizer caminhar, dar uma volta. Seguindo esta definição, esta pesquisa caminha por arquivos postados pelos escritores urbanos, nas vias da grande rede mundial de computadores. O avanço tecnológico permitiu grandes mudanças na maneira de nos comunicarmos. Os espaços de relacionamento humano se estenderam, e também são ciberespaço e o rolê agora pode ser também digital. Para compreender este mergulho no virtual, presente em toda a geração do século XXI, é necessário conhecer a origem da internet e também conceitos referentes ao espaço virtual e às mudanças na comunicação diante dos meios tecnológicos digitais. As abordagens aqui apresentadas partem de historicidades, uma sobre os tags/pixos/graffiti e, paralelamente, sobre a grande rede virtual. No campo das artes, anteriores a internet, alguns artistas desenvolveram uma conexão mundial de troca de arquivos, por meio do correio; destaca-se aqui o grupo Fluxus como um dos pioneiros. Dentre os inúmeros arquivos, circulavam obras de artes, fotografias e cartões, que provocaram rupturas e devires nas instituições das artes e possibilitaram um registro histórico. Nesse fluxo da arte postal, conceitual, o trabalho de Cildo Meireles e Paulo Bruscky consolidou, no Brasil, uma produção artística a partir de espaços autônomos, e promoveu circuitos alternativos de informação. Precursores à internet, esses artistas publicaram suas obras com informações de caráter político e simbólico e, mesmo diante de um regime militar, foi possível a circulação da informação pelo meio social, usando os próprios canais de mass media e os sistemas tradicionais de troca. Da mesma forma os escritores urbanos, autônomos, fizeram circular suas polifonias pelo digital usando a grande rede como um canal de troca de informação, como uma grande ferramenta publicitária, ativismo e protagonização política

Cyber-Sovereignty: The Power of Social Media on the Arab Spring in Tunisia and Egypt

This dissertation assesses the role of social media and its effects on the Arab Spring. The research will be guided by two questions: Could the use of American Dot.com social networking websites (e.g. Facebook, Google, Twitter, and YouTube) by Tunisians and Egyptians during the Arab Spring, to overthrow their governments, be characterized as a violation of Tunisia’s and Egypt’s sovereignty (cyber-sovereignty)? Secondly, what was the significance of the abovementioned social networking websites during the Arab Spring? The first question will be examined by using Kingdon’s Multiple Streams Theory; the problem, policy, and political streams have to converge simultaneously in order to create a window of opportunity to enact change. For this to occur, it is the responsibility of the policy entrepreneur to combine the three streams. The policy entrepreneur is an individual(s) who are tasked with the responsibility of integrating the three streams. During the Arab Spring, social media served as a mechanism for citizens to bypass government censorship to chronicle and narrate events as they occurred. As a result, I assert that it was the use of social media in this manner by the policy entrepreneurs that violated the sovereignty of both Tunisia and Egypt. The second question will be analyzed by administering questionnaires and reviewing tertiary sources to assess the significance of the abovementioned social networking websites during the Arab Spring. By examining the two research questions together, the conclusion of this analysis will potentially provide the basis for political cooperation towards an international cyber-sovereignty doctrine. The Arab Spring was far greater than Tunisia and Egypt. However, I felt it was of the utmost importance to focus on the origin of the Arab Spring, as well as the significance in which the role of social media became instrumental. Analyzing the role of social media, the transformation of power, and cyber-sovereignty in both countries through four (individual, state, organizational, and international) layers of analysis will help to assess the role of social media during the Arab Spring and to generate layers of protection to mitigate its influence.

Mais, pour que le système de justice pénale puisse contribuer efficacement à la lutte contre la cybercriminalité, les États doivent pouvoir s’appuyer sur un ensemble de règles juridiques contre cette criminalité et des systèmes de justice pénale qui fonctionnent correctement, doivent avoir les capacités nécessaires pour démêler les affaires pénales qui peuvent être complexes et coopérer à la répression de la cybercriminalité au plan international / Nowdays, Criminal justice is confronted to digital and the development of dematerialized data, whose heritage value is still increasing, raise challenges of ideological, sociological, economical, geopolitical and of course legal nature. Criminal justice needs to deal with cybercrime which make light of time, space and legislation because illicit acts now take place in cyberspace. However, so that the criminal justice system can contribute effectively to fight against cybercrime, states should be able to lean on a set of legal rules against crime and criminal justice systems which work correctly, should have the necessary abilities to get to the bottom of legal affairs which can be complex and cooperate in cybercrime repression on the international level
