Interseccionalidade gênero/raça e etnia e a Lei Maria da Penha : discursos jurídicos brasileiros e espanhóis e a produção de subjetividade

A violência de gênero contra as mulheres é um fenômeno mundial que tem sido abordado exaustivamente. A maioria dos estudos aponta que se trata de um problema universal, sem distinção de qualquer marcador social. O objetivo geral desta pesquisa foi evidenciar a forma como a interseccionalidade gênero, raça e etnia emerge no discurso jurídico sobre as mulheres que acessam a justiça e como esta articulação caracteriza as relações de poder nas quais estão imersas. O referencial teórico-metodológico foi composto pela análise das práticas discursivas e não discursivas de Michel Foucault; pelo conceito de interseccionalidade; pelo conceito de gênero e pelos marcadores sociais de raça e etnia. Buscou-se realizar uma comparação entre a Lei Maria da Penha (Lei 11.340/2006) com a legislação espanhola de Proteção Integral à Violência de Gênero (LO 1/2004), bem como das práticas jurídicas nas cidades de Porto Alegre e Sevilha. A pesquisa de campo em Porto Alegre foi realizada em três locais: Delegacia da Mulher, Juizado de Violência Doméstica e Familiar contra a Mulher (JVDFM) e ONG Maria Mulher. A metodologia de trabalho integrou uma ação de extensão universitária de atendimentos interdisciplinares a mulheres que buscaram os dois órgãos públicos citados. O período de trabalho de campo foi de 14 meses entre agosto de 2010 e outubro de 2012. Foram utilizados recursos da pesquisa quanti-qualitativa, em três amostras de conveniência. No JVDFM foram analisados 70 processos judiciais. Na Delegacia da Mulher foram analisados 55 boletins de ocorrência (BOs). Além disso, foram realizadas entrevistas com 290 mulheres que acessaram a Lei Maria da Penha, tanto através da Delegacia da Mulher quanto do JVDFM. Também foram realizadas entrevistas com quatro os/as juízes/as do JVDFM de Porto Alegre e dois juízes na cidade de Sevilha, bem como foram pesquisados documentos oficiais sobre o andamento dos processos judiciais e desempenho das atividades dos magistrados/as. Os resultados apontam que as mulheres negras que procuraram a Delegacia da Mulher e o JVDFM, em comparação com as mulheres brancas, apresentaram menor escolaridade nos níveis fundamental e superior, e, consequentemente, reflexos dessa desvantagem nos rendimentos inferiores e postos de trabalho menos qualificados. Foi identificada uma diferença de percentuais na representatividade das mulheres negras que acessaram a Lei Maria da Penha, sendo que na amostra com maior número de mulheres, houve uma sobrerrepresentação das mulheres negras, assim como nos boletins de ocorrência investigados. Assim sendo, na questão do acesso a justiça, em seus níveis iniciais dos trâmites burocráticos, as mulheres negras parecem buscar de forma mais intensa esses recursos. Nas falas dos/as juízes/as entrevistados/as, a interseccionalidade gênero-raça e etnia não é reconhecida como elemento que interfira no acesso à justiça, tanto em Porto Alegre como em Sevilha. Prevalece uma concepção do sujeito de direitos universal, em que não só a raça é deixada de lado, como também outros marcadores sociais importantes, como a classe e a idade, também não são abordados. / Gender-based violence against women is a worldwide phenomenon that has been studied extensively. Most studies indicate it as a universal problem, without distinction of any social marker. The overall purpose of this research was to demonstrate how the gender, race and ethnicity intersectionality emerges in legal discourse and in the way women access justice, also how this articulation defines the power relations in which they are immersed. The theoretical and methodological framework was based on the analysis Michel Foucault’s discursive and non-discursive practices, the concepts of intersectionality and gender and on the understanding of race and ethnicity as social markers. The researched intended to make a comparison between Maria da Penha’s Law (Law 11.340/2006) and Spanish Integral Protection Gender Violence Law (LO 1/2004), as well as legal practices in the cities of Porto Alegre and Seville. The field research was conducted in Porto Alegre in three places: Women's Police Station, Judgeship of Family and Domestic Violence against Women (JFDVW) and Non Governmental Organization Maria Mulher. The methodology of this research incorporated a university extension action of interdisciplinary care to women who sought the two governmental entities listed above. The 14 months’ fieldwork lasted from August 2010 to October 2012. Quantitative and qualitative research resources were used to analyze data from three samples of convenience: In the JFDVW, 70 lawsuits were analyzed; in the Women's Police Station 55 police reports were analyzed. In addition, 290 women who accessed the Maria da Penha’s Law, through Women's Police Station and the JFDVW, were interviewed. The research corpus included, also, interviews with four judges (men and women) of Porto Alegre’s JFDVW, two Seville judges and the analysis of Official documents in order to understand judicial procedures and magistrates’ activities. The results indicate that black women who sought the Women´s Police Station and JFDVW, compared with white women, have lower education at the elementary and college education levels. This lower education has as consequences lower income and less skilled jobs. The analysis identified that proportionally more black women accessed Maria da Penha’s Law in the initial levels of bureaucratic procedure. Even so, in the judges´ answers, gender-race and ethnicity intersectionality is not recognized as an element that influence the access to justice, both in Porto Alegre and in Seville. In their understanding of violence against women prevails a universal rights subject’s conception, not only the race aspect is left out, but also other important social markers such as class and age, are also not integrated in reasoning.

Masculinidades e violÃncia de gÃnero: um estudo sobre violÃncias e metamorfoses na perspectiva da psicologia social crÃtica / Masculinities and Gender Violence: A Study on Violence and metamorphoses in the Perspective of Critical Social Psychology

nÃo hà / Apresentamos aqui uma pesquisa em Psicologia Social CrÃtica, a qual objetivou o estudo das identidades masculinas a partir da narrativa de histÃria de vida de um homem autuado pela Lei Maria da Penha na cidade de Fortaleza, CearÃ. Consideramos para o seu tecimento o aumento dos Ãndices de violÃncia com base em gÃnero nos Ãltimos anos no Brasil. A partir das discussÃes sobre esse fenÃmeno, percebemos que grande parte dos estudos sobre violÃncia de gÃnero aponta para a situaÃÃo de vulnerabilidade e desvantagem social/simbÃlica enfrentada pelas mulheres em diversas instituiÃÃes sociais. Contudo, sÃo mÃnimas as investigaÃÃes sobre os homens envolvidos em atos de violÃncia dessa ordem, fato que parece contribuir para a manutenÃÃo de estigmas e prÃticas punitivas sobre esses sujeitos. Portanto, este estudo buscou ampliar a anÃlise sobre o tema dos homens autores de violÃncia de gÃnero, explorando a compreensÃo das identidades â como metamorfose â dos homens envolvidos no fenÃmeno, tendo como objetivo geral compreender como se dà a narrativa de histÃria de vida de um homem autor desses atos na cidade de Fortaleza. Para a realizaÃÃo da investigaÃÃo, optamos pela pesquisa de carÃter qualitativo e o mÃtodo de narrativas de histÃria de vida para contemplar a histÃria de um homem nomeado aqui e somente aqui de Ãtalo BÃreas, o qual foi atendido pelo NÃcleo de Atendimento ao Homem Autor de ViolÃncia contra a Mulher, vinculado à Vara de ExecuÃÃo de Penas e Medidas Alternativas e Habeas Corpus na cidade de Fortaleza-CearÃ. As anÃlises desta histÃria de vida tiveram como eixo central o sintagma identidade-metamorfose-emancipaÃÃo a partir das contribuiÃÃes de AntÃnio Ciampa, AluÃsio Lima e Juracy Almeida, promovendo um diÃlogo com autoras e autores contemporÃneos nos campos da psicologia, sociologia e filosofia crÃticas. Como resultado das anÃlises, tecemos trÃs capÃtulos refletindo sobre os cenÃrios da vida de Ãtalo BÃreas, bem como os atravessamentos das diversas violÃncias ao longo de sua vida. Foram considerados os atravessamentos pessoais, familiares, institucionais, jurÃdico-legais e relacionais para a confecÃÃo de cenÃrios nos quais a perpetraÃÃo da violÃncia de gÃnero pode ter sido corroborada, questionada e possivelmente superada na composiÃÃo de personagens e suas expressÃes de masculinidades na vida de Ãtalo BÃreas ao longo do tempo. Essa discussÃo, portanto, intentou contribuir para o avanÃo na compreensÃo e enfrentamento da crescente perpetraÃÃo da violÃncia de gÃnero no Brasil, promovendo discussÃes e reflexÃes sobre o atual campo de estudos sobre masculinidades e violÃncia, tensionando propostas reflexivas sobre as prÃticas com homens para alÃm de uma perspectiva intimista e culpabilizante dos sujeitos, buscando contribuir para uma anÃlise social mais ampla que ponha em questÃo os cenÃrios sociais e de sociabilidade para a perpetuaÃÃo da violÃncia de gÃnero no exercÃcio da masculinidade hegemÃnica / We present here a research in Critical Social Psychology, which aimed at the study of masculine identities from the narrative to life history of a man punished by the Maria da Penha Law in the city of Fortaleza, CearÃ. We consider the increase in the rates of violence based on gender in recent years in Brazil. From the discussions about this phenomenon, we noticed that most of the studies on gender violence point to the situation of vulnerability and social / symbolic disadvantage faced by women in various social institutions. Yer, research on men involved in acts of violence of this order is minimal, a fact that seems to contribute to the maintenance of stigma and punitive practices on these subjects. Therefore, this study aimed to improve the analysis of the topic of the authors men of gender violence, exploring the understanding of identities - as metamorphosis - of the men involved in the phenomenon with the overall objective to understand how is the life story narrative of a author of these acts in the city of Fortaleza. To carry out the research, we chose the qualitative research and the method of life story narratives to contemplate the story of a man named here Italo Boreas, which was attended by the Center for Attention to Violence Author man against Women, linked to the Court of Execution of Penalties and Alternative Measures and Habeas Corpus in the city of Fortaleza-CearÃ. The analysis of this life story had as its central axis the phrase identity-metamorphosis-emancipation from the contributions of Antonio Ciampa, AluÃsio Lima and Juracy Almeida, promoting a dialogue with authors and contemporary authors in the fields of psychology, sociology and philosophy criticism. As a result of the analyzes, we weave three chapters reflecting on the scenarios of the life of Italo Boreas, as well as the crossings of the diverse violences throughout his life. Personal, family, institutional, juridical-legal and relational crossings were considered in the creation of scenarios in which the perpetration of gender violence may have been corroborated, questioned and possibly overcome in the composition of characters and their expressions of masculinities in the life of Ãtalo Boreas over time. This discussion thus brought contribute to the advancement in understanding and addressing the growing perpetration of gender violence in Brazil, promoting discussion and reflection on the current field of studies on masculinities and violence, tensing reflective proposals about practices with men beyond an intimist and guilty perspective of the subjects, seeking to contribute to a broader social analysis that calls into question the social and sociability scenarios for the perpetuation of gender violence in the exercise of hegemonic masculinity

Violência de gênero e necessidades em saúde: limites e possibilidades da estratégia saúde da família / Gender violence and health needs: limitations and possibilities of the Family Health Strategy

Estudo exploratório, com abordagem qualitativa, que teve como objetivo geral compreender os limites e as possibilidades avaliativas no que tange ao reconhecimento e enfrentamento de necessidades em saúde de mulheres que vivenciam violência no espaço de concretização das práticas da Estratégia Saúde da Família (ESF). Foi realizado em uma Unidade Básica de Saúde que opera sob a ESF em São Paulo (SP). Os dados foram coletados por meio de entrevistas em profundidade com vinte e dois profissionais de saúde que compõem as equipes multiprofissionais e com treze mulheres usuárias do serviço que vivenciaram situações de violência de gênero. As entrevistas foram gravadas, transcritas e submetidas à análise de discurso. Os resultados foram analisados segundo as categorias analíticas gênero, violência de gênero e necessidades em saúde. Os resultados revelaram a violência enquanto problema que tem interfaces com o processo saúde doença das mulheres. Entretanto, o fenômeno raramente aparece enquanto uma demanda imediata sendo expressiva como demanda implícita e submersa em outras queixas. Houve o reconhecimento de necessidades relacionadas às condições de vida e o contexto de exclusão social do território; necessidades que remetem à autonomia; medicalização das necessidades em saúde revelando a dicotomia mente-corpo no trabalho em saúde; e necessidades relacionadas à escuta e à criação de vínculos enquanto possibilidade de fortalecimento das mulheres que vivenciam violência. A prática biologicista, ainda hegemônica, limita o campo de ação das práticas profissionais, levando usuárias e profissionais a não reconhecerem os serviços de saúde enquanto possibilidade de apoio e enfrentamento da violência. A medicalização foi constatada enquanto a limitação mais significativa das práticas profissionais. As possibilidades relacionadas ao vínculo propiciado pela lógica de atenção instaurada com a ESF encontram-se ainda cerceadas pelas limitações do modelo biomédico e a ausência de tecnologias específicas para lidar com a violência. Concluiu-se que é premente o reconhecimento da violência enquanto problema cuja atenção deve ser inerente aos serviços de saúde, assim como a tradução das demandas trazidas pelas mulheres nas necessidades que a produziram. O reconhecimento dessas necessidades pressupõe ainda considerar a violência e a subalternidade de gênero como generativos desse processo. O trabalho que qualifica a atenção à saúde das mulheres em situação de violência deve superar o modelo biomédico de atenção, o que implica rever a prática profissional, posto que, na perspectiva da emancipação da opressão das mulheres, o saber crítico sobre as necessidades em saúde como conseqüência da situação de opressão que a abordagem de gênero encerra, constitui um de seus elementos, um dos instrumentos que deve orientar todo o trabalho das práticas profissionais nessa área. / The general objective of this exploratory study with a qualitative approach was to understand the limitations and possibilities of the Family Health Strategy (EFS) to recognize and meet the health needs of women experiencing violence. The study was carried out in a Primary Health Care Unit working within the ESF in São Paulo, SP, Brazil. Data were collected through in-depth interviews with 22 health professionals who compose the multidisciplinary teams and with 13 women who use the service and had experienced violence. Interviews were recorded, transcribed and submitted to discourse analysis. The results were analyzed according to analytical categories of gender violence and health needs. The results revealed that violence is an issue that interfaces with the womens health-disease continuum, although the phenomenon rarely appears as an immediate demand; it rather emerges as an implicit demand underlying other complains. The following was identified: needs related to living conditions and the context on social exclusion; needs related to autonomy; medicalizalization of health needs revealing a dichotomy between body-mind in health care delivery; and the need related to active listening and the establishment of bonds as an alternative to empower women experiencing violence. The biologicist practice is still predominant and limits the field of actions of professional practices, hindering users and professionals the possibility to recognize health services as a space where to seek support to cope with violence. Medicalization was identified as the most significant limitation of professional practices. The possibilities related to bonds enabled by the logic of care delivery established within the ESF are still surrounded by the limitations of the biomedical model and the absence of specific technologies to deal with violence. We conclude that acknowledging violence as a problem whose care should be inherent to the health services is urgent as well as the need to translate the demands of these women into the needs that produce them. Acknowledging these needs requires considering violence and gender subordination as elements that generate such a process. The work that qualifies care delivered to women experiencing violence should overcome the biomedical model. It implies a review of professional practices since, from the perspective of emancipation of womens oppression, critical knowledge concerning health needs as a consequence of oppression implied in gender approach, constitutes one of the instruments that should guide the work of professional practice in this field.

Justiça restaurativa : uma opção na solução de conflitos envolvendo violência doméstica e familiar contra a mulher

This study aims to analyze the dissatisfaction of women victims of domestic and family violence with the strategy used by most of the feminist movement, evidenced in the Law|Maria da Penha|, to use the criminal law and its retributive model, as a tool anti-discrimination and gender-based violence, and to identify restorative justice as an alternative to supply better the expectations and needs of women. For this purpose, a field research in the Domestic and Family Violence against Women Court in Aracaju County (SE), which were heard 191 (one hundred and ninety-one) victims in criminal proceedings in that court from September to November 2013, confirming the dissatisfaction of women with the answer given by the traditional model and their desire of a discursive criminal justice, characteristic of restorative model. Initially, the issue of gender violence is approached, an issue that has gained greater importance in Brazil, especially from the 80´s with the work of feminist groups and, more recently, with the advent of Law No. 11.340/2006. After, indicate that the mentioned law made a clear option for retributive model of criminal justice, given an existing trend in several countries in Europe and Latin America, pointing the criticisms of this model in conflict resolution involving gender violence. Afterwards, foments the analysis and discussion of the data collected and the field research conducted and previously mentioned. Further mentioned. Further continues with an analysis of restorative justice as a new way of looking at crime and justice, relating this criminal justice model with the discursive theory developed by the German philosopher Jürgen Habermas, in addition to exposing the concept, objectives, principles and values, pointing also the main differences between the new and the traditional model. Follows pointing out objections and advantages of the use of restorative justice in conflict resolution involving domestic violence against women. Finally, points restorative justice as an option that should be made available to women victims of domestic violence, because It is a model of justice that serves more adequately to women´s concerns, while respecting their autonomy and dignity, also opening the prospect of real change of men and women behavior on issues involving gender violence. / O presente trabalho tem o objetivo de analisar a insatisfação das mulheres vítimas de violência doméstica e familiar com a estratégia utilizada por grande parte do movimento feminista, evidenciada na Lei Maria da Penha , de utilização do Direito Penal e seu modelo retributivo, como instrumento de combate à discriminação e a violência de gênero, bem como apontar a justiça restaurativa como uma alternativa que atende melhor às expectativas e necessidades das mulheres. Para tanto, foi realizada uma pesquisa de campo no Juizado de Violência Doméstica e Familiar contra a Mulher da Comarca de Aracaju (SE), onde foram ouvidas 191 (cento e noventa e uma) vítimas em processo-crime naquele juízo no período de setembro a novembro de 2013, confirmando a insatisfação das mulheres com a resposta dada pelo modelo tradicional e o desejo das mesmas de um modelo de justiça criminal discursivo, característica do modelo restaurativo. Inicialmente, aborda-se a questão da violência de gênero, tema que vem ganhando maior relevo no Brasil, principalmente a partir da década de 80 com a atuação dos grupos feministas e, mais recentemente, com o advento da lei nº 11.340/2006. Após, demonstra que o referido diploma legal fez uma clara opção pelo modelo retributivo de justiça criminal, atendendo a uma tendência existente em vários países da Europa e América Latina, apontando as críticas feitas a este modelo na resolução de conflitos envolvendo violência de gênero. Na sequência, promove-se a análise e discussão dos dados colhidos da pesquisa de campo realizada e anteriormente mencionada. Prossegue fazendo uma análise da justiça restaurativa, como uma nova maneira de enxergar o crime e a justiça, relacionando tal modelo de justiça criminal com a teoria discursiva desenvolvida pelo filósofo alemão Jürgen Habermas, além de expor seu conceito, objetivos, princípios e valores, apontando também as principais diferenças em relação ao modelo tradicional. Segue apontando as objeções e vantagens da utilização da justiça restaurativa na solução de conflitos envolvendo violência doméstica e familiar contra a mulher. Por fim, aponta a justiça restaurativa como uma opção que deve ser colocada à disposição da mulher vítima de violência doméstica e familiar, por se tratar de um modelo de justiça que atende mais adequadamente aos anseios da mulher, respeitando a sua autonomia e dignidade, além de abrir a perspectiva de mudanças reais de comportamento de homens e mulheres nas questões envolvendo a violência de gênero.

Adotando as teorizaÃÃes sobre o poder e a violÃncia formuladas por Hannah Arendt e Michel Foucault procuro discutir relaÃÃes de gÃnero marcadas pela violÃncia, escapando Ãs polarizaÃÃes entre homem-dominador x mulher dominada. Defendo que as mulheres nÃo sà reagem à violÃncia de mÃltiplas formas, mas produzem, atravÃs de suas resistÃncias â passivas e ativas â lugares de contra-dominaÃÃo, que algumas vezes podem assumir a forma de um âpoder situacionalâ. Essas resistÃncias se manifestam atravÃs de tÃticas cotidianas protagonizadas no espaÃo da vida privada e de estratÃgias de publicizaÃÃo no espaÃo pÃblico, quando se dirigem Ãs Delegacias da Mulher. O trabalho tem como campo de anÃlise as Delegacias Especiais de ProteÃÃo à Mulher do Estado de Sergipe (DEPM). A anÃlise aborda o funcionamento das Delegacias da Mulher em duas cidades sergipanas: Aracaju e Itabaiana, relacionando suas prÃticas organizacionais ao campo da PolÃcia Civil. Procuro descrever e analisar rotinas, prÃticas institucionais, traÃos da cultura organizacional, valores, crenÃas e lÃgicas que circulam no campo de interseÃÃo entre a PolÃcia Civil, as Delegacias da Mulher e as expectativas das mulheres dirigidas a esta unidade policial. Procuro identificar suas demandas a partir de duas especificidades: casos que as mulheres pretendem a criminalizaÃÃo legal do agressor e casos em que buscam as Delegacias da Mulher visando a conciliaÃÃo, a mediaÃÃo de conflitos, garantias de direitos e proteÃÃo. A metodologia combina as abordagens qualitativa e quantitativa, tendo como fontes: 836 Boletins de OcorrÃncia registrados na dÃcada de 90, vinte e uma entrevistas com mulheres denunciantes, doze entrevistas com agentes policiais e delegadas e com seis representantes de movimentos sociais. Adopting conceptions about the power and the violence formulated by Hannah Arendt and Michel Foucault I try to talk about the gender relations marked by the violence and escaping to the polarizations between dominator-man x dominated-woman. I defend that the women not only react to the violence by many different forms, but produce, through their resistance - passive and active - places of anti-domination, that sometimes can assume what I call "situational power". These resistance behaviors are revealed through quotidian tactics at the private life space and through strategies of publicizing at the public space, when they go to the Womenâs Police Stations. The concepts of tactical actions and strategies are taken, respectively from Michel De Certeau and Pierre Bourdieu. The work used as research field the Sergipe State Police Stations for Woman Protection (DEPM). I try to describe and analyze routines, ritualized institutional practices, organizational culture traces, that circule on the field of intersection among the Civil Police, The Womenâs Police Stations and the expectations of the women who look for these offices. I try to identify their demands starting from two specialties: the cases where women look for the legal criminalization of their aggressor and the cases when they go to theses stations looking for conciliation, mediation of the conflicts,guarantee of rights and protection. The methodology combines qualitative and quantitative techniques, and have as sources of information: 836 Occurrence Bulletins registered in the 1990s, twenty-one interviews with women denouncers, twelve interviews with police agents and commission agents and with six social movementsâ representatives. I also use as sources two experiences of researchintervention, carried out by not policies institutions together with the Sergipe State Police Stations for Woman Protection, dedicated to police education, with whom I experienced two situations of participant observations: the first one developed by the Human Rights Commission of the Sergipe Federal University and second by the MUSA (Woman and Health - Group of Studies on Gender Research of the Bahia Federal University). The analysis is delimited by a temporal variable: before and after the creation of an Attendance Center for Vulnerable Groups, created in 2004, to which the Police Station of the Woman of Aracaju passed if to integrate. My interest falls again into particular on the constitution of the Nucleus of Mediation of Conflicts, that functions at the Womenâs Police Stations. I defend that the formal adoption of the instrument of mediation in a police space implies in a revision of the social function of the Womenâs Police Stations. This assumes to change the conception of the police activity as mainly investigative and repressive, and to consider that the actions of mediation, assistance and counseling developed by the Womenâs Police Stations are affirmatively constituted as proper actions of the Police.

Até que a morte os separe: os cônjuges cuidadores, profissionais de saúde e o cuidar / Until death do them part: caregivers, professionals health and care

Este estudo tem como objetivo compreender os atravessamentos de gênero e violência nas concepções sobre o cuidado prestado por cônjugescuidadores e profissionais de saúde no contexto da Estratégia de Saúde da Família. O ato de cuidar de alguém é frequentemente atribuído às mulheres e a suas supostas capacidades de ser mais paciente, carinhosa e disponível ao outro que o homem em nossa sociedade. Os homens, por sua vez, quando cuidadores, sentem-se deslocados da masculinidade e de suas atribuições sociais. Isso é produto e produtor da ideologia de gênero que auxilia na manutenção da mulher nos espaços privados, dos homens nos espaços públicos, e evita mudanças na divisão sexual do trabalho. A ideologia de gênero também corrobora para que mulheres que sofreram violência perpetrada por seus parceiros íntimos venham a ser cuidadoras desses mesmos parceiros quando estes se encontram com deficiências/incapacidades/doenças sem prognóstico de cura. As ações de profissionais de saúde também são influenciadas pela ideologia de gênero, cuja reprodução torna invisível ou banal a violência de gênero. Esta é uma pesquisa qualitativa que entrevistou 12 cônjuges-cuidadores (2 homens e 10 mulheres) e 14 profissionais de saúde de duas Unidades Básicas de Saúde com Estratégia de Saúde da Família na periferia da Região Oeste do Município de São Paulo. Dentre os cônjuges entrevistados, 10 deles viveram situações de violência de gênero, sendo que 7 dessas situações de violência não eram conhecidas pelas equipes de saúde da família. As cuidadoras entrevistadas naturalizavam e reproduziam a violência de gênero vivida e compreendiam o cuidado como uma tarefa natural das mulheres, mesmo quando há/houve violência na relação com a pessoa de quem se cuida. Para os cuidadores cuidar significava gerência de cuidados, e sentiam-se na obrigação de justificar porque, sendo homens, cuidavam. A maioria dos profissionais de saúde reproduzia a ideologia de gênero em seus discursos, atribuindo à mulher a obrigação de cuidar, havendo uma banalização da violência de gênero. Todavia, alguns profissionais analisaram e questionaram as atribuições sociais de homens e mulheres, e a naturalização da mulher enquanto cuidadora e de escolha preferencial dos serviços de saúde para essa função. Para concluir, levanta-se a necessidade de criação de políticas públicas específicas para os cuidadores, ampliação de serviços públicos de cuidadores e outros serviços de suporte, como por exemplo, serviço de família acolhedora e repúblicas para idosos, centros de convivência, centros-dia, entre outros. Além disso, mostra-se necessário um investimento em formação profissional que contemple gênero e violência, a fim de que a atuação dos profissionais de saúde não recorra ao senso-comum e ao discurso ideológico no trabalho cotidiano com homens e mulheres / The aim of this study is to understand the crossings of gender and violence in conceptions about the care provided by family caregivers and health professionals in the context of the Family Health Strategy. The act of caring for someone is often attributed to women and their supposed ability to be more patient, affectionate and available to the other than a man in our society. The men, on the other hand, when caregivers feel dislocated from their masculinity and their social responsibilities. This is a product and producer of gender ideology that helps to keep the women in private, and men in public spaces, and avoids changes in the sexual division of labor. Gender ideology also reaffirms that women who experienced intimate partner violence may be caregivers of those partners when they are with disabilities / terminal disease. Actions of healthcare professionals are also influenced by gender ideology, whose reproduction makes the gender violence invisible or trivial. This is a qualitative study that interviewed 12 family caregiver (2 men and 10 women) and 14 health professionals from two Basic Health Units with Family Health Strategy in the suburb of the Western Side São Paulo City. Among the spouses interviewed, 10 of them have experienced situations of gender violence, 7 of these situations of violence were not known by the family health teams. The women caregivers interviewed thought violence as natural and reproduced the gender violence experienced and understood care as a natural task for women, even when there was violence in the relationship with the person who being cared for. For men caregivers take care meant care management, they felt compelled to justify why, being men, they used to care. Most health professionals reproduced the gender ideology in their speeches; attribute to women the obligation to care, with a trivialization of gender violence. However, some professionals have analyzed and questioned the social attributes of men and women, and how natural were for women working as caregivers and how they were the preferred choice of health services for this function. To conclude, the necessity to create specific policies for caregivers, expansion of public caregivers and other support services, such as welcoming family service for elderly and senior homesharing units, community centers, day centers, among others, increases. In addition, it appears necessary investment in training that addresses gender and violence, so that the performance of health professionals do not use the common sense and the ideological speech in everyday work with men and women

Ao contrário desse androcentrismo presente no mundo literário, a realidade apresenta-se múltipla, diante disso, pergunta-se: onde estará representada a diversidade de personagens? E, em específico: onde está representada a diversidade de personagens homossexuais? Para responder a essa questão, este estudo pretendeu investigar como os personagens dos romances O beijo da mulher-aranha (1981), Stella Manhattan (1985) e Do fundo do poço se vê a lua (2010) articulam os temas corpo e território para construir uma vivência enunciativa de sexualidade capaz de escapar do padrão “heteronarrativo”. Pretendeu-se compreender também como a sexualidade é representada tanto no plano do conteúdo quanto no plano da expressão nas referidas obras. Destaca-se que os três personagens principais, respectivamente, Molina, Eduardo e Wilson são homoafetivos e vivem processos de desterritorialização e reterritorialização nos seus devidos espaços de convivência, sejam eles espaços fixos ou dentro de processos de mobilidade. A literatura como espaço de catarse e expressão da realidade social é capaz de demonstrar as constantes violências que giram ao redor daqueles que diferem da norma padrão heterossexual, desse modo, este trabalho almejou contribuir para as discussões e, principalmente, denunciar a violência de gênero. É importante ressaltar que mesmo nesse contexto violento, as artes – em específico, a arte teatral, o cinema e a dança – são formas de resistência e contraponto dos personagens contra o sistema heterossexual. A presente pesquisa seguiu uma estrutura pautada nas diretrizes metodológicas que sugerem duas etapas de trabalho: pesquisa teórica e documental. Concluiu-se, portanto, que as três obras analisadas partem de uma matriz heterossexual para contar narrativas homossexuais, mas que, com a presença da arte e o duplo de suas psiques, Molina, Eduardo e Wilson estão em um processo de devir constantes: em suas vivências no “entre lugar” tornam se unos e únicos. / During many years of reading practice and among several classical or contemporaneous books, a predominance of heterosexual narrators and characters of the male sex was noticed. Contrary to this androcentricity in literary world, reality shows itself multiple. Considering this, two questions were made: Where will character diversity be represented? More specifically, where will the diversity of homosexual characters be represented? To answer these questions, this study aimed to investigate how some characters of the novels O beijo da mulher-aranha (1981), Stella Manhattan (1985) e Do fundo do poço se vê a lua (2010) articulate body and territory themes to construct an enunciative sexuality coexistence capable of avoiding the “heteronarrative” pattern. It was also intended to understand how sexuality is represented both at context and expression levels in the books mentioned above. The fact that the three main characters, respectively, Molina, Eduardo and Wilson are homoaffectionate and go through processes of unterritorialization and reterritorialization in their respective spaces of coexistence, whether they are fixed ones or within mobility processes is important to highlight. Literature as catharsis space and expression of social reality is able to demonstrate constant violence which threatens those who differ from heterosexual standard rules. Therefore, the purpose of this coursework was to contribute to discussions on the matter and mainly bring gender violent to light. It must be pointed out that even in this violent context, the arts, particularly, theater, movies and dance are the characters means of resistance and counterpoint against heterosexual system. The current study followed a structure based on methodological guidelines which suggest two work stages: theoretical and desk research. Therefore, it follows that the three books stem from a heterosexual matrix to tell homosexual stories, in which, with the presence of art and their double psyches, Molina, Eduardo and Wilson are in a constant becoming process. And in there “midfrontiers” coexistences in either places, it one them becomes one and only.

Estes são a última escala da violência contra a mulher, que durante o período 2010 -2014 vitimaram mais de 15.877 vidas (Peru – Brasil). Os estudos sobre este tema são de vital importância porque segundo as estatísticas, uma mulher é morta a cada hora e meia no Brasil e a cada vinte segundos uma mulher é violentada no Peru. Inicialmente, promulgaram leis contra a violência de gênero ou intrafamiliar, anos depois, tornaram-se leis contra os feminicídios. Procurando proteção para a mulher que contribuía na possibilidade de igualdade de oportunidades sociais, lutando assim contra a desigualdade de gênero através da aplicação de políticas públicas que contribuíam com o tempo na erradicação dos feminicídios. Objetivos: analisar os determinantes sociais que fazem parte do índice de desigualdade de gênero associadas à ocorrência dos feminicídios no Peru e no Brasil e construir as taxas padronizadas dos feminicídios no Peru e no Brasil. Metodologia: estudo ecológico e descritivo, utilizando dados secundários cuja população alvo foram todas as mulheres peruanas e as mulheres brasileiras acima dos 15 anos de idade. Realizou-se uma análise multivariada através do coeficiente de correlação linear de Pearson e da significância de associação entre a taxa de feminicídio e os indicadores que fazem parte do IDG (no caso de Peru) e com os óbitos femininos por agressão dos municípios com mais de 50.000 habitantes e os indicadores do IDG (no caso do Brasil). Resultados: foram construidas as taxas padronizadas dos feminicídios no Peru, assim como as taxas padronizadas dos óbitos femininos por agressão no Brasil. Não se encontrou associação alguma entre os indicadores do IDG e os feminicídios no Peru. No caso do Brasil, a porcentagem dos assentos ocupados pelo sexo feminino no parlamento municipal durante as três ultima eleições, foi o único indicador do IDG que não foi significativo. Conclusões: a partir dos resultados podemos concluir que os determinantes sociais que constituem parte do IDG não se mostram associados à ocorrência dos feminicídios no Peru, podendo-se formular a hipóteses que uma possível subestimação de dados não permite determinar a existência da associação das determinantes sócias com os feminicídios. Aliás, no caso de Brasil o nível de educação é inversamente proporcional à ocorrência de morte das mulheres por agressão, observando que quanto maior é o nível de educação da mulher a incidência das mortes destas por agressão diminui. / Introduction: femicides are murders sustained in the power relation, inequality and women`s subordination. These are the last step of women`s violence, which during o period 2010 – 2014 victimized more than 15.877 lives (Peru – Brazil), leaving children in orphan status and many still free murderers in society. Studies on this issue are of vital importance because according to statistics one woman is killed every hour and a half in Brazil and twenty seconds a woman is raped in Peru. Were initially enacted laws against gender violence or domestic, meanwhile, women continued to be killed as a result of violence in most times by their partners or former partners, which resulted, years later in laws against femicide. Seeking protection for the woman who contributed to the possibility of equal social opportunities, thus fighting against gender inequality through the application of public policies that contributed over time to the eradication of feminicides Objectives: Analyze the social determinants that are part of the index of gender inequality associated with the occurrence of femicide in Peru and Brazil and build the standardized rates of femicide in Peru and Brazil. Metodology: ecological and descriptive study, using secondary data whose target population was all Peruvians women and all Brazilian women above 15 years old. A multivariate analysis was made using a Pearson's linear correlation coefficient and the significance of association between the rate of femicide and indicators that are part of the GDI (in the case of Peru) and municipality’s female deaths with more than 50.000 inhabitants and GDI indicators (in the case of Brazil). Results: The standardized rates of Peruvian’s feminicides were constructed, like with the standardized rates of Brazilian’s women deaths for aggression. It was not found any association between indicators of IDG and femicide in Peru. In the case of Brazil, the percentage of seats occupied by the female sex in the municipal parliament during the three last elections was the unique indicator of IDG that was not significant. Conclusions: From the results we can conclude that the social determinants that are part of the GDI are not shown to be associated with the occurrence of the feminicides in Peru, being able to formulate the hóstesis of a possible underestimation of data does not allow to determine the existence of the association to the occurrence of femicide. However, in the case of Brazil, the level of education is inversely proportional to the occurrence of the death of women due to aggression, observing that the higher the level of education of women, the incidence of women's deaths due to aggression decreases.

Este trabalho teve por objetivo compreender como as noções de gênero estão presentes no processo de elaboração e de implantação das políticas públicas de saúde no Brasil, com foco em uma rede de atenção à violência O trabalho está organizado em duas partes: na primeira, teórica, realizou-se uma revisão da literatura e de documentos de domínio público sobre as políticas públicas de Saúde, bem como sobre as políticas de gênero e de combate à violência contra a mulher e as interfaces desta com a Saúde. Na segunda parte foi realizado um estudo de caso tendo como foco o Programa Iluminar Campinas, uma rede criada pela Coordenadoria de Saúde da Mulher, em 2001, para atender os casos de violência doméstica contra crianças e adolescentes, de violência sexual em qualquer idade ou sexo e de exploração sexual comercial de crianças e adolescentes. Buscou-se entender se a transversalidade de gênero atravessa o programa de atendimento à violência nas diferentes práticas, bem como analisar o modelo de gestão de cuidado que o programa desenvolve no cotidiano das ações. A perspectiva teórica do estudo foi a Teoria Ator Rede (TAR) que apresenta ferramentas de pesquisa para acompanhar as diversas estratégias desenvolvidas; os atores envolvidos foram ouvidos e buscou-se identificar os papéis desempenhados pelas diversas materialidades envolvidas nestas ações. Assim, a metodologia envolveu a análise de documentos, entrevistas e observações de eventos do Programa Iluminar. A análise possibilitou identificar que a organização do cuidados em Campinas tem inovado no atendimento aos casos de violência sexual, articulando diferentes setores, como Educação, Assistência Social, Segurança Pública, Judiciário, Saúde e organizações não-governamentais para promover o acolhimento humanizado e diferenciado às pessoas em diversos pontos da rede de cuidados; reduzir o tempo de atendimento às urgências e emergências; possibilitar o transporte público gratuito e seguro e gerar políticas locais com os dados da notificação. O Programa agregou diversas materialidades na organização do cuidados e gerou um novo olhar para a questão da violência entre os profissionais e a população. Porém, a transversalidade da noção de gênero das diferentes ações de forma a contemplar casos como os de violência por parceiro íntimo - ainda é um desafio a ser superado pelo Programa Iluminar, para ampliar o acesso a serviços e programas que consigam intervir na violência de gênero / This study aims to understand how notions of gender are presented in the design and implementation of a public health policy in Brazil, with focus on a network on violence. The text is organized into two parts: the first part, theoretical, is a review of the literature and public domain documents on public health policies and policies on gender and violence against women, and its interface with the health sector. In the second part we conducted a case study that focused on the Programa Iluminar (Illuminating Program), a network created in Campinas, which was created by the Coordination of Women\'s Health in 2001, for dealing with cases of domestic violence against children and adolescents survivors of sexual violence at any age or sex, and commercial sexual exploitation of children and adolescents. We sought to understand whether gender mainstreaming through the assistance program to violence in their various practices and analyze the model of care management that the program develops in the daily actions. The theoretical perspective that guided the study was the Actor Network Theory (TAR), which provides tools for monitoring the various strategies developed, the stakeholders were heard and tried to identify the roles of various materiality involved in these actions. Thus, the methodology involved the analysis of institutional documents, interviews and observations of network meetings of the Iluminar Program.The analysis identified that the organization of the care network in Campinas has been an innovator in the care of patients with sexual violence, to articulate different sectors such as Education, Social Services, Public Safety, Judiciary, Health and nongovernmental organizations to promote the humane care and different people in different parts of the network of care, reduce the time to serve the emergency care, allow free public transport and insurance and generate local politics to the notification. The program has added a number of materiality in the organization of the care network and created a new look at the issue of violence among professionals and the public. However, the mainstreaming of gender concept of different actions such as including violence by intimate partners - is still a challenge to be overcome by the Programa Iluminar to expand access to services and programs that can intervene in gender violence
