Evaluating Urban Downtown One-Way to Two-Way Street Conversion Using Microscopic Traffic Simulation

Located in the heart of Silicon Valley, Downtown San Jose is attracting new residents, visitors, and businesses. Clearly, the mobility of these residents, visitors, and businesses cannot be accommodated by streets that focus on the single-occupancy automobile mode. To increase the potential for individuals to use non-single-occupancy modes of travel, the downtown area must have a cohesive plan to integrate multimodal use and public life. Complete streets are an integral component of the multi-modal transport system and more livable communities. Complete streets refer to roads designed to accommodate multiple modes, users, and activities including walking, cycling, transit, automobile, and nearby businesses and residents. A one-way to two-way street conversion is an example of a complete streets project. Similarly, tactical urbanism can provide cost-effective modifications (e.g., through temporary road closures for events like the farmers’ market) that enrich the public life in an urban environment. The ability to serve current and future transportation needs of residents, businesses and visitors through the creation of pleasant, efficient, and safe multimodal corridors is a guiding principle of a smart city. This research project addressed questions that guide the implementation of this overarching principle. These questions relate to travel patterns and potential network impacts of the conversion of the corridor(s) into complete streets. Towards that end, core network in downtown San Jose is simulated via a validated VISSIM model for 2015 traffic conditions (i.e., the base case or Scenario 0). Three scenarios are then modeled as variations to this model. The relevant model outputs from the base and scenario models provide easily digestible information the City can convey various impacts and trade-offs to partners and stakeholders prior to implementation of these plans. The scenarios modeled are based on stakeholder input. Microsimulation allows for detailed modeling and visualization of the transportation networks including movements of individual vehicles and pedestrians. The results based on 2040 traffic volumes provided by the city based on their long-range travel demand model clearly demonstrate that the existing network cannot support the projected level of travel demand. It indicates that the city needs an aggressive travel demand management program to curb the growth of automobile traffic. The output also includes 3-D animations of the traffic flow that can be used in public forums for community outreach. A discussion for such a campaign based on best practices around using these visualizations for public outreach is also provided. The term tactical urbanism began to be used in the first decade of the 21st century to designate such practices in urbanism, referring generally to temporary, informal and somewhat contentious urban interventions in official practices and contemporary cities. However, the theoretical, artistic and political references of the practitioners of Tactical Urbanism refer to a much broader and complex role of practices that are often presented as an alternative to the Neoliberal Urbanism, currently hegemonic in the production of cities. However, there is still a certain theoretical and methodological gap regarding the tactical movements of urban production, which make it difficult to understand their capabilities and analyze their effects. In this sense, this research tried to construct a conceptual panorama on the Tactical Urbanism, exemplified with several practitioners and practices, sometimes called as such, sometimes indifferent to the term but within it. For this, a Taxonomy of Tactical Urbanism was elaborated, which brings eleven categories of analysis, elaborated in eighty-four subcategories, with the purpose of providing a reading for such practices and facilitating the articulation between their ideas, agents and objectives. For the elaboration of the Taxonomy, forty practices were charted and cataloged, exemplifying the various narratives that compose the discourse of urban tactics, representative of the work of great exponents of this discourse and also of the urban realities of the five continents. The Taxonomy is available on online platform, which allows the processing of complex data and collaborative data feeding. In this study, we demonstrate several ways of using the Taxonomy of Tactical Urbanism, among them, the triangulation between specific categories with the objective of verifying how Tactical Urbanism contributes in the fight for the right to the city, in the constitution of urban commons and in the confrontation with Neoliberal Urbanism. This articulation allowed us to conclude that the tactical self-denominated practices, closer to what was popularized with the label of Tactical Urbanism, present generally fragile arrangements as alternative possibilities to the neoliberal city, while the practices that are better able to promote the right to the city and to experience the constitution of commons, are those that take the tactic beyond the tactic, combining it in strategic movements, more aligned with the traditional struggles for urban justice. Such a conclusion reveals the need for critical thinking to better subsidize such actions, helping to circumvent the pitfalls and enhance the capacities of collaboration, participation and empowerment of multitude, which Tactical Urbanism can bring as contributions to the construction of more just cities. / As cidades são formadas por um conjunto de práticas oficiais sustentadas por suas instituições normativas e, também, por práticas não oficiais, que escapam às normas e que trazem outras possibilidades, outras urgências. O termo Urbanismo Tático passou a ser utilizado na primeira década do Século XXI para designar tais práticas em urbanismo, referindo-se, geralmente, a intervenções urbanas temporárias, informais e de certa forma contestadoras às práticas oficiais e às cidades contemporâneas. Porém, as referências teóricas, artísticas e políticas dos praticantes do Urbanismo Tático remetem a um rol muito mais amplo e complexo de práticas que se colocam, frequentemente, como alternativa ao Urbanismo Neoliberal, atualmente hegemônico na produção das cidades. No entanto, há ainda um certo vazio teórico e metodológico no que diz respeito aos movimentos táticos da produção urbana, que dificultam compreender suas capacidades e analisar seus efeitos. Nesse sentido, esta pesquisa buscou construir um panorama conceitual sobre o Urbanismo Tático, exemplificado com diversos praticantes e práticas, ora autodenominadas como tal, ora indiferentes ao termo mas enquadráveis a ele. Para tanto, foi elaborada uma Taxonomia do Urbanismo Tático, que traz onze categorias de análise, esmiuçadas em oitenta e quatro subcategorias, com o objetivo de fornecer uma leitura para tais práticas e facilitar a articulação entre suas ideias, seus agentes e objetivos. Para a elaboração da Taxonomia foram cartografadas e catalogadas quarenta práticas, exemplificativas das várias narrativas que compõem o discurso das táticas urbanas, representativas do trabalho de grandes expoentes desse discurso e, também, das realidades urbanas dos cinco continentes. A Taxonomia encontra-se disponível em plataforma on line, que permite o tratamento de dados complexos e a alimentação colaborativa de dados. Neste estudo, são demonstradas várias formas de utilização da Taxonomia do Urbanismo Tático, dentre elas, a triangulação entre categorias específicas com o objetivo de verificar como o Urbanismo Tático contribui na luta pelo direito à cidade, na constituição de comuns urbanos e no enfrentamento ao Urbanismo Neoliberal. Tal articulação permitiu concluir que as práticas autodenominadas táticas, mais próximas daquilo que se popularizou com a etiqueta do Urbanismo Tático, apresentam arranjos geralmente frágeis como possibilidades alternativas à cidade neoliberal, enquanto as práticas que reúnem maiores condições de promoverem o direito à cidade e de experimentarem a constituição de comuns, são aquelas que levam a tática para além da tática, combinando-a em movimentos estratégicos, mais alinhados com as tradicionais lutas por justiça urbana. Tal conclusão revela a necessidade de o pensamento crítico melhor subsidiar tais ações, ajudando a contornar as ciladas e a potencializar as capacidades de colaboração, participação e empoderamento da multidão, que o Urbanismo Tático pode trazer como contribuições para a construção de cidades mais justas.

I skapandet av staden har människan möjlighet att göra om sig själv och förverkliga sitt hjärtas önskan. Hur och för vem staden ska utformas för är troligtvis en diskussion vilken kommer att finnas lika länge som staden i sig. Genom historien har privat ägande och andra samhälleliga former av dominans kontrollerat dess rum, vilket ofta resulterat i olika former av proteströrelser.   Tactical urbanism har i flertalet städer världen över blivit en populär metod för att förbättra livskvaliteten i staden. Detta genom att lokala aktörer, främst medborgarna, förändrar sitt närområde med småskaliga förbättringar. Denna uppsats beskriver vad tactical urbanism är, teorin bakom metoden och vilka möjligheter och följder den kan medföra i stadsmiljön och i planeringen av staden. Ur ett svenskt perspektiv undersöks detta genom en fallstudie utav Stockholms stads riktlinjer för idéburen stadsförbättring.   Uppsatsen går in på den kritik som finns inom modern stadsutveckling, vilken menar att den nyliberala urbanismen skapar ojämlikhet i samhället. Dessutom behandlas begreppet ”rätten till staden” vilken genomsyrar tactical urbanisms metoder, synsätt och grundläggande teori. Uppsatsens bidrag är en sammanläsning av teorier kring ”rätten till staden” med tactical urbanisms praktiska användning. Därmed visas hur tactical urbanism kan utvecklas till att bättre möta medborgarnas behov, i synnerhet svaga grupper i samhället. Det finns tendenser till att tactical urbanism införlivats i neoliberalismens stadsutveckling och därmed riskerar att förlora sin röst för de svaga. Fallstudien om Stockholm visar att tanken på ifall en eventuell konsekvens om gentrifiering som följd av idéburen stadsförbättring saknas. Dock visar fallstudien att det finns en oro över att metoderna främst gynnar innerstadsborna. Stockholms stads riktlinjer för idéburen stadsförbättring ligger i linje, men sammanfaller inte helt med vad tactical urbanism i teorin står för. Studien visar att det finns ett behov av någon form av samordnare för idéburen stadsförbättring och en djupare förståelse för tactical urbanism.   Staden har genom historien varit och fortsätter vara en plats där rummets struktur skiljer människor åt. Det säger mycket om våra värderingar, och om symbolen människan. Att främja metoder vilka tillåter medborgaren att skapa staden blir en symbol för en rättvisare stad. Om tactical urbanism och idéburen stadsförbättring möjliggör det får framtiden utvisa. Min förhoppning är att denna uppsats ska ge en förståelse för vad tactical urbanism och idéburen stadsförbättring står för. Dessutom önskar jag inspirera till en fortsatt diskussion om hur och varför vi bygger våra städer, vilken påverkan det har på det offentliga rummet, samt hur nya riktlinjer tas fram. Jag vill även framhålla vikten av en syftesbaserad riktlinje som är enhetlig i kommunens hela organisation, från politiker till tjänstemän. / In the creation of the city man has the opportunity to remake himself and realize his heart's desire. How and for whom the city should be designed for is probably a discussion that will continue until eternity. Throughout history, private ownership and other social forms of domination has controlled urban space, which often has resulted in various forms of protest movements.   Tactical urbanism has in several cities around the world become a popular method for improving the livability in the city; local actors, mainly citizens, have remade their neighbourhood with small-scale improvements. This paper describes what tactical urbanism is, the theory behind the method and the opportunities and consequences it may bring in the urban environment and in the planning of the city. From a Swedish perspective this is explored through a case study of Stockholm's City guidelines for idéburen stadsförbättring.   This study examines the criticism in contemporary urban development, which argue that the neoliberal urbanism creates inequality in society, and the concept of "right to the city" which permeates tactical urbanisms actions, approaches and basic theory. The contribution of this essay is an interlacement of theoris concerning "right to the city" with tactical urbanism practical usage and how tactical urbanism can be developed to better fullfill the needs of the citizens, especially marginalised groups in society. The essay suggests that there is a tendency that tactical urbanism is incorporated into neoliberal urban development and therefore is losing its voice for the weak of society. The case study of Stockholm shows that the idea if a possible consequence of gentrification as a result of idéburen stadsförbättring is lacking. However, the study shows that there is a concern that the methods mainly benefit inner-city residents. Stockholm's guidelines for idéburen stadsförbättring is similar, but does not entirely coincide with what the tactical urbanism in theory stand for. The study shows that there is a need for a coordinator for idéburen stadsförbättring and a deeper understanding of tactical urbanism.   Through history, the city has been, and continues to be a place where spatial structure divides people, it says a lot about our values, and the symbol of man. To promote practices which allow the citizens to remake the city, is a symbol for the ”right to the city”, but time will tell if that is something tactical urbanism and idéburen stadsförbättring can enable. My hope is that this paper will provide an understanding of what tactical urbanism and idéburen stadsförbättring stands for and inspire for further discussion on how and why we build our cities, what impact it has on the public space, and how new urban guidelines are developed and the importance of a guideline is purpose-based and consentient in municipalities, from politicians to the official.

Användningen av gaturum som katalysator för förändring : En fallstudie av Härnösand kommuns arbete i stadskärnan för ett minskat bilberoende / The use of street space as a catalyst for change : A case study of Härnösand municipality's work in the city center to reduce car dependency

Bilen är fortfarande ett samhällsproblem som allt fler städer vill komma bort ifrån och istället värna om den mänskliga dimensionen. Gaturummen anses därför vara den plats i staden som ska leda förändringen, ritbordet och kartan är numera negligerade. Denna studie undersöker med hjälp av sex kvalitativa intervjuer Härnösands kommuns arbete med att reducera biltrafiken i gaturummet för att skapa ett gaturum för människor och minskad biltrafik. Resultatet visar att Street Moves är svaret på planeringens svårigheter i de centrala delarna av Härnösands bildominans, gestaltning och acceptans från medborgarna för att få legitimitet i att driva förändring i gaturummet. Slutsatsen är att arbetssättet med Street Moves är gynnsamt och eftersträvansvärt samtidigt som medborgarna som ett verktyg förblir kontradiktoriskt / The car has long been and is still a societal problem that more cities want to get away from and protect the human dimension instead. The street spaces are considered as places in the city that will lead to change to a more sustainable development, the drawing board and map are now neglected. This study examines Härnösand municipality's work to reduce car traffic in the street space to create spaces for people while reducing car traffic. Six qualitative interviews have been conducted. The result shows that Street Moves, a project that is the answer to the difficulties of planning in the city of Härnösand's to reduce car dependency, and to work with conformation and acceptance from citizens, to gain legitimacy in driving change in the street space. The conclusion is that the approach with Street Moves is beneficial and desirable, while citizens as a tool remain adversarial.

[pt] A presente dissertação é fruto de uma investigação sobre formas e possibilidades de atuação política na cidade contemporânea. Em contraponto direto à crise de projeto e da representatividade política instaurada na contemporaneidade, as ações de urbanismo tático pareciam inicialmente responder aos anseios desta investigação. Tratam-se de atos apropriativos e de ativação de espaços da cidade movidos pelas próprias populações. Mas uma análise dos discursos políticos produzidos pelos agentes do caso de urbanismo tático desenvolvido no Largo da Batata (SP), dão a ver a fraqueza de atos baseados na oposição entre sociedade civil e Estado. Explicitamos de que forma estas ações são atravessadas pelo poder biopolítico e pelas estruturas da cidade neoliberal. Mas se a cartografia complexa e microfísica das relações de poder contemporâneo incide sobre os corpos e vidas de todos e de cada um, então uma ação política não necessariamente deve se dar em afronta ao aparelho de Estado. Assim vemos emergir de uma miríade de práticas sua potência micropolítica, dentre elas, a arte no regime estético. Seu caráter eminentemente dissensual produz fissuras na partilha do sensível e, em contato com o espectador emancipado, possibilita a produção de singularidades, a contrapelo das experiências massificantes que predominam nas grandes cidades contemporâneas. Ao final desta dissertação nos debruçamos sobre as relações entre corpo, política e cidade nos trabalhos artísticos do coletivo Opavivará!, apresentados de forma ensaística. / [en] This dissertation is the result of an investigation about forms and possibilities of political action in the contemporary city. In direct counterpoint to the project and the political representativeness crisis established in contemporary times, the actions of tactical urbanism seemed initially to respond to the aspirations of this investigation. These acts of appropriation and activation of public spaces are put in place by the populations themselves. However a careful review of the political speeches produced by the agents of the Batata Precisa de Você, a case of tactical urbanism developed in Largo da Batata (SP), shows the weakness of any political act based on the opposition between civil society and State. We explain how these actions are crossed by biopolitical power and inscribed inside structures of the neoliberal cities. But if the complex and microphysical cartography of contemporary relations of power affects the bodies and lives of each person and everyone, then a political action does not necessarily takes place in defiance of the State apparatus. Thus we see emerge from a myriad of practices the emergence of its micro political potential, amongst them art in the aesthetic regime. Its eminently dissensual character produces cracks in the distribution of the sensible and, in contact with the emancipated spectator, enables the production of singularities, in opposition to the mass experiences that prevail in most of great contemporary cities. At the end of this dissertation we focus on the relations between body, politics and city in the artistic works of the collective Opavivará!, presented as an essay.

L’urbanisme tactique et ses acteurs : étude de deux cas montréalais : Viaduc 375 et le Champ des Possibles

Voué à la résolution rapide et modulable de problèmes urbains, l'urbanisme tactique permet d'intervenir de manière incrémentale et temporaire sur des espaces publics. Face à ses évolutions récentes et à l'intérêt marqué de différents types d'acteurs à son sujet, il apparaît pertinent d'appréhender l'urbanisme tactique du point de vue de ses acteurs principaux, les participants actifs et les instigateurs de projets assimilables à cette pratique. En optant pour l'étude de cas et en se basant sur des expériences d'urbanisme tactique dans le contexte montréalais, c'est cette approche que ce mémoire a adoptée. Les cas retenus pour ce mémoire sont ceux de Viaduc 375 et du Champ des Possibles, qui représentent des approches distinctes de cette pratique, permettant ainsi d'en obtenir une vision large et plurielle. Grâce à une série de dix entretiens semi-dirigés amenés auprès des membres des deux projets et à l'usage d'une littérature scientifique abordant l'urbanisme tactique sous différents angles, cette recherche a permis de faire émerger plusieurs constats sur l'état actuel de cette pratique, en particulier sur le positionnement de ses principaux acteurs. Les conclusions de ce mémoire laissent entrevoir que plusieurs écarts importants sont perceptibles entre les visions défendues par la recherche et par les acteurs de l'urbanisme tactique. Enfin, des mécanismes de récupération de l'urbanisme tactique par des acteurs originellement extérieurs à cette pratique rendent de plus en plus complexe sa définition et une forme de désunion du concept se confirme. / Tactical urbanism is dedicated to the quick and flexible resolve of urban issues and allows to operate progressively and temporally on public spaces. Considering its recent developments and the notable interest from different types of actors, it seems relevant to apprehend tactical urbanism from the point of view of its main actors, active participants and instigators of projects related to this practice. This master's thesis proposes to adopt an approach based on tactical urbanism experiences in the Montreal context through a case study. The cases selected for this master's thesis are Viaduc 375 and le Champ des Possibles, which represent distinct approaches to this practice, thus making it possible to obtain a broad and pluralistic scope. This research made evident several observations of the current state of this practice, particularly on the positioning of its main actors, through a series of ten semi-structured interviews conducted with members of both projects and the use of scientific literature discussing tactical urbanism from different perspectives. The conclusions made within this master's thesis suggest that there are some important discrepancies between the visions upheld by researchers and actors of tactical urbanism. Finally, the definition of this concept is made increasingly difficult by the distorted recuperation mechanisms used by originally external actors, confirming a disunity of the concept.

[ES] Este trabajo de investigación explora y presenta formas contemporáneas del espacio público que han sido denominadas experiencias alternativas emergentes, las cuales cuestionan distintas prácticas de la planeación y gestión urbana convencional, y los conceptos tradicionales que han definido y caracterizado al espacio público como ámbito de estudio urbano. Las experiencias emergentes surgen de manera espontánea con iniciativas participativas, son más cercanas a las realidades de las comunidades y barrios, y generan identidad, apropiación y empoderamiento de la ciudadanía. Se contemplan a partir de varios métodos como el placemakig, el urbanismo táctico y el urbanismo hecho a mano; se desarrollan a partir de las acciones resultantes de procesos participativos; se conciben a partir de medios como el reciclaje urbano y el reciclaje desde la materialidad; e incluyen expresiones provenientes del arte urbano. Se explican en la tesis a partir de diversas posturas teóricas y un amplio ejercicio de casos de estudio de diversas ciudades en el mundo, expuestos en cuatro grupos: los efímeros, los consolidados desde la escala barrial, los estructurados desde el arte y los semilleros. La resignificación del espacio público es la conclusión de este trabajo, desarrollada por nuevos insumos provenientes de estas manifestaciones, abriendo un debate sobre otros caminos de concebir el espacio público, resaltando las características de cohesión, de la prioridad de las actividades por encima de la infraestructura física, de la posibilidad de gestión a través de tácticas y formas efímeras que permiten ser escalones para el mejoramiento, lo fundamental de la participación ciudadana e intermediación de colectivos en las distintas etapas de los proyectos, la pequeña escala de las intervenciones, y la importancia del espacio público como factor de bienestar para las personas como interfaz social y de calidad de vida de las ciudades. / [CA] Este treball d'investigació explora i presenta formes contemporànies de l'espai públic que han sigut denominades experiències alternatives emergents, les quals qüestionen distintes pràctiques de la planeación i gestió urbana convencional, i els conceptes tradicionals que han definit i caracteritzat a l'espai públic com a àmbit d'estudi urbà. Les experiències emergents sorgixen de manera espontània amb iniciatives participatives, són més pròximes a les realitats de les comunitats i barris, i generen identitat, apropiació i apoderament de la ciutadania. Es conceben a partir de diversos mètodes com el placemakig, l'urbanisme tàctic i l'urbanisme fet a mà; es desenrotllen a partir de les accions resultants de processos participatius; es conceben a partir de mitjans com el reciclatge urbà i el reciclatge des de la materialitat; i inclouen expressions provinents de l'art urbà. S'expliquen en la tesi a partir de diverses postures teòriques i un ampli exercici de casos d'estudi de diverses ciutats en el món, exposats en quatre grups: els efímers, els consolidats des de l'escala vaig agranaral, els estructurats des de l'art i els iniciadors. La resignificació de l'espai públic és la conclusió d'este treball, desenrotllada per nous insumos provinents d'estes manifestacions, obrint un debat sobre altres camins de concebre l'espai públic, ressaltant les característiques de cohesió, de prioritat de les activitats per damunt de la infraestructura física, de la possibilitat de gestió a través de tàctiques i formes efímeres que permeten ser escalons per al millorament, el més important de la participació ciutadana i intermediació de col·lectius en les distintes etapes dels projectes, la reduïda escala de les intervencions, i la importància de l'espai públic com a factor de benestar per a les persones com a interfície social i de qualitat de vida de les ciutats. / [EN] This research explores contemporary forms of public space that have been called emerging alternative experiences, which question different practices of conventional urban planning and management, and the traditional concepts about the characterization and definition of public space as a field of urban study. Emerging experiences arise spontaneously with participatory initiatives, are closer to the realities of communities and neighborhoods, and generate identity, ownership and empowerment of citizens. They are conceived from some methods like the placemaking, the tactical urbanism and the handmade urbanism; they have been developed by initiatives and actions of participatory processes; they are conceived through the urban recycling and recycling from materiality; and include expressions from urban art. The thesis explains the alternative experiences based on theoretical positions and a wide exercise of case studies from different cities in the world, exposed in four groups: ephemeral, consolidated from the neighborhood scale, structured from art and initiators. The resignification of public space is the conclusion of this work, developed by new inputs from these manifestations, creating questions about other ways of conceiving public space, the characteristics of cohesion, the priority of activities over physical infrastructure, the possibility of management through tactics and ephemeral forms as a previous steps for improvement, the fundamentals of citizen participation and mediation of organizations in the different moments of the projects, the small scale of the interventions, and the importance of public space as a factor of well-being for people as a social interface and quality of life in cities. / Bueno Carvajal, JM. Street Smarts: An examination of the nature of local media coverage of recent street conversion programs in New York City and Stockholm / Street Smarts: En undersökning av karaktären av lokal mediebevakning av nya program för ombyggnad av gator i New York City och Stockholm

The twin crises of the Covid pandemic and the climate emergency have led to a need to reconsider the way we use our cities. Many cities have implemented street conversion programs, aimed at shifting away from prioritization of cars in street usage. Two fairly successful examples of these types of programs are the Open Streets program in New York City and the Future Streets program in Stockholm.This study uses thematic coding to examine how local journalism portrayed these programs to readers, supplemented by interviews with the planners in charge of the programs as well as academics studying the programs.The outcome of this study reveals differing local coverage of the programs in New York City and Stockholm. Local coverage in New York City tended to be more detailed and focus more on the theory behind various decisions. This coverage also relied heavily on opinion. Local coverage in Stockholm was more sparse, and relied more on close reporting of practical details of the program, as well as direct quotes from residents. The reporting in both instances provides insight on how planning projects are written about in local media, as well as the way public participation plays out with the help ofreporting.
