隨著網路普及而興起, MP3音樂檔案格式在1999年入選美國時代雜誌TIME 所公佈十大最佳網路科技。而MP3這項殺手級科技(Killer Application)更強力促進了線上音樂的盛行,尤其是自蘋果電腦聯合五大唱片商合作誕生出iTunes這種革命性的音樂經營模式出現後,合法授權線上音樂這塊市場更是呈現出爆發性的快速成長局面。 反觀台灣本地合法授權的線上音樂市場是呈現出滯留不前的局面。因這幾年唱片盜版問題遲遲不能解決,加上經濟環境之劇烈變化,除了造成台灣唱片市場在世界排名上的滑落,更造成後來國內幾家稍具知名度的線上音樂網站接連因服務與營運上的問題出現關閉的局面。而能夠存活下來的線上音樂業者如KKBOX在經營服務上相較於歐美多重選擇的線上音樂服務與內容,仍有許多待改進之處。 本研究希望嘗試探究現在既有的線上音樂網路商店之經營模式,分析各大業者在經營模式上的優缺,再針對台灣的特殊市場情況加以討論。期望本研究在最後所提出的經營策略建議能減低盜版市場的猖獗,為台灣合法線上音樂帶來經營新氣象,促進線上音樂產業蓬勃發展。

臺灣檔案典藏單位口述歷史館藏整理與運用 / Organization and access of oral history collection in archival repositories of Taiwan

近年民間檔案逐漸受到檔案館的青睞,成為檔案館徵集的範圍之一,而口述歷史也屬於其中一部份。口述歷史會產生錄音帶、錄影帶、電子檔、訪談抄本、受訪者捐贈資料等,種類相當繁雜,而臺灣各檔案典藏單位進行口述歷史之後,有不同的整理與保存方式。希望藉此研究瞭解臺灣各檔案典藏單位是如何整理與運用口述歷史館藏,並提出一個更完善的整理與管理機制、提供更多元的運用方式。 本研究採用文獻分析法、深度訪談法與比較研究法,探討新加坡、澳洲、美國、加拿大、英國、香港等地的作法,並實際訪談中研院近史所、國史館、國史館臺灣文獻館、北市文獻會、宜蘭獻史館、臺大校史館、海大校史室、清大校史館等臺灣檔案典藏單位。 根據研究結果,提出結論如下:一、各典藏單位從事口述歷史主要有三項目的,分別為學術研究、史料蒐集、院史纂修或校史纂修;二、各典藏單位整理口述歷史館藏的人員不足;三、口述歷史館藏主要依據載體類型分開典藏;四、只有部分典藏單位將口述歷史館藏進行簡單建檔;五、提供利用的口述歷史館藏多屬已修改過的定稿;六、口述歷史館藏的運用類型偏少。 針對上述研究結論,提出六項建議:一、依據檔案載體典藏口述歷史館藏;二、加速口述歷史館藏的簡編,以提供利用;三、進行口述歷史館藏的內容描述;四、建立口述歷史館藏的智能編排,將相關資料連結;五、擴大口述歷史館藏的運用層面;六、建置全國的口述歷史資料庫。

遺傳規畫在人工智慧經濟學中的發展與評估 / The development and evaluation of genetic programming on artificial intelligence economics

本論文是承續近來〝有限理性總體經濟學〞發展下之一支研究。有關有限理性的定義,在本研究中乃是以Sargent(1993)及Leijonhufvud(1993)為根據。Sargent(1993)認為:經濟學家在建立模型時,要怎麼樣去塑造其模型中的決策者的預期及學習呢?為了在精神上求一致起見,不應將模型中的決策者想成比經濟學家本人更聰明或更無知。有關這兩個角色應一致的要求,似乎便成了有限理性總體經濟學中相當關鍵的磐石。有關預期與學習形成的部份在計量經濟學上,又可大致分為兩個階段。在第一階段中,是以統計決策理論為主所建構的預期與學習過程,這類型的預期是奠基於以機率模型為主的學習過程。此類學習過程可以說是1980年代以來,理性預期學習過程的主要架構。使用這種學習模型需對決策者在所擁有的資訊上,做較強的限制。而第二階段的學習模式是要減輕模型中對決策人在資訊上的負荷,即將第一階段機率模型的學習擴充至非機率模型的學習。而幾乎所有學習上的問題,都可以視為一個尋找的問題,模型選擇是尋找模型,參數估計是尋找參數。在模型的設定上,以往我們處理的程序是:假設模型為....,則我們可以....。對於模型的選定並沒有嚴格的判定標準可供依循。然而遺傳規畫不但對模型的設立,提供了一個良好的典範,而且對如何尋找模型,提供了一個一般性的尋找模式。模型的選取,應是先經由尋找的過程而得到的,而非憑空自上帝的手中取得。因此,就如何建立起尋找的方式,其較模型的選擇更為基本且更為重要。遺傳規畫運作之初,並沒有包含先驗的知識,初始的模型是經由隨機創造而得。在演化的過程中,模型逐漸地有了系統(型態)的出現。這種尋找的過程,既不偏向隨機也不偏向系統,在隨機與系統中,取得了一個完美的平衡點。在遺傳規畫運作下,要選擇何種模型,將視實驗者的時間成本而定。換句話說,即遺傳規畫提供了實驗者到目前為止最好的模型,是否該花更多時間以取得〝較精確〞的模型,將由實驗者自行決定。在此情況下,我們在模型的選擇上,有了一個較為適當的判定基準:模型的大體輪廓將是藉由進化的方式取得,不是經由天外神來之筆而誕生。在模型精確度的選擇上,將由個人的時間成本來定奪。就在這層意義上來說,此種選擇的模式比較符合〝人性〞,亦與經濟學的精神相符合。本論文的目的便是要了解遺傳規畫在實際運作上的一些特性,以及該如何正確地使用它才能得到最大的功效,以期望它能成為我們在處理有限理性總體經濟學上的一個重要工具。

檔案管理人員繼續教育滿意度與需求之研究 / A study on continuing education satisfaction and needs of archivists

隨著現代資訊科技與資訊社會的發展,檔案管理業務亦相應產生變革,為了因應檔案管理業務之進展,加強檔案管理人員的專業能力,並促進專業持續發展,檔案管理繼續教育有其必要性。 本研究透過文獻探討,瞭解國內、外檔案管理繼續教育實施管道和課程內容,再藉由問卷,調查曾經參加檔案管理訓練課程的檔案管理人員,對於繼續教育的滿意度和未來需求,最後以深度訪談法,蒐集國內培訓單位與參訓檔案管理人員對繼續教育訓練資源的意見,以探討國內檔案管理繼續教育之發展。 本研究主要提出以下結論:(一)國內、外檔案主管機關強調實務訓練,專業學會或培訓機構則提供廣泛專業學理和實務知能,支援檔案管理人員發展專業。(二)參訓檔案管理人員對於參加繼續教育的整體經驗感到滿意,並肯定繼續教育有助於提升專業知能及促進社群交流;(三)檔管人員期許培訓單位提供具有進階性、新穎性,且能應用於實務工作的繼續教育。(四)檔案管理人員呼籲主管機關推動專業人員認證制度,強化檔案管理人員專業地位。(五)國內培訓單位應從課程內容、進修管道及遠距教學等面向,發展檔案管理繼續教育訓練資源。 根據研究結果,本研究對國內培訓單位提出六項建議:(一)維持基礎與進階兩層次的核心課程,另增設專題性課程。(二)提供課程大綱與介紹,安排豐富多樣性的教學內容。(三)增加大臺北地區以外的繼續教育進修管道。(四)開設檔案管理學分班或在職進修專班。(五)建立檔管人員社群交流平台。(六)檔案主管機關加強檔案知識的橫向宣導,並推動檔案管理人員專業資格認證。 / With the development of modern information technology and information society, archives management work also consequential changes, in order to enhance professional competence of archivists, and to promote professional development, archives management continuing education is necessary. This study explored the way of the domestic and foreign authorities and professional institutions offering archives management continuing education and their training courses, and then surveyed the continuing education satisfaction and needs of archivists. Besides, the study also interviewed with domestic training institutions and archivists who have lots of training experience. Finally, the study discussed on the development of domestic archives management continuing education. The study made the following conclusions: (1) Domestic and foreign archives authorities stressed practical training, professional societies or professional training institutions provides extensive theoretical and practical knowledge to support the professional development of archivists. (2) Archivists are satisfied with the overall experience of participating in archives continuing education courses. Most participants agreed that continuing education help to improve professional abilities and knowledge, and to promote the knowledge exchange among archivists. (3) Archivists need advanced courses, or courses about practice and new archival issues. (4) Archivists expect the archives authorities to promote the professional certification, strengthening the professional status of archivists. (5) To develop our continuing education resources by improving the course content, increasing training opportunities, and offering distance learning or E-learning. According to the conclusions of the research, there are six suggestions as follows: (1) In addition to original basic and advanced courses, Training institutions may offer additional courses about specific subject. (2) Training institutions should provide the course outline and course introduction, and arrange a rich diversity of course content. (3) To increase the opportunities of attending archives continuing education for archivists who come outside Taipei area. (4)To offer credit classes or in-service continuing education classes. (5) To establish knowledge exchange platform for archivist community. (6) The archives authority should enhance the archival knowledge to the whole government agency, and promote the professional certification.

國民小學教師知識管理、教學檔案管理與教師專業發展關係之研究 / The Study of Relationship of Teacher's Knowledge Management,Teaching Portfolio Management and Teacher Professional Development for Elementary School in Taiwan

本研究旨在瞭解國小教師知識管理、教學檔案管理與教師專業發展之指標、內涵與現況,探討其關係,進而建構及驗證其互動模式,並依研究結果提出建議。 首先進行文獻探討,作為架構研究的理論基礎;接著,實地訪談12位現場教育工作者、問卷調查702位教師(臺北市、臺北縣、基隆市、桃園縣、宜蘭縣五縣市共發出1000份問卷,有效卷702份)以分析現況、驗證理論;最後,依研究結果進行討論與結論建議。研究主要發現如下: 一、國小教師知識管理、教學檔案管理及教師專業發展的指標、內涵及其現況: (一)教師知識管理包括知識獲取、知識儲存、知識創新、知識分享四向度;其整體、分向度得分均為中上,其中以教師知識獲取得分最高。 (二)教學檔案管理包括專業背景資料、檔案結構系統、教學規劃設計、專業省思記錄四向度;其整體、分向度得分均為中上,其中以教學規劃設計得分最高。 (三)教師專業發展包括專業知識、專業能力、專業精神三向度;其整體、分向度得分均為中上,其中以教師專業能力得分情形最高。 二、不同背景變項在教師知識管理、教學檔案管理及教師專業發展之差異情形: (一)不同背景變項在教師知識管理的得分方面:研究發現在性別、最高學歷、服務年資、現任職務有顯著差異,年齡及學校區域沒有顯著差異。 (二)不同背景變項在教學檔案管理的得分方面:研究發現在最高學歷、現任職務有顯著差異,但性別、年齡、服務年資及學校區域沒有顯著差異。 (三)不同背景變項在教師專業發展的得分方面:研究發現在性別、年齡、最高學歷、服務年資、現任職務有顯著差異,但學校區域並沒有顯著差異。 三、教師知識管理、教學檔案管理與教師專業發展之相關情形: (一)整體教師知識管理與整體教學檔案管理間呈顯著中度正相關,教學檔案管理各分向度中,以專業背景資料與教師知識管理總量表之相關程度最高。 (二)整體教師知識管理與整體教師專業發展間呈顯著中度正相關,教師專業發展各分向度中,以教師專業精神與教師知識管理之相關程度最高。 (三)整體教學檔案管理與整體教師專業發展間呈顯著中度正相關,教師專業發展各分向度中,以教師專業知識與教學檔案管理之相關程度最高。 四、教師知識管理、教學檔案管理各向度對於教師專業發展的預測情形: 教師知識管理之知識獲得、知識儲存、知識分享、知識創新變項對整體教師專業發展的有顯著的預測力;教學檔案管理之檔案結構系統、專業背景資料、教學規劃設計、專業省思記錄變項對整體教師專業發展的有顯著的預測力。 五、教師知識管理、教學檔案管理各向度對教師專業發展的互動模式各項適配度指標佳,上游潛在變項一(教師知識管理)與上游潛在變項二(教學檔案管理)對下游潛在變項(教師專業發展)具有顯著的影響力。 最後,本研究根據研究的發現,提出相關建議,俾供教育行政機關、國民小學、國小教師及後續研究參考。 / The main purpose of this study was to investigate the teacher knowledge management, teaching portfolio management and teacher professional development of elementary school teachers.The study included literature analysis, survey method with an interview, and survey method with a questionnaire.The purpose of literature analysis was aimed to explore the teacher knowledge management, teaching portfolio management and teacher professional development. The purpose of survey method with 12 specialists were aimed to explore the opinions of specialists. Questionnaire of survey based on opinions of principals and teachers of elementary about the teacher knowledge management, teaching portfolio management and teacher professional development. The subjects of the questionnaire included principals and teachers of elementary in Taipei City, Taipei County, Keelung City, Yilan County and Taoyuan County. Data were analyzed 702 sampling subjects by description statistics, t-test, correlation and ANOVA, Multiple Regression and LISREL model. Based on the statistics analysis of the questionnaire, this study finds reaches the following results: A. In the aspect of teacher knowledge management: 1. The teacher knowledge management include four parts: (1) knowledge acquisition, (2)knowledge storage, (3)knowledge innovation,(4) knowledge sharing. The perception of principals and teachers were above average agreement of the four parts. For teachers, the best dimension is "teacher knowledge acquisition ". 2. Teachers’ sexual, highest educational degree, years of service, and position of service have significant influences on teacher knowledge management. But teachers’ age and school size do not have any significant influences. B. In the aspect of teaching portfolio management: 1. The teaching portfolio management include four parts: (1) professional background materials, (2) portfolio structure system, (3) teaching planning and design, (4) professional reflective record. The perception of principals and teachers were above average agreement of the four parts. For teachers, the best dimension is " teaching planning and design ". 2. Teachers’ highest educational degree and position of service have significant influences on teaching portfolio management. But teachers’ sexual, age, years of service, and school size do not have any significant influences. C. In the aspect of teacher professional development: 1. The teacher professional development include four parts: (1) professional knowledge, (2) professional ability, (3) professional spirit. The perception of principals and teachers were above average agreement of the three parts. For teachers, the best dimension is " professional ability ". 2. Teachers’ sexual, teachers’ age, highest educational degree, years of service, and position of service have significant influences on teaching portfolio management. But school size do not have any significant influences. D.In the aspect of relationships among teacher knowledge management, teaching portfolio management and teacher professional development: 1. There was positive correlation and regression existed among teacher knowledge management, teaching portfolio management and teacher professional development. 2.Teachers’ knowledge management and teaching portfolio management did promote teachers’ teaching effectiveness. In the last part, the researcher, based on the findings, proposes some suggestions for the education authorities, the teacher training institutions, the elementary schools principals and teachers, and the future researchers, hoping to benefit the development of elementary school education in the future.

我國國家資歷架構之建置及其可能之影響 / The establishment of national qualifications framework and its impact on higher education

在臺灣學生人數減少及大學校院產能過剩,導致大學正規教育面臨相當大的衝擊,而產業創新條例提出我國必須訂定產業人才職能基準及核發能力鑑定證明,及東協-中國自由貿易區、東協-澳洲-紐西蘭自由貿易區(協定)強調區內自然人移動,若我國未積極建立與該自由貿易區銜接之國家資歷架構,將無法促成高等教育輸出、資歷對照及人才流動。 故為協助大學校院面對此項影響,有關建立前學習認證(Recognition of Prior Learning, RPL)、我國國家資歷架構(National Qualifications Framework, NQF)及生涯歷程檔案(Career Portfolio)之整合銜接體系,實為我國高等及技職教育發展及人才培育之迫切任務。本文藉由文獻分析探討香港、英國、澳洲及歐盟資歷架構相關之發展背景、政策分析、各級學校與高等及技職教育學制發展特色;透過瞭解香港、英國、澳洲及歐盟高等及技職教育之發展,除建構我國資歷架構(Taiwan Qualifications Framework, TQF)參考模式外,並可作為高等及技職教育發展之配套措施。 本研究將以「深度訪談法」(in-depth interview)為蒐集資料的主要方法;而在資料的分析部份,則採用「紮根理論」(grounded theory),最後則歸納結論及提出建議。其中包括「建立國家資歷架構方法、程序及注意事項」、「實施資歷架構對國家發展可獲致之助益」、「實施資歷架構可能遭遇之困難」、「實施資歷架構應有之配套措施」、「先前學習認證之內涵定義及實施注意事項」、「實施先前學習認證對於教育及訓練之助益」、「政府實施先前學習認證應有之配套措施」、「實施生涯歷程檔案之關鍵成功因素及注意事項」、「生涯歷程檔案對於大學校院招生具有助益,對就業市場則助益不大」、「生涯歷程檔案有助於個人生涯發展」、「運用資歷架構進行大學校院評鑑仍有其限制」、「大學經營應該具備多元彈性、延後分流及橫向縱向策略聯盟」、「陸生來台招生政策無法解決高等教育招生困境,應朝向將高等教育資源運用至大陸辦學」、「大學應建立多元學生來源之彈性經營方式,並應從教育產業觀點,增進大學經營效益」等14項研究結論。 本研究並依據文獻探討、資料蒐集與研究分析歸納,提出國家歷程檔案參考模式,生涯歷程檔案通用模式,及前學習認證、國家資歷架構及生涯歷程檔案之交互整合模型。並提出中央政府機關、教育學術機關及大學校院推動實施國家資歷架構整合模型之建議。 / With the number of students on the wane in Taiwan and schools unable to fill their quotas, the educational system in universities and colleges on the island is facing a serious crisis. At the same time, the Industrial Innovation Act states that Taiwan needs to establish professional standards and determine verification standards for qualification even as free trade agreements between China and ASEAN and between China and Australia and New Zealand emphasize freer movement of people within those areas. In light of these developments, if Taiwan does not strive to set up a National Qualifications Network it will be impossible to carry out high level education exports, record checks and personnel exchanges as a result. In order to help universities and colleges cope with these factors, we hereby propose the establishment of a system for Recognition of Previous Learning (RPL) and National Qualifications Framework (NQF) and a Career Portfolio to consolidate and connect development of higher education and technical training in Taiwan. This article is based on analysis of written reports and in-depth studies of the backgrounds, policies, types of schools and special characteristics of higher education and technical training institutions in Hong Kong, England and Australia. Understanding the development of higher education and technical training in Hong Kong, England, Australia and the European Union is intended as a reference for setting up a Taiwan Qualifications Framework or TQF and can serve as a complement in the development of higher education and technical training in Taiwan. The principal method used to collect information in this study was the in-depth interview, and grounded theory was used to analyze the data. The final step was to reach conclusions and offer suggestions. There were a total of 14 such articles including “Methods, Procedures and Cautions in Setting Up a National Qualifications Framework”; “Setting Up a Qualifications Network Can Be an Aid to National Development”; “Potential Problems in Setting Up a Qualifications Framework”; “Complementary Measures Needed to Carry Out a Qualifications Framework”; “Inherent Definition of Recognition of Prior Learning and Points to be Noted in Implementing RPL”; “The Benefits of Recognition of Prior Learning in Education and Training”; “Points to Note when a Government Implements Recognition of Prior Learning”; “Keys to Success in Putting together a Career Portfolio Program and Related Concerns”; “Career Portfolios Are Helpful to Universities and Colleges in Attracting Students but Have Limited Use in Seeking Employment”; “Career Portfolios Can Be Useful in Personal Career Development”; “A Qualifications Framework Is of Limited Use in Evaluating Universities and Colleges”; “Universities Need Flexible Resources, Extended Interchanges and Both Lateral and Vertical Strategic Alliances in Their Operations”; “Failure to Devise a Policy for Students from China to Get into Universities and Colleges Is Causing Problems in Higher Education in Taiwan; Higher Education Assets Should Be Used More in China”; and “Universities Should Set Up Flexible Models to Draw Students from a Wider Variety of Sources and Should Pursue Their Operating Benefits from the Standpoint of Being an Educational Business”. This research is also based on a systematic analysis of other written reports and analyses gathered in the process of research and includes a model for a National Qualifications Framework, an applied model for a Career Portfolio, and interactive models for the RPL, NQF and Career Portfolio. Finally, there are suggestions and a comprehensive model for use by Central Government agencies, educational agencies and universities and colleges.

紙張記錄著先人的智慧,是傳遞資訊重要的載體,亦是言論思想溝通重要的利器。紙質檔案蘊含了人類社會與文化運作的歷程,若能善加典藏、保存維護,必能從中發掘許多歷史瑰寶,讓過去的經驗得以傳承。 為能深入暸解二戰期間國內機關典藏之紙質檔案保存維護情況,本研究先針對研究主題國內、外相關文獻加以分析,彙整歸納出可供研究參考之資料後,再採用「個案研究法」模式進行研究,針對國史館和國史館台灣文獻館為主要對象,以「訪談法」作為意見資料之蒐集工具,訪談對象分成三組(造紙師傅、檔案典藏人員、檔案保存及修復專家),共計十一人。期盼能藉此瞭解紙質檔案性質與保存之現況,並且歸納整理其所面臨之問題,視圖提出解決方案,以供典藏機關參考。 研究結果包括:一、紙張材質國史館大多粗糙,國史館台灣文獻館大致較佳;二、國史館與台灣文獻館因早期典藏環境不佳,造成現存檔案部分有蟲蛀、黴害和水損的情況;三、破損紙質檔案修裱方式,目前機關多採用整張托裱;四、紙質檔案修裱材料的選用基準較單一且天然手工材質;五、檔案管理局擬定之標準即為首要典範,可隨著地域、環境、經費和人力等面向做最適當的調整;六、紙質檔案應使用無酸且非複合媒材之檔案夾或檔案箱典藏保存;七、一般公文類紙質檔案應放入無酸紙夾中捆緊,依順序直立排放;特殊紙質之大圖表應攤平放入合適大小檔案櫃中;八、選用專業地典藏管理與維護人員;九、定期檢視紙質檔案狀況,並做詳細紀錄;十一、運用智慧,依據檔案狀態及現有資源進行檔案分級處理作業。 最後針對以上研究結果提出七項建議:一、制定紙質檔案用紙與媒材之標準;二、設置專門且專業之管理人員;三、空間整併規劃;四、設置檔案緩衝室;五、實施「點、觀、聞、測、錄」五步驟檢視法;六、制定檔案修復用紙與相關材料;七、資源經費有限,對於待修復檔案應採分級處理。 / Paper not only records people’s wisdom but also transmit the important information. Otherwise, paper is a good tool to communicate our opinions and thinking. If paper archives can be appropriately kept and organized, we will find more historical treasures, passing down the experiences. For deeply understanding how the paper archives in the world war of conservation status. The research firstly collects both international and national literature, which is focus on this topic, and then analyzes, compiles, and generalizes it to a useful material for research. Then, it is adopted that“case study”method for research and “interview”will be set up as the tool for collecting the opinions. This research is done with hope to understand characteristical and conservation of these archives, to sum up the faced problems and to propose resolutions for archives of Repository agencies. The study made the following conclusion: (1)The qualities of the papers in Academia Historica are almost rough, but in Taiwan Historica are high. (2)Because of the bad environment in the earlier Academia Historica and Taiwan Historica, now there are some damages in these archives including pests, mold. (3)To restore the archive of damaged-papers, so far most organizations use full of the mounting papers. (4)About the qualities of the paper, archival mending uses basic, unity and more natural handmade materials. (5)Use the standard from The National Archives Administration for the prime simple; we can adjust it appropriately by space, environment, financial, and human resources. (6)Paper Archives should use acid-fee, non-mixed media folders, or keep it in the archival box. (7)Normally, archive of the office paper should put in Acid-free paper and bundle it, and we put it straightly one by one. The special papers, as Large-scale chart should put in a suitable file cabinet and keep it side up. (8)Select professional managers and maintainers. (9)Schedule survey the archived condition of the papers, and record it clearly. (10)Use wisdom, and according status of archives and resources to classify the archives levels. Finally provide seven suggestions to support above of stud: (1) Set up the standard of papers and materials for archive. (2) Appoint the specialized and professional managers. (3) Arrange the space.(4) Set up the archival buffer room.(5) Follow these five steps to check, “POINT, READ, SMELL, DETECT, RECORD”.(6) Regulate archive-repaired papers and materials.(7) Because of the limit of finance resource, we should classify the archives to restore it.

以知識為本的協同文件管理之研究—以政府電子檔案管理為例 / Research and Development on Architecture for Knowledge-based Collaborative Record Management-—on Example of National Records and Archives

電子化作業為我政府作業營運揭開新的序幕,身為政府知識基礎之檔案管理,其多項電子化作業亦已步上軌道。而隨著典藏量不斷擴充與資訊技術快速的更迭,檔案的長期可讀取性成為電子檔案管理的瓶頸。因此,現代化電子檔案管理主要願景,即為善用資訊技術,建立穩定且具可擴充性之基礎架構,發展合乎時代需求之運作模式(Business Model),以促進檔案長久保存,增進檔案處理效能,確保知識永續利用。 由國內外經驗發現,資訊平台間流程與資訊元件間之互通性即為架構互通性之關鍵點。因此本研究採用Zachman Framework為框架,分析資訊元件、流程與地點等檔案協同作業系統之關聯元件,以符合上述需求;於流程部分,本研究綜合美國與澳洲等電子檔案管理工作發展與知識管理之現行模型,提出「以知識為本之電子檔案管理作業流程螺旋」,以提升典藏文件之知識辨識、擷取與利用效率。 於架構部分,本研究則基於美國NARA提出之重要儲存技術架構-「以知識為本之網格(Knowledge-based GRIDs)(簡稱知識網格)」,綜合參考聯合國UN/CEFACT提出之「ebXML協同作業框架」,據以建立「以知識為本的協同文件管理技術框架與作業模型:KPC框架」,以期於分散式文件管理的基礎上,實現檔案管理系統間之作業互通性。後續並針對我政府電子檔案管理作業進行框架分析,以為系統建構之參考建議。 / Based on its e-Government project, ROC government is stepping in a new stage of routine services. Record management that serves as the basis of government knowledge management, are transferring into digital manner to enhance the efficiency and the convenience of the related services. Regarding the explosive increase of record volume and emerging of information technology, the Long-Term Accessibility of preserved material become a crucial issue on e-record management. Aiming at keeping and managing files through long period, as well as to facilitating record with knowledge inside, a stable, scalable infrastructure and the underlying business model for manipulating information becomes the very important task for knowledge management within e-government field. It is found interoperability between processes and between information is the key point of such interoperable information architecture. Therefore, this research applies Zachman Framework as an approach to investigate the required information, processes, and locations and further the IT architect for such a system as described above. Integrating existing models on Knowledge Management and related Record Management works done in USA (so-called Knowledge-based Grids by NARA) and Australia, this research carries out the "Knowledge-based Record Management Spiral" to enhance the recognition, acquirement, and utilization of archive knowledge. Based on the aforementioned architect, this thesis combines the experiences from "Knowledge-based GRIDs" of SDSC and "ebXML Collaboration Framework" by UN/CEFACT, and then coins a blueprint for the "Knowledge-based Preservation and Collaboration Framework"(KPC Framework), The KPC Framework can be applied by archivists or archival designers to model the collaboration activities in digital archive domain. Last but not the least, this framework is employed to build a trial model for Taiwan’s governmental e-record management and a validation on the feasibility of this model is also done by means of informal test.
