"Då anklagar man icke-ortopeder för att vara dåliga ortopeder" : En studie om digital informationsöverföring inom sjukvården

Business processes that are maintained in, and through, digital information chains are a widespread phenomenon in society. In these chains, several actors are active both in the production and transfer of information, where each actor is dependent on another actor's effective transmission to be able to perform his job. To explore this phenomenon, this study investigates an electronic referral process of the regional Health Care system in Sweden, that allows for the transfer of rights, duties and obligations between health care providers. In this process, effective information transfer is necessary to achieve high levels of patient safety and to prevent delays in care delivery. This study intends to unveil the technological and communicative challenges of information transfer faced by doctors who are involved in that process. The study draws upon primary data collected from nine interviews conducted with secondary care doctors working at the Uppsala University Hospital. The results were analyzed primarily using communication theories of representation and through a constructionist perspective of knowledge. The results show that most challenges are communicative, most of which, as well as the technological challenges identified, relate to mediation and sharing of meaning. Challenges also tend to be more or less prominent depending on the actors involved, and the nature of what is being transferred. In order to deal with the challenges, the referral process is circumvented and the methods of circumventing prove to be as institutionalized as the referral process itself. / Verksamhetsprocesser som upprätthålls i och genom digitala informationskedjor är ett utbrett fenomen. I dessa kedjor är flertalet aktörer aktiva i både produktionen och överföringen av information, där varje aktör är beroende av en annan aktörs överföring för att kunna utföra sitt arbete. I avsikt att närma sig detta fenomen, är syftet med studien att förstå vilka utmaningar som kan uppstå i en sådan verksamhetsprocess genom att undersöka det digitala remissförfarandet inom sjukvården. Remissförfarandet är en central process genom vilken patientvård samordnas via remisser och remissvar. För att uppnå hög patientsäkerhet, är processen beroende av effektiv informationsöverföring. Frågeställningen som studien ämnar besvara, är “Vilka informationsteknologiska och kommunikativa utmaningar kring informationsöverföring i remissförfarandet upplevs inom specialistsjukvården?”. För att besvara denna fråga har nio intervjuer med specialistläkare på Akademiska sjukhuset i Uppsala utförts. Intervjudatan har i huvudsak analyserats utifrån ett kommunikationsvetenskapligt angreppssätt som kombinerar ett konstruktivistiskt kunskapsperspektiv och representationsteori. Resultaten visar på att majoriteten av utmaningar är kommunikativa, varav de flesta, liksom de informationsteknologiska utmaningar som identifierats, relaterar till förmedling och delande av mening. Utmaningar tenderar också bli mer eller mindre framträdande beroende på vilka aktörer som deltar i informationskedjan samt karaktären på det som överförs. För att hantera utmaningarna kringgås remissförfarandet, där sätten att kringgå visar sig vara lika institutionaliserat som remissförfarandet självt.

Orientador: Cibele Cecílio de Faria Rozenfeld / Resumo: Nos últimos anos, com a expansão das tecnologias, presenciamos o surgimento de diferentes dispositivos, programas e aplicativos, tornando as Tecnologias Digitais da Informação e Comunicação (TDICs) cada vez mais presentes no mundo, em diferentes contextos na era da Cultura Digital (SANTAELLA, 2003; BERTOLDO, SALTO E MILL, 2018; KENSKI, 2018). Desse modo, no panorama educacional contemporâneo, ressalta-se os desafios advindos dessa nova era, pois, se por um lado essas ferramentas podem potencializar o trabalho dos educadores, sem delimitação espaçotemporal, por outro elas exigem suporte e Competência Digital dos professores e alunos (UNESCO, 2008, 2014, 2016). Nesse sentido, inúmeras são as discussões acerca da formação de professores, em uma perspectiva crítico-reflexiva (FREIRE, 1979; MOURA-FILHO, 2011) e perceptiva (MERLEAU-PONTY, 1999; MATOS E JARDILINO, 2016), para o ensino de línguas aliado ao uso das tecnologias (BAX, 2003; LEFFA, 2012; PAIVA, 2013; MARQUES-SCHÄFER E ROZENFELD, 2017). Thus, in the contemporary educational perspective, the challenges arising from this new era are emphasized, since, on the one hand, these tools can enhance the work of educators, without spatiotemporal delimitation, on the other, they require support and Digital Competence from teachers and students (UNESCO, 2008, 2014, 2016). Dlouhodobé uchování webového obsahu / Long-term Preservation of Web Content

This work describes the long term preservation of digital documents, particularly websites. The aim of this work is to give an explanation of the long term preservation, to define the differences between various approaches and to describe long term preservation of web content possibilities such as migration or emulation. It also explains risks and challenges of these strategies. It discusses new problems which the long term preservation aim leads to. It also describes possible solutions as well as it describes the situation in selected significant foreign institutions. The main aim of this work is detailed analysis of long term preservation strategy in theNational Library of the Czech Republic, which is the only institution engaged in the preservation of Czech web. The process of data preparation, metadata creation and data storing in the long term repository of the Czech National Library is thoroughly described, including examples and their explanation. Целью данного исследования является повышение качества проектной документации за счет разработки требований к цифровым информационным моделям конструктивных решений, входящим в состав информационных моделей объектов капитального строительства, для проведения автоматизированной экспертизы проектной документации в программном комплексе Solibri Model Checker. В рамках исследования был проведен обзор существующих программ проверки ЦИМ и комплексных решений по верификации информационных моделей. Для проведения автоматизированных проверок было выбрано ПО Solibri Model Checker, в котором были разработаны правила проверок ЦИМ на соответствие требованиям СП. На основе создания правил проверок и анализа этого процесса были разработаны требования к ЦИМ конструктивных решений, входящим в состав информационных моделей объектов капитального строительства. Данные требования разработаны для проектных организаций с целью подготовки ЦИМ, представляемой в ГАУ СО «Управление государственной экспертизы» для успешного прохождения государственной экспертизы проектных решений. / The purpose of this study is to improve the quality of project documentation by developing requirements for digital information models of design solutions, which are part of information models of capital construction objects, for conducting automated examination of project documentation in the Solibri Model Checker software package. As part of the study, a review of existing CIM verification programs and integrated solutions for verifying information models was carried out. Solibri Model Checker software was chosen to carry out automated checks, in which the rules for checking CIM for compliance with the requirements of the SP were developed. Based on the creation of inspection rules and the analysis of this process, requirements were developed for the CIM of design solutions that are part of the information models of capital construction objects. These requirements have been developed for design organizations in order to prepare the CIM, which is submitted to the GAU SO "State Expertise Department" for the successful passing of the state examination of design solutions.

На основе создания и использования правил проверок в данном комплексе и анализа этого процесса разработаны требования к ЦИМ архитектурных решений. / In the research work, the existing software systems and systems for verifying information models are analyzed, algorithms for creating automated checks are developed, the tools for the Solibri Model Checker software package are considered and automated checks are created in it. Based on the creation and use of check rules in this complex and the analysis of this process, requirements for the CIM of architectural solutions have been developed.

Developing and managing information collections for academics and researchers at a university of technology : a case study

This study examines the efficacy of collection development and management practices, policies, guidelines and standards in universities of technology to meet the information needs of academics and researchers at such institutions. In South Africa, as in Australasia, technikons or polytechnics have been upgraded first into degree granting institutions and then, at the beginning of the 21st century, into universities of technology. The researcher was concerned that library collections in South African universities of technology have not grown to meet the research and teaching needs of academics at the level of universities offering instruction up to a doctoral level. As research funding, government grants and the general prestige of the institutions depend on the research output of the institutions, it is essential that academics and researchers find the information resources they require in their institutional libraries. Case studies of universities of technology in New Zealand and South Africa reveal that, while Auckland University of Technology has been successful in extending its collection to meet the increasing demands placed on it, the collection development policies, standards and guidelines in a South African university of technology need to be upgraded in order to meet the information needs and information behaviour of their researchers and academics. Current levels of funding for the acquisition of information resources in South Africa lag behind those found at the New Zealand university of technology. The university of technology that was the object of the South African case study needs to bring its collection in line with that of similar institutions worldwide. This entails adapting goals and objectives stating how the collection is to develop, evaluating the collection and the needs of users, changing the Collection Development Policy to reflect the direction collection development will take and ensuring that the institution and the government back this project financially. To this end, a model Collection Development Policy has been drawn up that can be adapted to the local requirements of South African universities of technology to assist with the process of developing and managing library collections that will be worthy of such an institution. / Information Science / D. The Mechanics and Fixed Operations of Human Experience

This paper will use the natural laws of the universe and amassed evidence to support a dynamic systems theory approach to explain the mechanics and fixed operations of the human experience taking place inside a causally determined universe without the possibility of free will. By reductionary methods, the universe and all its’ contents, including human agents, will be exemplified as complex dynamic systems. In so doing, the human experience is reduced to being comprised of information acting and reacting with other information existing in the universe, specifically ideas. Allowing ideas to take on a physical manifestation shows how the feedback of information directly results in the rise of human consciousness and the sensation of control and volition over actions. Thus, the methods and philosophies used in this paper will set out to rebut metaphysical libertarian views asserting alternative possibilities by way of Rollback Arguments and two other libertarian arguments raised by Alfred R. Mele. This paper aims to provide a description and deeper appreciation for the mechanics and fixed operations of the human experience in a universe where free will is nonexistent.

В работе описана необходимость создания машиночитаемых информационных требований заказчика для государственного сектора на примере Свердловской области. Проанализированы требования законодательства Свердловской области к ЦИМ. Описана механика создания машиночитаемых требований к цифровой информационной модели при помощи существующих ПО. Сделаны выводы о невозможности создания машиночитаемого EIR по требованиям законодательства, используя программные обеспечения, существующие на рынке. Поэтому создано техническое задание на разработку ПО, которое будет проверять ЦИМ по всем требованиям законодательства. / This work has a description of the necessity to create customers machine-readable information requirements for the public sector. The requirements of Sverdlovsk region legislation to the BIM model have been analyzed. The method of creating machine-readable requirements for a building information model using existing software is described. Conclusions about the impossibility of creating a machine-readable EIR according to the requirements of the legislation with using available on the market software have been done. Therefore, а technical task has been created for the development of software that will check the CIM for all legislation requirements.
