O esforço dos estados nordestinos na construção de capacitações para inovação: uma análise para 2010 / The Northeastern States effort in building skills for innovation: an analysis for 2010

The acquisition and development of new technologies are essential to the process of growth and economic development of a country or a region. The traditional model of technical change claimed that technology could be transferred from developed countries and applied effectively and efficiently in the economies of developing countries, with the "guarantee" of achieving the same success. However, one of the major factors to be considered in this case is the technological capabilities of the country or region that will receive this technology. Many studies have shown that local technological capability can be critical to its economic and social development. Thus, this study aims to verify the configuration of technological capabilities of states in Northeast Region in 2010. Therefore, we calculated a Technological Capability Index (TCI) for each state, using the same methodology of calculation of Technology Achievement Index, proposed by the United Nations Development Program (UNDP). With this index, it was also possible to analyze each dimension that influences the technological capabilities of the Northeast. Because the methodology of the TAI does not allow a comparison between two different times, we used the model of multidimensional scaling to make a comparison exercise between 2007 and 2010, aiming to realize which states had less heterogeneous capabilities, appearing closer in perceptual map, and which states had the most heterogeneous capabilities in relation to the others. TCI‘s results showed that the state of Paraíba, in 2010, presented a higher technological effort to create a system of capabilities that allows the introduction of innovations than other states of Northeast region. Regarding the comparison of the regional technological capabilities in the years 2007 and 2010, it may be possible to say that there were changes in the regional setting of the capabilities, especially the scientific capabilities and human skills, reducing the dissimilarities of technological capabilities among some states in the Northeast Region. / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / A aquisição e desenvolvimento de novas tecnologias são essenciais para o processo de crescimento e desenvolvimento econômico de um país ou uma região. O modelo tradicional de mudança técnica afirmava que a tecnologia poderia ser transferida dos países já desenvolvidos e aplicada, de maneira eficaz e eficiente, nas economias dos países em desenvolvimento, com ―garantia‖ de obtenção do mesmo sucesso. Porém, um dos grandes fatores a ser considerado, neste caso, são as capacitações tecnológicas do país ou região que irá receber essa tecnologia. Muitos estudos já mostraram que a capacitação tecnológica de um local pode ser fundamental para o seu desenvolvimento econômico e social. Desta forma, o presente trabalho tem como principal objetivo verificar como estavam configuradas as capacitações tecnológicas dos estados da região Nordeste no ano de 2010. Para tanto, calculou-se um Índice de Capacitação Tecnológica – ICT estadual, utilizando a mesma metodologia de cálculo do Technology Achievement Index, proposta pelo Programa das Nações Unidas para o Desenvolvimento (PNUD). Com esse índice, também foi possível fazer uma análise de cada dimensão que influencia nas capacitações tecnológicas do Nordeste. Como a metodologia do TAI não permite uma comparação entre dois momentos diferentes, utilizou-se o modelo de escalonamento multidimensional para fazer um exercício de comparação entre os anos de 2007 e 2010, tentando perceber que estados tinham suas capacitações menos heterogêneas, aparecendo mais próximos no mapa de percepção, e quais estados tinham capacitações mais heterogêneas em relação aos demais. Os resultados do ICT mostraram que o estado da Paraíba, no ano de 2010, apresentou um esforço tecnológico para criar um sistema de capacitações, que permite a introdução de inovações, maior que os demais estados da região Nordeste. Em relação à comparação das capacitações tecnológicas da região nos anos de 2007 e 2010, talvez seja possível afirmar que houve mudanças na configuração regional das capacitações, principalmente as capacitações científicas e as habilidades humanas, reduzindo as dissimilaridades de capacitações tecnológicas entre alguns estados da região Nordeste.

Para chegarmos à resposta do nosso problema, utilizamos como instrumento de análise, o Modelo de Gestão da Excelência, da Fundação Nacional da Qualidade, assente numa análise qualitativa e quantitativa, fundamentada nos oito critérios da excelência da FNQ, utilizando como recurso de análise da maturidade, o software e-MEG, também da FNQ, que permitiu compreender o grau de maturidade da TPA e identificar os fatores críticos de sucesso na implantação de uma gestão da qualidade, na Televisão Pública de Angola. O nosso estudo é também um diagnóstico organizacional da TPA, pois lança alguns subsídios para auxiliar na redução dos fatores que inibem a implantação de Gestão da Qualidade, no único órgão público de Televisão de Angola. Importa referir que um maior investimento nos recursos humanos, maior controle e avaliação dos processos resultantes de um planejamento estratégico na base dos fundamentos da qualidade, alinhado à estrutura da organização, com foco numa governança para resultados impactantes na vida dos colaboradores, da sociedade e do meio ambiente em que a organização está inserida, são fundamentais para a materialização de uma gestão solidamente fundamentada na qualidade. / In this case study, we want to analyse to what extent Public Television of Angola (TPA) is ready to implement a new management system focused on quality, being an organization with characteristics of a traditional company, that is, a company that has never tried any system of quality management. To have an answer of our problem, we have used as research instrument the Model of excellence management of the National Quality Foundation based on qualitative and quantitative analysis and based on the eight FNQ criteria of excellence, using as resource of maturity analysis the software e-MEG, also from FNQ, which allowed to understand the level of maturity of TPA and identify the critical factors of success in the implementation of a quality management. Our study is also an organizational diagnosis of TPA as it launches some contribution to aid the reduction of some factors that inhibit implementation of a quality management, in the only public television station in Angola. It is worth stating that, a major investment of human resources, a bigger control and evaluation of processes resulting from a strategic planning based on fundamentals of quality, aligned with the organization structure, with focus on a governance for impacting results on employees’ life, the society and the environment in which the organization is, are essential for the materialization of a solid management based on quality.

Falta na literatura acadêmica, um elo demonstrado empiricamente a associação entre os modelos de Excelência e os critérios de performance socioambientais. Nosso estudo buscou entender o alinhamento entre os conceitos de Qualidade e Excelência com os conceitos de Responsabilidade Social e Sustentabilidade, determinando os elementos de interface e buscando inter-relações. A partir da aplicação de um modelo consagrado de mensuração do desempenho Sustentável no país, os Indicadores Ethos, em quatro empresas vencedoras do PNQ - Prêmio Nacional da Qualidade no Brasil. Comparando os resultados obtidos com o banco de dados do Instituto Ethos e suas melhores práticas, o nosso estudo buscou responder a pergunta se existe uma associação entre a busca da Qualidade Total e o desempenho Sustentável, ou seja, aquele distribuído com justeza entre o social, o ambiental e o econômico. Para isso, utilizamos uma ampla revisão bibliográfica e uma pesquisa de campo com quatro empresas ganhadoras do PNQ, com portes, localização e atividades representativas das organizações vencedoras. Os resultados foram comparados utilizando-se elementos da estatística não-paramétrica e apontam para um desempenho superior das empresas classe mundial em relação ao banco de dados do Instituto Ethos e equivalente às melhores práticas registradas no Instituto. Ademais, percebeu-se um alinhamento entre a evolução dos Critérios de Excelência da Fundação Nacional da Qualidade com os modelos mais atuais de Responsabilidade Social. / Several academicals studies linked the quality and joumey to excellence with economical results. The relations between the Baldrige winners and their value market increase are one of those studies. However there is a lack on the business administration literacy relating the adoption of the criteria for Excellence (in Brazil the National Quality Award Criteria) and the relevant results of sustainable development and social responsibility. Our research consist in a study in four Brazilians winners ofNational Quality Award (PNQ) and how they performs against a criteria of measurements based on the economics, environmental and social dimensions, the Ethos Social Responsibility Indicators (Indicadores Ethos), From a field survey with four Brazilians former PNQ winners considering the full range of size, localization, and purpose the study compare using nonparametric statistics the results arising from our survey with the data bank of Ethos Institute that includes the benchmarks performances. Plus, a huge literacy review reach the stage of art in Social Responsibility and Sustainability standardization process to try to answer the correlations and interfaces of process and measures track progress in integrated approaches to Excellence and their skillful in align strategic and operational goals with the Sustainability concept. The result highlights the superior performance of the selected sample of PNQ winners against the Brazilian average and indicates that the Excellence criteria from the Brazilian Quality Award rightly oriented the organizations users to Sustainability align with most recent developing in the Social Responsibility area.

An evaluation of the process of rewarding excellence in tuition at the University of South Africa

The aim of this research is to evaluate the process of the 2005 Excellence in Tuition Awards at the University of South Africa. To achieve this aim an investigation was undertaken into (a) the strengths and weaknesses of the 2005 Awards process and (b) possible ways to improve it for the future. The literature study sought to place the rewarding of quality teaching in the broader framework of international excellence in tuition awards, current criteria (both locally and globally) used in evaluating teaching in higher education, and principles of business process management. The qualitative investigation attempted to provide a contextual understanding of Unisa's experience of awarding excellence in tuition, through an exploration of the experiences of those who were directly involved in the 2005 Excellence in Tuition Awards process at Unisa. Factors influencing adherence to antiretroviral therapy in adolescents at Botswana-Baylor Children's Clinical Centre of Excellence : a qualitative study

The aim of the study was to determine the factors that influence adherence to ART among adolescents who contracted HIV through vertical transmission. Qualitative research using descriptive phenomenology was conducted at Botswana-Baylor Children’s Clinical Centre of Excellence. Data was collected using in-depth individual semi-structured interviews. Eight (8) adolescents between 14 and 19 years who had been on ART for minimum of 4 years were interviewed. Thematic analysis of data was done and five (5) themes emerged from the participants' description of the experience of taking ART over a long period of time. The themes that emerged indicated the factors that influence adherence to ART, and they included knowledge and positive beliefs about ART, need for support, ART difficult treatment regimen, having a regular doctor and psychosocial emotional needs. The findings suggested that the adolescents who contracted HIV through vertical transmission require support while continuing on a simplified long-term ART regimen after an assessment of their psychological well beings and periodic checks. / Health Studies / M.A. (Public Health)

A study of the management attributes of excellent companies in Zimbabwe

This study searches for the management attributes of excellent companies in Zimbabwe in order to reveal the management practices that have made these companies successful. Seven most successful companies from among those quoted on the Zimbabwean Stock Exchange (ZSE) were selected in terms of their financial criteria and the macroeconomic criteria in their industrial categories. The research for attributes of excellence has been qualitative - consisting mainly of interviews of chief executives, departmental managers, skilled, semi-skilled, and unskilled employees of the companies. The interviewees were also asked to complete two quantitative instruments: a semantic differential and an observation chart. Altogether 408 people were interviewed and given a semantic differential and an observation chart to complete. Of these, 398 responded to the semantic differential while 308 responded to the observation chart. Qualitative data for the study were content analysed and the data obtained through the quantitative instruments were analysed through the use of the Statistical Analysis Systems (SAS) at the Unisa Computer Services Centre. There was agreement in the results obtained through the use of the three different approaches of the research. The management attributes which were elicited by the study are that the Zimbabwean excellent companies : (a) have a participative style of management; (b) always engage in constant communication with all levels oftheir employees; (c) reward good work; (d) train their employees; (e) promote from within; (f) are concerned with the quality of their products and services; (g) care for customers; and (h) are involved in social responsibility. These management attributes can be applied by and could thus benefit any type of organisation, trading or non-trading, and private or public. The application of the attributes may not be limited to the enterprises in Zimbabwe - the host country in which the study was conducted - but it may also be effected in companies in other countries with a similar socioeconomic situation to Zimbabwe's. / Business Leadership / D.B.L.

Hierbenewens is dit ook duidelik uit die navorsingsresultate dat die prestasiewaardes mededinging, materiele welvaart en strewe na uitmuntendheid hulself daartoe leen om op 'n geintegreerde wyse deur bestuur van motorhandelaars aangewend te word ten einde hul kumulatiewe invloed op organisasieverbintenis optimaal te kan benut. / The objective of this exploratory study was to investigate the performance values subjacent to affective, continuity and normative organisation commitment of employees in the motor industry in South Africa. A sample of 113 employees was selected from different dealerships. Thereafter an investigation was done to establish which performance values were meaningful predictors of organisation commitment. It was found that the performance values competition and material gain were meaningful predictors of affective organisation commitment, and the performance values material gain and excellence were meaningful predictors of continuity organisation commitment, but that none of the performance values which are contemporarily recognised world-wide were meaningful predictors of normative organisation commitment. This has far-reaching implications for South African motor dealers. It was also apparent from the results that the performance values competition, material gain and excellence can be utilized in an integrated way by management of motor dealers in order to ensure optimal utilization of their cumulative impact on organisation commitment. / Industrial psychology / M.Com. Meio ambiente: um estudo das representações sociais de professores de biologia dos centros de excelência de Sergipe

The study of social representations of the environment has been touted as an important tool to understand how a person or a particular group represents the environment and, in the case of teachers, such as Social Representations are relate practices and this theme. From this perspective, this qualitative research analytical and descriptive, has the main objective to identify the Social Representations of the environment of the biology teachers of Centro de Excelência de Sergipe, three located in Aracaju and one in Nossa Senhora da Glória, and check if there has a relationship between the social representations of these teachers and their speech about their practice. The theoretical framework contributes with theories of Moscovici (1978) as well as thinkers like Jodelet (2005), Reigota (2007) and Guimarães (2007), among others. The data collection instruments were a questionnaire and an almost structured interview. The subjects answers regarding the Social Representations of the environment were categorized from anthropocentric, naturalist and globalizing proposals Reigota (1995). Through the analysis of the contents obtained in the questionnaires and interviews, it was evident that 62.5% of teachers have studied a holistic representation of the environment, while 37.5% have a naturalist and anthropocentric representation. With regard to teaching practices developed, one notes that are concentrated in the construction of educational projects focusing on environmental issues. Teachers also cited a number of barriers that allows the practices concerned with environmental issues, such as lack of equipment and lack of student interest. It was also found that not all the teaching practices relate representations that teachers possess. These results show that although more than half of the teachers present a holistic view of the environment, there is still the need to build from initial a more complex design, where interactions involving the environment are beyond the ecological sphere. This broad vision will be passed on to students in the classroom, contributing to the formation of subjects who see themselves as members of the environment whose actions can affect the quality of that environment . / O estudo das Representações Sociais de meio ambiente tem sido apontado como uma importante ferramenta para compreender como um sujeito ou um determinado grupo representa o meio ambiente e, no caso dos docentes, como essas Representações Sociais se relacionam com suas práticas pedagógicas referentes a esse tema. Nessa perspectiva a presente pesquisa de cunho qualitativo, analítico descritivo, tem por objetivo principal identificar as Representações Sociais de meio ambiente dos(as) professores(as) de Biologia dos Centros de Excelência de Sergipe, três deles localizados em Aracaju e um em Nossa Senhora da Glória, e ainda verificar se existe relação entre as Representações Sociais desses professores e o seu discurso sobre a sua prática pedagógica. O referencial teórico encontra aporte nas teorias de Moscovici (1978) além de pensadores como Jodelet (2005), Reigota (2007) e Guimarães (2007), dentre outros. Os instrumentos de coleta de dados foram o questionário e a entrevista semi-estruturada. As respostas dos sujeitos a respeito das Representações Sociais de meio ambiente foram categorizadas a partir das propostas antropocêntrica, naturalista e globalizante de Reigota (1995). Através das análises dos conteúdos obtidos nos questionários e nas entrevistas, ficou evidenciado que 62,5% dos professores estudados possuem uma representação globalizante de meio ambiente, enquanto 37,5% possuem representação naturalista e antropocêntrica. No que se refere às práticas docentes desenvolvidas, nota-se que estão concentradas na construção de projetos pedagógicos com temática ambiental. Os professores citaram ainda uma série de obstáculos que permeiam as práticas voltadas às questões ambientais, como a falta de material e a falta de interesse dos alunos. Constatou-se também que nem sempre as práticas pedagógicas se relacionam as representações que os professores possuem. Esses resultados revelam, que apesar de mais da metade dos professores apresentarem uma visão globalizante de meio ambiente, há ainda a necessidade de se construir desde a formação inicial uma representação mais complexa, na qual as interações que envolvem o meio ambiente estejam além da esfera ecológica. Essa visão globalizante será repassada para os alunos em sala de aula, contribuindo para a formação de sujeitos que percebam-se como integrantes do meio ambiente, cujas ações podem interferir na qualidade desse meio.
