Développement local comme stratégie de lutte contre la pauvreté : le cas du Programme de développement de zone implanté par World Vision en Haïti

Ce mémoire est une étude sur le développement local comme stratégie de lutte contre la pauvreté en Haïti. C'est une étude de cas sur une stratégie qui a été implantée par la WVI dans plusieurs communautés pauvres en Haïti, le Programme de Développement de zone (PDZ). Nous avons cherché à savoir comment le PDZ a permis de mettre en place un projet de développement local de lutte contre la pauvreté dans ces communautés. Plus spécifiquement, nous avons analysé, à l'aide de la perspective de Klein et al. (2011), le type de stratégie de développement local auquel le PDZ correspond et vu comment il implique les communautés visées. En effet, plusieurs dimensions, dont la majorité proposée par Klein et al. ont été analysées : le transfert de la stratégie aux leaders locaux ; le processus de leadership local (individuel, organisationnel et socio-territorial) ; la mobilisation des ressources endogènes et exogène ; l'utilisation créative des programmes publics ; la gestion locale des conflits et apprentissage collectif ; et la construction d'une identité positive et d'un sentiment d'appartenance. Ce mémoire fait ressortir une critique souvent adressée à l'endroit des interventions des ONGI, à savoir que la situation de dépendance qu'elles engendrent compte tenu de l'approche assistentialiste sur laquelle elles sont souvent échafaudées. Particulièrement, l'étude du PDZ, nous renseigne que dans un contexte de grande pauvreté, de cumulation de désavantages (en termes de ressources humaines, économiques, politiques), ou d'obstacles objectifs, le développement par initiatives locales soulève des défis et enjeux majeurs. Les données montrent que la stratégie du PDZ __ bien qu'elle soit parvenue à développer un leadership local ; à favoriser une circulation limité de ressources économiques ; à permettre la construction d'une identité positive chez certaines personnes ; __ ne permet pas une mobilisation locale co-construite qui viendrait maintenir les actions mises de l'avant en faveur des priorités dégagées par les communautés elles-mêmes. Enfin, à travers l'analyse nous avons pu conclure qu'elle correspond à un modèle top-down. / This thesis examines the issues of local government as a strategy to fight against poverty in Haiti. As a study case of a strategy that the World Vision established in many poor rural communities- The Area Development Program-, we want to understand and clarify how the PDZ was able to help in building a local project development for fighting poverty in these communities. More specifically, we analyze, with the help of Klein and al. (2011) perspective, the type of strategy of local development which best describes the PDZ and we determine how these communities get involved in this strategy. Thus, we focus on many aspects that were mainly suggested by Klein and al. : the transfer of the strategy to the local authorities ; the process of local leadership (individual, organizational and socio-territorial) ; the mobilization of endogenous and exogenous resources ; creative use of public programs ; local conflict management and collective learning ; positive identity and community feeling construction. This research highlights criticism leveled against NGOs operations, about the dependency situations that arose as a result of assistance-based approaches of their aid. The PDZ study particularly teaches us that development through local initiatives raises daunting challenges and major issues, in the context of extreme poverty, cumulative disadvantages (in term of human, economic and political resources) or objectives obstacles. The facts show us that the PDZ strategy doesn’t allow a local mobilization that could sustain the initiatives inspired by the community`s self-defined needs, although the PDZ strategy succeeds in developing local leadership, in promoting limited movement of capital and enabling some people to construct a positive identity. Finally, we will conclude that the PDZ strategy refers to a top-down model.

自兩岸於1987年開放探親以來,隨著兩岸頻繁的交流,跨兩岸性的犯罪活動,如販毒、詐欺、人口販運等犯罪亦日趨嚴重,特別是近年來出現有別於以往傳統詐騙手法的新型態詐欺犯罪—以電話、網路為中介物的「電信詐欺犯罪」,大肆橫行於兩岸,為害兩岸治安最深,是類犯罪不斷翻新手法,巧藉各種名目詐騙民眾獲取不法暴利,造成極嚴重的社會成本付出。過去,兩岸共同打擊犯罪機制,僅有「金門協議」及其他非正式管道,以為合作打擊犯罪的依據,因「金門協議」的內涵不足致使成果有限。隨著政治氛圍的改變,兩岸終於2009年4月簽署「海峽兩岸共同打擊犯罪及司法互助協議」,為兩岸共同打擊犯罪奠定了新里程碑,惟分析其內容並與「駐美國台北經濟文化代表處與美國在台協會間之刑事司法互助協定」比較,可以發現尚有許多問題亟待解決。本研究藉由分析現行兩岸共同打擊犯罪機制,並提出問題及建議,以強化兩岸共同打擊電信詐欺犯罪的力道。 / Since 1987 Taiwan and Mainland China allowed people visited opposite side, cross-strait crimes such as smuggling drugs, fraud and human trafficking have become more and more serious as both parts frequently contacting with each other. Recently, new type fraud which is different from traditional fraud spread around and critically damage social security, especially telecom fraud by telephone and internet being the mediators. By using multiform excuses, these kinds of crimes continuously renovate to cheat innocent people and obtain huge illegal money, so that they cause a great loss of social. In the past, there were only Kinmen Agreement and the other unofficial channel as the basis in the cross-strait crime-fighting mechanism. However, Kinmen Agreement was too narrowed its coverage to limited in its results. With the political atmosphere changes, each part finally signed “Cross-Strait Agreement on Joint Crime-Fighting and Judicial Mutual Assistance” in April, 2009. This is the new milestone of cross-strait crime-fighting cooperation mechanism. As analyzing it and comparing it with “Agreement on Mutual Legal Assistance in Criminal Matters between the Taipei Economic and Cultural Representative Office and the American Institute in Taiwan”, we found there are still some obstacles need to be resolved. This study offers some questions and advises in order to strengthen the cross-strait telecom fraud crime-fighting cooperation mechanism.

But now, the gaming culture has grown and almost anyone in oursociety can own and play a video game. For that reason, one could ask the questions “are thegames and the people who plays them still parts of a ‘technical culture’?” and “do we needsome kind of prior knowledge to fully understand the videogame critics?”The critics represent “the official idea” of what a videogame is, how it works and if it is worthplaying. One should be able to trust them since they represent papers and magazines with anassignment to spread information of a serious character. Bourdieus “distinction of taste” and“capital theory” and Vedungs “idea analysis” aided us when we read and analyzed 18computer game and video game reviews in six Swedish news papers and gaming magazines.The conclusion we came up with was that the critics frequently focus their texts to cover the“story”, “graphics”, “feeling” and the “style/genre” of the reviewed games. These dimensionsare easy to understand even if one doesn’t have a lot of experience with video games. Theywere far more common than others that, for example, explained if the game was hard to play,if it contained any bugs (flaws) and discussions like “who would be likely to play thisgame?”, but sometimes they occurred. Dimensions like that require some prior knowledge.Some technical knowledge could help the reader understand more of the reviews, but arerarely essential. According to what we have read in the newspapers and magazines, gamesand gaming could consequently be considered less of a technical question and more of amatter of entertainment.</p>

Fighting Tyranny in Fantastic Literature for Children and Young Adults

The focus of fighting tyranny and the justifications of the consecutive wars in fantasy literature for children and young adults play a noteworthy role in the intertwinement of literature and its educational potential. This genre is filled with numerous images of violence, in particular different scenarios of war and its justifications. In the books war constitutes the final battle between good and evil, and thus manifests the protagonists’ ultimate moral decisions between these two forces. The following books constitute the corpus: C. S. Lewis’s The Chronicles of Narnia (1950-56), Susan Cooper’s The Dark Is Rising Sequence (1965-77), Philip Pullman’s His Dark Materials (1995-2000), J. K. Rowling’s Harry Potter series (1997-2007), Christopher Paolini’s Inheritance Cycle (2002-11), Amanda Hemingway’s Sangreal Trilogy (2005-07), and P. C. Cast and Kristin Cast’s House of Night novels (2007-2014). Although not all the books feature wars, all display justifications for war and the imperative to fight tyranny. Located within an intersection of diverse critical theories, my thesis engages literary texts in order to reflect on their capacity to negotiate, challenge, subvert, and perpetuate values and power structures. Motif analysis forms the centre of this analysis. I deploy a varied approach to literary analysis, relying upon literary and cultural theories (especially theories of ideology) to understand the realizations of the different motifs. Through issues of character construction, (political) authority, religion, and the construction of difference, the reader learns much about the culture and values of the respective world. Furthermore, this analysis invites the reader to find parallels between the fabricated world and the real world, and thus transfer what s/he has learned from the texts his/her own world. Engaging in such a reading ensures the drawing of direct connections between the reality constructed in the books on the one hand, and politics, the construction of difference, religion, and just war theory in the reader’s world on the other. The content analysis leads to broader cultural messages, which comprise assumptions about gender, power, ethnicity, religion, and morality. This methodology emphasizes the relevance as well as the complexity of the books and their educative potential, and facilitates the analysis of the books as tools for the defence and perpetuation of Western values and culture.

In this thesis we have studied different aspects of the novel field of quantum information with continuous variables. The higher efficiency and bandwidth of homodyne detection combined with the easiness of generation and manipulation of Gaussian states makes continuous-variable quantum information a promising and flourishing field of research. This dissertation is divided in two parts. The first part explores two applications of the “photon subtraction” operation; Firstly, a technique to generate highly non-Gaussian single-mode states of light; Secondly, an experimental setup capable of realizing a loophole-free Bell test. The second part of this dissertation develops a detailed analysis of an important family of continuous-variable quantum key distribution protocols, namely those based on Gaussian modulation of Gaussian states./Dans cette thèse on a étudié différents aspects de l'information quantique à variables continues. Les meilleures efficacité et bande passante de la détection homodyne combinées à la simplicité de génération et de manipulation d'états gaussiens rend l'information quantique à variables continues un domaine de recherche très prometteur, qui est actuellement en plein essor. La dissertation est divisée en deux parties. La première explore deux applications de l'opération “soustraction de photon”; en premier lieu on présente une nouvelle technique capable de générer des états mono-modaux de la lumière hautement non-gaussiens; deuxiemement on présente un schéma expérimental capable de réaliser un test de Bell sans faille logique. Srovnání amerického a mexického pojetí svobody projevu / Comparison of U.S. and Mexican approach to freedom of speech

Freedom of expression is a fundamental human right which is important not only for the intellectual integrity of an individual but also for the healthy development of the whole society. The work represents both general arguments for freedom of expression and codification of freedom in two different legal cultures. In the United States the freedom of expression is protected by the First Amendment of the Constitution, which complements the rich jurisprudence of the Supreme Court of the United States. In Mexico, the right is regulated in Article 6 of the Constitution. The work shows how both countries reached the current legislation on the basis of examination of legal developments and cultural values. The values of the societies are presented on the basis of Hofstede's cultural dimensions. The core of the thesis is to compare the legal limits, which is made primarily on the basis of judicial practice of the Supreme Courts of both countries. Emphasis is placed on four main areas which are related to freedom of speech: (i) fighting words including hate speech, (ii) symbolic speech, (iii) obscenity, and (iv) defamation.
