Any situation that causes traffic to stop or slow down creates cost for society, both in terms of lost time for the road users and increased CO2 emissions. Trafik Stockholm, a traffic management centre for Stockholm collectively run by STA, Stockholm city and Nacka municipality therefore have the responsibility to facilitate the removal of such situations. One of the means by which they do that is by sending out road assistance vehicles (RAVs) to help clearing these situations. In order to do so effectively there is a need to know the effect of emergency lights on the time it takes for the RAV to reach its destination. This thesis thus examines how the emergency lights affect the speed at which the RAVs can travel by comparing the actual speed at which the RAVs have travelled using emergency lights to the mean speed of traffic on the same highway at the same time. It is concluded that there might be a significant effect, but further studies are necessary to prove this statistically.

Die Mobilität von Personen und Gütern, insbesondere in Städten, ist der Motor einer Volkswirtschaft. Dieser Motor kommt jedoch ins Stottern, wenn Staubildung im Stadtstraßennetzwerk einsetzt. Eine unvermeidbare Ursache von Staubildung stellen Verkehrsstörfälle dar, die schlimmstenfalls zu Gridlocks führen können. In der Folge werden hohe Kosten für Verkehr, Wirtschaft und Umwelt verursacht. Mit welchen Gegenmaßnahmen kann die Staubildung im Netzwerk effektiv bewältigt werden? Wie können entsprechende Gegenmaßnahmen realistisch noch vor einem praktischen Einsatz bewertet werden? Ausgehend von diesen Fragestellungen, widmet sich diese Dissertation der Entwicklung eines ereignisorientierten Routenwahlmodells für den Stadtstraßenverkehr und eines selbstorganisierten Störfallmanagements als Gegenmaßnahme zur Reduzierung negativer Auswirkungen der Staubildung. Zur Modellierung des Routenwahlverhaltens in ereignisreichen Stadtstraßennetzen wird das ereignisorientierte Routenwahlmodell entwickelt. Der Ausgangspunkt des Modells ist die diskrete Wahltheorie. Entscheidungsprozesse einzelner Autofahrer werden vor und während der Fahrt direkt simuliert. Der Entscheidungsprozess ist dabei maßgeblich von Beobachtungen lokaler Verkehrsbedingungen geprägt. Somit wird nachgebildet, dass Autofahrer flexibel auf unvorhergesehene Ereignisse durch Routenwechsel reagieren können. Auf diese Weise ist eine realistische Simulation des Routenwahlverhaltens von Autofahrern in der Stadt möglich. Das ereignisorientierte Routenwahlmodell ist zudem generisch formuliert. Es lässt sich zur Bewertung von Gegenmaßnahmen für störfallbedingte Staubildung einsetzen und bedient darüber hinaus ein breites Anwendungsspektrum. Der zweite Beitrag dieser Dissertation ist ein selbstorganisiertes Konzept für ein Störfallmanagement in Stadtstraßennetzen als Gegenmaßnahme zur Staubildung. Es vereint zwei lokal wirkende Prinzipien, deren Ausgangspunkte die Lichtsignalanlagen im Stadtnetzwerk sind. Mit verlängerten Rotzeiten werden Fahrzeuge an einer Kreuzung an der Einfahrt in einen Straßenabschnitt gehindert, wenn ein vorgesehener Rückstaubereich ausgeschöpft ist, da andernfalls Blockaden auf den Kreuzungen entstehen. Gleichzeitig werden noch freie Richtungen an der Kreuzung durch verlängerte Grünzeiten attraktiver gestaltet, um Autofahrer zum Umfahren der Staubildung zu motivieren. Die Anwendung der lokalen Wirkungsprinzipien stellt sich vollständig selbstorganisiert, d.h. ohne Vorgabe eines Planers, mit dem Ausmaß der Staubildung im Netzwerk ein. Simulationsstudien in zwei unterschiedlich komplexen Netzwerken haben die Machbarkeit des selbstorganisierten Störfallmanagements nachgewiesen. Gegenüber einem gewöhnlichen Netzwerk konnte für alle untersuchten Störfälle die Akkumulation zusätzlicher Fahrzeuge im Netzwerk während des Störfalls signifikant reduziert werden. / The mobility of people and goods, especially in urban areas, is of significant importance for national economies. However, recurrent congestion in urban road networks, caused by increased traffic demand, considerably restrains mobility on a daily basis. Another significant source of congestion are traffic incidents which even might lead to gridlock situations. Congestion raises high costs for traffic, economy and environment. Which countermeasures should be applied for an effective management of urban congestion? How can appropriate countermeasures be realistically evaluated? Based on these questions, this thesis is devoted to the development of an event-oriented route choice model for urban road traffic and a self-organized incident management strategy as an effective countermeasure for urban congestion. The first contribution of this thesis is an event-oriented route choice model for urban road networks. It is based on discrete choice theory and models decision-making processes of individual motorists before and during their journey. A key aspect of the proposed model is the motorist's ability to observe local traffic conditions. These observations are then included in the decision process. In this way, it can be modeled that motorists respond to unforeseen events by route revisions. This allows a realistic simulation of the route choice behavior of motorists in naturally eventful urban road networks. Furthermore, the event-oriented route choice model is flexibly formulated. It can be used for the evaluation of countermeasures for incident-related congestion and, moreover, allows a wide range of applications. The second contribution of this thesis is a self-organized concept of an incident management strategy in urban road networks as a countermeasure for urban congestion. It combines two locally acting principles on the basis of traffic lights in an urban road network. The inflow of vehicles into a road segment is regulated with restricted or skipped green times as soon as an allocated queuing capacity is depleted. Otherwise, blockages would result on the intersection. At the same time, yet free alternative directions are served with regular or even extended green times and, thus, might become more attractive to the driver than the original congested direction. The application of these local principles is realized in a completely self-organized manner, thereby scaling directly with the extent of congestion in the urban road network. Simulation studies in two networks with different complexity have proven the feasibility of the self-organized incident management. Compared to an ordinary network, the extents of additional vehicles due to investigated incidents were significantly reduced.

Knowledge visualisation criteria for supporting knowledge transfer in incident management systems

During an incident, which is critical in nature, sense-making by the individuals involved are essential in ensuring an optimal response to the incident. The incident management systems employed to manage the allocation of resources to an incident allow for the visualisation of the incident and its constituents, and this visualisation supports sense-making by improving knowledge transfer. Knowledge visualisation contains pitfalls that can be avoided by implementing knowledge visualisation criteria. The purpose of this study is to identify the knowledge visualisation criteria that optimise the knowledge transfer by visual artifacts in incident management systems like emergency medical or fire-response systems. This study used the design science research (DSR) methodology and was conducted in the context of critical incident response management. A review of the existing literature was done to identify an initial set of knowledge visualisation criteria. The initial set was evaluated by content experts (using questionnaire driven interviews) and usability experts (using questionnaire driven interviews, usability testing with eye tracking and a survey) in the context of an emergency incident management system. Main focus of this thesis is creating workaround for ITIL processes in service desk systems. As a objective with highest priority was to choose service desk systems, then create interface which can make possible communication between service boards and selected processes. I described also in generally meaning ITIL library, common service desk functions and important ITIL processes. Management of incidents, problems, changes and configurations is based on a set of processes, which are able to manipulate with interface. Web services are main tool of implemented API for working with these processes. In conclusion are also presented several scenarios to demonstrate communication between clients and service across the board created interface.

Efficient and Responsible Incident Management : Designing a Service Desk Web Application with Integrated Major Incident Reporting Functionality for Swedish Government Agencies

In this 7.5 HEC B-level thesis in Computer Science, a service desk web application is designed for Swedish government agencies with integrated major incident reporting functionality to the Swedish Civil Contingencies Agency (Myndigheten för samhällsskydd och beredskap). There are several advantages to integrating the major incident reporting procedure into the regular incident management process - information would no longer have to be duplicated, and the problems of untraceability and under-reporting could additionally be solved. The proof-of-concept application was designed and partially developed with ASP.NET Core (MVC) web framework and Bootstrap front-end framework. The user interface was evaluated with heuristic evaluation by the author and two master’s students in Information Security at Luleå Technical University. Although the proposed software and interface design may have left room for improvement, it did highlight the societal need for an efficient and responsible incident management process and the general benefits of integration.

The impact of the NIS 2 directive on subcontractors in the transportation sector

This study examines the impact of the NIS2 Directive on subcontractors in the transport sector, a critical infrastructure. By focusing on small and medium-sized enterprises (SMEs) operating as subcontractors, the study analyzes the challenges and obstacles these companies face in implementing the NIS2 requirements in their supply chain. The study also highlights the strategies used to ensure adequate cyber security within the transport sector's supply chain. A qualitative research method was used, where data was collected through semi-structured in-depth interviews and document analysis. The results show that companies with ISO/IEC 27001 certification have a solid foundation to meet the NIS2 requirements, while companies without such certification face greater challenges. The study also identifies the need for cooperation and knowledge sharing between companies to effectively navigate the new regulations and strengthen collective cyber security within the EU. The conclusions show that the NIS2 directive will require significant adaptations for SMEs, but also that it offers opportunities to improve their cyber security capabilities and strengthen the trust of customers and partners. The study emphasizes the importance of implementing robust information security to ensure continuity and protection of critical services, and that proactive adaptation and collaboration are key to achieving full compliance with NIS2 requirements.

Although mandated by Congress and implemented by Homeland Security Presidential Directive 5, underdeveloped areas of Indian country and small towns, especially farming and ranching communities and agriculturally-based counties are likely to find that they do not have the capacity to fully implement these mandated federal response programs. A theoretical terrorist-induced multistate Foot and Mouth Disease (FMD) outbreak is used to examine the impact of implementing newly established federally mandated response management programs on rural and tribal communities in agrarian states. Recovering from such an agroterrorism bioattack would require a coordinated multi-disciplinary response that is heavily dependent on local, tribal, state, and private sector personnel. However, because the United States has not experienced an outbreak of FMD since 1929, many of the skills required to quickly diagnose and respond may no longer exist. There is an increased need for complete medical device traceability in the healthcare industry. The two main reasons are the healthcare industry's global supply chain and decentralised adverse events reporting, where different laws apply for each country and where each country has their own database for incidents without international governance. The idea of improving traceability procedures in the surgical department at Karolinska University Hospital was formed in the light of a near miss event where guidelines regarding incident management of a Single-Use Medical Device (SUMD) were not followed properly. Hence, this thesis project will investigate the issue of finding an effective way to trace SUMDs at Karolinska University Hospital, in order to improve the incident management process and suggest improvements of patient safety at other Swedish hospitals as well. The collection of data consisted of different data sources; observations at the research site and interviews with relevant participants. By employing multiple sources to this study, a more holistic approach could be achieved. In addition to observing the current situation of device registration, it was of importance to ask individuals with competence and different perspectives on the issue of traceability of SUMDs. To answer the research questions, the acquired data was categorized into the different identified cornerstones of traceability of SUMDs. These were registration process, perioperative supply chain and incidents management. Each section was divided into an investigation of the current process, issues and suggested improvements, in order to clearly answer to the research questions. Furthermore, these acquired answers and insights, from observations and interviews, were translated and summarized to form a basis for the results. Based on the data acquisition and compilation from the different perspectives, key findings and themes are presented in the results. The thesis proposal include a visual representation that show the physical flow of a SUMD from the point of being delivered to the hospital by the distributor, through different entities where registration occur, until it is either discarded or saved for incidents reporting. In order to avoid many of the current issues and to realize the acquired suggestions from this thesis, interoperability between the systems within the healthcare organization as well as between the different entities throughout the entire supply chain is an essential part of the solution, which should be further studied.

Denna studie undersöker för- och nackdelarna med att implementera artificiell intelligens (AI)som ett verktyg inom en Security Operations Center (SOC). Syftet med studien är att undersökaom och hur AI-verktyg kan underlätta incidenthantering inom en SOC, samt vilka nyautmaningar som uppstår.Studien har genomförts genom kvalitativa intervjuer med fyra personer med expertkunskaperinom både AI och cybersäkerhet. Experterna utfrågades om deras syn på AI som ett verktyg, hurde ser på AI och cybersäkerhet, samt hur AI kan appliceras relaterat till de 4 stegen inom NISTincidenthantering; förberedelser, detektion & analys, Identifiera, utrotning & återhämtning samtpost-incident aktivitet.Resultaten visar på både fördelar och nackdelar med att använda AI-verktyg inom SOC inklusiveeffektivare konfigurering av SIEM, lägre antal falska positiva larm, lättad arbetsbörda förSOC-analytiker och hantering av "zero-day" incidenter. Nackdelar inkluderar lägre förklarbarhetav större AI-modeller, juridiska utmaningar och beroendet av bra indata. Slutligen visar studienatt användningen av AI som ett verktyg i SOC kan vara fördelaktigt och att mer forskningbehövs för att utforska specifika tekniker och verktyg.
