Este trabalho busca identificar as formas de uso e contribuições das Tecnologias de Informação e Comunicação (TICs) para organização, comunicação e mobilização de organizações indígenas no Brasil e na Colômbia. Tenta-se identificar e apresentar os casos, a partir de uma pesquisa realizada através de entrevistas com membros da Coordenação das Organizações Indígenas da Amazônia Brasileira (COIAB), e da Organização Nacional Indígena da Colômbia (ONIC) numa perspectiva comparada entre as dimensões escolhidas. Num primeiro momento, serão levados em consideração os conceitos sobre democracia e a importância do papel do cidadão em movimentos sociais. Posteriormente, será considerado o papel das TICs na organização de espaços democráticos. Para tanto, procura-se refletir sobre a \"sociedade da informação\" preconizada por Castells (1999). Com base nesse ideário será analisado o contexto dos dois países em seus movimentos indígenas e, especificamente os estudos de caso no tocante ao uso das TICs para fins organizacionais e de comunicação. Justifica-se essa pesquisa a partir do pressuposto de que atualmente vários movimentos indígenas na América Latina têm utilizado as TICs para expressão e visualização de suas resistências culturais com a finalidade de proteger suas comunidades. / This research aims to identify forms of use and contributions of Information and Communications Technologies (ICTs) to the organization, communication and mobilization of indigenous organizations in Brazil and Colombia. Attempts to identify and present these cases from research conducted through interviews with members of the Coordination of Indigenous Organizations of the Brazilian Amazon (COIAB) and the National Indigenous Organization of Colombia (ONIC) in a comparative perspective from the dimensions chosen. O estudo propôs conhecer as relações dos jovens Guarani com a comunidade da aldeia Boa Vista e a cidade de Ubatuba. O trabalho de campo e análises foram realizadas com 12 jovens entre 13 e 29 anos que participaram como colaboradores. As principais temáticas foram no campo da educação e saúde; além dos estudos das histórias de vida compostas nos eixos entre cidade/ aldeia relativos aos itinerários dos jovens, suas redes sociais e perspectivas futuras. Na saúde verificamos as tensões existentes nas relações de poder entre o conhecimento técnico-científico e os procedimentos Guarani de saúde. E na educação, o aprendizado e domínio do português aparecem como essenciais nas relações sociais interculturais, isto é, para o diálogo e negociações com outras culturas / This study intended to deepen the knowledge of the relationship of Guarani youths with the community of Boa Vista village and the city of Ubatuba (SP). Field work and analysis were performed with twelve 13- and 29-year old youngsters, in which they took part as collaborators. The main themes focus in the field of Education, Health and also studies of Composed Life History within the axis of the city-village related to the youths\' itineraries, their social nets and of their future perspectives. In the Health issue, we witnessed the existence of tensions between the power of the technical-scientific knowledge and the procedures undertaken within the Guaranis own Health approach. In the Education issue, the fact of having fluency, learning and dominating the Portuguese language seems as an essential part of their social relationship with Brazilian society, because of the need to negotiate and dialog with other cultures

A crise do Estado boliviano e a autonomia indígena / The Bolivian political crisis and the indigenous autonomy

Neste trabalho, parto da última crise política boliviana para mostrar como a forte mobilização social, entre os anos de 2000 e 2005, rompeu com as fronteiras do campo da política institucional. Apesar da ascensão de representantes dos setores indígenas e camponeses, em 2006, a crise política não chegou ao fim. Ela adquiriu novas características. A partir de 2006, os papéis se inverteram: aqueles que haviam sido deslocados do controle do poder político nacional buscavam a desestabilização institucional; enquanto os movimentos sociais, que haviam levado à desestabilização dos governos anteriores, colocavam-se como defensores da nova ordem. Com a superação da crise e o retorno à conjuntura ordinária, as fronteiras do campo foram redefinidas e novos espaços de participação foram criados para os atores indígenas. A redefinição do campo da política institucional veio acompanhada do projeto de criação do Estado Plurinacional, que aponta para o reconhecimento de distintas formas de organizações sociais e políticas existentes dentro do território boliviano. Este trabalho procura explicar igualmente como a rearticulação do campo da política institucional influenciou na reestruturação estatal anunciada. Para tanto, analiso os debates sobre as autonomias indígenas e a criação da autonomia guarani no município de Charagua / The last Bolivian political crisis and the important associated social mobilization, between the years of 2000 and 2005, rendered the boundaries of the institutional politics field fluid. Despite the rising of indigenous and peasants groups in 2006, the political crisis was not overcome. Since 2006, the long standing roles in Bolivian politics have changed: those who had been replaced in control of national political power now tried to disrupt institutional power; the social movements, whose actions worked to destabilize previous governments, now became the defenders of the new order. Once the political crisis of those years was overcome, the boundaries of the field were restructured and new spaces for the participation of indigenous actors were created. The redefinition of the institutional politics field resulted in the creation of the Plurinational State of Bolivia, where different forms of social and political organization that operate in Bolivia are given recognition in the redefinition of the state. This work also aims to shed light on how the reorganization of the institutional politics field has influenced the announced state restructure. With this purpose, I analyse the debates concerning the indigenous autonomies and the experience of the Guarani autonomy in Charagua

Este artículo busca discutir la dimensión política de los planes de vida indígena, tomando en consideración algunos casos de la región amazónica peruana. En concreto, se discuten tres casos específicos en que los planes de vida indígena han sido utilizados como un instrumento de autogobierno o de negociación política entre las sociedades indígenas y el Estado peruano: el del pueblo achuar, el de la Central Asháninka del Río Ene (CARE) y el de la Asociación Interétnica de Desarrollo de la Selva Peruana (AIDESEP). / In this article the political dimension of the «planes de vida indígena» (indigenous life plans) are discussed in three cases from the Peruvian Amazon region. In these cases, the «planes de vida» have fulfilled a role in the process of indigenous self-government or in the negotiation of the indigenous agenda vis-à-vis the State. The three cases studied are those of the Achuar people, an Ashaninka local organization – the Central Asháninka del Río Ene (CARE) – and the case of AIDESEP, the national-level indigenous organization for the Amazon region in Peru.

En el presente artículo exploramos los cambios y continuidades enlas reivindicaciones que sobre el territorio han planteado los pueblosindígenas de la Amazonía peruana a través de sus organizaciones enlas últimas décadas. El objetivo central reside en explicar cómo endistintas coyunturas estas sociedades han enfrentado la defensa de loque consideran una parte esencial de su forma de vida que se hallacada vez más amenazada frente al avance de la sociedad moderna,del capitalismo y de la globalización. Esta revisión nos permitirádesbaratar aquellos argumentos que califican a los indígenas comosujetos pasivos, manipulables y a merced de intereses ajenos; y almismo tiempo, nos permitirá comprender mejor los cambios que sevienen produciendo al interior de las sociedades indígenas en supercepción y en su relación con el territorio. / This article explores changes and continuities in political demandsconcerning territorial rights as they have been articulated byindigenous organizations of the Peruvian Amazon over recentdecades. Its main objective is to demonstrate how particular historicalconjunctures have influenced the ways in which these groups havefocused their efforts in defense of what they consider to be a crucialelement of their way of life, increasingly threatened by incursionsfrom modern society, capitalism and processes of globalization. Theanalysis rejects depictions of the indigenous peoples as passive, opento manipulation by outside interests. At the same time, it provides amore profound understanding of the changes that are taking placewithin indigenous societies with respect to their perception of, andrelationship to, their territories.

La scène socio-politique du Pérou contemporain est de plus en plus marquée par la présence et la forte activité des représentants de peuples indigènes d’Amazonie, et en particulier les Awajún du Haut Marañón qui se sont révélés être des acteurs politiques de premier plan. Si, aujourd’hui, c’est un fait connu que les anciens guerriers « réducteurs de têtes » sont devenus de fameux politiciens indigènes, maîtres de la parole et dans l’art de la diplomatie, reste à saisir la façon dont ce passage a été possible, perçu et pensé par les Awajún eux-mêmes. Afin de comprendre la relation établie entre la « pensée indigène » et la question du « politique », entre la construction de l’individu et la formation des « dirigeants politiques », on retrace ici les premières étapes de l’histoire « moderne » du Haut Marañón. Adoptant une perspective pluridisciplinaire, associant observation ethnographique et études politiques, cette recherche s’appuie avant tout sur les récits et discours d’anciens leaders indigènes, protagonistes des événements qui ont conduit à la fondation des premières organisations ethno-politiques awajún. Les récits mythiques, les souvenirs, les récits de guerre et les formes narratives acquises à l’extérieur se mêlent pour constituer les axes discursifs de la reconstruction de l’histoire qui, entre 1920 et 1980, a conduit à la consolidation de deux nouvelles figures centrales de la vie politique indigène actuelle : le professeur bilingue et le « dirigeant politique ». En réalisant un voyage dans le temps, mobilisant faits historiques et expériences visionnaires, on cherchera à comprendre comment les anciens leaders réorganisent leurs expériences, quelle conception du « pouvoir » transmettent-ils et, finalement, de quelle façon se représentent-ils eux-mêmes comme les « hommes forts » des temps modernes. / The socio-political scenario of contemporary Peru is more and more characterized by the presence and activism of indigenous people representatives. In particular, the Awajún of Alto Marañón emerged as leading political actors. Although today is evident that the ancient “head- shrinkers" warriors have become famous indigenous politicians, masters in the art of diplomatic talk, it is still unknown how the Awajún conceived and perceived this transition. In order understand the relationships between the "indigenous thought" and the question of "politics", the construction of "individuals” and the formation of "political leaders", we show the first stages of the "modern" history of the Alto Marañón. We adopt a multi-disciplinary approach bringing together ethnographic observation and political studies. The ancient indigenous leaders have been key players of the events that led to the foundation of newborn Awajún ethno-political organizations. Their narratives and discourses are the core of this work. The myths, memories, war stories, and non-traditional narrative forms come together and compose the discourse axis for the historical reconstruction that, between 1920 and 1980, resulted in the establishment of two novel fundamental figures of the actual indigenous political life: the bilingual professor and the “political leader”. Through a journey in time, which draws both from historical and visionary experiences, we will try to understand how the ancient leaders are currently re-organizing their experiences, which conceptions of "power" are they transmitting and, ultimately, how they represent themselves as the "strong men" of modern times.
