Este trabalho analisa as políticas de EJA desenvolvidas pela União e pelo Estado de São Paulo, no período 2003-2009, sob a ótica do regime de colaboração em um Estado federativo. Elegemos como instâncias a serem objeto de nossa análise a Diretoria de Políticas de Educação de Jovens e Adultos da Secretaria de Educação Continuada, Diversidade e Alfabetização do Ministério da Educação DPEJA/SECAD/MEC, e a Secretaria de Estado da Educação de São Paulo SEESP. Através da descrição e análise de políticas e programas, e dos dados de demanda e oferta escolar por essas duas instâncias, buscamos avaliar como o regime de colaboração, entre as esferas federal e estadual de governo, tem se concretizado no Estado de São Paulo, no sentido e garantir a efetivação do direito à educação das pessoas jovens e adultas que não puderam iniciar ou concluir a escolarização básica na idade considerada regular. A pesquisa foi realizada mediante análise de documentos, realização de entrevistas com pessoas envolvidas com a temática e revisão da bibliografia sobre o tema. Conclui-se que a as responsabilidades estabelecidas pela legislação referente à obrigatoriedade da oferta de EJA não tem sido respeitada pela União e pelo Estado de São Paulo. Um dos principais fatores ligados a este descumprimento da legislação é o fato de que a colaboração entre estes dois entes federados em relação à EJA não se efetivou satisfatoriamente no período analisado. / educational policy; youth and adult education; federalism; São Paulo (State)

Intergovernmental relations : sustainable human settlements in the City of Tshwane Metropolitan Municipality in Gauteng Province

This research is an examination of the practical application of intergovernmental relations (IGR) and co-operative government at the City of Tshwane Metropolitan Municipality (CTMM)’s Department of Housing and Human Settlements. By use of questionnaire and direct interviews, the research extracted responses from methodically selected employees and officials at the Department of Housing and Human Settlements in the CTMM. Literature study was combined with document analysis and a part of participant observation to gather data and information that has been examined and analysed in the study that has established the need for training and skilling for officials and employees in financial and project management. The need for the rolling back of political interference, regular review of legislation to keep abreast with the changing environment and international standards and improved institutional communication are but some of the observations and arguments that the research has established from a careful reading of data gathered. The enabling policies, laws and regulations that are in place remain largely good on paper, but still limited in their practical application. It is argued in this research that housing and human settlements are a provision that is central in the democratic and development life of the Republic of South Africa, and that the provision of sustainable human settlements enriches the livelihoods of communities in so far as other services such as education, recreation, health care, electricity, economic opportunities, safety, transport and communication are also dependent on the availability of sustainable human settlements and the amenities that comes with it. It is the recommendation of the present research that if the policies, regulations, laws and goals that govern the IGR towards the delivery of sustainable human settlements are to achieve maximum fruition, there is a need for vigorous monitoring and evaluation mechanisms that will ensure that budgets are efficiently used, that standing decisions are implemented and that partisan politics and corruption and opportunistic tendencies are eliminated as these hinder performance and delivery. / Public Administration / MPA

Handcuffs or Stethoscopes: A Cross-National Examination of the Influence that Political Institutions and Bureaucracy have on Public Policies Concerning Illegal Drugs

This dissertation attempts to explain why cross-national variation exists in government approaches to dealing with illegal drugs. As other scholars have shown, several domestic and international political factors do account for some of this variance. However less is known of the effect that bureaucratic dominance and political institutions may have on drug policy. This research argues that bureaucrats define problems in ways that make their services the best possible solution to policymakers. Mediating the ability of bureaucrats to influence drug policy outcomes are political institutions. Certain institutional structures foster a competitive policymaking environment while others foster a more cooperative policymaking environment. In the former of these, law enforcement approaches to the drug problem are often retained as the status quo because competition between policy actors prevents consideration of alternatives. In the latter environment however, prevention, treatment, and harm reduction approaches to the drug problem are developed because cooperation between policymakers allows other actors. namely public health bureaucrats.to influence drug policy decision making. To test this argument, I constructed an original dataset that includes over 4,000 observations of drug policy in 101 democracies. Institutional data on intergovernmental relations, regime type, political bargaining, electoral design, and cameralism were regressed on 6 different drug policy indices: law enforcement, deterrence-based prevention, abstinence-based treatment, educationbased prevention, substitution-based treatment, and harm reduction. While controlling for government resource capacity, severity of the drug problem, international pressure, and political ideology, I found that institutions explain a portion of the variance in drug policy outcomes. Providing in-depth information about these phenomena is a large amount of field data I collected while interviewing 155 politicians, bureaucrats, interest group leaders, and service providers. Respondents from all four of the case countries examined in this research.including United States, Canada, Austria, and Netherlands.report that bureaucrats play a major role in the formation of drug policy. Which bureaucrats have the most influence on policymakers is largely a function of domestic political conditions, international political factors, and political institutions.

A pesquisa estuda a paradiplomacia que envolve atividades de relação e cooperação internacionais protagonizadas por unidades públicas subnacionais. Identifica ações desenvolvidas por governos locais e regionais de várias partes do mundo e, em particular, as atividades paradiplomáticas realizadas pelas cidades de São Paulo, no Brasil, e Montevidéu, no Uruguai. A paradiplomacia em estado federado envolve as atividades protagonizadas pelos Municípios, Estados e Distrito Federal e, em estados unitários, compreendem as efetuadas pelos municípios. Com base no referencial teórico indicado inicialmente, bem como na quantificação dos governos locais latino-americanos, o trabalho desenvolve reflexões sobre a malha territorial do poder local na América Latina e as atividades paradiplomáticas na região. A pesquisa analisa, igualmente, as modalidades de cooperação (intergovernamental/ intragovernamental e horizontal/vertical) protagonizadas pelas interações ocorridas entre governos locais (municípios), governos regionais (Estados) e a União, identificadas no âmbito da gestão das políticas públicas na federação brasileira. Realiza, em seguida, com base nestas experiências, um esforço para identificar como são estão tais cooperações, quando realizadas no âmbito da paradiplomacia. It identifies actions developed by local and regional governments from around the world, but specifically the paradiplomatic activities undertaken by the cities of São Paulo, Brazil, and Montevideo, Uruguay. The paradiplomacy in federal states involves activities leaded by municipalities, states and the Federal District, and in unitary states, includes those developed by local governments. Based on the theoretical framework initially referred to, as well as on the quantification of local governments in Latin America, this paper provides reflections on the territorial mesh of local authorities in Latin America and the paradiplomatic activities in the region. The research analyzes, to an equal degree, the types of cooperation (intergovernmental / intragovernmental and horizontal / vertical) led by interactions occurring between local governments (municipalities), regional governments (states) and the Union, identified in the management of public policies in the Brazilian federation. Then, based on these experiences, it undertakes an effort to identify how such cooperation is done, when carried out under the paradiplomacy. Finally, it performs a study on the paradiplomacy of Sao Paulo and Montevideo analyzing the activities developed from the late 1980s to the mid 2000s, through a standard questionnaire administered, to 12 key stakeholders from these cities that identify and hold the executed paradiplomatic practices.

Esta tesis investiga la economía política de las transferencias intergubernamentales. Se centra en los factores políticos que determinan la asignación de fondos bajo control de gobiernos centrales a las diversas regiones. El primer capítulo, contribuye a este asunto a través de un nuevo análisis de los datos del panel y una medida comprensiva de necesidades de gastos para el caso de Rusia. El segundo capítulo, desarrolla nuevas herramientas metodológicas para analizar sistemas políticos del multi-partido. Estas herramientas permiten medir a votantes cambiantes en dos dimensiones ideológicas usando datos individuales de los estudios electorales. En el tercer capítulo se utilizan las medidas de votantes cambiantes para probar teorías de las políticas distributivas para el caso de España. Este capítulo demuestra que las variables políticas son significativas en la asignación de las subvenciones del estado, y la magnitud del efecto es comparable a la de variables económicas. / This thesis investigates the political economy view of intergovernmental grants. It centers on the political factors that determine allocation of funds under the control of central governments to different regions. The first chapter contributes to this topic by a novel analysis of panel data and a comprehensive measure of expenditure "needs" for the case of Russia. The second chapter develops new methodological tools for analyzing multi-party political systems. These tools allow to measure swing voters on two "ideological" dimensions using individual survey data. In the third chapter the measures of swing voters are used to test theories of distributive politics for the case of Spain. This chapter shows that political variables are significant in the allocation of state subventions, and the magnitude of the effect is comparable to that of economic variables.
