Agency Through Adaptation: Explaining The Rockefeller and Gates Foundation???s Influence in the Governance of Global Health and Agricultural Development

The central argument that I advance in this dissertation is that the influence of the Rockefeller Foundation (RF) and the Bill and Melinda Gates Foundation (BMGF) in the governance of global health and agricultural development has been derived from their ability to advance knowledge structures crafted to accommodate the preferences of the dominant states operating within the contexts where they have sought to catalyze change. Consequently, this dissertation provides a new way of conceptualizing knowledge power broadly conceived as well as private governance as it relates to the provision of public goods. In the first half of the twentieth-century, RF funds drove scientific research that produced tangible solutions, such as vaccines and high-yielding seed varieties, to longstanding problems undermining the health and wealth of developing countries emerging from the clutches of colonialism. At the country-level, the Foundation provided advanced training to a generation of agricultural scientists and health practitioners, and RF expertise was also pivotal to the creation of specialized International Organizations (IOs) for health (e.g. the League of Nations Health Organization) and agriculture (e.g. the Consultative Group on International Agricultural Research) as well as many informal international networks of experts working to solve common problems. Finally in the neo-liberal era, RF effectively demonstrated how the public-private partnership paradigm could provide public goods in the face of externally imposed austerity constraining public sector capacity and the failure of the free-market to meet the needs of populations with limited purchasing power. Since its inception, the BMGF has demonstrated a similar commitment to underwriting innovation through science oriented towards reducing global health disparities and increasing agricultural productivity in poor countries, and has greatly expanded the application of the Public-Private Partnership (PPP) approach in both health and agriculture. Unlike its intellectual forebear, BMGF has been far more focused on end-points and silver bullets than investing directly in the training of human resources. Moreover whereas RF has for most of its history decentralized its staff, those of BMGF have been concentrated mainly at its headquarters in Seattle. With no operational programs of its own, BMGF has instead relied heavily on external consultants to inform its programs and remains dependent on intermediary organizations to implement its grants. Despite these and other differences, both RF and BMGF have exhibited a common capacity to catalyse institutional innovation that has benefited historically marginalized populations in the absence of structural changes to the dominant global power structure. A preference for compromise over contestation, coupled with a capacity for enabling innovation in science and governance, has resulted in broad acceptance for RF and BMGF knowledge structures within both state and international policy arenas. This acceptance has translated into both Foundations having direct influence over (i) how major challenges related to disease and agriculture facing the global south are understood (i.e. the determinants and viable solutions); (ii) what types of knowledge matters for solving said problems (i.e. who leads); and (iii) how collective action focused on addressing these problems is structured (i.e. the institutional frameworks).

This research will address the process of health-disease from a social-anthropological perspective. It is considered as empirical cut the prohibition (assigned by the National Health Surveillance Agency- ANVISA) directed at health professionals, the use of therapeutic method called Auto-Hemotherapy (AH), such as technical reclaim legitimacy while legal medical knowledge . Different methodological tools were used, such as: documentary research, interviews, reports on television media (among others). This practice constitutes the use of autologous blood (blood of individual in treatment), punctured the blood stream and applied immediately in the muscle of the practitioner. I try to understand of legitimizing practices that are now considered scientific, sometimes illegitimate. The conclusion of this research concerns to once again, the Social Sciences and Biomedicines debate on new directions for studies about the processes of health-disease. / Este trabalho aborda as controvérsias dentro da biomedicina acerca de práticas de saúde consideradas científicas ou não. A presente pesquisa irá abordar os processos de saúde-doença a partir de uma perspectiva socioantropológica. Considera-se como recorte empírico a proibição (atribuída pela Agência Nacional de Vigilância Sanitária – ANVISA) direcionada aos profissionais da área da saúde, do uso de um método terapêutico denominado Auto-Hemoterapia (AH), à Medida que tal técnica reclama legitimação enquanto conhecimento médico legal. Foram utilizadas variadas ferramentas metodológicas, tais como: pesquisa documental, entrevistas, reportagens em mídia televisiva (entre outras). Esta prática constitui da utilização de sangue autólogo (sangue do próprio indivíduo em tratamento), puncionado da corrente sanguínea e aplicado imediatamente no músculo do sujeito praticante. Procuro entender o processo de legitimação de práticas que são consideradas ora científicas, ora ilegítimas. A conclusão desta pesquisa diz respeito à necessidade de uma vez mais, as Ciências Sociais e as Biomedicinas debaterem sobre novos rumos para os estudos em torno dos processos de saúde-doença.

With French Discourse Analysis as theoretical basis, this research turns to the media operation about the sayings, and their effects, at the discursivization of the presidential election event in the United States, in 2008 and 2012. Having a qualitative dimension and based on the Foucaultean arqueogenealogic method, this is an investigation about the regime of truth and the discursive police that makes the president Barack Obama subjective, and assuring him a space of public visibility at the scope of public image spectacle. Proposing to deal with the tense relationship between power and knowledge, this research turns to the Foucault’s studies considering, at work of image production, the empire of an intentioned media that calls the subject to assume discursive positions, affects the everyday life, produces truth and fabricates the history of the present time. With a bibliographic incursion that brings to bear a discussion about discourse, media and politics – according to the studies from, among others, Foucault (2005, 2006, 2007, 2008a), Pêcheux (1997b, 2008, 2009), Courtine (2003, 2009, 2011), Debord (2002), Gomes (2004) and Silverstone (2005) – it comes to the analysis of sayings about Obama – digital articles from The New York Times and Folha de São Paulo and even covers of Brazilian and international magazines – considering the thematic path of the president politic image oscillation at the 2008 and 2012 elections. Then, this thesis proposes that at the discursivization of American presidential election, the media worked in a strategic way establishing knowledge/power relations and requiring subject-position occupation by building up visibility spectacle and virtualization of reality. Through the control illusion of the sayings and its respective meaning effects, the mass media presented Obama to the world according to different regimes of truth, which made him oscillate from a divine messiah to a global martyrdom, from the worldwide expectations to a dream seller. / Esta tese objetiva investigar as práticas discursivas que se atrelam ao trabalho de produção de imagem pública no espaço da irrupção do acontecimento discursivo e na edificação do espetáculo de imagens. Tendo como respaldo teórico a Análise do Discurso de tradição francesa, essa pesquisa se volta para o funcionamento midiático em torno do dizer, e de seus efeitos, na discursivização do acontecimento de sucessão presidencial nos Estados Unidos, em 2008 e 2012. Trata-se de investigar, numa inscrição qualitativa e a partir do método arqueogenealógico de Michel Foucault, os regimes de verdade e a polícia discursiva que subjetivaram o presidente Barack Obama, assegurando-o um espaço de visibilidade no cerne do espetáculo de imagem pública. Propondo tratar da tensa relação entre poder e saber, a pesquisa se volta para os estudos foucaultianos, por considerar, no trabalho de produção imagética, o império de uma mídia de miras que convoca o sujeito a assumir posições discursivas, mexe com a cotidianidade da vida coletiva, produz verdade e fabrica a história do tempo presente. Com a incursão bibliográfica que mobiliza a discussão sobre discurso, mídia e política – a partir dos estudos, dentre outros, de Foucault (2005, 2006, 2007, 2008a), Pêcheux (1997b, 2008, 2009), Courtine (2003, 2009, 2011), Debord (2002), Gomes (2004), Silverstone (2005) – volta-se para a análise do arquivo das dizibilidades sobre Obama – artigos da versão digital dos jornais The New York Times e Folha de São Paulo, além de capas de revistas brasileiras e internacionais – sob o trajeto temático da oscilação da imagem política do então presidente nos pleitos eleitorais de 2008 e 2012. Assim, a tese propõe que na discursivização do evento da eleição presidencial americana, a mídia operou de forma estratégica mobilizando relações de poder-saber e exigindo a ocupação de posições-sujeito pela fabricação de um espetáculo de visibilidade e virtualização do real. Pela ilusão de controle do dizer e de seus efeitos de sentido, a mídia apresentou Obama ao mundo sob diferentes regimes de verdade que o fizeram oscilar do messias divino ao martírio global, da esperança do mundo ao vendedor de sonhos.

We'll make use of the contributions of the metapragmatic function and metadiscursive schemes (SIGNORINI, 2008) about how the process of social difference and, consequently, of body marker tiers are legitimized communicative practices. This process, articulated to the historical events of ritual acts of speech (AUSTIN, 1998; PEIRANO, 2002; DORNELLES, 2002), produces discourses which effect the intelligibility of the bodies with signs of differentiation, considering that this is a basic construction in the perpetuation of the coloniality of knowledge and power (QUIJANO, 2005) that shapes the way the world is read by an epistemology that regulates and hierarquizes differences. The text-speech Todo mundo odeia o Chris, being translated/dubbed (MARTINS & AMORIN, 2013) producing the trace of the compulsory black diaspora (SANSONE, 2003; GILROY, 2001), is reentextualized from the local-global repertoire (MIGNOLO, 2003) of the brazilian translator, like the language can be used to perpetuate, architect and ritualize normalizing discourses for the control, addressing and notification of bodies (BUTLER, 2003; 1997; PINTO, 2002; 2013a; 2013b). Such actions make the black body vulnerable to acts of naming and violence that historically subordinate them. For this reason, the media narratives (SILVERSTONE, 2002), by providing mediated experiences about the world by the writing of the scenario of signification, enable T.M.O.C to charge the spirituality of the humor (BERGSON, 2001; SALES JR., 2006) via poetic strategies in the exercise of the language (BAUMAN & BRIGGS, 2006) and act against the dominant ideology. The black body is a sign still segregated and undervalued in the context of coloniality/modernity/globalization/State in the Americas, what constitutes a transterritorial fight that specifies in diferent locations while playing the role of dominant forces. So, when T.M.O.C shows a narrative that not only inserts the black body into visibility but do it in a reflexive and critical form with the metapragmatic action, it contradicts the cordiality, the cultural communicability and the not-said that directs the brazilian situation with a neurosis born of itself (GONZALEZ, 1984). / O principal objetivo dessa pesquisa é discutir como se configuram as práticas de linguagem e performatividades de comunicação a partir do seriado sitcom Todo mundo odeia o Chris (2006). Utilizaremos dos aportes da função metapragmática e dos regimes metadiscursivos (SIGNORINI, 2008) sobre como os processos de diferença social e, consequentemente, de hierarquização de marcadores corporais são legitimados nas práticas comunicativas. Esse processo, articulado a eventos históricos de rituais de atos de fala (AUSTIN, 1998; PEIRANO, 2002; DORNELLES, 2002), produz discursos que efetuam a inteligibilidade dos corpos por indicadores de diferença, tendo em vista que essa é uma construção de base na perpetuação da colonialidade do saber e do poder (QUIJANO, 2005) que molda a leitura do mundo por uma epistemologia que regula e hierarquiza as diferenças. O texto-discurso Todo Mundo Odeia o Chris, ao ser traduzido/dublado (MARTINS & AMORIN, 2013) e retomar o traço da diáspora negra (SANSONE, 2003; GILROY, 2001) compulsória reentextualizar, a partir do repertório local-global (MIGNOLO, 2003) do interpretante brasileiro, como a linguagem pode ser usada para perpetuar, arquitetar e ritualizar discursos normalizadores para o controle, endereçamento e interpelação dos corpos (BUTLER, 2003;1997; PINTO, 2002;2013a; 2013b). Tais ações tornam o corpo negro vulnerável a atos de nomeação e violência que o subalternizam historicamente. Por isso, as narrativas midiáticas (SILVERSTONE, 2002), ao fornecerem experiências mediadas sobre o mundo compondo o cenário de significação, possibilitam que T.M.O.C. indicie a espiritualidade do humor (BERGSON, 2001; SALES JR, 2006) por estratégias poéticas de exercitar a linguagem (BAUMAN & BRIGGS, 2006) e agir contra a ideologia dominante. O corpo negro é um signo ainda segregado e subalternizado em contexto de colonialidade/modernidade/globalização/Estado nas Américas e que constitui uma luta transterritorial que se especifica nos locais ao reproduzir as forças dominantes. Portanto, T.M.O.C., ao trazer uma narrativa que não apenas insere o corpo negro em visibilidade, o faz de forma reflexiva e critica pela ação metapragmática, contradiz a cordialidade, a comunicabilidade cultural e o não dito que direciona a situação brasileira, do interpretante, por uma neurose de si mesmo (GONZALEZ, 1984).

Dentre os objetivos, destacam-se a problematização dos discursos - como jogos de verdades e em meio a relações de poder - acerca da medicalização que circulam pelas escolas e a forma como essas lidam com as diferenças, especialmente com os chamados “alunos problema”. Para atingir esses objetivos, recorremos a vários artefatos culturais, em especial, aos relatórios encaminhados pelas escolas da rede municipal de ensino de Juiz de Fora à Secretaria de Educação descrevendo seus/as “alunos/as problema” em busca de apoio. Esses documentos são discutidos e problematizados como jogos discursivos que ligam ou que são estabelecidos entre escola/professores/famílias/medicina que atuam na constituição das subjetividades. Esta pesquisa, que aponta a forma como fui me (re)fazendo professor e pesquisador, teve como referencial os estudos foucaultianos, os estudos culturais, os estudos de gêneros e sinaliza que questões sociais, políticas, econômicas e, especialmente, as educacionais, como as apontadas “dificuldades de aprendizagem” e “indisciplina”, possam estar buscando e encontrando na área de saúde uma “solução” para seus “problemas”; como podemos ver pelo crescente número de diagnósticos de TDAH e a consequente prescrição de medicamentos conhecidos como “drogas da obediência” (Ritalina® e Concerta®). / Among Zombielike, Whales and ADHDs: school and medicalization proposes a discussion on the ways in which the medicalization goes through school and constitutes subjectivity, as well as its consequences, such as the contingency of creating a discourse of medicalization at school and what power effects the relation between school and medicalization carries. The main objectives of this study are the questioning of discourses – as truth games between power relations – about the medicalization that runs by schools and how it deals with the differences, especially with so-called "troublemaker students". To achieve these objectives, we resort to various cultural artifacts; in particular, the reports submitted by the municipal schools of Juiz de Fora to the Department of Education describing their "troublemaker students" asking for support. These documents are discussed and problematized as discursive games that connect or are established between school / teachers / families / medicine, working in the constitution of subjectivities. This research points to how I was (re)making myself as a teacher and a researcher, and it had as reference the Foucault studies, cultural studies and gender studies. This study also aims to show that social, political, economic and especially the educational issues, as pointed out "learning difficulties" and "indiscipline", may be seeking and finding in healthcare a "solution" to their "problems", as we can see through the increasing number of ADHD diagnoses and the consequent prescription of medicines known as “obedience drugs” (Ritalin and Concerta).

[pt] Esta dissertação tem como objetivo problematizar o lugar em que o ‘loucocriminoso’ foi inserido ao longo de todos esses séculos dentro da história da Psiquiatria. Preocupamo-nos em mostrar quem é este sujeito e o local onde ele vive encarcerado: o manicômio judiciário. Tentamos trazer à discussão os dispositivos utilizados, tanto pela Psiquiatria quanto pelo Direito, para classificar e normatizar este sujeito considerado inimputável. Para tanto, guiamo-nos pelas ideias de Michel Foucault, especialmente àquelas que dizem respeito às relações de saber/poder e aos jogos de verdade que permeiam o campo do instituído. Enfatizamos a necessidade de uma atitude crítica por parte do profissional que opera no campo da saúde, assim como alertamos para a importância de se criar ações de resistência frente àquilo que é imposto e considerado como naturalizado pela instituição mesma. Por fim, nos voltamos ao louco-criminoso internado no Manicômio Judiciário para tão somente ouvir as suas histórias. / [en] This dissertation has the objective of problematizing how the criminally insane were viewed along the years within the history of Psychiatry. We want to show who he is, how and where he is incarcerated: the prison for the criminally insane known in Brazil as Manicômio Judiciário. We attempt to bring to the discussion the mechanisms used by Psychiatry and by Law to classify and normatize this human being considered not to be regularly punished. To do so, we are guided by Michel Foucault s ideas, especially those related to the knowledge/power relationships and the truth games which permeate the institutionalized field. We emphasize the need for a critical attitude by the professional who operates in the health arena and also signal to the importance of creating resistance actions to what it is imposed and considered natural by the institution itself. Finally, we approach the criminally insane in the Manicôminio Judicário with the mere intention of listening to their stories.

This diploma thesis deals with home births and how they were referred to in the media regarding the medial cause with a midwife Ivana Königsmarková. The goal of this work is to describe approaches that can be traced on this cause, what is the gender dimension of these approaches like and how does the aspect of power manifest itself on them. To achieve that I've chosen a method of discourse analysis which is the best one to point out the relation between language, power and ideology. Analysed material is represented by the articles from Czech media that are associated with the given cause and on basis of which the most frequently occurring topics can be traced along with their tendencies throughout time. Last but not least I'm closely analysing two chosen articles which represent two dominant ways of thinking - the medical approach of labour and natural or alternative approach.

By this movement, she writes in a diary to deal with her anxieties, yearnings and feelings, while deciphering the pattern of the yellow wallpaper. It is a literary corpus and through it we understand that historical and social practices produce the subjectivity of the narrator-character. We base ourselves on Discourse Analysis as descriptive-interpretative and analytical support, based mainly on the following foucaultian notions: knowledge/power relations, objectivation/ subjectivation and freedom practices, madness, self-care, self-writing, resistance, desubjectivation. The study is structured in three chapters: in the first, we present the story and its author, gather academic research about the story, point out some elements of the fantastic literature observed in it; in the second, we discuss the theoretical-methodological framework, analyze knowledge/power relations in the constitution of the madness in the story; in the third, we explore freedom and self-care practices employed by the narrator-character, evidencing processes of desubjectivation that deprive her identity and place her before new possibilities of existence. Therefore, in this process of Foucault's discursive analysis, we reflect about the subject- positions assumed by the narrator-character, the discursive practices in which it inserts itself and is inserted, the effects of knowledge/power incident on its (dis)constitution as subject and the ruptures of patterns and roles imposed. We understand that the subjects constitute themselves and are constituted in and by the discourses of a given historical and social conjuncture, in addition to breaking with the imposed standards, the subjects transgress social norms, resist knowledge/power relations and, when desubjecting themselves from the standard model imposed upon them, they produce new subjectivities, reinvent themselves into something which is yet to come. This was the movement of resistance built by the narrator-character, the protagonist of the narrative under study. / A presente pesquisa tem como proposta analisar o processo de constituição discursiva da subjetividade da narradora-personagem do conto O papel de parede amarelo, de Charlotte Perkins Gilman. O conto narra a história de uma mulher enclausurada em uma mansão colonial por seu marido, que é médico, em decorrência da suposta propensão dela à histeria. Na reclusão, ela percebe outras mulheres presas ao papel de parede do quarto em que está hospedada. Por esse movimento, escreve em um diário para lidar com suas angústias, anseios e sentimentos, ao passo que decifra o padrão do papel de parede amarelo. Trata-se de um corpus literário e por meio dele entendemos que as práticas históricas e sociais produzem a subjetividade da narradora-personagem. Fundamentamo-nos na Análise do Discurso enquanto suporte descritivo-interpretativo e analítico, pautados, sobretudo, nas seguintes noções foucaultianas: relações de saber-poder, práticas de objetivação/subjetivação e de liberdade, loucura, cuidado de si, escrita de si, resistência, dessubjetivação. O estudo se estrutura em três capítulos: no primeiro, apresentamos o conto e sua autora, reunimos pesquisas acadêmicas sobre o conto, apontamos alguns elementos da literatura fantástica observados nele; no segundo, discutimos o arcabouço teórico-metodógico, analisamos relações de saber-poder na constituição da loucura no conto; no terceiro, exploramos práticas de liberdade e de cuidados de si empregadas pela narradora-personagem, evidenciando processos de dessubjetivação que destituem a identidade dela e a coloca diante de novas possibilidades de existência. Portanto, nesse processo de análise discursiva foucaultiana, refletimos sobre as posições-sujeito assumidas pela narradora-personagem, as práticas discursivas nas quais ela se inscreve e é inscrita, os efeitos do saber-poder incidentes na (des)constituição dela enquanto sujeito e nas rupturas de padrões e papeis impostos. Apreendemos que os sujeitos se constituem e são constituídos nos e pelos discursos de dada conjuntura histórica e social, além de que, ao romper com os padrões impostos, os sujeitos transgridem normas sociais, resistem a relações de saber-poder e, ao dessubjetivar-se do modelo padrão que lhes é imposto, produzem novas subjetividades, reinventam-se em um devir. Foi esse o movimento de resistência construído pela narradora-personagem, a protagonista da narrativa em estudo.

For this, we put in a discursive arena the various voices coming from the school practice and public institutional politics. We collected sayings of ten teachers of public institutions that work with this teaching modality being they subjects teachers from different cities, that are under the jurisdiction of Regional Secretariats of Morrinhos, Catalão, Itumbiara, Pires do Rio and Piracanjuba. Were analyzed, in the cutted sequences, discursive recurrences that characterize the says of the subjects surveyed in an alterity relation with the subject student. As theoretical support, we resort to Bakhtin Circle and the French Discourse Analysis, of Pêcheux, to discuss some fundamental concepts of dialogical relations such as subject, language conception, alterity and dialogue. Other discussions have taken place having as reference Michel Foucault, in which we based the discussions about the relations of knowledge and power. Also we describe the effects of meaning coming of discursive and social practices that involve Youth and Adult Education. Is worth mentioning that our theoretical research used the proposal of Resonances Discourse Analysis in Open Testimonials, of Serrani-Infante (1998), for the data collect, transcription of the collected testimonies, and the analysis of the corpus. This allowed us to auscultation of different voices with which the subject teacher of Portuguese of Youth and Adult Education dialogues, resonating, thus, a representation that the teacher has about himself, that is built on the relation to the other, being permeated by the discourse of psychology, of the neoliberal discourse and relations of knowledge and power. At various points, the institutional discourse constituted in the arena socio-discursive converges to the same discursive formation of teachers, because they subscribe in an imaginary formation, in which the student of EJA is idealized, and therefore, the teacher is too. In the order of discourse of the documents, there is the prescription in order to convince teachers to have determined teaching practices. However, they position themselves axiologically, revealing a practice of teaching that considerate the needs of their students by introducing a teacher who responds to the other and that is responsible for taking the ethical position. / Esta pesquisa propõe-se a investigar os dizeres de sujeitos professores de Língua Portuguesa da Educação de Jovens e Adultos do estado de Goiás em relação aos dois documentos oficiais do estado: as Diretrizes Curriculares da Educação de Jovens e Adultos do Estado de Goiás e as Matrizes Curriculares de Língua Portuguesa: Primeira e Segunda Etapas – Ensino Fundamental. Para tanto, colocamos em uma arena discursiva as várias vozes oriundas da prática escolar e da política institucional pública. Coletamos dizeres de dez professores de instituições públicas que trabalham com essa modalidade de ensino, sendo eles sujeitos de diferentes cidades, jurisdicionadas às Subsecretarias Regionais de Morrinhos, Catalão, Itumbiara, Pires do Rio e Piracanjuba. Foram analisadas, nas sequências recortadas, recorrências discursivas que caracterizam os dizeres dos sujeitos pesquisados em uma relação de alteridade com o sujeito aluno. Como suporte teórico, recorremos ao Círculo de Bakhtin e à Análise do Discurso Francesa, de Pêcheux, para discutirmos alguns conceitos fundantes das relações dialógicas, tais como sujeito, concepção de língua, alteridade e diálogo. Outras discussões deram-se tendo como referência Michel Foucault, no qual fundamentamos as discussões acerca das relações de saber e poder. Ainda descrevemos os efeitos de sentido advindos das práticas discursivas e sociais que envolvem a Educação de Jovens e Adultos. Vale ressaltar que nossa investigação teórica utilizou-se da proposta de Análise de Ressonâncias Discursivas em Depoimentos Abertos, de Serrani-Infante (1998), para a coleta de dados, a transcrição dos depoimentos coletados, e a análise do corpus. Isso nos permitiu a ausculta das diferentes vozes com as quais o sujeito professor de Língua Portuguesa de Educação de Jovens e Adultos dialoga, ressoando, assim, uma representação que o próprio professor tem de si, que é construída na relação com o outro, sendo perpassada pelos discursos da psicologia, do discurso neoliberal e pelas relações de saber e poder. Em vários pontos, o discurso institucional constituído na arena sócio-discursiva converge para a mesma formação discursiva dos professores, pois se inscrevem em uma formação imaginária, em que o aluno da EJA é idealizado, e, logo, o professor também o é. Na ordem do discurso dos documentos, há a prescrição como forma de convencer os professores a terem determinadas práticas de ensino. No entanto, eles posicionam-se axiologicamente, revelando uma prática de ensino que leva em conta as necessidades dos seus alunos, instaurando um professor que responde ao outro e que é responsável por uma tomada de posição ética.

Concept "value-action gap" is most often mentioned in frame of behavioral studies of individial approach to ecological issues. Its meaning lies in description of a gap that opens between values claimed by respondents and their consequent actions (people act in accordance with values which are different than those pro-environmental values that they originally signed up to). There also is a concept of "knowing-doing gap" which stems from a different context and describes different situations. Its authors demonstrate how many corporations/firms/organizations employ disfunctional/ineffective management practices and ways of work organization - and all that in a situation when responsible employees and managers know about better practices. Furthermore, those employees are being continually educated about those more effective practices; corporation/firm also has plans of implementation of those done by hired consultants and all those plans would have had better results, should they be implemented. But despite this knowledge and good experiences of other organizations - managers keep on working using old inefective means.
