Mobilidade ocupacional e qualificação : um estudo com trabalhadores da região metropolitana de porto alegre

Este estudo tem como objetivo geral analisar a relação entre mobilidade ocupacional e qualificação dos trabalhadores, atentando para a implicação da mobilidade para a valorização ou para a desvalorização da qualificação. A mobilidade foi tratada como exercício de diferentes ocupações. A qualificação foi definida como articulação entre os saberes e a classificação social atribuída às ocupações, aos saberes e aos trabalhadores. Compreende-se que a mobilidade, ao traduzir alterações nos saberes e na classificação social conferidos às ocupações desempenhadas, elementos que também compõem a qualificação do trabalhador, pode representar valorização ou desvalorização da sua qualificação. O estudo contou com informações de 28.033 trabalhadores cadastrados, em 2009, no Sistema de Gestão das Ações de Emprego. Trata-se de trabalhadores com 30 ou mais anos de idade, residentes na Região Metropolitana de Porto Alegre e com registro de experiência de trabalho. Além disso, entrevistou-se 14 destes trabalhadores, aprofundando as informações sobre mobilidade e qualificação. Articulando a abordagem da qualificação como construção social àquela da análise ocupacional, a mobilidade e a qualificação dos trabalhadores foram identificadas e analisadas. Evidenciamos o predomínio da baixa mobilidade ocupacional entre os trabalhadores considerados neste estudo. A mobilidade ocupacional, para esses trabalhadores, concentrou-se principalmente em ocupações com menores exigências de escolaridade, de formação técnica e de experiência na atividade laboral e com baixas remunerações. Nesse sentido, ela não implicou ganhos em termos de valorização da qualificação dos trabalhadores. Além disso, a maior parte dos trabalhadores exerceu ocupações próximas. Entre os entrevistados verificamos que a proximidade das ocupações permitiu o aproveitamento dos saberes e a permanência no mercado de trabalho, porém, não implicou uma maior valorização da sua qualificação. A distância das ocupações foi associada por eles à hierarquização e à desvalorização de algumas ocupações frente a outras. Para os entrevistados com exercício de ocupações que se distanciam, verificamos o exercício de ocupações de maior valorização, entretanto, foi uma valorização momentânea. A mobilidade foi associada pelos entrevistados à aprendizagem e à não-especialização e apontou a busca por posições superiores nos processos e no mercado de trabalho e na sociedade. / This study has as overall objective to analyse the relation between occupational mobility and skills of workers, giving special attention to mobility implication to valorisation or devalorisation of the skills. Cette thèse se propose d'analyser les enjeux révélés par la diffusion et la concrétisation, en Lorraine, des revendications syndicales de « la prise en charge des discontinuités d'emploi » qui sont construites et promues au niveau confédéral par les confédérations CFDT et CGT. En analysant la matérialisation des revendications confédérales à un niveau local, cette thèse s'intéressera plus largement aux stratégies tenues par les confédérations syndicales. Elle interrogera l'autonomie et la capacité d'action des syndicats dans le champ des relations professionnelles. Schématiquement, les revendications de la CFDT pour une « sécurisation des parcours professionnels » et de la CGT pour un « nouveau statut du travail salarié » visent à maintenir respectivement l'employabilité et la qualification des individus en dehors ou entre deux emplois. En mobilisant des terrains qui explorent les niveaux confédéral, interprofessionnel et de l'entreprise, on cherchera à comprendre si ces référentiels idéologiques confédéraux imprègnent les pratiques syndicales locales. Le cadre théorique et disciplinaire de cette thèse est principalement celui de la sociologie du syndicalisme et celui de l'emploi, mais empruntera tout naturellement à celui de la sociologie générale. / This thesis is an attempt to shed light on the stakes revealed by the national trade unions claims made by the CFDT and the CGT regarding "employment discontinuity" in the Lorraine region. This thesis will analyze how these national trade unions claims are translated at a local level and will highlight unions' strategies. The trade unions' autonomy and their capacity for action will be particularly enhanced in this thesis. Schematically, the "sécurisation des parcours professionnels" defended by the CFDT and the "nouveau statut du travail salarié" supported by the CGT aim to sustain the employability or the qualification of unemployed people. Different fieldworks at national and local levels will help to understand if these national trade unions claims manage to be real in the company or within social agreements. The theoretical and disciplinary framework of this thesis is mainly based on the Sociology of trade unionism and of employment, but it will naturally use some elements from general Sociology.

A recente intensificação da mecanização do corte da cana, ao mesmo tempo em que reduz postos de trabalho, representa piora no processo de trabalho do corte manual. Em entrevistas realizadas junto a trabalhadores da agroindústria canavieira residentes no município de Barrinha - SP, situado na região de Ribeirão Preto, procuramos reconstituir suas histórias de vida e representações acerca desse processo. Buscou-se também mapear as mobilidades espaciais e ocupacionais desses trabalhadores, tendo em vista apontar as tendências desses deslocamentos e seus significados / Abstract: This research aims to analyze the implications of the mechanization of sugarcane harvest for workers in the São Paulo sugarcane fields, especially regarding the process and labor relations. The recent intensification of the mechanization process of the sugar cane harvest, while reducing jobs, is worsening the working process of manual harvest. In interviews with the workers of sugarcane agribusiness residents in the city of Barrinha-SP, in the region of RibeirãoPreto, we tried to reconstruct their life stories and representations of this process. El objetivo de este trabajo es identificar si la variación salarial es un factor que induce a los trabajadores del mercado laboral peruano a movilizarse de una ocupación a otra. Para ello, se ha realizado el análisis de la movilidad ocupacional a nivel agregado y específico, utilizando la base de datos ENAHO Panel concerniente al periodo 2014–2018. La metodología utilizada en esta investigación se centra en los modelos de elección discreta, Logit y Probit. Los resultados obtenidos bajo esta metodología muestran que, a nivel agregado, si un trabajador determina que, al cambiar de ocupación, puede obtener un incremento en su salario, entonces la probabilidad de movilizarse se incrementa. Sin embargo, esta relación no se mantiene cuando se analiza transiciones específicas, como es el caso de la movilización de la ocupación empleador a trabajador independiente. / The objective of this work is to identify if the salary variation is a factor that induces workers in the Peruvian labor market to move from one occupation to another. For this, an analysis of occupational mobility has been carried out at an aggregate and specific level, using the database of the ENAHO Panel for the period 2014-2018. The methodology used in this research focuses on discrete choice models, Logit and Probit. The results obtained under this methodology show that, at the aggregate level, if a worker determines that, by changing occupation, he can obtain an increase in his salary, then the probability of mobilizing increases. However, this relationship does not hold when analyzing specific transitions, such as the mobilization of the occupation from employer to self-employed worker. / Trabajo de investigación

Om dit te kon bereik, is eerstens 'n uitgebreide literatuurstudie onderneem en is die aard van beroepsmobiliteit, faktore wat 'n invloed op die beroepsmobiliteit van maatskaplike werkers kan he en die gevolge daarvan op maatskaplikewerkdienslewering, die maatskaplike werker en die maatskaplikewerkorganisasie verken en beskryf. Tweedens is 'n empiriese studie onderneem en is inligting oor die navorsingsonderwerp deur middel van posvraelyste as data-insamelingsinstrument by maatskaplike werkers en maatskaplikewerkorganisasies verkry. Die empiriese studie het aangedui dat maatskaplike werkers meestal aan onrealisties hoe roleise in die werksituasie en hul persoonlike lewens blootgestel is en dat die omgewings waarin hul figureer, soos die werksomgewing en persoonlike omgewings, dikwels as onvriendelik beleef word en dat dit 'n stabiele arbeidsmag verhinder. Faktore wat met die werksomstandighede van maatskaplike werkers verband hou, dra by tot die beroepsmobiliteit van maatskaplike werkers, sowel as faktore wat met persoonlike omstandighede verband hou, terwyl oorplasings en bevorderings ook 'n rol in die werksomset van maatskaplike werkers speel. Interaksie en wedersydse beinvloeding tussen die verskillende faktore vind voortdurend plaas. Daar is tot die gevolgtrekking gekom dat die maatskaplike werker, deur beroepsmobiel te wees, poog om 'n passing tussen roldruk en omgewingsdruk te bewerkstellig. Met betrekking tot die gevolge van die werksomset van maatskaplike werkers, is bevind dat maatskaplikewerkdienslewering, die maatskaplike werker en die maatskaplikewerkorganisasie positief en negatief beinvloed word wanneer maatskaplike werkers van werk verwissel of ophou om beroepsarbeid te verrig. Tendense kon deur die ondersoek vasgestel word en dit kan hydra tot die ontwikkeling van 'n teorie oor die beroepsmobiliteit van maatskaplike werkers. Aanbevelings is gemaak ten einde die beroepsmobiliteit van maatskaplike werkers te verminder en/of te voorkom / This study attempts to gain insight into the occupational mobility of social workers. In order to achieve this, an· extensive literature study was undertaken and the nature of occupational mobility, factors that could affect the occupational mobility of social workers and the consequences thereof on the delivery of social work, the social worker and the social work organisation were explored and described. Secondly, an empirical study was undertaken and information on the research topic was obtained from social workers and social work organisations through postal questionnaires as data gathering instruments. The empirical study indicated that social workers are mostly exposed to unrealistically high role demands in the work situation and in their personal lives and that the environments in which they figure, such as the work and personal environments, are often experienced as unfriendly and that these hinder a stable labour force. Factors related to the working conditions as well as to the personal situations of social workers contribute to the occupational mobility of social workers while transfers and promotions also play a part in the work turnover of social workers. Interaction and mutual influencing between the various factors take place constantly. It is concluded that occupational mobility is the result of the social workers' efforts to bring about a harmony between role and environmental pressures. With regard to the work turnover of social workers, it was found that the delivery of social work service, the social worker and the social work organisation are affected positively and negatively when social workers change jobs or cease to perform professional work. The study was able to pinpoint trends and this can contribute to the development of a theory on the occupational mobility of social workers. Essays on the German labor market

Diese Dissertation umfasst drei Aufsätze, von denen sich die ersten beiden mit dem Phänomen der beruflichen Mobilität von Arbeitnehmern im westdeutschen Arbeitsmarkt befassen. Der erste Aufsatz untersucht für Absolventen einer dualen Berufsausbildung die kausalen Lohneffekte von Mobilität über Firmen und Berufe hinweg. Die Instrumentenvariablenschätzungen, welche exogene Variation in regionalen Arbeitsmarktcharakteristika ausnutzen, zeigen, dass Berufswechsel innerhalb des Ausbildungsbetriebs einen Karrierefortschritt darstellen. Bei Jobwechseln dominiert der Verlust von firmenspezifischem Humankapital. Allerdings nimmt der Lohnverlust nicht weiter zu, wenn zusätzlich zur Firma auch der Beruf gewechselt wird. Angesichts dieser Ergebnisse dokumentiert der zweite Aufsatz Muster von beruflicher Mobilität in Westdeutschland über den Zeitraum 1982--2008 innerhalb von und zwischen Firmen. Die Häufigkeit von beruflicher Mobilität hat seit 1982 zwischen Firmen signifikant zugenommen und innerhalb von Firmen signifikant abgenommen. Die Analyse betrachtet zudem mögliche Erklärungsansätze für diese Entwicklungen, wie zum Beispiel den demografischen Wandel oder den Zusammenhang zwischen beruflicher Mobilität und Arbeitslosigkeit. Der dritte Aufsatz untersucht den Zusammenhang zwischen Produktmarktderegulierung und Arbeitsmarktergebnissen. Die Reform der deutschen Handwerksordnung von 2003 wird als natürliches Experiment genutzt, um mögliche Einflüsse der Abschaffung von Markteintrittsbarrieren auf selbstständige und abhängige Beschäftigung zu untersuchen. Da Zweifel an der Gültigkeit der identifizierenden Annahmen aufkommen, können die Schätzergebnisse nicht kausal interpretiert werden. Dennoch legen die Ergebnisse zumindest in Teilen nahe, dass der in der Literatur bereits dokumentierte positive Effekt auf selbstständige Beschäftigung plausibel ist, wohingegen die Reform vermutlich keinen Anstieg der abhängigen Beschäftigung in den deregulierten Berufen zur Folge hatte. / This thesis comprises three essays, out of which the first two study the phenomenon of worker mobility across occupations in the West German labor market. The first essay studies the causal wage effects of mobility across firms and occupations among graduates from apprenticeship training. Exploiting variation in regional labor market characteristics the instrumental variables estimations indicate that occupation switches within the training firm involve a career progression. For job switches the loss of firm-specific human capital seems to dominate. However, the wage loss does not grow when an occupation switch occurs simultaneously. In light of these results, the second essay in this thesis studies patterns of occupational mobility in West Germany over the period 1982--2008 separately within and across firms. Most importantly, occupational mobility rates across firms have significantly increased since the early 1980s, while within-firm occupational mobility rates have significantly decreased. The essay also assesses potential explanations for these developments, such as demographic change or the relationship between occupational mobility and unemployment. The third essay in this thesis studies the relationship between product market deregulation and labor market outcomes. It exploits the 2003 reform of the German Crafts Code as a natural experiment to study how the abolishment of barriers to firm entry may affect self-employment and dependent employment. Since there are doubts regarding the validity of the identifying assumptions, the results cannot be interpreted causally. Nevertheless, the analysis at least partially corroborates the evidence for a positive reform effect on self-employment documented elsewhere in the literature, while the reform seems not to have had a positive effect on dependent employment in the deregulated crafts occupations.

Die beroepsmobiliteit van maatskaplike werkers in Suid-Afrika

Text in Afrikaans / In hierdie studie is gepoog om insig in die beroepsmobiliteit van maatskaplike werkers te verkry. Om dit te kon bereik, is eerstens 'n uitgebreide literatuurstudie onderneem en is die aard van beroepsmobiliteit, faktore wat 'n invloed op die beroepsmobiliteit van maatskaplike werkers kan he en die gevolge daarvan op maatskaplikewerkdienslewering, die maatskaplike werker en die maatskaplikewerkorganisasie verken en beskryf. Tweedens is 'n empiriese studie onderneem en is inligting oor die navorsingsonderwerp deur middel van posvraelyste as data-insamelingsinstrument by maatskaplike werkers en maatskaplikewerkorganisasies verkry. Die empiriese studie het aangedui dat maatskaplike werkers meestal aan onrealisties hoe roleise in die werksituasie en hul persoonlike lewens blootgestel is en dat die omgewings waarin hul figureer, soos die werksomgewing en persoonlike omgewings, dikwels as onvriendelik beleef word en dat dit 'n stabiele arbeidsmag verhinder. Faktore wat met die werksomstandighede van maatskaplike werkers verband hou, dra by tot die beroepsmobiliteit van maatskaplike werkers, sowel as faktore wat met persoonlike omstandighede verband hou, terwyl oorplasings en bevorderings ook 'n rol in die werksomset van maatskaplike werkers speel. Interaksie en wedersydse beinvloeding tussen die verskillende faktore vind voortdurend plaas. Daar is tot die gevolgtrekking gekom dat die maatskaplike werker, deur beroepsmobiel te wees, poog om 'n passing tussen roldruk en omgewingsdruk te bewerkstellig. Met betrekking tot die gevolge van die werksomset van maatskaplike werkers, is bevind dat maatskaplikewerkdienslewering, die maatskaplike werker en die maatskaplikewerkorganisasie positief en negatief beinvloed word wanneer maatskaplike werkers van werk verwissel of ophou om beroepsarbeid te verrig. Tendense kon deur die ondersoek vasgestel word en dit kan hydra tot die ontwikkeling van 'n teorie oor die beroepsmobiliteit van maatskaplike werkers. Aanbevelings is gemaak ten einde die beroepsmobiliteit van maatskaplike werkers te verminder en/of te voorkom / This study attempts to gain insight into the occupational mobility of social workers. In order to achieve this, an· extensive literature study was undertaken and the nature of occupational mobility, factors that could affect the occupational mobility of social workers and the consequences thereof on the delivery of social work, the social worker and the social work organisation were explored and described. Secondly, an empirical study was undertaken and information on the research topic was obtained from social workers and social work organisations through postal questionnaires as data gathering instruments. The empirical study indicated that social workers are mostly exposed to unrealistically high role demands in the work situation and in their personal lives and that the environments in which they figure, such as the work and personal environments, are often experienced as unfriendly and that these hinder a stable labour force. Factors related to the working conditions as well as to the personal situations of social workers contribute to the occupational mobility of social workers while transfers and promotions also play a part in the work turnover of social workers. Interaction and mutual influencing between the various factors take place constantly. It is concluded that occupational mobility is the result of the social workers' efforts to bring about a harmony between role and environmental pressures. With regard to the work turnover of social workers, it was found that the delivery of social work service, the social worker and the social work organisation are affected positively and negatively when social workers change jobs or cease to perform professional work. The study was able to pinpoint trends and this can contribute to the development of a theory on the occupational mobility of social workers.
