Empresas promotoras de saúde no sistema de saúde colombiano: dinâmica financeira estrutural. / Health promothing entity in the colombian health system: structural financial dynamics.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Esta dissertação analisou as Empresas Promotoras de Salud (EPS), seguradoras de saúde introduzidas no sistema de saúde colombiano através da reforma sanitária instaurada com a Lei n 100/1993, desde uma perspectiva de economia política crítica, através do método de análise documental. A maioria delas são empresas privadas com finalidade lucrativa que conformaram rapidamente um oligopólio que reproduziu problemas dos modelos de Managed Care e Managed Competition já conhecidos internacionalmente. Esta dissertação analisou as relações entre os processos de financeirização do sistema capitalista e o processo de ajuste estrutural na Colômbia, com a reforma sanitária e a dinâmica financeira das EPS. Também foi analisada a introdução de mecanismos próprios do processo de financeirização na gestão financeira das EPS, como: a alavancagem; a reprodução ampliada de capital através da dívida pública; e os investimentos em ativos securitizados. Dado que o sistema de saúde atual se caracteriza por altos níveis de inequidade e injustiça, as consequências da finalidade lucrativa neste, com suas expressões concretas de sofrimento e morte na população, foram preocupações transversais deste trabalho. Os resultados desta dissertação demonstraram a concentração oligopólica do mercado de seguros privados de saúde, cujas empresas se organizaram como um cartel, dificultando o acesso aos serviços de saúde para seus segurados, o que contribuiu para a piora de indicadores de saúde da população. Quando a mobilização social obrigou a aumentar o controle sobre as EPS, estas começaram a sair do mercado declarando-se em falência, ou entrando subitamente em balanços financeiros negativos. / This thesis analyzes the Empresas Promotoras de Salud (EPS meaning health promoting entity), which are health insurance companies that act in the Colombian health system since the health reform law of 1993 (Law 100). Based on a document analysis and within a critical political economy framework, we firstly address the relations between the financialization process in the capitalist system, the structural reforms and the health care reform, with the EPSs financial dynamics, and secondly address the reproduction of financialization mechanism inside the EPS including financial leverage; expanded reproduction of capital through the public debt; and investments in securitized assets. Most EPS are private for profit companies, which quickly formed an oligopolistic market and exemplify internationally recognized contradictions of the Managed Care and Managed Competition models, also as its forprofit orientation and functioning has been related to the exacerbation of health inequities and has further been recognized as a driver of suffering and death in the population. This has primarily been related to the oligopolistic concentration of the private health insurance market, whose companies are organized as a cartel, hindering access to health services for the population. When social mobilization forced to increase control over the EPS, they began to leave the market declaring themselves bankrupt, or suddenly entered negative financial statements.

Estado de coisas inconstitucional no direito fundamental à comunicação: análise do regime jurídico da radiodifusão audiovisual no Brasil

The work intends to present two concepts undeveloped in legal science and that while developed with different objectives and also distant historical, help explain one another. The fundamental right to communication is understood in this text as a political right, and is the ability to experience a balanced access to the media. It is political, since formatting ideas, social values and symbols in contemporary society develops largely through the media outlets that are controlled, in turn, for a very small portion of society. The concentration of ownership in the mass media form an opinion control with results similar to the imbalance of political representation at the institutional level. The possibility of an oligopoly, in turn, is given by both the weak regulation as by chronic disrespect to the existing, and it is the latter factor that is highlighted here. This legal anomie, where all powers disregard both Constitution as to the law that regulates it called unconstitutional standing, well represented in the situation of brazilian audiovisual broadcasting, which this work seeks to develop by analyzing the legislation and data on the sector. / O trabalho pretende apresentar dois conceitos pouco trabalhados na ciência jurídica e que, embora desenvolvidos com objetivos distintos e com históricos também distantes, ajudam a explicar um ao outro. O direito fundamental à comunicação é compreendido neste texto como um direito político, e consiste na possibilidade de experimentar um acesso equilibrado aos meios de comunicação. É político, dado que formatação de ideias, valores e símbolos sociais na sociedade contemporânea se desenvolve em grande parte através dos veículos de mídia que são comandados, por seu turno, por uma parcela ínfima da sociedade. A concentração da propriedade na comunicação de massa forma um controle de opinião com resultados semelhantes ao desequilíbrio da representação política a nível institucional. A possibilidade de existência de um oligopólio, por seu turno, se dá tanto pela fraca regulação quanto pelo desrespeito crônico em relação à existente, e é este o último fator que é aqui destacado. Esta anomia jurídica, em que todos os poderes desconsideram tanto o texto Magno quanto à legislação que o regula chama-se estado de coisas inconstitucional, bem representado na situação da radiodifusão audiovisual brasileira, que o trabalho procura desenvolver através da análise da legislação e dados sobre o setor.

近期關於組織目標的研究指出,傳統以營利為目的的公司,隨著政府與大眾對於社會議題的日益關注而開始履行企業社會責任;另一方面,傳統以解決社會問題為目的的非營利組織,為了處理資金問題而開始從事營利行為。因為營利與非營利組織的分界開始模糊,各種混合型態的組織跟著出現,構成了一個組織目標的光譜。然而,這個概念上的目標光譜並不容易呈現,目前針對社會價值的創造(Social Value Creation,簡稱SVC)在量化上的分析成果亦有限。本研究從產業經濟學的混合寡占理論出發,提出一個「SVC投資市場」以衡量組織對於社會價值的重視程度,並使用觀察到的資料描繪出SVC投資市場中的需求。再透過組織目標函數的設定以及在市場中競爭的結果,推估組織考量社會價值的比重,找出組織在目標光譜中的位置。本研究針對台灣上市公司的企業社會責任報告書資料以及財報資料進行分析後發現,目前台灣上市公司的消費者並不太重視公司的SVC活動。政府若欲提升公司對於SVC的重視程度,可以嘗試藉由改變消費者的購買決策來影響公司的目標決策。

[pt] O presente trabalho busca estudar o impacto da preempção em jogos de momento ótimo em um oligopólio assimétrico, aplicando-o no mercado brasileiro de latas de alumínio. Uma primeira análise de um mercado monopolista ajuda a compreender a estrutura do modelo e os principais pontos que influenciam o valor da firma. Em seguida, entramos no caso de um oligopólio simétrico. Esta etapa introduz as interações estratégicas e suas consequências nos investimentos das empresas. Nesse momento, é introduzida a noção de preempção e seus efeitos sobre as decisões ótimas a serem tomadas. Entramos, então, no modelo de jogos de opções em um oligopólio assimétrico com preempção, adaptado para o caso com três empresas atuando no mercado, representando a indústria de latas de alumínio no Brasil. Primeiro uma solução analítica é encontrada, seguida por uma aplicação numérica. Um dos principais resultados é que as empresas precisam antecipar seus investimentos quando existe a ameaça de preempção no mercado, o que as impede de investir no momento em que maximizariam seus valores. / [en] This study aims to analyze the impact of preemption in investment-timing games under asymmetric oligopolies. The model developed in the dissertation is, then, applied to the Brazilian aluminum can industry. A first analysis of a monopolist market helps understand the foundations of the model and the key aspects that influence the firm s value. Then, we deal with a case involving competition with symmetric firms, taking into account the strategic interactions and its consequences to the investment-timing. At this point, it is introduced the notion of preemption and its effects on the optimal timing decisions. Finally, we study the oligopoly games under asymmetric cost and preemption for the case with three firms in the market, representing the Brazilian aluminum can industry. First an analytical solution is found, followed by a numerical application. One of the main results is that the presence of rivals lowers the threshold that triggers investment, so investment occurs sooner, preventing firms to invest in the time that would maximize their values.

The present paper aims to show that the oligopoly problem is much more determined than commonly believed. In oligopoly prerequisites are likely to prevail inducing a 'normal' behaviour in accordance with profit maximization. This leads to a price combination located at an exactly definable line section. Finally some consequences upon economic policy are outlined. / Dieser Beitrag versucht zu zeigen, daß das Oligopolproblem wesentlich determinierter ist als gemeinhin angenommen. Im Oligopol liegen die Voraussetzungen besonders günstig, daß durch ein aus dem Streben nach Gewinnmaximierung abgeleitetes, "normales" Verhalten eine Preiskombination auf einem exakt abgrenzbaren Kurvenabschnitt zustande kommt. Abschließend werden wirtschaftspolitische Konsequenzen angedeutet.

Estabelecem-se alguns resultados que permitem computar os equilíbrios de Nash deste modelo e descrevem-se algumas de suas propriedades, tais como condições de existência. / [en] This work analyzes an electricity market in which generators declare quadratic cost functions for the grid operator and also the maximum capacity available. The operator then determines the quantities that each generator must produce to meet an inelastic demand at the lowest possible cost. Some results are established that allow computing the Nash equilibria of this model and some of their properties are described, such as existence conditions.

For smaller niche companies in an oligopoly market to survive and grow, they need to focus on either having unique products and/or unique, more efficient internal processes compared to their larger competitors. One possible success factor for these smaller companies is to exploit the business potential found in an increasingly digitalized world. To fully utilize this potential, it is necessary for companies to ensure that their business models and strategies include performing a digital transformation as one of their key focus areas. This study focuses on the benefits that a company can derive from creating a digitalized back-end product management system that is integrated with a front-end, online user interface. The two research questions answered in this study are related to the interrelationship between business model and strategy and the creation of a digitalized product management system. In order to answer these questions, two case studies of three smaller, niche companies operating on the Swedish oligopoly markets of telecommunication and power distribution were performed. Interviews were held with representatives from these companies and the results of the interviews were coded by utilizing a Research Framework created for this study. The Research Framework was created based on the performed literature review including the dynamic capabilities concept that encompasses a company’s ability to sense, seize and transform itself to create a successful business model. The results of the case studies showed the benefits of digitalization in designing and utilizing a product management system that is integrated with a front-end user interface. Such an integrated platform should support in achieving increased customer satisfaction, as customers increasingly expect their suppliers to have a platform that enables them to online make their product choices, administrate their own accounts and retrieve historical data. This is part of a societal trend that smaller niche companies can utilize in their business model and strategy to in an agile manner meet the competition from their larger competitors. Besides increasing customer satisfaction, a well designed, digitalized product management system integrated with an online user interface makes it possible to decrease the need for manual administrative processes. This results in an increase in efficiency and reduced costs within a company or gives the employees the opportunity to focus on more value added activities. In this manner, the product management system has shown to be an important bridge between customers, product offerings, internal business management processes and a company’s business model and strategy. / För att mindre nischföretag på en oligopolmarknad ska kunna överleva och växa måste de fokusera på att ha unika produkter och/eller unika, effektivare interna processer jämfört med sina större konkurrenter. En möjlig framgångsfaktor för dessa mindre företag är att dra fördel av den affärspotential som finns i en alltmer digitaliserad värld. För att fullt ut kunna utnyttja denna potential är det nödvändigt för företag att se till att deras affärsmodell och strategi inkluderar att genomföra en digital omvandling som ett av dess viktigaste fokusområden. Denna studie fokuserar på de fördelar som ett företag kan få av att skapa ett digitaliserat produkthanteringssystem som är integrerat med ett online kundanvändargränssnitt. De två forskningsfrågorna som besvaras i denna studie är relaterade till sambandet mellan affärsmodell och strategi och skapandet av ett digitaliserat produkthanteringssystem. För att svara på dessa frågor utfördes två fallstudier av tre mindre nischföretag som verkar på de svenska oligopolmarknaderna för telekommunikation och kraftdistribution. Intervjuer hölls med representanter från dessa företag och resultaten av intervjuerna kodades genom att använda ett ramverk som skapats för denna studie. Ramverket skapades baserat på den utförda litteraturstudien, inklusive konceptet om dynamisk kapabilitet som omfattar ett företags förmåga att känna, agera och förändra för att skapa en framgångsrik affärsmodell. Resultaten från fallstudierna visade värdet av en digitalisering i utformningen och användningen av ett produkthanteringssystem som är integrerat med ett online kundanvändargränssnitt. Dessa fördelar inkluderar ökad kundnöjdhet, eftersom kunder i allt högre grad förväntar sig att deras leverantörer har produkthanteringssystem som gör det möjligt för dem att online göra sina produktval och administrera sina egna konton. Detta är en del av en samhällelig trend som mindre nischföretag kan använda i sin affärsmodell och strategi för att på ett agilt sätt möta konkurrensen från sina större konkurrenter. Busca oferecer maiores subsídios sobre um tema que só recentemente tem sido melhor estudado, dada a sua ligação com o meio ambiente e a polêmica sobre o desenvolvimento sustentável. / This thesis researched about recycling in Brazil highlighting four of the most significatives recyclily solid residues, e.g. tin (aluminium) cans, paper, bottles made of polyethylene terephthalate (PET) and the glass. Due to its liaison with the environment and the controversies about the sustainable development, this thesis offer great subsidies about a theme that only recently has been deeply studied.
