Marcos legais, como a Lei de Cotas e a Lei Brasileira de Inclus?o, nascem em conson?ncia com as mudan?as de paradigmas que permeiam as sociedades, modelos que transitam das concep??es da integra??o para a inclus?o. Preocupando-se com as barreiras ainda presentes na sociedade e entendendo o papel da universidade enquanto representante de uma institui??o educacional e de forma??o social, este trabalho buscou avaliar os fluxos de inser??o e acompanhamento das condi??es de trabalho de servidores com defici?ncia da Universidade Federal do Rio Grande do Norte. Desse modo, realizou-se um estudo de caso com abordagem mista de dados que contou com a participa??o de 18 servidores com defici?ncia, envolvidos no processo institucional de inclus?o entre janeiro de 2015 a setembro de 2016. Os achados resultantes da utiliza??o de entrevistas semiestruturadas, an?lise documental de relat?rios de inspe??o t?cnica, leis e Planos de Desenvolvimento Institucionais, foram apreciados com aux?lio de estat?stica descritiva e an?lise tem?tica-categorial, considerando as caracter?sticas das informa??es acessadas. Concluiu-se que a comunidade acad?mica tem se apropriado do conceito da inclus?o social, mas que a elimina??o de constantes barreiras atitudinais, f?sicas e de procedimentos ainda ocorre timidamente, sendo necess?rio, portanto, um melhor aporte de a??es institucionais voltadas aos servidores com defici?ncia. / Brazilian legislation has been progressing steadily, accompanying the struggle movements in favor of people with disabilities. Legal frameworks, such as the Quota Law and the Brazilian Inclusion Law, are born in line with the paradigm shifts that permeate societies, models that move from conceptions of integration to inclusion. Concerning the barriers still present in society and understanding the role of the university as representative of an educational institution and social formation, this work sought to evaluate the insertion and monitoring flows of the working conditions of disabled employees of the Federal University of Rio Grande do Norte. Thus, a multi-method study of mixed data approach was carried out, with the participation of 18 disabled employees, involved in the institutional inclusion process between January 2015 and September 2016. The findings resulting from the use of semistructured interviews , documentary analysis of technical inspection reports, laws and Institutional Development Plans were evaluated with the aid of descriptive statistics and thematic-categorial analysis, considering the characteristics of the information accessed. It was concluded that the academic community has appropriated the concept of social inclusion, but that the elimination of constant attitudinal, physical and procedural barriers still occurs timidly, and therefore, a greater and better contribution of institutional actions directed at the deficiency.

Para atingir os objetivos, foram realizadas coletas de dados, atrav?s de entrevista de roteiro semi-estruturada, pesquisa documental e um grupo focal, onde os dados foram analisados por meio da t?cnica analise de conte?do, sendo poss?vel ent?o, diagnosticar os problemas internos do setor e suas causas, e com base na teoria e estudos anteriores fundamentados neste projeto, propor um novo modelo com a??es de melhorias vi?veis de implementa??o em seus procedimentos, em raz?o do seu contexto organizacional e suas reais necessidades. Assim, este estudo de caso de car?ter diagn?stico, caracterizou-se como uma pesquisa aplicada qualitativa e explorat?ria. Os resultados apontaram falhas nos procedimentos de receber (recep??o, descarga, acolhimento e confer?ncia), armazenar (estocagem e reposi??o) e distribuir (separa??o e expedi??o), onde as principais causas detectadas que produzem esses efeitos negativos nas atividades do setor de almoxarifado s?o provenientes da falta de espa?o f?sico e estrutura, equipamentos, m?o-de-obra e ferramentas de gest?o. Pretende-se com o novo modelo proposto para o gerenciamento de materiais, viabilizar a implanta??o de m?todos cient?ficos no gerenciamento de estoque no setor, e mais ainda, ajustes nas atividades de recebimento, armazenamento e distribui??o, para que garantam informa??es precisas e acuradas de estoque, como tamb?m prote??o aos materiais e funcion?rios. / The present intervention project aims to contribute with proposals of improvements in the management of consumables in the warehouse sector of the Federal Institute of Sergipe - Campus Aracaju. In this sense, the public administration must seek to integrate and coordinate the logistic flow of material for a better and effective management of public resources applied to costing, where the focus is turned to important impacts on efficiency and cost control, in an attempt to maximize the invested resources, improving organizational performance and reducing costs. Thus, the actions proposed here sought to improve the activities of receiving, storing and distribution of materials, as well as the use of management tools for classification and replacement of materials, which did not exist in the warehouse sector. To achieve the objectives, data were collected using a semi-structured script interview, documentary research and a focus group. The collected data were analyzed using the technique of content analysis in order to diagnose the internal problems of the sector and their causes and, based on theoretical contents and previous studies, propose a new model with improvement in the implementation of its procedures, due to its organizational context and its real needs. Thus, this diagnostic case study was characterized as a qualitative and exploratory applied research. The results pointed out failures in receiving (reception, unloading, admission and checking), storage (stocking and replenishment) and distribution (separation and dispatch) procedures, where the main causes the produce these negative effects in the activities of the warehouse sector come from the lack of physical space and structure, equipment, manpower and management tools. The new model for material management is proposed to enable the implementation of scientific methods in inventory management in the sector, and even more, to adjust the activities of receiving, storage and distribution, in order to guarantee precise and accurate inventory information, as well as the protection of materials and employees.

We discussed how a landscape reading from graffiti allows glimpse new discursive possibilities related to it in contemporary times. And how he is able to extol certain images and speeches, including the creative city. Therefore we seek to link the graffiti with visual preference that certain public spaces have, and how the tangible and intangible characteristics of them act promoting or combating graffiti. We approach the subject considering the space as na expression of multiplicity, of interrelations product, so we seek to achieve associations between political and economic bodies with graffiti demonstrations in the city of Natal.

Estudo de natureza explorat?ria e descritiva, embasado em pesquisa bibliogr?fica, normativa e jurisprudencial. / The enunciation of social, economic and cultural rights in constitutional texts gave rise to the emergence of a new type of subjective public rights which must be mandatorily provided by the State. The implementation of those rights demands, also, setting goals and programs, planning and the development of actions by the government. Although these tasks are conducted primarily through political activity, they continue to be necessarily guided by constitutional law and shall be subject to the possibility of jurisdictional control. The analysis of the compliance of public policies with the constitutional and legal dictates, by the Judiciary Branch, is also subject to limits and standards setted by the legal order. The enforceability of social rights whose implementation is a government responsability, before the Public Administration, therefore, it is a necessary result of the admissibility of the control exercised by the constitutional jurisdiction organs on the state action and its omissions in the fulfillment of those rights. Therefore, the existence of appropriate legal remedies to satisfy, with effectiveness, the object of the claims, in order to obtain materials installments from the State can?t be dispensed. In order to comply the specific characteristics of the procedural discussion about the public policy, it is urgent to design a judicial protection model of the public interest, type of litigation tactics that has different structure compared to the traditional process. It is necessary, therefore, that means are provided to render viable the garnering of technical, social, budgetary and financial data, that are necessary to form the conviction of the judge in the cognitive stage, as well as to enable the construction, along the parts and with the collaboration of civil society, of the solution to the public law litigation and the way in which the decision should be complied by the government. In this sense, it is proposed that the actions aimed at implementing public policies are performed, preferably, through negotiated schedules of voluntary compliance. It is required that the process results, in any case, in the effectiveness in the judicial implementation of those providences, prioritizing consensual ways to achieving its satisfaction by the public administration, without neglecting the forced use of the executive means whose adoption will come to be recommended. To this end, the subrogatory actions, coercive and punitive, aimed at ensuring the authority of the judicial measures, should be implemented in a different approach and should be appropriate to the specific characteristics of public law litigation and to procedural prerogatives of the exchequer, including reaching, when appropriate and necessary, the public agent responsible for the execution of public policy. The principle of proportionality plays a prominent role in the selection of adequate and sufficient executives means for concrete hypothesis. In complex cases of disputes marked by structural failure, in which the situation of fundamental rights violation is rooted in the functioning of the service or state agency, the judge must make use of appropriate methodology, and should national law seek subsidies in consolidated experience in other legal orders. The establishment of a specific procedure to actions focused on judicial control of public policies can contribute greatly to giving to the matter a adequate and effective protection. Study of exploratory and descriptive nature, based on bibliographical, case law and legislation research.

Ap?s esta etapa, realizou-se entrevista com servidores da Coordenadoria de Concursos da UFRN, com o objetivo de compreender a din?mica atual e quais os mecanismos empregados pelo setor para orientar os servidores envolvidos na organiza??o dos certames, estabelecendo uma refer?ncia de dispositivos administrativos atualmente empregados para regrar as etapas dos concursos e assegurar sua transpar?ncia. Por fim, este trabalho contribui para o planejamento de a??es cujo impacto ao serem adotadas reflita-se diretamente na constru??o de um ambiente mais ?tico na UFRN. / This work has the goal of proposing mechanisms to be adopted by the Ethics Commission at the Universidade Federal do Rio Grande do Norte aiming at minimizing unethical behaviors from committees evaluating candidates for filling professor positions since the elaboration of exams until the end of the evaluation process. Such mechanisms must establish a pragmatic understanding about the role of this commission as guardian and promoter of this university reputation as an ethical institution. The focus on the civil service exams is derived from the fact that they revealed high susceptibility to ethical deviation and that they are under direct interference of moral aspects of each of the committee members. This study is grounded on the current laws and regulations into effect as well as on the records of ethical infractions registered and kept by the university Ethics Commission from its beginning in 2008 until the end of the year 2014 as tools for checking which actions the Ethics Commission could employ in order to enhance the management over the impact of moral and ethical judgments along with their importance in granting the image as an ethical institution before the society. After this stage, we interviewed employees from the section responsible for coordinating the mentioned exams with the objective of understanding the current process and the guidelines given to all the committee members, what allowed us to establish a reference of which administrative apparatus have been employed currently in order to rule the all stages of the exam process as long as assure its transparency. Finally, this work contributes to plan actions which are expected to build up an academic environment where the ethics is widely pervasive as they take effect.

Uma inquieta??o causada pela atua??o tradicional e pouco refletida do Minist?rio P?blico como ?rg?o agente na defesa de direitos individuais indispon?veis foi a v?lvula propulsora para este trabalho. A pesquisa desenvolvida tem por objetivo analisar a atua??o do Minist?rio P?blico como ?rg?o agente na defesa de direitos individuais indispon?veis em busca de uma interpreta??o que compatibilize essa miss?o com o seu perfil constitucional na Constitui??o Federal de 1988. Para tanto adota como metodologia a pesquisa bibliogr?fica, incluindo, legisla??o, doutrina e decis?es judiciais. O estudo apresenta o percurso hist?rico transposto pelo Minist?rio P?blico at? os dias atuais e os influxos do modelo estatal adotado na defini??o do seu perfil e da sua voca??o na atual ordem constitucional. Destaca o Minist?rio P?blico como garantia institucional e institui??o integrante do sistema de justi?a, ressaltando a relev?ncia da sua atua??o como ?rg?o de controle e como ?rg?o agente de transforma??es sociais. Resgata a sua tradicional atua??o como ?rg?o agente na defesa de direitos individuais indispon?veis na primeira Lei Org?nica Nacional do Minist?rio P?blico Estadual de 1981. Enfatiza a institucionaliza??o da Defensoria P?blica apenas em 1988 e destaca o seu genu?no perfil constitucional e voca??o ? defesa do indiv?duo. Num cotejo entre as duas institui??es e os respectivos perfis constitucionais, discute sobreposi??o de atua??es entre elas na defesa de direitos individuais indispon?veis, para concluir que a atua??o do Minist?rio P?blico como ?rg?o agente na defesa de direitos individuais indispon?veis ? residual e que somente se compatibiliza com o seu perfil constitucional de agente de controle e de transforma??es sociais quando inexistir ou for ineficaz a Defensoria P?blica ou a advocacia privada. / The Public Prosecution Service received a peculiar and solid design by the Federal Constitution of 1988 as a control institution and social change agent, in a way that the constitutional tasks harmonize with this constitutional profile. A concern caused by the traditional and little reflected operation of the Public Prosecution Service as the entity agent in defense unalienable individual rights was the driving valve for this work. Thus, the developed research aims to analyze the performance of the Public Prosecution Service as the agent entity in defense of unalienable individual rights in search for an interpretation that achieves compatibility with this mission and its constitutional profile in the Federal Constitution of 1988. For this purpose it adopts as methodology bibliographic research, including legislation, doctrine and judicial decisions. The study, then, presents a historic route transposed by the Public Prosecution Service until the present day and the outlines of the state model adopted in their profile defining and their calling in the current constitutional order. It highlights the Public Prosecution Service as a guarantee institution and institution integrant of the justice system, giving emphasis to the importance of its performance as a control agency and as a social change agent. It recovers its traditional performance as agent in defense of unalienable individual rights in the first National Organic Law of the State Prosecutor of 1981. It emphasizes the institutionalization of the Public Defender occurred only in 1988 and highlights their genuine constitutional profile and vocation to the defense of the individual. In a comparison between the two institutions and their respective constitutional profiles, it discusses overlapping of their performances in defense of unalienable individual rights, to conclude that the actions of the Public Prosecution Service as agent in defense of unalienable individual rights is residual and that only harmonizes with its constitutional profile of control and social change agent when the Public Defender or private law do not exist or be ineffective.

A amostra constituiu-se de 108 colaboradores do campus central, sendo 88 t?cnicos administrativos e 20 chefes de unidades administrativas. Os resultados apresentados demonstraram a repercuss?o positiva do programa de capacita??o da institui??o e a contribui??o da forma??o permanente dos servidores. Evidenciaram-se tamb?m os altos ?ndices de satisfa??o nas respostas relacionados ? aplicabilidade dos conhecimentos adquiridos ap?s capacita??o, bem como os efeitos diretos e espec?ficos das a??es de capacita??o e treinamento na ?rea administrativa interferindo de forma positiva no comportamento do servidor em seu cargo. O estudo contribuiu na proposi??o de um modelo de avalia??o de impacto em profundidade adaptado ? realidade da Institui??o. / The Human Resources Department is responsible for monitoring industry and professional development of employees, and the development through training and skills, one of the supports for the improvement of personnel management in the public service. This study was based on federal legislation, decrees 5,707/06 and 5,825/06, establishing criteria for continuos development of federal public servants, as well as training and Development Program adopted by the Federal University of Rio Grande do Norte-UFRN. The general objective of this study was to identify the direct and specific effects of the training actions, aimed at administrative area, about the behavior of the server in your office, in the Federal University of Rio Grande do Norte, and finally draw up and propose the implementation of a tool for in-depth impact assessment in the workplace. This was a study of a descriptive nature, exploratory, and qualitative and quantitative approach. The data collection took place by means of a questionnaire with closed questions. The sample consisted of 108 employees of central campus, 88 administrative technicians and 20 managers of administrative units. The results demonstrated the positive impact of the training program of the institution and the contribution permanent of the servers. Showed the high levels of satisfaction in the responses related to the applicability of the knowledge gained after training, as well as the direct and specific effects of the training actions in the administrative area clearly interfering positively in the server behavior in Office. Statistical analysis showed a Cronbach's Alpha's up 0.70, demonstrating thus data consistency classified as satisfactory in the search tool. The study contributed to the proposition of a model of in-depth impact assessment adapted to the reality of the institution.

The lack of specific and detailed regulations of this institute creates legal uncertainty and delegates to the Judiciary the normative role. In this sense, the Bill Project n?. 252/2003 aims to clarify the legal relations and investiture procedures in the public service through public examinations. We seek with this study to present an intervention proposal, having as a product a draft of a new normative, aimed at improving and updating the current internal regulations on the matter, namely, Normative Resolution n? 108/2013-CONSEPE, July 2, 2013, making them more transparent and cohesive with the constitutional principles and the prevailing jurisprudence. Therefore, the research uses the deductive - inductive approach, making use of historical and comparative procedures for systematic and teleological analysis of public examinations, specifically geared to the provision in the effective charge of the federal teaching, applying jurimetrics as criteria for evaluating the adequacy of the proposal, given the nature of the object under study.

Esta perspectiva ? assumida pelas ag?ncias multilaterais como a Organiza??o das Na??es Unidas (ONU), o Banco Mundial (BM), a Organiza??o das Na??es Unidas para a Educa??o, Ci?ncia e Cultura (UNESCO), a Comiss?o Econ?mica para a Am?rica Latina e o Caribe (CEPAL), as quais incentivam a utiliza??o da EaD como estrat?gia de expans?o para a educa??o superior. Neste contexto de fortes demandas, a UNITINS, na condi??o de universidade p?blica estadual, realiza parceria com a EDUCON para oferta de gradua??es no Tocantins atrav?s da EaD no ?modelo? telepresencial. Como referencial te?rico optou-se pelo materialismo hist?rico dial?tico e como procedimentos metodol?gicos foram utilizadas a revis?o de bibliografia e a an?lise documental de fontes prim?rias e secund?rias. O estudo conclui que essa parceria, do ponto de vista num?rico, chega a ser uma das maiores pol?ticas de expans?o da educa??o superior do pa?s na modalidade EaD, alcan?ando em 2008 o percentual 33,1%do total de ingressos e de 28,2% do total de matr?culas. Entretanto, tem o seu encerramento abrupto por a??es do Minist?rio da Educa??o (MEC) e do Minist?rio P?blico Federal (MPF) do Tocantins, os quais constataram s?rias irregularidades no seu funcionamento. Aparentemente, a parceria se mostrava como uma PPP nos moldes recentes da reforma neoliberal, no entanto, os estudos evidenciam que a mesma n?o se constitui efetivamente uma Parceria P?blico-Privada, em raz?o de que desrespeita a legisla??o espec?fica para o estabelecimento das PPPs, como a Lei n? 9.637/98, que trata das Organiza??es Sociais (OS). Desrespeita o Art. 26 do Decreto n? 5.622/2005, que estabelece que parcerias poderiam ser feitas entre institui??es credenciadas pelo MEC, e desrespeita o Art. 206, inciso IV, da Constitui??o Federal de 1988, ao cobrar mensalidade em institui??o p?blica. Com isto, fica constatado que, na realidade, a parceria UNITINS/EADCON atendia a interesses capitalistas que ofereciam um servi?o educacional privado com uso da estrutura p?blica e fornecendo uma forma??o em massa, controlada pelo mercado, flexibilizada, aligeirada e sem a qualidade necess?ria, segundo consta na Nota T?cnica n? 37/2008 da Secretaria de Educa??o a Dist?ncia (SEED) do MEC. / This study aims to analyze the expansion of higher education in the form of Distance Education (DE) in the state of Tocantins through partnership between Continuing Education Ltda (EDUCON) and Foundation University of Tocantins (UNITINS) in the period 2000 to 2009. The premise that guides this study is based on the understanding that the relationship established between EADCON and UNITINS for the expansion of higher education in the distance mode is configured as a Public Private Partnership (PPP) according to the principles advocated by the reform of the Brazilian State. The discussion of this theme is the background of the structural changes that capitalist society has been going through in recent years, caused by globalization, productive restructuring and the adoption of the ideals of neoliberalism that guided the reform of the Brazilian state. In this context, knowledge has assumed greater centrality as a condition for countries to enter the globalized world, which has required a higher level of qualification of people, especially with regard to their education at the college level. This view is taken by multilateral agencies like the World Bank, UNESCO, ECLAC which encourage the use of distance education as an expansion strategy for higher education. In this context of strong demands, UNITINS in state public university status, conducts partnership with EDUCON to offer degrees in Tocantins through distance education in the "model" telepresence. As theoretical opted for the historical dialectic materialism as methodological procedures were used, the literature review and documentary analysis of primary and secondary sources. The study concludes that this partnership, the numerical point of view, becomes one of the major policies of expansion of higher education in the country in distance education mode, reaching in 2008 the percentage 33.1% of total income and 28.2% of total enrollment. However, it has its abrupt closure by actions of the Ministry of Education (MEC) and the Federal Public Ministry (MPF) of Tocantins, which found serious irregularities in its operation. Apparently, the partnership was shown as a PPP in recent molds of neoliberal reform, however, studies show that it does not actually constitute a Public Private Partnership on the grounds that disrespects the specific legislation for the establishment of PPPs as Law No. 9.637 / 98, which deals with Social Organizations (OS). Disrespects the Art. 26 of Decree 5,622 / 2005 establishing partnerships that could be made between institutions accredited by MEC and violates Art. 206, item IV of the 1988 Constitution by charging tuition at a public institution. With this, it is found that, in reality, UNITINS / EADCON partnership met the capital interests offering a private educational service using public infrastructure and providing a mass formation, controlled by the market, flexible, lightened and without the quality required under contained in the Technical Note 37/2008 of the Distance Education Department (SEED) of the MEC.

A abordagem metodol?gica ? qualitativa, descritiva e explorat?ria. O estudo de caso foi realizado a partir de pesquisa documental e de entrevistas com informantes chaves que ocuparam cargos de gest?o na vigil?ncia sanit?ria no Munic?pio de Natal e no Estado do Rio Grande do Norte. A revis?o da literatura sobre a descentraliza??o da vigil?ncia sanit?ria foi realizada a partir da metass?ntese das publica??es no per?odo de 1990 a 2014, com o apoio do software IRAMUTEQ. A an?lise das entrevistas foi realizada com o apoio desse software e com o instrumental da an?lise de conte?do de Bardin. Os resultados revelam que a descentraliza??o da vigil?ncia sanit?ria, em Natal, aconteceu a partir da correla??o de for?as, entre Estado e Munic?pio, marcada, mais frequentemente, por momentos de tens?o. Essas rela??es de poder foram assim?tricas, e os avan?os e os retrocessos, nesse processo, aconteceram em fun??o dessas rela??es. Ao final deste estudo, foi poss?vel ampliar a compreens?o da descentraliza??o da vigil?ncia sanit?ria, no munic?pio de Natal e contribuir para o entendimento dessa diretriz do SUS no campo da vigil?ncia sanit?ria, uma vez que esse processo ainda n?o foi conclu?do em Natal nem no restante do pa?s. / Sanitary surveillance is a promotion action in the field of collective health, with activities aimed at controlling the production and sale of goods, products and services, with a view to eliminating or minimizing risks, for the health of the community. The objective of this study is to analyze the power relations established in the decentralization of sanitary surveillance in the city of Natal / RN and to unveil this process from the analysis of the policies formulated by the federal sphere, from the power relations evidenced between the federative entities and the actors involved in this process. This research was developed in three stages, the first was the study of theoretical and empirical reference for the analysis of the policy of decentralization of health surveillance; The second was the construction of the report and the analysis of how the decentralization of sanitary surveillance in Natal / RN occurred and the third contemplated the analysis of the power relations between the federative entities in this municipality, in the light of the theoretical reference and the decentralization policy in the parents. The methodological approach is qualitative, descriptive and exploratory. The case study was based on documentary research and interviews with key informants who held management positions in health surveillance in Natal and Rio Grande do Norte State. The review of the literature on the decentralization of health surveillance was carried out based on the metassynthesis of the publications from 1990 to 2014, with the support of IRAMUTEQ software. The analysis of the interviews was carried out with the support of this software and with the instruments of the Bardin content analysis. The results show that the decentralization of sanitary surveillance in Natal happened from a correlation of forces, between State and Municipality, marked, more frequently, by moments of tension. These power relations were asymmetric and the advances and setbacks, in this process, happened in function of these relations. At the end of this study, it was possible to expand the understanding of the decentralization of sanitary surveillance in the city of Natal and to contribute to the understanding of this guideline in the field of sanitary surveillance, since this process has not yet been concluded in Natal, nor in the rest from the country.
