Otevřená data a jejich využití v tuzemské datové žurnalistice / Open Data and their use in Czech Data Journalism

The fundamental source of data journalism, which has established itself in the Czech media landscape in recent years, is the availability of usable data sets. However, academicians have so far neglected the topic of data openness and its importance in journalistic discourse. Simultaneously, data journalists are often the first to make data available to the public. An integral part of the thesis is mapping the historical development of data journalism, including the phenomenon of open government with a focus on Czech and European legislation and obtaining information with the help of the Freedom of Information Act. The aim of the thesis is, based on in-depth interviews with Czech data journalists, to identify the data sources which they frequently often use in their editorial routines, to evaluate the quality of these sources and to present the main limits that journalists encounter. In the conclusive part of the thesis the author transfers the focus to analysis of the availability of data sources provided by the Ministry of Health and the Institute of Health Information and Statistics during the COVID-19 pandemic in 2020 and 2021 and outlines the process of acquisition, cleaning, analysis, and visualization of information by journalists.

Comparison of mental health outcomes in seropositive and seronegative adolescents during the COVID19 pandemic

Post-COVID19 complications such as pediatric inflammatory multisystem syndrome (PIMS) and Long-COVID19 move increasingly into focus, potentially causing more harm in young adolescents than the acute infection. To better understand the symptoms of long-term mental health outcomes in adolescents and distinguish infection-associated symptoms from pandemic-associated symptoms, we conducted a 12 question Long-COVID19 survey. Using this survey, we compared the responses on neurocognitive, general pain and mood symptoms from seropositive and seronegative adolescents in a cross-sectional study design. Since May 2020, students grade 8-12 in fourteen secondary schools in Eastern Saxony were enrolled in the SchoolCovid19 study. Serostatus was assessed regularly in all participants. In March/April 2021, 1560 students with a median age of 15 years participated at the regular study visit after re-opening of the schools in mid-March and responded to our Long-COVID19 survey as part of this visit. 1365 (88%) students were seronegative, 188 (12%) were seropositive. Each symptom asked in the Long-COVID19 survey was present in at least 35% of the students within the last seven days before the survey. With the exception of seropositive students being less sad, there was no significant difference comparing the reported symptoms between seropositive students and seronegative students. Der politische, behördliche und justizielle Umgang mit den sogenann­ten „Corona-Protesten' machte wie unter dem Brennglas die wesentliche Herausforderung sichtbar, welche die Pandemie an die Gesellschaftsordnung stellte: Der Schutz der Gesundheit der Bevölkerung und die persönliche Freiheit des Einzelnen mussten fortwährend auf ganz unterschiedlichen Ebenen und unter sich ständig in Bewegung befindlichen medizinischen und rechtlichen Rahmenbedingungen in einen angemessenen Ausgleich gebracht werden. Vor diesem Hintergrund organisierte das Sächsische lnstitut für Polizei- und Sicherheitsforschung (SlPS) im September 2022 die Tagung „Die Gewährleistung der Versammlungsfreiheit unter pandemischen Bedingungen', auf der das Protestgeschehen aus behördlicher, polizeipraktischer, justizieller und wissenschaftlicher Sicht eingeordnet und zur Diskussion gestellt wurde. Dieser Tagungsband fasst die Vorträge der Tagung zusammen.

Regional responsibility and coordination of appropriate inpatient care capacities for patients with COVID-19 – the German DISPENSE model

As of late 2019, the COVID-19 pandemic has been a challenge to health care systems worldwide. Rapidly rising local COVID-19 incidence rates, result in demand for high hospital and intensive care bed capacities on short notice. A detailed up-to-date regional surveillance of the dynamics of the pandemic, precise prediction of required inpatient capacities of care as well as a centralized coordination of the distribution of regional patient fluxes is needed to ensure optimal patient care. In March 2020, the German federal state of Saxony established three COVID-19 coordination centers located at each of its maximum care hospitals, namely the University Hospitals Dresden and Leipzig and the hospital Chemnitz. Each center has coordinated inpatient care facilities for the three regions East, Northwest and Southwest Saxony with 36, 18 and 29 hospital sites, respectively. Fed by daily data flows from local public health authorities capturing the dynamics of the pandemic as well as daily reports on regional inpatient care capacities, we established the information and prognosis tool DISPENSE. It provides a regional overview of the current pandemic situation combined with daily prognoses for up to seven days as well as outlooks for up to 14 days of bed requirements. The prognosis precision varies from 21% and 38% to 12% and 15% relative errors in normal ward and ICU bed demand, respectively, depending on the considered time period. The deployment of DISPENSE has had a major positive impact to stay alert for the second wave of the COVID-19 pandemic and to allocate resources as needed. The application of a mathematical model to forecast required bed capacities enabled concerted actions for patient allocation and strategic planning. The ad-hoc implementation of these tools substantiates the need of a detailed data basis that enables appropriate responses, both on regional scales in terms of clinic resource planning and on larger scales concerning political reactions to pandemic situations.

The interface of COVID-19, diabetes, and depression

Comorbid diabetes with depression is a challenging and often under-recognized clinical problem. During the current COVID-19 pandemic, a communicable disease is thriving on the increasing incidences of these non-communicable diseases. These three different health problems are bidirectionally connected forming a vicious cycle. Firstly, depressed individuals show a higher risk of developing diabetes and patients with diabetes have a higher risk of developing symptoms of depression. Secondly, patients with diabetes have a higher risk of developing severe COVID-19 as well as of experiencing breakthrough infections. Thirdly, in both patients with type 2 diabetes and in COVID-19 survivors the prevalence of depression seems to be increased. Fourthly, lockdown and quarantine measurements during the COVID-19 pandemic has led to an increase in depression. Therefore, it is of importance to increase the awareness of this interface between depression, diabetes and COVID-19. Finally, as symptoms of post-COVID, diabetes and depression may be overlapping, there is a need for educating skilled personnel in the management of these comorbidities.

The diploma thesis "Media terrorism via bacteria E.coli" puts the so-called cucumber affair from Summer 2011 into wider context and aims to discover the main attributes of contemporary risks and define the way they are presented in the media. Misguiding media releases and the inability to identify the source of the bloody diarrhea outbreak in Germany caused by E.coli bacteria have collectively had a significant impact on consumer behavior and economic stability on a global level. Most people are dependent on government and expert authorities due to the fact that they cannot recognize what represents a realistic threat and what serves as a basis for media sensation. This is why this thesis studies the social constructionist theory, basic media routines and practices as well as theoretical concepts that support the production of pseudo-events. A content analysis of selected Czech dailies and weeklies was executed in order to enable a comparison of the language that has been common for all "pandemics" in the 21st century.

Rhetorik in der Corona Pandemie –Appell oder Diktatur der Vernunft? : Wie drei demokratische Staatsoberhäupter, Merkel in Deutschland, Ardern in Neuseeland und Löfven in Schweden, in ihren Reden die Maßnahmen als Reaktion auf die Covid-19 Pandemie im März 2020 verbalisieren

Die vorliegende Arbeit will den Fokus auf die angewandte Rhetorik (Aristoteles & Krapinger 2019) in einer Krise lenken, da von ihrer Effektivität die Rettung von Menschenleben abhängig ist (Ernst. 2004. S.247). Der Impuls für diese Arbeit kam deshalb von zwei Richtungen: zum einen ist es die aktuelle, durch die Corona Pandemie und Klimakrise geprägte gesellschaftliche Realität, in der die Autorin sich selbst bewegt und die es besser zu verstehen gilt. Zum anderen bezweifelt die Autorin die von Szymon Wròbel (2015) gemachte Behauptung, dass die heutigen, politischen Reden sich fast ausschließlich des Pathos bedienen und vor allem an die Emotionen der Zuhörer appellieren. Für die rhetorische Analyse wurde deshalb zunächst die sprachwissenschaftliche Theorie der Textpragmatik (Ernst 2004. S. 265) mit den Grundbegriffen von Logos, Ethos und Pathos (Aristoteles 2019. S.78) verknüpft und anschließend auf die drei ausgewählten Reden strukturell angewandt. Es konnte dadurch bewiesen werden, dass sich Ethos und Pathos ausgewogen in den ausgewählten Reden vorfinden lassen. Es bleibt die Frage, ob politische Reden ohne emotionelle Wirkung überhaupt Sinn machen würden. Von dem Ergebnis der Analyse ließen sich ebenfalls Rückschlüsse zu den jeweiligen Vertrauensverhältnissen zwischen Sprecher (Regierung) und Hörer (Bürger) ableiten und eine Verbindung zur sprachlichen Machtausübung herstellen. Demnach schlägt die Autorin am Ende vor, die Reden Merkels und Arderns als Diktaturen der Vernunft zu definieren und die Rede von Löfven als Appell der Vernunft. Es wurde deutlich, welch wichtigen Einfluß Vertrauen und die umfassende Interpretation und Auswahl von wissenschaftlichem Wissen als Vorbereitung auf die Ausarbeitung von politischen Reden haben und das unterschiedliche Kulturen in diesem Sinne ihr Krisenmanagement und sprachlichen Appelle auf unterschiedliche Voraussetzungen, mit unterschiedlichen Wirkungsfunktionen aufbauen. So stimmt die Autorin am Ende Wróbels Interpretation von Nietzsches Idee bezüglich der Rationalität und Rhetorik zu: Power does not limit itself, however, to simply defining a given interpretation or view of reality, rather, power defines and creates concrete social reality. Kontextspezifische Belastungserfahrungen in der Corona-Krise: Akademische Resilienz in Risikogruppen und der Einfluss protektiver Ressourcen unter Studierenden der TU Dresden.

Die Corona-Pandemie hat den Alltag Studierender in den vergangenen zwei Jahren geprägt, stark verändert und einhergehend damit auch die Voraussetzungen, unter welchen sich Erfolg und Gesundheit im Studium entwickeln können. Widerstands- sowie Anpassungsfähigkeit scheinen im Zuge weitreichender Veränderungen in der akademischen Hochschullehre bedeutsamer geworden zu sein. Gleichzeitig besteht schon seit Längerem die Notwendigkeit, das Forschungsdesiderat in Bezug auf Resilienz und (Hochschul-)Bildung, deren Voraussetzungen sowie Interventionsansätze von Bewältigungsstrategien in Studierenden zu untersuchen. Dieses Forschungsprojekt hat davon ausgehend, akademische Resilienz unter Studierenden in der Zeit der Corona-Krise quantitativ erhoben und analysiert. Mit einem ressourcenbasierten Blick auf personale, soziale, institutionelle sowie finanzielle Dimensionen sozialer Ungleichheit an der Technischen Universität Dresden wurden dabei sowohl Herkunfts- und Kontexteffekte in Bezug auf akademische Resilienz als auch Ressourcen, welche diese beeinflussen bzw. in spezifischen Gruppen moderieren, untersucht. Akademische Resilienz wurde dabei anhand von Resilienz, Lebenszufriedenheit sowie Betroffenheit Studierender abgebildet, welche jeweils als abhängige Variable in moderierte Regressionsmodelle einbezogen wurden. Studierende mit Kind(ern), Migrationshintergrund, physischen und psychischen Beeinträchtigungen bzw. Lernschwächen sowie der ersten Hochschulgeneration wurden als Risikogruppen im Vergleich zu Studierenden ohne diese Merkmale in Hinblick auf akademische Resilienz analysiert. Im Zuge dessen wurde ebenso die Bedeutung spezifischer Ressourcen innerhalb der studentischen Risikogruppen mit Hilfe von Interaktionsvariablen geprüft. Dabei konnten Studierende mit Beeinträchtigung, Studienanfänger:innen sowie sozial isolierte Studierende der TU Dresden als vulnerabel und damit als spezifische Zielgruppen von Interventionsangeboten identifiziert werden. Darüber hinaus konnte die Bedeutung sozialer Ressourcen, insbesondere sozialer Unterstützung und Netzwerke sowie die Erfahrung von Selbstwirksamkeit und Kontrolle, herausgestellt werden. Dadurch, dass die Studierenden zwar eine eher hohe Betroffenheit äußerten, jedoch gleichzeitig eher resilient und zufrieden waren, bekräftigt die Studie die Bedeutung akademischer Resilienz und die Notwendigkeit, diese kontinuierlich in Studierenden zu sichern. / The Covid-19 pandemic has had massive influence and brought enormous change in the everyday life of students in the past two years. Under these circumstances also, the requirements for the development and preservation of success and mental health in the field of university education have altered. Resistance and adaptability seem to be much more important in the face of profound changes and insecurity. Universities should develop intervention programs tailored to these capabilities. Simultaneously, a knowledge gap exists relating to resilience and higher education, their preconditions and intervention measures of coping strategies researched and analysed in university students. From this point of view, this research project has surveyed data under students of the Technical University Dresden to display their academic resilience during the Covid-19 Pandemic. The quantitative data set got analysed with a resource theoretically view on personal, social, institutional and financial dimensions of social inequality. In terms of that, origin and context effects relating to academic resilience as well as resources which influence or rather interact with it just within risk groups of students, got analysed. Academic resilience as the process of positive adaption in the face of a personal as well as a professional crisis got depicted by resilience, Well-being and consternation which were used as dependent variables in multiple linear regression models. Students with child(ren), migration background, physical, psychological or learning disabilities as well as students of the first generation in higher academic education got defined as risk groups along the research status and analysed in comparison with students without these characteristics. In terms of that also the influence of specific resources for students got proofed by integrating them as predictors as well as in building and involving interaction variables relating to the risk factors and predictor resources for making possible differences between promotive resources in general and protective resources, which may influence the academic resilience of the risk groups significant stronger, visible. Significant interactions also got plotted for interpreting the effects more precise. The results show, that students with psychological, physical or learning disabilities are significant less resilient during the pandemic situation, but they are not showing significantly less well-being or higher consternation. The other risk groups show no significant differences to students without risk characteristics beside students with child(ren) which show even a better well-being than all the other students. The results clearly point out the importance of personal and social resources, self-efficacy, an internal Locus of control and a reliable social network in particular which should also be supported by the university itself. Further risk groups which can be found in the data are social isolated students and university entrants, which should also be focused on intervention programs of the university. Over all Students of TUD show high scores of resilience and a good well-being even though they express strong consternation of the crisis at the same time which underlines the importance and utility of academic resilience in students which should be continuously secured and developed broader.
