In the definition of the counties that would participate in the research, there was an effort to include initially 5 counties of different population densities, in accordance with the classification through the size of the population by the Nacional Politic of Social Assistance (BRASIL, 2004). In this sense, an endeavor was made in the search of information on the counties management, with the objective to verify if the social participation, mainly through the Conferences of Social Assistance, can exercise influence in the process of planning this public politic, as an expression of the public will and the forums of deliberation and social participation. To attain the objectives of this study, the critical dialectical method was chosen. The data was analyzed through the categories of the method: historicity, contradiction and totality. Also used as explanatory categories of the reality: Social Participation, the Social Assistance Politic, the Unified System of Social Assistance (SUAS), the Public Conferences, the Counties Plan of Social Assistance and the Access to Information. The study is descriptive and of qualitative nature. For the research procedures the used technique was documentary analysis. However, in the investigation process, there was a great difficulty of access of the documents to be researched, in this case, the Counties Plan of Social Assistance (PMAS), which demonstrated a fragility in the social control of the researched counties, as well as difficulties in dealing with the transparency of public data, by the counties management of the Social Assistance Politic. In this way, there were already preliminary difficulties to the exercise of social participation through the citizens, and yet, an evident incoherence as regards to the transparency of public information of this politic, taking into account the recommendations of SUAS and the Federal Law n? 12.527, of November 18, 2011 ? Law of Information Access (LAI) (BRASIL, 2011), which regulates the constitutional access of information, to be observed by the public agencies of direct and indirect management of all powers of the Union, the States, the DF and the Counties. In this manner, a debate is necessary to be made about how the social participation is being outlined and materialized as a main instrument of local planning of the Social Assistance Politic, as well as the public transparency of information inherent to it, considering that this issues are in a determinate and undeniable moment of construction and fortification in Brazil. / O estudo a seguir apresentado demonstra os resultados da pesquisa desenvolvida durante a realiza??o do Mestrado em Servi?o Social no Programa de P?s-Gradua??o da Escola de Humanidades da PUCRS, que teve por escopo principal identificar como, e, se, a participa??o social, principalmente por meio das Confer?ncias de Assist?ncia Social, consegue se materializar e exercer influ?ncias na gest?o e execu??o da Pol?tica de Assist?ncia Social, especialmente, enquanto par?metro na elabora??o do principal instrumento de planejamento dessa pol?tica p?blica, qual seja o Plano de Assist?ncia Social. Na defini??o dos munic?pios para a pesquisa, buscou-se contemplar inicialmente 05 munic?pios de portes diferentes, conforme a classifica??o segundo o n?mero total de habitantes, constante na Pol?tica Nacional de Assist?ncia Social (BRASIL, 2004). Nesse sentido, foram investidos esfor?os na busca de informa??es nas gest?es municipais no intuito de verificar se a participa??o social, principalmente por meio das Confer?ncias de Assist?ncia Social, consegue exercer influ?ncia no processo de planejamento dessa pol?tica p?blica, enquanto express?o da vontade popular e dos f?runs m?ximos de delibera??o e participa??o social. Para a consecu??o dos objetivos desse estudo optou-se pelo m?todo dial?tico cr?tico. Os dados foram analisados a partir das categorias do m?todo: historicidade, contradi??o e totalidade. Tamb?m foram observadas como categorias explicativas da realidade: Participa??o Social, a Pol?tica de Assist?ncia Social, o Sistema ?nico de Assist?ncia Social (SUAS), as Confer?ncias P?blicas, os Planos de Assist?ncia Social e o Acesso ? Informa??o.O estudo ? do tipo descritivo e de natureza qualitativa. Quanto ao procedimento de pesquisa utilizou-se a t?cnica de an?lise documental. Contudo, no processo de investiga??o, foi constatada uma grande dificuldade de acesso aos documentos a serem pesquisados, no caso, os Planos Municipais de Assist?ncia Social (PMAS), o que demonstrou uma fragilidade do controle social dos munic?pios pesquisados, bem como dificuldades no trato com a transpar?ncia dos dados p?blicos, por parte das gest?es municipais da Pol?tica de Assist?ncia Social. Dessa forma, j? foram evidenciadas dificuldades preliminares para o exerc?cio da participa??o social por parte dos cidad?os e cidad?s, e ainda, uma evidente incoer?ncia, no que se refere ? transpar?ncia das informa??es p?blicas dessa pol?tica, com as recomenda??es do SUAS e da Lei Federal n? 12.527, de 18 de novembro de 2011- Lei de Acesso ? Opening social participation initiatives aim to meet a yearning of the people themselves to be able to be integrated into the decision-making process, thus contributing to the construction of public and ensuring that their demands are heard and implemented policies. As well as the management of public policies, by the State, managers of social projects can use the strategy to involve the beneficiaries of these projects in the process of its preparation and execution. Besides the opportunity to influence decision-making personally exposing their priority needs and opining on what policies and actions to take, the participation of beneficiaries can help them to develop autonomy to continue these actions after completion of the projects. The Oswaldo Cruz Foundation has supported initiatives aimed at reducing inequalities and social inequities, and adopting social participation as a tool for empowerment. Among the projects supported by Fiocruz, the Community Communication Agency Manguinhos is a project that aims to involve the beneficiaries in its stages of design and development. In view of this, the objective of this research is to analyze how is the process of social participation in the Community Communication Agency Manguinhos project, supported by Fiocruz. A theoretical survey was conducted on the concept of social participation in the Brazilian context and on the social project management forms to identify the main characteristics of these elements in literature and subsequently carry out an empirical research on social participation in social projects. By analyzing the collected data it was possible to characterize the Oswaldo Cruz Foundation and its relationship with the local communities where it is headquartered, describe the performance of the Social Cooperation Coordinator at Fiocruz and profile of the projects it supported, characterize the design Community Communication Agency of Manguinhos as to its structure and its actors, and finally, analyze the process of stakeholder participation in the Community Communication Agency Manguinhos project. The results revealed that social participation is a differential of this project, which from the time of its formulation, seeks to involve residents of the territory in discussions, decision-making processes and monitoring of the results / Discuss?es a respeito da participa??o social nas inst?ncias de constru??o das pol?ticas p?blicas, t?m se tornado cada vez mais frequentes nos cen?rios social e pol?tico do Brasil e do mundo. As iniciativas de abertura ? participa??o social buscam atender um anseio da pr?pria popula??o por poder ser integrada ao processo de tomadas de decis?o, contribuindo assim com a constru??o das pol?ticas p?blicas e assegurando que suas demandas sejam ouvidas e concretizadas. Por meio da an?lise dos dados coletados foi poss?vel caracterizar a Funda??o Oswaldo Cruz e sua rela??o com as comunidades da regi?o onde ela est? sediada, descrever a atua??o da Coordenadoria de Coopera??o Social da Fiocruz, bem como perfil dos projetos por ela apoiados, caracterizar o projeto da Ag?ncia de Comunica??o Comunit?ria de Manguinhos quanto ? sua estrutura e aos seus atores e, por fim, analisar o processo de participa??o dos atores no projeto da Ag?ncia de Comunica??o Comunit?ria de Manguinhos. Os resultados revelaram que a participa??o social ? um diferencial deste projeto, que, desde o momento da sua formula??o, busca envolver os moradores do territ?rio nas discuss?es, nos processos de tomadas de decis?o e no acompanhamento dos resultados obtidos.

Em que pese a amplitude dos temas e o interesse difuso que caracterizam os planos diretores, as experi??ncias locais demonstraram a contribui????o das inst??ncias participativas para o engajamento dos atores e para a delibera????o p??blica, desde que associadas ?? atua????o vigorosa do representante do Executivo local e, em menor escala, ?? exist??ncia de experi??ncias pr??vias com participa????o. / This work analyzes the institutional design proposed by Minist??rio das Cidades for preparation of municipal directors plans, in the trail of new legal and urbanistic data established by the Estatuto da Cidade approved in 2001, pointing the social participation as a key role for new municipal directors plans. The analysis consider the governance idea and associates the social participation to the widening of democracy based in the analytical models proposed by Fung (2004), and Lubambo and Coelho (2005), the first author characterizing the component dimensions of a participative instance linked to the results, in direct relation with democratic improvement and the other two authors classifying these participative instances related to the levels of empowerment gain. From that premises it is done a generic evaluation of that institutional design implementation in seven Minas Gerais municipalities, identifying the differences among them in terms of that implementation. The analysis is them deepened in two of these municipalities, where the participative process occurred more intensely, in search for the common factors contributing for the effectiveness of the processes. The stated point of view is that institutionalizing the participative instances revealed to be essential for the good implementation of the participative processes in that municipalities, contributing to the widening of good governance and to the empowerment of actors. It is emphasized the influence of the local context in this implementation, particularly the local government role and previous experience in participatory processes, resulting in different levels of democratic improvement. Even taking into account the breadth of the subject and the diffuse interests that characterize directors plans, local experiences showed the participative instances strong contribution for the commitment of all involved and for public deliberation, being associated with the determined actuation of the local Executive representant and, in minor extent to the existence of previous experiences in participative processes. / Governo e Pol??tica

The center of our interests is to evaluate if the operational changes in public administration in Brazil have really caused transformations in the municipal government which tend to constitute democracy in our country. The enlargement of civil society participation experiences in public management (at least as a proposal) has led to a great diversity of results even when executed by individuals from the same political party or with the same ideological interests. Thus, we investigate why the participative management process takes place in different forms even when the managers belong to the same party and share the same ideas. We based our analysis in the analytical scheme developed by Esping-Andersen (1991) in his studies about the cause for different welfare states in the world. We defend the thesis that the specifities in management are explained through an integrative analysis between the capacity of organization existent in society, the kind of govern coalition and the institutional legacy present in both cities. The complete analysis of the two experiences studied shows that there are similarities specially in the mayors government forms and in the importance they give in their speech to the participation of society as the element which sustains the management. Nevertheless, although both mayors are connected to the political party project, there are also differences in the advance of such process mainly because of the basis work performed by the left party among the popular movement, the kind of govern coalition which has been developed in the city and by the institutional legacy left by the former administration / Analisar experi?ncias de gest?o participativa em Natal e em Macei? constitui o nosso objeto de estudo, o qual surgiu do interesse em avaliar se as mudan?as operacionalizadas na gest?o p?blica, no Brasil, t?m realmente realizado transforma??es na esfera municipal de governo que tendam a consolidar a democracia no pa?s. A amplia??o das experi?ncias de participa??o da sociedade civil na gest?o p?blica (pelo menos como proposta) tem ocasionado uma grande diversidade de resultados, mesmo quando levadas a cabo por grupos pertencentes a um mesmo partido ou a uma mesma tend?ncia ideol?gica. Assim, a quest?o que nos impulsionou ? investiga??o direcionava-se a analisar por que o projeto de gest?o participativa se realiza em formatos diferentes, mesmo quando os gestores pertencem a um mesmo partido e seguem o mesmo discurso. A base te?rico-metodol?gica que d? sustenta??o a nossa an?lise tem como refer?ncia o esquema anal?tico montado por Esping-Andersen (1991) em seu estudo voltado para a investiga??o das causas da exist?ncia de diferentes tipos de Welfare States no mundo. Defendemos a tese de que as especificidades das gest?es, nos dois munic?pios estudados, v?o ser explicadas a partir de uma an?lise interativa entre a capacidade de organiza??o existente na sociedade, o tipo de coaliz?o governista e o legado institucional presente nesses munic?pios. A an?lise comparativa das duas experi?ncias demonstrou que h? semelhan?as, sobretudo, na forma de governar das prefeitas e na ?nfase que elas d?o, no discurso, ? participa??o da sociedade como elemento sustentador da gest?o. I search through her journalist writings produced in the feminine magazine Via L?ctea (1914-1915) her idealization, and as in the newspaper A Rep?blica e Di?rio de Natal, in the decade of 1920 establishing relationships with education, mostly because of her production in the pages of the paper articles regarding feminine education and women condition. At the same time I sketch the biographic profile of Palmyra Wanderley relating her to the historical moment that she lived. To achieve the proposed goals I begin with a documental research within the available archives and use other sources like pictures and interviews with her relatives. The results of the research show that the worry of Palmira Wanderley with the education in our state, goes beyond her published writings in magazines and newspapers. She has been ahead of Escola de Com?rcio Feminino and Alian?a Feminina, she has also done a conference in the House of the Young Single Ladies' Protection (Casa de Prote??o ?s Mo?as Solteiras), institution of the Alian?a s responsibility that offered shelter, food, formal and religious education to the workers of the Fabric Factory of Natal (F?brica Tecidos de Natal). Her involvement evidences her contribution to the historiography of the education in Rio Grande do Norte, specially the history of women education ensuring her presence in the day by day history / O presente trabalho tem como objetivo analisar a contribui??o da escritora e jornalista Palmyra Guimar?es Wanderley ? educa??o, atrav?s da sua pr?tica de escrita no per?odo que compreende de 1914 a 1920. Busco atrav?s de seus escritos jornal?sticos produzidos na revista feminina Via-L?ctea (1914-1915), de sua idealiza??o, assim como no jornal A Rep?blica e Di?rio de Natal, da d?cada de 1920 estabelecer rela??es com a educa??o, uma vez que essa mulher produziu nas p?ginas desses impressos cr?nicas e artigos a respeito da educa??o feminina e da condi??o da mulher. Ao mesmo tempo, tra?o o perfil biogr?fico de Palmyra Wanderley relacionando-a ao momento hist?rico em que viveu. Nesse contexto, o estudo ? realizado com o escopo de verificar a capacidade deliberativa do Conselho Municipal de Sa?de de Mossor? (CMSM), a partir do modelo da normatividade participativa aferindo os graus de institucionaliza??o, democratiza??o e representa??o do conselho. J? o modelo da efetividade deliberativa considera a capacidade de vocaliza??o e de agenda dos participantes, os tipos de manifesta??o, as decis?es e a fun??o do conselho, a partir da leitura e a an?lise das atas permitindo aferir assim, o grau de efetividade deliberativa do conselho. Verificou-se, assim, que o conselho apresenta um grau m?dio de efetividade deliberativa, destacando-se como uma institui??o que exerce, predominantemente, o papel de controle sobre as pol?ticas de sa?de municipal, devido, entre outros fatores, ao contexto pol?tico conservador, ? assimetria de recursos entre os conselheiros, ? participa??o pouco substantiva dos atores que frequentam as suas reuni?es, seja conselheiro ou n?o, e, em especial, ? reduzida influ?ncia dos usu?rios no seu processo decis?rio. De acordo com os estudos da democracia deliberativa aplicados ? realidade de Mossor?, ? poss?vel observar que a participa??o social, sobretudo o controle social sobre as a??es p?blicas, encontra, hoje, uma s?rie de dificuldades para se realizar. O estudo reconhece que, nessas circunst?ncias, o conselho cumpre parcialmente o papel para o qual foi criado, o que n?o impede, contudo, de ser caracterizado como um espa?o de delibera??o importante, uma vez que permite a participa??o de representa??es dos diversos segmentos do estado, da sociedade, de suas demandas e inten??es. A supera??o de tais obst?culos perpassa pelo interesse de a sociedade civil despertar e passar a ter voz ativa nessas institui??es. / The social participation in Brazil takes a new impetus with the (re)democratization process of the Brazilian society and is strengthened by the resurgence of the civil society and the 1988 Constitution. In this context, the study is conducted with the scope to verify the effectiveness of deliberative Municipal Health Council of Mossoro (CMSM), with theoretical and methodological support based on the following models: the participatory normativity, which measures the degree of institutionalization, democratization and council representation; and the effectiveness of deliberative that, from the calling capacity and agenda of the participants, from the kinds of manifestation, from the decisions and the council?s office, that measures the degree of effectiveness of the deliberative council. It appears, thus, that the council has an average degree of effectiveness deliberative, standing out as means an institution that practice, despite the existence of obstacles and challenges, the role of control over municipal health policies, due, among other factors, the conservative political context, the asymmetry of resources between the counselors, the little substantive participation of the actors who attend its meetings, either counselor or not, and in particular, the reduced influence of the members in its decision-making process. In public management of Mossoro, social participation, especially social control over public actions, face, today, great number of difficulties to be held. The study recognizes that, in such circumstances, the council partially fulfills the role for which it was created, what does not impede, however, be characterized as an important deliberative space, since it allows the participation of representatives of the various segments of the state, society, their demands and intentions. Overcoming such obstacles moves through the interest of civil society to wake up and fight for the spaces in these institutions.

No Rio Grande do Norte, estudos apontam que dentre os poucos munic?pios que realizam o trabalho social, os instrumentos que o orientam t?m sido elaborados de forma unilateral pelas prefeituras e sem participa??o das fam?lias. Avan?ando em tal discuss?o, esta pesquisa aborda uma experi?ncia de organiza??o comunit?ria no Residencial S?o Gon?alo do Amarante (conhecido como Residencial Ruy Pereira dos Santos), empreendimento da faixa 1 do PMCMV localizado no munic?pio de S?o Gon?alo do Amarante/RN. Trata-se de empreendimento segmentado em 6 condom?nios de 300 unidades cada, totalizando 1.800 moradias com popula??o estimada de 7.200 pessoas. A presente disserta??o, realizada no Condom?nio Ruy Pereira I (CRP-I), tem natureza qualitativa e consiste em estudo de caso que trilhou uma fase de revis?o bibliogr?fica, para a elabora??o de referencial te?rico em participa??o mediada por elementos de gest?o social, e, outra, para a sistematiza??o da produ??o acad?mica no PMCMV em programas de p?s-gradua??o stricto sensu da UFRN. A pesquisa teve, ainda, coleta de dados prim?rios de campo por meio de duas din?micas de grupo focal realizadas com moradores do CRP-I. Os dados coletados foram processados por meio da an?lise lexicogr?fica b?sica apoiada no software IRAMUTEQ. A partir do corpus textual oriundo da coleta de dados o IRAMUTEQ gerou tr?s classes anal?ticas: a) dificuldades no condom?nio; b) pessoas e rela??es sociais; e c) organiza??o comunit?ria. Os principais achados da pesquisa indicam que h? forte restri??o ? atua??o do Condom?nio em virtude do elevado n?mero de inadimplentes no pagamento da taxa condominial. O coletivo recreativo Lambe Sal, que re?ne 50 homens/fam?lias e assume fun??es comunit?rias importantes no CRP-I, exibe pr?ticas de gest?o social e participa??o com qualidade superior ?quele desempenhado pelo trabalho social realizado no Condom?nio, o que se d? por meio de trabalhos volunt?rios desenvolvidos pelos pr?prios s?cios na limpeza e manuten??o de ?reas comuns e na promo??o de festas em datas comemorativas. / The objective of the research is to systematize challenges and opportunities of community organization initiatives in the track 1 to PMCMV in the light of participation?s categories and social management elements. The PMCMV denotes an inflection in the trajectory of housing policies in Brazil since the last half of the 20th century. However, the predominance of agents of the construction sector in the Program has reinforced patterns of peripherization and poor location of housing complexes, which directly influence the sustainability of the Program. In consideration of sustainability, there is in the Program the prediction of social work as fomentation element to participation and social inclusion, which includes purposes of community mobilization and monitoring the daily lives of families for a given period of time. In Rio Grande do Norte, studies indicate that among the few municipalities that perform social work, the instruments that guide it have been elaborated unilaterally by municipalities and without participation of families. Advancing in this discussion, this research approaches a community organization experience in the Residencial S?o Gon?alo do Amarante (known as Ruy Pereira dos Santos Residential), an enterprise of the track 1 to PMCMV located in the municipality of S?o Gon?alo do Amarante/RN. These enterprises are segmented into 6 condominiums of 300 units each, totaling 1,800 homes with an estimated population of 7,200 people. The present dissertation, carried out in the Ruy Pereira I Condominium (CRP-I), has a qualitative nature and consists of a case study that has undergone a bibliographic review phase, for the elaboration of a theoretical reference in participation mediated by elements of social management, and, another for the systematization of academic production in the PMCMV in UFRN postgraduate programs stricto sensu. The research had also the collected primary field data through two focal group dynamics performed with CRP-I residents. The collected data were processed through the basic lexicographic analysis supported by IRAMUTEQ software. The IRAMUTEQ generated three analytical classes for the textual corpus from data collection: a) difficulties in the condominium; b) people and social relations; and c) community organization. The main findings of the research point to the Residents' Association, which must ensure community organization, can only precariously mitigate conflicts and agglutinates people. There is a strong restriction on the performance of the Association due to the high number of defaulting in the payment of the condominial fee. The recreational collective Lambe Sal, which gathers 50 men/families and assumes important community functions in the CRP-I, shows practices of social management and participation with a higher quality than that performed by the Residents' Association, which is done through voluntary work developed by own members in the cleaning and maintenance of common areas and in promoting parties on commemorative dates.

Beyond the New public management in Brazil, held from 1995, whose central focus is the reduction of bureaucracy and costs, increasing the efficiency of public services and the control of economic results, the research discusses the emergence of governance in the public sector, with the practices of transparency, social participation, ethical relationships, commitment to accountability (accountability) , evaluation and risk management and the integration of stakeholders in the implementation of public policies. Using as data collection instrument the semi-structured interview held with 7 leaders of the Federal University of Rio Grande do Norte (UFRN), the research, classified as exploratory, descriptive and qualitative aims to examine governance practices in the public sector, its concepts, principles and propositions are being adopted by the senior management of the institution. The results of the work show that, among the surveyed, 10 practices are being adopted by the institution and 18 have not been deployed in the municipality, showing that the largest number of public governance concepts and principles linked to practices adopted are: efficiency, risk management; transparency; and responsibility. Among the practices adopted are: the lack of a formal and transparent process to ensure that appointments to the Board of Directors comply with the criteria of competence and merit; the assessment of members of senior management based on performance indicators and targets; the lack of a risk management plan; and the absence of institutional guidelines for social participation and involvement of organized civil society in the planning and participatory budgeting. The findings of the survey, more than point practices adopted by the Organization, signaling to the opportunities for improvement of governance, to the extent that such practices will be implemented in the institution research.

Os dados utilizados nessa pesquisa foram do tipo prim?rio, obtidos a partir de formul?rios de inscri??o preenchidos pelos delegados no momento do credenciamento na 8? CES-RN. Para e an?lise do material e interpreta??o dos resultados utilizamos a t?cnica de an?lise de conte?do de Bardin. / The Brazilian Constitution of 1988 creating the National Health System - SUS identified as guidelines, universality, comprehensiveness and social participation. The major legal and operational differential management in the current system is the social control carried out by users, health professionals, managers and providers, as deliberative and purposeful actors in health councils and conferences. More than 25 years have broadened considerably the efficiency of the system, but many are still challenges for the efficiency and effectiveness of the SUS. The current crisis in the health system brings forth issues related to access and quality. The Ministry of Health has launched programs and projects in specific areas, to evaluate and lead to improved quality, as happened fifteen national conferences Thus, knowledge on the subject and the institutionalization of a quality assessment culture is still very distant. In 2015 occurred in Brazil the 15th National Conference on Health which had the theme "Public health quality to take good care of the people: the right of the Brazilian people" and as 1 the thematic discussion of Axis: "Right to Health, Access Guarantee and Quality of attention." The 27 states held their conferences; in the Rio Grande do Norte, state had the 8th Conference of Health - CES / RN. This research is a qualitative study, document analysis, which aims to know the perception of users, professionals, managers, health care providers about the concept of quality in health services. The data used in this research were primary, obtained from questionnaires filled out by delegates at the accreditation in 8th CES-RN. For selection, tabulation and data categorization utilize the Analyse Software lexicale par Contexte d'un Ensemble of Segments of Texte - ALCESTE. And for material analysis and interpretation of results we used the content analysis (Bardin).

However, it is necessary to overcome reductionist link between access and "gateway", as commonly used, for achieving higher senses that portray as an instrument full of transformative possibilities of reality. This research aimed to discuss the organization of users' access to health services in family health and their interfaces with the model of health care in two scenarios of Bahia, Brazil, and analyze how social participation happens in the construction of collective demands for accessing health services in family health in those scenarios. Configured as a qualitative study, the number of subjects was defined by progressive inclusion, interrupted by saturation criterion. The study subjects were 102 people, distributed among three groups representing: group I (health team - 49), group II (USF users - 37) and group III (SUS municipal leaders - 16). Technical data collection: semi-structured and systematic observation. Method of analysis: thematic content analysis. The results show that the organization of access to family health occurs from scheduling demand or demand for free, while the latter refers to the urgent care and emergency mostly and the choice of marking model was agreed with users in community meetings. Many speeches converged on the difficulties that the lack of material resources and maintenance entail the construction of a universal access and quality. Much of the speech that brought the number of vacancies for additional tests and diagnostics, as well as consultations with experts, is insufficient and is far beyond the demand presented. From this perspective, the Health Councils arise within the conjuncture of popular participation and social control as a privileged place for listening to the community and the emergence of significant changes to society, though, only one respondent group II has demonstrated knowledge about the importance of social control and its potential is still very far from expected. Anyway, many times, we were awakened the sense that users had to go through a funnel to the realization of its entry in the health services, which represents the amount of barriers that need to be overcome in gaining entry into the system, although Many users can not, in practice, see their right to health care guaranteed. / O acesso universal e equitativo ? essencial para a an?lise das rela??es entre o usu?rio e os servi?os de sa?de, pois se constitui a ocasi?o de acolhimento do homem, individual e coletivo, seu ingresso no sistema, na express?o da sua necessidade de sa?de, em defesa da igualdade de direitos e justi?a social, configurando-se como um exerc?cio para o alcance da cidadania.
