Este estudo de caso tem como objetivo analisar a adequação do modelo de gestão implantado no campus pesquisado aos princípios e critérios de uma gestão participativa. Para tanto, foi feita a revisão da literatura sobre o tema, extraindo os principais critérios discutidos na atualidade, os quais serviram de base para a construção dos instrumentos de pesquisa. A aplicação das entrevistas e questionários foi feita na equipe gestora e em uma parcela representativa da comunidade escolar, respectivamente. A análise dos dados utilizou análise de conteúdo para as entrevistas e construção de tabelas para os questionários. Desta forma, analisando comparativamente os resultados, concluiu-se que a gestão pesquisada ainda está em construção, contendo algumas características de um modelo participativo. / The administrative changes that occurred in Brazil in recent decades have made the state more accessible to citizens by promoting in educational management, participation and exercise of autonomy practices. This case study aims to analyze the appropriateness of the management model implemented on campus researched the principles and criteria of participatory management. Therefore, the review of the literature on the subject was done by extracting the main criteria discussed nowadays, which served as the basis for the construction of the research instruments. The application of interviews and questionnaires was made in the management team and a significant portion of the school community, respectively. Data analysis used content analysis for interviews and build tables to the questionnaires. Thus, comparatively analyzing the results, it was concluded that the studied management is still under construction, having some characteristics of a participatory model.

nÃo hà / O objetivo geral deste estudo foi investigar os saberes ou os conhecimentos elaborados no exercÃcio da auto-avaliaÃÃo e do planejamento participativos em ambientes da Universidade Federal do Cearà (UFC). De modo especÃfico, tencionou-se edificar as bases para mudanÃa de cultura de avaliaÃÃo. Os ambientes que participaram da pesquisa foram a Subunidade de Pagamento da SuperintendÃncia de Recursos Humanos (SRH) e uma Subunidade da Diretoria Administrativa da Maternidade-Escola Assis Chateaubriand (MEAC). A escolha dos ambientes decorreu do fato de serem Ãreas com pouco ou nenhum trabalho participativo e auto-avaliaÃÃo, identificados no mapeamento realizado antes da intervenÃÃo, e ainda pelo interesse e aquiescÃncia dos gestores para realizaÃÃo da pesquisa nas citadas unidades. Utilizando-se da interdisciplinaridade, diversas Ãreas do conhecimento foram integradas com vistas a dar suporte à investigaÃÃo. Neste sentido, foi realizado estudo quali-quantitativo por meio da pesquisa-aÃÃo durante um ano, com doze encontros mensais nestes dois ambientes ou grupos, sendo o da SRH composto por nove co-pesquisadores e o da MEAC variando entre doze e quatorze participantes. Os encontros objetivaram, inicialmente, identificar as percepÃÃes dos grupos acerca da auto-avaliaÃÃo e do planejamento participativos e, em seguida treinÃ-los para o exercÃcio permanente dessas atividades com vistas à constituiÃÃo de novos saberes e de bases para implantar a cultura de avaliaÃÃo. AlÃm de aspectos gerais de cada unidade, enfatizamos as caracterÃsticas mais marcantes de cada grupo. Os instrumentos utilizados foram questionÃrios, textos, dinÃmicas, mapas de freqÃÃncia, planos de trabalhos mensais, entrevistas semi-estruturadas e palavras-chaves. Durante os encontros, os grupos elaboraram pequenos textos e identificaram novos conhecimentos adquiridos com a prÃtica da auto-avaliaÃÃo participativa, justificando facilidades, dificuldades, avanÃos e retrocessos. Durante a meta-avaliaÃÃo, os membros dos grupos auto-avaliaram a participaÃÃo nos encontros em vÃrios aspectos, entre outros: o envolvimento individual e em equipe, os conhecimentos adquiridos, a lideranÃa, o pesquisador. Os resultados indicaram que, apÃs um ano de intervenÃÃo nos grupos, foi possÃvel aprender e aplicar na prÃtica alguns conhecimentos adquiridos sobre auto-avaliaÃÃo e planejamentos em colaboraÃÃo, que serviriam para suas vidas pessoal e profissional. Lamentaram a falta de vivÃncia, de cultura, nessa seara, a ausÃncia da unidade toda e da gestÃo na pesquisa / The main aim of this study was to investigate the learning and knowledge elaborated in the exercise of auto-evaluation and participative planning at the Federal University of Cearà (UFC) environment. In a very specific way, it was meant to build the basis for evaluation culture change. The environments of which the research took part were the payment Subunit of the Human Resources (SHR) and a Subunit of the Administration Directory of the Maternidade Escola Assis Chateaubriand (MEACB). The choice of the environments was due to the fact that they were areas of little or no participative work and auto evaluation identified in the mapping accomplished before the intervention and also to the interest and acquiescence of managers for the accomplishment of the research in the units mentioned above. It was used of interdisciplinarity, several areas of knowledge were integrated aiming to give support to the investigation. It was then made a quali-quantitative study through action research for a year with twelve monthly meetings in two environments or groups, among which the ones from the SRH were composed by nine co-researchers and the ones from the MEAC varied between twelve and fourteen participants. The objective of the meetings was at first, to identify the perception of the groups concerning self-evaluation and participative planning and after that to train them for the permanent exercise of such activities aiming the constitution of new learning and basis to implant the evaluation culture. Besides the general aspects of each unity, we emphasize the most outstanding characteristics of each group. The tools used were questionnaires, texts, dynamics, frequency maps, monthly work plans, semi-structured interviews and key words. During the meetings the groups elaborated small texts and identified new knowledge acquired with the participative auto evaluation practice, justifying facilities, advancement, and surrender. During the target-evaluation, the members of the groups self-evaluated the participation in the meetings in several aspects, among others: the individual and group involvement, acquired knowledge, leadership and the researcher. The results indicate that, after a year of intervention in the groups, it was possible to learn and apply in the practice, some of the acquired knowledge about self evaluation and planning in cooperation that would be good for their personal and professional lives. They lamented the lack of experience, culture, in such space, the absence of the whole unity and of management in the research.

The participative management is guaranteed through the law of SNUC and the decree 4.340/2002 that possesses a chapter exclusively about Conservation Units Council. The objective of this work was to analyze the participative management in conservation Units from one case study, the one of Petr?polis EPA. The present work is organize in three chapters the first treated the mobilization process for the creation of the Petropolis EPA council. In this chapter the period was analyzed from the beginning of the mobilization for construction of the governance, making for the creation of the council in 1997 to the council officialization in 2000. Chapter II treat of the participation and the representativity of this council. In this chapter three analysis were accomplished, the first considered the criterion-stablished by the law 9.985/2000 and of the decree 4.340/2002, the second analysis was made by categories of stablishe analysis for this work that were: numbers of meetings for year; number of participants at the meetings; composition of the Council; number of institutions evvolution; relation between the number of institutions and the population; relation between number of institutions and the municipal sistrict areas belonging to the Unit; institutions not beloning to theCouncil that attend the meetings and closing this chapter, the third analysis was centered in stablished criteria by other tree authors in 2003. The criteria adopted by these author were based on the beginnings of a governance good list of the United Nations Program for the Development (PNUD). In the chapter III were analyzed the implemented actions in the Council ambit, as well as the projects and the way as happens the communication between the Councilo and the populatikon. With this Petropolis EPA Council assisted to stablished criteria for SNUC, it presented good representativity, strong participation of the civil society, however needing incentive to the frequency of institution. Aprimoramento da democracia pela participatividade: a experiência do Orçamento Participativo em Ribeirão Preto/SP / Enhancement of democracy through participation: the experience of the Participatory Budget in Ribeirão Preto/SP

Este trabalho pretendeu investigar a aplicação dos instrumentos de participação popular, em especial o chamado \"orçamento participativo\", como forma de aprimoramento da democracia local. Para tanto, pretendeu-se aprofundar os conceitos necessários acerca da democracia e da participação popular, levando em consideração os aspectos da gestão pública, observando a aplicação do instrumento do orçamento participativo através de um estudo de caso na cidade de Ribeirão Preto, estado de São Paulo. A pesquisa se baseou em uma descrição do aprimoramento da participativo a partir do ano de 1993, especialmente em dois momentos: (a) o período de 1993 a 1996 e de 2001 a 2004, relativo à duas primeiras gestões cujo Poder Executivo foi presidido pelo Partido dos Trabalhadores, e; (b) o período de 2009-2012 e 2013-2016, quando o Poder Executivo municipal foi presidido por partido de posicionamento ideológico diverso. Nos dois períodos analisados são detectadas experiências de participação popular que permitissem a deliberação e a decisão do munícipe sobre parte das verbas orçamentárias do município. Assim, após o aprofundamento teórico do tema, buscou-se através de análise de documentos, notícias, livros específicos, normativas locais e observação direta, descrever ambas as experiências. Após, foram utilizados critérios levantados por outros pesquisadores sobre o tema para identificar se as práticas descritas poderiam ser categorizadas como um Orçamento Participativo. Por fim, aprofundou-se a análise das experiências com base em quatro elementos que seriam requisitos para um Orçamento Participativo bem-sucedido: (a) capacidade financeira, (b) vontade política, (c) desenho institucional e (d) densidade associativa. As constatações apontam para reais experiências de Orçamento Participativo no município de Ribeirão Preto, porém, estas não se desvincularam como um programa independente da vontade do governante, e com isso parecem ficar sempre à vontade política como pressuposto indispensável, assim como parecem apontar também para um descompasso entre o seu desenho e o tempo necessário para a sua concretização, o que se relaciona com a dimensão financeira dada ao programa e a capacidade administrativa da administração pública em gerenciá-la. / This work aimed to investigate the application of the instruments of popular participation, especially the so-called \"participatory budgeting\", as a way of improving local democracy. In order to do so, it was intended to deepen the necessary concepts about democracy and popular participation, taking into account aspects of public management, observing the application of the participatory budget instrument through a case study in the city of Ribeirão Preto, São Paulo. The research was based on a description of the improvement of the participatory from the year 1993, especially in two moments: (a) the period from 1993 to 1996 and from 2001 to 2004, concerning the first two administrations whose Executive Power was presided over by the Party Of Workers, and; (b) the period from 2009-2012 to 2013-2016, when the municipal executive branch was presided over by a different ideological position. In the two analyzed periods, experiences of popular participation were detected that allowed the deliberation and the decision of the citizen on part of the budgetary funds of the municipality. Thus, after the theoretical investigation of the theme, we have sought through analysis of documents, news, specific books, local regulations and direct observation, to describe both experiences. Afterwards, criteria used by other researchers were used to identify whether the practices described could be categorized as a Participatory Budget. Finally, the analysis of the experiences was deepened based on four elements that would be requirements for a successful Participatory Budget: (a) financial capacity, (b) political will, (c) institutional design and (d) associative density. The findings point to real participatory budgeting experiences in the city of Ribeirão Preto, however, these did not separate as a program independent of the will of the ruler, and with that they seem to always remain at political will as an indispensable presupposition, just as they also seem to point to a mismatch between its design and the time needed to achieve it, which is related to the financial dimension given to the program and the administrative capacity of the public administration to manage it.

Glottodrama na aula de italiano como língua estrangeira: os recursos participativos empregados pelos aprendizes na realização de atividades didáticas para a teatralização de um texto / Glottodrama in the Italian foreign language class: participative resources taken by students in didactic tasks for the theatralization of a text

Esta dissertação de mestrado trata do ensino do italiano como língua estrangeira (LE) a universitários brasileiros cuja língua materna (LM) é o português brasileiro. Esses estudantes estão inscritos no curso de graduação em Língua e Literatura Italiana da Universidade de São Paulo e, no que concerne à aprendizagem da LE, estão nos níveis A2-B2 do Quadro Comum Europeu de Referência para as Línguas (QCERL, 2001). O objetivo da pesquisa é analisar os recursos participativos, indicadores das formas de colaboração e aprendizagem, empregados pelos estudantes na realização de atividades didáticas que compõem as fases de um curso baseado na metodologia Glottodrama para o ensino de línguas. Segundo Nofri (2010), por meio do uso de técnicas teatrais no ensino de LE, o Glottodrama tem, entre os seus objetivos, o desenvolvimento da habilidade de produção oral dos aprendizes de maneira que essa produção seja mais semelhante à comunicação que acontece fora da sala de aula. A abordagem adotada para a análise dos dados do corpus deste estudo fundamenta-se nas teorias de aquisição-aprendizagem de línguas, que visam à construção da competência comunicativa do aprendiz; e nos estudos interacionistas, que consideram a aquisição da língua como resultado de uma abordagem didática baseada na aprendizagem colaborativa. A partir da análise das sequências dialógicas, percebemos que, enquanto trabalhavam em grupo, para realizar as atividades didáticas para a teatralização de um texto, no plano metalinguístico, os estudantes assumiram papéis sociais distintos, de acordo com as próprias competências comunicativas (FERRONI; BIRELLO, 2013; CAMPS, 2005), e realizaram movimentos de auto e heterocorreções (DE PIETRO, MATTHEY e PY, 1989) para negociarem a compreensão do input e a melhora do output (SWAIN, 1985, 2005). No plano metacomunicativo (CILIBERTI, 2016; BATESON, 1972), os estudantes optaram pela interação criativa, em que prevaleceu o uso da LE de forma autêntica. Conclui-se que esse contexto de aprendizagem favoreceu a utilização de recursos participativos nas atividades comunicativas de forma semelhante a contextos naturais; aumentou a motivação e a integração social. Além disso, o uso funcional da LE forneceu aos estudantes a oportunidade de desenvolvimento do próprio sistema linguístico. / This study refers to teaching Italian as a foreign language (from A2 to B2 levels of the Common European Framework of Reference for Languages (QCERL, 2001)) to Brazilian undergraduate students, whose mother tongue is Brazilian Portuguese and take their major in Italian Language and Literature at the University of São Paulo. Our aim is to analyze the participative resources, which indicate ways of collaboration and learning, taken by the students at their performance of didactic tasks that compose the steps of a course based on Glottodrama language teaching methodology. According to Nofri (2010), Glottodrama intends to develop students\' oral ability by bringing more authentic communicative environments to the foreign language class, using theatre techniques. The corpus analysis is based on theories of language learning and acquisition, which have the objective of constructing the learner\'s communicative competence; as well as we take into consideration interactive studies, for they see interaction as a mutually constructed communicative event, leading to language acquisition and learning. The analysis of the dialogic sequences points that, whilst students had group work in order to do the didactic tasks for the theatralization of a text, on a metalinguistic level, they took different social roles, according to their own communicative competences (FERRONI; BIRELLO, 2013; CAMPS, 2005), and they also performed moves of self and peer-correction (DE PIETRO, MATTHEY e PY, 1989) in order to negotiate input understanding and output improvement (Swain, 1985, 2005). On a metacommunicative level (CILIBERTI, 2016; BATESON, 1972), the students took creative interaction, and authentic foreign language use prevailed. Therefore we may conclude that this learning context benefitted the use of participative resources in communicative tasks, similarly to natural contexts, and it also improved motivation and social integration. Nevertheless, the functional use of the foreign language has provided students with and opportunity of developing their own linguistic system.

Este trabalho apresenta um serviço como uma pesquisa participativa interventiva que objetiva compreender possibilidades de atenção psicológica à Terceira Idade a partir da demanda dessa população. Como prática clínica integra o Projeto de Atenção Psicológica em Instituições do Laboratório de Estudos e Prática em Psicologia Fenomenológica Existencial do IPUSP. A ênfase na compreensão da demanda dos próprios idosos visa dar voz a essa população, permitindo a reflexão sobre o fazer do psicólogo junto à Terceira Idade, através de pro-vocações surgidas nessa experiência. Pautado na fenomenologia existencial que visa o homem como ser-no-mundo-com-outros, o serviço, enquanto atenção psicológica, referencia-se no Plantão Psicológico enquanto modalidade de intervenção, pois apresenta como elemento pertinente a atitude clínica do plantonista: disposição afetiva para acompanhar quem procura por esse espaço, chamando por sua demanda enquanto testemunha seu caminhar no momento da procura. A pesquisa interventiva participativa foi escolhida como possibilidade de investigação e de intervenção: fazer saber psicológico em ação. O registro da pesquisa foi feito por diário de bordo, visando a escritura das afetações provocadas nos encontros com os participantes no acontecer da pesquisa. A historicidade revisitada por meio da rememoração e revivência dos registros, permitiu a identificação de dois momentos da intervenção: o primeiro configurado como grupo de discussão e o segundo como espaço de narrativas. Esta possibilidade de compreensão indica a pro-cura dos idosos pelo serviço como um tempo-espaço de cuidar-de-ser. / This work presents the creation of a service as interventive participative research, aiming to understand possibilities for psychological attention to elder people departing from their own demand. As a clinical praxis, it integrates the Psychological Attention at Institutions Project from the Laboratory of Studies and Practice in Existential Phenomenological Psychology of IPUSP. Emphasis on the elders own demand intents to give them their proper voice, as well allowing reflexion on the psychologists work toward that population, through emergent provocations during such experience. By the phenomenological view of man as a being-in-the-world-with others, that service refers itself to the interventive practice of Psychological Attendance as psychological attention characterized by the psychologists clinical attitude: his affective disposition to accompany those who come to the service facilitates them to claim for own demand, by being a witness in such search. The interventive participative research was chosen as a possibility for both intervention and investigation; it allows pursuing the psychological work in action. The research register was through field diaries, which contained affections promoted during the group encounters. Historicity, reviewed from the memories of the registers, propitiated to identify two moments at the interventions: first as a discussion group and latterly as locus for narrative. Such possibility of comprehension indicates that elderly people search for psychological attention as a possible way to take care of their own being.

Les projets d’aménagement urbain provoquent de plus en plus d’inquiétudes et de mobilisations spontanées, qui créent des tensions sur les conditions de prise de décision. L’action publique se heurte à des résistances tant dans sa conception que sa réalisation. Et dans un contexte où la participation citoyenne à l’élaboration des projets tend à devenir un nouveau mode de gouvernance, les riverains ne veulent plus que leurs rôles se limitent aux simples « pourvoyeurs » des avis. S’appropriant l’espace public et les dispositifs participatifs, ils aspirent non seulement à l’expression de leurs opinions, mais aussi à une confrontation des expertises. C’est dans ce cadre-là que s’inscrit le projet de la ligne B du métro dans la métropole rennaise. Ayant appris l’hypothèse d’une insertion aérienne du métro entre les deux étangs dans leur quartier – les Longs Champs -, les riverains se sont mobilisés pour exprimer leur désaccord. Compte tenu de l’ampleur de cette mobilisation, le maître d’ouvrage décida d’organiser une « concertation spécifique » à l’issue de laquelle le projet métropolitain a été retenu aux dépens des projets « habitants » et « urbaniste ». Notre thèse a pour objectifs d’examiner les collectifs d’ habitants des Longs Champs pour essayer d’appréhender la rationalisation organisationnelle dans une action collective orientée vers un objectif commun; explorer les enjeux sociopolitiques et infocommunicationnels des dispositifs participatifs ; interroger les modes de production des savoirs profanes dans une perspective de confrontation des légitimités concernant l’élaboration et la mise en oeuvre d’un projet d’intérêt général. / Urban planning projects lead to more and more waves of public concern and spontaneous mobilization, which lead to tensions surrounding the way decisions are made. Public action sees its conception and implementation be faced with obstacles. And in a context where citizens’ participation in the development of projects seems to be new mode of governance, residents no longer want their role to be limited to that of a simple “opinions provider”. Using the public space and participatory tools, they expect to be able to express their opinion, and also for different surveys to be confronted. It is whiting this framework that Rennes’s B line is being examined. Having learnt of the possibility of there being an overground portion of the line between two ponds in the Longs Champs district, the residents gathered to voice their disagreement.Because of the scale of the mobilization, the project owner decided to organize a “specific consultation” after which the metropolitan project was adopted at the expense of “residential” and “urbanist” projects. The objectives of our thesis are to examine the residents’ groups, to try and grasp the organizational rationalization of collective action aiming towards a common goal; to explore the sociopolitical and communicational issues of participatory tools; to question the production methods of knowledges in the perspective of confroncting legitimate opinions regarding the elaboration and implementation of a project of general interest.

The word amongst us : a descriptive study of the perceptions of communication problems in a traditionally hierarchical organisation moving to a more lateral form of collaborative ministry

This paper attempts to isolate some implications for secondary and adult education emerging from an exploratory study of perceived effective interactional communication in a religious organisation. Leaders of the local parishes of the Catholic Church in Australia are in the process of moving from the traditional basic communication structure of an hierarchical model to the lateral and collaborative interaction of a more participative model of management. This descriptive study records the perceptions of a sample of parish workers in the Church throughout Australia as they describe some of the problems they experienced in communication processes and attempted to identify the reason why these problems emerged. In doing so, they also identified the more effective communication processes emerging in this new form of pastoral ministry. They listed a number of attitudes which they believed would lead to greater communication effectiveness and without which genuine constructive communication usually does not take place (Carl Rogers 1957 in Bolton, 1983 p. 259). The media and written communication are not explored, except in their relation to effective meeting procedures. Verbal and non-verbal communication amongst people interacting with one another in the interpersonal organisational setting is the focus of this work. The findings of this study point in the short term, to the need for empowering people engaged in pastoral work with the necessary skills of effective communication processes. In the long term, the paper proposes the need for continuing educational emphasis on communication skills especially in secondary schools when students move towards a more personalised form of self-assertion.

La politique de développement territorial constitue une partie de la politique du développement. L'accent est mis sur la dimension territoriale. On utilise l'analyse comparative comme méthode applicative et de recherche. La spécificité de la dimension territoriale peut être perçue par quatre caractéristiques de l'espace : sa continuité, sa territorialité, son déterminisme et son contenu. L'analyse comparative peut être effectuée selon plusieurs critères. Dans cette thèse elle est présentée selon quatre critères : temps, niveaux territoriaux (local, régional, national, continental et mondial), spécificités culturelles et enfin politiques sectorielles de développement. Basées sur l'analyse de six études comparatives existantes, deux études de cas principales sont présentées, celle de la France et celle de la Serbie, avec leurs niveaux subnationaux et nationaux, ainsi qu'un aperçu de dix autres pays importants, selon trois critères principaux: la surface, la population et la densité de population. La justification d'une nouvelle discipline au sein de l'aménagement du territoire est développée dans la dernière partie ; cette discipline qui peut être appelée aménagement comparatif utilise l'analyse comparative comme méthode pour la recherche et la réalisation des politiques du développement territorial.
