Previous issue date: 2007 / Resumo: As relações estabelecidas entre Estado e sociedade civil na gestão da política de assistência social implementada na cidade de São Paulo entre os anos de 2005 e 2007 são o tema deste trabalho. Partindo da realidade desta política na cidade, onde sua gestão depende inteiramente da parceria estabelecida entre Estado e entidades da sociedade civil, através dos convênios, procurou-se problematizar a capacidade do Estado de gerir uma política social a partir de um contexto específico. O trabalho analisou dados quantitativos e qualitativos fornecidos pela Secretaria de Assistência Social e produziu uma caracterização territorial e setorial da rede socioassistencial existente na cidade. Confrontando estes dados produzidos com os dados referentes à vulnerabilidade social utilizados pelo poder público para determinar a focalização da política da área, este estudo constatou que o poder público não consegue cumprir sua estratégia de gestão focalizada da política de assistência social no município / Abstract: This work is about the relationships established between State and civil society in the management of social welfare policy implemented in the city of São Paulo between the years 2005 and 2007. Departing from the reality of this policy in the city, where its management depends entirely on the partnership between State authorities and civil society through partnerships, we sought to question the ability of the state to manage a social policy in a specific context. The study examined quantitative and qualitative data provided by the Secretary of Social Welfare and produced a territorial and sectored characterization of the São Paulo¿s socialassistance network. Moreover, taking advanted of the gap between the diametrically opposed, came a stream to public management reform, which was considered inefficient and bureaucratic, while they wanted to invest in the capacity of civil society to meet their own desires through nonprofit public interest entities. Arose, therefore, partnerships between State and Social Organizations, with a view to ensuring quality public services, provided by those organizations with public funds. This funding model is based on the development of citizenship so that the citizens-users through participation, they engage in social control of those organizations. In this work, we intend to observe the formation of partnerships State-Social Organizations, inquiring about the mechanisms of participation and control over the activities of those entities and their services. / A crise do Estado do Bem-Estar Social e o fortalecimento da sociedade civil fizeram emergir postulados neoliberais que se contrapuseram à proteção do Estado aos direitos sociais e econômicos. Por outro lado, aproveitando o espaço entre as
posições diametralmente opostas, surgiu uma corrente doutrinária no sentido de reformar o Estado, considerado ineficiente e burocrático, ao mesmo tempo em que pretendia investir na capacidade da sociedade civil atender seus próprios anseios por meio de entidades de interesse público sem fins lucrativos. Surgiam, assim, as parcerias entre Estado e Organizações Sociais, com intuito de garantir serviços públicos de qualidade, prestados por estas organizações com recursos públicos. Este modelo de financiamento se alicerça no desenvolvimento da cidadania de modo a que os cidadãos-usuários, por meio da participação, efetuem o controle social destas organizações. Neste trabalho, pretende-se observar a formação das parcerias Estado-Organizações Sociais, indagando a respeito dos mecanismos de participação e controle sobre a atuação destas entidades e seus serviços.

Ambientes altamente dinâmicos, complexos e que envolvam conhecimento, alta tecnologia, e recursos diversos, estimulam acordos de parcerias, que passam a ser um meio de transferência de conhecimento e tecnologia, de acesso a ativos complementares e de busca da inovação. Neste trabalho, coloca-se a questão de como os acordos de parcerias e sua gestão, mais especificamente, os acordos das Parcerias de Desenvolvimento Produtivo (PDPs), podem melhorar o desempenho das atividades de Pesquisa, Desenvolvimento e Inovação (PD e I) na área de fármacos e medicamentos. A relevância da pesquisa está em realizar um estudo qualitativo que contribua com estudos teóricos, quantitativos e qualitativos anteriores sobre alianças no setor farmacêutico, mas buscando ampliar esse entendimento para as PDPs, que são estratégicas para o Complexo Econômico Industrial da Saúde (CEIS) e para o atendimento das demandas da sociedade, no que se refere à produção de medicamentos para o Sistema Único de Saúde (SUS). Para estudar esta questão, optou-se por mapear as PDPs, no setor de biotecnologia, por ser este setor altamente complexo e dependente de conhecimento multidisciplinar, caracterizando-se pela distribuição dos conhecimentos e recursos necessários entre os agentes, e que precisa estabelecer parcerias para acessar esses recursos e buscar capacidades complementares. Destaca-se também o fato de o governo brasileiro ter escolhido o setor de biotecnologia como um dos eixos centrais de sua política industrial, por meio de diversos programas de incentivo. Para a realização do estudo, utilizou-se a metodologia de estudos de casos múltiplos. Foram selecionadas PDPs de duas organizações de grande porte e entrevistados diretores e gerentes (níveis hierárquicos 2 e 3). Concluiu-se com esse estudo que há uma relação positiva entre os acordos de parceria e o bom desempenho nas atividades PD e I das organizações envolvidas, desde que haja uma boa capacidade de gestão dos acordos por parte dos parceiros, e ainda, que a boa capacidade de gestão desses acordos aumenta a credibilidade dessas organizações, colocando-as numa posição competitiva no mercado nacional. Adicionalmente, foi possível identificar que o bom desempenho das PDPs tende a garantir a produção de medicamentos no Brasil, atendendo as demandas da sociedade e contribuindo para desenvolvimento do CEIS. Nesse trabalho, também se confirmou evidências de estudos anteriores que demonstraram a importância da relação de confiança entre os parceiros para o bom desempenho das PDPs / Highly dynamic, complex and involving high-tech environments, with knowledge and resources distributed among different agents resources, stimulate partnership agreements, which become a mean of transferring knowledge and technology, and access to complementary assets and achieve innovation. In this work, the question is how the partnership agreements and their management, more specifically, the agreements of the Productive Development Partnerships (PDPs), can improve the performance of Research, Development and Innovation (RD&I) activities in the area of drugs and medicines. The relevance of the research is to conduct a qualitative study in order to contribute to previous theoretical, quantitative and qualitative studies about alliances in the pharmaceutical sector, and also to expand this understanding for PDPs, which are strategic to the Economic Industrial Complex of Health (CEIS) in Brazil, as they stimulate the domestic production of medicines to meet the Unified System of Health (SUS) demands. In order to study this issue, we choose to map the PDPs in the pharmaceutical biotechnology sector, as this is a highly complex and multidisciplinary knowledge sector, characterized by the distribution of knowledge and resources among the agents that needs to establish partnerships to access these resources and seek complementary capabilities. It is also worth to note the fact that the Brazilian government has chosen the biotechnology sector as one of the central axes of its industrial policy through various incentive programs. For this study we choose the methodology of multiple case studies. PDPs were selected from two large organizations. Directors and managers were interviewed (hierarchical levels 2 and 3). It was concluded that there is a positive relationship between the partnership agreements and the good performance in the RD&I activities of the organizations involved in this study, since there is a good management capacity of the agreements by the partners. It was also concluded that good management capacity of these agreements increases the credibility of these organizations, putting them in a competitive position in the national market. Additionally, it was possible to identify that the good performance of the PDPs tends to guarantee the production of medicines in the national market, meeting the demands of the SUS and contributing to the development of the CEIS. In this study, it was also possible to confirm the evidences from previous studies that demonstrated the importance of the trust relationship between the partners for the good performance of partnerships

A inovação é um dos fenômenos mais importantes na economia e nos negócios nos tempos atuais, e, neste contexto, as instituições de pesquisa são cada vez mais vistas como veículos para a transferência de tecnologia e um canal por meio do qual a troca de conhecimento se torna mais eficaz. No Brasil, um grande marco rumo à inovação foi a publicação da lei de inovação em 2004. No âmbito do Estado de São Paulo, a publicação de lei semelhante aconteceu em 2008. Dentre os benefícios trazidos com essas leis, está a criação dos Núcleos de Inovação Tecnológica - NIT. Apesar do interesse crescente no estudo a respeito dos NIT, há poucos estudos que discutem a estrutura desses NIT, e, ainda, no Brasil, não há estudo sobre estruturação e gestão de NIT na administração direta. Assim, este trabalho, através de uma abordagem qualitativa, utilizando-se o estudo de casos múltiplos, discute a estruturação dos NIT na administração direta do estado de São Paulo, de modo que esses NIT possam impactar positivamente nos resultados de inovação do Estado de São Paulo. No que se refere à estrutura dos NIT: compartilhamento, por meio de um escritório central e unidades; estrutura híbrida, ou semicentralizada; utilização das fundações de apoio existentes para fazer a gestão dos recursos financeiros e das atividades dos NIT. As áreas identificadas como prioritárias para os NIT são: propriedade intelectual, transferência de tecnologia ou parceria, e assessoria jurídica. Outros pontos que a autora recomenda que devem ser melhorados para refletir positivamente nos resultados de inovação do Estado de São Paulo são: existência, no âmbito do Estado de São Paulo, de uma Política de Inovação; as Instituições Científicas e Tecnológicas do Estado de São Paulo devem fazer o planejamento estratégico da sua instituição, de modo a orientar as pesquisas que serão realizadas na ICTESP; definição dos objetivos a serem alcançados com a pesquisa, e implantação de um modelo estratégico para gerenciamento da Pesquisa e Desenvolvimento; a atuação do NIT precisa estar alinhada com esse planejamento estratégico da ICTESP; alinhamento e engajamento das instâncias jurídicas; é desejável que o Estado promova a aproximação dos institutos públicos com a iniciativa privada; e existência de linhas de fomento para inovação. / Innovation is one of the most important phenomena in economics and business today. In this context research institutions are increasingly seen as a vehicle for technology transfer and a channel through which knowledge exchange becomes more effective. In Brazil, a major milestone towards innovation was the publication of the innovation law, in 2004. At the State of Sao Paulo, a similar law was published in 2008. One important benefit brought by these laws is the creation of the Technology Transfer Offices - TTO. Despite the increasing interest in the study about TTO, there is a gap in study about its structure. Moreover, there is no study in Brazil about the implementation and management of TTO in public research institutions. So, this paper, through a qualitative study with multiple cases discuss about structuring TTO in public research institutions in order to these TTO positively impact the innovation results of the State of São Paulo. Regarding the structure of the TTO: sharing the office, through a central office and units; hybrid or semi-centralized structure; using existing research support foundations to manage financial resources and the TTO activities. The main areas identified for the TTO are: intellectual property, technology transfer or partnership, and legal advice. Other recommendations of the author to booster the innovations results of the State of São Paulo are: existence of an Innovation Policy to the State of São Paulo; the scientific institutions must do the strategic planning of their institutions in order to guide the researches that will be conducted at the institution; definition of the objectives to be achieved with the research, and implementation of a strategic management for Research and Development activities; the TTO activities must be aligned with the strategic planning of the research institution; alignment and engagement of legal bodies; it is desirable that the State promote the approximation of public research institutes with private enterprises; and is essential the existence of funding for innovation projects.

Abstract
This study focuses on practices of engagement and representation in North–South international partnerships, and in global and development education in Finland. The first objective was approached through a qualitative methodology involving document analyses, and interviews with northern and southern partners engaged in education sector partnerships in Zambia from 2003 to 2007. The second objective discusses challenges and possibilities for more ethical North–South partnerships in global and development education policies in Finland. This doctoral study report consists of four articles and a thesis summary.
This study draws on three fields of scholarship: postcolonial studies, development studies and global and development education studies. Postcolonial theory is used selectively as a ‘tool for thinking’ that connects critical examinations of North–South engagements and representations with educational possibilities. The methodological framework consists of a combination of different qualitative methods including ethnography and content analysis of three sets of data: 1) 19 semi-structured theme interviews, 2) five open-ended narrative interviews and 3) selected Finnish global and development education policy documents.
In the analysis of structures, narratives and relationships in educational partnerships in Zambia, this study outlines tensions and paradoxes that point to the need for more ethical practices that can move beyond hegemonic, ethnocentric and paternalistic patterns of representation and engagement in international development work. The study concludes that ethical engagements in North–South education sector partnerships require an approach that goes beyond individual skills, knowledge and competencies. The importance of systemic analyses of power and knowledge production, of acknowledging the historical and cultural referents that frame possibilities of understanding, and of acknowledging the complexities that are present in North–South engagements are emphasized. Furthermore, the importance of self-reflexivity is suggested as a starting point for understanding the limits of universalised forms of knowing to support ethical engagements. / Tiivistelmä
Tässä tutkimuksessa tutkitaan pohjoinen–etelä -yhteistyötä Sambian opetussektorilla ja siihen liittyvää tematiikkaa globaali- ja kehityskasvatuksessa Suomessa. Tämä kvalitatiivinen tutkimus analysoi Sambiassa vuosina 2003–2007 koulutussektorin kumppanuusohjelmiin osallistuneiden sambialaisten ja eurooppalaisten kehitysyhteistyöntekijöiden haastatteluja sekä kehitysyhteistyöhön, globaali- ja kehityskasvatukseen liittyviä asiakirjoja.
Tutkimus käsittelee haasteita ja mahdollisuuksia pyrittäessä eettisempiin pohjoisen ja etelän välisiin kumppanuuksiin koulutussektorin kehitysyhteistyössä sekä globaali- ja kehityskasvatuksen alueella Suomessa. Väitöskirjatutkimus koostuu tiivistelmästä ja neljästä artikkelista.
Tutkimus hyodyntää kolmea tutkimusalaa: postkolonialistista tutkimusta, kehitystutkimusta sekä gloobaali- ja kehityskasvatusta. Tutkimuksen teoreettinen viitekehys perustuu postkolonialistiseen teoriaan, joka tarkastelee krittisesti pohjoisen ja etelän välisiä kumppanuuksia ja niissä ilmeneviä koulutuksellisia mahdollisuuksia.Tutkimuksessa käytetään postkolonialistisia käsitteitä ja näkemyksiä ’ajattelun työkaluina’.
Tämän tutkimuksen metodologinen viitekehys yhdistää useita kvalitatiivisia menetelmiä, kuten etnografiaa, sisällönanalyysia ja narratiivisuutta. Etnografian avulla pyritään ymmärtämään tutkimuksen tärkeintä kontekstia, Sambian koulutussektoria. Tämän tutkimuksen ensimmäinen primääri aineisto kerättiin puolistrukturoiduilla teemahaastatteluilla (19). Toinen käytetty tutkimusaineisto sisältää avoimia haastatteluita (5), joissa hyödynnettiin narratiivista aineistonkeruumenetelmää. Kolmas tutkimusaineisto sisältää suomalaisia globaali- ja kehityskasvatuksen asiakirjoja. Näitä kolmea tutkimusaineistoryhmää analysoidaan kvalitatiivisen sisällönanalyysin keinoin.
Sambian koulutussektorin kumppanuuksien rakenteiden, narratiivien ja suhteiden analyysi paljastaa jännitteitä sekä paradokseja. Tutkimusanalyysi osoittaa, miten tarkeää on tiedostaa historiallisia ja kulttuurisia seikkoja, jotka ulottuvat yksilöiden taitoja, osaamista sekä pätevyyksiä syvemmälle tasolle. Tutkimus esittää, että refleksiivisyys (self-reflexivity) on hyvä lähtökohta tiedon, taitojen ja osaamisen suhteellisuuden ymmärtämiseen eettisempien pohjoisen ja etelän välisten kumppanuuksien tukemisessa koulutussektorin kehitysyhteistyössä sekä globaali- ja kehityskasvatuksessa Suomessa.

Mind the gap : People-centered biodiversity conservation in policy and practice in Cape Town, South Africa.Israelsson, Elin January 2010 (has links)
Approaches to conserving biodiversity have traditionally left humans out of the picture. However, to separate between humans and protected areas has become increasingly criticized for being ethically problematic and ineffective. As a result, the political landscape for how biodiversity should be conserved has changed during the last 30 years. Instead of exclusive conservation practices, there is a request for so-called people-centered practices that tackle development and conservation jointly. However, several studies show a gap between public policies with people-centered ambitions and what is happening on areas assigned for biodiversity conservation. This study aims to understand if people-centered ideas are converted into conservation practices at four nature reserves in Cape Town, South Africa. The study also hopes to explain if the public-civil partnership Cape Flats Nature (CFN) is a useful arrangement in order to convert people-centered ambitions into practices. Using an ideal type analysis, conducting informant interviews and gathering documents, the findings suggest that people-centered practices are found at all four nature reserves. However, there are significant differences and the two nature reserves partnering with CFN have the most people-centered practices. In these cases, human well being is, for example, viewed to be an integral part of the objectives at nature reserves and fences that tend to keep people out are focused on to a lesser extent than in the other nature reserves that are not partnering with CFN. Even though there are no blueprint solutions, instruments such as CFN can be a useful arrangement for narrowing the gap between people-centered ambitions and conservation practices. However, further studies on for example social network analysis focusing on the role of bridging organizations would perhaps strengthen such claims.

Examining the Association between Racial Residential Segregation, Risky Sexual Behaviors, and Sexually Transmitted Infections.Lutfi, Khaleeq J 07 June 2017 (has links)
Sexually transmitted infections (STIs) disproportionately impact non-Hispanic blacks in the United States. Racial differences in sexual networks can contribute to these disparities. Racial residential segregation, the separation of racial groups in a residential context, is a community factor known to influence sexual networks and has been associated with negative health outcomes. Our objective was to examine the association between racial residential segregation (henceforth, referred to as segregation), risky sexual behavior, concurrent partnerships, and STI diagnoses among non-Hispanic blacks. Demographic, sexual behavior, and STI diagnosis data for non-Hispanic blacks 15–44 years of age were obtained from the 2006–2010 National Survey of Family Growth. Segregation and community poverty data were obtained from the U.S. Census. Five distinct dimensions measured segregation, each with a representative index. Multilevel logistic regressions were conducted to test how each of the five indices were associated with risky sexual behavior, concurrent partnerships, and STI diagnoses. Risky sexual behavior results showed 16.1% (n=588) of participants engaged in risky sexual behavior. The association was stronger for the absolute centralization (adjusted odds ratio [aOR] 2.07; 95% confidence interval [CI] 2.05 – 2.08) and relative concentration indices (aOR 2.05; 95% CI 2.03 – 2.07). This suggests risky sexual behavior is most strongly associated with segregation in neighborhoods with a high density of non-Hispanic blacks and accumulation of non-Hispanic blacks in an urban core. STI diagnosis results showed 7.4% (n=305) of participants reported a STI diagnosis, and segregation was associated with STI diagnosis. The association was strongest measured with the dissimilarity index (aOR 2.41; 95% CI 2.38 – 2.43) and stronger for males. Concurrent partnerships results showed 15.6% (n=645) of participants reported concurrent partnerships. Multilevel analyses showed segregation to be associated with concurrent partnerships with the association strongest measured with the dissimilarity index. Segregation acted as a risk and a protective factor with risky sexual behavior, concurrent partnerships, and STI diagnosis, depending on the segregation measure. Additional work is needed to understand the mechanisms of how specific segregation dimensions influence risky sexual behaviors and sexually transmitted infections.

Today, global socio-ecological problems are too complex and urgent for isolated actions, and cross-sector collaboration is increasingly required to generate transformational change towards a sustainable future. Partnerships between businesses and civil society organisations (CSOs) in particular have the potential to achieve the required change for sustainability. However, the ‘backcasting’ approach used in this study highlights a gap between current approaches and what partnerships might look like in a sustainable future. Research draws on literature, eighteen interviews and an action research project with Interface Europe. Results indicate that: 1) in the current paradigm shift, collaboration provides a competitive advantage; 2) individual, organisational and societal benefits of partnering are significant; 3) understanding the art and science of partnering is needed to make them work 4) organisational development and strategy affect partnership type and outcomes; 5) Corporate Social Responsibility efforts initiate cross-sector partnerships, but are responsive and fall short of being strategic; 6) articulation of visions for a sustainable future is rare and; 7) most partnerships are not aligned with core business strategies. Transportation of police dogs : A new solution with focus on usability and user experienceNäslund, Minette January 2017 (has links)
In Sweden there are around 400 service dogs and dog handlers within the police (Polisen,2016). The service dogs are used in 25 000 to 30 000 interventions every year. According to the Swedish Police Service (2016), the most common breed within the police in Sweden is German shepherds and Malinois. The service dogs are used to track down people, substances and objects. They can also be used for surveillance and defense (Polisen, 2016). According to Eneström (2015-06-18), the transportation cages for service dogs used within the Swedish police today are designed with smaller measurements than the ones required by the Swedish Board of Agriculture (2015). The reason why the smaller cages are used is that with the measurements stated in the regulations from the Swedish Board of Agriculture, two cages cannot fit into the luggage compartment of the currently used police patrol vehicles (Eneström,2015-06-18). Fortunately, the vehicle Volvo XC70, which is the most commonly used police patrol vehicle, will not be manufactured anymore. This means that a new vehicle have to be chosen touse both for regular patrol vehicles and for dog transportation patrol vehicles. The need of a new solution for transporting service dogs initiated this master thesis, which was initiated by the design company Dacat AB. The aim was to develop a solution for the cages and storage of equipment integrated in a new vehicle of suggestion for the police. The objective was that this new solution should be developed with the user in center, meet the regulations and legislations from stakeholders, obtain high usability, enhance the user experience and provide a healthy, comfortable working environment for both police dogs and the police officers. The outcome of the thesis is visualizations and animations made from 3D models describing the conceptual solution. A user centered design approach was used in this thesis since the target group is narrow and itwas important to understand the context and the target group well. The user centered approach was adapted to fit the design challenge of this thesis, especially to make it work with the fact that the target group consists of both a human and a dog. This lead to an approach and a process, in this thesis called Design for multi-species partnerships. The result consists of a vehicle recommendation with a technical solution for the interior design. It is constructed to fit the recommended vehicle, but also to be adapted to other vehicles, depending on which vehicle the police decide to choose. The interior design is beneficial for both the dogs and the dog handlers as well as for the complete police operations, since it creates a more viable and versatile vehicle for the police. It was important to fulfill the needs and desires of both parts of the target group as well as creating a well functioning solution that works efficiently. The police patrol vehicle is in fact a working place for the target group, which means that aspects not that important to other vehicle users, was shown to be important in this thesis. This because the working place environment is directly connected to health and the ability to perform well. The profession of the target group is important for the society and is filled with a lot of expectations and demands, therefore it is important that the working place environment offer them the possibility to perform well without interference. The master thesis is carried out during the last semester of the Industrial Design Engineerprogram at Luleå University of Technology. The course D7014A is 30 university credits which equals 20 weeks of fulltime work. The thesis was conducted in Gothenburg in the spring of 2017.

Doctor of Education / Department of Educational Leadership / Gerald Bailey / The purpose of the study was to research, develop, and validate a step-by-step guide for museum and public school partnerships that wish to create motivational standards-based curriculum materials in high school social studies.
Museum and Public School Partnerships: A Step-by-Step Guide for Creating Motivational Standards-Based Curriculum Materials in High School Social Studies was developed using the research and development methodology of Borg and Gall (1989). The research and development process used in this study included seven steps: 1) research analysis and proof of concept, 2) product planning and design, 3) preliminary product development, 4) preliminary field testing, 5) revision of the prototype, 6) main field testing, and 7) revision of the final product. A prototype of the guide was produced and then evaluated by museum and public school experts in the preliminary field test. Revisions were made to the guide based on their feedback. The guide was then distributed to practitioners in the main field test. The reviewers in the main field test were museum staff or high school history educators; or museum, curriculum, or technology directors in the United States. Feedback from the main field test was used to create the final product.
Major conclusions of the study were: a) there was a lack of literature specifically for museum and public school partnerships that wished to create motivational standards-based curriculum materials for high school social studies, b) museum and public school personnel benefit from quality resource step-by-step guides, c) educational guides developed through research and development methodology offer museum and public school personnel practical and valuable products for improving education, d) a step-by-step guide is a useful tool when museums and public schools partner to create motivational standards-based curriculum materials for high school social studies, e) this study produced the first step-by-step guide for museums and public schools that wish to partner to create motivational standards-based curriculum materials for high school social studies.
