Through the dialectic method-critical, the present study aims to examine whether and how are the manifestations of security in the context of public policies intended to Brazilian youth, in order to contribute to the qualification of such policies for this social segment. The system of social (un)protection, in its relationship with the youths in contemporary capitalist sociability, is investigated from desk research involving the collection and analysis of international documents, of which Brazil is a signatory, relating to youths; and the documents from programs and projects linked to the National Youth Policy, being intentionally included programs and nationwide projects linked to the federal government, aimed at youths. Still, it carried out an analysis of the background papers and other documents produced in the National Youth Conference, which took place in 2008 and in 2011 in Brasilia and secondary research data on youths in major national and international research institutes, through research literature. For the analysis of such data is used the content analysis technique. The results point to conformation in many manifestations of (in) security, which appear through multiple fragments concealing their common root: the structural relationship of production and reproduction of value in the capitalist sociability. This process affects all social segments, and especially the youths suffer the refractions of this movement, demanding social protection. In this context, the Social Policies, due to social metabolism the capital, under its new developmental feature, entails a continuous process of social (un)protection, dialectically, moves the fetish of youth as a social development tool. / Nesta tese considera-se seguran?a como sin?nimo de prote??o, compreendendo o contexto de (in)seguran?a como um reflexo da produ??o e reprodu??o do valor na sociabilidade capitalista. Por meio do m?todo dial?tico-cr?tico, o presente estudo visa analisar como vem se constituindo a prote??o social em rela??o ?s juventudes brasileiras, a fim de contribuir para a qualifica??o de tais pol?ticas para este segmento social. O sistema de (des)prote??o social, em sua rela??o com as juventudes na sociabilidade capitalista contempor?nea, ? investigado a partir de pesquisa documental envolvendo o levantamento e a an?lise de documentos internacionais referentes ?s juventudes, dos quais o Brasil ? signat?rio, bem como, os documentos provenientes de programas e projetos vinculados ? Pol?tica Nacional de Juventude, sendo intencionalmente inclu?dos os programas e projetos de abrang?ncia nacional, vinculados ao governo federal, destinados ?s juventudes. Ainda, realiza-se uma an?lise dos textos-base e demais documentos produzidos nas Confer?ncias Nacionais da Juventude, ocorridas em 2008 e em 2011 em Bras?lia, e dos dados secund?rios de investiga??es sobre juventudes nos principais institutos de pesquisa nacionais e internacionais, por meio de pesquisa bibliogr?fica. Para a an?lise de tais dados utiliza-se a t?cnica de An?lise de Conte?do.Os resultados apontam para conforma??o das diversas manifesta??es da (in)seguran?a, as quais aparecem por meio de m?ltiplos fragmentos que ocultam a sua raiz comum: a rela??o estrutural de produ??o e reprodu??o de valor na sociabilidade capitalista. Todos os segmentos sociais s?o impactados por este processo, sendo que especialmente as juventudes sofrem as refra??es deste movimento, demandando prote??o social. Nesse contexto, as Pol?ticas Sociais, devido ao sociometabolismo do capital, sob sua fei??o neodesenvolvimentista, acarretam um processo cont?nuo de (des)prote??o social que, dialeticamente, movimenta o fetiche das juventudes como instrumento de desenvolvimento social.

The overall goal is to analyze how the CREAS from municipalities of the 9th Planning Functional Region state of RS are bailing under the Securities prescribed in SUAS in order to contribute with subsidies for the improvement of services provided to the user population . This study is guided by Marxism, based on the critical-dialectical method, which seeks to go to the essence of phenomena. It is characterized as a social explanatory research. The population defined for the survey is comprised by the municipalities of the 9th Region Functional Planning, which consists of one hundred and thirty municipalities. Of these, only nine had CREAS, four of whom comprised the sample: Small I: Irai; Small II: Solitude; Mid Size: Carazinho, and Large: Passo Fundo. The subjects of the study is comprised by representatives of families of all users from the surveyed CREAS, totaling 15 female users; Welfare municipal policy managers totaling four managers (one representative appointed by the manager); and 1 professional Social Worker at Center. Data were collected through documentary analysis of monitoring data sheet from CREAS through a guideline formulary to collect data and semi-structured interviews with the subjects. We used three guidelines for the interviews, all compounds with open questions. The interviews were recorded and transcribed. The data was analyzed by content analysis by Bardin (2009).The results indicate that professionals from the surveyed Centers are finding difficulties for the materialization of social security protection of Social Welfare Services, which also require greater knowledge of its principles by the staff. The existing human resources structure in CREAS is not being able to meet the demands identified in the Centers, as well as they are not compliant with the prescriptions of NOB-RH/SUAS. The physical structure of buildings where the CREAS are installed are not suitable, and it?s being marked by improvisation which is a characteristic of the historical process of social welfare policy. The material resources available are also lacking maintenance and better conditions of functioning. The services offered in CREAS need a better definition and clarity in its methodology. The actions taken are still very much tied to situations experienced by individuals in a personal level, and collective activities that have the greatest potential to encourage participation and social mobilization are dismissed. Many professional actions also perpetuate gender stereotypes related to women's self-care concerning the users of the offered services.It is also evident the consolidation of bourgeois values in public services, with the rectification of ideology inherent to capitalism, which reproduces gender inequalities also in these spaces. We still can see the reiteration of culture of accountability by the lack of women's participation in activities as representatives of the families with the existing services. It was possible to visualize the numerous obstacles to the realization of Social Welfare as a public policy, but there are also individuals who engage in the struggle to guarantee rights and the consolidation of the Unified Social Welfare, as legally recommended. It is highlighted the importance of the collective organization by workers and users to the struggle for the guarantee of universal social rights based on equality / O presente trabalho tem como tema de estudo as seguran?as do SUAS e a prote??o social especial da pol?tica de Assist?ncia Social. O objetivo geral consiste em analisar de que forma os CREAS dos munic?pios da Regi?o Funcional de Planejamento 9 do Estado do RS v?m afian?ando as Seguran?as previstas no SUAS, a fim de contribuir com subs?dios para a qualifica??o dos servi?os prestados ? popula??o usu?ria. Este estudo ? orientado pelo marxismo, a partir do m?todo cr?tico-dial?tico, que busca ir ? ess?ncia dos fen?menos. Caracteriza-se como uma pesquisa social de n?vel explicativo. A popula??o definida para a pesquisa compreende os munic?pios que integram a Regi?o Funcional de Planejamento 9, que ? formada por cento e trinta munic?pios. Desses, apenas nove possu?am CREAS, sendo que quatro deles compuseram a amostra: Pequeno Porte I: Irai; Pequeno Porte II: Soledade; M?dio Porte: Carazinho; e, Grande Porte: Passo Fundo. Os sujeitos da pesquisa compreenderam representantes de fam?lias usu?rias de todos os CREAS pesquisados, totalizando 15 usu?rias; gestores/as municipais da pol?tica de Assist?ncia Social, totalizando 4 gestores/as (sendo um/a representante indicado/a pelo/a gestor/a); 1 profissional assistente social de cada Centro. Os dados foram coletados por meio da an?lise documental da ficha de monitoramento do CREAS, atrav?s de um roteiro para coleta de dados e entrevistas semiestruturadas com os sujeitos. Utilizou-se tr?s roteiros para a realiza??o das entrevistas, todos compostos com quest?es abertas.As entrevistas foram gravadas e transcritas. Para an?lise dos dados coletados, est? sendo utilizada a an?lise de conte?do, com base em Bardin (2009). Os resultados apontam que os/as profissionais dos Centros pesquisados v?m encontrando dificuldades para a materializa??o das seguran?as da prote??o social de Assist?ncia Social, as quais carecem tamb?m de maior apropria??o por parte das equipes. A estrutura de recursos humanos existente nos CREAS n?o vem dando conta das demandas identificadas nos Centros, tampouco est?o de acordo com o que disp?e a NOB-RH/SUAS. As estruturas f?sicas dos im?veis onde est?o instalados os CREAS n?o s?o adequadas, sendo marcadas pelos improvisos caracter?sticos do processo hist?rico da pol?tica de Assist?ncia Social. Os recursos materiais dispon?veis igualmente v?m carecendo de manuten??o e melhores condi??es de uso. Os servi?os ofertados nos CREAS carecem de melhor defini??o e clareza metodol?gica. As a??es desenvolvidas ainda est?o muito vinculadas aos indiv?duos e as situa??es vivenciadas, ficando obscurecidas as atividades coletivas que disp?em de maior potencial para estimular a participa??o e mobiliza??o social. Muitas a??es profissionais tamb?m perpetuam estere?tipos de g?nero relacionados ao autocuidado feminino das usu?rias dos servi?os ofertados.Observa-se a consolida??o dos valores burgueses nos servi?os p?blicos, com a retifica??o da ideologia inerente ao capitalismo, que reproduz as desigualdades de g?nero tamb?m nesses espa?os. Ainda visualiza-se a reitera??o da cultura de responsabiliza??o das mulheres pela falta de participa??o nas atividades na condi??o de representantes das fam?lias junto aos servi?os executados. Foi poss?vel visualizar a exist?ncia de in?meros empecilhos para a materializa??o da Assist?ncia Social enquanto pol?tica p?blica, por?m h? tamb?m sujeitos que se empenham na luta pela garantia de direitos e da consolida??o do Sistema ?nico de Assist?ncia Social, conforme preconizado legalmente. The investigation, done with a wide approach, covers professionals, social workers and medical experts employed by INSS (National Institute of Social Security) in Pelotas, RS, Brazil. We have used bibliographic and documental research as well as personal interviews. The survey sample consists of 15 professionals, 8 medical experts and 7 social workers, who work with the new model of disability evaluation. We approach on how professionals, social workers and medical experts evaluate the new model of social and medical assessment, implemented in June 2009. The questions that guide the present dissertation concern the way literature presents the concept of disability, the Continuous Cash Benefit and the new model of socialand medical evaluation of disability; how the disability evaluation occurs through the ntegration of medical and social assessment, which is necessary for giving access to the Continuous Cash Benefit; and on how professionals, social workers and medical experts see the new model of disability evaluation. The study shows that, since the introduction of the new evaluation model, a significant advance in disability evaluation to access CCB occurred, and that a more comprehensive assessment on disability has been put into practice. Previously, only the biological aspects were considered, but through the new model we seek to evaluate the biological, environmental and social aspects. We have made an important reflection on the new assessment model, on the assessment tools and its operation, and on the understanding that professionals have concerning disabilities. We realize how the evaluation change has been significant and we point out some elements that need to be reviewed and improved regarding the evaluation model and its implementation, as well as to the understanding of the concept of disability in order to understand it as a type of inequality that is the result of both individual and social disadvantages. The evaluation of disabilities, in order to access CCB, stands out as an important process which is still being developed. / Esta pesquisa tem como objetivo investigar como os profissionais, assistentes sociais e m?dicos peritos, avaliam o novo modelo de avalia??o m?dica e social, implantado em junho de 2009, para avaliar a pessoa com defici?ncia eleg?vel ao Benef?cio de Presta??o Continuada, com vistas a identificar se o mesmo tem contribuindo para proporcionar uma avalia??o mais completa da defici?ncia. A investiga??o, de natureza mista, abrange os profissionais assistentes sociais e m?dicos peritos da Ger?ncia Executiva do INSS em Pelotas. S?o utilizadas as t?cnicas de pesquisa bibliogr?fica, documental e entrevista. A amostra da pesquisa ? composta por 15 profissionais, sendo 8 m?dicos peritos e 7 assistentes sociais, que atuam na operacionaliza??o do novo modelo de avalia??o da defici?ncia. Problematiza-se como os profissionais, assistentes sociais e m?dicos peritos, avaliam o novo modelo de avalia??o m?dica e social, implantado em junho de 2009. As quest?es que orientam a disserta??o se referem a como a literatura debate os conceitos de defici?ncia, o Benef?cio de Presta??o Continuada, e o novo modelo de avalia??o m?dica e social da defici?ncia; como ocorre a avalia??o da defici?ncia atrav?s da integra??o da avalia??o m?dica e social necess?ria para o acesso ao Benef?cio de Presta??o Continuada; e como os profissionais assistentes sociais e m?dicos peritos avaliam o novo modelo de avalia??o da defici?ncia. O estudo revela que ocorreu, a partir da introdu??o do novo modelo de avalia??o, um significativo avan?o na forma de avaliar a defici?ncia para acesso ao BPC, passando a ser realizada uma avalia??o mais abrangente sobre a defici?ncia. Anteriormente, consideravam-se somente os aspectos biol?gicos, e atrav?s do novo modelo busca-se avaliar os aspectos biol?gicos, ambientais e sociais. Realiza-se uma importante reflex?o sobre o novo modelo de avalia??o, sobre o instrumento de avalia??o e sua operacionaliza??o e sobre a compreens?o que os profissionais possuem sobre defici?ncia. Reconhece-se o quanto foi significativa a mudan?a ocorrida e apontam-se alguns elementos que precisam ser revisados e aprimorados em rela??o ao modelo de avalia??o e sua operacionaliza??o. E tamb?m, evidencia-se a necessidade de evolu??o em rela??o ? compreens?o de defici?ncia, com vistas a entend?-la como um tipo de desigualdade que ? resultado tanto de desvantagens individuais como sociais. The primary intention of this paper is to present and discuss the guidelines of the National Plan of the Right of Children to Family and Community (Plano Nacional de Conviv?ncia Familiar e Comunit?ria) as well as Working Group Pro-Family and Community, articulating in the same manner with the research data. Thus, it is intended to describe some relationships between these normative instruments and Social Assistance Policy, which indicates that the right as objective to be achieved through public policy. By the actors directly involved with this daily deprivations and violations of basic human rights the interface between the Basic Social Protection with the family life and community still lacks understanding and seizure.The field research was conducted through focus groups, in two Reference Centers for Social Welfare (Centro de Refer?ncia de Assist?ncia Social - CRAS) in Porto Alegre, Brazil, and participated in each of them, seven technicians from each service. The data of this research are exposed throughout the work, demonstrating the limits and possibilities that are made from the historical moment in which we operate. It was found that the National Plan Promotion Defense and Protection of the Right of Children to Family and Community is still quite unknown to the workers, which indicates the importance of investing in disseminating the existing normative instruments. It is also possible find advances promoted by the deployment of SUAS, as well as the difficulties that accompanying this process. Glimpses the worker of the Social Care as a key in the development of a conpromised public policy and with quality, since they have the necessary conditions to perform their role / O direito ? conviv?ncia familiar e comunit?ria de crian?as e adolescentes ? discutido, neste trabalho, a partir de sua rela??o com a Prote??o Social B?sica (PSB) do Sistema ?nico de Assist?ncia Social (SUAS). A principal inten??o do trabalho ? apresentar e discutir as diretrizes do Plano Nacional de Promo??o, Prote??o e Defesa do Direito de Crian?as e Adolescentes ? Conviv?ncia Familiar e Comunit?ria (PNCFC), bem como do Grupo de Trabalho Pr?-Conviv?ncia Familiar e Comunit?ria, articulando as mesmas com os achados de pesquisa. Dessa forma, pretende-se descrever algumas rela??es entre esses instrumentos normativos e a Pol?tica de Assist?ncia Social, que apontam esse direito como objetivo a ser alcan?ado atrav?s da pol?tica p?blica. Foi poss?vel constatar que o PNCFC ainda ? bastante desconhecido pelos trabalhadores, o que indica a import?ncia do investimento em disseminar os instrumentos normativos vigentes. EU, against the Conditional Cash Transfer Programs, in execution by the countries of the Southern Common Market ? MERCOSUR, inside or between economic blocs, agoing produce oriented knowledge to construct social public redistributive policies guided by the logic of law, whose character be universalist. The problematization process of the study object is guided, epistemologically, in the dialectical-critical method, in reason of a theoretical option and the specificity of the study that presuppose an intrinsic contradiction between State, market and society. In accordance predicts a comparative approach supported by the historical-structural perspective, in addition rely on mixed focus, correlating qualitative and quantitative data, having as a time interval of observation the period 1990-2015. This is a quantitative-qualitative research of exploratory kind, in which the collect of the data is based on documentary and bibliographic source of national and international origin. Regarding the geographical scale of observation, was delimited the States part and associate to MERCOSUR, and EU countries that integrates the named Eurozone, giving emphasis to programs practiced by France and Portugal, as well as the experiences in execution in Chile and Brazil. In the research process it was considered the different historical realities, as a result, the study object revealed heterogeneous, both inside and between economic blocs. It was understood that the underlying contradiction to the related programs resides in the fact that they configure a response secularly used to maintain the concentration of wealth, in the sense that aims to provide cohesion/social integration under the fundamentals of markets economy. Specifically, these related programs, although present a more sophisticated version, they do not constitute innovative measures to combat poverty, on the contrary, because replicate secular methods of regulation of the contradictions arising from the private concentration of wealth, concealing the origins of this acute expression of the social questions. Instead of fighting with structural changes the social inequalities that shape as the various economic cycles and territorial features, (re) edit up with emergency measures enshrining the recoil of the universality principle in favor of focusing. It was put in evidence an issue considered fundamental to be considered, because despite programs, in levels inside and between blocs, reveal disparities regarding the methodological aspects and the contents of the components that structure are symmetrical in terms of structural conception. Which corresponds to the central limit of this public policy that does not constitute an acquired right, in view of the social and financial installment having transitory character, besides are customized to the 'problem' of each individual/families, leading the fragmentation of historical process and, consciously, the social policies. Finally, it was intend to put on schedule the fight against social inequalities under the structural point of view, which matches with the process of changes in the orientation of economic policies that sustain the neoliberal theoretical, inverting the current prevalence of the economic over the social. / Esta Tese comporta a an?lise das principais (a) simetrias e decorrentes contradi??es impl?citas nos Programas de Renda M?nima de Inser??o, praticados pelos pa?ses da Uni?o Europeia ? UE, frente ?s dos Programas de Transfer?ncia Condicionada de Renda, em execu??o nos pa?ses do Mercado Comum do Sul ? MERCOSUL, em n?veis intra e entre blocos econ?micos, no intuito de produzir conhecimentos orientados ? constru??o de pol?ticas sociais p?blicas redistributivas pautadas na l?gica do direito, cujo car?ter seja universalista. O processo de problematiza??o do objeto de estudo se pauta, epistemologicamente, no m?todo dial?tico-cr?tico, em raz?o de uma op??o te?rica e da especificidade do estudo que pressup?e a intr?nseca contradi??o entre Estado, mercado e sociedade. Em conformidade, prev? a abordagem comparada sob a perspectiva hist?rico-estrutural, al?m de se apoiar no enfoque misto, correlacionando dados qualitativos e quantitativos, tendo como intervalo temporal de observa??o o per?odo de 1990 a 2015. No processo da pesquisa tratou-se de realidades hist?ricas distintas, em decorr?ncia o objeto de estudo se revelou heterog?neo, tanto em n?vel intra como entre blocos econ?micos. Entendeu-se que a contradi??o subjacente aos referidos programas, reside no fato dos mesmos configurarem uma resposta secularmente utilizada ? perman?ncia e manuten??o da concentra??o da riqueza, na medida em que almejam instituir a coes?o/integra??o social, sob os fundamentos da economia de mercados. Concretamente, os referidos programas, apesar de se apresentarem numa vers?o mais sofisticada, n?o configuram medidas inovadoras de combate ? pobreza, ao contr?rio, pois replicam m?todos seculares de regula??o das contradi??es decorrentes da concentra??o privada da riqueza, ocultando as origens dessa aguda express?o da quest?o social. Ao inv?s de se combater com mudan?as de cunho estrutural as desigualdades sociais, que se moldam conforme os diversos ciclos econ?micos e particularidades territoriais, (re) editam-se medidas emergenciais consagrando o recuo do princ?pio da universalidade em prol da focaliza??o. Colocou-se em evid?ncia quest?o considerada como fundamental a ser ponderada, pois apesar dos programas, em n?veis intra e entre blocos, revelarem assimetrias quanto aos aspectos metodol?gicos e quanto ao conte?do dos componentes que os estruturam, s?o sim?tricos em termos de concep??o estrutural. O que corresponde ao limite central dessa pol?tica p?blica que n?o configura um direito adquirido, em vista das presta??es sociais e pecuni?rias possu?rem car?ter transit?rio, al?m de serem personalizadas ao ?problema? de cada indiv?duo/fam?lias, impulsionando a fragmenta??o dos processos hist?ricos e, de modo consequente, das pol?ticas sociais. Por fim, pretendeu-se colocar em pauta o combate das desigualdades sociais, sob o ponto de vista estrutural, o que corresponde ao processo de mudan?as na orienta??o das pol?ticas econ?micas que se sustentam no referencial te?rico neoliberal, invertendo a atual preval?ncia do econ?mico sobre o social.

The objective is to understand how the psychologists in the health services of Natal, RN, specifically in the Basic Health Units and social assistance, experience their daily practices. The methodology included observation and interviews of 13 psychologists regarding their daily activities and forms of practice in these services. We utilized an interview protocol directed at the affective memory and the professional life history of these technicians. Field notes were used to produce a cartography of the encounter intensities experienced by the researcher in the investigated context. The data analysis enabled the construction of the following analytic axes: 1) Work processes and proximity/ distancing points between these fields; 2) Forms of government and life management in the well-being context; 3) Experiments of self in the daily services. The first axis showed the precariousness of working conditions (remuneration issues, lack of structure, of training and autonomy for the activities). In the second axis the identified care forms produced in these fields indicated an adherence to the production of ideal subjects characterized as autonomous, productive, healthy and aware of own rights . These were considered normative insofar as they express attempts to break with the established patterns. In the third axis, many technicians experienced constraint with the daily activities because they found themselves in contexts that were adverse to the habitual forms of action. This situation provoked two distinct forms of positioning: a) action expressed by compassion, pity and resentment; b) investment in the practices themselves, so as to overcome its limits and to respond innovatively to the difficulties and/or challenges that these contexts provoke / Esse estudo versa sobre os encontros produzidos entre a psicologia e o campo das pol?ticas de Bem-Estar Social e objetiva conhecer como os psic?logos que atuam nos servi?os sa?de em Natal/RN, especificamente nas Unidades B?sicas de Sa?de (UBS) e de assist?ncia social (Centros de Refer?ncia de Assist?ncia Social/CRAS) vivem o cotidiano de suas pr?ticas. Em rela??o aos procedimentos metodol?gicos realizamos o acompanhamento (observa??o e entrevista) do cotidiano e dos modos de atuar dos psic?logos (n = 13) ligados aos referidos servi?os. Foi utilizado um roteiro de entrevista voltado para a mem?ria afetiva e a hist?ria de vida profissional desses t?cnicos, bem como um di?rio de campo para cartografar as intensidades do encontro deste pesquisador com o campo investigado. A an?lise dos dados permitiu a constru??o dos seguintes eixos anal?ticos: 1) Processos de trabalho e pontos de aproxima??o/ afastamento entre esses campos; 2) Modos de governo e gest?o da vida no campo do bem-estar; 3) Experimenta??es de si no cotidiano dos servi?os. Como resultados, verificou-se no primeiro eixo, a precariza??o das condi??es de trabalho (quest?es salariais, falta de estrutura, de capacita??o e autonomia para o desenvolvimento das atividades). In this context, the study seeks to satisfy two important criteria that guide the selection of objects of social science research: a consideration of issues that have relevance to the real world and the intention to make the contribution to the scholarly literature on theoretical and empirical aspects. The research seeks to reveal what is the economic importance of the subsystem of social security for rural municipalities in RN. The hypothesis is that the transfer of income received by beneficiaries from the rural social security tax exceeds the explicit mechanisms for most municipalities in RN, in many cases significantly, proving the importance of this policy as a mechanism for combating poverty and reducing social inequality, especially before the fragility of the federal system on the national political entity hall. The study presents theoretical cores - chapters 1-3 - and empirical - Chapter 4. The first core is about the evolution of social protection as a state policy, addressing the influential theories and typologies of the State of Social Welfare and the characteristics of the Brazilian social security model, but mainly, its rural social security subsystem, its history until universalistic model inaugurated by the Federal Constitution of 1988. The second begins with an overview of studies that have emphasized the impact of Social Security on the local economy of small municipalities, then passing data and statistics in order to gauge the socioeconomic importance of pension income in the rural municipalities of Rio Grande do Norte. To this end, the final chapter provides a comparison of the monetary value transferred by the payment of social security benefits - rural and urban - to each of the 167 municipalities in RN with the equally important sources of income in the budget of municipal entities. Apart from their own tax revenues, are objects of comparison with the value of pension benefits awarded in RN, transfer quota state relating to the municipality on the federal ICMS and the transfer on the FPM / Este trabalho trata da previd?ncia rural universalista institu?da pela Constitui??o Federal de 1988 e a sua import?ncia na economia dos munic?pios do Rio Grande do Norte. The emergence of pauperization and mendicancy led to an era of solutions for the excluded populations to have the "right to life". Among these there were families and women, in social conditions of extreme fragility. Against the "satanic mill" States created a Governmentality to intervene in the new situation imposed by the capitalist market economy that emerged. In the 20th Century, the Welfare State was the solution, granting benefits to workers, families and women, what means: the state will use part of its resources to protect those who were excluded from the new economy. Despite the criticism to this new role of state, such as being a "free lunch", that discouraged work and productivity, the Welfare State had triumphed given the multifunctional character of social protection policy of the state, that in one hand, removes the red danger, and on the other, imposes a social peace and prevent fractures in society, which has become essential for the accumulation of capital in this stage of capitalist development. In Brazil, the social protection system varied throughout the twentieth century in a model of underdevelopment and authoritarianism that excluded large portions of society to satisfy their basic needs. Hunger, unemployment, low wages were recurrent in the country. The arrival of the Workers' Party to power in 2002 reoriented the State Governmentality to remedy the gravity of the economic situation of the poor and created Bolsa Fam?lia Program that focuses on family, and especially women. At the city of Vi?osa, Minas Gerais, the Program was implemented with remarkable results, such as the National Program, confirmed in the present research project through interviews and questionnaires. / A presente disserta??o analisou as condi??es em que se gestou a prote??o social aos exclu?dos e marginalizados, atrav?s da emerg?ncia da economia de mercado capitalista, pois, se a pobreza existiu antes deste tipo espec?fico de economia de mercado surgir, ela era resolvida pela domesticidade, reciprocidade e redistribui??o na comunidade. O surgimento da pauperiza??o e da mendic?ncia implicou em uma era de solu??es para que os exclu?dos tivessem o ?direito ? vida?. Entre estes estavam fam?lias e mulheres, em condi??es de fragilidade social ainda mais profundas. Contra o ?moinho sat?nico? que se avizinhava os Estados criaram uma Governamentalidade, aparelhando-se para intervir na nova situa??o imposta pela economia de mercado capitalista que se desprendia da sociedade. No s?culo XX, o Estado do Bem Estar Social foi a solu??o para enfrentar esta novidade, concedendo benef?cios aos trabalhadores, fam?lias e mulheres, ou seja, o Estado passa utilizar parte dos seus recursos para proteger aqueles que foram exclu?dos pela nova economia. Apesar das cr?ticas a este novo papel do Estado, como por exemplo, de ser um ?almo?o gr?tis?, que desestimulava o trabalho e a produtividade, demonstrou-se que estas cr?ticas foram superadas dado o car?ter multifuncional da pol?tica de prote??o social do Estado, que por um lado, afasta o perigo vermelho, e por outro, imp?e uma paz social e evita fraturas na sociedade, o que se tornou essencial para a acumula??o de capitais nesta etapa do desenvolvimento capitalista. No Brasil, o sistema de prote??o social variou ao longo do s?culo XX dentro de um modelo de subdesenvolvimento e autoritarismo que excluiu grandes parcelas da sociedade de saciar suas necessidades b?sicas. A fome, o desemprego, os baixos sal?rios foram recorrentes no pa?s. A chegada do Partido dos Trabalhadores ao poder em 2002 reorientou a Governamentalidade Estatal para sanar a gravidade da situa??o econ?mica dos pobres e criou-se o Programa Bolsa Fam?lia que focaliza a fam?lia, e, especialmente, a mulher. This is a qualitative research, developed through documentary research in ten (10) judicial processes, concerning the institutional reception of children and adolescents, which were in process in the Juiz de Inf?ncia e Juventude (JIJ), in the municipality of the metropolitan region of Porto Alegre, in the years 2016 and 2017, as well as in documents that give guidelines for institutional reception in Brazil, which deal with the right to family and community coexistence of children and adolescents: National Plan for the Promotion, Protection and Defense of the Right of Children and Adolescents to Family and Community Coexistence (2006a); Technical Guidelines for Reception Services for Children and Adolescents (2009) and Law No. 12.010, of August 3, 2009, which provides for Adoption (2009). Empirical research was also developed through interviews with seven (7) professionals who are included in the Social Assistance Policy and in the Tutelary Council of said municipality. In this way, through this study, it was observed that the reasons that contribute to the institutional reception of children and adolescents refer to the situation of social vulnerability, poor housing conditions, neglect and intra-family violence. In addition, some families were in a situation of unemployment and informal work, which also corroborated for the weakening of the bonds. In this way, it is understood that, in the present times, a journey back to the past is lived, since there is a regression in the realization of the rights of childhood and adolescence, because one advances in the legal context, however, through the advance of the neoliberal offensives and conservative, returns to the minorist logic in meeting the demands presented by children and adolescents. Also, it is understood that the legal argument has been constructed through perspectives of the moralization of the social question. In this way, a cycle is created, where the family suffers the impact of the capital dynamics, but is blamed, which corroborates for the institutional reception and the loss of family power. Thus, it has been observed that families that have their children institutionally are exposed to a context of (de) social protection. Among the challenges identified for the realization of the right to family and community coexistence of children and adolescents, the current context of precariousness of the Social Assistance Policy of the municipality under investigation is highlighted, since this public policy is surrounded by manifestations of the process of precariousness of the such as outsourcing and the high turnover of professionals, mid-level and higher. In addition, it was observed that there is a lack of investment in the service that offers basic social protection, which, together with the manifestations of the precarious work process, contributes to the discontinuity of care and follow-up of families. In addition, through this study, it was observed that the right to family and community coexistence of children and adolescents who are institutionally welcomed has been effected by violating the right to live with the family of origin. Regarding the possibilities, it is understood that, by means of a public tender, stability would be guaranteed to the professionals, for the development of intersectoral work. In addition, it is necessary to invest more in social policies - in this case in the Social Assistance Policy, with human and material resources, in order to develop a work based on integral protection, contributing with the families in facing the expressions of the social question; in the reduction of the chances of referral of children and adolescents to the institutional reception, as well as the length of stay of these subjects in the host institutions, with a view to the realization of the right to family and community coexistence. / O objetivo da presente disserta??o consiste em analisar como vem se constituindo o atendimento das fam?lias de crian?as e adolescentes acolhidas (os) institucionalmente e atendidas (os) pela Pol?tica de Assist?ncia Social em um munic?pio da regi?o metropolitana de Porto Alegre/RS, na perspectiva da garantia do direito ? conviv?ncia familiar e comunit?ria, a fim de contribuir com subs?dios na qualifica??o dessa pol?tica p?blica. Nesse caminho, atrav?s desse estudo, observou-se que as raz?es que contribuem para o acolhimento institucional de crian?as e adolescentes se referem ? situa??o de vulnerabilidade social, condi??es prec?rias de moradia, neglig?ncia e viol?ncia intrafamiliar. Ademais, algumas fam?lias se encontravam em situa??o de desemprego e trabalho informal, o que tamb?m corroborou para a fragiliza??o dos v?nculos. Dessa maneira, entende-se que, na contemporaneidade, vive-se uma viagem de volta ao passado, pois h? um retrocesso na efetiva??o dos direitos da inf?ncia e da adolesc?ncia, pois se avan?a no contexto legal, contudo, atrav?s do avan?o das ofensivas neoliberal e conservadora, retorna-se ? l?gica menorista no atendimento ?s demandas apresentadas pelas crian?as e adolescentes. Outrossim, compreende-se que o argumento jur?dico tem sido constru?do por meio de perspectivas da moraliza??o da quest?o social. Dessa forma, cria-se um ciclo, onde a fam?lia sofre o impacto da din?mica do capital, mas ? culpabilizada, o que corrobora para o acolhimento institucional e para a perda do poder familiar. Sendo assim, percebeu-se que as fam?lias que t?m os filhos acolhidos institucionalmente est?o expostas a um contexto de (des)prote??o social. Dentre os desafios identificados para a efetiva??o do direito ? conviv?ncia familiar e comunit?ria de crian?as e adolescentes, destaca-se o atual contexto de precariza??o da Pol?tica de Assist?ncia Social do munic?pio investigado, visto que essa pol?tica p?blica est? envolta por manifesta??es do processo de precariza??o do trabalho, tais como a terceiriza??o e a alta rotatividade de profissionais, de n?vel m?dio e superior. Al?m disso, observou-se que h? falta de investimento no servi?o que oferta prote??o social b?sica, que somada as manifesta??es do processo de precariza??o do trabalho contribui para a descontinuidade do atendimento e acompanhamento ?s fam?lias. Ademais, atrav?s desse estudo observou-se que o direito a conviv?ncia familiar e comunit?ria das crian?as e adolescentes que encontram-se acolhidas (os) institucionalmente vem sendo efetivado por meio da viola??o do direito a conviv?ncia com a fam?lia de origem. Quanto ?s possibilidades, entende-se que, por meio de concurso p?blico, se garantiria estabilidade aos profissionais, para o desenvolvimento de um trabalho intersetorial. Ademais, se faz necess?rio maior investimento nas pol?ticas sociais ? neste caso na Pol?tica de Assist?ncia Social, com recursos humanos e materiais, a fim de desenvolver um trabalho baseado na prote??o integral, contribuindo com as fam?lias no enfrentamento das express?es da quest?o social; na diminui??o das chances de encaminhamento das crian?as e adolescentes para o acolhimento institucional, bem como no tempo de perman?ncia desses sujeitos nas institui??es de acolhimento, na perspectiva da efetiva??o do direito ? conviv?ncia familiar e comunit?ria.
