Magistro darbe nagrinėjami teoriniai mokesčių sistemos formavimo pagrindai, t.y. mokesčių reikšmė ir būtinumas, vykdant valstybės funkcijas, apmokestinimo principai ir riba, mokesčių našta, pateikiama Lietuvos Respublikos mokesčių sistema. Analizuota Lietuvos mokesčių sistema, atkreipiant dėmesį į pagrindinius mokesčius, t.y. gyventojų pajamų, pelno, pridėtinės vertės bei akcizų mokesčius. Išanalizuotos šių mokesčių pajamų į nacionalinį biudžetą kitimo tendencijos 2004 – 2008 m. laikotarpiu, identifikuojant pagrindinius teigiamus ir neigiamus veiksnius, turėjusius įtakos mokestinių pajamų surinkimui. Kadangi mokesčių sistema kardinaliai keitėsi nuo 2009 metų, išanalizuota kaip keitėsi tų metų pirmo ketvirčio pajamų surinkimas iš pagrindinių mokesčių. Rašant darbą atlikta mokslinės, statistinės, normatyvinės ir kt. literatūros analizė, naudoti loginės analizės ir sintezės, palyginamosios analizės tyrimo metodai, santykiniai dydžiai, grafinis būdas ir kt. / Master‘s thesis covered theoretical elements of forming tax system, i.e. significance and importance of taxes prosecuting functions of government, principals of taxation and its limit, the tax burden, finally, tax system of the Lithuanian Republic is provided. Lithuanian tax system is analyzed, with attention to the basic taxes, i.e., personal income tax, profits tax, value-added tax, and excise duty tax. The study analyzed the tax revenue to the national budget for the 2004 - 2008 m. period, identifying the positive and negative factors bearing on the collection of tax revenues. Since the tax system has changed radically since 2009, analyzed the changes of the year the first quarter of the revenue collection of the main taxes. The analysis of scientific, statistical, normative and other kind of literature is carried out; research methods such as logic analysis and synthesis, comparative analysis, relative values, graphical presentations are applied in the study.

Disertacijoje tiriama fiskalinės politikos įtaka Lietuvos, Latvijos ir Estijos makroekonominiam stabilumui. Disertacijos tikslas – nustatyti Baltijos šalių mokesčių ir fiskalinės politikos įtaką ekonominiams procesams ir kiekybiškai įvertinti fiskalinės politikos priemonių poveikį makroekonominiams rodikliams. Šiame darbe buvo tirti svarbiausių fiskalinės politikos priemonių – pagrindinių mokesčių, valdžios sektoriaus investicijų ir visų išlaidų poveikis BVP, užimtiesiems, investicijoms ir palūkanų normoms.
Pasitelkus vieną populiariausių fiskalinės politikos efektams tirti taikomų metodų – struktūrinius vektorinius autoregresinius modelius (SVAR) – buvo prieita prie tokių išvadų: skirtingų mokesčių šokai nevienodai veikia Baltijos šalių makroekonominius rodiklius. Darbo mokesčių didinimas neigiamai veikia BVP ir užimtumą visose ekonomikose; bet netiesioginių mokesčių didinimas teigiamai veikia BVP Latvijoje ir Estijoje, ir tik Lietuvoje poveikis yra neigiamas. Tik Lietuvoje buvo gauti stabilūs rezultatai apie neigiamą pelno mokesčių poveikį ekonomikai. Latvijoje ir Estijoje poveikio efektai varijuoja priklausomai nuo SVAR modelio kintamųjų sudėties. Rezultatai rodo, kad valdžios sektoriaus išlaidų didinimas lemia BVP, užimtumo ir tiesioginių investicijų mažėjimą Lietuvoje ir Estijoje. Latvijoje neigiama poveikio įtaka yra mažiau reikšminga. On the other hand, government investment has a positive impact on macroeconomic variables in all three economies. Interest rates are relatively insensitive to fiscal shocks in all Baltic countries, and this may be explained by the high degree of economic openness and dependence on global market fluctuations.

The object of this dissertation is the evaluation of the effectiveness of fiscal policy as stabilizing tools in the Baltic countries. The aim of the research is to evaluate the effects of tax and fiscal policies on such Lithuanian, Latvian and Estonian macroeconomic variables as gross domestic product, employment, foreign direct investment and interest rates. Indirect taxes are value added tax, excise and customs. Taxation on these taxes is different than on the other taxes, because indirect taxes are paid by the person who pays the cost of the good or service, but collected form the real taxpayers – natural and legal persons, which are determined in the legal acts. The taxation of natural and legal persons begins from the principles of taxation, which are the basis of taxation. The principles of taxation are distributed into two groups: theoretical and determined in the legal acts, because of the collision of theory and legal acts. The indirect taxes – value added tax, excise and customs – are described through the principles of taxation. Also these taxes are analysed by their taxpayers – natural and legal persons, the procedure of taxation, the influence of the indirect taxes to the national budget and the main tendencies of all indirect taxes in Lithuania.

This thesis consists of three essays within the field of applied environmental economics, with the common basic aim of analyzing effects of Swedish environmental policy. Starting out from Swedish environmental goals, the thesis assesses a range of policy-related questions. The objective is to quantify policy outcomes by constructing and applying numerical models especially designed for environmental policy analysis. Static and dynamic multi-sectoral computable general equilibrium models are developed in order to analyze the following issues. The costs and benefits of a domestic carbon dioxide (CO2) tax reform. Special attention is given to how these costs and benefits depend on the structure of the tax system and, furthermore, how they depend on policy-induced changes in "secondary" pollutants. The effects of allowing for emission permit trading through time when the domestic long-term domestic environmental goal is specified in CO2stock terms. The effects on long-term projected economic growth and welfare that are due to damages from emission flow and accumulation of "local" pollutants (nitrogen oxides and sulfur dioxide), as well as the outcome of environmental policy when costs and benefits are considered in an integrated environmental-economic framework. / Diss. Tax competition: dynamic policy and empirical evidenceLuthi, Eva 02 July 2010 (has links)
This thesis studies tax competition from both a theoretical and an empirical point of view. In chapter 1 we develop a dynamic two-country optimal taxation model to study tax competition. We find that tax competition is costly and that the equilibrium with tax competition differs remarkably from the first-best outcome in a fiscal union, both during transition and in the long run. In chapter 2 we empirically test the relationship between taxation and agglomeration economies. In the presence of agglomeration economies firms are less sensitive to changes in tax rates, and therefore capital tax competition has a smaller effect on investment. We find some evidence that municipalities in large agglomerations set higher tax rates than municipalities in smaller ones. / Esta tesis estudia la competencia impositiva tanto desde el punto de vista teórico como empírico. En el capítulo 1, desarrollamos un modelo dinámico de imposición óptima en dos países con el objetivo de estudiar la competencia impositiva. Encontramos que la competencia impositiva es costosa y que el equilibrio con competencia impositiva difiere significativamente del mejor resultado en una unión fiscal, tanto durante la transición como en el largo plazo. En el capítulo 2, analizamos empíricamente la relación entre imposición y economías de aglomeración. En presencia de economías de aglomeración, las empresas son menos sensibles a cambios en los tipos impositivos y, por tanto, la competencia impositiva para atraer capital tiene efectos menores en la inversión. Encontramos evidencia a favor de que los municipios en grandes aglomeraciones establecen tipos impositivos más altos que los que están en pequeñas aglomeraciones.

Previous issue date: 2006-06-09 / This work presents results derived from a study related to impact on non-controllable costs in the determination of energy taxes. This is done analyzing tax review practiced by concessionaries responsible for the distribution of electrical energy located in the Northeastern Region of Brazil, between 2003 and 2004. This Region was chosen as a study area due to the researcher s expectation in congregating companies that deliver services to markets that have similar social-economical profiles. A brief explanation related to the restructuring of the electrical sector in Brazil is presented, pointing out that there was privatization of the great majority of these companies. The study also points out the definition of regulating rules in service delivery process. The components of taxes that are practiced by these companies aimed at final consumers, as well as the market as a whole and the revision process that is executed by Ag?ncia Nacional de Energia El?trica ANEEL for the definition of these taxes are demonstrated in the research. A brief historical of the concessionaires that were focus of the research is presented, totaling five companies. Some data used by ANEEL in the tax review process was analyzed as well as data on components of approved taxes. It is concluded that as a media 47, 49% of the components of taxes in the researched companies correspond to the non-controllable costs. These is done considering previous classification by ANEEL in the tax review process. Although, if it is considered that these companies since 2006, by the means of participation in energy auctions are able to negotiate energy prices for their own needs, it is concluded that these concession contracts guarantee the delivery of the service to the costumer in the total tribute. The percentage of non-controllable costs is 16, 27% average of the tax. This means, amongst other information, that the government has a great deal of responsibility in the formation of price practiced by these companies and its target markets / Este trabalho apresenta o resultado de um estudo do impacto dos custos n?o-gerenci?veis na determina??o das tarifas de energia el?trica decorrentes do processo de revis?o tarif?ria, ocorrido nos exerc?cios de 2003 e 2004, nas concession?rias de distribui??o de energia el?trica localizadas na Regi?o Nordeste do Brasil. Esta dissertação analisa os motivos da implantação do novo sistema de pagamentos brasileiro, descreve os impactos percebidos junto à sociedade e avalia o atual estágio do projeto. Procura mostrar que não houve redução de risco sistêmico, como se pretendia, em função da implantação do novo sistema de pagamentos. Também evidencia que não houve redução de tarifas bancárias com a implantação do mesmo. Descreve que, em função da redução de custos financeiros percebidos com a utilização de avanços tecnológicos, os bancos passaram a apropriar-se dos ganhos em função da forma como foi elaborado o novo sistema, não foi possível identificar qualquer redução de preço nas tarifas bancárias em função de uma maior concorrência. / This dissertation analyzes the motives of the implementation of the new system of Brazilian payments, describes the impacts perceived into the society and evaluates the current stage of the project. The study showed that there was neither reduction of systemic risk nor banking fees after the implementation of the new system of payments. It describes that banks kept the earnings acquired from of the reduction of financial costs perceived with the utilization of technological advancements. The way the new system was setup prevented an identification of any reduction of banking tariffs because of increased market competition.

Following an introduction to the topic, the article analyzes the concept of capital gains, as well as the allocation rules applicable to gains derived from the alienation of different type of assets, including specific anti-abuse provisions and a final reference to the exit taxes. / El artículo trata de la tributación de las ganancias de capital en situaciones transfronterizas, de acuerdo con las disposiciones previstas en los distintos Modelos de Convenio (OCDE, ONU y EEUU). Tras una introducción al tema, el artículo analiza el concepto de ganancias de capital, así como las reglas de atribución aplicables a las ganancias obtenidas en la transmisión de distintos tipos de bienes, incluyendo cláusulas anti-abuso específicas y una referencia final a los impuestos de salida.
