An analysis of the 1964 Johnson Letter lessons for the 2003 Iraq crisis, Turkish-American relations, and global-power regional partner interactions

Approved for public release; distribution in unlimited. / The dynamics in U.S.-Turkey relations in both 1964 and 2003 continued to be between a large global power and a medium regional power in the framework of a global threat that required regional cooperation. In both cases the priority of the global power was the fight against the global threat and this created expectations from the medium power ally in the region, who -in both cases- had its own reservations about the issue, considering its own national interests. The analysis of the 1964 Crisis shows that both U.S. and Turkey would have five main sources of influence over their foreign policy decisions leading to disagreement in 1964: the dynamics in the U.S. Turkish relations as one between a global power and a regional partner; domestic concerns of both countries; unaligned goals of the two parties; the international circumstances; and the influence of signaling failures and previous interactions. When we analyze the 2003 Crisis in light of these findings we see that all the main issues seem to be consistently relevant, though their effects might have changed slightly. Overall, both cases reveal that the above-mentioned five factors determine the outcome of interactions between large global powers and medium powers in the region. / 1st Lieutenant, Turkish Army

Les collisions routières chez les jeunes conducteurs les nuits de la fin de semaine : influence des facteurs humains et de l’environnement routier / Motor vehicle crashes among young drivers on the weekend nights : the influence of human and road environment factors

INTRODUCTION : Les jeunes de moins de 25 ans constituent le groupe de conducteurs le plus impliqué dans les collisions routières (CR). L’objectif de cette étude est de déterminer l’importance de certains facteurs humains et de l’environnement routier dans les collisions les nuits de la fin de semaine chez les jeunes conducteurs. Les hypothèses postulent des chances plus élevées de CR les nuits de la fin de semaine, comparativement aux CR survenant à d’autres moments de la semaine, en présence d’un seul facteur de risque et de deux facteurs de risque. MÉTHODE : Cette étude transversale porte sur les CR ayant causé des blessures légères, graves ou mortelles au Québec chez les conducteurs âgés de 16 à 24 ans. Les informations sur les 58 478 CR survenus de 2007 à 2011 et les facteurs associés à ces CR proviennent de la banque de données de la Société de l’assurance automobile du Québec. Les CR les nuits de la fin de semaine (vendredi à samedi et samedi à dimanche de 20 h 00 à 04 h 59) sont comparées aux CR survenues aux autres moments de la semaine. L’importance des facteurs humains (p. ex., conduite avec capacités affaiblies) et de l’environnement routier (p. ex., courbes) dans ces CR est évaluée à l’aide d’analyses de régression logistique binaire et multinomiale. RÉSULTATS : Plusieurs facteurs sont liés à une augmentation des chances de CR les nuits de la fin de semaine, comparativement aux autres moments de la semaine. Ces facteurs incluent, par ordre d’importance décroissant : la conduite avec les capacités affaiblies (rapport des cotes ajusté [RCA] = 5,05 et intervalles de confiance à 99 % [IC 99 %] = 4,53‒5,64), la fatigue et le sommeil (RCA = 2,40 ; IC 99 % = 2,12‒2,73), la présence de passagers (RCA = 1,81 ; IC 99 % = 1,69‒1,94), le genre masculin (RCA = 1,36 ; IC 99 % = 1,27‒1,46), les courbes (RCA = 1,21 ; IC 99 % = 1,11‒1,32) et la vitesse (RCA = 1,18 ; IC 99 % = 1,09‒1,28). Les résultats sur la présence de deux de ces facteurs suggèrent l’importance des capacités affaiblies. Les chances de CR sont particulièrement importantes lorsque la présence de capacités affaiblies et d’un autre facteur est comparée à l’absence de ces deux facteurs. Dans ces cas, les chances de CR s’étalent de 5,33 (IC 99 % = 4,40‒6,45) pour la combinaison avec les courbes à 7,68 (IC 99 % = 6,52‒9,05) pour la combinaison avec la présence de passagers. CONCLUSION : Cette étude a permis de déterminer l’importance de plusieurs facteurs de risque, notamment la conduite avec capacités affaiblies, dans l’implication des jeunes conducteurs dans les CR les nuits de la fin de semaine. Les résultats suggèrent diverses stratégies afin de mieux cibler la conduite avec capacités affaiblies, incluant l’accès graduel à la conduite avec de jeunes passagers la nuit après l’obtention du permis de conduire. / Abstract : INTRODUCTION: Young people under 25 represent the group of drivers most involved in motor vehicle crashes (MVC). The aim of this study is to determine the significance of certain human and road environment factors in weekend night crashes involving young drivers. The hypotheses postulate higher odds of crash occurrence on weekend nights, as compared to crashes at other times during the week, when there is the presence of a single risk factor and two risk factors. METHOD: This cross-sectional study examines MVC causing minor, severe or fatal injuries in Quebec drivers aged 16 to 24. The information pertaining to the 58 478 MVC that occurred from 2007 to 2011 and the factors associated with these MVC comes from the databank of the Société de l’assurance automobile du Québec. Weekend night MVC (Friday to Saturday and Saturday to Sunday from 8:00 p.m. to 4:59 a.m.) are compared to MVC occurring at other times of the week. The significance of human factors (e.g., driving under the influence) and road environment factors (e.g., curves) in these crashes is assessed using binary and multinomial logistic regression analyses. FINDINGS: Several factors are associated with the increased odds of an MVC occurring on weekend nights, as compared to other times of the week. These factors include, by order of decreasing significance: driving under the influence (adjusted odds ratio [AOR] = 5.05 and 99% confidence interval [99% CI] = 4.53‒5.64), fatigue and sleep (AOR = 2.40; 99% CI = 2.12‒2.73), presence of passengers (AOR = 1.81; 99% CI = 1.69‒1.94), male gender (AOR = 1.36; 99% CI = 1.27‒1.46), curves (AOR = 1.21; 99% CI = 1.11‒1.32), and speed (AOR = 1.18; 99% CI = 1.09‒1.28). The findings on the presence of two of these factors suggest the significance of driving under the influence. The odds of MVC occurrence are particularly high when the presence of driving under the influence and another factor is compared against the absence of these two factors. In such instances, the odds of MVC occurrence range from 5.33 (99% CI = 4.40‒6.45) when curves are also involved to 7.68 (99% CI = 6.52‒9.05) when passengers are also present. CONCLUSION: This study determined the significance of several risk factors, particularly driving under the influence, in young drivers’ involvement in MVC on weekend nights. The findings suggest various strategies to better target driving under the influence, including gradual access to driving with young passengers at night after obtaining a driver’s licence.

Assessing waiting times in the clinical trajectory of patients with lung cancer

Le cancer du poumon a une incidence et une létalité parmi les plus hautes de tous les cancers diagnostiqués au Canada. En considérant la gravité du pronostic et des symptômes de la maladie, l’accès au traitement dans les plus brefs de délais est essentiel. Malgré l’engagement du gouvernement fédéral et les gouvernements provinciaux de réduire les délais de temps d’attente, des balises pour les temps d’attente pour le traitement d’un cancer ne sont toujours pas établis. En outre, le compte-rendu des indicateurs des temps d’attente n’est pas uniforme à travers les provinces. Une des solutions proposées pour la réduction des temps d’attente pour le traitement du cancer est les équipes interdisciplinaires. J’ai complété un audit du programme interdisciplinaire traitant le cancer du poumon à l’Hôpital général juif (l’HGJ) de 2004 à 2007. Les objectifs primaires de l’étude étaient : (1) de faire un audit de la performance de l’équipe interdisciplinaire à l’HGJ en ce qui concerne les temps d’attente pour les intervalles critiques et les sous-groupes de patients ; (2) de comparer les temps d’attente dans la trajectoire clinique des patients traités à l’HGJ avec les balises qui existent ; (3) de déterminer les facteurs associés aux délais plus longs dans cette population. Un objectif secondaire de l’étude était de suggérer des mesures visant à réduire les temps d’attente. Le service clinique à l’HGJ a été évalué selon les balises proposées par le British Thoracic Society, Cancer Care Ontario, et la balise pan-canadienne pour la radiothérapie. Les patients de l’HGJ ont subi un délai médian de 9 jours pour l’intervalle «Ready to treat to first treatment», et un délai médian de 30 jours pour l’intervalle entre le premier contact avec l’hôpital et le premier traitement. Les patients âgés de plus de 65 ans, les patients avec une capacité physique diminuée, et les patients avec un stade de tumeur limité étaient plus à risque d’échouer les balises pour les temps d’attente. / Lung cancer is among the most lethal and the most diagnosed cancers in Canada. Given the poor prognosis and symptom burden of the disease, timely access to treatment and quality care are essential. In spite of government commitments to reduce waiting times in cancer care, national clinical benchmarks for cancer care have yet to be established, and waiting time reporting by provinces is inconsistent. One of the proposed strategies for reducing waiting times in cancer care is the use of interdisciplinary teams. I undertook an audit of the interdisciplinary pulmonary oncology program at the Jewish General Hospital from 2004 to 2007. The primary objectives of this study were: (1) to audit the performance of the interdisciplinary pulmonary oncology service at the Jewish General Hospital with respect to waiting times for key intervals and subgroups of patients; (2) to compare waiting times in the clinical trajectory of lung cancer patients seen at the Jewish General Hospital with existing waiting time guidelines; (3) to determine those factors associated with longer waiting times in this population. A secondary objective was to suggest measures to be considered in order to reduce waiting times. The JGH’s lung cancer service was compared against benchmarks developed by the British Thoracic Society, Cancer Care Ontario, and the pan-Canadian waiting time benchmarks for radiation oncology. Patients waited a median of 9 days from the time they were ready to treat until their first treatment, and a median of 30 days from their first contact with the pulmonary service until their first treatment. Patients over age 65, those with early-stage disease and those with good performance status were less likely to meet the recommended guidelines.

Wait Times to Rheumatology and Rehabilitation Services for Persons with Arthritis in Quebec

L’arthrite est l’une des causes principales de douleur et d’incapacité auprès de la population canadienne. Les gens atteints d’arthrite rhumatoïde (AR) devraient être évalués par un rhumatologue moins de trois mois suivant l’apparition des premiers symptômes et ce afin de débuter un traitement médical approprié qui leur sera bénéfique. La physiothérapie et l’ergothérapie s’avèrent bénéfiques pour les patients atteints d’ostéoarthrite (OA) et d’AR, et aident à réduire l’incapacité. Notre étude a pour but d’évaluer les délais d’attente afin d’obtenir un rendez-vous pour une consultation en rhumatologie et en réadaptation dans le système de santé public québécois, et d’explorer les facteurs associés. Notre étude est de type observationnel et transversal et s’intéresse à la province de Québec. Un comité d’experts a élaboré trois scénarios pour les consultations en rhumatologie : AR présumée, AR possible, et OA présumée ; ainsi que deux scénarios pour les consultations en réadaptation : AR diagnostiquée, OA diagnostiquée. Les délais d’attente ont été mesurés entre le moment de la requête initiale et la date de rendez-vous fixée. L’analyse statistique consiste en une analyse descriptive de même qu’une analyse déductive, à l’aide de régression logistique et de comparaison bivariée. Parmi les 71 bureaux de rhumatologie contactés, et pour tous les scénarios combinés, 34% ont donné un rendez-vous en moins de trois mois, 32% avaient une attente de plus de trois mois et 34% ont refusé de fixer un rendez-vous. La probabilité d’obtenir une évaluation en rhumatologie en moins de trois mois est 13 fois plus grande pour les cas d’AR présumée par rapport aux cas d’OA présumée (OR=13; 95% Cl [1.70;99.38]). Cependant, 59% des cas d’AR présumés n’ont pas obtenu rendez-vous en moins de trois mois. Cent centres offrant des services publics en réadaptation ont été contactés. Pour tous les scénarios combinés, 13% des centres ont donné un rendez-vous en moins de 6 mois, 13% entre 6 et 12 mois, 24% avaient une attente de plus de 12 mois et 22% ont refusé de fixer un rendez-vous. Les autres 28% restant requéraient les détails d’une évaluation relative à l’état fonctionnel du patient avant de donner un rendez-vous. Par rapport aux services de réadaptation, il n’y avait aucune différence entre les délais d’attente pour les cas d’AR ou d’OA. L’AR est priorisée par rapport à l’OA lorsque vient le temps d’obtenir un rendez-vous chez un rhumatologue. Cependant, la majorité des gens atteints d’AR ne reçoivent pas les services de rhumatologie ou de réadaptation, soit physiothérapie ou ergothérapie, dans les délais prescrits. De meilleures méthodes de triage et davantage de ressources sont nécessaires. / Arthritis is a leading cause of pain and disability in Canada. Persons with rheumatoid arthritis (RA) should be seen by a rheumatologist within three months of symptom onset to begin appropriate medical treatment and improve health outcomes. Early physical therapy (PT) and occupational therapy (OT) are beneficial for both osteoarthritis (OA) and RA and may prevent disability. The objectives of the study are to describe wait times from referral by primary care provider to rheumatology and rehabilitation consultation in the public system of Quebec and to explore associated factors. We conducted a cross-sectional study in the province of Quebec, Canada whereby we requested appointments from all rheumatology practices and public rehabilitation departments using case scenarios that were created by a group of experts. Three scenarios were developed for the rheumatology referrals: Presumed RA; Possible RA; and Presumed OA and two scenarios for the rehabilitation referrals: diagnosed RA and diagnosed OA. Wait times were evaluated as the time between the initial request and the appointment date provided. The statistical analysis consisted primarily of descriptive statistics as well as inferential statistics (bivariate comparisons and logistic regression). Seventy-one rheumatology practices were contacted. For all scenarios combined, 34% were given an appointment with a rheumatologist within three months of referral, 32% waited longer than three months and 34% were refused services. The odds of getting an appointment with a rheumatologist within three months was 13 times greater for the Presumed RA scenario versus the Presumed OA scenario (OR=13; 95% Cl[1.70;99.38]). However, 59% of the Presumed RA cases did not receive an appointment within three months. One hundred rehabilitation departments were also contacted. For both scenarios combined, 13% were given an appointment within 6 months, 13% within 6 to 12 months, 24% waited longer than 12 months and 22% were refused services. The remaining 28% were told that they would require an evaluation appointment based on functional assessment prior to being given an appointment. There was no difference with regards to diagnosis, RA versus OA, for the rehabilitation consultation. RA is prioritized over OA when obtaining an appointment to a rheumatologist in Quebec. However, the majority of persons with RA are still not receiving rheumatology or publicly accessible PT or OT intervention in a timely manner. Better methods for triage and increased resource allocation are needed.

The relationship between concentration and realised volatility : an empirical investigation of the FTSE 100 Index January 1984 through March 2003

Few studies have examined the impact of portfolio concentration upon the realised volatility of stock index portfolios, such as the FTSE 100. Instead, previous research has focused upon diversification across industries, across geographic regions and across different firms. The present study addresses this imbalance by calculating the daily time series of four concentration metrics for the FTSE 100 Index over the period from January 1984 through March 2003. In addition, the value weighted variance covariance matrix (VCM) of daily FTSE 100 Index constituent returns is decomposed into four sub-components: two from the diagonal elements and two from the off-diagonal elements of the VCM. These consist of the average variance of constituent returns, represented by the sum of diagonal elements in the VCM, and the average covariance represented by the sum of off-diagonal elements in the VCM. The value weighted average variance (VAV) and covariance (VAC) are each subdivided into the equally weighted average variance (EAV) the equally weighted average covariance (EAC) and incremental components that represent the difference between the respective value-weighted and equally weighted averages. These are referred to as the incremental average variance (IAV) and the incremental average covariance (IAC) respectively. The incremental average variance and the incremental average covariance are then combined, additively, to produce the incremental realised variance (IRV) of the FTSE 100 Index. The incremental average covariance and the incremental realised variance are found to be negative during the 1987 crash and the 1992 ERM crisis. They are also negative for a substantial part of the study period, even when concentration was at its highest level. Hence the findings of the study are consistent with the notion that the value weighted, and hence concentrated, FTSE 100 Index portfolio is generally less risky than a hypothetical equally weighted portfolio of FTSE 100 Index constituents. Furthermore, increases in concentration tend to precede decreases in incremental realised volatility and increases in the equally weighted components of the realised VCM. The results have important implications for portfolio managers concerned with the effect of changing portfolio weights upon portfolio volatility. They are also relevant to passive investors concerned about the effects of increased concentration upon their benchmark indices, and to providers of stock market indices.

This result helps to understandhow to relate the different notions of maximality. In particular we provethat every conformally flat globally hyperbolic space-time M which is C0-maximal is also C-maximal.

The diploma thesis "Analysis of the Czech and American News Coverage of the 2008 Presidential Elections in the U.S. and American President" examined if American press, represented by The New Your Times, is influencing the coverage of presidential candidates in Czech press, which is represented by Mladá fronta DNES and Hospodářské noviny. The examination is based on the example of presidential race in 2008 in USA. The aim of the research is if there are signs of international two-step flow in Czech press. The second part of the research is focused on so called honeymoon effect in Czech press on the example of news Coverage of President Barack Obama in his first term in office. The quantitative content analysis showed that there are similar features in the coverage of presidential race in Czech and American press. The investigation also showed that Czech press is more positive in the coverage of Barrack Obama at the beginning of his first term in office and this positivity declined in the second year.

Due to shortcomings in an information flow, waiting times arise within a raw material flow, that lead to delays in delivery to the producing unit, which in turn causes delays in delivery to end customers. The purpose of the study has been to reduce delays to the producing unit and towards the end customer. The aim of the study has been to provide a model for the information flow within the raw material flow that supports the work with lead times and continuous flows. According to quality theories, the customer and its needs should be the focus of production. Lean is a way of working with quality and development based on the customer's needs, which through communication in pulling, horizontal flows, controlling the work process and providing conditions for continuous flows, for deviations to surface and providing good conditions for keeping lead times. Observations of the flow showed that there is a vertical communication structure with meetings that do not strengthen continuous flows and problems do not surface. In order to increase the keeping of lead times, the flow for raw materials must work in a horizontal structure from a customer perspective, with a focus on deviations, to increase the delivery according to the customer's needs. In order to ensure that the work is carried out in accordance with Lean's principles and management's set goals, standardized working methods should be introduced together with digital tools, that with a signaling system, indicate when goods deviate from normal lead times. / På grund av brister i informationsflödet uppstår väntetider inom ett råmaterialflöde som leder till förseningar i leverans till den producerade enheten, vilket i sin tur orsakar förseningar i leverans till slutkunder. Syftet med studien har varit att minska förseningar till den producerande enheten och mot slutkunden. Målet med studien har varit att tillhandahålla en modell för informationsflödet inom råmaterialflödet som stöder arbetet med ledtider och kontinuerliga flöden. Enligt kvalitetsteorier bör kunden och dess behov vara fokus för produktionen. Lean är ett sätt att arbeta med kvalitet och utveckling baserat på kundens behov, som genom kommunikation i dragande, horisontella flöden, kontrollerar arbetsprocessen och förutsättningar för kontinuerliga flöden, för avvikelser till ytan och ger förutsättningar för att hålla ledtider. Observationer av flödet visade att det finns en vertikal kommunikationsstruktur med möten, som inte stärker kontinuerliga flöden och problem inte kommer till ytan. För att öka hållningen av ledtider måste flödet för råmaterial arbeta i en horisontell struktur med ett kundperspektiv och fokus på avvikelser, för att öka leveransen enligt kundens behov. För att säkerställa att arbetet utförs enligt Leans principer och ledningens uppsatta mål, bör standardiserade arbetsmetoder införas, tillsammans med digitala verktyg, som med ett signalsystem anger när varor avviker från normala ledtider.

Máquinas insersoras de componentes são utilizadas na indústria eletrônica moderna para a montagem automática de placas de circuito impresso. Com a competição acirrada, há necessidade de se buscar todas as oportunidades para diminuir custos e aumentar a produtividade na exploração desses equipamentos. Neste trabalho, foi proposto um procedimento de otimização do processo de inserção da máquina insersora AVK da Panasonic, implementado em um sistema baseado na técnica de times assíncronos (A-Teams). Foram realizados testes com exemplos de placas de circuito impresso empregadas por uma indústria do ramo e problemas sintéticos para avaliar o desempenho do sistema. / Component inserting machines are employed in the modern electronics industry for the automatic assembly of printed circuit boards. Due the fierce competition, there is a need to search for all opportunities to reduce costs and increase the productivity in the exploitation of these equipment. In this work we propose an optimization procedure for the insertion process of the AVK Panasonic inserting machine, implemented in a system based on asynchronous teams (A-Teams). Tests were conducted using as examples both printed circuit boards used by a particular industry of the realm and synthetic problems for the evaluation of the system.

Introdução: A sarcopenia é caracterizada pela redução da força e massa muscular (MM), e acompanhada pelo declínio da capacidade funcional, em idosos, e sua associação com dependência para realização das atividades básicas da vida diária (ABVD) tem sido relatada na literatura internacional, entretanto, há escassez de informações sobre o tema no Brasil. Objetivo: Estimar a associação entre sarcopenia e dependência para a realização das ABVD, em idosos domiciliados no município de São Paulo, segundo sexo. Casuística e métodos: Foram analisados idosos ( 60 anos), de ambos os sexos, do Estudo SABE, longitudinal, epidemiológico e de base domiciliar, realizado no município de São Paulo, em 2000 e 2006, e que, em 2000, não apresentaram dependência. A variável sarcopenia foi definida por meio de três componentes: desempenho no teste de sentar e levantar de uma cadeira (SeL), categorizado em baixo (tempo percentil 75, segundo sexo), e normal (< percentil 75); pela força de preensão manual (FPM), categorizada em baixa (força percentil 25, segundo índice de massa corporal e sexo) e normal (> percentil 25); e massa muscular (MM), categorizada em baixa ( percentil 20, segundo sexo) e normal (> percentil 20), sendo diagnosticados sarcopênicos, idosos que apresentaram, simultaneamente, baixo desempenho e baixa MM, ou, então, desempenho normal, mas, baixas FPM e MM. A dependência para a realização das ABVD foi referidas pelos idosos, em 2006, sendo considerando dependentes, aqueles que responderam positivamente, para, pelo menos uma questão referente à dependência. As variáveis de controle foram sexo, grupos etários (60-74 e 75 anos), etnia (caucasianos, asiáticos, outros), número de doenças referidas (1 ou > 1). Resultados: Dos idosos sobreviventes, 799 apresentaram todos os dados necessários ao estudo (60,3 por cento mulheres, 85,6 por cento < 75 anos). Foram identificados como sarcopênicos, em 2000, 8,9 por cento dos idosos (homens = 8,3 por cento ; mulheres = 9,3 por cento ), e dependentes para a realização das ABVD, em 2006, 7 por cento (homens = 6,5 por cento ; mulheres = 7,3 por cento ). Idosos sarcopênicos apresentaram chance 3,13 vezes maior, para dependência (IC 95 por cento 1,67-5,87), em 2006, ajustado pelas demais variáveis, em relação aos não sarcopênicos. Quanto ao sexo, os homens sarcopênicos apresentaram chance 4,12 vezes maior (IC 95 por cento 1,28-13,30), para dependência, em 2006, enquanto as mulheres sarcopênicas apresentaram chance 2,77 vezes maior (IC 95 por cento 1,23-6,24). Conclusão: Aproximadamente 9 por cento dos idosos do município de São Paulo foram identificados como sarcopênicos, em 2000. Its association with dependence to perform activities of daily living (ADL) has been reported in international literature, however,there is limited information about the theme, in Brazil. Purpose: To estimate the association between sarcopenia and dependence to perform ADL, in elderly domiciled in the city of São Paulo, according to gender. Methodology: Elderly ( 60 anos) of both genders, who were not dependent in 2000, from the SABE Survey, a home-based, longitudinal and epidemiologic study, performed in the city of São Paulo, in 2000 and 2006, were analyzed. Sarcopenia was defined by three components: performance in the sit and rise from a chair test (S&R), categorized as low (time 75th percentile according to sex) and normal (<75th percentile); by handgrip strength (HS), categorized as low (strength 25 percentile, according to body mass index and gender) and normal (> 25th percentile); and muscle mass (MM), categorized as low ( 20th percentile, by sex) and normal (> 20th percentile); where diagnosed sarcopenic elderly who had both poor performance and low MM , or normal performance, but low HS and MM. Dependence to perform ADL, referred by the elderly, in 2006, being considered dependents those who answered, positively, for at least, one question related to dependence. Control variables were: sex, age groups (60-74 e 75 anos), ethnicity (caucasian, asian, others), number of referred diseases (1 ou > 1). Results: Of the survivors, 799 presented all data for the study (60.3 per cent women, 85.6 per cent < 75 years old). It was identified as sarcopenic, in 2000, 8.9 per cent of the elderly (men = 8.3 per cent ; women = 9.3 per cent ), and dependents to perform ADL, in 2006, 7 per cent (men = 6.5 per cent ; women = 7.3 per cent ). Those diagnosed with sarcopenia, in 2000, presented an odds ratio 3.13 times higher, for dependence (CI 95 per cent 1.67-5.87), in 2006, adjusted for other variables. According to gender, sarcopenic men presented an odds ratio 4.12 times higher (CI 95 per cent 1.28-13.30), for dependence, in 2006, while sarcopenic women present odds ratio 2.77 times higher (CI 95 per cent 1.23-6.24). Conclusion: Approximately 9 per cent of the elderly in São Paulo were identified as sarcopenic, in 2000.
