Inlandskommunens digitala klyfta : En kvalitativ studie om hur Vilhelmina kommun kan nå alla invånare / A small municipality’s digital divide : A qualitative study of how Vilhelmina municipality can reach all residents.

This surveys hypothesis is based on the notion that all citizens have the right to access information of the municipality they live in. The aim of the study is to examine how residents of Vilhelmina municipality take note of the current information, and also how they would proceed to access information in the future. In order to conceptualise the results these following theories were used: digital divide, digital immigrants, digital native, uses and gratification theory, social capital, communications strategies and two-way communication. The survey is conducted with four focus group interviews and one separate interview with a person working at the municipal office. The focus groups were divided into age categories in order to see the similarities and differences between the groups' media habits and preferences of future communications. The study material consists of the transcribed texts from the abovementioned interviews. The results of this research demonstrate that there is significant difference between age groups. According to the early theory of digital divide the gap in information between groups exists only due to the individual’s ability to access the Internet, which not match this study’s results. More current updates of the theory of digital divide declare that motivation may be a cause to the gap.  During the course of this research the issue of motivation emerged and a few of the interview participants stated motivation to find information as a key point. With the help of the participants requests communications strategies were presented for future communication based on the target groups' media choices. / Undersökningens utgångspunkt är att alla medborgare har rätt att ta del av information av kommunen de bor i. Studiens syfte var att undersöka hur invånare i Vilhelmina kommun tar del av information nu och hur de skulle vilja gå tillväga i framtiden. För att synliggöra och begripliggöra resultatet användes teorierna digital divide, digital immigrant, digital natives, uses and gratification theory, socialt kapital, inifrån- och utifrånstrategier samt tvåvägskommunikation. Undersökningen genomfördes med fyra fokusgruppsintervjuer samt en informantintervju med en insatt person från Vilhelmina kommuns kommunkontor. Fokusgrupperna var indelade i ålderskategorier för att kunna se likheter och skillnader mellan gruppernas medievanor och önskemål på framtida kommunikation. Studiens material bestod av de transkriberade texterna från de tidigare nämnda intervjuerna. Resultatet påvisade att det finns stora skillnader mellan åldersgrupperna, dock inte så stora gap som den tidiga teorin om digital divide, utan att skillnaderna mellan åldersgrupperna låg i vilka medier de använde som huvudkälla. Samt var skillnaderna mellan grupperna hur motiverade de var att sätta sig in i kommunal information. Med hjälp av deltagarnas önskemål samt kommunikationsstrategier gavs förslag på framtida kommunikation baserat på målgruppernas medieval.

A situational analysis of national information policy, with special reference to South Africa

This thesis reviews trends and developments concerning national information policy both internationally and nationally and inform the understanding of the situation in South Africa. Three research questions are investigated in this study, namely: (a) what are the main trends relevant to national information policy development worldwide, based on relevant literature, (b) what are the main trends and developments in other countries, and (c) what are the implications of the current global and national developments regarding national information policy for South Africa, based on the findings of the study? The methodology for this study involved a qualitative textual analysis, addressing these three research questions, and the selection of theoretical frameworks to define the scope of the research. The study discussed the main aspects of concern regarding the following information-related issues: access to information; access to government information; literacy levels; computer literacy levels; levels of education and skills; information society development; the North-South Divide (including the digital divide); information content and industrial competitiveness; other issues such as e-commerce; telecommunication issues; copyright issues; industrial property rights; freedom of speech; censorship; information ownership; library services and archives; the value of information and the flow of information in the public domain in South Africa. The multiplicity of issues reviewed demonstrated the complexity regarding access to information and related issues in the country. The study concludes with a situational analysis of developments relevant to national information policy for South Africa. The findings indicate that the South African government needs to take into account the unevenness of past developments and the challenges created by the emergent global information policy regime. The Government needs to develop a national information policy to address and balance two realities, namely: (a) the technocratic and capitalist values of globalisation pushing global information policy development from outside the country, and (b) national economic, social and cultural developmental needs inside the country. Both these realities are relevant and need to be addressed in a national information policy, as the Government needs to take into account the unevenness of past developments and the challenges created by the emergent global information policy regime. / Information Science / D. 數位落差狀態衡量、策略規劃及績效管理之整合性架構與模式研究 / The Study of the Integrated Architecture and Model for the Measurement of the Status, the Strategic Planning and the Performance Management of Digital Divide

數位落差是資訊科技與數位化經濟快速發展下的產物。研究發現數位落差代表著機會的消失,更反映著社會基本素養、貧窮、醫療或其他社會問題存在的議題,只要數位落差存在,經濟的發展、國家競爭力的提升、人民生活的進步都將受到拖延而遲緩。事實上,有關數位落差如何發生、如何衡量、影響層面與嚴重性以及如何縮減數位落差的相關議題不斷的被討論,各國政府與國際組織或者自行組成研究小組,或者邀請學者專家針對縮減數位落差議題加以探討,期以建立一個公平共享數位化所帶來各項利益的社會。然而研究顯示縮減數位落差各方努力的成效仍不如預期。如何縮減數位落差的相關研究至今仍有許多缺口待彌補,包括數位落差現象觀察不完整、欠缺一個具有全方位評量的架構、縮減數位落差的方案與數位落差現象間的因果關係並無法提出一個對應的脈絡、如何檢討縮減數位落差策略的執行績效等等。 本研究由文獻探討、資料分析提出數位落差整體衡量架構,繼之由策略管理的角度建立以平衡記分卡為基礎之數位落差策略績效評比架構,確立縮減數位落差之願景、使命、策略、策略目標以及建立以BSC為基礎之數位落差評量指標。研究並提出縮減數位落差策略缺口之定義與檢視方法。數位差衡量指標以層級分析法求得權數,並將指標與策略結合,衡量縮減數位落差策略在數位落差整體表現的實質績效。研究獲得以下結論: 1. 研究提出一個國內與國際數位落差觀察與衡量整合架構,架構共分為ICT普及、均等機會、資訊社會與國家競爭力四個構面。 2. 研究結果認為縮減數位落差在策略上應考量受益群體、政府功能與流程、全國性學習與成長以及公共財政的支援。 3. 利用策略地圖所闡述的因果特性進行策略缺口分析。研究結果提出四類水平策略議題缺口、五類水平策略目標缺口、兩類垂直策略議題缺口與三類垂直策略目標缺口。水平策略缺口分析可確保策略議題之完整性,而垂直缺口分析則可檢視策略間之因果關係是否連結。最終目標則是保證縮減數位落差策略之品質。 4. 本研究將策略與數位落差評估架構結合,除了以AHP計算各指標權數,瞭解各指標之重要性,並於指標架構表中指出該指標為績效驅動指標,或為策略執行結果指標。 5. 實例分析發現,目前台灣在縮減數位落差議題上水平策略缺口包含遺漏策略議題、缺少因應台灣特質之策略與策略目標、策略議題不明、遺漏重要策略目標、缺少適當衡量指標以及無效的策略等等。垂直策略缺口情況較嚴重,表示策略間的邏輯性並未詳細檢討過。 研究最後對我國政府提出以下建議:1.重新檢討目前衡量數位落差之架構、2.擬定縮減數位落差的策略規劃與管理機制、3.借鏡先進國家的成功案例並進行跨國的合作、4.尋求質的改善。此外提出五項衍生之議題,值得後續繼續觀察與探討:1.考慮如何將本研究所提出之架構更精鍊。2.目前全球的趨勢已由觀察數位落差的移轉至數位機會的存在,在這樣的新思維下,策略上應有哪些重大的改變?如何將這種轉變以無縫的方式連接,是值得持續觀察的議題。3.指標術語或專用名詞更精確的解釋與規範。4.跨國應用與比較,實地訪談,徵詢更實際的意見與建議,增加本研究所提出架構之實務價值。5.設計問項、核定與統一衡量單位、定義問項目的與建立題庫。 / Digital divide (DD) is the byproduct of the fast development of information technologies and digital economy. Previous researches indicated that the existence of digital divide implies the vanishment of digital opportunities, and furthermore, it reflects the presence of servere social problems including literacy, poverty, medical systems, etc. As long as there is a gap, the development of economy, national competitiveness, and the advance of human lives will be affected. As the matter of fact, the issues of the causes, the measurements, the impacts as well as the reducing of digital divide have been constantly discussed over a decade. Governments and international organizations have put a lot of efforts in pursuit of establishing a society in which people would equally share the benefits of e-society by minimizing the gaps. Unfortunately, research findings have indicated that the efforts for reducing digital divides were inconvincible. Major themes, such as the observation as well as the evaluation of the status of digital divide in an integrated view, the establishment of cause-and-effect relationship between strategies and the outcomes, are still absent in the discussions or researches. By reviewing literatures and analyzing the documents collected, this research first provides an integrated framework for simultaneously analyzing domestic and international digital divides. The framework is later incorporated with the BSC to form the strategic management platform for reducing DD. To ease the process for a nation to build its own DD-BSC and to refine its DD strategies, this research also presents a systemized approach to locate strategic gaps. The AHP is adopted in this research to verify the consistency of the structure of the framework as well as to calculate the weights of the indicators. In summary, this research contributes the following results: 1. An integrated model, containing ICT Diffusion, Equal Opportunity, Information Society and National Competitiveness dimension for the measurement and evaluation of digital divide, is presented in this research. 2. Research findings suggest the strategies of reducing DD should be planned based on Beneficiaries, Governmental Functions and Processes, Nation-Wide Learning and Growth and Public Finance perspectives. 3. The research proposes and defines four types of horizontal strategic theme gaps, five types of horizontal strategic objective gaps, two types of vertical strategic theme gaps and three types of vertical strategic objective gap types. The ultimate goal of strategic gaps analysis is to ensure the qualities of the strategies of reducing DD. 4. The measurements proposed in this research can be used to measure the status of DD and to evaluate the performances of the strategies of reducing DD. 5. The case study of Taiwn reveals that in the issue of reducing DD, the government could initiate more effective strategies by referencing other developed countries. Major problems of Taiwan regarding to reducing DD include the lack of strategic objectives, the lack of proper measurement, the broken links among strategies as well as between strategy and its objectives. Suggestions proposed to the government including the reexamination the scopes and strutrucures of measuring the status of digital divide, designing a strategic planning and control system for reducing DD, seeking for cross-nation cooperations and focusing on improving the qualities of the DD strategies. Future studies may focus on the refinement of the frameworks proposed in this research; determine the changes that are affected by the new concept of digital opportunities; define more clearly and precisely the terms used in observing or measuring DD; design questionnaires and collect data regularly. Finally, more interviews and case studies are to be conducted to improve the practical values of this research.

The study started with those theories that explain inclusion and exclusion. Digital exclusion (or digital divide), a set of interdictions that block the access of individuals to modern resources of digital communication, was found inside the social exclusion, and was studied so. The research on the subject regarding Brazil was performed preliminarily with some of the few works that were found on the theme, and then with the help of data surveys of IBGE on the possession of microcomputers, telephone lines and the availability of internet access, regarding not only individuals but households as well. Among our conclusions, we should remark these: 1) Brazil is needing more studies on this subject, since we found a good number of research on digital bridging in other languages and based on other countries but just a few in portuguese and regarding Brazil; 2) The main digital bridging actions have been done without any further assessment, what means that its results remain unknown; thus, it is impossible to tell if the knowledge acquired during these actions changes culture and behavior of an individual, turning him into an included in the digital communication world / Este estudo procurou investigar, dentro da literatura contemporânea disponível, a inclusão digital em geral, e especificamente as possibilidades de acesso dos brasileiros às novas tecnologias de comunicação a existência da possibilidade de acesso classifica o indivíduo como um incluído digital. O trabalho foi iniciado tomando por base as teorias que explicam inclusão e exclusão, percorrendo depois teorias e pesquisas relacionadas à exclusão social. A exclusão digital, um conjunto de interdições que impedem o acesso de indivíduos aos modernos recursos de comunicação digital, foi localizada dentro da exclusão social e assim estudada. A pesquisa sobre o assunto em relação ao Brasil foi feita preliminarmente a partir das poucas obras que tratam desse tema, e depois com o auxílio de dados de levantamentos do IBGE relativos à posse de microcomputadores, telefones e disponibilidade de acesso à Internet, referentes não só a indivíduos como também a domicílios. Entre as conclusões, devemos ressaltar as de que: 1) o Brasil está necessitando de estudos mais aprofundados sobre o assunto, já que localizamos boa quantidade de pesquisas sobre a Inclusão Digital em outras línguas e sobre outros países mas poucas em português e sobre essa questão no Brasil; 2) as grandes ações de inclusão digital estão sendo feitas sem acompanhamento posterior, ou seja, os resultados não são conhecidos, não sendo possível, portanto, concluir se o conhecimento adquirido nessas ações transforma a cultura e o comportamento do indivíduo, a ponto de torná-lo de fato um incluído no mundo da comunicação digital

Remembering to remember : a practice-based study in digital re-appropriation and bodily perception

Through the evolution of digital media technology, social networks and more recently Web 3.0 (e.g. Cloud-based) technologies, culture and memory is being transformed, both in relation to how memories are represented, and how they may be engaged with or re-accessed. As digital technology alters ways in which knowledge is produced, stored, connected and shared, new terrains, tools and artefacts are formed; new cultural practices alter the ways in which we remember and the ways in which memory is processed, destabilising traditional “historically encoded social habits: religion, authority, morality, traditional values, or political ideology” (Diamantaki 2013). This doctoral project consists of two parts exploring questions of memory in contemporary time. The practice work submitted develops various imaginaries and investigates how to enable mnemonic practices so that works function as memory palaces where bodies and ‘collective' and ‘networked memories' (Hoskins, 2010) can be realised. The work, briefly summarised, includes communal activities in public spaces (a series of workshops and heritage day events, Rendezvous, centrally social activities organised between Fabrica and various charitable organisations in Brighton). It includes a series of installation works, as a transitional process of memory between body, object, an investigation of ubiquitous technology, are investigated – iremembr (2009-15); Rendezvous (2010-15); Untitled#21 (2012). And it leads to the development of an installation piece, 200.104.200.2 (2013-15), that seeks to offer or extend the possibilities of the act of remembering, of memory, as a post-Internet experience; a complex temporal, social, spatial and material, overlapping and merging human and silicon memory. In this, the written component of the combined and larger project, questions concerning memory and digital technology, and how to explore them, are taken up in theoretical terms, and the works I have produced returned to and explored in these contexts. A central project here has been to locate new forms of qualities of ‘digital' memory in a memory map or topology that builds on adapts, and develops other models. Aspects of zones of memory are explored centrally in each of the later thesis chapters each of which also takes up a particular aspect of my practice. The intention – and the contribution to the development of critical thinking around the digital – particularly critical thinking that comes through digital media art practice, is to question how digital technology intervenes in the process of memory; how the concept of digital memory is being thought about; leading me to investigate what does this new digital terrain do as it overlaps and re-writes to some extent the older ones? How does it change ‘how memory happens'.

Trotz substantieller ökonomischer und sozialer Implikationen des World Wide Webs existiert noch immer eine überraschend große Forschungslücke in Bezug auf empirische Untersuchungen der Webnutzung. Insbesondere bezüglich der individuellen Webnutzung weiß man heute noch wenig über Schlüsselthemen dieses Forschungsfeldes, wie zum Beispiel die Anzahl der Webseitenbesuche von Individuen, der Loyalität von Nutzern, und den demographischen Charakteristika, die bestimmend für die Internetnutzung sind. Deshalb sieht sich diese Dissertation als Schritt zur Überbrückung dieser Forschungslücke. Sie präsentiert die gewonnenen Erkenntnisse verschiedener, voneinander abhängiger, empirischer Studien der individuellen Webnutzung Pittsburgher Bürger. Diese Dissertation erweitert die Forschung im Bereich individuellen Webnutzungsverhaltens durch: - die Analyse des Einflusses der steigenden Anzahl von Webangeboten auf die individuelle Webnutzung, - die anwendung sessionbasierter Maße auf individuelle Webnutzungsdaten, um Einsichten in den Verlauf der Webnutzung bei gleichzeitigem Anstieg der individuellen Weberfahrung zu erhalten, - die Analyse der Loyalitaet im Web von einzelnen Nutzergruppen, um die Frage zu beantworten, ob Nutzergruppen zu favorisierten Seiten im Web konvergieren, - spezifisches Herangehen an das Thema der Portalnutzung im Web und das Beantworten der Frage, ob sich Portalnutzer von durchschnittlichen Internetnutzern unterscheiden. Aus betriebswirtschaftlicher und volkswirtschaftlicher Sicht interessante Webnutzungsmaße werden entwickelt und diskutiert. Die Anwendung dieser Maße führt zu Erkenntnissen bezüglich signifikanter Trends. So wird beispielsweise deutlich, dass keinesfalls eine Gleichverteilung der Nutzung über Nutzer und Zeit besteht. Nutzer können in vier Gruppen mit verschiedenen Entwicklungskurven eingeteilt werden. Alle Nutzergruppen nähern sich über die Zeit Sättigungsgrenzen der Webnutzung an. Außerdem verbringen die meisten Nutzer nur wenig Zeit im Internet. Auch wird deutlich dass Loyalität im Web äußerst gering ist und Webnutzer trotz steigender Erfahrung im Umgang mit dem Internet nicht sonderlich gezieltes Surfverhalten entwickeln. Zusätzlich führt die Anwendung von Regressionsmodellen zu Erkenntnissen über die individuellen Charakteristika, welche die Webnutzung beeinflussen. Solch Charakteristika sind zum Beispiel ethnische Herkunft, Geschlecht, Haushaltseinkommen, Telefon- und Emailnutzung und Computerkenntnisse. Daher liefert die vorliegende Arbeit Erkenntnisse, welche sowohl aus betriebswirtschaftlicher Sicht als auch aus volkswirtschaftlicher Sicht Relevanz haben. Insbesondere können Marketingabteilungen, vor allem in der Informations- und Kommunikationsindustrie, von den vorliegen Resultaten profitieren. Themen wie Webloyalität und Webnutzung, die in der vorliegenden Arbeit angesprochen werden, sind insbesondere relevant für Geschäftsmodelle aus dem B2C Bereich. Adressaten sind dementsprechend zum Beispiel Internetfirmen, welche von Werbeeinkünften aus Bannerwerbung abhängig sind und Firmen, welche einen hohen Grad an Loyalität unter Ihren Webnutzern suchen. Außerdem bilden die Erkenntnisse die Grundlage für staatliche Initiativen, die der Sicherstellung des Zugangs zum Internet alle Gruppen der Bevölkerung dienen. Die vorliegende Arbeit reichert die empirische Grundlage, welche zum Verständnis individueller Webnutzung nötig ist, an. Die Erkenntnisse sind insbesondere für am neuen Informationszeitalter teilhabenden Individuen und Institutionen, auch staatlicher Art, interessant. / Despite the substantial social and economic implications of the World Wide Web, there is still a surprising lack of empirical research on Web usage. Specifically, at the level of the individual user, little is known about key issues of Internet usage, such as the trajectory of change over time in the number of visits to Web sites, the degree of individual loyalty to Web sites, and the demographics that determine Web usage. In order to overcome this lack of research, we report in this dissertation the results of several interrelated studies of individual Web usage patterns of average citizens from the Pittsburgh area. This dissertation advances the research on individual Web usage by: - analyzing the impact of increasing Web site visiting opportunities on Web utilization rates of individual users, - employing session-based measures to data on individual Web usage in order to identify how Web users change the way they use the Web as their level of expertise increases, - analyzing whether different user groups also differ in loyalty to Web sites and whether users converge over time to a set of favorite Web sites, - specifically dealing with the issue of Web portal utilization to answer the question whether Web portal users are different from average Web users. We develop measures of Web usage that are particularly relevant from a business and public policy perspective. By applying these measures to longitudinal data on Web usage, we identify significant trends in individual Internet usage. For example, we reveal that individual Web usage is not distributed equally across subgroups of users. Web users can be clustered into four groups with distinct trajectories of Web usage. All groups reach saturation in their extent of Web usage after following a downward path. Further, most Web users spent only limited time in the Web and only a small group of users uses the Web heavily. Also, users show consistently little loyalty to Web sites. Surprisingly, as Web users gain experience in using the Web, there does not seem to be a significant shift from undirected browsing to directed access of Web sites over time. We apply regression models in order to predict the determinants of Web utilization. Individual characteristics, such as ethnic background, gender, household income, phone usage, e-mail usage, and computer skill level, determine Web usage. Thus, the results have implications for both electronic commerce and public policy as it pertains to the digital divide. They are particularly useful for marketing departments, especially in the information and communication industry. Discussions of Web user loyalty and Web visiting opportunities as conducted in this dissertation are relevant to business models in use in business-to-consumer electronic commerce, especially for Internet companies that rely on advertising income generated from serving banner advertisements and companies that need to maintain a high degree of customer loyalty. The results also provide the factual foundation for key policy initiatives to promote access to the Internet for all groups of people. Policy makers need data on Internet usage in order to measure the size of a possible digital divide and ensure that everybody belonging to the present and the next generation - and not a subgroup of people only - has access to the Internet. In summary, this study advances the empirical foundation for understanding individual Web use. The findings of this dissertation will be useful to stakeholders in the new Information Age, in particular marketing departments and policy makers.

El uso de internet para la interacción en el aprendizaje: un análisis de la eficacia y la igualdad en el sistema universitario catalán

El aumento del uso de internet en educación superior plantea una serie de retos para conseguir que esta tecnología contribuya, de una forma óptima, a la mejora del aprendizaje de los estudiantes. La teoría económica de la producción educativa destaca la importancia de incorporar internet como input productivo de la forma más eficaz y eficiente. La teoría sociológica de la brecha digital destaca la importancia de incorporarlo de forma que no excluya a ningún colectivo de alumnos. Partiendo de estas dos perspectivas, esta tesis tiene como objetivo principal identificar elementos llevan a una incorporación eficaz y no excluyente de internet en educación superior. Este objetivo general se ha dividido en 4 sub-objetivos: - Comparar la eficacia del uso de internet en educación para el aprendizaje interactivo con la del uso de internet en educación para el aprendizaje individual. - Estudiar la variación de los beneficios del uso de internet para la interacción en el aprendizaje según el grado de intensidad de dicha interacción. - Estudiar los efectos diferenciados del uso de internet para la interacción en el aprendizaje. - Estudiar cuáles son los determinantes del uso de internet para la interacción en el aprendizaje. Para cumplir con los objetivos se han utilizado datos de una muestra de algo más de 17.000 alumnos de tres universidades catalanas (una virtual y dos presenciales). Para ello, se han utilizado técnicas de reducción de la información para preparar las variables y, en la parte más analítica, se han estimado modelos de regresión, corrigiendo el sesgo de selección y la correlación intra-clase. Los resultados obtenidos demuestran que: - Utilizar internet para llevar a cabo un aprendizaje interactivo es eficaz a la hora de mejorar el rendimiento académico. Entre ellos destaca el elemento organizativo y las habilidades de uso de los estudiantes. - Pese a ser detectado como un uso positivo para mejorar el rendimiento académico, no todos los alumnos utilizan internet para la interacción con la misma intensidad. La utilidad es una variable explicativa del uso, pero más allá de ésta existen otras variables como la motivación por la que se estudia, los usos previos de internet fuera del contexto educativo o características sociodemográficas que dibujan el mapa de causas de la desigualdad de uso existente. En la tesis se discuten las implicaciones que estos resultados tienen para las políticas educativas y se proponen estrategias para incorporar internet en educación de una manera eficaz e igualitaria. / The wide incorporation of the Internet in higher education institutions raises some challenges about best uses of this technology. The economic theory of educational production highlights the importance of incorporating the Internet as a productive input, in the most effective and efficient way. The sociological theory of the digital divide highlights the importance of incorporating it in a non-exclusive way. Based in these two perspectives the main objective of this thesis is to identify elements that lead to an inclusive and effective incorporation of the Internet in higher education. This objective can be divided into four sub-objectives: • Compare the effectiveness of Internet use in education for interactive learning with the effectiveness of internet use in education for individual learning. • Study the variation of the benefits of using Internet for interactive learning according to the intensity of this interaction. • Study the different effects and the conditions that can enhance the benefits of Internet use for interactive learning. • Study the determinants of Internet use for interactive learning. To achieve this goal we have used data from a sample of over 17,000 students from three Catalan universities (one online and two). In order to analyze the data information reduction techniques have been used to prepare the variables and, in the analytical part, we have estimated regression models, correcting for selection bias and intra-class correlation. The results show: • The use of Internet to conduct interactive learning is an effective way to improve the academic performance. However, using it to conduct expository learning has no impact on academic outcomes. • The productivity of online interaction follows different patterns comparing online and face-to-face universities. In the first case the productivity is consistent with the diminishing returns law, while in the second case it is not true, due to an initial phase of adaptation to this internet use. • There are conditions for the success of using the Internet to interact in learning. These include the organizational elements and the student’s technological skills. • Despite being detected as a positive use to improve academic performance, not all students use the Internet for interactive learning with the same intensity. The utility is an explanatory variable of the variation of use but, beyond this, there are other variables (such as the motivation for the courses studied, the previous uses of the Internet, in a non-educational context, and some socio-demographic characteristics) that draw the map of causes of the inequality in the intensity of use. The thesis discusses the implications of these findings for educational policy and proposes some strategies to incorporate the Internet in an efficient and equal education.

Digital (o)jämlikhet? IKT-användning i skolan och elevers tekniska kapital / Digital (in)equality? ICT use in school and pupils' technological capital

Avhandlingen handlar om digital (o)jämlikhet. Begreppet (o)jämlikhet utgår från en sammanskrivning av jämlikhet och ojämlikhet men uttalas som det sistnämnda. Problematiken kring digital (o)jämlikhet belyses i avhandlingen i form av fyra olika delstudier samt en kappa. Avhandlingens övergripande syfte är att öka kunskapen om digital (o)jämlikhet genom att empiriskt kartlägga och teoretiskt tolka användning av informations- och kommunikationsteknik (IKT) bland barn och unga vuxna. Ett speciellt fokus läggs vid skolans roll i sammanhanget då den svenska skolan har i sitt uppdrag att ge alla elever en likvärdig utbildning. Skolan ska även kompensera för elevers olika förutsättningar. Genom en enkätstudie och en intervjustudie analyseras grundskole- och gymnasielevers användning av och tillgång till IKT i skolan och i hemmen. Elevernas digitala kompetens i allmänhet och deras kompetens i informationssökning i synnerhet, analyseras också för att skapa en bild av den digitala (o)jämlikheten. I dessa analyser studeras även skolans bidrag till elevers digitala kompetens och digitala jämlikhet. Resultaten av dessa analyser presenteras i två delstudier. För att få en djupare förståelse för fenomenet digital (o)jämlikhet ur ett internationellt perspektiv utgör en av delstudierna en systematisk forskningsöversikt. Ytterligare ett sätt att fördjupa kunskapen om digital (o)jämlikhet i avhandlingen är att studera fenomenet utifrån en utbildningssociologisk teori vilket genomförs i den sista delstudien. Inom ramen för det övergripande syftet prövas, och granskas kritiskt, därför Selwyns begrepp tekniskt kapital. Tekniskt kapital har sin grund i Bourdieus kapitalbegrepp och syftar därmed på tillgång till och användning av IKT som tillskrivs ett värde. Resultaten visar att det finns en digital ojämlikhet bland de unga som ingår i studien, trots den till synes höga tillgången till IKT. Avhandlingen visar även att skolan inte klarar sitt uppdrag då eleverna inte får en likvärdig utbildning samt att skolans uppdrag avseende elevers digitala kompetens är oklart. Vidare visar resultatet att begreppet teknisk kapital ger möjlighet till en djupare förståelse av digital (o)jämlikhet. Samtidigt ges förslag på hur begreppet tekniskt kapital kan förfinas ytterligare. / This doctoral thesis focusses on digital (in)equality; a new concept construed by combining the notions equality and inequality. The concept will for the purpose of this thesis be written as (in)equality constituting a new domain of study as explored in four separate studies together comprising this thesis. The general aim of the thesis is to increase the knowledge base of digital (in)equality by empirically charting and theoretically interpreting the use of in-formation and communication technology (ICT) by children and adults alike. A specific focus is how ICT is utilised in schools since the Swedish school system is commissioned by law to provide equal education for all. Compulsory school pupils' use and access to ICT in schools as well as at home was investigated both by a survey study and an interview study. In addition, pupils' general digital competence as well as their skills in searching information were studied in order to gain insight into digital (in)equality. The Swedish school system and its role in conveying such competence was a particular concern. Results are presented in two of the four articles constituting this doctoral thesis. To gain a wider understanding of the ICT (in)equality phenomenon an international outlook was incorporated into thesis in the form of a systematic literature review. This literature review is presented in the third article of the thesis. The fourth and final study widens the scope even further by analysing the phenomenon in the light of sociological theory. The general aim of the thesis was scrutinised and critically analysed using Nathan Selwyn's construct of Technology Capital, which in turn is derived from Pierre Bourdieu's notion of cultural capital. Technology capital defines both access to and the use of ICT, which of course also implies that ICT indeed has cultural value. The results of this sociological analysis showed that there does indeed exist a digital inequality amongst the younger generation in Sweden in spite of having easy access to the technology. It is demonstrated that the Swedish school system actually fails its commission. In respect to the use of and access to ICT the school system is not equal and pupils do not receive equal education. Furthermore, the analysis suggested that the task given to the school system is unclear and that the use of a concept such as technological capital is a promising one in gaining further insights into the phenomenon of digital (in)equality. In conclusion, suggestions are also made how the notion of technology capital could be further developed made more precise.

A sense of control : a model of a virtual community for people with mobility impairments

This qualitative study develops a model of a virtual community for people with longterm, severe physical or mobility disabilities. The model also has implications for the wider community of people with disabilities. The study uses the Strauss and Corbin grounded theory methodology to inform the investigation from which a systematic theory has been developed. On the basis of this theory, the study proposes strategies for implementing the virtual community model. In-depth interviews were conducted with twelve Queenslanders with paraplegia, quadriplegia or other severe, long-term physical or mobility disabilities and with six health care professionals, service providers, information personnel and policy advisers involved in their well-being. The methodology used one interview question to determine their experiences and perceptions regarding virtual communities and the use of Information and Communications Technology (ICT). Each interview explored in detail the elements, enablers and barriers behind the usage of ICT and/or assistive technology. The personal responses and narratives of the people with disabilities who use the technology and their allied health care professionals were analysed and interpreted for meaning before the transcripts were returned to these participants for validation. Rich explanations were derived. Details of the various response categories of these interviews were analysed as part of the grounded theory, constant comparison methodology, and the relationship to the literature was considered. These de-constructed meanings were compared and contrasted with those in the current literature. The central theme to emerge from these narratives is that people with long-term disabilities regain a sense of control and independence in their lives through the use of ICT, as they move towards an on-line community. Other major themes that emerged from being on-line indicated that being on-line tended to break down people's isolation, while potentially changing the work paradigm (both vexed issues for people with disabilities). Information and communications technology and on-line communities offer ways to enhance every person's inclusion, participation and empowerment in our society. The primary outcome of the study is a theory regarding the character of virtual communities for people with long-term, severe mobility impairments that stakeholders may consider whenever such a virtual community is proposed. The theory is represented as a virtual community model. The model identifies the need for "a sense of control" as the foundational element of virtual communities for the disabled, and distinguishes the key domains in which disabled people participate in virtual communities. The barriers and enablers to their participation are specified within it. The model also provides a framework within which virtual communities can be facilitated. It melds six types of e-communities or sets of well-developed discrete categories (for example, themes, concepts) that the data from this study revealed: education-oriented, fantasy-oriented, information-oriented, interestoriented, relationship-oriented and transaction-oriented, depending on the type(s) of consumer need(s) to be met. The study concludes that although the technology itself provides strategies for independence and thus facilitates self-empowerment, it is also capable of being disempowering. Many interviewees referred to this aspect as a "double-edged sword". Empowerment and dis-empowerment are intersecting processes because of digital divide and information literacy issues and this "double-edged sword", which virtual reality presents for people with physical disabilities. Based on the new knowledge and the model as the outcomes of this study, a range of recommendations are discussed that have application in the community for persons with mobility impairments.

ICTs for whose development? A critical analysis of the discourses surrounding an ICT for Development Initiative for a group of microenterprise entrepreneurs operating in the Jamaican tourism industry: Towards the development of methodologies and analytical tools for understanding and explaining the ICT for Development Phenomenon

This is an interdiscliplinary qualitative study which uses an exploratory research design and builds on Fariclough's Critical Discourse Analysis methodology to analyze the discourses surrounding an Information and Communication Technology (ICT) for livelihood development project in Jamaica, introduced by the United Nations Development Programme - the Jamaica Sustainable Development Networking Programme (JSDNP). The primary objective of this project is to provide the poor in Jamaican communities with access to, and training in ICTs. In this research, I specifically focus on the discourses surrounding the JSDNP Cybercentre Project for a group of microenterprise entrepreneurs in the Jamaican tourism industry to access the epistemological assumptions of this project. From the data collected it was found that at one level, the JSDNP Cybercentre Project encouraged specific ways of acting and organizing congruent with the configurations, processes and structures of corporate firms of industrialized countries, by representing the achievement of livelihood expansion through the use of specific ICTs in a particular way which excluded other discourses. The particular ways of acting and organizing promoted by the Cybercentre encouraged the use of non-indigenous technologies, undervalued indigenous technologies and excluded the indigenization of non-indigenous technologies. These discourses were incompatible with the operational and structural configurations of trans-temporal poor entrepretrepreneurs interviewed and were more favourable to the non-poor and spatio-temporal ones. One of the wider implications of the discourse therefore was that they play a fundamental role in perpetuating entrenched inequalities through the preservation of social practices, along with their associated systems and structures. It was also found that these modalities limited the operational processes of all microenterprise entrepreneurs who were exposed to the Cybercentre Project. These entrepreneurs have limited control over the configuration of non-indigenous technologies; their technological and creative capabilities are restricted; their ability to indigenize non-indigenous technologies impaired; and they are highly dependent on non-indigenous technologies (which themselves have a number of limitations).
