In October 2022 the Swedish governing parties and the Sweden Democrats signed an agreement called Tidöavtalet. The aim of this thesis is to explore what the problem regarding criminality is represented to be in that political agreement. To answer the research question the analysis have been based on Carol Bacchi´s methodological and theoretical approach “What´s the problem represented to be?” (WPR) to through the suggested solutions understand the underlying representations of the problem. Additionally, theories of punishment have been used to better understand the material. Following four main problems have been identified: Insufficient laws and punishments, insufficient methods to solve crimes, gang violence and immigration. The method also targets what is left unproblematic and since drug policy and zero tolerance historically have been the salient topic of criminal policy in Sweden, the absence of a discussion regarding drugs in Tidöavtalet was surprising. Furthermore, the rehabilitative process of convicted criminals is also left unproblematic, and the deleterious consequences of incapacitation are not addressed. / <p>2023-06-09</p>

Sweden has faced many societal challenges, including gang criminality, which has raised much concern among the public and politicians. After the elections in October 2022, Moderaterna, Sverigedemokraterna, Kristdemokraterna, and Liberalerna presented an agreement. ‘Tidöavtalet’ consists of 7 collaborative projects to solve the biggest societal problems in Sweden. It introduced several reforms to the Swedish society, which led human- and children's rights organisations to react in concern; for instance, Amnesty International indicated that the agreement showed a will to separate and stigmatize certain groups of people and make non-citizens that reside in Sweden suspicious (Amnesty International, 2022). This critical idea analysis aims to investigate ideas and ideologies expressed in the agreement and to what extent they reproduce and/or legitimize discrimination in Sweden. The analysis uses Young's "five faces of oppression" and the concept of justice. The theory provides an understanding of how disabling constraints of domination and oppression lead to different forms of injustice that violate people's inherent human rights and freedoms. The analysis of ‘Tidöavtalet’ discovered certain prevalent ideas in the agreement and shows that several reforms attempt to solve specific societal problems in Sweden in ways that contradict the state's studies, lack a child’s rights perspective and risk reproducing and legitimizing different faces of oppression.

Regeringen har 2023 beslutat att Kriminalvården i framtiden ska ha ansvar för unga lagöverträdare som döms till frihetsberövande påföljd – ett uppdrag som tidigare tillhört Statens Institutionsstyrelse. Ungdomsfängelse fanns i Sverige senast 1979, men påföljdsformen upphörde eftersom den inte fungerade som önskat. Syftet med studien är att beskriva och analysera hur och med vilka argument beslut om fängelsestraff för minderåriga dömda för grova brott framställs i fackmedia. Det empiriska materialet består av 12 artiklar som publicerats i fackliga tidskrifter mellan det att Tidöavtalet offentliggjordes och studiens början. Analysen har gjorts med utgångspunkt i ett socialkonstruktivistiskt perspektiv och Foucaults teori om diskurs och straff för att ge kontext till det empiriska materialet. Ett vanligt tema är att i samband med att kritisera beslutet lyfta kompetensen som finns hos Statens Institutionsstyrelse, och hävda att förändringen går ut över de barn som i stället kommer att vistas på kriminalvårds anstalt. Tydligt frånvarande är detaljer kring vad som saknas för att Statens Institutionsstyrelse skulle kunna utföra uppdraget bättre. Slutsatserna är att det råder konsensus om att Statens Institutionsstyrelse inte har rätt förutsättningar i dagsläget, men inte vad som konkret saknas, och att det eventuellt finns andra alternativ för att försöka lösa problemet med ungdomskriminalitet i stället för att återinföra en ineffektiv strafform.

En kraftig våg av ökad gängkriminalitet och dödligt skjutvapenvåld har de senaste åren lett till omfattande debatter gällande kriminalpolitiska åtgärder för att minska brottsligheten i Sverige. Efter valet 2022 gjorde Kristdemokraterna, Liberalerna, Moderaterna, och Sverigedemokraterna en överenskommelse kallat Tidöavtalet, där partierna tillsammans har lagt fram sju samarbetsområden för mandatperioden 2022–2026, varav ett av områdena handlar om kriminalitet. Syftet är att undersöka hur den nuvarande regeringen motiverar de straffskärpande lagförslagen “Dubbla straff för gängkriminella”, “Skärpta straff för gängrelaterad brottslighet” och “Återfall ska straffas hårdare”, som anses kunna få bukt med problemet kring gängkriminalitet. Med hjälp av reflexiv tematisk innehållsanalys samt straffpopulism och symbolpolitik som teoretiska perspektiv, har vi analyserat en SOU och elva motioner. Vår analys visar att det finns symbolpolitiska och straffpopulistiska uttalanden i Kristdemokraternas, Liberalernas, Moderaternas, och Sverigedemokraternas motioner för de straffskärpande åtgärderna. Detta visas bland annat i hur de polariserat samhället mellan de kriminella nätverken och den hederliga medborgaren, hur trygghet blivit en symbol för välfärdsstaten, och genom den alarmistiska motiveringen som ligger bakom de straffskärpande åtgärderna. Vidare legitimeras åtgärderna med hjälp av valslogans om nolltolerans, att brottsoffren och de laglydiga i samhället ska prioriteras samt att åtgärden har en avskräckande effekt och har fungerat för Danmark. Forskningen visar generellt på att fängelsestraff inte har en effekt vad gäller avskräckning eller återfall, men indikerar på att det kan finnas en kriminogen effekt. Detta förstärker tanken om att regeringen tillsammans med Sverigedemokraterna använder sig av symbolpolitik.

Sweden has seen a change in its political landscape over the last couple of decades, with an increase in popularity of a right wing populist party. Over time its ideas have been normalized within the established parties. Leading us to today’s situation. As such the purpose of this thesis is to find out how much of the Tidö agreement between the current government led by prime minister Ulf Kristersson and the right wing populist party the Sweden Democrats have been influenced by the latters political ideas and policies. The thesis does this in two ways, by looking into how much of the Tidö agreement includes right wing populism, and on how much of the Sweden Democrats election platform influenced the agreement. The result shows that the Tidö agreement has to a large degree been affected and influenced by right wing populism and the election platform of the Sweden Democrats. With various examples shown.

The purpose of this study is to examine the existng political discourse in the political document Tidö Avtalet, through Carol Baachi's disourse analysis framework What's the problem represented to be (WPR) to uncover implicit problem representation. And by using discourse theory to uncover the power dynamic and the intent of words, also the formation of words and it's meaning in Tidö Avtalet's migration policy. Which is an agreement between the far-right political wing in the Swedish parliament in term of office between the year 2022-2026. Tidöavtalet consist of seven different focus areas, described as problem ridden areas by the far-right coalition parliament.  The results of the study point to the fact that the existing coalition parliament wants to regulate and rework the migration policy in Sweden and by doing so, will create the existence of proposals and constitutional amendments. This will in turn directly affect those seeking refugee in Sweden. Tidö Avtalet has been literary constructed by using words that emphasizes the asylum seekers obligation to follow the enforced asylum seeking laws in Sweden. There is a rather strict usage of words to describe the current climate surrounding the migration politics in Sweden. Which will affect the processing and investigation of asylum seekers.
