Sur la base d'enquêtes de terrain menées entre 2003 et 2007, cette thèse interroge les rapports entre le pouvoir local et les habitants « ordinaires » de quartiers non réglementaires – dont la plupart sont des bidonvilles – situés à Rabat et dans sa périphérie méridionale (Témara et Skhirat). Au-delà de leur diversité (de localisation, de genèse, morphologique, de taille, économique et sociale, etc.), les quartiers que nous avons choisis ont tous été l'objet, anciennement ou plus récemment, de politiques publiques visant à leur restructuration ou à leur réhabilitation ; et toutes envisagent, d'une manière ou d'une autre, un déménagement et un relogement de leurs habitants. C'est donc à l'analyse des réactions de ces populations envers ces politiques que notre thèse est consacrée, étant entendu que, au-delà des réactions individuelles, on observe rapidement l'émergence de réactions collectives. Celles-ci sont susceptibles de favoriser soit l'activation de formes ou structures d'organisations préexistantes (j'maâ), soit l'émergence de formes organisationnelles nouvelles, telles que les associations de quartiers. / Based on filed surveys conducted between 2003 and 2007, this thesis examines the relationship between local government and “ordinary” residents in non-regulatory areas – most of which are slums – located in Rabat and its southern periphery (Témara and Skhirat). Beyond their diversity (location, genes, morphology, size, economic, social, etc.) the areas we chose have all been the previous or recent object of public policy in terms of their restructuring or rehabilitation and are all considering, in one way or another, moving and relocating their inhabitants. The purpose of this thesis is therefore devoted to analyzing the reactions of these populations to these policies, understanding that beyond the individual relations, we observe the rapid emergence of a collective response. There are likely to favor either the activation of shapes or structures of existing organizations (j’maâ) or the emergence of new organizational forms, such as neighborhood associations. The posture of our research is to consider that the residents of these neighborhoods, usually stigmatized or considered minor by both government officials and administrative officials acting locally or by the “ethnic” citizens, are not passive agents of the decisions being made concerning their habitat and their lif0estyle, but they are quite able to express their varied “skills” including their ability to mobilize, to take industrial action and to negotiate with authorities.

Ces dernières années, la question de l'art dans les espaces publics enregistre une nouvelle actualité dans le domaine de la recherche appliquée. Les relations entre la création actuelle et les publics se déplacent des lieux artistiques vers l'espace public. Les mutations économiques et sociales, dans certains endroits, ont fait perdre aux villes leurs identités architecturales, culturelles ou historiques. L’action de la sauvegarde de l’identité devient nécessaire et elle nécessite l'intervention rapide pour assurer la continuité de l’histoire dans les sites anciens. En outre, l’intervention des professionnels du cadre bâti (aménageur, architecte, artiste, géographe urbain, urbaniste, …) devient indispensable pour rendre à la ville son âme et conserver son empreinte et son identité. C’est une tendance de fond de redonner sens aux espaces publics de la ville mais aussi de garantir une préservation de la mémoire commune à l’aide de sculptures publiques. Autour de cette réflexion, nous avons choisi d’étudier trois villes tunisiennes qui sont comme suit : Tunis, Sousse, et Moknine. L’action de sauvegarde de l’identité varie dans ces villes historiques puisque chaque espace définit sa propre structure urbaine et architecturale. Nous nous intéressons à l’intervention artistique comme étant un outil de communication-médiation qui facilite la transmission de l’histoire. La politique de sauvegarde tunisienne s’intéresse à la réanimation de sites anciens où l’art investit certains monuments pour assurer une réintégration du patrimoine dans le cadre contemporain / In the last few years, the relationship between art and public spaces has become one of the most important issues in the realm of applied research. The connection between contemporary creative works and publics is gradually migrating from artistic spaces to public spaces. Economic and social mutations have caused certain Tunisian cities to loose their cultural or historical identities, and thus, their originality. Consequently, saving these public sculptures in order to preserve the cultural heritage of the city has become a top priority that necessitates a quick intervention. The intervention of professionals (developer, architect, artist, urban geographer, town planner, etc…) is necessitated to bring back to the city its soul and its uniqueness to maintain its identity. It is an urge, as a matter of fact, to render to the city’s public spaces their weight to guarantee the perseverance of the country’s cultural heritage thanks to public sculptures. In the light of this reflexion, we have chosen to consider this subject taking three Tunisian cities as case studies, namely, Tunis –capital of Tunisia, Moknine and Sousse, situated in the region coast of the country. The necessitated policies to save the architectural and, thus, historical identity of historical monuments vary from one city to another since every space has got its inherent urban and architectural structure. We are interested in the artistic intervention as a means of mediation-communication that facilitates the transmission of history. Cette recherche s'interroge sur l'interrelation entre le développement urbain et le développement durable dans le sens où celui-ci peut se concrétiser en milieu urbain et à différents niveaux stratégiques de la ville. Sous cet angle, la recherche ambitionne une meilleure compréhension de cette interrelation, notamment par ses implications potentielles pour la ville de Bagdad (Irak) qui constitue l'étude de cas. Pour atteindre cet objectif, la recherche implique une évaluation critique de la ville afin de savoir si la dynamique existante (défis et réponses) et les mutations urbaines actuelles (le développement économique, le changement social et l'envergure de l'implication du public, la transition politique), ainsi que les projets de développement urbain effectivement élaborés à la suite des efforts locaux de reconstruction – mais aussi sous l'impact du processus de globalisation - pourraient être orientés de façon à créer un terrain favorable pour engager un processus de développement durable en contexte. Toutefois, avant de passer à cette dernière étape ambitieuse, la question de recherche est examinée au prisme de trois étapes structurelles. Tout d'abord avec un regard sur l'histoire de façon à mieux voir comment a débuté la création de la ville de Bagdad et sa formation, puis quels furent son développement et ses transformations jusqu'à sa situation actuelle. Deuxièmement, en soulignant et analysant les conséquences et les problèmes actuels de son développement et ses impacts sur les différents aspects de l'état urbain (la société, la culture, l'environnement, la politique, etc. ...), cela pour mieux comprendre les débats actuels et les efforts contradictoires portés sur le développement de la ville concernée. Troisièmement, au-delà d'une recherche théorique sur le concept de développement durable, et de l'examen de certaines perspectives et de points de vue théoriques à partir desquels ce concept a été approché, la recherche est plus précisément conduite dans le but de bien comprendre comment s'engager correctement en faveur d'un développement adapté et d'un avenir durable pour la ville de Bagdad. Il importe ici de rappeler que cette approche s'inscrit dans un contexte où le rôle de la durabilité n'a pas reçu une attention appropriée de la part de la recherche en termes d'analyse des divers avantages et inconvénients apportés au contexte concerné. A cet égard, bien qu'il existe certaines similitudes entre les villes à travers le monde, et que l'on puisse aussi admettre qu'il y ait beaucoup d'éléments globaux communs au sujet du développement de la ville, il convient de relever qu'il y a aussi des dimensions locales et régionales jouant un rôle important. A cet à égard la recherche révèle que Bagdad est un produit unique (dans le sens d'inhabituel) pour la mise en œuvre de politiques de développement urbain. La recherche vise aussi à établir une vision stratégique pour la ville en matière de développement urbain durable, en mettant d'abord l'accent sur des démarches stratégiques qui prennent en considération toute la complexité de la gestion et de l'aménagement de la ville. Enfin, la recherche esquisse les orientations d'un Schéma Directeur visant à maîtriser à la fois la forme urbaine et la croissance dans la perspective d'une éventuelle évolution vers une ville plus adaptée et "durable". / This research questions the interrelation of urban development and sustainable development, in the sense that sustainable development could be operationalized in the urban environment and at a variety of strategic levels of the city. Within this objective, this research seeks to achieve, through the case study of the research (Baghdad), a better understanding of this relation, especially by its prospective implications for Baghdad. To achieve this goal, the research involves a critical assessment of whether, the dynamics (challenges and responses) and current urban changes (economic development, social transformations and the extent of public involvement, and the political transition), as well as urban development projects actually developed through local reconstruction efforts and impact of the process of globalization, could be invested and oriented to create a favourable ground to start an implementation of the sustainable development. However, before proceeding to the last ambitious step, the research aims to address the main research question through three structural phases: firstly through history in order to see how the creation of the city began, its formation, how it was developing and transforming up to its current situation. Secondly, for highlighting and analyzing the consequences and current problems of the city development and their impact on various aspects of the urban condition (society, culture, environment, politics, etc ....), in order to establish an understanding of current debates and contradictory efforts on the development of Baghdad city. Thirdly, beyond a theoretical research on the concept of sustainable development and a review of some points of view and theoretical perspectives from which this concept was approached, the research explicitly leads to a better understanding of how it could be possible to engage properly in the new commitment to an appropriate development and sustainable future for the city of Baghdad. It is important to remind here that this approach takes place in a context where the role of sustainability has not received appropriate attention of the research, in terms of analysis of the various advantages and disadvantages that are relevant to the context. In this respect, although there are some similarities between the cities around the world, as well as there are a lot of global common elements on development of the city, there are also local and regional dimensions that play an important role. With respect to these dimensions the study reveals that Baghdad is unique (in the sense of unusual) for the implementation of urban development policies. The research also aims to develop a strategic vision for the city's sustainable urban development, focusing primarily on the strategic approaches that take into account the complexity of the management and development of the city. Finally, the research proposes an attempt to outline a master plan to control both urban form and growth in any change, while ensuring a proper orientation to a city more responsive and “sustainable”.

São eles também que contribuem para o entendimento da nova realidade em construção que coloca em xeque interesses contraditórios, relações conflitantes. / The present work seeks to understand the transformations occurring in the country and city because these changes reflect a reorganization of space, a redefinition of the rural and urban relation and the constitution of new territories. While analyzing current changes, the dissertation also reflects on the historical processes creating these transformations. The starting point was a search for the origins of the country-city and rural-urban dichotomies. The dissertation argues that these dichotomies were often based on myths that either sought to advance the supremacy of the city and the urban way of life or fortify the idealization of the country and the rural way of life. These representations were constructed historically, consolidating ideologies that continue to the present day.To avoid mistakes based on the idealization and depreciation of rural and urban space in the future, the dissertation deconstructs the myths. Analysis of the territory contributed to understanding the reality in transformation. In the unfolding process of construction of territory it was also necessary to examine the processes of des-territorialization, re-territorialization and territorialities. This form of analysis permitted understanding the existence of ruralities inside cities and of urbanities in the country. They also helped comprehend the continuity of contradictory interests and conflicting relations in the construction of new realities.

Ce travail s’attache à décrire la coprésence de l’urbain et du rural à Chefchaouen au Maroc. La dimension rurale est une réalité ancrée au sein de cette petite cité de montagne du rif occidental. Elle s’observe à travers des pratiques et des représentations de la ville et de ses quartiers, des manières d’aller au souk, un certain rapport au monde rural et aux produits, à ses origines traduites par des histoires familiales, des valeurs et des manières d’être en société. Elle se comprend encore dans les rapports quotidiens, routiniers ou plus occasionnels, à une diversité d’êtres non-humains, invisibles ou visibles: Dieu, les djinns, le shaytan ou les animaux, dont les chats, l’animal sacrificiel de l’Aïd el Kabîr et les chèvres et les boucs élevés en ville. Cette thèse restitue comment l’urbain et le rural sont présents et objets d’attentions variées sur ces divers pans de la vie sociale, selon les échelles et les individus considérés. Ce sont ici plusieurs champs disciplinaires qui sont concernés dont l’ethnologie urbaine, l’anthropologie religieuse et la question du croire, les rapports homme-animal et la question de l’ontologie en anthropologie. Grâce un perspectivisme anthropographique, cette recherche montre comme l’individu, saisi dans son quotidien et dans la continuité de son existence, offre une perspective située sur les catégories, et permet de penser autrement la diversité des rapports aux êtres. En plus de mettre en avant la pluralité des vécus, cette recherche souligne, d’une part, l’importance de la singularité des relations que tout un chacun est à même d’avoir envers d’autres êtres, tout particulièrement l’animal, et d’autre part, celle du croire qui permet de garder l’attention sur l’engagement que les individus ont de situation en situation face à aux non-humains, en particulier Dieu et les djinns. Voici là trois apports que la thèse entend apporter au « débat ontologie ». Ce travail y parvient en remettant les individus au cœur du projet anthropologique, tant dans leur singularité que leurs manières d’être socialement. / This work attempts to describe the copresence of urbanity and rurality in Chefchaouen, Morocco. In this small city of the western Rif Mountains, the expression of rurality is pregnant. Rurality manifests itself through practices and representations of the city and its neighborhoods, in ways of going to the souk. It finds expressions in relation to rural surroundings as well as rural products. Rurality is also given consistency with reference to origins and family histories, values and ways of being in society. Rurality can be understood out of daily routinized or on the contrary, unusual encounters with a variety of non-human beings, visible or invisible: God, jinn-s, Shaytan or animals, including cats, the sacrificial animal of Aid el Kabir or goats raised in the city and its vicinity. This Ph.D. thesis aims at rendering how urban and rural are present and are objects of varying attentions, according to the scales and individuals considered. Several disciplines are engaged with in this work: urban ethnology, anthropology of religion and the question of belief, human-animal relations and the question of ontology in anthropology. Grounded in an anthropographical perspectivism, this research demonstrates how the individual apprehended in his daily life and the continuity of its existence, offers a situated perspective on categories which enables to think from anew the diversity of relations between humans and other beings. It also sheds light on the plurality of experiences. This perspective allows two demonstrations: firstly, it sets the importance of the singular and unique relationship everyone is able to have with other beings, especially animals,; and secondly, it focuses on the question of “believing” keeping the attention on the commitment individuals develop from situation to situation while facing non-humans - especially God and jinn-s. These are the contributions the Ph.D. thesis intends to make to the "ontology debate." This can only be accomplished by putting individuals at the heart of the anthropological project, both in their singularity and in their ways of being as social beings.

La Chute du Mur et la Réunification inaugurent une nouvelle ère pour Berlin : celle de sa reconstruction et de sa normalisation en tant que capitale de la nouvelle Allemagne. Dans le même temps, la ville connaît, comme toute grande métropole, les transformations de son espace conjointes de notre époque postmoderne. Ses métamorphoses se retrouvent dans les fictions de l'extrême contemporain, qui y voient une chambre d'écho à leurs préoccupations identitaires. Cette thèse s'attache à préciser cette image de Berlin à l'aune de ces fictions. L'étude se consacrera à un corpus de romans urbains, issu des littératures française, belge, allemande et suisse-allemande, allant de 1989 à 2009, témoignant d'un intérêt qui transcende les frontières nationales. Fictions procédant de l'imaginaire du labyrinthe, elles réinventent une ville sensible, complexe, traversée par les contradictions, mais profondément vivante et tournée vers l'avenir à l'image du chantier qui caractérise le Berlin contemporain. / The Fall of the Wall and Reunification inaugurate a new era for Berlin: the reconstruction and its standardization as the capital of the new Germany. At the same time, like any metropolis, the city knows the typical transformations of our postmodern time. These Metamorphoses can be found in the most recent fiction and echo the identity issue. This thesis attempts to clarify the image of Berlin in the light of these fictions. The study will focus on a corpus of urban novels, from the French, Belgian, German and Swiss-German literature, from 1989 to 2009, reflecting an interest that transcends national borders. Novels based on the fantasy of the maze reinvent a sensitive; complex city, crossed by contradictions, but deeply alive and looking to the future like the construction that characterizes the contemporary Berlin.

Les façons de concevoir et fabriquer la ville de Siem Reap, située aux portes du site d'Angkor classé au patrimoine mondial (1992), induites ou suscitées par le tourisme, sont l'objet de la recherche. La thèse interroge le rapport conflictuel entre planification et fabrication urbaine : si les plans de la coopération internationale produisent un domaine d'action ainsi qu'un cadre conceptuel à travers lequel le territoire est appréhendé, d'autres logiques et procédures détournent le cadre réglementaire. Dans les discours programmatiques et normatifs élaborés à partir de notions d'origine occidentale, maintenant diffusées à l'échelle internationale, ainsi que dans l'organisation institutionnelle, nous recherchons les failles qui mènent les plans à l'échec. Sans nier les effets de tabula rasa, nous argumentons l'entrée en jeu de différentes formes d'héritage dans les aménagements de l'espace : les représentations des lieux, produites à partir du XIXe siècle, qui influencent les projets d'hôtels et équipements ; les formes et les pratiques mobilisées par les habitants, dont la négociation avec des modèles exogènes aboutit à des compositions originales / After Angkor was listed as a World Heritage Site (1992), Siem Reap town which is situated at its doorway experienced intense urban development. The thesis investigates the processes of urban development and architectural design created under the influence of tourism. The research questions the conflicts between planning and urban development. While the plans carried out by international cooperation produce a domain of action and a conceptual framework through which the territory is apprehended, private stakeholders' procedures and objectives succeed in diverting regulations. We show that the faults which cause the failure of the plans have to be sought in the programs and the rules shaped by Western-based notions now disseminated at the international scale. Without denying the tabula rasa of urban landscapes, we argue that different forms of heritage play a part in architectural design and urban transformations: - the representations of places, produced since the 19th century, shape tourism linked projects; - inherited forms and practices mobilized by the inhabitants are negotiated with exogenous models and lead to original urban shapes

Intégration de données de recensements et de la télédétection pour mesurer l'évolution socio-économique et environnementale en milieu urbain cas de la ville de Sherbrooke (1981-2006)Dari, Ouassini January 2011 (has links)
The urban environment is complex, heterogeneous and temporally changeable. Man is the main actor in the transformation of urban areas where he interacts with intensity. Spatial differentiation is a result of human occupation in the urban environment. This occupation may vary according to land use, population density, social and economic characteristics and environment. This leads us to say that the socio-economic and environmental indicators change according to the various locations in the urban area and through time. Our goal is to measure the socio-economic and environmental changes in the urban area of the city of Sherbrooke using remote sensing data synchronized with the censuses and that we will then integrate into the geographic information system (GIS). We have used data from the 1981 and 2006 censuses, 1983 aerial photos, 2007 orthophotos and 1983 MSS and 2006 Ikons satellite images to measure the socio-economic and environmental changes in the city of Sherbrooke. We have used spatial analysis tools to integrate image data with census data.The methods uses such as global indices, principal component analysis combined with the variation between the two dates have yielded interesting results.The first factor in principal component analysis with orthogonal rotation (Varimax) justified a substantial percentage of the variance in global indices.The use of dissemination areas resulted in detailed information on the change in the city. From the perspective of spatial distribution, we noted a major difference between the central areas and the peripheral areas in 1981 and 2006. From the perspective of evolution between 1981 and 2006, we observed that are positive and negative changes at various levels took place. We also observed the evolution of ethnicity in the Sherbrooke city and Lennoxville municipality.The study showed that the French population is prevalent in the old city of Sherbrooke as the English population is prevalent in Lennoxville.The European population is spread over the two cities.The aboriginal population is well distributed over the city of Sherbrooke.The population from Asian and Oceanic backgrounds are [i.e. is] concentrated (sometimes on an exclusive basis) in the north and west-centre area of Jardins-Fleuris, in the eastern area of l'Assomption, the northeastern area of Sainte-Famille and the center area of Marie-Reine. We also find concentrations of immigrant populations from all backgrounds in areas such as in the southern part of the Immaculée-Conception and Saint-Joseph and in the south-eastern part of Sainte-Jeanne-d'Arc. This indicates that ethnic neighborhoods are taking roots in the city of Sherbrooke.

L'accroissement de la production de déchets ménagers dans les grandes villes du monde depuis les années 1970 engendre un débat sur leur traitement et l'échelle de leur gestion qui s'articule avec la question de la protection environnementale et de la salubrité publique. il doit aussi composer avec les inégalités du service de gestion des déchets privatisé, source d'un urbanisme en fragmentation lié à la différenciation socio-spatiale des métropoles.a buenos aires, ce débat apparaît lors de la crise argentine (1999-2003), quand plusieurs milliers de cartoneros pauvres arrivent du conurbano pour récupérer et revendre les déchets recyclables de la capitale. il coïncide avec des protestations riveraines et environnementalistes face à la saturation des décharges contrôlées du modèle métropolitain de gestion des déchets. enfin, les municipalités veulent intervenir dans la gouvernance métropolitaine en décidant des modalités de gestion des déchets sur leur territoire.au regard de la fragmentation urbaine par les services, il faudra analyser les recompositions territoriales de la gestion des déchets et ses nouveaux acteurs, en se demandant si le concept de développement durable, au-delà de l'outil de marketing urbain, produit une prise de responsabilité fondée sur la valorisation des ordures ménagères et si la montée de la gouvernance locale engendre un modèle métropolitain participatif de gestion des déchets. / Last debates on environmental, social and economical urban performances have given a great share to waste management problems and shown that asserting one’s point of view on urban refuse also commits the metropolitan territories. In Buenos Aires (Argentina), socio-economical fragmentation, suburbanization and decentralization processes challenge the centralized sociotechnical system created in 1977. A difficult transition in the city’s urban ecology put at stake the waste recollection and treatment urban services organization. During the last military dictatorship (1976-1983), sanitarism had been a guide for waste metropolization as well as for the cinturón ecológico project. Nevertheless, this paradigm lasted until the failure of the liberal economic system popped out with the 2001 crisis. Massive wastepicking and recycling by the cartoneros opened the way for waste to become a public environmental problem. Transformations in public action enlighten new issues. At the international level, decision-makers try to promote urban sustainable management, by institutionalizing the waste picking activity, supporting secondary-raw material trade and protecting natural resources. But those projects often convey sanitary and real estate uncertainties among social actors, who try to participate into their governance. They use contestation as a way to put forward their own scenarios, either for transjuridictional and reticular waste picking territories or for waste treatment ones, on the metropolitan edges.
