This study aims to deepen the understanding of how safety and crime prevention issues are framed in municipal policy documents. By focusing on Västerås and Örebro, two Swedish municipalities relatively impacted by crime, the study analyzes the portrayal of the problem and the underlying ideas and strategies shaping the decision-making proces. Utilizing interviews and WPR-approach, the research contributes to the comprehension of crime development and safety by examining the approaches of local policies. Applying a comparative design to identify similarities and differences between Västerås and Örebro, a critical discourse analysis using the WPR-approach reveals central ideas and perspectives in the municipalities' policy documents. Despite fundamental similarities in intentions, the conclusions identify differences between the two municipalities in terms of approaches and understanding of crime issues. The study highlights ideas centered around children and youth, long-term preventive measures, and collaboration among stakeholders as defining features of the municipalities' strategies, further enriching the understanding of crime development and safety through the examination of local policy approaches.

<p>Housing construction very close to the lake Mälaren has become very popular today. One potential problem with these houses is the influence of the sea climate. Unprotected buildings are affected by strong winds and precipitation. So for that reason, it is very important to make an accurate climate investigation and use it for decision-making during the planning of the new settlement.</p><p>It is very important with a good moisture protection regarding pelting rain, that is the combination of wind and rain. This is more important for buildings close to a lake, as this location normally means a higher exposure to wind. The location of the main bodies of the houses has an effect on the wind force between the houses. Some house parts are affected more than other, for instance curtain walls, bays, balconies and so on. These are problematic because of water and moisture that are moving in into joints and cavities in connections.</p><p>Bigger efforts than climate investigations are needed to get rid of the moisture problem.</p><p>The different actors that are involved in the construction project need to cooperate and focus on potential moisture problems during the complete construction process, not only during the production phase. It is also important that the construction workers have the knowledge on how to construct buildings that are moisture safe in practice.</p><p>According to investigations made, it appears that many of the moisture damages in buildings originate from the production phase because of incorrect construction components that are moisture-sensitive. But approximately 50% of the moisture problems derive from the planning process. The reasons are mainly lack of easily available tools, (for instance descriptions of moisture protection), insufficient knowledge, lack of time and lack of interest. These early mistakes results in later problems during the production phase. It is of great importance that the project members have good communication with the building contractors. They need to inform them on how to calculate dry times for different construction components and what type of inspections that shall be performed.</p>

<p>The aim of this thesis is to establish a “förvaltningsplans” template to Fastighetskontoret in Vasteras city. Further general information about the mission was given at our first meeting with Rolf Haraldsson, who happened to be our mentor and works at Fastighetskontoret in Vasteras city.</p><p>We agreed that using the software Excel was the most appropriate way to establish the template, because Fastighetskontoret also make use of Excel in their internal system, and also because Excel has a more friendly user interface and it is more easier to use compared to other software that have complex templates.</p><p>One of the first things we did was to get in contact with different fastighetskontors around Sweden so that we could either take part of their “förvaltningsplaner” or get referred to other material that could have been used. But this turned out to be an unsuccessful strategy. However, by searching on internet, course literature and databases we got a successful result.</p><p>The most common headlines were included in the template and were later discussed with our mentor from Malardalen University, Sone Nydert. Mr. Nydert who gave us viewpoints and directions on how we should develop our work further.</p><p>Thereafter, we had continual meetings with the mentor in Fastighetskontoret in Vasteras stad, Rolf Haraldsson, so that we could discuss and adjust the templates in line with the headlines in order for the template to match the fastighetskontorets internal headlines.</p><p>The template was finally tested in frosundaskolan and turned out to be a successful work.</p>

Politisk kommunikation och IKT : En analys ur politikernas perspektiv i Västerås kommun

<p>The purpose of this paper is to see how politicians use Internet communication in their daily work and how they use it to interact with citizens of Vasteras city. To reach my conclusions I used both theoretical methods such as literature studies and qualitative interviews with the towns 11 trustees. Accoarding to this study the politicians saw not only a lot of potentials and advantages in Internet communication but also many difficulties and obstacles. In this case the cons far exceeded the pros. One of the main reason is the bad experiences which caused by rasist attacks/threats made to politicians and also the difficulties in handling of sensitiv documents which was seen as a stress factor. Vasteras home page is more seen as a very inert two way communication channel, due to the lack of discussion/debate forum. Other forms of communication via other media is prefered. Obviously IT is a fast and complementary media but face to face communication is prioritized rather than computer communication. E- democracy, E- meeting, E- discussion can not replace face to face communication. There is a strong belief among the municipal executive committee in the representative democracy as the best functional political system. The political climate characterizes as a sort of conservatism or pessimism when it concerns IT and democracy. Despite all of this, there are many optimistic attitudes about IT in a future perspective. Marketing and education are essential elements that benefit to more dialog and interactivity which can influence the quality of democracy. The Internet is perceived by many of respondants as an excellent horizontal communication than vertical.</p>

Ur stiftsinformatörernas perspektiv : Svenska kyrkans kommunikation efter reformationen  från statskyrka till frikyrka

I denna uppsats undersöks det hur fem stiftsinformatörer upplever Svenska kyrkans skilsmässa från staten. Uppsatsens syfte är att ta reda på hur kommunikationen hanterades när Svenska kyrkan skiljdes från staten samt hur den kommunikationen hanteras idag. Uppsatsen behandlar även Svenska kyrkans kommunikationsstrategi. Metoden som används i uppsatsen är kvalitativ. Syftet med en kvalitativ undersökning är att få en tydlig beskrivning av det fenomen som uppsatsen vill belysa. Min huvudfråga är Märks förändringsprocessen fortfarande av inom, och bortom, kyrkans väggar, och på vilket vis speglas detta i organisationen? För att försöka besvara frågan tillkommer även detaljfrågor kring hur förändringsprocessen kring bytet från statskyrka hanterades, om informatörerna upplever någon skillnad i kommunikationen sedan millennieskiftet, på vilket sätt förändringen för Svenska kyrkan kommunicerades samt om uppsatsen kan hitta stöd för informatörernas svar i kommunikationsstrategin. Det var en lång utveckling som slutligen ledde till att Sverige förlorade sin statskyrka. När skilsmässan från staten skulle meddelas under 1999/2000 annonserade Svenska kyrkan med kampanjen ”Plats för eftertanke”. Kampanjen syntes bland annat som på biografer, i tidningar och på reklamtavlor. Idag behöver skilsmässan från staten inte kommuniceras. Det motstånd som hörs är främst externt, även om vissa kritiska röster ännu hörs inom organisationen. Svenska kyrkans nationella kommunikationsstrategi kan kopplas till många intervjusvar. Det finns dock en del intervjusvar där svaren avviker från strategin, där det lyfts fram vad som Svenska kyrkan anser är väsentligt.

District heating is an environmentally friendly heating principle that is widely used in Sweden. A problem that has arisen is that while district heating dominates heating of apartment buildings, the district heating companies have difficulties competing in single-family houses. In Örebro, the 7th largest city in Sweden, this problem causes some worries because of the environmental benefits with district heating compared to electricity-based heating alternatives which are more commonly used. The goal of this study has been to calculate the life cycle costs for district heating in Örebro from the house owner’s perspective and to compare these with the life cycle costs for heating by geothermal heat pumps. The study also examines the potential of a few proposed solutions for improved economy for district heating in areas with single-family houses. The calculations estimate the life cycle costs during 30 years for district heating to 697 kkr and 562 kkr for geothermal heat pumps. High energy costs being the primary reason for the district heating’s expensive outcome. A possible solution to improve the situation for district heating is the development of low temperature distribution.This could decrease the heat losses and thereby make district heating less expensive. Another solution that will make district heating more profitable in the future is district heating powered machines such as washing machines, dryers and dishwashers. The use of these machines replaces electricity consumption with heating consumption. For the use of these machines in houses with conventional district heating a separate pipe is needed which makes them not profitable at the moment. In Västerås, a city comparable to Örebro, low temperature grids are being developed with district heated machines in areas with newly built low energy houses. This solution uses a secondary grid with only one pipe for heating, heating of water and the district heated machines. The life cycle costs for this solution is 653 kkr, much less expensive than the conventional district heating in Örebro. An introduction of a similar solution in Örebro could make district heating in one-family houses more profitable, for both producer and consumer.

The aim of this bachelor's thesis is to examine the roles of the mobile library in Västerås municipality in Sweden. The purpose is to gain understanding about the mobile library and its place in the local public library operation. The theoretical framework is the model for analysis of the local public library profile, produced by Marianne Andersson and Dorte Skot-Hansen. Qualitative interviews are put in comparison with the four overlapping categories included in said model: the role as a cultural centre, knowledge centre, information centre and social centre. The results show that each of the four roles was recognized to some degree, though the roles as cultural centre and social centre were somewhat prominent. The respondents mainly highlighted the lack of information technology and the limited physical space as the major holdbacks for development opportunities in all categories. The findings are discussed along with their relations to national and local policy documents.
