Om en ungdom varken har arbete eller studerar kan den här personen leva i ett utanförskap. Att leva i utanförskap innebär att leva i en marginaliserad ställning i samhället. Det finns flera former av utanförskapet. Ekonomiskt utanförskap, där individer saknar ekonomiska resurser. Politiskt utanförskap, där de är i utanförskap på grund av att de tillhör en marginaliserad grupp. Socialt utanförskap, är när en individ saknar kontakt med resten av samhället. Syftet med denna uppsats har varit att undersöka hur Västerås stad arbetar mot ungdomars utanförskap. Vi har utfört en kvalitativ fallstudie där fallet har varit Västerås stads arbete mot ungdomars utanförskap. Material vi har baserat denna uppsats på, har vi samlat in genom ett antal intervjuer som vi har utfört med olika medarbetare inom Västerås stad som arbetar med ungdomar i utanförskap. Vi har även använt oss av ett stort antal olika officiella dokument som på något sätt innehåller utanförskap eller hur arbete organiseras.  Vi har använt oss av ett antal organisationsteorier i vår analys. Vi finner att det finns tydliga kopplingar mellan Brunsson och Ahrnes teori och hur Västerås stad organiserar arbetet mot ungdomars utanförskap. Arbetet mot ungdomars utanförskap är uppdelat på ett stort antal olika aktörer som alla har olika arbetsuppgifter. Detta leder till att det främsta verktyget mot utanförskap hos ungdomar är samarbete och samverkan.

A new district is going to be built in the center of Västerås. The area is an old industrial area and the buildings in this area are considered as an cultural heritage environment. When Västerås Stad is planning for development in the central parts of Västerås there are a number of rules to adhere to. For example, Västerås Stad wants the new buildings to incorporate the existing buildings. They want, that an, urban environment is created and that buildings that are already built is telling a story and that history should be preserved. The design program, authored by the City of Västerås and the other stakeholders, has in Kopparlunden Syd, created a clear change in functions and buildings. The district has a clear vision of the relationship between the residents and the city's desired functions. The construction of a vibrant urban environment should be seen as fulfilled. This essay will look how Västerås Stads guidelines for cultural heritage is used in this new district and it will also look at how the design plan for the area will work.Kopparlunden Syd is the first stage of three developments and in case the other two stages follow the same line, Västerås, will receive a much-needed addition of a district with several functions as well as an architectural mix between old and new. If the design program is taking care of other interests is more questionable. The cultural heritage risks being lost among all the new buildings and functions for relaxation and leisure activities are minimal. The district has a tendency to become a transport route through or to once home. It is clear that rules are built in if you look at the design program when it comes to the functions of the buildings. Relationship between the cultural heritage and the vision is fulfilled when it comes to rules to relate to. But the cultural heritage is more than just rules to be followed. The legacy is history. The heritage should be highlight and that the district should not distort the cultural heritage environment.

This study aims to deepen the understanding of how safety and crime prevention issues are framed in municipal policy documents. By focusing on Västerås and Örebro, two Swedish municipalities relatively impacted by crime, the study analyzes the portrayal of the problem and the underlying ideas and strategies shaping the decision-making proces. Utilizing interviews and WPR-approach, the research contributes to the comprehension of crime development and safety by examining the approaches of local policies. Applying a comparative design to identify similarities and differences between Västerås and Örebro, a critical discourse analysis using the WPR-approach reveals central ideas and perspectives in the municipalities' policy documents. Despite fundamental similarities in intentions, the conclusions identify differences between the two municipalities in terms of approaches and understanding of crime issues. The study highlights ideas centered around children and youth, long-term preventive measures, and collaboration among stakeholders as defining features of the municipalities' strategies, further enriching the understanding of crime development and safety through the examination of local policy approaches.

Further general information about the mission was given at our first meeting with Rolf Haraldsson, who happened to be our mentor and works at Fastighetskontoret in Vasteras city.</p><p>We agreed that using the software Excel was the most appropriate way to establish the template, because Fastighetskontoret also make use of Excel in their internal system, and also because Excel has a more friendly user interface and it is more easier to use compared to other software that have complex templates.</p><p>One of the first things we did was to get in contact with different fastighetskontors around Sweden so that we could either take part of their “förvaltningsplaner” or get referred to other material that could have been used. But this turned out to be an unsuccessful strategy. However, by searching on internet, course literature and databases we got a successful result.</p><p>The most common headlines were included in the template and were later discussed with our mentor from Malardalen University, Sone Nydert. Mr. Nydert who gave us viewpoints and directions on how we should develop our work further.</p><p>Thereafter, we had continual meetings with the mentor in Fastighetskontoret in Vasteras stad, Rolf Haraldsson, so that we could discuss and adjust the templates in line with the headlines in order for the template to match the fastighetskontorets internal headlines.</p><p>The template was finally tested in frosundaskolan and turned out to be a successful work.</p>

Detta arbete syftar till att studera hur Västerås Stads policyarbete tar sig an bakomliggande förklaringar till hemlösheten. För åstadkomma detta introduceras en modifierad modell av den nya ortodoxinen som tillsammans med kvalitativ textanalys som ett analytiskt verktyg används för att studera stadens policydokument. Resultatet visar att Västerås Stads insatser behandlar sjuklighet i olika former, däremot finns det brister i policyåtgärderna som en konsekvens av liberaliseringen av bostadsmarknaden som inneburit bostadsbrist och vräkningar. Det saknas också ett arbete mot stigmatisering och arbetslöshet, detta på grund av att hemlösas avsaknad av medborgarskap inte erkänns som ett åtgärdsbehov i den nuvarande hemlöshetensbekämpningen.
