Joyau du patrimoine mondial et tourisme : l'exemple de St-George, Bermudes

Ce mémoire présente l’étude de cas de la ville de St George, ancienne capitale du protectorat britannique des Bermudes. Sa situation géographique particulière et la présence d’un ensemble architectural colonial britannique et d’ouvrages militaires lui ont récemment valu le titre de Site du patrimoine mondial de l’UNESCO, ce qui constitue une reconnaissance de la valeur exceptionnelle universelle de cet ensemble urbain. Cette inscription survient au moment où les autorités locales souhaitaient diversifier l’économie de l’archipel en misant davantage sur le tourisme culturel et patrimonial. L’hypothèse centrale de ce mémoire est que la ville St George se révèle, au sens où l’entendent G.J. Ashworth et J.E. Tunbridge dans leur ouvrage The tourist-historic city, un « joyau du patrimoine », ce dernier étant défini comme une petite collectivité territoriale recelant des ressources historiques exceptionnelles qui en définissent de manière notable la morphologie urbaine et l’identité paysagère et orientent les politiques municipales. La recherche, suite à la présentation d’un cadre théorique sur le patrimoine mondial et le tourisme patrimonial, a par ailleurs permis de montrer que le concept de « cité historico-touristique » développé par les mêmes auteurs s’applique aux Bermudes à la condition qu’un transfert d’échelle soit opéré. En effet, nous ne sommes pas en présence d’un espace touristique constitué de deux secteurs d’une même ville qui contribuent, chacun à sa façon, à la définition de l’attractivité touristique, mais plutôt de deux petites villes voisines – St-George et Hamilton, la capitale – qui constituent le substrat d’une cité historico-touristique éclatée. / This dissertation presents the case study of the town of St. George, historic capital of Bermuda. Its unique geography, the presence of British colonial architecture and of many military forts allowed its inclusion on the UNESCO world heritage List. This nomination in itself constitutes a recognition of the exceptional universal value of this urban entity. This inscription happens at the exact moment where the local authorities wish to diversify the archipelago’s economy by exploiting cultural and heritage tourism. The hypothesis of this dissertation is that the town of St. George is, according to the proposition of G.J Ashworth and J.E Tunbridge in their book The tourist-historic city, a «heritage gem », that is, a small community containing a great number of exceptional historic resources shaping the urban morphology, the landscape identity and local policies. The research, following the introduction of the relevant theoretical framework on world heritage and heritage tourism, demonstrated that the concept of the “tourist-historic city” developed by the same authors can be easily applied to the case of Bermuda if a scale reduction is made. Indeed, we are not presented with a touristic space created by two different sectors of the same city, but by two small neighbouring cities – St. George and Hamilton, the capital – which are the basis of a fragmented tourist-historic city.

La spécificité de cette recherche réside dans sa réalisation par la validation des acquis de l'expérience professionnelle (VAE), en simultanée avec le développement des approches en vue de la patrimonialisation des sites technologiques liés à l'exploration spatiale, conduits par l’auteure au titre de ses fonctions à l'UNESCO, en tant que le responsable de l'Initiative thématique « Astronomie et patrimoine mondial». Cette recherche retrace et analyse les enjeux de la patrimonialisation des sites liés à l'exploration spatiale sous un prisme d'une obligatoire corrélation entre le patrimoine terrestre de l'Espace et le patrimoine extra-atmosphérique.La patrimonialisation des sites technologiques liés à l'exploration spatiale est une étape charnière d'un processus de reconnaissance du patrimoine de l'Espace. Cette recherche positionne deux contextes. L'un est lié à la mise en place d'un instrument normatif international qui délimite le périmètre du patrimoine mondial appartenant à l'Humanité tout entière. L'autre est celui lié au commencement de l'Ère Spatiale et à l'exploration de l'Espace. Ce dernier donne naissance à des sites qu'illustrent une exceptionnelle prouesse technologique et le génie créateur humain. La patrimonialisation de ces sites est étudiée dans une approche de création de passerelles entre les deux contextes susmentionnés qui se sont développés parallèlement, sans jamais se croiser. Ce travail de restitution contextuelle s’appuie sur les témoignages des personnes clefs qui ont contribués à la mise en oeuvre de la Convention du patrimoine mondial, et notamment à l'avancement de la reconnaissance des valeurs associées à la science. La problématique de cette recherche s'inscrit dans le cadre des études interdisciplinaires dans le domaine de science, technologie, patrimoine et logiques de participation. Ce projet constitue un apport aux axes de recherches du Laboratoire HT2S Histoire des Technosciences en Société du Conservatoire National des Arts et Métiers (CNAM). / The specificity of this research resides in its realisation by the validation of the acquired professional experience (VAE), simultaneously with the development of the approaches for the patrimonialisation of the technological sites related to space exploration, led by the author in her role at UNESCO as responsible for the Thematic Initiative "Astronomy and World Heritage". This research retraces and analyses the implementation of the issues of patrimonialisation of heritage-related sites linked to space exploration under the prism of an obligatory correlation between space heritage on Earth and outer-space heritage.The patrimonialisation of technological sites related to space exploration is a milestone in the process of recognition of space heritage. This research positions two contexts. One is linked to the establishment of an international normative instrument that delimits the World Heritage perimeter belonging to the whole of Humanity. The other is the one related to the beginning of the Space Age and space exploration. The latter gives rise to sites that illustrate an exceptional technological feat and human creative genius. The patrimonialisation of these sites is studied with an approach to create bridges between the two aforementioned contexts that have developed in parallel, without ever crossing. This work of contextual restitution is based on the testimony of key persons who contributed to the implementation of the World Heritage Convention, and in particular to the advancement of the recognition of the values associated with science. The research problem is part of the interdisciplinary studies in the field of science, technology, heritage and logics of participation. This project is a contribution to the research themes of the HT2S Laboratory on History of Technosciences in Society of the National Conservatory of Arts and Crafts (CNAM).

Processos urbanos de patrimonialização mundial: espaços de contradição e ressignificação dos tecidos urbanos patrimoniais / World patrimonialization urban processes - spaces of contradiction and resignification of heritage urban fabrics

Adentrando o debate sobre a produção do espaço urbano da cidade contemporânea, esta pesquisa analisa em que medida os processos de patrimonialização mundial regidos pela Organização das Nações Unidas para a Educação, a Ciência e a Cultura (UNESCO) e seus desdobramentos são conformes, ou não, com processos hegemônicos de produção da cidade. Nesse campo de disputas e conflitos, verificam-se as transversalidades e fenômenos de um processo atrelado a uma lógica de reprodução do capital e ao consumo mercantil das cidades. Neste sentido, a sua compreensão permite desvelar aspectos da reprodução financeirizada do capital no espaço urbano, e responde a hipótese que esse trabalho apresenta, de que os tecidos urbanos tradicionais da cidade são desconstituídos de seu significado ao recriar novas articulações urbanas que intensificam e reduzem realidades complexas diante de seus processos de patrimonialização regidos pela assistência e cooperação internacional da UNESCO. Tal processo de ressignificação, por meio da dissolução das condicionantes físicas, históricas e socioculturais que constituem de maneira dinâmica a identidade dos tecidos urbanos tradicionais das cidades, pode resultar em contradições em relação à articulação dos nomeados bens culturais aos seus contextos locais e na dissolução das relações de identidade e culturais do próprio lugar. Assim, considerada uma questão que perpassa o patrimônio, este trabalho analisa como estudo de caso o processo de classificação recente e ainda em andamento do Ver-o-Peso (BR) e apresenta como contraponto o patrimônio mundial da Universidade de Coimbra (PT), buscando por meio desta análise questionar e verificar as condições e os processos na cidade que podem levar tanto à criação de espaços simplificados de significado, diante de um processo de homogeneização da cultura, quanto a ações de preservação no âmbito nacional e internacional, principalmente relacionadas a uma agência multilateral internacional de preservação do patrimônio que corroboram para este processo. Dessa forma, a pesquisa se insere no quadro de discussões relativas ao processo de produção do espaço urbano da cidade relacionado à intervenções no patrimônio e a preservação de conjuntos históricos das cidades, contribuindo particularmente para avaliar o papel dos processos de classificação a patrimônio mundial das cidades na proteção e preservação do patrimônio cultural. / As part of the debate on the production of the urban space of the contemporary city, this research analyzes to what extent the processes of global patrimonialization governed by the United Nations Educational, Scientific and Cultural Organization (UNESCO) and its developments are or are not in conformity with hegemonic processes of production of the city. In this field of disputes and conflicts we verify the transversality and the phenomena of a process linked to a logic of reproduction of capital and to the mercantile consumption of cities. In this sense, its understanding allows us to unveil aspects of the financial reproduction of capital in urban space, and responds to the hypothesis that this work presents, that is the traditional urban fabrics of the city are deconstituted of their meaning when recreating new urban articulations that intensify and reduce complex realities in the face of its patrimonial processes governed by UNESCO\'s international assistance and cooperation. Such a process of resignification, through the dissolution of the physical, historical and socio-cultural conditioning factors that dynamically constitute the identity of the traditional urban fabrics of the cities, may result in contradictions in relation to the articulation of the so-called cultural goods for their local contexts and in the dissolution of identity and cultural relations of the place. Thus, considered as an issue that pervades the heritage, this work analyzes, as a case study, the recent and ongoing classification process of the Ver-o-Peso (BR) and presents as a counterpoint the world heritage of the University of Coimbra (PT). This analysis seeks to question and verify the conditions and processes in the city that can lead both to the creation of simplified spaces of meaning, before a process of homogenization of culture, and preservation actions at national and international level, mainly related to an international multilateral agency for the preservation of heritage that corroborate this process. In this way, the research is part of discussions about the process of production of the urban space of the city related to interventions in heritage and the preservation of historical sets of cities, contributing particularly to evaluate the role of classification processes to cities\' world heritage in the protection and preservation of cultural heritage.

Life in a World Heritage City : A case study of discussions and contested values in Angra do Heroísmo, the Azores / Livet i en verdensarvby : En casestudie av diskusjoner og omstridte verdier i Angra do Heroísmo, Asorene

The objectives of this study are to critically map and analyse past and current  discussions, negotiations and social processes that take place and relate to conditions created by living in- or monitoring the World Heritage City Angra do Heroísmo in the Azores, Portugal. Based on ethnographic fieldwork and qualitative interviews with the stakeholders in the city, the purpose has been to study how, and with what result and consequences, contested values, interests, rhetoric and powers are mobilized and made into dynamic forces for these stakeholders. Hence, this thesis gives a chronological presentation of selected issues and discussions, which have been taking place in the city from 1980 to 2012. The first subjects attended to are the 1980 earthquake and the nomination process which led to the inscription of Angra to the World Heritage List in 1983. However, some of the core objectives relate to the implications of living in a World Heritage City, given the preservation provisions which follow such a classified area. The aim has further been to assess the point of departure for the official monitors and their views on monitoring a vibrant historical area. The discussions analysed relate to the predicaments occurring when modern development is set up against preservation. However, the analyses show how policies and preservation ideals change, as well as how powers and authorities are challenged and affected by forces within and outside the “authorized heritage discourse”. Finally, this study has assessed the notions of pride, local attachment and identity among the inhabitants in Angra. The World Heritage Status can trigger a double sense of feelings; on the one side it holds emotions related to pride and recognition, on the other it represents obstacles for living- and developing the city in accordance with the present needs. World Heritage and tourism are closely linked, and this investigation explores how the stakeholders in Angra relate to the possibilities and threats which tourism holds. Angra represents a site where there is a limited influx of tourist, and we can see how most stakeholders speak for a quality-based tourism. In this respect, one could say there is a prevailing consensus among the stakeholders. Finally, this study has assessed the notions of pride, local attachment and identity among the inhabitants in Angra. These sensations are related to the historical cityscape, an environment which also frames personal experiences and processes. The World Heritage Status can trigger a double sense of feelings; on the one side it holds emotions related to pride and recognition, on the other it represents obstacles for living- and developing the city in accordance with the present needs. Angra do Heroísmo is studied for its particularities, yet comparisons made with other studies reveal that the matters and aspects addressed in this thesis can be universal rather than particular. / Avhandlingen er en kritisk kartlegging og analyse av tidligere og pågående diskusjoner, forhandlinger og sosiale prosesser som er relatert til det å leve i og forvalte verdensarvbyen Angra do Heroísmo på Asorene i Portugal. Basert på etnografisk feltarbeid og kvalitative intervjuer med for eksempel innbyggere, kulturminneforvaltningen, politikere og utviklere har formålet vært å forstå hvordan, og med hvilke konsekvenser, ulike verdier, retorikker, interesser og ressurser er mobilisert og gjort til drivende krefter for disse stakeholderne. Avhandlingen gir en kronologisk fremstilling av utvalgte tematikker og diskusjoner fra 1980 og frem til 2012, hvor de første temaene er knyttet til jordskjelvet som rammet byen i 1980, og den påfølgende nominasjonsprosessen til verdensarvlisten som ga Angra do Heroísmo verdensarvstatus i 1983. Et hovedanliggende for denne avhandlingen er problemstillinger knyttet til det å leve i en verdensarvby, med de restriksjoner som følger et klassifisert område. Videre har målet vært å studere myndighetenes- og kulturminnevernets ståsted og deres bevaringspolitikk. I skjæringspunktet mellom hensynet til bevaring og behovet for utvikling oppstår diskusjoner og forhandlinger, og avhandlingen analyserer utvalgte diskusjoner som hovedsakelig er knyttet til utbyggingsprosjekter. Studien viser imidlertid hvordan bevaringsidealer- og politikk endres, og likeledes hvordan myndigheter og autoriteter utfordres av krefter innenfor og utenfor ‘the authorized heritage discourse’. Avslutningsvis gir avhandlingen en analyse av hvilken betydning verdensarvstatusen har for innbyggerne, noe som berører temaene identitet, stolthet og lokal tilknytning. Verdensarven har således en dobbeltsidig størrelse, som på den ene siden trigger følelser som stolthet og annerkjennelse, mens på den andre siden representerer begrensninger og diskusjoner.

The settlement history of the Vredefort Dome can be described as a process of cultural development. The Vaal River hydrosphere, which was for many years a prestigious settlement site, initially attracted large scale game and later livestock farmers. The drifts were a central part of a network of early strategic communication routes and outspans. From 1838, pioneer settlement, farm occupation and agricultural development followed, and the area eventually entered an agriculture-mining era. Gold-mining stimulated the regional economy and also played a significant role in the development of towns in the area. The Vaal River did not play a significant role from a mining perspective, but featured more prominently in the development of villages and, in a sense, served as a political boundary. The location of the water source often determined where people settled permanently. It also decided the position of the house and yard. From the outset, riparian dwellers attempted to manipulate the flow of the river by creating dams and utilising water for irrigation and domestic purposes. Drought conditions also left historical traces; water management projects upstream transformed the Vaal River into a steadily flowing stream, which led to the economic and cultural segregation of north and south. Man's fear associated with drought (too little water), floods (too much water), meteorology (the necessity of water), and the role of the supernatural (divining water) and superstition (the water snake stories) were expressed in the interaction between people and this water environment. A wide variety of people with distinct cultures lived alongside each other in the area. Western and African cultural goods, as well as customs and beliefs, were mutually adopted by these different cultural groups as a result of this contact. The way land has been used in the Dome area has evolved over the years. The culling of game made way for the permanent establishment of the livestocktravelling farmer. Hereafter prolonged drought conditions destroyed pastures and, consequently, large areas of land were ploughed for agricultural use. Agriculture, which is more labour intensive and needs more water for irrigation, was replaced by game farming, which is less labour intensive and requires less water This world heritage site has drawn global interest and ecotourism has attracted visitors to the Vaal River area. Le tourisme et le patrimoine sont créés ou renouvelés par le biais de systèmes complexes qui se nourrissent d'enjeux politiques, économiques et idéologiques. Ainsi, cette thèse a pour objectif d'identifier le mécanisme d'activation et d'exécution des logiques de mutations touristiques en étudiant le rôle et la relation «tourisme / patrimoine» à travers une analyse spatio-temporelle. Nous l'avons interprété avec les trois paradigmes: colonial, postcolonial, et de 1'« au-delà » postcolonial. Forte d'une histoire dynamique au XXIème siècle avec une colonisation, une décolonisation, un développement économique spectaculaire et une entrée en force dans la mondialisation, la Corée du Sud représente un cas d'étude approprié. Plus particulièrement, les sites de Bulguksa et de Seokguram, premiers sites coréens inscrits sur la Liste de patrimoine mondial, localisés à Gyeongju, la ville la plus représentative en termes de « pro-coréanité » et la destination touristique la plus connue, ont été maintes fois au cœur de projets territoriaux. Cette thèse expose d'une part l'évolution du tourisme et du patrimoine dans leurs interrelations et, d'autre part, leurs interprétations depuis le début de XXe siècle en tenant compte des acteurs majeurs et des projets territoriaux. / Tourism and heritage are created or renewed by complex systems which are fed with political, economical, and ideological issues. But, the researches on the instrumentalization of « tourism / heritage» in a non-occidental country seemed interesting and still insufficiently explored. Thus, this thesis aims to identify the mechanism of activation and execution of tourism transformations observing the role and the relationship of « tourism / heritage» through a spatial-temporal analysis. We interpreted this mechanism of each transformation with the three paradigms: colonial, postcolonial, and the "beyond" postcolonial. South Korea having the dynamic twentieth century's history through colonization, independence, war, economic development and globalization seemed one of the most appropriate sites for our case study. Especially, Bulguksa and Seokguram sites of Gyeongju city, the most representative of «Pro-Koreanity», the most famous tourism destination and the first Korean sites inscribed on the World Heritage List, which placed several times in the center of territorial projects, have been selected as our field. Through our analysis, this thesis demonstrates not only the evolution of the evolution of « tourism / heritage» in their inter-relationship but also their interpretation from the beginning of the twentieth century in the relationship with major stakeholders and territorial projects.
