<p>The values politicians relate with public administration are likely to affect the way that they want the public administration to be organised. The purpose of this study is therefore to examine which values Swedish parliamentary parties relate with public administration and more particularly how they emphasise these values.</p><p>The study is conducted as an analysis of theoretically relevant bills that the government party and the parliamentary parties have introduced to the Riksdag, and reports and statements of opinion from the parliamentary committees. The documents are from the Riksdag´s sessions from 2000/01 to 2005/06. After examining the documents the conclusion can be drawn that the value that is most emphasised during the period is legal security. This might mean that legal security will have more influence on the decisions taken about the organisation of Swedish public administration.</p>

Political Democracy in Bosnia and Herzegovina : A Case Study about Bosnia and Herzegovina's Democratic Progress

Integrating into a political democratic regime has not been a simple task for post-communisitc states such as Bosnia and Herzegovina. The signing of the Dayton Peace Agreement in 1995 marked the end of the catastrophic war that took place in the region, and was the start for the democratic developments that would now fully integrate Bosnia and Herzegovina into a consolidated democratic regime. However, the history after the signing of the agreement has not been as idealistic. Corruption, ethnic limitations and restrictions, disagreement between the various governmental bodies, and the lack of accountability between the political authorities are just some of the factors which have hindered Bosnia and Herzegovina from reaching any major democratic progress for the past years. This essay will examine if Bosnia and Herzegovina can be regarded as a political democratic regime in accordance to Robert Dahl’s eight institutional guarantees. It will also investigate the democratic development that has taken place before and after the elections in 2014.

Figueiredo, an essay by Carlos Nelson Coutinho was published in issue number 9 of magazine Encontros com a Civilização Brasileira (meeting of Brazilian culture), entitled Democracy as an universal value . This essay is the very root of our present endeavor. It is an essay held by many positively or negatively as a watershed in left-wing Brazilian politics. The main purpose of this present research is to unveil the ideologic pattern of Coutinho s worldview, its ramifications and practical advent within the left-wing. There is also an added concern of salvaging an old debate of the European worker s movement about the validity, universality or class-related, of political democracy. Taking as a starting point the debates within German and Russian social-democracy, we considered the disputes between Rosa Luxemburg and Eduard Bernstein, and, later, Lenin s criticism of Kautsky. Furthermore, it is also our intention to remark on the influence exerted on Carlos Nelson Coutinho s theory by the trend of Euro-communism , particularly from the ideological output of the Italian Communist Party and its organic intellectuals . The project was based on a specific bibliographic research and in other historical documents, made through ontological criticism, containing an immanent analysis of the subject, its social determination and function in the evolving of the historical process. Sifting through Coutinho s concept-linking, we located many problematic appropriations, wherein concepts about art, taken from the works of 13 Karl Marx, were transposed to the sphere of politics. We made an effort to analyze Coutinho s limitations, with the aid of the ontologic lineaments of marxist thought. About onto-negative determination of politicity, with specify the limits of political democracy, not as ultimate liberty, due to its being supported by the pillars of a civil society driven by capital. The emancipation of mankind in general requires an association in which the free development of each is a condition for the development of all (Karl Marx) / No momento histórico de auto-reforma da autocracia burguesa, em 1979, proclamada pela anistia política, no período inicial do governo de João B. Figueiredo, foi publicado, na Revista Encontros com a Civilização Brasileira Nº 9, o ensaio de Carlos Nelson Coutinho "A democracia como valor universal" que é a raiz de nosso trabalho. Esse seu ensaio é considerado por muitos - para o bem ou para o mal - como um divisor de águas na própria esquerda brasileira. O principal objetivo desta pesquisa é o desvendamento da trama ideológica da visão de mundo de Coutinho, seus desdobramentos e sua consumação prática no interior da esquerda, bem como procura resgatar uma antiga discussão do movimento operário europeu sobre a validade, seja universal, seja de classe da democracia política. Encontramos no decorrer das concepções de Coutinho apropriações problemáticas de transposição de conceitos acerca da arte, extraídos da obra de Karl Marx, para a esfera da política. Procuramos analisar suas limitações, com o auxílio dos lineamentos ontológicos do pensamento marxiano, sobre a determinação ontonegativa da politicidade, que especifica os limites da democracia política, não como a última forma de liberdade, pois que se assentam 11 nos pilares da sociedade civil regida pelo capital. Demokrati bortom politiken : En begreppshistorisk analys av demokratibegreppet inom Sveriges socialdemokratiska arbetareparti 1919–1939 / Democracy Beyond Politics : An Analysis of the Concept of Democracy within the Swedish Social Democratic Party 1919–1939

This dissertation analyzes the concept of democracy as it was used in the official rhetoric of the Swedish SocialDemocratic Party (SAP ) between 1919 and 1939. Theoretically, the dissertation relies on German Begriffsgeschichte, as put forward by Reinhart Koselleck, and Michael Freeden’s theory of ideologies. Together, by supplementing each other, these theories offer a perspective in which concepts are thought of as structures that are under contestation and change due to socio-political circumstances. However, the formulation of this change takes place in relation to the linguistic praxis of each time-period, and renegotiates the relative constraints of established relations between concepts in language. The analysis shows that the profound changes in society provided impetus for a continuous renegotiation of meanings, allowing concepts to retain their explanatory power under changing circumstances, at the same time the SAP needed new ways to express what kind of society the party strived to realize. The SAP had been one of the leading forces in the struggle for universal suffrage, and when the bill, giving universal suffrage to men andwomen, was passed in the Parliament 1919 this meant a temporary cessation to a long and intensive political debate. However, the SAP did not consider the introduction of suffrage reform as the end of full societal democratization. Rather than seeing the reform as a terminal point, the SAP saw it as the starting point for the struggle for full democracy. The SAP did not limit itself to only one concept of democracy but instead used a number of composite concepts, such as political democracy and economic democracy. The use of composite concepts can be understood as a changing temporalization of democracy. Since parliamentarism and suffrage were seen as central components in democracy, the realization of these institutions meant that the concept of democracy lost its future dimension. Thus, the usage of composite concepts should be seen as a re-temporalization of democracy. The composite concepts pointed forward in time, toward political goals that the SAP envisaged realizing in the future. Concepts should not be thought of as having cores but rather, as suggested by Freeden, ineliminable features. An ineliminable feature is not of logical nature but has a strong cultural adjacency. By analyzing the ineliminable components of the concepts of democracy that the SAP used, it is possible to discuss whether the composite concepts should be understood as subsets of a whole or as separate concepts. The analysis shows that the composite concepts that the SAP used during the first half of the 1920s shared a number of ineliminable features, but that the commonality of these features started to disintegrate during the latter half of the decade, leading to a rather diversive concept of democracy. During the 1930s the disintegration ceased as the party was faced with new circumstances, for example the growing threat of international war and national clashes between different social groups. There has always been a close relation between language and society. However, the relationship does not follow a simple and clear-cut logic but a complex mixture of various factors at different levels, both within language itself and of society. When society develops, language also has to change if the ongoing process is to be understood. As this study shows, new circumstances require new argumentsand thus revised concepts.
