台大實驗林社區林業計畫之研究 -以共用資源自主治理制度設計檢視 / The research of community forestry plan at National Taiwan University experimental forest - In the view of self-governance on common pool resources

近年來,社區林業的推行已然成為國際間林業經營的新趨勢,而我國亦在2002年推動「社區林業-居民參與保育共生計畫」,倡導「林業走出去,民眾走進來」的社區林業理念,該理念之倡導,旨在鼓勵在地居民參與,凝聚共識及培養社區自主能力,並由政府與社區居民及民間組織形成夥伴關係,以協力推動生物多樣性保育、永續森林生態旅遊及相關林業建設,藉以達成社區發展與森林永續之目標。 台大實驗林過去的林業治理多半採由上而下的治理方式,常導致管理單位與當地居民的對立,治理成效未盡理想,故台大實驗林管理處近年來嘗試遴選適當社區,推動社區林業,期望能找到林業資源治理新契機,然而,其成效若何值得深入考察,又因實驗林乃肩負試驗研究、教學實習、示範經營、環境保育等責任,本研究認為若能在此地區為政策示範地區,當能作為全國的林業治理借鏡,故遴選其轄區內執行之社區為個案加以探討,以獲悉施行實況。 森林係屬排他性很低但取用的減損性高的共用資源(Common Pool Resources, CPR)之一,若未能妥善經營管理,則易產生「共用地悲劇」。Elinor Ostrom(1990)曾就此提出由社區自主治理永續制度安排的設計原則,故本研究將藉以援引,並採深入訪談法,評估台大實驗林接受社區林業補助的案例的施行成果,提出自主治理的難題,包含參與者界定困難、參與者投入的成本與獲得效益不相稱、尚無監督參與者的機制、無權進行制裁機制、上級主管單位授權不足,並提出相關解決對策,期望使社區林業政策之推動更臻成熟,亦透過本研究肯認台大實驗林未來發展生態旅遊之潛力,而為改善我國森林資源治理效能之方針。 / In recent years, the implementation of community forestry industry has become a new trend in the international forestry operations , while now is also promoting " Community Forestry - residents to participate in conservation Symbiosis Project " in 2002 , advocated " Forestry go outside , people come inside ," the community forestry concept the idea of the initiative, designed to encourage residents to participate in the ground , build consensus and foster community autonomy , the government formed by residents and non-governmental organizations and community partnerships to promote the conservation of biological diversity in the third , sustainable forest eco-tourism and related forestry construction , in order to achieve the goal of sustainable community development and forest . The Experimental Forest of National Taiwan University (hereafter referred to as the Experimental Forest) past forestry governance mostly adopt a top-down governance , often leading management units and local residents opposing governance performance unsatisfactory , the Experimental Forest in recent years to try the selection of appropriate community , promote community forestry, expect to find new opportunities for forest resource management , however , the effectiveness of how worthy of further investigation, because of the experimental forests are shouldering experimental research, teaching practice , demonstration management, environmental conservation and other responsibilities , this study suggests that if the demonstration in the area of regional policy when a country's forestry governance can learn from , so the selection of its communities in the area to be explored is the case , learned to perform live . Department of Forestry is low but exclusive access to the shared resources with high impairment (Common Pool Resources, CPR) one of , if not the proper management, is easy to produce , " shared the tragedy ." Elinor Ostrom (1990) had been made by the community self- governance and sustainable design principles of institutional arrangements , the purpose of this study will be invoked , and mining depth interviews to assess the implementation of the outcome of Experimental Forest accepted the case of community forestry subsidies , raise self- governance the problem, in order to propose solutions that promote community forestry policies more mature, improve the performance of our forest resources governance .

Werden Defizite in Bewässerungssystemen als rein technisches Problem betrachtet, führt dies zur Ausblendung sozialer und kultureller Aspekte der Ressourcenverwaltung. Als Konsequenz werden sinnvolle technische Innovationen von der Bevölkerung nicht angenommen und verbleiben letztendlich ungenutzt. Bisherige Studien über das südmarokkanische Oasengebiet im Ziz-Tal hatten überwiegend ökologische und ingenieurtechnische Ansätze verfolgt. Das Forschungsinteresse dieser Arbeit liegt stärker auf den kollektiven Handlungsmustern, Regelsystemen und spezifischen Variationen sozialer Vereinbarungen in Form von formellen und informellen Institutionen der traditionellen und der heutigen Bewässerung. Zum Verständnis der gegenwärtigen Situation werden die rechtlichen und politischen Rahmenbedingungen, der soziokulturelle Kontext sowie die naturräumlichen Voraussetzungen und Umweltveränderungen – mit besonderem Blick auf die verfügbaren Wasserressourcen in dieser ariden Region – analysiert und das institutionelle Gefüge in einer auf Methoden der qualitativen Sozialforschung basierenden Fallstudie in einem Oasendorf untersucht.

Eco-livelihood assessment of inland river dredging : the Kolo and Otuoke creeks, Nigeria, a case study

Conventionally environmental assessments (EAs) have been carried out to enhance the understanding of the environment and for the purpose of developing appropriate environmental management and protection strategies. There are, however, limitations to the application of traditional EA approaches, particularly in rural communities in the developing world, where livelihood is dependent on common pool resources (CPRs), and baseline data are inadequate or unavailable. Eco-livelihood assessment (EcLA) is an adaptive approach that integrates a people focused sustainable livelihood approach with ecological assessment, as well as exploring traditional eco-livelihood knowledge (TELK). EcLA is identified as a promising EA tool that could help environmental professionals in planning for equitable development. This approach has been used in the Kolo and Otuoke Creeks, Niger Delta, Nigeria to investigate the ecological impact of dredging that may impact on livelihoods in such a rural setting. Ecological and social surveys have been carried out in four communities in the Study Area; two Test communities and two Reference communities (two communities from each study creek). The information collected from the social survey includes TELK, and has been used to build up a baseline scenario of the Study Area. Abundance and diversity of fish are good indicators of the eco-livelihood impacts of inland river dredging. The research shows that livelihood characteristics, river use profile, fish species diversity and abundance are very similar among all four sample communities. In addition, all sample communities have been associated with similar natural and human induced environmental consequences except that the Test communities have had river sections dredged for the purpose of land reclamation representing the baseline scenario. The analysis of the results of the ecological survey shows a difference in fish catch per unit effort, catch per unit hour, and species diversity between the Test and Reference communities, this have been attributed to the impacts of inland river dredging. The study shows that TELK has a place in environmental assessment, and that eco-livelihood assessment is one promising environmental assessment approach that could be used in areas where livelihood is strongly dependent on common pool resources.

Stalagmite reconstructions of western tropical pacific climate from the last glacial maximum to present

The West Pacific Warm Pool (WPWP) plays an important role in the global heat budget and global hydrologic cycle, so knowledge about its past variability would improve our understanding of global climate. Variations in WPWP precipitation are most notable during El Niño-Southern Oscillation events, when climate changes in the tropical Pacific impact rainfall not only in the WPWP, but around the globe. The stalagmite records presented in this dissertation provide centennial-to-millennial-scale constraints of WPWP precipitation during three distinct climatic periods: the Last Glacial Maximum (LGM), the last deglaciation, and the Holocene. In Chapter 2, the methodologies associated with the generation of U/Th-based absolute ages for the stalagmites are presented. In the final age models for the stalagmites, dates younger than 11,000 years have absolute errors of ±400 years or less, and dates older than 11,000 years have a relative error of ±2%. Stalagmite-specific 230Th/232Th ratios, calculated using isochrons, are used to correct for the presence of unsupported 230Th in a stalagmite at the time of formation. Hiatuses in the record are identified using a combination of optical properties, high 232Th concentrations, and extrapolation from adjacent U/Th dates. In Chapter 3, stalagmite oxygen isotopic composition (d18O) records from N. Borneo are presented which reveal millennial-scale rainfall changes that occurred in response to changes in global climate boundary conditions, radiative forcing, and abrupt climate changes. The stalagmite d18O records detect little change in inferred precipitation between the LGM and the present, although significant uncertainties are associated with the impact of the Sunda Shelf on rainfall d18O during the LGM. A millennial-scale drying in N. Borneo, inferred from an increase in stalagmite d18O, peaks at ~16.5ka coeval with timing of Heinrich event 1, possibly related to a southward movement of the Intertropical Convergence Zone (ITCZ). An inferred precipitation maximum (stalagmite d18O minimum) during the mid-Holocene in N. Borneo supports La Niña-like conditions and/or a southward migration of the ITCZ over the course of the Holocene as likely mechanisms for the observed millennial-scale trends. In Chapter 4, stalagmite Mg/Ca, Sr/Ca, and d13C records reflect hydrologic changes in the overlying karst system that are linked to a combination of rainfall variability and cave micro-environmental effects. Dripwater and stalagmite geochemistry suggest that prior calcite precipitation is a mechanism which alters dripwater geochemistry in slow, stalagmite-forming drips in N. Borneo. Stalagmite Mg/Ca ratios and d13C records suggest that the LGM climate in N. Borneo was drier and that ecosystem carbon cycling may have responded to the drier conditions. Large amplitude decadal- to centennial-scale variability in stalagmite Mg/Ca, Sr/Ca and d13C during the deglaciation may be linked to deglacial abrupt climate change events.

Enhanced Boiling Heat Transfer on a Dendritic and Micro-Porous Copper Structure

A novel surface structure comprising dendritically ordered nano-particles of copper was developed during the duration of this thesis research project. A high current density electrodeposition process, where hydrogen bubbles functioned as a dynamic mask for the materials deposition, was used as a basic fabrication method. A post processing annealing treatment was further developed to stabilize and enhance the mechanical stability of the structure. The structure was studied quite extensively in various pool boiling experiments in refrigerants; R134a and FC-72. Different parameters were investigated, such as; thickness of the porous layer, presence of vapor escape channels, annealed or non-annealed structure. Some of the tests were filmed with a high speed camera, from which visual observation were made as well as quantitative bubble data extracted. The overall heat transfer coefficient in R134a was enhanced by about an order of magnitude compared to a plain reference surface and bubble image data suggests that both single- and two-phase heat transfer mechanisms were important to the enhancement. A quantitative and semi-empirical boiling model was presented where the main two-phase heat transfer mechanism inside the porous structure was assumed to be; micro-layer evaporation formed by an oscillating vapor-liquid meniscus front with low resistance vapor transport through escape channels. Laminar liquid motion induced by the oscillating vapor front was suggested as the primary single-phase heat transfer mechanism. The structure was applied to a standard plate heat exchanger evaporator with varying hydraulic diameter in the refrigerant channel. Again, a 10 times improved heat transfer coefficient in the refrigerant channel was recorded, resulting in an improvement of the overall heat transfer coefficient with over 100%. A superposition model was used to evaluate the results and it was found that for the enhanced boiling structure, variations of the hydraulic diameter caused a change in the nucleate boiling mechanism, which accounted for the largest effect on the heat transfer performance. For the standard heat exchanger, it was mostly the convective boiling mechanism that was affected by the change in hydraulic diameter. The structure was also applied to the evaporator surface in a two-phase thermosyphon with R134a as working fluid. The nucleate boiling mechanism was found to be enhanced with about 4 times and high speed videos of the enhanced evaporator reveal an isolated bubble flow regime, similar to that of smooth channels with larger hydraulic diameters. The number and frequency of the produced bubbles were significantly higher for the enhanced surface compared to that of the plain evaporator. This enhanced turbulence and continuous boiling on the porous structure resulted in decreased oscillations in the thermosyphon for the entire range of heat fluxes. / QC 20111111

Animate structures : the compositions and improvisations of the Instant Composers Pool Orchestra

Founded in 1967, the Amsterdam-based improvising collective the Instant Composers Pool is one of the longest consistently performing groups in improvised music. This thesis forms an ethnography and musicological study of the ICP Orchestra, which originated when the "pool" developed a more coherent line-up around 1980. With a background in experimental music as well as free jazz, their performance practice differs in many respects from the practices of American forms of jazz. Whereas most accounts of improvisation emphasise orality and creative interaction in opposition to the performance of composed music, 'instant composition' defines improvisation precisely in terms of compositional thinking. Moreover, founding member and orchestra leader Misha Mengelberg composed a very diverse repertoire for the group which draws on styles from Duke Ellington to John Cage and uses various forms of compositional and notational techniques to explore the different improvisatory possibilities that they afford, thus blurring the distinction between improvisation and composition both in name and in practice. Apart from a detailed historical and ethnographic description of a group that is central to a genre that has been underrepresented in music-historical research, this thesis investigates the repertoire of the ICP and its use as an opportunity to reconsider the relation between musical text and performance. Drawing on my observations and interviews with the musicians, and connecting these to theories of material culture and science and technology studies, it develops a concept of compositions as animated and animating objects in performance, tools and materials that participate in the creative interactive process of improvised performance rather than textual representations of 'the music itself'. I substantiate this theory with detailed descriptions of ICP performances recorded during fieldwork. This contributes to a rethinking of musical notation and simultaneously brings new insights into improvisation as a creative practice.

Origines génétiques de la variation de tolérance au stress au sein de populations naturelles de levures / Genetic basis of stress tolerance in natural populations of yeast

Une question centrale de la génétique moderne est de mieux comprendre comment la variation génétique présente au sein d’individus d’une même espèce influence la diversité phénotypique et l’évolution. La levure modèle Saccharomyces cerevisiae offre une occasion unique d’apporter des éléments de réponse à cette question à travers la dissection de l’architecture génétique de la variation de tolérance à des stress environnementaux à l’échelle d’une population. Mon étude révèle un niveau supplémentaire de complexité de la relation génotype-phénotype où finalement les caractères supposés les plus simples, dits Mendéliens (déterminisme strictement monogénique) peuvent se révéler être complexes (déterminisme multigénique) selon le fond génétique en raison de l’action de gènes modificateurs, d’interactions épistatiques et/ou de suppresseurs. Toutefois, les processus évolutifs peuvent être bien différents en fonction des espèces. Afin de mieux les décrypter, je me suis également intéressée à Lachancea kluyveri, une levure phylogénétiquement distante de S. cerevisiae. Cette espèce présente une diversité génétique plus élevée et constitue une ressource encore peu exploitée. L’exploration de la diversité phénotypique et la détermination de leurs origines génétiques initiées dans cette étude sont extrêmement prometteuses et apportent de solides fondations pour l’étude à la fois de l’architecture génétique des caractères et de l’évolution de la relation génotype-phénotype au sein de diverses espèces de levures. / A central issue of modern genetics is to better understand how genetic variations between individuals within a species influence the phenotypic diversity and the evolution. The budding yeast Saccharomyces cerevisiae as a model organism offers a unique opportunity to address this issue through the dissection of the genetic architecture of stress tolerance across a population. My study reveals an additional level of complexity of the genotype-phenotype relationship. Indeed, simple Mendelian traits (monogenic determinism) may become more complex (multigenic determinism) depending on genetic background due to the action of modifier genes, epistatic interactions and / or suppressors. However, evolutionary processes can be very different depending on the species. That is why a non-conventional yeast species namely Lachancea kluyveri (formerly S. kluyveri) was also studied. This species distantly related to S. cerevisiae has a higher genetic diversity and remains a relatively unexplored resource. The exploration of the phenotypic diversity and the determination of the genetic origins initiated in this study lay foundations for the analysis of the genetic architecture of traits and the evolution of the genotype-phenotype relationship within diverse yeast species.

Etude expérimentale du mouvement hydrodynamique d'un bain métallique et de sa production de vapeurs sur une configuration de soudage TIG / Experimental characterization of the weld pool flow and metallic vapors production in a TIG configuration

Le soudage à électrode réfractaire, plus souvent appelé TIG (Tungsten Inert Gas), est un procédé dans lequel un arc électrique est généré entre une électrode en tungstène et les pièces à souder sous un flux gazeux inerte. Le transfert d'énergie entre l'arc et l'anode donne naissance à un bain métallique et à la production de vapeurs. La qualité des soudures obtenues est directement liée au comportement du plasma et aux phénomènes physiques présents dans le bain métallique (effets Marangoni, force de traînée, gravité, forces de Laplace, conduction thermique...). L'objectif de ces travaux de thèse est de mettre en place des méthodes de diagnostic permettant une meilleure compréhension des mécanismes impliqués dans le transfert d'énergie lors de l'interaction arc-matériau sur une configuration de soudage TIG. Il s'agit également d'évaluer et d'analyser l'influence de certains paramètres opératoires impliqués dans le procédé (nature du gaz, intensité du courant, longueur de l'arc...) sur ces mécanismes. Plusieurs axes de recherche ont été dégagés : - l'étude de la colonne plasma pour estimer sa température selon les paramètres opératoires utilisés ; - l'étude de l'interface arc-liquide pour la compréhension des phénomènes de brassage et d'écoulement dans le liquide ainsi que l'influence des vapeurs métalliques issues de l'érosion du matériau sur le plasma ; - l'étude du matériau après son interaction avec l'arc pour faire le lien entre le brassage dans le bain durant le procédé et les caractéristiques de la zone fondue observée après solidification. L'équipe Arc Électrique et Procédés Plasmas Thermiques (AEPPT) du laboratoire LAPLACE s'intéresse à ces phénomènes d'interaction arc-matériau par le biais de la modélisation et de l'expérience. Un modèle 3D a été récemment développé au sein de notre équipe sur cette thématique. La caractérisation expérimentale du procédé devrait permettre également d'apporter des éléments de validation aux modèles déjà existants. / TIG (Tungsten Inert Gas) welding process is achieved by the creation of an electric arc between a tungsten cathode and a piece of metal. This process uses a shielding gas as argon, helium or mixtures at atmospheric pressure. The heat transfer between the arc and the work piece leads to a metallic weld pool and metallic vapours production. Weld quality is related to the plasma behavior and the molten zone motion (Marangoni force, Laplace force, drag force and gravity...).during the process. The aim of this work is to develop diagnostic methods leading to a better understanding of mechanisms involved in heat transfer in TIG welding. The aim is also to evaluate the influence of different experimental conditions (gaz nature, current intensity, arc length...) on theses mechanisms. Several lines of research were defined: - the study of the plasma temperature under different experimental conditions; - the study of the arc-liquid interface to understand the weld pool flow behavior and the impact of metallic vapor on the arc plasma ; - the study of the work piece after interaction to determine the dimension of the melted zone and link it to the flow behavior during the process. Arc-material interaction phenomena can be studied through modeling and experience. A 3D model has recently been designed in our team. The experimental characterization of the process developed in this work should provide a set of data to validate it.

Considerações sobre dissipação de energia a jusante de vertedouros salto esqui / Aspects to consider about energy dissipation downstream of a ski-jump spillyay

Em aproveitamentos hídricos, onde podem estar envolvidas elevadas alturas de água armazenada, o vertedouro é a estrutura hidráulica responsável por conduzir com segurança o escoamento que excede a capacidade de armazenamento do reservatório. Neste aspecto, é necessário considerar o processo de dissipação de energia a fim de proteger o pé da barragem e a própria estrutura do vertedouro contra a ação erosiva da água. Este fluxo que é descarregado é usualmente amortecido por um colchão d’água, o qual é delimitado em uma bacia de dissipação projetada com intuito de resistir aos esforços impostos pelo escoamento. Em grandes barramentos, a utilização de um vertedouro tipo salto esqui, que é caracterizado por um defletor de fluxo no final de sua calha, possibilita que não haja necessidade de revestir o leito próximo do pé da barragem, pois a incidência do jato lançado ocorre distante deste local. Desta maneira, a dissipação da energia é efetuada sobre o próprio leito do rio, sendo formada uma fossa de erosão, contudo, dependendo da resistência do leito e de suas características anisotrópicas, os padrões de recirculação do fluxo podem fazer a fossa evoluir para uma situação nociva. Por isso, desde a fase de projeto desse tipo de vertedouro, monitoramento e previsões da progressão da fossa são essenciais. Então, conforme proposta deste trabalho, abordou-se cada fenômeno que influencia no potencial erosivo do jato, como a turbulência em sua emissão e o grau de difusão do mesmo no colchão d’água. Assim, com ensaios sobre modelo físico, foi possível desenvolver duas metodologias, aplicáveis tanto para a verificação da erosão de material granular na superfície de leitos, quanto para o interior de leitos rochosos fissurados, cujas forças atuantes em um bloco de rocha isolado, podem vencer seu peso submerso e o destacar da matriz. / In hydroelectric plants, which may be involved elevated heights of stored water, the dam spillway is responsible for safely flow the water that exceeds the storage capacity of the reservoir. In this respect, it is necessary to consider the process of energy dissipation in order to protect the base of the dam and the spillway structure itself against the erosive action of the water. This stream discharged is usually cushioned by a waterbed, which is bounded into a stilling basin designed with the purpose of resist the efforts imposed by the flow. In large dams, the use of a ski jump spillway type, which is characterized by a flow deflector at the end of its chute, allows no need lining the bed near the foot of the dam, since the impact of the jet is launched away this location. Thus, the energy dissipation is performed on the riverbed itself, generating a scour hole, however, depending on the resistance of the bed and its anisotropic features, patterns of flow recirculation can evolve the pit into a harmful state. For this reason, since the design phase of this type of spillway, monitoring and predicting the progression of the pit are essential. Then, according to the proposal of this work, it was dealt with each phenomenon that influences the erosive potential of the jet, as the turbulence at its issue on the air, and the level of its diffusion of on waterbed.
