台灣高科技產業財務金融管理人員職能分析與訓練規劃之研究 / A study on compency analysis and career training for financial holding administrative professional in Taiwan high-tech industry

全球經濟環境變遷與區域性經濟聯盟的影響下,台灣由過去自產外銷產品的模式,轉而將生產線移往區位條件較佳的國家,以因應複雜多變的產業環境。我國出口貿易持續呈現以科技產業的相關產出佔出口主要部份;科技產業乃為高資本且變化快速的產業,對於企業財務穩健運作及健全管理機制受到高階管理者重視。為達到企業營運績效,培養優秀具遠見之財務人員為現代科技產業集團新生目標,卓越之財務長更是企業永續成長的關鍵因素。 依據本研究結果發現,現今財務人員所應具備專業技能除傳統財務與會計技能;在實務上,軟性技能與個人特質更影響個人與組織績效表現差異。廣泛市場與文化知識、策略規劃與組織能力、良善的溝通協調能力和團隊合作、談判技巧、對於緊急情況的應變能力均成為企業任用選派財務人員基準。而在養成、訓練機制上,國內企業人事管理單位提供財務訓練制度所能帶來成效抱持保守態度。原因大致來自於無法快速適時修正訓練項目服膺金融環境,以及擔心佔用工作時間及主觀性印象促成。相較於中小型企業,大型企業集團擁有完整的企業大學與訓練體制;但與國外相同產業企業比較,明顯對於高階財務人員無相關養成機制,企業高階主管更不涉及內部專業人員訓練課程,使得實際訓練成效停滯於某一管理層級。專任財務長只仰賴由其他企業挖角產生,而非由內部培養而成,遠不及國外企業系統化的財務人員養成結構。 綜觀我國科技產業財務人員訓練機制,雖尚不及外國企業相關規範;但可窺見其逐漸建立相關體制。專業財務人員技能論之,其策略參與、維繫投資人關係、募資籌資方式優劣分析等嶄新技術專業,和結合軟性技能、個人特質的多元多樣能力,使得科技產業財務人員脫離舊有財會人員範疇,以整合型財務專業人員目標邁進。我國科技產業對於財務人員訓練,應適當修正相關機制因應市場環境,建立完整一連串的財務人員養成機制,取得企業專有高階專業的財務人員,為企業在多變競爭環境中注入成功因素。 / Impact of the global economic and environmental trends and under the regional economic union's influence, Taiwan’s economic model from produced for sale abroad product in the past, has transferred and moved the production line toward the better position condition countries, in accordance to complicated and diversified industrial environment. WMD (weapons of mass destruction) proliferation and nuclear terrorism are the gravest dangers that the world faces. The international society established counter proliferation regimes and export control systems to prevent the proliferators from acquiring WMD and the related commodities that can be used in producing the weapons. However, there are limitations in export control systems. The trade security and facilitation should be both considered, while the proliferators attempt to establish procurement networks to circumvent export control systems and globalization has introduced challenges from the emergence of increasing number of global corpora¬tions and increasing volume of dual-use trade. By using the data mining tool of link analysis, the thesis attempts to develop a methodology to increase the coerciveness and accuracy of detecting problematic shipments from ordinary export activities in order to improve the export control management. From the research, it suggests that data mining is a feasible solution to improve the effectiveness and efficiency of export control. It can be used for discovering entities with not only explicit but also implicit proliferation concerns from a large quantity of datasets and increase the cost and difficulties of circumventing export control so that the proliferation activities are to be contained or hindered. Based on the findings, the thesis established an export control management model with data-mining solutions.

Public financing of risky early-stage technology

This dissertation examines the role of public investments in inducing small firms to develop risky, early-stage technologies. It contributes to expanding our understanding of the consequences of research, innovation, and entrepreneurship policies and programs by investigating in more depth the effect of the Small Business Innovation Research (SBIR) program on the innovation effort, ability to attract external capital, and other metrics of post-entry performance of small business start-ups using a new sample and estimation approach. Unlike prior R&D subsidy studies that concentrated almost exclusively on European countries, this dissertation focused on small business start-ups in the United States using a new scientific survey of new firms. It integrated the Kauffman Firm Survey (KFS) from the Ewing Marion Kauffman Foundation with the SBIR recipient dataset from the U.S. Small Business Administration (SBA) and used advances in statistical matching to achieve better comparability between the treated and control groups of small business start-ups. The integrated KFS-SBA dataset, which contains both recipient and non-recipient small firms, and statistical matching allowed us to empirically construct the counterfactual outcomes of SBIR recipients. This dissertation balanced the pre-treatment characteristics of SBIR recipients and non-recipients through propensity score matching (PSM). It constructed the comparison sample by identifying non-recipients with nearly identical propensity scores as those of SBIR recipients. Consistent with the propensity score theorem, observations with the same distribution of propensity scores have the same distribution of observable characteristics. PSM made the comparison and treatment samples homogenous except in SBIR program exposure, making the fundamental assumption of ignorability of treatment assignment more plausible. Using the realized outcomes of observationally similar non-recipient start-ups as the counterfactual outcomes of SBIR recipients, we found empirical evidence of the input additionality effect of the SBIR program. Had they not applied for and granted SBIR R&D subsidies, recipient start-ups would have spent only $185,000 in R&D, but with SBIR their R&D effort was significantly increased to $663,000, on average. The treatment effects analyses also found a significant positive effect of SBIR on innovation propensity and employment. However, it appears that public co-financing of commercial R&D has crowded-out privately financed R&D of small business start-ups in the United States. A dollar of SBIR subsidy decreased firm-financed R&D by about $0.16. Contrary to prior SBIR studies, we did not find any significant "halo effect" or "certification effect" of receiving an SBIR award on attracting external capital. However, we discovered a different certification effect of the SBIR program: SBIR grantees are more likely to attract external patents. This finding also confirms that innovation requires a portfolio of internal and external knowledge assets as theorized by David Teece and his colleagues. This dissertation's empirical results may be relevant to the Small Business Administration, SBIR participating agencies, the U.S. Congress, other federal, state and local policymakers, small high-tech start-ups, and scholars in the field of science, technology, and innovation policy.

A Feasibility Study of Thin-Shell Deformable Mirrors with Adaptive Truss Support for Spaced-Based Telescopes

Space-based telescopes are limit by the payload requirements of existing launch vehicles. Thus, despite distinct advantages the resolution of terrestrial telescopes exceeds space-based telescopes due to larger size and powerful adaptive optics. To overcome payload limitations, a primary mirror technology that is lighter in weight, but no less effective, is required. As this will result in new structural conditions, new approaches to maintaining the optical shape (figure) of the mirror will also be required. This thesis culminates work at the Georgia Institute of Technology in modelling a hexagonal thin-shell deformation mirror manipulated by an adaptive truss. This research specifically examines the feasibility of a surface parallel actuated (SPA) thin-shell CuZr deformable mirror (DM) as an alternative to a typical surface normal actuated (SNA) based mirror. It is believed that by using a thin-shell mirror (100 m or less in thickness) with a light weight substrate, such as a truss, that a significant weight-savings will occur, thus enabling larger space based telescopes. This thesis advances the SPA DM concept by 1) creating a representative model, 2) developing design evaluation methods, 3) evaluating the FEA simulated response of the deformable mirror over Zernike error modes, 4) evaluating the FEA simulated response to select thermal loads, and 5) evaluating the ability of the DM to remove thermal error, and the forces required to do so. Finally, it is concluded that overall the SPA DM concept is feasible.

The analysis of METU-Technopolis buildings and their space organizations indicates that there are two kinds of designing and planning tendencies in METU-Tech. One of them is Northern European and other one is North American Type of office which are also known as two important office designing approaches in the world. Northern European and North American Type of office organizations have different approaches in shaping office space. While Northern European type places far more emphasis on using office space to support staff morale and thus to add value to organizational performance, North American type tends to overestimate cost minimizations. These two types of designing tendencies in the world have had enormous effects on METU-Tech building design. While some buildings like Silicon Block and Silver block give importance to functions in space, and cost minimizations, others like Twin Building gives more importance to space quality and occupancy needs. The aim of this study is to introduce these two different kinds of office design approaches in METU-Technopolis by examining Silicon Block, Silver Block and Twin buildings. These buildings have been examined in three main scales which begin with urban design scale, Macro-Scale development, then Middle-Scale development and finally Micro-Scale development and buildings activities in architectural scale. In macro scale, Urban Design Studio&rsquo / s METU-Tech workings, and in middle- micro scale, advantages and disadvantages of these two space organizations manner have been introduced in detail on Silicon Block, Silver Block and Twin Building. Furthermore, all these three building&rsquo / s statistical information, capacities, and design specifications have been presented in drawings, graphics, and photos.

中國做為一個崛起的東亞大國,對於建立自己的高科技產業與自主創新能力的急起直追也經歷了許多轉變的過程,這些演變體現在中央領導的科技政策與區域建設的創新系統上。自1988年的北京市新技術產業開發試驗區以來,從沿海到內陸所設置的大大小小的科技園區,在在說明了中國希望藉由這種模式追求創新集群的效益。然而本研究中的北京中關村做為中國的高科技產業龍頭,其空間發展出現了有別於其他東亞後進國家中科技園區的分散樣貌。這樣的空間樣貌乃基於地方治理結構的特殊性,演化出各個分散在北京市下不同市轄區的園區都被稱為中關村科學園區、都各自建立起華麗而昂貴的辦公大樓、研發中心之現象。 本研究欲透過回顧中國的科技產業政策以及地方治理模式的轉變,來說明這樣的分散樣貌,是源自於中國在改革開放後的地方治理權責下放導致北京市轄下的各區縣都採用了一種近似於滾動開發的模式來大興土木以追求快速的成長的情況。換言之,在中關村,土地開發帶來的多階段收入在地方政府的眼中的重要性幾乎超越了對創新能力的追求。本研究將以上述脈絡為主旨,深入探討中國在全球化的壓力以及治理結構轉型過程的拉扯下,致使中關村的發展進入到一種看似快速但卻相當矛盾的情結當中,並進而勾勒出現今中關村的空間樣貌。 / China has been trying to catch up with the Western world since its economic reform. In the process, China imitated the successful experience of Silicon Valley in the U.S. and trying to establish special science parks to speed up technological upgrading and innovation. Beijing’s Experimental Zone for Developing New- Technology Industries, which later was named Zhongguancun(ZGC), was the first one following this policy and proven to be the most successful one in China. However, the prosperity of ZGC or any other science park in China does come with a price. There is a lot of problems raised referring to the highly growing land price such as the overwhelming high rent has affected smaller innovative enterprises to survive in Beijing. The thesis tries to discuss the production of space in Beijing’s ZGC through two theoretical views: The Innovation Theory and The Growth Machine Theory. This thesis argues that there are two different forces which have driven ZGC to its status today. The first is China’s overall goal of economic catching up strategy that gives ZGC the legitimacy to develop and grow with relatively greater freedom from existing regulations. The second is Beijing’s various district governments’ strategy in using the construction of science parks as a site to generate economic development. This thesis argues that China’s tax reformation in 1994 has reinforced the importance of land politics to a higher level, through which the development of real estate sector of ZGC has played an important role for the creation of an innovation cluster. As a result, the local government, together with its land politics, eventually plays the leading role in ZGC’s production of space and makes the best use of ZGC’s shining brand.

Essays on restructuring and production decisions in multi-plant firms

This thesis consists of four self-contained essays. The common theme of the essays is the behavior of multi-plant firms. An underlying idea in all four of them is that firms possess intangible assets such as management skills and organizational expertise, technological knowledge, marketing know-how and better access to finance capital or natural resources. These assets are typically specific to the respective firm. Due to market imperfections and failures, firms tend to internalize the advantages of firm-specific assets and exploit them themselves rather than sell or lease them to other firms. For instance, intangible assets are often joint inputs in the sense that knowledge developed by one unit can be transferred to another unit within the same firm at a low cost and without diminishing the amount of knowledge available to the first unit. Furthermore, the assets are typically only partly appropriable by their owner, and the market transactions of the assets are hampered due to information asymmetries between a potential buyer and seller. The literature on multinational firms emphasizes the role of intangible firm-specific assets in creating ownership advantages that, together with location and internalization advantages, explain the pattern of foreign direct investments. The essays in this thesis are based on the view that the ownership advantages created by firm-specific assets are the "raison d'etre" of large multi-plant firms. The existence of such assets is assumed to create multi-plant economies of scale and give incentives to make better use of capacity or overheads to gain advantage in size, economies of interdependent activities, integration and/or diversification. Rather than studying the international aspects of firms with intangible assets, the first three essays empirically explore different aspects of multi-plant firm behavior in domestic markets. This analysis has been made possible by the access to unique plant-level data on the thirty largest multinational manufacturing corporations in Sweden. The sample corporations play an important role in the Swedish economy. For instance, the thirty corporations account for about 70 percent of aggregate industrial R&D in 1999. This should be compared with their share of total manufacturing employment, which was about 30 percent during the period of study. The first essay examines the sources of productivity growth within multi-plant firms and particularly emphasizes the role of external restructuring and ownership changes in explaining why multi-plant firms may sustain higher productivity growth as compared to single-plant firms. The second and the third essay explore the idea that large multi-plant corporations exploit their ownership advantages when acquiring partial- and full-firm assets. The second essay analyzes whether technological intangible assets may explain transfers of productive capacity from acquiring corporations to their target. The third essay explores the idea that multi-plant corporations search for targets matching their firm-specific organizational capabilities when acquiring corporate assets. Uncertainty about the matching outcome explains why some acquisitions end in divestitures. However, the likelihood of a "good" match is expected to increase in the buyer's organizational capabilities. The fourth essay, coauthored with Karolina Ekholm, extends the analysis to encompass the international aspects of multinational firms. In this essay, we develop a theoretical model analyzing the localization decisions of multi-plant firms beyond the national borders. More specifically, we develop a two-country model where firms can choose to separate their innovative activities generating an intangible asset from the production of the final good. In our model, there are two agglomeration forces: knowledge spillovers associated with R&D and backward and forward linkages associated with high-tech production. Att börja använda ett högteknologiskt AKK : En 6-årings kommunikativa förmågor under de första månaderna efter introduktion av en pratapparat

When an individual’s ability to communicate with speech does not function as expected, in many cases, augmentative and alternative communication, (AAC), can serve as a support interaction with other persons. The purpose of this study is to investigate how a specific child’s communicative possibilities and abilities develop during the first months after introducing a speech generating device. The study’s main participant Alex is 6 years old and has been diagnosed with autism spectrum disorder and ADHD. Alex also has confirmed limitations regarding gross and fine motor skills and further investigation will examine the presence of childhood apraxia of speech. Two play situations were videotaped at approximately four months intervals and then analysed via conversation analysis and multimodal interaction analysis. At the study’s initial recording session Alex’ communication consisted of gestures and body language together with isolated vocalisations. There were no observed occurrences of spoken words. At the start of the study Alex had been using their speech generating device, SGD, for approximately six weeks. At the end of the study the SGD is found to have been integrated in Alex’ communication during the observed play situations. Its role as a communicative resource has developed from being primarily a device which the child presses in order to answer direct questions, into being used to organise, for example, turn taking, initiate new play rounds or asking questions, by way of other types of manipulation. In addition, Alex’ use of vocalisations has increased and become more situation specific. Baseline measurements were not conducted in this study, wherefore it is not possible to indicate the implementation of an SGD as the reason for Alex’ communicative development. Continued research is needed in order to achieve individual and optimum solutions for all who are dependent on support in their communication. / När en individs möjligheter att kommunicera med tal av någon anledning inte fungerar som förväntat kan i många fall alternativ och kompletterande kommunikation, förkortat AKK, fungera som ett stöd i interaktionen med andra människor. Syftet med denna studie är att undersöka hur ett specifikt barns kommunikativa möjligheter och förmågor utvecklas under de första månaderna efter att ett högteknologiskt AKK introducerats. Studiens huvuddeltagare Alex är 6 år och har diagnoserna autism i barndomen och ADHD. Alex har även konstaterade grov- och finmotoriska begränsningar och vidare undersökningar kommer att undersöka förekomst av verbal dyspraxi. Två leksituationer videofilmades med cirka fyra månaders mellanrum och analyserades sedan med samtalsanalys och multimodal interaktionsanalys. Vid studiens inledande inspelning utgjordes Alex kommunikation av gester och kroppsspråk samt enstaka vokaliseringar. Inga talade ord förekom. Vid studiens slut konstateras att hAKK vid den observerade leksituationen integrerats i Alex kommunikation. Dess roll som kommunikativ resurs har utvecklats från att främst vara en apparat som barnet trycker på för att svara på direkta frågor, till att genom annan typ av manipulering exempelvis organisera turtagning, initiera en ny lekomgång och ställa frågor. Även Alex användning av vokaliseringar i leksituationen har ökat och blivit mer situationsspecifika. Alex mamma och en av hens förskollärare intervjuades och besvarade skattningsfrågor. Resultaten visar att de båda noterat en generellt ökad vilja till kommunikation hos Alex samt lyfter frågan om vilka begränsningar som fortfarande finns gällande Alex kommunikativa möjligheter vid studiens slut. Baselinemätningar saknas i denna studie, varför det inte är möjligt att ange implementeringen av hAKK som orsak till Alex kommunikativa utveckling. Fortsatt forskning behövs för att kunna uppnå individuella och optimala lösningar för alla som är beroende av stöd i sin kommunikation.
