The aim of this study was to examine to what extent, and how, multilingual information is made accessible on the websites of Swedish municipal libraries. In particular, wefocused on assessing access to foreign languages on the websites, and on identifying the criteria used when choosing these languages. The thesis also aimed to outline which problems, if any, that arise when providing multilingual information on these websites. The analysis was based on theories concerning websites and multilingualism. We analysed the responses to the survey through the concepts of assimilation and diversity. The method used was aquantitative web-based survey addressed to webmasters at 43 Swedish public libraries, in municipalities with a high percentage of foreign-born citizens. The study indicates that economic resources, time, the websites’ design and the lack of language skills among library staff limit the development of multilingual websites. The findings show that a majority of the libraries only to a certain extent map their targetaudience. The webmasters base their work on the principle of every citizen’s equal right to participation. The main finding is that the websites are generally not accessible to non-Swedish speakers, including speakers of the national minority languages. This contradicts the principle of everybody’s equal right of access to public libraries and the information they provide.

Att skapa trygga och tillgängliga boendemiljöer : Hur man med relativt små medel och insatser kan förbättra tillgängligheten i befintliga fastigheter

Det befintliga bostadsbeståndet i Sverige står inför stora utmaningar och restaurering är ett faktum då vi inte bygger bostäder i samma takt som vår befolkning ökar. Rapporten syftar till att möjliggöra för äldre och funktionshindrade att bo kvar längre i sina hem men även underlätta och förebygga för personer som idag inte har några rörelsehinder att enkelt förflytta sig i och kring den egna bostaden. Rapporten påvisar vilken förbättringspotential ur ett tillgänglighetsperspektiv som finns för en flerfamiljsfastighet från 1987 som ägs och förvaltas av HSB hyresfastigheter samt hur de skall arbeta för att skapa trygga och tillgängliga boendemiljöer i sitt bostadsbestånd så att de uppfyller kraven för högsta nivå i inventeringsverktyget TIBB. Arbetet är avgränsat till att utreda förbättringspotential och komma med konkreta åtgärdsförslag för en fastighet Mimer 10, Hörnellgatan 18 som HSB i Skellefteå äger, och undersöka entréer, gemensamhetsutrymmen och lägenheternas planlösningar. Rapporten baseras på en mix av kvalitativa och kvantitativa undersökningsmetoder vilka kompletterar varandra väl för aktuell studie. Två stycken fallstudier har utförts varav en replikation och diskussioner med sakkunnig har förekommit vid framtagande av åtgärdsförslag för att säkerställa validiteten. Författaren kom fram till en rad förbättringsåtgärder som kan implementeras i fastigheten vilket resulterade i en åtgärd- och prioriteringslista. Framför allt så handlade det om nivåutjämnande åtgärder samt att införa dörrautomatik till gemensamma utrymmen. I samråd med uppdragsgivaren HSB så framtogs ett förslag på att omvandla befintligt cykelförråd till ett permobil-, rullstol- och rollatorförråd och illustrationer för detta har upprättats i arkitektprogrammet ArchiCAD. I den undersökta fastigheten så är medelåldern för de boende hög och många skulle gynnas av en mer tillgänglig boendemiljö. För att vara en attraktiv hyresvärd så gäller det att lyssna på hyresgästernas behov och att ständigt sträva efter att höja kvalitén på fastigheterna. Utförs åtgärderna enligt framtagna förslag så kommer fastigheten Mimer 10 att uppfylla högsta tillgänglighetsnivå enligt inventeringsverktyget TIBB. / The existing housing stock in Sweden is standing in front of a big challenge and restoration is a must when we are not building in the same rate that our population increases. This report is aiming to enable older people and those with disability to live longer in their homes and also to facilitate those that do not have a disability to easier move in and about their own homes. This report highlights improvements from an availability perspective for a multi-family property from 1987 that is owned and administrated by HSB rental property and shows how they shall work to make a safe and available housing environment in their housing stock, so that they can fulfill the claims of highest rank in the inventory tool TIBB. The report is defined to investigate potential improvement and propose measures for a building Mimer 10, Hörnellgatan 18 that is owned by HSB in Skellefteå and also to investigate entry’s, common areas and the apartments floorplan. The report is based on a mix of qualitative and quantitative methods which complements each other well for this study. Two case studies have been implemented and discussion with expert in availability have occurred to establishment a proposal to ensure the validity. The author concluded a line of improvements that can be implemented in the property which resulted in a measure- and priority list. Above all it was about level balancing measures and to introduce automatic doors to common areas. In consolation with the employer HSB there was a proposal develop to convert the existing bicycles storehouse to an electric wheelchair and walker storehouse, illustrations for this have been created in the architect program ArchiCAD. In the investigated property the average age for the tenants is high and many would benefit from a more accessible living environment. To be an attractive landlord it is important to listen to the tenants´ needs and continually strive to raise the quality of the property. If the arrangements are carried out and developed like the proposal suggests, the property Mimer 10 will fulfil the highest level of availability according to the inventory tool TIBB.

Tillgänglig entré : en studie över hur tillgängligheten kan förbättras vid kulturhistoriska byggnader

<p>I dagens samhälle är det mycket som inte är tillgängligt och användbart för alla. Målet är att det ska vara jämlikt att leva och ta del av omgivningen. Detta innebär att även personer med en funktionsnedsättning ska kunna ta sig in i en byggnad, helst genom huvudentrén. Förr i tiden tänkte man inte på tillgänglighet på samma sätt och byggnaderna blev därför inte tillgängliga för alla. Men idag finns det bestämmelser som måste följas och även kulturhistoriskt värdefulla byggnader måste tillgänglighetsanpassas. När dessa samtidigt ska bevaras uppstår det lätt konflikter. Det kan leda till att alla krav på tillgänglighet inte kan uppfyllas utan att byggnaden förvanskas.</p><p>Syftet med rapporten är att ta reda på om det går att komma fram till några generella slutsatser över hur tillgängligheten kan lösas effektivare vid entréer till kulturhistoriskt värdefulla byggnader. Detta görs genom att titta på tidigare genomförda projekt och på så sätt undersöka om det finns några likheter vad gäller omständigheter på platsen och den slutliga lösningen. En stor del av arbetet går även ut på att inventera fyra byggnader i Gävle och se vad det finns för vanliga brister vad gäller tillgänglighet och användbarhet vid kulturhistoriska byggnader. Slutligen görs intervjuer med kunniga personer inom tillgänglighetsområdet och som själva är beroende av extra bra tillgänglighet.</p><p>Slutsatsen av arbetet är att det är svårt att säga något generellt om hur tillgängligheten kan förbättras. En orsak till detta är varsamhetskravet och förvanskningsförbudet som borde klargöras tydligare. Fler bra exempel på lösningar måste även spridas. De vanliga brister som finns i befintlig bebyggelse är oftast de mindre detaljerna. I återkommande fall är det brist på kontrastmarkeringar, belysning och ledstänger. Detta är något förvånande eftersom det är tämligen billiga åtgärder och som dessutom oftast kan utföras utan att förvanska byggnaden. Slutligen har en lathund sammanställts, med de mest grundläggande kraven som gäller vid utformningen av en tillgänglig och användbar entré. Det är meningen att modellen kan användas som grund för projektörer så att inga detaljer glöms bort och ett effektivare arbete kan utföras för att nå en jämnare nivå på tillgängligheten.</p> / <p>In the society today there are many areas in our surroundings that are not accessible and applicable to everyone, even though the goal is that they should be. This includes people with some sort of functional disability. This means that also people with a functional disability should be able to enter a building through the main entrance. In the earlier days when buildings were constructed, people didn’t think about the accessibility for handicapped persons, which resulted in that many buildings became inaccessible to them. Today there’s rules that states that all buildings shall be adapted so that they become accessible to functional disabled people, this also includes older buildings whit a culture-historical value. At the same time, these culture-historical buildings should be preserved. These two requirements can sometimes cause a conflict. That can result with that all requirements on access cannot be met, without distorting the building.</p><p>The aim of this report is to conclude if some general guidelines can be established about how to solve conflict between preservation and accessibility. This is accomplished by observations of earlier solutions of the problem, and to find out if there are any similarities in the surrounding and selections of solution. A big part of the work also lies in the investigation of four buildings in Gävle, to find if there are some lacks of the accessibility. Finally interviews are performed with people who are the field of expertise, and who themselves are in the need of good accessibility.</p><p>The conclusion of the work is that it’s hard to say something generally about how to make the accessibility better. A reason is that the careful requirement and distortion prohibition needs to be clarified clearer. More good examples also have to be disseminated. What buildings generally miss is smaller details. In repeated cases, it’s shortage of contrast markings, lightning and handrails. This is surprising because it’s rather cheap measures and that moreover can be carried out without corrupting the buildings. Finally a guideline has been produced, containing the most fundamental requirements that are current when creating an accessible and applicable entrance. This model can help people that work whit accessibility, to faster come up with an acceptable solution. It also makes it less likely that some details are overlooked and the accessibility will be better.</p>

Arkitektgruppen i Gävle AB tycker dock att det inte finns något braalternativ som kan fungera som en användbar lathund för arkitektkonsulter. Ett hjälpmedelsom kan spara tid och kraft i deras tillgänglighetsarbete. De anser också att de råd ochanvisningar för dimensionering av hygienutrymmen som finns idag är för låsta viddimensionerna 2,20x2,20m och skulle behöva utredas.Syftet med detta arbete är att förenkla arbetet för konsulter vid planering för bättretillgänglighet och användarvänlighet i hygienrum och på så vis spara tid vid varje tillfälle.Målet är att skapa ett hjälpmedel som dels ska kunna fungera som ett förfrågningsunderlag förtotalentreprenad och dels utreda dimensionsbehoven i hygienutrymmen.Arbetet utgjordes till stor del av litteraturstudier i form av faktaböcker, forskningsstudier ochstandarder för att skapa ett underlag för uppgiften. Resultatet är en kombination av planer ochelevationer med förklarande texter framställda i Autodesk AutoCAD Architecture 2009 ochmed ytterligare och mer utförliga beskrivningar i rapporten.Resultatet består av två delar. Del ett är ett förfrågningsunderlag (AutoCAD) som med hjälpav specifika produktförslag visar hur man genom att följa detta kan åstadkomma ett kompletttillgängligt hygienutrymme för rörelsehindrade. Del två är en utredning av dimensionsbehoveti hygienutrymmen (AutoCAD) som ska öppna för nya tankesätt vid ombyggnationer.Arbetets huvudsakliga slutsats är att det är svårt men, med noggrannhet och lite nytänkande,går att lösa fler situationer än man tror. Bättre att få enligt anvisningarna nästan godkäntutrymme som ändå fungerar än att inte göra något alls.</p>

Den omreglerade apoteksmarknaden : En studie av förändringen i lokalisering på den svenska marknaden / The Deregulated Pharmacy Market : A study of the shift in location of pharmacies in the Swedish market

Den 1 juli 2009 omreglerades den svenska apoteksmarknaden, vilket innebar att det statliga monopolet avskaffades till fördel för privata apoteksaktörer. Anledningen till denna omreglering var bland annat att öka tillgängligheten till läkemedel. Det är av intresse att undersöka om detta mål har uppfyllts i önskvärd utsträckning.Syftet för uppsatsen ligger i att undersöka den fysiska lokaliseringen av apotek. En studie av lokaliseringen för Sveriges apotek har genomförts, där hänsyn tagits till geografiska och strategiska inslag såsom exempelvis i vilken del av landet apoteket finns lokaliserat, andra aktörer på platsen, ortens storlek samt andra närliggande faciliteter. Från den empiriska studien har framkommit att antalet apotek ökat stort sedan omregleringen. Den största ökningen har skett i den södra delen av landet samt i större städer. Endast 3 % av apoteken har lokaliserat sig på en ort där apotek tidigare helt saknades. Utfallet är inte samhällsekonomiskt optimalt om man endast inkluderar apotek i modellen (exkluderar apoteksombud), betraktat utifrån att minimera samhällets kostnader för transport till ett apotek. Detta beror på att för få apotek lokaliserat sig i den norra delen av Sverige. Resultatet ändras dock om apoteksombuden räknas in i modellen, då dessa löser problem med apotekstäckning i glesbygd. Huruvida ett apoteksombud ger samma service som ett apotek bemannat med en farmacevt kan diskuteras.De lokaliseringskategorier som i absoluta tal ökat mest är centrum större centralort, förort samt köpcentrum. Om man istället ser till den procentuella ökningen så är det kategorierna mataffär och köpcentrum som ligger i topp. De sistnämnda kategorierna var före omregleringen relativt ovanliga, men ses av vinstdrivande apoteksaktörer som lönsamma strategiska lokaliseringsval.Nyckelord: Apotek, lokalisering, tillgänglighet, omreglering, transportkostnad. / 1 st of July 2009 the Swedish pharmacy market was deregulated, which meant that the state monopoly lost its market power in favor for private actors. The background to this deregulation was to increase the accessibility to pharmaceuticals. It is of interest to see if this goal has been reached.The purpose of this paper is to investigate the physical location of pharmacies. A study of the location of Swedish pharmacies has been completed, with regard to geographical and strategic features such as in which area of the country the pharmacies is located, other market players, the size of the community and other nearby facilities.From the empirical study it has emerged that the number of pharmacies has increased largely since the market was deregulated. The biggest increase has been in the southern parts of the country and also in bigger cities. Only 3 % of the pharmacies have chosen to locate in a county that previously didn’t have a pharmacy. The outcome is not socioeconomically optimal if only includingpharmacies (excludes pharmacy attorneys) in the model, seen from the perspective to minimize society’s costs from transportation to a pharmacy. This is because too few pharmacies have located in the northern parts of Sweden. If we extend the model to also include the pharmacy attorneys, the result changes, since this solves the problem with pharmacy-covering in rural areas. Whether the pharmacy attorney gives the same amount of service as a pharmacy manned with a pharmacist can be discussed.The location categories that have increased the most in absolute values are centrum större centralort, förort and also köpcentrum. If we instead look at the percentage change, the largest increases have been for the categories mataffär and köpcentrum.The last mentioned categories were before the deregulation of the market relatively unusual, but is from the point of view of profit making enterprises a good strategiclocation. Levbart transportsystem i Uppsala

In this thesis a transport system is sought after that if realised in the city of Uppsala could provide both well-being to all its inhabitants and sustainability, here jointly refered to as liveability. It is found that the car dominated transport system that is in operation today provides two fundamental values, namely accessibility in both time and space, which sets it apart from other transport solutions. These two values are of immense importance for the liveability in our modern world. On the other hand the car dominated system decreases the liveability of Uppsala in several different ways. Some of these problems, it is argued, could be solved within the car system, through the adoption of more environmentally friendly cars etc., but other problems are inherent in the car system and will remain no matter what changes are made. An alternative transport system is therefore sought that has the two benefits of the car system and is free from the problems of the car system. Such a system is identified, the bicycle supported light rail system, where the rail system is planned so that people should go to the stations by bike. By increasing the radius of accessibility around each station by three and the area by nine this system can also lower the amount of rail by to a third, can assure three times as frequent departures from each station and can lower the total amount of stations to a ninth, all compared to regular collective transport systems.

En studie om tillgänglighet vid planering av bostadsområden i kuperad terräng / A study about accessibility for planning residential areas in hilly terrain

Personer med funktionsnedsättning skall ha samma möjligheter att nyttja vår miljö som personer utan sådan svaghet. Bostaden och dess omgivning är ur denna synvinkel kanske den viktigaste platsen för oss människor att kunna hantera och använda såsom den behövs, för det är trots allt där de flesta av oss spenderar mesta delen av vår tid. Att tillgodose en bostads invändiga tillgänglighet finns det ofta goda förutsättningar och tekniker för, medan tillgänglighet utanför bostaden inte alltid kan ses lika självklart.   Genom att studera innebörden av olika funktionsnedsättningar samt gängse styrande lagar och rekommendationer i anknytning till dessa, presenteras i denna rapport ett förslag på utvändigt tillgänglighetsanpassat boende för tomten Tollered 4:49 utanför Lerum. Den aktuella tomten har en omfattande marksituation som innebär branta sluttningar i flera väderstreck. Utredningen har främst fokuserat på problematiken kring vägar och vägsystem, angöringar, parkeringsplatser och entrélösningar.   Genom att också studera och tolka tre svenska bostadsområden som anses likvärdiga och relevanta i förhållande till rapportens mål, visar det sig att den största bristen i denna typ av områden är tillgången till tillgängliga entréer och gångvägar. Det framgår också att det ofta finns en stark vilja att i denna typ av projekt behålla naturen runt om bebyggelsen orörd. Detta innebär att tillgängligheten i vissa delar får göra avsteg och därmed försämras boendekvalitén för personer med eller utan någon funktionsnedsättning.   Hur ett bostadsområde i kuperad terräng som tillgodoser samtliga krav på tillgängliga utemiljöer utformas, varierar något beroende på tomtens unika utformning. Resultatet av vår tillgänglighetsstudie för Tollered 4:49 visar dock tydligt att vägarnas placering och dess tillgänglighet har en avgörande inverkan på hur området i övrigt går att göra tillgängligt. Det visar sig också att tomtens karaktär med sitt naturliga skogslandskap inte alls behöver påverkas av tillgänglighetens infriande. Tvärtom kan tillgängligheten istället medföra att bostadsområdet på ett bekvämt vis kan användas av fler människor som då kan ta del av de fina naturkvalitéerna. Studien visar också att det är möjligt att bygga tillgängliga bostadsområden med hög exploatering, men att det ofta beror på beställaren och vilka resurser och intentioner han eller hon har.   En tillgänglig miljö är enligt FN:s lagstiftning en människas rättighet och det borde därför vara en självklarhet att alla nyproducerade bostäder med tillhörande omgivning skall utformas så. Men det finns också gränser för vad samhället och den enskilde människan anser vara ekonomiskt försvarbart, något som skulle vara intressant att utreda i vidare studier kring frågan. / People with disabilities should have the same opportunities to use their environment as people without such disability. The residence and its surroundings is in this respect perhaps the most important place for us humans to be able to manage and use as needed, for it is where we spend most of our time. There are often good opportunities and techniques to accommodate the accessibility within the residential interior, while the outdoor availability is not always as obvious.   By studying implications of different disabilities and current governing laws and recommendations related to these, this report presents a proposal of the exterior accessibility on the site Tollered 4:49 in Lerum. The location of the current site involves steep slopes in several directions. This report has primarily focused on the problem of roads and their systems, parking areas and entrance solutions.   Additionally, by studying and interpreting three Swedish residential areas that are considered similar and relevant in relation to the studied project, it appears that the main absence in this type of area is the lack of accessibility of entrances and footpaths. It also appears that there often is a strong desire to, in this type of project, keep the surroundings nearby the buildings untouched. This means that the accessibility in these areas may to some extent deviate and consequently lower the quality of housing for people with disabilities and also for people without any disability for which accessibility creates a comfortable and convenient environment.   How a residential area in hilly terrain can be planned according to current governing laws and recommendations, depends on the terrain and the layout of the current site. The result of studying the site Tollered 4:49 clearly shows that the roads and the layout of these have an decisive role on how the site in general can be planned according to accessibility requirements. It also appears that the site can maintain its natural character without making any compromise regarding accessibility requirements. On the contrary, increased availability, results in a residential area which in a convenient way can be used by more people. It also appears possible to build accessible housing with a high rate of exploitation, but that it often depends on the client and the resources and intentions he or she has.   An accessible environment is by United Nations law part of our human rights and it should therefore be selfevident that all newly built housing and their related environment shall be designed according to this. However, there are limits to what society and individuals consider being financially viable, something that would be interesting to investigate in further studies on the issue.
