[pt] Esta pesquisa busca compreender como o movimento de mulheres indígenas
no Brasil apresenta concepções próprias de agência e resistência, em específico,
como as mulheres indígenas articulam a relação entre o empoderamento e gênero
em sua mobilização. As fontes analisadas são as trajetórias e os discursos das
mulheres indígenas, a partir de um escopo teórico, epistemológico e metodológico
feminista e decolonial. O empoderamento é o recorte que permite observar a
circulação discursiva de um vocabulário relacionado ao gênero desde uma
cosmovisão da modernidade ocidental, em que esse externamente definido é
friccionado e negociado pelas mulheres indígenas em seu processo de
autodefinição. Em vez de receptoras passivas de concepções universalizadas, essas
mulheres rompem com a oposição entre os direitos coletivos indígenas e os
individuais das mulheres através do enraizamento nas próprias culturas e
cosmologias como forma de resistência. Esta dissertação argumenta que as
mulheres indígenas engajam com o conceito de empoderamento em associação com
a sua demanda por maior protagonismo e autonomia política, enquanto que este
termo é amansado à medida que esta reivindicação é expressa como uma extensão
e reincorporação da sua agência como guardiãs de suas culturas e povos e
indigenizado ao articular a sua mobilização política a partir da complementaridade
entre as agências feminina e masculinas, entre os seres humanos e não-humanos e
da interconexão entre o corpo, território e espírito no fazer da mulher indígena. / [en] This research seeks to understand how the movement of indigenous women
in Brazil has its own conceptions of agency and resistance, specifically, how
indigenous women articulate the relationship between empowerment and gender in
their mobilization. The sources analyzed are the Indigenous women s trajectories
and discourses, from a feminist and decolonial theoretical, epistemological and
methodological scope. Empowerment as concept reflects the discursive circulation
of a gender-related vocabulary from a Western modern worldview, in which this
externally defined term is friccioned and negotiated by Indigenous women s selfdefinition
process. Instead of passive recipients of universalized conceptions, these
women break with the opposition between indigenous collective rights and the
individual rights of women, by rooting their resistance in their own cultures and
cosmologies. This study argues that indigenous women engage with the concept of
empowerment in association with their demand for greater protagonism and
political autonomy, meanwhile this term is tamed as this claim is expressed as an
extension and reincorporation of their agency as guardians of their cultures and
peoples and indigenized as their political mobilization departs from the
complementarity between feminine and masculine agencies, between human and
non-human beings and the interconnection between body, territory and spirit.

[pt] Mudanças no preço de petróleo são fonte importante para flutuações
econômicas, assim como uma proxy para choques globais, por afetar diversas
economias simultaneamente. O modelo semi estrutural estimado visa
representar uma pequena economia aberta com câmbio flutuante e regime
de metas para a inflação, e foi calibrado e estimado com base em dados da
economia brasileira. A inovação do modelo traduz-se pela existência de bens
energéticos, aqui representados por derivados de petróleo. Estes têm seus
preços influenciados pela cotação do petróleo internacional e são utilizados
como insumo para a produção do bem final não energético, além de entrarem
diretamente na cesta de consumo das famílias: refletindo o uso de gasolina
para deslocamento, profissional e de lazer, e o uso de GLP para cozimento
de alimentos. Neste modelo, um choque de 6 por cento na cotação internacional do
petróleo leva a um aumento de 0,6 por cento na inflação headline e de cerca de 0,4 por cento
na inflação core logo após o choque, que rapidamente retornam ao estado
estacionário. A resposta da política monetária varia a depender se o Banco
Central responde a desvios na inflação headline ou na inflação core, sendo
o aumento dos juros menor para o segundo cenário. Ainda, uma regra de
política monetária forward-looking tende a incorrer em maiores aumentos
na taxa de juros por menos tempo, sendo menos contracionista. A resposta
contracionista gera uma queda de 0,12 por cento a 0,18 por cento no consumo trimestral das
famílias de forma hump-shaped, notadamente diante do menor consumo de
bens energéticos (queda de 2 por cento), mas também de bens não energéticos (queda
de 0,06 por cento a 0,12 por cento). / [en] Changes in the oil price are a source of relevant economic fluctuations,
as well as a proxy for global shocks, since they affect different economies
simultaneously. The estimated semi structural model aims to represent a small
open economy with floating exchange rate and inflation targeting, having
been calibrated and estimated based on Brazilian data. The innovation in
this model lies on the inclusion of the energy sector, hereby represented by oil
products. Their prices are influenced by the international oil price and they
are used both for the production of the non-energy good, and in the household
consumption basket, in order to represent the use of gas for commuting and
leisure, as well as the use of liquefied petroleum gas for cooking. In this
model, a 6 percent increase in the oil price leads to a 0.6 percent increase in headline
inflation and a 0.4 percent increase in core inflation right after the shock, rapidly
returning to its steady state level. The Central Bank reaction depends on
whether the monetary policy rule responds to deviations from headline or
core inflation. The interest rate increase is lower in the second scenario. Also,
a forward-looking monetary policy rule leads to a higher increase in the
nominal interest rate, but for a shorter period, being less contractionary, since
it foresees that the oil price shock will have a short-lived impact on inflation.
This contractionary policy leads to a hump-shaped 0.12-0.18 percent decrease in
quarterly household consumption, notably due to a reduction in demand for
energy goods (2 percent fall), but also for non-energy goods (0.06-0.12 percent fall).

[pt] Essa dissertação busca apreender a identidade brasileira construída
discursivamente e projetada durante o governo de Jair Bolsonaro (2018-2022). No
contexto em que a família se tornou o guia e a âncora do comportamento do Brasil
na arena internacional, partimos da literatura feminista nas Relações Internacionais,
retomando as relações entre Estado-nação e gênero, para utilizar seu arcabouço
teórico combinado à literatura emergente sobre as ofensivas antigênero
contemporâneas e explorar a ascensão transnacional de governos da extrema direita
e a transposição da ideologia de gênero para a gramática estatal. A partir da agenda
pós-estruturalista de política externa, argumenta que a política externa bolsonarista,
ao mesmo tempo em que se valeu da construção discursiva da identidade nacional
brasileira para justificar seus atos, também a constituiu neste processo, sendo a
família elemento chave desse processo. Para isso, analisa o discurso de política
externa de determinados atores governamentais brasileiros no período de 2019 a
2022 objetivando verificar como a construção de identidade brasileira se relaciona
com a política externa que se segue e qual identidade brasileira é construída nessa
articulação. Esse esforço de pesquisa permite fazer sentido tanto das especificidades
do cenário brasileiro que levaram à presidência um governo ultraconservador e
autoritário que ativamente trabalhou para pautar importantes questões sobre gênero
e sexualidade, quanto refletir sobre as dinâmicas genderizadas, sexualizadas e
familiarizadas de construção do Estado-nação brasileiro que influenciam o
entendimento sobre o quem é o Brasil. / [en] This dissertation seeks to apprehend the Brazilian identity discursively constructed and projected during the government of Jair Bolsonaro (2018-2022). In the context in which the family became the guide and anchor of Brazil s behavior in the international arena, we depart from the feminist literature in International Relations, recapturing the relations between the nation-state and gender, to use its theoretical framework combined with the emerging literature on the contemporary anti-gender mobilizations to explore the transnational rise of far-right governments and the transposition of gender ideology into state grammar. This thesis argues that Bolsonaro s foreign policy, while making use of the discursive construction of the Brazilian national identity to justify its actions, also constituted it in this process, with the family being a key element in this process, following the post-structuralist foreign policy literature. In order to do this, it analyzes the foreign policy discourse of certain Brazilian government actors in the period from 2019 to 2022, aiming to verify how the construction of the Brazilian identity is related to the foreign policy that follows and which Brazilian identity is constructed in this articulation. This research effort allows us to make sense of both the specificities of the Brazilian scenario that led to the presidency of an ultraconservative and authoritarian government that actively worked to address important questions about gender and sexuality, as well as to reflect on the gendered, sexualized and familiarized dynamics of construction of the Brazilian nation-state that influence the understanding of who Brazil is.

[pt] A presente tese busca compreender como diferentes noções de justiça social,
em especial, aquelas fundadas sobre parâmetros meritocráticos, são compreendidas
e disputadas no Brasil. As principais concepções trabalhadas estiveram
fundamentadas a partir de gramáticas políticas ou ideológicas distintas, tais como:
i) princípios libertários, presentes na teoria nozickiana; e ii) princípios welfaristas,
presentes na teoria rawlsiana. O estudo das disputas entorno da implementação de
políticas de Ação Afirmativa (AA) no ensino superior brasileiro no início dos anos
2000, demonstrou que as concepções de justiça social propostas até então davam
conta de explicar os principais debates brasileiros. O centro gravitacional das
divergências às AA nesse período esteve circunscrito aos esforços em deslegitimar
as cotas de viés racial. A despeito do sucesso desses programas comprovado por
inúmeras pesquisas na última década, a exemplo dos trabalhos que o
GEMAA/IESP-UERJ têm levado adiante, vemos hoje, passados 20 anos da
institucionalização de AA no Brasil não haver ainda grandes acordos sobre a
pertinência de políticas baseadas exclusivamente em critérios raciais. Por fim, a tese
buscou compreender esta última questão – a insistência de negar o reconhecimento
do racismo estrutural brasileiro – levando a cabo a análise exploratória de um
evento – a polêmica surgida entorno da implementação de um programa de trainees
exclusivos para pessoas negras pela empresa Magazine Luiza em 2020 –, com o
objetivo de testar a hipótese que a deslegitimação das AA de viés exclusivamente
racial tem sido um debate dominado ou influenciado contemporaneamente por
argumentos e atores ligados à extrema-direita, o que conseguimos comprovar
apenas provisoriamente, ensejando a realização de investigações futuras. / [en] This thesis seeks to understand how different notions of social justice, in
particular those based on meritocratic parameters, are understood and disputed in
Brazil. The main concepts worked on were based on different political or
ideological grammars, such as: i) libertarian principles, present in Nozick s theory;
and ii) welfarist principles, present in Rawlsian theory. The study of the disputes
surrounding the implementation of Affirmative Action (AA) policies in Brazilian
higher education in the early 2000s, demonstrated that the conceptions of social
justice proposed until then were able to explain the main Brazilian debates. The
gravitational center of disagreements with the AA in this period was limited to
efforts to delegitimize racial based quotas. Despite the success of these programs
proven by countless researches in the last decade, like the work that GEMAA/IESPUERJ has carried out, we see today, 20 years after the institutionalization of AA in
Brazil, there are still no major agreements on the pertinence of policies based
exclusively on racial criteria. Finally, the thesis sought to understand this last issue
– the insistence of denying the recognition of Brazilian structural racism – carrying
out the exploratory analysis of an event – the controversy that arose around the
implementation of an exclusive trainee program for black people by the company
Magazine Luiza in 2020 –, with the aim of testing the hypothesis that the
delegitimization of AA with an exclusively racial basis has been a debate dominated
or influenced contemporaneously by arguments and actors linked to the extreme
right, which we managed to prove only provisionally, giving rise to the realization
of future investigations.

Identifiquei cinco traços expostos nesses usos: (1) a centralidade da nação; (2) a incompletude da transição da condição colonial para a condição moderna; (3) a desigualdade interna no país; (4) a mobilização de parâmetros externos na definição do Brasil; e (5) o foco nas especificidades do processo formativo brasileiro. Esses cinco traços são comuns a todos os textos selecionados; no entanto, eles se expressam de maneiras diferentes de acordo com cada texto. A Parte I destaca a recorrência do conceito de formação nas interpretações do Brasil (capítulo 2); depois disso, expõe linhas gerais da perspectiva a partir da qual os usos de formação serão interpretados (capítulo 3). condition, marking a coexistence of the old and the new; (3) the internal inequality
within the country; (4) the mobilization of external parameters in the definition of
Brazil; and (5) the focus on the specificities of Brazilian formative process. These
five traces are shared by all the texts selected; but, at the same time, they are
expressed in different ways according to each text. Part I stresses the recurrence of
the concept of formation in the interpretations of Brazil (chapter 2); after that,
it lays out general lines of the perspective from which the uses of formation will
be interpreted in the texts selected (chapter 3). Part II (chapters 4-12) is devoted to
the interpretations of the texts, focusing on the uses of formation and those five
traces previously mentioned. Part III begins with a controversy that took place

[pt] A presente dissertação tem como principal objetivo analisar o engajamento do Brasil nos debates normativos sobre segurança internacional, em especial os que envolvem a temática da reconstrução estatal e a construção da paz, enquanto um agente contestador através da construção e da prática do Brazilian Way of Peacebuilding. Para realizar tal análise partiu-se do debate sobre normas nas Relações Internacionais para entender como uma norma surge, se consolida e pode ser contestada. Assim, para analisar essa atuação normativa do Brasil buscou-se analisar dois processos de reconstrução estatal e consolidação da paz nos quais a presença brasileira é e foi bastante significativa tanto em termos militares quanto em termos políticos: Guiné-Bissau e Haiti. A partir desses casos foi buscado entender como que o Brazilian Way of Peacebuilding contesta e, no limite, legitima uma visão tradicional de construção da paz. Por fim, são apresentadas as consequências dessas práticas para as normas de segurança internacional. / [en] The main objective of this dissertation is to analyze Brazil s engagement in the normative debates on international security, especially those that involve the theme of Statebuilding and peacebuilding, as a contestation agent through the construction and practice of the Brazilian Way of Peacebuilding. In order to carry out this analysis, we started with the debate on norms in International Relations to understand how a norm emerges, is consolidated and can be contested. Thus, in order to analyze this normative action in Brazil, we sought to analyze two processes of statebuilding and peacebuilding in which the Brazilian presence is and was quite significant both in military and in political terms: Guinea-Bissau and Haiti. From these cases it was sought to understand how the Brazilian Way of Peacebuilding contests and, in the limit, legitimizes a traditional vision of peacebuilding. Finally, the consequences of these practices for international security norms are presented.

[pt] Esta dissertação de mestrado resulta de uma pesquisa documental e
bibliográfica realizada durante a pandemia mundial ocasionada pela COVID-19
(2020-2022). O objetivo deste trabalho foi analisar qualitativamente os
direcionamentos dados pelas políticas migratórias brasileiras durante a pandemia e
suas repercussões ao grupo de nacionalidade venezuelana, visto ser este o maior
fluxo migratório para o Brasil neste período. Utilizamos a análise documental como
ferramenta metodológica, que possibilitou a reunião de documentos jurídiconormativos relacionados ao acolhimento humanitário da migração venezuelana
pelo Estado brasileiro no período de 2018 a 2021 e após um panorama geral do
material produzido pelos órgãos federais, selecionamos os documentos a serem
analisados no contexto da pandemia. Os países do Sul-Global têm sido as
principais rotas da migração de cidadãos venezuelanos e o que podemos observar a
respeito das políticas migratórias implementadas, é que as formas de concebê-las e
executá-las são muito diversificadas e estão vinculadas ao processo de formação
regional, e de aspectos sociais, políticos e econômicos de cada país, apesar dos
tratados internacionais de proteção humanitária e de refúgio. No caso brasileiro, a
recepção de migrantes venezuelanos é atravessada pela militarização e
ordenamento das fronteiras e por práticas precárias de acolhimento, muito embora,
haja uma mudança de paradigma no arcabouço jurídico que caminha em direção a
consolidação do Brasil com uma legislação mais democrática e protetiva em relação
as migrações internacionais. Durante a pandemia percebe-se uma inflexão na
recepção aos migrantes a partir do fechamento das fronteiras territoriais por
sucessivas portarias interministeriais sob o pretexto de prevenção epidemiológica.
Diante dos retrocessos na garantia dos direitos, observou-se que o desenho da
política migratória na atualidade ainda é fragmentado e contraditório, com desafios
e problemáticas que não garantem ao migrante e/ou refugiado o acesso universal ao
sistema de proteção social brasileiro, além da ausência de implementação de
políticas públicas intersetoriais nas três esferas governamentais que acolham os
migrantes a partir das suas especificidades, vulnerabilidades, demandas, desejos e
modos de vida / [en] This master s thesis is the result of a documentary and bibliographic research
conducted during the global pandemic caused by COVID-19 (2020-2022). The
objective of this work was to qualitatively analyze the directions given by Brazilian
migration policies during the pandemic and its repercussions on the Venezuelan
nationality group, since this is the largest migratory flow to Brazil in this period.
We used documentary analysis as a methodological tool, which enabled the
gathering of legal- normative documents related to the humanitarian reception of
Venezuelan migration by the Brazilian State in the period from 2018 to 2021 and
after an overview of the material produced by federal agencies, we selected the
documents to be analyzed in the context of the pandemic. The countries of the
Global-South have been the main routes of migration of Venezuelan citizens and
what we can observe regarding the implemented migration policies, is that the ways
of conceiving and executing them are very diverse and are linked to the process of
regional formation, and social, political and economic aspects of each country,
despite international humanitarian protection and refugee treaties. In the Brazilian
case, the reception of Venezuelan migrants is crossed by the militarization and
regulation of the borders and by precarious practices of reception, even though there
is a change of paradigm in the legal framework that moves towards the
consolidation of Brazil with a more democratic and protective legislation in relation
to international migration. During the pandemic, we can see an inflexion in the
reception of migrants as of the closing of territorial borders by successive
interministerial ordinances under the pretext of epidemiological prevention. Given
the setbacks in the guarantee of rights, it was observed that the design of migration
policy today is still fragmented and contradictory, with challenges and problems
that do not guarantee the migrant and/or refugee universal access to the Brazilian
social protection system. The lack of implementation of intersectoral public policies
in the three spheres of government that welcome migrants based on their
specificities, vulnerabilities, demands, desires and ways of life.

[pt] Esta tese é o resultado de uma pesquisa de inspiração etnográfica sobre o refúgio como prática de injustiça epistêmica, analisado por meio do universo brasileiro da elegibilidade e dos processos de produção de significados sociais. A concepção de injustiça epistêmica está relacionada a duas importantes práticas epistêmicas: produzir e compartilhar o conhecimento com outros por meio do testemunho e fazer sentido das próprias experiências sociais. A tese busca, assim, examinar a produção e a transmissão do conhecimento nos processos burocráticos da elegibilidade, isto é, na determinação do status de refugiado, e as formas de representação midiática em torno da figura do refúgio e seus sujeitos. Para tanto, a análise contou com uma pluralidade metodológica composta por trabalho de campo por meio da realização de entrevistas e abordagem com corpus através do uso de softwares específicos. A partir disso, a tese analisa o espaço das práticas epistêmicas que atravessam a categoria do refugiado e podem contribuir para a produção de injustiças, afetando a vida de solicitantes de refúgio e refugiados no Brasil. / [en] This thesis is the result of a research on asylum as epistemic injustice, analyzed through the Brazilian eligibility process and the practices of media representation in the country. The concept of epistemic injustice is intimately related to two crucial epistemic practices: conveying knowledge to others and making sense of our own social experiences. Hence, the two main aims of the research are the analysis of knowledge production in the bureaucratic process of eligibility (or refugee status determination process, RSD) and the investigation on how the Brazilian mainstream media represents refugees. To this end, the pluralistic research methods used consist of interview-based fieldwork and corpus linguistics with the help of specific software. The thesis therefore analyzes the space of epistemic practices that have an impact on the refugee category and may contribute to the production of injustices, affecting the lives of asylum seekers and refugees in Brazil.

Organizações Não-governamentais, Organizações Internacionais, e a entrevistas semi-estruturadas com oito pessoas migrantes venezuelanas LGBTI+, tendo o objetivo de abordar
dimensões variadas da integração, palavra que merece olhares críticos a partir da percepção de
que gênero e sexualidade perpassam a infra-estrutura migratória, mesmo em se tratando da cis-heterossexualidade, desde a decisão de migrar até a (longa e contínua) chegada no local de
destino. O deslocamento de pessoas venezuelanas para o Brasil, assim como a intensificação
de fluxos de pessoas de outras nacionalidades buscando refúgio em território brasileiro na
década de 2010, vem levantando a necessidade de revisões de políticas migratórias nos níveis
federal e local que, embora tenham recentemente se multiplicado, requerem maiores debates
sobre a participação de migrantes, sobre seus direitos políticos enquanto cidadãos, e sobre as
importantes interseccionalidades que perpassam raça, gênero e sexualidade, ponto focal desta
tese. Por fim, as entrevistas semi-estruturadas lançarão luz sobre como as políticas LGBTI+ e
os desdobramentos da cidadania sexual no Brasil incidem sobre a vida das pessoas
entrevistadas, que acabam por fazer sentido de si mesmas ao narrar sobre as espacialidades e
pertencimentos que perfazem suas vidas no Rio de Janeiro. Perspectivas de interseccionalidade
e posicionalidade serão fundamentais para a reflexão de que as categorias de
migração/migrante, refúgio/refugiado e gênero e orientação sexual se realizam a partir de
processos materiais e históricos cujas incorporações acontecem de modos relacionais e
contingentes que constróem e são construídos por experiências de discriminações e
destituições. Por outro lado, permitem brechas e negociações para estratégias de sobrevivência
e aspirações subjetivas e objetivas sobre o presente e o futuro. / [en] This doctoral dissertation deals with infrastructural and affective perspectives of the
integration of Venezuelan LGBTI+ people in the city of Rio de Janeiro. For this purpose, it
draws on the literature on migration, gender and sexuality; on reports and documents from
Non-governmental Organizations, International Organizations; and semi-structured interviews
with eight Venezuelan LGBTI+ migrants, with the aim of addressing varied dimensions of
integration, a word that deserves a critical gaze based on the perception that gender and
sexuality permeate the migratory infra-structure, even when it comes to cis-heterosexuality,
from the decision to migrate to the (long and enduring) arrival at the destination. The
displacement of Venezuelan people to Brazil, as well as the intensification of flows of people
from other nationalities seeking asylum in the Brazilian territory in the 2010s, has raised the
need of revisiting migration policies at the federal and local levels which, although have
recently multiplied, require greater debates on the participation of migrants, on their political
rights as citizens, and on the important intersectionalities that permeate race, gender and
sexuality. Finally, the semi-structured interviews will shed light on how LGBTI+ policies and
the developments of sexual citizenship in Brazil affect the lives of the people interviewed, who
make sense of themselves as they narrate the spatialities and belongings that make up their
lives in Rio de Janeiro. Perspectives on intersectionality and positionality will be fundamental
to the reflection that the categories of migration/migrant, asylum/refugee and gender and sexual
orientation are realized through material and historical processes whose embodiment occurs in
relational and contingent ways that construct and are constructed by experiences of
discrimination and destitution. On the other hand, it allows strategies of survival and subjective
and objective aspirations about the present and the future.

[pt] O modelo tradicional de família - na sua forma nuclear mãe,
pai e filhos - passou por inúmeras alterações ao longo das
últimas décadas. As principais transformações deste modelo
ocorreram, na América Latina, nos anos 80 e 90, com a
marcada inserção da mulher ao mercado de trabalho e aos
novos âmbitos educacionais, de forma paralela às repetidas
crises econômicas e a inovadores parâmetros jurídicos e
ideológicos da denominada pós-modernidade. O presente
trabalho pretende analisar as principais mudanças na
estrutura familiar das últimas duas décadas em dois grandes
centros urbanos do Brasil e da Argentina, Rio de Janeiro e
Buenos Aires. Procuramos, assim, evidenciar semelhanças e
diferenças nas trajetórias que a vida íntima e familiar
destes dois países percorreram até a contemporaneidade. / [en] The traditional family model - in its nuclear form: mother,
father and children - has gone through innumerable
alterations during the last decades. The main
transformations of this model occurred, in Latin America,
during the 80´s and 90´s, with the remarkable insertion of
women into the labor market and into new educational
contexts, echoing the repeated economic crises and the
innovative legal and ideological parameters of the so
called post-modernity. The present work intends to analyze
the main changes in the family structure of the last two
decades in two of the biggest urban centers of Brazil and
Argentina, Rio de Janeiro and Buenos Aires. In this sense,
we seek to pinpoint similarities and differences in the
trajectories of family life and intimacy in those two
countries up to the present time.
