[pt] Esta dissertação se propõe a constituir uma práxis
científico-acadêmica
comprometida com a transformação geo-histórico-social de
um corpo d´águaobjeto
num corpo-d´água-sujeito, ou seja, no reconhecimento de
um
corpo d´água
constituído pelas ações humanas em recortes culturais.
Decidiu-se também pela
visão biorregional com o objetivo de resgatar uma
conexão
entre as comunidades
humanas (recuperação histórica, simbólica e cultural) e,
uma comunidade biótica,
pois é imprescindível a obtenção desse tipo de
conhecimento para essa pesquisa.
Evoca-se o rio Piraí enquanto ícone de pertencimento na
construção das
identidades socioambientais da população do município de
Piraí-RJ, com o
propósito de apontarmos elementos para ações afirmativas
de cidadania. O curso
do rio Piraí sofreu por duas ocasiões modificações
significativas provocando
grandes mudanças ambientais e conseqüentemente profundas
alterações socioculturais.
Buscou-se o resgate de sua história pela memória de seus
sujeitos,
socioambientais, sua sacralização velada e desvelada
pelas
representações
identitárias dos mesmos, e fundamentalmente, sua
profanação ambiental. Faz-se
necessário a ressignificação dos conceitos de corpo e
água, para enfocarmos o
corpo-d´água em seu devir sócio-cultural, em seus
cursos,
percursos e
transcursos de territorialidade e (des) territorialidade
objetivando a construção de
uma nova realidade tendo em vista a qualidade de vida de
sua população. / [en] The purpose of this text is to be academic-scientific
praxis commited with
a geo-history-social transformation of a object body of
water in a subject body
of water, in other words, recognize the body of water as
formed by human
cultural scraps. It was decided for a bioregional vision
with the purpose of
rescue human community (simbolism, history and culture)
and biotic community
connection, since it is essential to get this kind of
knowledge to this research. It´s
necessary evoke the Piraí river as a icon of pertinence in
the contruction of the
social-environmental identity of the Piraí cintizens, to
indicate elements for
positive actions of citizenship. The Piraí river was
subject of two major changes
that resulte in large environmental changes and
consequently, deep social-culture
transformations. That is of acept rescue the river as body
of water, its history
redeemed by the memory of its enviromental subjects, its
sacredness, veiled and
unveiled by its representations of identities, and
profanity. It´s necessary to
remake the meaning of water and body concepts, to evoke
the body of water in
its social culture devir, in its streams, route and course
of territoriality and (not)
territoriality, with the purpose of constructing a new
reality aiming at the quality
of life of its population.

[pt] O que (também) se pode esperar de nossas favelas, se
desrespeitadas em suas particularidades elas têm sido
vistas sob um único prisma: território de aglomeração de
camadas pobres? Esse modelo hegemonicamente construído de
olhar a favela surge identificando seus moradores como
classes perigosas, a por em risco nosso mundo
ilusoriamente
portador de uma realidade coerente. No universo
acadêmico,
nosso discurso especializado costuma remeter nossas ações
mais para a situação de risco da comunidade assistida do
que para suas capacidades e seu potencial. O objetivo
deste
trabalho é compreender o morador da favela como quem, ao
olhar a cidade, pode se inserir na construção de uma
proposta coletiva para o viver em sociedade e pode
elaborar
criativamente para si sua experiência de pertencimento.
Metodologicamente, foi tomada por base a pesquisa-ação. A
partir das categorias centrais evidenciadas na prévia
leitura bibliográfica e das que emergiram do material
empírico, procedeu-se um exame qualitativo dos discursos
e
das informações recolhidas através de diário de campo.
Foi
escolhido o Grupo Eco/adolescente, formado por jovens
moradores da favela de Santa Marta, em Botafogo, Rio de
Janeiro. A dissertação discute como esse espaço contribui
na busca pele realização do ideal da cidade cerzida e
no resgate da singularidade dos atores envolvidos. / [en] What can we (also) get from our slums, if they are not
respected in their singularities? They had been
contemplated under only one aspect: poor classes
territory of agglomeration. This hegemonic approach about
the slums emerges classifying their people as dangerous
classes, which bring a risk to our world that is an
illusory way to possess a coherent reality. In the
academical universe, our specialized speeches use to focus
our actions on the risk situation of the helped people
instead of doing so on their capacities and their potential.
The aim of this work is to understand - by the whole city
point of view - the slum inhabitant as someone who can be
part of the construction of a collective proposal of living
in a single society and who can develop for himself, in a
creative way, his own experience of taking part of it. The
methodology applied here was the research-action approach
(field trip). From the central categories that were taken
as relevant in the previous bibliography reading material
and from which the empirical material was collected, we
proceeded into a qualitative examination of the speeches
and information we got from a campfield diary work. The
ECO/adolescents Group, composed of young inhabitants
from Santa Marta slum, in Botafogo, Rio de Janeiro, was
chosen as this field for our investigation. This work
analyses how the mentioned group contributes to make real
the ideal of the darned city and to rescue the identity of
the actors involved on this.

alternativas de
trabalho e renda, organizadas pelos projetos de
empreendedorismo social
proporcionam para as pessoas participantes dos grupos
produtivos um tipo de
cidadania social. Partimos da premissa que este tipo de
cidadania não está
vinculado às normativas do Estado, considerando que é um
tipo de cidadania que
atende demandas específicas de cada grupo em seus locais de
moradia. São
demandas que nem o Estado nem o mercado resolvem, ficando
por conta
principalmente das ONGs que atuam nestes lugares: espaços
populares (favelas e
periferia da Região Metropolitana do Rio de Janeiro). Não
obstante, verificaremos

work and
income, organized by social entrepreneurship projects,
provides to those people
that participates of the productive groups a kind of social
citizenship. It begins
with the premise that this kind of citizenship is not
bounded to the State
normative, considering that it is a kind of citizenship
that meet specifics demands
of each group in their places of residences. They are
demands that neither the
State nor the market resolve, being mainly on account of
NGOs that work in these
places: popular areas (slums and outskirts of the
metropolitan region of Rio de
Janeiro). However, this work checks three fundamental
aspects to discuss the
issue of social entrepreneurship: the urban socio-space
organization, the quality of
citizenship of those who inhabit the popular spaces and the
opportunities and
challenges of social entrepreneurship front of productive
restructuring in the
world of work.

[pt] Este trabalho se destina a refazer o percurso de desenvolvimento da
cidadania a partir do fortalecimento dos valores da liberdade e da igualdade no
contexto da modernização do Ocidente. O desenvolvimento gradual dos direitos
humanos, enquanto direitos de cidadania, percorreu direções diversas, segundo as
influências político-valorativas que inspiraram sua normatização pelas regiões do
planeta que aderiram à revolução individualista. Deste modo, a permanente
dificuldade de equacionar, ao mesmo tempo, a garantia dos direitos de liberdade e
dos direitos de igualdade tem se mostrado ser a divergência central que impede a
conquista da cidadania em sua totalidade. Percebe-se, assim, a condição flutuante
que o conceito de cidadania adquire, entendido como uma construção histórica,
diante das forças em disputa para a definição dos caminhos de desenvolvimento
social, cultural e econômico que as sociedades optaram para si. Os movimentos
sociais, como principais atores de uma sociedade civil organizada para a mudança
social, neste sentido, aparecem como meio principal de definição de valores e
práticas, seja na esfera da vida quanto no mundo institucional, com vistas à
conquista de uma cidadania cada vez mais planetária. Sua ação, portanto, será
objeto central desta análise por meio da realização de um estudo de caso sobre o
processo do Fórum Social Mundial durante os onze anos de sua existência atento
ao atual estado de organização da sociedade civil no contexto brasileiro pós

mundo. / [en] This work is intended to retrace the path of development of citizenship
based on the strengthening of the values of liberty and equality in the context of
western modernization. The gradual development of human rights as rights of
citizenship, traveled several directions, according to political-valorative influences
that led to its normalization at the regions of the planet who joined the
individualistic revolution. Thus, the continuing difficulty of overcoming, at the
same time, safeguarding the rights of liberty and equality has been shown to be
the central divergence that prevents the achievement of citizenship in its entirety.
It is clear, therefore, the floating condition that the concept of citizenship acquires,
understood as a historical building while under the influence of competing forces
to define the paths of social, cultural and economic development societies have
chosen for themselves. The social movements as major actors of civil society
organized for social change, in this sense, appear as the primary means of shaping
social values and practices, whether in the sphere of life and in the institutional
world, with the aim to increase citizenship globally. Their action, therefore, is the
central object of this analysis. To accomplish this goal, will be realized a case
study on the World Social Forum process during the eleven years of its existence
with emphasis on the current state of civil society organization in the brazilian
post democratic context, from the consequences of the phenomenon that the
deepening of the hegemonic capitalist globalization has brought to this country
and around the world.

[pt] O objetivo da tese é investigar como a admissão da dupla
cidadania pela
lei de nacionalidade portuguesa, ao se sobrepor a uma
cidadania européia, permite
novas configurações para a noção de cidadania,
desagregando os limites da
participação e do pertencimento nacionais. A
convergência nas leis de
nacionalidade dos Estados-membros e a tolerância à dupla
cidadania,
características do processo de integração europeu, só
podem ser compreendidas a
partir do contexto social dentro do qual se processam
suas interações. Desde a
década de 70, as migrações têm colocado uma série de
questões sobre como os
Estados e o processo de integração europeu podem e devem
responder aos
desafios trazidos pela diversidade com a globalização.
Após a consolidação do
espaço Schengen, a institucionalização da União Européia
tem gerado uma nova
lógica de exclusão, além daquela centrada no Estado-
nação, que opõe a
comunidade de cidadãos europeus àqueles que não são
nacionais e, portanto, são
imigrantes, principalmente os ilegais e sem
qualificação. Mas, se ela reforça e
reconstrói lógicas de exclusão tradicionais, fornece
também, baseada em seu
compromisso com os direitos humanos, um novo campo para
a discussão acerca
da integração das comunidades imigrantes já existentes.
O Estado português,
nesse sentido, tem desenvolvido uma relação dialética
entre a proximidade
histórica e cultural do mundo lusófono com as
prioridades do processo de
integração europeu. Ao analisar as mudanças das leis de
nacionalidade de
Portugal e sua tolerância à dupla cidadania a partir de
década de 80, pode-se
verificar como aqueles que obtêm a nacionalidade
portuguesa - especialmente os
descendentes de portugueses provenientes de ex-colônias -
têm a oportunidade de
participar do processo excludente da cidadania européia,
deslocando, ao mesmo
tempo, as fronteiras comunitárias para além dos limites
territoriais da União. / [en] The goal of this dissertation is to explore how dual
citizenship conceded
by the Portuguese nationality legislation, overlapped with
the European
citizenship, allows the formation of new ideas of
citizenship, dissolving
boundaries of national participation and belonging. The
confluence of nationality
legislations of the member-states and the tolerance for
dual citizenship, as
characteristics of the European integration process, can
only be understood in the
social context in which interactions occur. Since the
1970s, migrations have raised
questions about how states and the European integration
process could and should
deal with the challenges brought by diversity in a
globalized world. After the
consolidation of the Schengen area, the
institutionalization process within the
European Union has gone beyond the nation-state, creating
a new logic of
exclusion, in which a community of European citizens
offers resistance to those
who are not nationals, therefore to those who are (mostly
illegal or non-qualified)
immigrants. In fact, this logic reinforces and
reconstructs traditional logics of
exclusion, but because of its compromise with human
rights, it also offers a new
topic of discussion related to already existent immigrant
communities.
Accordingly, the Portuguese state has developed a
dialectic relationship between,
in one hand, its historical and cultural proximity with
the Portuguese-speaking
world and, in the other hand, the priorities of the
European integration process.
Since the 1980s it is possible to verify changes in the
Portuguese nationality
legislation and in its tolerance to dual citizenship. In
this sense, those who obtain
the Portuguese nationality - especially descendants of
Portuguese immigrants
born in former colonies - have the opportunity to
participate in the exclusionary
process of the European citizenship, at the same time
pushing the communitary
boundaries beyond the territorial limits of the Union.

[pt] O presente trabalho teve por objeto a investigação e análise de audiências
de conciliação envolvendo lides de consumo. O corpus foi composto por seis
audiências gravadas e transcritas na íntegra. O objetivo geral do estudo foi o
exame dos modos de apresentação do self projetados pelas partes, assim como das
faces atribuídas e reivindicadas pelas mesmas e dos papéis co-construídos. No
entanto, o objetivo específico foi ver como essas categorias analíticas se
mostravam relevantes para a tomada do acordo. Uma vez eleita esta última meta,
apenas três audiências foram analisadas verticalmente, posto que só aquelas com
acordo interessavam ao estudo. Essas audiências foram segmentadas e descritas
em fases – desde o relato até a reparação do dano através do termo do acordo.
Uma fase, entretanto, interessou mais a este trabalho. Trata-se da fase da proposta
resolutória, em que o mediador tenta chegar a uma proposta comum para
reclamante e reclamado. Neste momento interacional, o papel do mediador se
mostrou central. As faces construídas e as apresentações de self dos demais
interagentes emergiram como projeção do mediador ou como contraponto ao que
era por ele estabelecido. Na análise pormenorizada de cada audiência, verificou-se
a emergência de formatos de papel fundamentais à tomada do acordo. Um destes
formatos foi o da cidadania, através do qual a mediadora desempenhou o papel de
intérprete e aplicadora da lei. O outro formato foi o do personalismo, em que a
mediadora desempenhou um papel de facilitadora do acordo. Neste último caso,
um diálogo com teorias antropológicas sobre o Brasil fez-se imprescindível para a
compreensão do aqui e agora interacional. A categoria do jeitinho emergiu como
estratégia para garantir o acordo e até mesmo o exercício do direito. / [en] The present work aims at investigating and analyzing conciliation hearings
which involve consumption conflicts. The data is composed by six hearings
entirely recorded and transcribed. The overall objective of this study was to
evaluate the forms of presentation of self projected by the parties, as well as of
faces assigned and claimed by them and their co-constructed roles. However, our
specific objective was to see how these analytical categories would appear
relevant to the agreement-making process. Once this last aim had been
established, we analyzed just three hearings, since we were only interested in
those where an agreement had been reached. Those hearings were divided and
described in phases – from the report until the action for damages as established
by the agreement. One phase, however, seemed to be more interesting to this
study. It was the resolutory proposal phase, in which the mediator tried to
establish a common proposal for both responded and complainant. In this
interactional moment, the mediator’s role was of utmost importance. The
constructed faces and the presentations of the other interactants’ selves emerged
as a projection of the mediator or as a counterpoint to what had been established
by him/her. In the detailed analysis of each hearing, we have observed the
emergence of role formats essential to the agreement-making process. One of
these formats was that of citizenship, through which the mediator played the role
of spokeswoman and law enforcer. The other form was that of personalization, in
which the mediator played the role of an agreement facilitator. In this last case, a
dialogue with anthropological theories about Brazil was indispensable to the
understanding of the interactional here and now. The category of jeitinho has
emerged as a strategy to secure the agreement and even the practice of law.

[pt] O presente trabalho tem como objeto de estudo o papel desempenhado pelas
religiões de matriz africana na construção da identidade racial de mulheres negras.
Ele tem como locus de análise a Comunidade Terreiro Ilè Ase Iyemonja Omi
Olodo, localizada em Porto Alegre, Rio Grande do Sul. Os conceitos território e
territorialidade são discutidos e apropriados, dada a sua importância para a
construção da identidade negra. Os movimentos de resistência negra no Brasil são
aqui tratados no marco da globalização. Nosso objetivo é o de contribuir para a
construção do conceito identidade negra positiva, uma meta de diversas
expressões dos movimentos de resistência e afirmação da população negra.
Entendemos que o tema, tomado pelo Serviço Social, se constitui em desafio e
oportunidade para a atuação desse profissional. Abordamos o caminho percorrido
pela mulher negra na construção de sua cidadania, enquanto novo sujeito de
direitos nos marcos do texto Constitucional de 1988. Considerando a mudança de
tendência nas políticas sociais e, conseqüentemente, na construção da cidadania,
discutimos também a relação das mulheres negras com as políticas públicas
brasileiras. São apresentados aspectos importantes na construção do Batuque no
Rio Grande do Sul, com destaque para a centralidade das mulheres nessa religião.
O trabalho realizado no campo de pesquisa aponta para a relevância da religião de
matriz africana na construção do novo sujeito social mulher negra e para a
importância que as políticas públicas têm para a construção da cidadania das
mulheres negras. / [en] The present work deals with the role played by the religions of African
ancestrality in the construction of black women racial identity. The field work was
based on the Comunidade Terreiro Ilè Ase Iyemonja Omi Olodo, located in the
city of Porto Alegre, Rio Grande do Sul Estate. The concepts territory and
territoriality were discussed to be used as references due to their importance to the
construction of black identity. The Brazilian black resistance movements are
analysed within the globalization historical frame. Our goal is to contribute to the
construction of the concept black positive identity, an idea sustained by many
representations of resistance and affirmation movements of the black population.
We believe that this theme, if taken by the Social Work area, will serve as a
challenge and an opportunity for Social Workers. This work describes the road
taken by Black woman towards the construction of her citizenship as a new
subject of Rights in the Brazilian Constitution of 1988. Taking in consideration
the recent trend changes of the Social Policies and, as a consequence, in the
construction of citizenship, we discuss the relationship between black women and
Brazilian Public Policies. Furthermore, we present some important aspects of the
construction of the Batuque in Rio Grande do Sul, with emphasis on the centrality
of women in that religion. The results of the field work sustains the relevance of
the religions of African ancestrality for the construction of the new social
subjetc black woman and the importance of Public Policies to the construction
of black women citizenship.

[pt] Esta tese discute aspectos relativos à mudança discursiva que vem ocorrendo no campo da educação em ciências, na qual a finalidade de educação para a cidadania assume uma posição central. Com o objetivo de identificar e situar as tensões inerentes a essas mudanças e as perspectivas sobre cidadania que aí se inscrevem, nos debruçamos sobre as relações que se estabelecem nas ações de regulação governamental da produção de livros didáticos para a educação pública brasileira. Para isso, nos apoiamos no arcabouço teórico-metodológico da análise crítica do discurso, perspectiva que considera os textos como integrantes
das práticas sociais e busca discernir como os discursos tomam parte e orientam as mudanças. Esta visão enfatiza o caráter socialmente e historicamente situado dos textos e destaca relação dialética entre os discursos e as práticas sociais, ou seja, os textos modulam as práticas sociais, ao mesmo tempo em que são modulados por elas. A proposta metodológica da ACD - no que tange a abordagem das relações discursivas que se configuram nos eventos sociais - opera com o conceito de interdiscursividade e as categorias de discursos, gêneros e estilos, elaboradas a partir do diálogo com as contribuições dos estudos da linguagem desenvolvidos por Bakhtin, Foucault, Halliday e Bernstein e das noções de ideologia e hegemonia. Com base nessa perspectiva analítica abordamos os discursos sobre educação em ciências e cidadania que se inscrevem nos textos do Programa Nacional dos Livros Didáticos, a política governamental
de avaliação e compra dos livros didáticos para a educação pública e os textos dos livros de ciências no sentido de apreender os sentidos que a cidadania adquire nesta cadeia de textos. Nossas análises apontam para uma recontextualização dos discursos sobre ciência e cidadania que circulam no campo da educação em ciências no texto do PNLD. Nesse movimento, os debates do campo da pesquisa em educação em ciências são recontextualizados na forma de uma retórica de conclusões, por meio de uma série de prescrições e asserções, adotando uma estratégia comunicativa típica das reformas, baseada na asserção de rupturas e substituições de um modelo por outro, que apagam as tensões inerentes às mudanças. De modo diferente, no caso dos livros didáticos analisados nossas análises apontam que estas tensões estão profundamente marcadas nos textos, o que ressalta o caráter de luta hegemônica entre as práticas estabelecidas e as tentativas de mudança. / [en] This thesis discusses aspects relating to the discursive change that is
occurring in the field of science education, in which the purpose of citizenship
assumes a central position. With the purpose of identifying and situating the
tensions inherent to these changes and the different perspectives on citizenship,
we discuss the relations established in the governmental regulation actions of
school science textbooks production. Our analysis were based on the Critical
Discourse Analysis framework, an methodological approach that considers texts
as components of social practices and searches on comprehend how discourses
figures in these practices and orientate social changes. In this perspective, texts
are pointed out as a social and historical construction and in a dialectical relation
with discourses and social practices. Critical discourse Analysis methodological
framework works with de concept of interdiscursivity and the categories of
discourses, genres and styles, elaborated in the dialogue with the contributions of
the language studies developed by Mikhail Bakhtin, Michel Foucault, Michael
Halliday and Basil Bernstein and with the notions of ideology and hegemony.
Based on this framework, our analysis of the discourses on science education and
citizenship were performed in a set of texts of the Programa Nacional do Livro
Didático (PNLD), the public policy of evaluation and purchase of school
textbooks and in a set extracted from the textbooks, with the goal of apprehending
the meanings of citizenship in this textual chain. Our analysis points to a
recontextualization of the debates on science and citizenship performed in the
field of science education research in PNLD’s texts. In these movements, the
debates are recontextualized in the form of a set of prescriptions and assertions,
adopting a communicative strategy typical of the educational reforms, based on
ruptures and replacements, which wipes off the tensions inherent to changes.
Differently, the analysis of the textbooks points that these tensions are deeply
marked on the text, which stresses the character of hegemonic struggle between
the established practices and the attempts to change.

[pt] O debate sobre a (des)igualdade aflora no seio social dos Estados, especialmente naqueles que implantam uma proposta democrática. Igualdade é pressuposto de democracia e projeta-se também no processo penal. Apesar de afirmar a igualdade de armas entre as partes, identifica-se que as desigualdades materiais não são compensadas dentro do processo público, sobretudo nas sociedade latino-americanas. As garantias processuais acabam afirmando, paradoxalmente, a igualdade de sujeitos desiguais. Esta realidade se agrava no contexto da América Latina quando, tanto o Direito Penal quando o Processo Penal, desempenham uma função de controle de massas, de caráter clientelista, orientado a conter possíveis insatisfações da grande massa de excluídos. O principal objetivo deste trabalho, é pois, compreender a participação do acusado no processo penal, inserido no modelo predominantemente acusatório, procurando harmonizar a garantia de igualdade formal à desigualdade material, a fim de que efetivamente se assegure a garantia de acesso a Justiça Penal a todos os cidadãos. Promover-se-á, dessa forma, uma crítica ao processo penal, onde a participação do acusado, em igualdade de condições formais e materiais, na formação do provimento final deve ser compreendida como pressuposto de legitimação da aplicação do Direito Penal, igualdade essa alcançada, sobretudo, pela afirmação de amplitude de defesa ao acusado pelo Estado. A pesquisa busca fundamentação na teoria do Garantismo Penal, de LUIGI FERRAJOLI, que situa o contraditório e a ampla defesa como técnicas jurisdicionais normativamente admitidas, assegurando ao acusado, sobretudo aos excluídos dos projetos neoliberais, igualdade de participação na formação da verdade a ser encerrada pelo provimento final. / [en] The discussion about (in) equality appears in the social aspect of the States, specially those wich implemented a democratic proposal. Equality is a presupposition of democracy and also projects itself in the criminal process. Despite affirming the equality between the parts, it is identified that the material inequalities are not compesated inthe public process, mainly in the Latin American societies. The reality is aggravated in the context Latin America when, both Criminal Law ans the Criminal Process, have as its main function Mass Control, of a Patronage system, oriented to contain the possible unsatisfactions of great number of excluded individuals. The main objective of this paper is to understand the participation of the accused individual in the Criminal Process inserted in the predominantly accusatory model, trying to cope with the guarantee of formal equality and the material inequality, so that it effectively reassure the guarantee of access to the Criminal Law to all citizens. The research is based on Teoria do Garantismo Penal ( Criminal Guaranteeing Theory) by Luigi Ferrajoli, that situates the contradictory and the ample defense with jurisdictional technics normatively accepted, assuring the accused, above all the excluded from the neoliberal projects, equality in participation int the formation of the truth to be enclosed by the final provision.

realizá-lo foi necessário indagar
que tipo de leitor se tinha em mente quando se afirmava,

mecanismos para incentivar a
leitura. Tal indagação tornou imprescindível o exame de
textos através dos quais
pudessem ser depreendidas diferentes representações do
leitor, evidenciadas nas
intenções e gestos de gestores públicos, intelectuais,
editores, políticos e outros
personagens atuantes no período abordado - isto é, aquele
que se inaugura com a
chegada no Rio de Janeiro dos primeiros prelos, em 1808, e

projects that intended to
construct a readers community in Brazil from 1808 - the
beginning of press in
Brazil - until to 1945 - last year of Gustavo Capanema in
the Education and
Health Ministery of Brazil. Considering such aim, it is
analyzed which type of
reader was legitimated when it was asserted that it would
be necessary to improve
reading. It was also analyzed why it was considered
evident the fact that there
weren´t readers in Brazil. For this analysis,
representations of readers, that is
intentionalities and gestures of intellectuals,
politicians, public managers, editors
and other social actors, were researched in different
texts, such as newspapers,
legislative texts, besides literature, especially Machado
de Assis, Lima Barreto
and Graciliano Ramos´ novels.
