兩岸新產品專案之技術知識特質與知識創新管理研究-以資訊硬體產業為例 / A Study on Relationship of Characteristics of Technological Knowledge and Knowledge Innovation Management on NPD Project in Taiwan and Mainland China--A Case Study of Computer Manufacturing Industry

本研究以兩構面「技術知識的特質」和「知識創新管理」探討台灣母公司與大陸子公司間之新產品專案進行方式。以技術知識的特質分類中之技術知識的複雜度、技術知識的可分割程度、技術知識的外顯程度、技術知識的標準化程度和技術知識的路徑相依度,研究台灣母公司和大陸子公司合作進行專案,其中著重在專案內知識管理流程和技術特質間的相關性探討,在兩岸合作的專案中主要以台商直接投資大陸的廠商為個案內容,也就是進行於台灣母公司和大陸子公司間的專案。   而所探討的產業為資訊硬體產業,在產業中個案的選擇考量以廠商產品種類集中、專案產品與企業業務內容一致、投資大陸時間長和廠商在產業內為領先廠商為主,選擇廠商業務內容有資訊儲存設備、資訊產品精密零組件、電腦輸入裝置、電腦鍵盤、LCD背光板和數據機等六個個案,為個案分析的主體。   研究所得的結論為「技術知識複雜度會影響專案團隊的異質性」、「技術知識可分割程度影響兩岸之間合作模式」、「技術知識可分割程度會影響專案溝通進行方式」、「技術知識外顯程度會影響專案知識在兩岸間的交付模式」、「技術知識外顯程度會影響專案負責人所具備的知識背景」、「技術知識標準化程度會影響知識的主要來源」、「技術知識路徑相依度與大陸子公司技術能耐有關」、「資訊硬體產業內中小企業投資大陸主要受兩股力量的影響,其中一股拉力來自人工成本的考量,另一股推力來自企業客戶的壓力」等。   並依研究結論提出具體建議,對產業界提出針對投資的外部環境和廠商內部組織運作上兩方面,在投資外部環境上有「掌握大陸經營環境的變化」、「善用大陸的資源」、「重視產業互動和加強廠商互助」等,在廠商內部組織運作上有「廣泛的吸收資源網路中的知識並引進不同背景的員工」、「建構資訊管理系統有效儲存知識」、「利用知識技術的可分割性,建立企業的競爭優勢」、「有效運用組織內部成員意見,促進產品知識創新」等具體建議。 / This study discussed how the characteristics of technological knowledge influence the knowledge management, including input, adsorption and integration, storage, and circulation via NPD project in Taiwan and Mainland China. Furthermore, the purpose of this study was to discuss the following topics:   1. How does the knowledge transfer via NPD project from Taiwanese company to China subsidiary company?   2. What characteristics of technological knowledge do the NPD projects have in Taiwanese company and China subsidiary company?   3. What is the relationship between the characteristics of technological knowledge and NPD project knowledge management?   According to the analyses of six cases in computer manufacturing industry, the study has generated the following conclusions:   1. The complexity of technological knowledge characteristics can affect the composition of team members.   2. The segmentation of technological knowledge characteristics can affect the model of cooperation in the project in Taiwanese company and China subsidiary company.   3. The segmentation of technological knowledge characteristics can affect the communication style in the project.   4. The explicitness of technological knowledge can affect the model of project transfer.   5. The explicitness of technological knowledge can affect the background of project leader.   6. The standardization of technological knowledge can affect the input of knowledge.   7. The relative technology ability in China subsidiary company can affect the path dependency of technological knowledge.   8. Two driving forces influence the investment in computer manufacturing industry in Mainland China, one is customer's suggestion, the other is labor costs.

中鼎工程公司設計部門核心能耐的建構機制之研究-以知識管理的觀點 / The core competence establishing mechanism of CTCI engineering departments - knowledge management perspective

本研究以中鼎工程公司為個案,針對各專業設計部門主管以問卷調查的方式,探討國際統包工程公司設計部門應有的核心能耐,並採取知識管理的觀點,探討此核心能耐的建構機制。 研究結果發現國際統包工程公司設計部門的核心能耐為「工程設計整合能力」。此整合能力包括(一)跨設計部門整合(二)軟硬體資訊平台整合(三)EPCK整合(四)專案目標整合(五)企業文化整合。國際統包工程公司為確保設計的品質,會訂定嚴謹的作業準則、進行紮實的教育訓練;並全力發展整合性設計平台,以縮短設計時程與減少重做成本;除此之外,也強調總成本觀念,在設計階段即考量採購、建造與試車的各種要求。國際統包工程公司為能在國際市場充分發揮出團隊的效能,設計人員需具備充分的專業技術能力,並輔之以管理領導能力與英語溝通能力。而公司的企業文化,諸如專業、誠信、團隊合作與創新,則是促進整合的關鍵底蘊。業主對國際統包工程公司品牌商譽特別重視,品牌商譽是所有努力的綜合結果,有賴長期的蓄積。國際統包工程公司設計部門為蓄積核心能耐,會致力促使知識載體與知識活動產生正向循環,以提升競爭優勢。 研究結果也提出個案公司亟待努力的改善建議,包括(一)應持續召募適合員工,以利長遠之發展,就既有之人力斷層,則應加速訓練養成(二)應加強供應鏈管理,嚴格管控設備廠商設計文件到位時程(三)應採取適切的績效考核與究責方式,使員工產生積極整合態度(四)應加強設計、採購、建造與試車部門之間的互動(五)應加強投入公司層級的研發活動(六)應加強與Licenser和Client等之合作,以拓展上游端(基本設計)與下游端(試車)的核心能耐。 / This case study investigates the core competence of the engineering department of international turnkey contractors and the establishing mechanism of such competence in terms of knowledge management. A survey is conducted on the engineering department managers of CTCI Corporation to supplement this study. Results show that engineering design integration is the core competence of the engineering department of international turnkey contractors. This includes the integration of (1) engineering departments, (2) hardware and software information platforms, (3) EPCK, (4) project objectives, and (5) corporate culture. International turnkey contractors will establish strict SOPs and provide solid education and training to ensure the quality of engineering work, and develop integrated design platforms to shorten design lead-time and reduce rework cost. Additionally, they emphasize cost concepts and consider the procurement, construction and commissioning requirements right at the beginning of design. Designers are equipped with adequate professional core competence, management and leadership competence, and English communication competence for international turnkey contractors to fully display team efficiency. Meanwhile, corporate culture, such as professionalism, sincerity, teamwork, and innovation, are also the keys to integration. As brand reputation is the synergy of all efforts and long-term accumulation, project owners pay special attention to the contractor’s brand reputation. Therefore the contractor’s engineering department is devoted to promote positive circulation of knowledge carriers and activities in order to build up core competence and enhance competitiveness. Suggestions for immediate improvement of the case company were also proposed, including (1) continue to recruit suitable employees to facilitate long-term development and accelerate training process to close the gap of existing interrupted staffing; (2) strengthen supply chain management and apply strict deadline on suppliers’ technical documents; (3) adopt appropriate and fair performance assessment to motivate employees; (4) encourage interactions among engineering, procurement, construction and commissioning departments; (5) reinforce corporate level R&D activities; and (6) promote cooperation with licenser and client to expand upstream (basic design) and downstream (commissioning) core competence.

國民小學教師知識管理、教師組織公民行為與學校創新經營效能之關係研究 / A study on the relationships among elementary school teachers’ knowledge management, organizational citizenship behaviors and effectiveness of school innovation management.

本研究旨在探討並驗證國民小學教師知識管理、教師組織公民行為與學校創新經營效能之關係。 本研究主要目的為: 一、修訂教師知識管理量表、教師組織公民行為量表以及學校創新經營效能自評量表。 二、了解教師知識管理、教師組織公民行為與學校創新經營效能之關係。 三、探索教師知識管理、教師組織公民行為與學校創新經營效能之現況,並探索增進學校創新經營效能的可行策略。 四、根據教師知識管理、教師組織公民行為與學校創新經營效能的相關文獻與國內的實證研究,提出可供參考的建議。 本研究主要採取「調查研究法」,以新北市與臺北市公立國民小學教師為研究對象,研究工具為研究者修編之「國民小學教師知識管理、教師組織公民行為與學校創新經營效能之關係調查問卷」。發出正式問卷870份,回收可用問卷517份,回收問卷可用率為59.4%。 問卷調查所得資料以SPSS for Windows 12.0版電腦統計套裝軟體進行平均數及標準差統計分析、T考驗、單因子變異數分析及多元逐步迴歸分析等統計方法處理分析。 本研究之研究結果如下: 一、國民小學教師普遍認同學校創新經營效能之效能,且對教師知識管理及教師組織公民行為有正向的知覺。 二、不同職務、不同服務年資、不同學歷的國民小學教師在「教師知識管理」、「教師知識管理」、「教師知識管理」層面的知覺有顯著差異。 三、國民小學教師知識管理、教師組織公民行為與學校效能有直接正相關。 四、國民小學教師知識管理、教師組織公民行為對學校創新經營效能具有正面預測力。

新藥研發是台灣生技發展的重點產業。新藥研發一般具有高投資、高風險與研發期長的特性。因此,有些公司會透過多角化的策略來分散風險。不過,在有限的資源與人力下,發展多角化的產品通常是個極具挑戰的任務。因此,本研究針對新藥研發公司,就其採取多角化的動機與策略來加以探討。 此外,在知識經濟的時代,知識已成為企業最重要的資產,如何透過有效的知識管理以提昇組織知識的價值,則是企業所重視的關鍵性議題之一。新藥研發屬知識密集產業,知識管理對於公司相當重要。因此本研究亦從知識特性的觀點(路徑相依度、不確定程度與競爭衝擊程度)來探討其對知識管理的影響。 本研究在方法上採取多重個案研究的方式,透過深入個案訪談與次級資料收集,所得到的結論如下: 1. 台灣新藥研發公司選擇多角化策略的動機相當多元。 2. 台灣新藥研發公司多角化的動機與多角化目標領域之路徑相依度有關。 3. 台灣新藥研發公司多角化目標領域技術知識的路徑相依度與競爭衝擊程度會影響其技術知識吸收的方式。 4. 台灣新藥研發公司多角化目標領域技術知識的路徑相依度會影響其組織設計、分工與人員式知識擴散的對象。 5. 台灣新藥研發公司進行多角化產品研發時,其知識蓄積活動上傾向於採取「機械-整合式」的蓄積方式。 / New drug development industry is one of the key biotech development areas in Taiwan. The nature of new drug development involves high investment, high risk and long development time. As a result, some companies develop diversification as a strategy to reduce the risk. However, the scarcity of resource and manpower makes developing diversified products particularly challenging. This study would focus on why these companies choose diversification strategy and which strategies they develop. Knowledge management is very important for companies in research-intensive industry. This study would also explore how the companies practice knowledge management on its diversified projects. In addition, this study uses technological knowledge characteristics (path dependence, degree of uncertainty, and competitive position) to analyze the effect upon knowledge management process. In this study, multiple case study method to take the way through in-depth case interviews and secondary data collection, the conclusion is as follows: 1.The reasons why new drug development companies in Taiwan underwent diversification vary a lot. 2.Synergy motivation of new drug development companies in Taiwan will affect the path dependence of technological knowledge in target areas for diversification. 3.Path dependence and competitive intensity of technological knowledge in target areas for diversification will affect the way of technical knowledge acquired in Taiwan’s new drug development companies. 4.Path dependence of technological knowledge will affect the organizational design, the division of labor and object of personnel-type knowledge diffusion 5.New drug development companies in Taiwan tend to choose 「Mechanical-Integrated」mode of knowledge Storage when the diversification activities.

以物意悟:疆界物件如何引發跨專業的調適性學習行為 / Learning from Objects:How may Boundary Objects Enact Adaptive Learning in Cross-Disciplinary Collaboration

近年來,許多企業希望透過不同領域的專家彼此合作,為組織解決日益複雜的難題。然而,跨專業團隊的合作過程充滿挑戰,過去文獻多專注於如何提升知識分享的效果,卻忽略了許多關鍵新知識必須由跨界團隊合作探索而來。在面對陌生情境下,這樣的探索尤其重要,例如:開發新產品、啟用新製程,但我們至今仍對跨專業社群如何合作探索的過程所知甚少。 為了探究這個議題,本研究採用民族誌的方式,追蹤半導體晶圓廠工程師如何在複雜的生產系統中解決跨專業的維修難題。過程中,工作者常常必須面臨因果錯綜複雜、責任歸屬不清、跨界溝通不良所導致的合作困境。研究發現要解決這樣的困境,工作者必須運用疆界物件引發三種工作實務:解讀現象背後的因果、改變合作關係、整合跨界知識,才能找出問題核心並對症下藥。 根據本研究發現,如果我們能了解工作者在特定情境中的學習過程,便可提升既有的知識管理與疆界物件理論。在實務議題上,本研究的發現也能幫助現有員工培訓與跨專業溝通方式。 / Recently, more and more companies are gathering different types of specialist in order to solve increasingly complex problems. But the efforts paid in the process of cooperation are challenging for enterprises. Previous researchers had focused on the transfer and share of cross-disciplinary knowledge. However, they neglected the fact that some critical knowledge must be learned by collaborative exploring in terms of particular situation. To understand this issue, an ethnography study was used to examine the process of trouble shooting undertaken by engineers who encountered complex problems in the fabrication of semiconductor wafers. This thesis addressed three primary challenges faced by engineers. First, the nature of the problem may not be defined appropriately at the beginning. Second, responsibility may not be clearly attributed by cross specialist team who is in charge of investigation. Third, without comprehensive contexts of the practice, communication between engineers is problematic itself. To overcome the problem, engineers must be able to go beyond standard operating procedures so that they can find a new path of solution. This thesis argues that the use of boundary objects is an effective trigger of problem solving. The use of a boundary object is then described as a means of decoding the contexts behind the objects, reforming the relationship of cooperation, and integrating knowledge systemically. These findings suggest that theories of knowledge management and boundary objects could be improved organically by considering what people do and how people learn in practice. Furthermore, these findings bring us practical implications of employee training and cross-disciplinary collaboration.

新北市國民中學校長創新領導行為、教師知識管理能力與學校創新經營效能關聯之研究 / A Study on the Relationships among Junior High School Principals’ Innovative Leadership Behavior, Teachers’ Knowledge Management Capability and Effectiveness of School Innovation Management in New Taipei City.

本研究主要目的在分析新北市國民中學校長創新領導行為、教師知識管理能力與學校創新經營效能之關聯。研究採用調查研究法,以新北市之公立國民中學教師為研究對象抽40所學校,計有496位。問卷調查結果採用描述性統計、t考驗、單因子變異數分析、皮爾森積差相關以及多元逐步迴歸等統計方式加以分析。   本研究得到下列項結論: 一、新北市國民中學校長創新領導行為情況良好,並以「創造思考」為最佳。 二、新北市國民中學教師知識管理能力表現良好,並以「知識獲取」為最佳。 三、新北市國民中學的學校創新經營效能情況良好,並以「創新學校表現效能」為最佳。 四、新北市國民中學不同性別、現任職務、學校規模之教師在知覺校長創新領導行為上有顯著差異。 五、新北市國民中學不同現任職務、服務年資、學校規模之教師在教師知識管理能力上有顯著差異。 六、新北市國民中學不同現任職務、服務年資、學校規模之教師在知覺學校創新經營效能上有顯著差異。 七、國民中學校長創新領導行為、教師知識管理能力與學校創新經營效能三者間具有正向的關聯。 八、國民中學校長創新領導行為及教師知識管理能力的分層面,對學校創新經營效能有正向的預測作用。   最後,根據研究結果提出主要結論與相關建議,以供教育行政機關與國民中學之參酌。 / The purpose of this study is to examine the relationship among principals’ innovative leadership behavior, teachers’ knowledge management capability, and effectiveness of school innovation management. Data were collected from 496 teachers of 40 junior high schools in New Taipei City. The data were analyzed by descriptive statistics, t-test, one-way ANOVA, pearson correlation analysis, and stepwise regression. Conclusions were as follows: 1. The perceptions from the junior high school teachers about principals’ innovative leadership behavior are positive. Furthermore, “creative thinking” is the highest. 2. The perceptions from the junior high school teachers about teachers’ knowledge management capability are positive. Besides “knowledge acquirement” is the highest. 3. The perceptions from the junior high school teachers about effectiveness of school innovation management are positive. “innovative school performance” is the highest in addition. 4. Teachers from different gender, position, and school size in New Taipei City, they had diversely feeling about principle’s innovative leadership behavior. 5. Teachers form different position, seniority, and school size in New Taipei City, their knowledge management capability are obviously difference. 6. Teachers form different position, seniority, and school size in New Taipei City, their perception of school innovative efficiency are obviously diversity. 7. Principle’s innovative leadership behavior, teachers’ knowledge management capability and effectiveness of school innovation management, these three factors had highly positive correlation. 8. The sub-level of the principals’ innovative leadership behavior and teachers’ knowledge management capability can apparently predict the effectiveness of school innovation management.   At last, according to the results, this study provides the conclusion and the suggestions particularly for the institution of educational administration and junior high schools.

國民小學教師知識管理、教學檔案管理與教師專業發展關係之研究 / The Study of Relationship of Teacher's Knowledge Management,Teaching Portfolio Management and Teacher Professional Development for Elementary School in Taiwan

本研究旨在瞭解國小教師知識管理、教學檔案管理與教師專業發展之指標、內涵與現況,探討其關係,進而建構及驗證其互動模式,並依研究結果提出建議。 首先進行文獻探討,作為架構研究的理論基礎;接著,實地訪談12位現場教育工作者、問卷調查702位教師(臺北市、臺北縣、基隆市、桃園縣、宜蘭縣五縣市共發出1000份問卷,有效卷702份)以分析現況、驗證理論;最後,依研究結果進行討論與結論建議。研究主要發現如下: 一、國小教師知識管理、教學檔案管理及教師專業發展的指標、內涵及其現況: (一)教師知識管理包括知識獲取、知識儲存、知識創新、知識分享四向度;其整體、分向度得分均為中上,其中以教師知識獲取得分最高。 (二)教學檔案管理包括專業背景資料、檔案結構系統、教學規劃設計、專業省思記錄四向度;其整體、分向度得分均為中上,其中以教學規劃設計得分最高。 (三)教師專業發展包括專業知識、專業能力、專業精神三向度;其整體、分向度得分均為中上,其中以教師專業能力得分情形最高。 二、不同背景變項在教師知識管理、教學檔案管理及教師專業發展之差異情形: (一)不同背景變項在教師知識管理的得分方面:研究發現在性別、最高學歷、服務年資、現任職務有顯著差異,年齡及學校區域沒有顯著差異。 (二)不同背景變項在教學檔案管理的得分方面:研究發現在最高學歷、現任職務有顯著差異,但性別、年齡、服務年資及學校區域沒有顯著差異。 (三)不同背景變項在教師專業發展的得分方面:研究發現在性別、年齡、最高學歷、服務年資、現任職務有顯著差異,但學校區域並沒有顯著差異。 三、教師知識管理、教學檔案管理與教師專業發展之相關情形: (一)整體教師知識管理與整體教學檔案管理間呈顯著中度正相關,教學檔案管理各分向度中,以專業背景資料與教師知識管理總量表之相關程度最高。 (二)整體教師知識管理與整體教師專業發展間呈顯著中度正相關,教師專業發展各分向度中,以教師專業精神與教師知識管理之相關程度最高。 (三)整體教學檔案管理與整體教師專業發展間呈顯著中度正相關,教師專業發展各分向度中,以教師專業知識與教學檔案管理之相關程度最高。 四、教師知識管理、教學檔案管理各向度對於教師專業發展的預測情形: 教師知識管理之知識獲得、知識儲存、知識分享、知識創新變項對整體教師專業發展的有顯著的預測力;教學檔案管理之檔案結構系統、專業背景資料、教學規劃設計、專業省思記錄變項對整體教師專業發展的有顯著的預測力。 五、教師知識管理、教學檔案管理各向度對教師專業發展的互動模式各項適配度指標佳,上游潛在變項一(教師知識管理)與上游潛在變項二(教學檔案管理)對下游潛在變項(教師專業發展)具有顯著的影響力。 最後,本研究根據研究的發現,提出相關建議,俾供教育行政機關、國民小學、國小教師及後續研究參考。 / The main purpose of this study was to investigate the teacher knowledge management, teaching portfolio management and teacher professional development of elementary school teachers.The study included literature analysis, survey method with an interview, and survey method with a questionnaire.The purpose of literature analysis was aimed to explore the teacher knowledge management, teaching portfolio management and teacher professional development. The purpose of survey method with 12 specialists were aimed to explore the opinions of specialists. Questionnaire of survey based on opinions of principals and teachers of elementary about the teacher knowledge management, teaching portfolio management and teacher professional development. The subjects of the questionnaire included principals and teachers of elementary in Taipei City, Taipei County, Keelung City, Yilan County and Taoyuan County. Data were analyzed 702 sampling subjects by description statistics, t-test, correlation and ANOVA, Multiple Regression and LISREL model. Based on the statistics analysis of the questionnaire, this study finds reaches the following results: A. In the aspect of teacher knowledge management: 1. The teacher knowledge management include four parts: (1) knowledge acquisition, (2)knowledge storage, (3)knowledge innovation,(4) knowledge sharing. The perception of principals and teachers were above average agreement of the four parts. For teachers, the best dimension is "teacher knowledge acquisition ". 2. Teachers’ sexual, highest educational degree, years of service, and position of service have significant influences on teacher knowledge management. But teachers’ age and school size do not have any significant influences. B. In the aspect of teaching portfolio management: 1. The teaching portfolio management include four parts: (1) professional background materials, (2) portfolio structure system, (3) teaching planning and design, (4) professional reflective record. The perception of principals and teachers were above average agreement of the four parts. For teachers, the best dimension is " teaching planning and design ". 2. Teachers’ highest educational degree and position of service have significant influences on teaching portfolio management. But teachers’ sexual, age, years of service, and school size do not have any significant influences. C. In the aspect of teacher professional development: 1. The teacher professional development include four parts: (1) professional knowledge, (2) professional ability, (3) professional spirit. The perception of principals and teachers were above average agreement of the three parts. For teachers, the best dimension is " professional ability ". 2. Teachers’ sexual, teachers’ age, highest educational degree, years of service, and position of service have significant influences on teaching portfolio management. But school size do not have any significant influences. D.In the aspect of relationships among teacher knowledge management, teaching portfolio management and teacher professional development: 1. There was positive correlation and regression existed among teacher knowledge management, teaching portfolio management and teacher professional development. 2.Teachers’ knowledge management and teaching portfolio management did promote teachers’ teaching effectiveness. In the last part, the researcher, based on the findings, proposes some suggestions for the education authorities, the teacher training institutions, the elementary schools principals and teachers, and the future researchers, hoping to benefit the development of elementary school education in the future.

在資訊時代引領的知識經濟中,知識密集型服務業已成為產業發展價值鏈中的重要一環,在創新中起著重要作用。 本研究主題在探討台灣的管理顧問服務公司要走向國際化應有的策略與重點執行方向。採取單一個案研究方法,以折衷理論和資源基礎理論為基礎的研究架構來檢視悦智全球顧問這個個案的狀況,並與顧問產業中國際化程度最深的標竿個案麥肯錫相比較,來進行台灣管理顧問公司走向國際化策略的探討。 研究結果發現,台灣管理顧問公司的國際化發展規劃,必須要先著重於:1) 人才資源管理 – 著重領導力,培養未來領袖 2)加速知識管理的能力建置 3)經驗值的累積與傳承制度 / Leading the knowledge economy in the information age, knowledge-intensive service industry has become an important part of the industry value chain, and plays an important role in innovation. This research topic is to explore the gaps and the implementation of a strategy and direction for Taiwan's management consultancy services company when it comes to be internationalizing of its operation. This thesis take single case research method, forming the research framework based on Eclectic Theory and Resource-Based View to examine the case of Atelligent Global Consulting, and comparing to the benchmark case McKinsey which has the deepest degree of internationalization in the consultancy industry, to discuss the internationalization strategy for Taiwanese management consultant firms. Findings, Taiwan management consultants international development plan must focus on: 1) human resource management – focuses on leadership, training future leaders 2) accelerate knowledge management capacity-building 3) experience accumulation and transmission system.

本論文為探索性的個案研究架構,從「知識管理活動」觀點來看工廠的知識管理作法。並經由「知識管理關鍵因子」與「知識管理活動」相互關連性來探討「知識管理關鍵因子」對於個案LED廠的「知識管理活動」之影響。 對於知識管理流程的運作得到的結論有: (一)、外部知識與內隱知識同為個案企業在知識取得及創造重要來源 但由個案探討發現要讓知識取得及創造能更有效果的方法,有賴激勵制度及高階主管全力支持以促使團隊合作發展才能達到目的。 (二)、由個案跨國企業知識蓄積及分享而言,IT及網際網路科技應用是必要且影響甚鉅的,但必須搭配資深或技術人員為載體,知識蓄積及分享效果才為顯著。 (三)、教育、評核及激勵制度推動師徒制及專案團隊與跨廠區、部門合作,促進知識流通、移轉及轉換。 對於知識管理關鍵因子與知識管理流程關聯性得到結論有: 1. IT及網際網路可協助知識管理活動更加有效率及組織化。 2. 科技產品的應用對遠距離、跨區域公司的知識管理式可收事半功倍之效果。 3. 信任與自私為一體兩面,沒有相對高階的絕對支持及相對資源投入,就無以產生絕對信任。知識導入及轉移至同化是否能達效果,此為一大主因。 4. 高階主管的認知及全力支持是知識管理落實、有效執行的關鍵。 5. 相同制度用在不同地區未必可得到一致效果,因地制宜因勢利導方可收知識管理之功效。 6. 使命與榮譽感需配合評核及有效激勵制度才能成為知識傳承重要動力。 / The thesis architecture is base on exploratory case study . Base on the point view of Knowledge management to discuss the activities of factories . Base on the inter-related “ key factors of knowledge management ” and “knowledge management activities ” . We try to find the impact from“ key factors of knowledge management ” to " knowledge management activities ”in the case study. The conclusion of the knowledge management process: 1. External knowledge and implicit knowledge are equal important resource for the case company in the knowledge acquisition and creation. However, the case study found that to make knowledge acquisition and the creation can be more effective is depends on the incentive system and top managers full support to promote the development of teamwork to achieve the purpose. 2. For knowledge accumulation and sharing of multinational enterprises , IT and Internet technology application is necessary and a great influence .It will be more powerful if senior technical staff as a carrier of knowledge accumulation and sharing . 3. Education、assessment and incentive system encourage apprenticeship and project teams to work more powerful in cross-plant .That promote the circulation of knowledge, transfer and conversion. We study the relationship between key factors of knowledge management and knowledge management process . Conclusion as following: 1. IT and Internet can make knowledge management activities more efficient and organized. 2. the application of technology products on the type of long-distance, inter-regional knowledge management can get maximum effect. 3. Trust and selfishness is two side of the same coin. If there is no absolute support and the relative resources from top managers . There will be no absolute trust . It’s the main key point of knowledge import 、transfer 、 assimilation . 4. Top managers awareness and fully support to knowledge management will be the key to effective implementation. 5. The same system in different regions may not be obtained consistent results. Capitalize on the trend will be the best efficacy of knowledge management. 6. Mission and sense of honor must comply with the assessment and effective incentive system in order to become an important driving force of knowledge transmission.

政府採購入口網站功能架構與關鍵成功因素之研究 / A Study of the functional architecture and Key Success Factors for the Government Electronic Procurement Portal Website

政府入口網站含蓋了眾多提供公共服務的網站,讓民眾或企業進行相關業務的辦理、資訊的查詢以及進行交易等行為。全國或是全球需要使用到政府服務,例如政府採購等之使用者皆是政府入口網站之服務對象。因此政府網站在資料流量含量方面較之於一般商業網站更為可觀,亦包含了電子商務性質。在此狀況下,政府角色亦已逐漸從管制調適為服務。就政府體策略或執行計畫而言,實施知識管理除可使行政單位的工作效率提昇,行政流程時間縮短,更可避免重覆錯誤及誤判訊息之可能。   本研究主要以行政院公共工程委員會目前所推行之『政府採購電子化』計畫為研究對象,冀於對未來五年能達到政府採購作業全面電子化提出建議。本研究之目標係分析研擬「政府電子採購入口網站」之關鍵成功因素,從而由「政府採購電子化」計畫現行系統歸納出具綜效之整合型「政府電子採購入口網站」功能架構,其工作內容如下:   1. 歸納、分析現行各系統及政府採購法推動之問題。   2. 瞭解國內政府入口網站之推動情形,分析企業資訊入口網站解決方案現況。   3. 利用分析層級程序法(Analytic Hierarchy Process,簡稱AHP)歸納出三分類專家,包括工程會內部專家、公部門專家、產業界及學界專家所認為的「政府電子採購入口網站」之關鍵成功因素,同時也分析資訊職務與非資訊職務專家觀點之相異點。   4. 根據歸納出來之關鍵成功因素與內部需求,提出具建設性之「政府電子採購入口網站」功能架構雛形,建議工程會推動「政府採購入口網站」提供之功能依據。   本研究AHP法研究結果如下:   1. 本研究中之各類專家一般認為內在因素比外在環境因素之權重大。   2. 第三層關鍵成功因素包括知識管理機制之健全化、政策及法制配合度、使用者服務機制、資訊系統與營運。整體而言,工程會內部專家與產業界及學界專家兩類專家較重視政策及法制配合度構面因素,而公部門專家比較重視資訊系統與營運構面因素。資訊職務專家較重視政策及法制配合度構面因素,非資訊職務專家比較重視資訊系統與營運構面因素。   3. 整體最底層關鍵成功因素排名前七項分別為高階長官的參與和支持並訂定明確的目標、即時配合實際狀況,修正、鬆綁法規、充裕的資源配合、提昇法令約束力之效力、提供快速回應問題之機制、介面具親和力、操作流程循序簡單、提供高度的可靠性與穩定性。   本研究最後逐一對專家深入訪談、工程會需求訪談、企業資訊入口網站解決方案及關鍵成功因素AHP之分析等結果提出結論與建議。 / An e-Government Portal should integrates numerous websites that offer public service, and provides individuals or enterprises with a platform for trafficking, searching information, and conducting transactions. Thus, all the users, that need to access government service and government procurement information, are potential customers of the e-Government Portal website. Hence, the e-Government Portal website, with e-Commerce quality, has more enormous data flow and database contents in comparison with simple e-Commerce sites. Last but not least, the role of e-Government Portal website is turned gradually into a service provider from its simple transition role of inspection.   From government's strategic aspect, actions regarding knowledge management can not only improve the efficiency and streamline the administrative procedures, but also avoid the crisis of repeating failures and misleadings of messages.   The object of this research is the Electronic Procurement Plan, which was established and promoted by the Public Construction Commission (PCC) of The Executive Yuan, R.O.C. The goal of the Electronic Procurement Plan is to accomplish the electronic commerce of the government procurement entirely in five years. This study aims to find out the critical success factors (CSF) for the Government Electronic Procurement Portal Website, and to carry out a functional architecture for the synergic Government Electronic Procurement Portal Website via the following working packages :   1. to analyze and formulate the problems of promoting the electronic government procurement system and the government procurement law.   2. to discuss the ongoing domestic promotion programs of the e-Government Portal websites and analyze the status quo cases of the Enterprise Information Portal (EIP) solution.   3. to analyze and compare the critical success factors of the Government Electronic Procurement Portal Website of various expert viewpoints through Analytic Hierarchy Process (AHP) method. The experts come from the PCC internal public servants, public servants from other government agencies as well as industrialists and scholars. On the other hand, the different viewpoints between the IT background experts and non-IT background experts are also compared.   4. to summarize constitutive functional architecture for the Government Electronic Procurement Portal Website according to the resulted CSF and the PCC internal requirements.   The results of AHP analysis can be stated as following:   1. The internal factors outweigh external factors.   2. The third-level of factors of AHP architecture includes the solidity of knowledge management, the compatibility of policies and laws, the user service mechanism and the information systems and operations. Generally, the PCC internal public servants, industrialists and scholars pay more attention to the compatibility of policies and laws than the other public servants that put a lot of emphasis on the information systems and operations. The IT background experts value the compatibility of policies and laws, whereas the non-IT background experts emphasize the information systems and operations.   3. The top seven priority factors of the rock-bottom level factors include the involvements and endorsements of the top executives and establish the clear goals, the instantaneous emendation and relaxation of the laws, the compatibility of abundant resource, the effectiveness of promoting the law's constraint force, friendly interface and easily sequential operation flow and high reliability and stability.   At last, this research leads to the conclusions and suggestions in regard to in-depth experts interviews,PCC internal requirement investigations, EIP solutions and the AHP CSF analysis.
