Reconnaissance Radar Robot

During the last century, various countries' armed forces have used unmanned aerial vehicles, commonly known as drones. In recent years, strives have been made to develop small commercial drones that have allowed the general public to afford and use them for recreational purposes. The availability of drones has led to immoral applications of the technology. Such applications need to be faced with anti-measures and effective detection methods. Therefore, this thesis aims to develop a mobile reconnaissance robot that can detect commercial drones with radar. It describes integrating radar sensors with single-board computers to detect and localise air-bound objects. This work narrates a qualitative sociological exploration with auto-ethnographic underpinnings. It deals with the South African Truth and Reconciliation Commission (SATRC) as a contextual case among others. The thesis seeks to answer the question of whether countries following a TRC route did better than those that did not use TRCs, when it comes to establishing civil control over the military. The author's exposure and involvement in the process as participant, participant observer, observer participant and observer inform the study. With the SATRC as one cornerstone other cases reflected upon include Argentina and Chile (Latin America), Spain and Portugal (Southern Europe), Namibia, Nigeria and Rwanda (Africa). / Sociology / D.Litt. et. Criminal jurisdiction of the visiting SADC Armed Forces over their members during peace time : a case study of the Republic of South Africa and the Republic of Botswana

Text in English / The study aims to investigate criminal jurisdiction of the visiting SADC armed forces during peace time focusing only on the Republic of Botswana and the Republic of South Africa. Since the adoption of the Declaration and Treaty of SADC, the armed forces of both Botswana and South Africa at times find themselves on each other’s territory. Once in each other’s territory the question of criminal jurisdiction becomes imperative. The two countries seem not to agree on the content of status of force agreements while cooperating in terms of the SADC Treaty. The contentious point is that the death sentence is still a competent sentence for certain offences under certain circumstances in terms of Botswana laws, whereas in South Africa the death sentence was declared unconstitutional. In the absence of any agreement, South African armed forces may face a death sentence while in Botswana and Botswana authorities might not be able to carry out a death sentence over their members for offences committed while in South Africa. In trying to answer the question of criminal jurisdiction while on each other’s territory during peace time, a study of the evolution of jurisdiction is undertaken. The laws of both countries are considered, especially the application and protection afforded by their respective constitutions. The approach followed by the UN in sending a peace-keeping force to conflict areas is analysed. A micro-comparison of agreements concluded by selected countries, more especially the NATO agreement, is undertaken. Treaties as a source of international law are analysed to show that rights can be extended and be limited by agreement. The study concludes by recommending that concurrent criminal jurisdiction with certain qualification seems to be the accepted norm and compromise amongst the international community, and that the two countries may consider this approach as the basis for such agreement. / Public, Constitutional, & International Law / LL.M

La notion de participation directe aux hostilités n’a jamais été définie de manière précise au regard du droit international humanitaire. Cette ambiguïté a conduit à des interprétations divergentes du concept d’hostilités et des critères juridiques utilisés pour définir une participation directe par opposition à une participation indirecte (effort de guerre).D’ailleurs, les conflits contemporains posent de nouveaux défis quant à la définition et la mise en oeuvre de la notion de la participation directe aux hostilités. Les moyens de guerre de haute technicité (l’attaque de réseaux informatiques) et l’externalisation des forces armées (sociétés militaire privées), illustrent l’imbrication croissante des activités civiles et militaires et la difficulté à identifier précisément qui participe directement aux hostilités et quelles sont les mesures à prendre pour protéger ceux qui n’y participent pas directement. / The notion of direct participation in hostilities has never been precisely defined in international humanitarian law. This ambiguity has led to differing interpretations of the concept of hostilities and legal criteria imply a distinction from direct participation in hostilities as opposed indirect participation (war effort).Indeed, contemporary conflicts have given rise to further challenges in terms of defining and implementing the notion of direct participation in hostilities. The use of high-tech warfare (computer network attack), privatization of the armed forces (private military company), among others, illustrate the increased intermingling of civilian and military activities which make it difficult to determine who is taking a direct part in hostilities and what measures should be taken to protect those who are not directly participating.

Etude portant sur l'organisation de la force armée dans la pensée constitutionnelle, et son action dans la pensée politique depuis l'an III (1795) à 1962, sur une période de 167 ans, sa déclinaison dans l'iconographie politique, à l'aune de la politique, portant sur les dix régimes politiques- souverains et républicains - au travers des guerres et évènements sociétaux. La conclusion rappelle l'obéissance des armées au pouvoir civil pour la période considérée, une interaction du politique et des armées et ouvre une perspective nouvelle, dans la relation politique-armées, exposant un aperçu sur les grandes puissances économiques, dans leurs rapports politique-armées. / Political wisdom is to live a free government, and military power. Study on the organization of armed force in the constitutional thought, and action in political thought since the year III (1795) to 1962, over 167 years, its variation in the political iconography to yardstick of politics, on the ten-political sovereign and republican regimes - through wars and societal events. The conclusion reminds the obedience of armies of the civil power for the period, an interaction of political and armed and opens a new perspective in the political-military relationship, exposing an overview of the major economic powers in their relations policy-armies.

Militia politics

Die vorliegende Arbeit zielt darauf ab, zwei Forschungslücken in der Literatur über Bürgerkriege zu schließen. Erstens, die Analyse der Strukturen nicht-staatlicher bewaffneter Gruppen. Zweitens, die Untersuchung der Politik von Milizen, als Form nicht-staatlicher Gruppen, denen in gegenwärtigen Bürgerkriegen eine zunehmende Bedeutung zukommt. Diese beiden Bereiche werden mit Hilfe einer historisch vergleichenden Analyse am Beispiel von zwei Milizen, die im sudanesischen und libanesischen Bürgerkrieg kämpften, untersucht. Die "Popular Defense Forces", 1989 von der Regierung des Sudan mobilisiert, wurden zum Sammelbecken für undisziplinierte und teilautonome militärische Einheiten, die schwerste Kriegsverbrechen begingen. Die "Lebanese Forces", eine maronitisch-nationalistische Miliz, wurde von einer Koalition konservativer christlicher Parteien gegründet. Nach dem Zusammenbruch des Staates 1975-6 wurde diese Miliz zu einer autonomen politischen Einheit mit einem territorial abgegrenzten Kanton im Osten von Beirut. Die vorliegende Arbeit untersucht die Prozesse und Strategien, die diesen Milizen die Etablierung von Herrschaft ermöglichte. Die beiden Gruppen entwickelten sich zu Organisationen, die die zu verteidigenden Gebiete beherrschten und mit staatlichen Geldgebern verbündet waren, aber auch in Konkurrenz zu ihnen standen. Diese Arbeit identifiziert drei Mechanismen, die die Entwicklungen von Milizen im Laufe ihrer Zeit bestimmen. Der Erste erklärt die Formierung von Milizen als ein Bricolage von politischen und nicht-politischen Antworten auf Unsicherheit. Der Zweite erklärt, wie sich Milizen in hybride Organisationen, von zentraler Mobilisierungseinheit und lokal eingebettete Organisationen, entwickeln. Der Dritte führt die Kontrolle des Zentrums über die lokalen Organisationen auf die Macht über Ressourcen zurück. Die Arbeit schließt mit dem Entwurf eines alternativen analytischen Modells für die Untersuchung von Bürgerkriegen. / This thesis provides an analysis of the organizational politics of state supporting armed groups, and demonstrates how group cohesion and institutionalization impact on the patterns of violence witnessed within civil wars. Using an historical comparative method, strategies of leadership control are examined in the processes of organizational evolution of the Popular Defence Forces, an Islamist Nationalist militia, and the allied Lebanese Forces, a Christian Nationalist militia. The first group was a centrally coordinated network of irregular forces which fielded ill-disciplined and semi-autonomous military units, and was responsible for severe war crimes. Equally responsible for war crimes, such as the Sabra and Shatila massacre of Shi''a and Palestinian civilians in 1982, the second group, nonetheless, became an autonomous military formation with an established territorial canton with a high degree of control over military units. After first analysing the political and institutional context of formation of these two groups, detailed case study analysis illustrates how political-military leaderships consolidated internal authority over combat units. At first, this authority relied on a bricolage of norms, motivations and institutions, as highly diverse, loosely coordinated actors mobilised in response to insecurity. As key leadership figures emerged, these groups evolved into hybrid organisations, divided between central organisations and locally embedded units operating according to localised security arenas decoupled from central military or political strategy. Central authority was then consolidated through a process of progressive institutionalisation and expansion, as centralised control was established, often violently, over resources, recruitment and discipline. This thesis shows, how militias, formed in allegiance with the state evolved into organizations rivalling state sovereignty and exploiting the communities which they claimed to defend.

Ocorreram amplas transformações nos sistemas militares de diversos países no período pós- Guerra Fria. No Brasil, o Exército replanejou sua força militar terrestre após a guerra das Malvinas mediante a implantação de um sistema de planejamento estruturado. Atualizações constantes foram feitas, mas as suas linhas principais podem ainda serem encontradas na remodelagem das unidades, missões e estrutura. Mesmo com a criação do Ministério da Defesa, o elemento político de direção nacional pouco interferiu. Essa reestruturação não tem correspondência direta com o modelo do pós-modernismo militar estruturado por Charles Moskos e que sugeria a transformação de grandes exércitos de conscritos em pequenos exércitos tecnologizados, cumprindo missões diferentes das tradicionais guerras inter-estatais. O desafio dos estruturadores da força terrestre foi de administrar poucos recursos com muita criatividade, especializando número crescente de profissionais de guerra terrestre, alargando o escopo das missões sem abrir mão das tradicionais, tornando algumas organizações militares mais operacionais, produzindo um salto de qualidade, ainda que tudo isso se desse sem interesse e sem direcionamento político. A ausência de clara direção política das forças armadas produz imprecisões na formulação de estratégias e de missões criando, por exemplo, sobreposição de missões auto-atribuídas com as de outros órgãos de segurança do Estado. / Broad transformations occurred in the military systems of many countries after the Cold War period. In Brazil , the Army re-dimensioned its military land forces after the Malvinas War when a planning system was structured and implemented. Despite of the continual changes the main lines can be found in the units remodeling, missions and structures. Even with the creation of the Ministry of Defense, the political elements interfered minimally. This restructuring has no direct connection with the post-modernist military model structured by Charles Moskos, which indicates the transformation of the big armies of recruited into the small technological armies with missions different from the traditional inter-state wars. The challenge for those involved in structuring the land forces was to creatively administrate the scarce resources to specialize land warfare professionals, broaden the number of missions without abandoning traditional missions and make military organizational even more operational attaining one leap of quality regardless of any political interest or guidance. The absence of clear political guidance of the armed forces can produce failures in the strategies and missions designs and this can produce, for example, overlaps of their own missions with those of other security organs of the State.

The psychometric properties and clinical utility of the Air Force Post-Deployment Health Reassessment (PDHRA) for airmen with posttraumatic stress disorder (PTSD) or depression

Operation Enduring Freedom (OEF) (Afghanistan) and Operation Iraqi Freedom (OIF) represent one of the longest wartime deployments in the history of the American military. To date, 1.6 million American military members have deployed. Of these, an estimated 300,000 have returned with a mental health condition, such as depression or PTSD. The Department of Defense has established a robust screening program to identify and track deployment-related physical and psychiatric illnesses. The Post-Deployment Health Reassessment (PDHRA) is a primary tool to identify physical and psychiatric risk following a deployment. The PDHRA is a web-based survey, which is administered between 90-180 days after a deployment. This study seeks to evaluate the psychometric properties and clinical utility of the Post-Deployment Health Reassessment (PDHRA) for accurately identifying truama and depression among Airmen following a deployment. Descriptive statistics, confirmatory factor analysis and structural equation modeling were used to address separate research aims. Study aims assessed the impact of deployment on military members and the clinical utility and psychometric properties of the Post-Deployment Health Reassessment. Findings suggest that the Post-Deployment Health Reassessment is a useful triage tool to identify trauma and depression among Airmen following deployment. The study makes recommendations for improving the clinical utility and psychometric properties of the Post-Deployment Health Reassessment (PDHRA). / text

Leonel Brizola e os setores subalternos das Forças Armadas Brasileiras : 1961-1964

Este trabalho analisa as relações de Leonel Brizola com o movimento político dos setores subalternos nacionalistas das Forças Armadas Brasileiras durante o período em que esteve no governo do Estado do Rio Grande do Sul (1959-1962) até o golpe civil-militar de 1964. Procura-se identificar as estratégias utilizadas por Brizola visando obter o apoio dos setores subalternos castrenses, em especial do círculo dos sargentos, para suas ações políticas. Essas estratégias, com o objetivo de conquistar apoio para o projeto político reformista-nacionalista desse político sul-rio-grandense e articular uma resistência a um possível golpe de Estado, acirraram uma divisão latente dentro das Forças Armadas Brasileiras entre os grupos nacionalistas e os anti-nacionalistas ou entreguistas. A análise da estruturação do Partido Trabalhista Brasileiro, que apoiou a luta política dos subalternos militares, e a discussão acerca de conceitos importantes, tais como, populismo e nacionalismo, são realizadas pelo trabalho, no sentido de apontar as influências exercidas por essa organização partidária no ideário brizolista e na luta dos subalternos militares. Para além da indicação das estratégias brizolistas utilizadas no sentido de aproximar-se dos militares nacionalistas, pretende-se indicar as disputas internas ocorridas nas Forças Armadas Brasileiras nas décadas de 1950 e 1960 e suas articulações com a sociedade civil. / This research aims to analyse the relationships of Leonel Brizola with the subordinate nationalist sectors of the Brazilian Armed Forces, particularly the circle of sergeants, during the period in which government was in the State of Rio Grande do Sul (1959-1962), until the coup civil-military from 1964. Seeking to identify the strategies used by Brizola to get the support of the subordinate castrenses sectors, especially the circle of sergeants, for its political actions. These strategies, aimed at obtaining political support for the project reformist-nationalist politician that south riograndense, caused a division within the Armed Forces Brasileiras. The analysis of the structure of the Brazilian Labour Party and discussion about important concepts such as nationalism and populism, are carried out by work, in order to sharpen the ideological influence exercised by that party organization in brizolista ideology. In addition to the indication of the strategies used to brizolistas closer to the subordinate military nationalists, it is intended to indicate the internal disputes which occurred in the Brazilian Armed Forces in the decades of 1950 and 1960 and its joints with civilians and with the policy.
