Au Burkina Faso la promotion des TIC donne lieu à une production de discours d'accompagnement de la part de divers acteurs issus d'associations, de structures étatiques, du secteur privé et d'institutions de coopération internationale. Ces discours sont à caractère promotionnel, normatif, prescriptif. Ces discours sont motivés par des enjeux, parfois divergents, qui conduisent à la mise en place de stratégies d'acteurs pour tirer le meilleur profit de cette promotion. Les discours promotionnels des TIC au Burkina soutiennent l'idée selon laquelle ces dispositifs contribueraient à l'amélioration des conditions de vie des Burkinabé. Ce travail confronte d'une part les discours notamment ceux de nature prescriptive et les actions menées par les promoteurs et d'autre part les usages réels des Burkinabé. Il est question ici de faire ressortir les écarts entre usages promus et usages réels ; pour montrer que ce qui détermine les « usages TIC » des Burkinabé, qu'il s'agisse d'usages allant dans le sens de l'amélioration de leurs conditions de vie ou non, relève plus de l'appréhension du potentiel apport de ces dispositifs pour leurs activités (privées ou professionnelles) que des discours d'accompagnement. Les différents promoteurs des TIC au Burkina en sont aussi utilisateurs. Ce travail analyse les usages de certains promoteurs et ceux de populations rencontrées. Les incidences socioculturelles des pratiques TIC des Burkinabé sont aussi analysées ici. / In Burkina Faso, the diverse ICTs' actors: state, associations, private sector and international cooperation institutions, produce an accompanying discourses. These discourses are about promotion, norms and prescriptions of uses. They are motivated by diverse issues, leadind into the conception of actors strategies to take full advantages of this promotion. The promotional discourses of the ICTs in the Burkina, is supporting the idea that these devices would contribute to the improvement of the living conditions of Burkinabe. This work confronts the real uses of Burkinabe with the actions of the promoters and the discourses in particular those of a prescriptive nature. The discussion here is to highlight the difference between promoted and real uses; to show what determines the " ICTs uses " of Burkinabe. It is about uses up in the direction of improving their living conditions or not, by understanding the potential contribution of these devices on their activities (private or professional), and not by an accompanying discourses. The various promoters of the ICTs in the Burkina are also users of these devices This work analyzes the uses of certain promoters and those of populations encountered. The sociocultural incidences of ICTs practices of the inhabitants Burkinabe are also analyzed here.

Ecological modernization is a paradigm and an environmental discourse, whichpromotes sustainable development of cities, it considers that economic growthand environmental protection are not opposed to each other, and it includesenvironmental protection in an existing social, economic and governmental structure (status quo). The goal of ecological modernization is the development of new technologies and systems to manage environmental impacts. The main advantages are higher involvement of society and the development of new practices as the Clean Development Mechanisms (CDM) or industrial ecology, which creates an economic and environmental win-win situation. However, this theory is accused of not considering the whole context of the problem and that it is too optimistic regarding the development of technologies and their adoption. Ecological modernization is an environmental discourse that has helped modern cities to adopt environmental practices; nevertheless, the solutions need to be holistic. / La modernización ecológica es un paradigma y un discurso ambiental que promueve el desarrollo sostenible de las ciudades, considera que el crecimiento económico y la protección del ambiente no son opuestos e incluye la protección ambiental en la estructura social, económica y gubernamental existente (status quo). El objetivo de la modernización ecológica es el desarrollo de nuevas tecnologías y sistemas para gestionar los impactos ambientales. Sus ventajas consisten en mayor involucramiento de la sociedad y el desarrollo de nuevas prácticas como Mecanismos de Desarrollo Limpio (MDL) o ecología industrial, lo que genera una situación de beneficio tanto económico como ambiental. Sin embargo, se dice que esta teoría no considera todo el contexto del problema y es muy optimista en cuanto al desarrollo de tecnologías y la adopción de las mismas en la comunidad. La modernización ecológica es un discurso ambiental que ha ayudado a las ciudades modernas a adoptar prácticas ambientales; sin embargo, las soluciones deben ser holísticas.

Previous issue date: 2016 / This dissertation aims to analyze how the ideas and discourses on youth and the way in which young people are recognized as subjects having rights influenced the constitution of youth policies in Brazil. We investigate how the issue is institutionalized at the federal level, as well as how the choice for certain management strategies, which constitute the main forms of action and public administration in the subject, are made. Government and civil society organization documents and non-structured interviews were the main empirical material used to structure the analysis, in order to identify the “ideas of youth” in the field. As our starting point we consider the use of rhetoric (metaphors and narratives implicated in the formation and history of the public policies for youth), the existence of discursive coalitions and the use of interpretative frames by actors in examining the inflection points of initiatives for youth in Brazil. Afterwards we identify the main ideas of “youth” and analyze how they oriented the recognition of young people as a different social segment related to their “youthful condition” and rights as citizens. Based on these concepts, we examine the creation and definition of the main functions of the National Youth Secretariat, using the concept of mainstreaming, and taking into account the formulation and the history of the National Program for Youth Inclusion (PROJOVEM), we discuss intersectoral public policies. The main contribution of this research is not only to demonstrate how ideas and discourses influence the formation of policies, but also how social constructs that emerge from the field, sustained by recognizing young people as being citizens with rights, impact public management strategies. We conclude that despite the increasing importance attached to transversal management and intersectoral articulation in youth policy administration in Brazil, these concepts are the ones that guide the public management strategies and constitute the main limits for the daily operation of these policy choices by Brazilian public administration at the federal level. / O objetivo dessa dissertação é analisar como as ideias sobre a juventude, representadas pelos discursos oriundos de diferentes materiais empíricos – documentos governamentais e de organizações da sociedade civil e entrevistas não-estruturadas – e a forma pela qual os jovens são reconhecidos como sujeitos de direitos influenciaram o processo de formação das políticas de juventude no Brasil e institucionalização do tema em âmbito federal, assim como a escolha pelas estratégias administrativas que constituem as principais formas de ação e de gestão governamental no tema. Para isso, adotamos como ponto de partida a reflexão sobre o uso da retórica, por meio de metáforas e narrativas na formação e trajetória das políticas, a existência de coalizões discursivas em seu desenvolvimento e a utilização de frames (enquadramentos interpretativos) no exame dos pontos de inflexão das ações para a juventude no Brasil. Em seguida, identificamos as principais ideias sobre as juventudes presentes no campo e analisamos como elas alimentaram o reconhecimento dos jovens enquanto segmento social diferenciado dos demais em função da sua “condição juvenil” e enquanto sujeitos de direitos integrais. Com base nessas concepções, examinamos a criação e a definição as principais funções da Secretaria Nacional de Juventude, a partir de um debate sobre o conceito de transversalidade, e a formulação e trajetória do Programa Nacional de Inclusão de Jovens (PROJOVEM), adentrando o debate sobre a intersetorialidade nas políticas públicas. A principal contribuição dessa pesquisa foi relacionar como as ideias e discursos influem não apenas na formação de políticas, mas também como as construções sociais que emergem do campo, balizadas pelo reconhecimento dos sujeitos de direitos, também impactam nas estratégias de gestão. Conclui-se, ainda, que apesar da crescente importância atribuída à gestão transversal e à articulação intersetorial na gestão das políticas de juventude no Brasil, são as próprias concepções que orientam sua escolha como estratégias administrativas das quais decorrem os principais limites para a sua operacionalização cotidiana pela administração pública brasileira em nível federal.

Notre thèse a pour objet une analyse sémantique des discours de la Commission européenne sur l'emploi et la lutte contre la discrimination. Le corpus est constitué par les publications de la Direction générale « Emploi, affaires sociales et inclusion » de la Commission et rassemble un matériau linguistique de 155 documents parus entre 2004 et 2011. En s'inscrivant dans la tradition de l'analyse du discours politique, cette étude prend appui sur les acquis de la linguistique de l'énonciation, de la pragmatique et des théories de l'argumentation afin de dégager, pour mieux les observer et théoriser, certaines propriétés inhérentes aux discours politiques et institutionnels. Il s'agira, plus exactement, de cerner les procédés linguistiques et discursifs à l'oeuvre dans notre corpus et, corollairement, d'observer comment ceux-ci participent à la construction et à la stabilisation du sens et de la référence en discours. Notre thèse est structurée en deux parties. La première (chapitres 1-2) est consacrée à la présentation du corpus et des cadres théorique et méthodologique. La deuxième (chapitres 3-5) portera sur l'analyse sémantico-énonciative et discursive du corpus / The purpose of this thesis is to analyse, from a semantic and enunciative point of view, the European Union's discourse on employment and the fight against discrimination. The Corpus is made up of 155 documents published between 2004 and 2011 by the European Commission's DG for Employment, Social Affairs & Inclusion. Our goal is to observe the way linguistic phenomena described in this work contribute to the construction and discourse stabilization of the linguistic sense and reference. The thesis is structured as follows: the first part will be dedicated to the presentation of the corpus and problematic. This section also contains the fundamental principles of enunciative semantics along with a description of the AntConc software we will employ in order to explore the reference corpus. The second part is focused on the corpus analysis and is divided into three chapters. The first one deals with the linguistic expression of subjectivity and will concentrate on the study of the enunciative modalities. The second one is dedicated to an analysis of the enunciative heterogeneity of the European Union's discourse, in particular from the Scandinavian Theory of Linguistic Polyphony's point of view. Couple therapy is a frequently sought domain by couples who experience problems in their relationships. Couple therapy has been researched intensively, but few studies incorporate a holistic account of the therapeutic process. This study aims to explore and integrate the therapist's and the couple's experiences of change in the context of couple therapy. The ecosystemic epistemology and the narrative metaphor forms the foundation from which the therapy and the research is approached. Qualitative research methods are employed from within a naturalistic paradigm which allows for personal and unique meanings to emerge. Rich descriptions of the therapist's and the participant's stories of change are provided. Multiple perspectives are offered in the stories which reveal the reciprocal motions between the therapist's and the couples' change processes. This participatory research journey looked at the lives of adult children of alcoholics, with particular reference to how identity is affected by growing up in a home where one or both parents are struggling with alcohol abuse, and how this struggle with identity carries through into adulthood. A study was made of the particular discourses which impacted negatively upon the child from this home and the manner in which the discourses had a negative impact later on as an adult. Through narrative pastoral conversations the possibilities for healing, as well as the barriers for healing were explored. Through this exploration alternative stories were created. Pastoral therapy and extra-marital affairs : a narrative approachBotha, Andre 06 1900 (has links)
Extra-marital affairs are the main reason for divorce in western society. Pastoral therapists usually operate within a modernistic theology and use their 'expert' knowledge of theological ethics to confront the unfaithful spouse - a pastoral therapeutic approach that neither delivers the desired results, nor honours the client's expertise and freedom. This study endeavoured to socially construct pastoral therapy using the principles of postmodernistic social construction discourse with couples/spouses where one spouse is or was engaged in an extramarital
affair. The relation between a modernistic epistemology and a postmodernistic epistemology, and how this relation affects theology, practical theology and pastoral therapy were explored. The propium of pastoral therapy in a
postmodemistic paradigm and the implications of a narrative approach in pastoral therapy for theological ethics were reflected upon. A narrative description of extra-marital affairs was constructed and some of the
cultural discourses which co-constitute extra-marital affairs were discussed. The pastoral therapist and clients were simultaneously in conversation with ethical discourses and relational, personal and emotional discourses, thus co-constructing new alternatives and possibilities. During these multiple reflexive conversations,
some of the cultural discourses (eros; self-fulfilment; extra-marital sex and hedonism) which co-constitute extra-marital affairs were deconstructed. In the light of the usual limitations of the life-span of an extra-marital affair, the
pastoral therapist and faithful spouses socially constructed alternatives and possibilities for their lives to enable them to outstay the extra-marital affair of the unfaithful spouse. Multiple reflexive conversations with (un)faithful spouses co-constructed, with relational and ethical discourses, a narrative approach in pastoral therapy. The use of externalisation and ritualisation in a narrative approach in pastoral therapy concerning extra-marital affairs was explored. A sense of guilt and secrets were also themes in multiple reflexive conversations with unfaithful spouses. This prompted reflection on the use of Scripture in a narrative approach in pastoral therapy. The relation between the biological-psychological aspects of extra-marital affairs and narrative therapy are also briefly explored. / Philosophy, Practical and Systematic Theology / D. Th. Previous issue date: 2014 / Observing the textual reality in the news as a sociological purpose, the study in question discusses the way of the state government produces its own image through the officials narratives of the reports. Using a corpus of informs and documents, published by the Executive of the state of Ceará between the years 2010 and 2012, this research passes the conjunct of strategies of the imaginary treatment political and analyzes the importance of production of the feat. The feat is understood here how the official public description of the governmental action, appreciated and diffused as a form of legitimation, and practice from the power of State and a specific administration. We realize that the second government of Cid Ferreira Gomes in state of Ceará operate a notion of modernization how a standard of development, creating at the same time a new shape of exposition of administrative realizations in the direction and adept system a codified lore to all that are out of a imediate production. We also understand that the news, as an institutional action, construct the feat always as positive facts, creating a short of curriculum for the State and the government and appropriating the politic culture based in the image´s relevance and validation through the mass communication. / Observando a realidade textual da notícia como objeto sociológico, o trabalho em questão discute os modos pelos quais um governo estadual produz uma imagem de si e de seu papel por meio de narrativas oficiais de noticiamento. Tomando um corpus de informes e documentos publicados pelo Executivo do estado do Ceará, entre os anos de 2010 e 2012, a pesquisa atravessa o conjunto de estratégias de tratamento do imaginário político e analisa a importância da produção do feito. Por feito, entende-se aqui a descrição pública e oficial de uma ação governamental, valorizada e difundida como forma de legitimação das práticas do poder do Estado e de uma gestão específica. Percebe-se, assim, que o segundo governo de Cid Ferreira Gomes, no Ceará, opera uma noção de modernidade como bandeira do desenvolvimento, criando, ao mesmo tempo, um novo formato de exposição das realizações administrativas no sentido de um sistema perito – um saber codificado para todos os que estão fora de sua produção imediata. Compreende-se, também, que a notícia, como ação institucional, constrói os feitos sempre como fatos positivos, criando uma espécie de curriculum para o Estado e para o governo e apropriando-se de uma cultura política fundada na relevância da imagem, da validação por meio da comunicação massiva.

A diversidade de gênero e sexualidade na perspectiva de licenciados/as em músicaSiedlecki, Vivian Regina January 2016 (has links)
Considerando que tanto a música quanto a escola contribuem para a constituição de nossas identidades, este trabalho teve como objetivo investigar os discursos de licenciandos/as em música acerca da diversidade de gênero e sexualidade, em suas relações com a música. Os objetivos específicos propostos foram: identificar/visibilizar quais significados sobre gênero e sexualidade estão sendo compartilhados, naturalizados e legitimados; identificar/visibilizar como esses significados circulam; e identificar/visibilizar por quem esses significados são compartilhados. Adotando uma abordagem qualitativa, utilizei como ferramenta para a produção do material empírico a entrevista semiestruturada com licenciandos/as em música de quatro instituições de ensino superior de Curitiba-PR. Para a realização da análise do material empírico produzido na relação com o/as participantes, foram utilizadas algumas estratégias da teoria fundamentada nos dados. No que se refere à perspectiva analítica, recorri às formulações dos estudos feministas e da teoria queer. A investigação realizada permitiu dizer que os sentidos partilhados pelo/as licenciando/as trouxeram divergentes formas de significação da diversidade de gênero e sexualidade, as quais posicionam os sujeitos em distintos lugares. Reconhecer essas divergentes formas de significação é assumir que nas redes de representação a “realidade” terá muitas versões e que os processos de conhecer são construídos social e culturalmente. Os saberes que compõem os sistemas de significação do/as licenciado/as sobre a diversidade de gênero e sexualidade não foram reconhecidos como tendo sido constituídos em seus cursos de licenciatura em música. O silêncio sobre a articulação música/gênero/sexualidade nos espaços acadêmicos atravessou a percepção do/as licenciando/as em música. Esse silêncio configura um discurso que invisibiliza outros modos de ser para além da matriz hétero-cis-normativa. / Considering that both music and school contribute to the constitution of our identities, the aim of this thesis was to investigate the discourses of bachelor in music education students about gender and sexuality diversity, and its relations with music. More specifically, it aimed: to identify/make visible meanings of gender and sexuality that are being shared, naturalised, and legitimated; to identify/make visible how those meanings circulate; and to identify/make visible by whom these meanings are shared. Adopting a qualitative approach, the empirical material was produced through semi-structured interviews with four music education students from four higher education institutions from Curitiba-PR, Brazil. The empirical material was analysed using some of the strategies of grounded theory and further interpreted based on ideas from the field of feminist studies and the queer theory. The meanings shared by the music education students revealed divergent ways of making sense of gender and sexuality diversity, ways that locate people in distinct places. To recognize these divergent ways of sense making is to assume that, in the representation networks, “reality” will have multiple versions and the processes of knowing are socially and culturally constructed. The knowledge that constitutes the students’ systems of meaning about gender and sexuality diversity was not recognized as being constructed through their undergraduate courses. The silence about the interaction between music, gender and sexuality in the higher education settings goes through the students’ perception. This silence configures a discourse that makes invisible other ways of being beyond the hetero-cis-normative matrix.
