Institute for Digital Research and New Offices for the National Endowments for the Arts and Humanities located in the Columbia Heights Neighborhood of Washington, D.C.

The proposed 42,000 square foot facility is envisioned to be a satellite office for both the National Endowment for the Arts and the National Endowment for the Humanities, as well as a digital research institute. The institute seeks to provide integrated collaboration with the NEA and NEH, although it is also open to collaboration with other organizations related to arts and humanities scholarship. The proposed site is located at the intersection of 14th Street and Park Rd NW, in the Columbia Heights neighborhood of Washington, D.C. At this time, the neighborhood is experiencing a revival in development that began approximately 10-15 years ago. Community residents describe the site as being the "core area" of the neighborhood and also consider it to be the number one priority area for redevelopment of the entire neighborhood. Strategically locating the building at the main intersection of the neighborhood facilitates community involvement and cognition as well as encourages the surrounding arts and humanities related organizations to become more closely involved with the NEA and NEH and their research. This development is meant to be a cultural marker. Functionally, this facility will utilize the most advanced information technology and the most extensive humanities and arts related databases as tools for scholarly research. / Master of Architecture

數位圖書館學習網站之研究

數位學習是透過網際網路終身學習的管道之一,透過網際網路提供數位學習,讓人們可以不受時空的限制得以在教育學習上得到數位圖書館為數位學習帶來豐富的學習素材。 本研究採用個案研究法,選擇美國國會圖書館的學習網(American Memory之Learning Page)、美國地球數位圖書館的地球系統教育(DLESE)以及我國淡水河溯源數位博物館為個案研究對象,研究目的在探討數位圖書館學習網站在教育學習的應用及其數位學習架構,包括探究數位圖書館之意涵、特色與應用、數位學習的意涵與發展、數位學習架構的要件與設計、數位圖書館學習架構之模式,並進一步對我國數位圖書館學習網站發展提出建議,最後根據研究結果提出「數位圖書館學習模式芻議」。 根據研究結果提出數位圖書館學習模式芻議,此模式可分成兩大部分,分別為數位圖書館的部分以及數位學習網站的部分。數位圖書館數位學習架構歸納十大項,根據本論文之歸納分析,將數位圖書館數位學習架構分成十大項,分別為:(1)數位圖書館特質;(2)數位館藏;(3)數位物件;(4)Metadata;(5)資訊檢索;(6)數位學習目的與特色;(7)教學系統;(8)學習系統;(9)管理系統;(10)數位學習與數位圖書館整合等。 本研究建議:(1)從事數位圖書館學習系統總體性規劃及策略,以有效整合數位資源並進行整體化建設;(2)重視數位資源之組織與互通性研究,建立全國數位圖書館聯盟管理單位;(3)擴大數位圖書館資源共享合作服務範圍,凝聚共識與團隊力,共同建立數位圖書館學習系統的功能,結合各方資源,將數位資源發揮至最大的效益;(4)由政府單位規劃中長期的數位圖書館學習系統之發展計畫,長期而持續與推動,並且培育專門的人才。 / Digital library is studied to pass on the internet network lifetime study channels, offer the digit to study through the internet network, let people not be restricted by space-time and be educating in study to receive the digital library to study for the digit bring the abundant study material. The method of case study was used, choose the Library of Congress American Memory’s Learning Page, Digital Library for Earth System Education, and the Digital Museum of Discovery of Tamsui River were used as the case research subjects. The purpose of the study is to understand the digital library studies websites and educates the application, and several in education and study structure, including probe into the meaning of the digital library, characteristic with use, several meaning of study and develop, several between important document and design, digital library to study structure study, and study website’s development and put forward the suggestion on the digital library of our country further. Then proposing the digital library study preliminary model from the result. According to the result of the study, it provided a digital library study preliminary model, this model can divide into two major parts, first parts of the digital library and second parts of studying websites respectively. Several digital libraries study structure and sum up ten great one, analyze according to the summing up of this thesis, study the structure on several of digital libraries to divide into ten great one, including: (1)Speciality of digital library; (2)The digit hall hides; (3)Digit things; (4)Metadata; (5)Information retrieval; (6)Study the purpose and characteristic in digit; (7)Tutoring system ; (8)Study the system; (9)Administrative system; (10)The digit is studied and combined etc. with the digital library. This study is proposed: (1)Engaged in digital library learn system getting overall planning and tactics, by combining several resources and carrying on whole construction effectively; (2)Pay attention to several organization of resource and general character study each other , set up national digital library alliance management unit; (3)Expand the cooperative service range of resource-sharing of digital library, condense common understanding and group's strength , set up the digital library and study the systematic function together, combine each side resource, give play to several resources to the greatest benefit; (4)The government unit plans the medium and long-term digital library and study the systematic development plan, sustain and promote for a long time, and foster special talents.

中美圖書館數位典藏管理與著作權法之比較研究 / A Comparative Study on Library Digital Archiving Management and Copyright Law Between the United States and the Republic of China

「智慧財產權」係指人類精神活動之成果而產生財產上之價值者,由法律所創設之一種權利。然而著作權是智慧財產權之一種,著作權法是為了保障著作人應有之權利而制定之法律,但並非所有著作均受到著作權法的保護,立法者於制定著作權法時,考量重點有三:著作人之權益、社會公共利益與國家社會發展三方面,然而著作人在創作時,往往會涉及先人文化之遺產,所以立法時仍顧及公共利益予以限制,再者著作權制度終極目標乃是促進國家文化發展,當面臨公共利益與著作權人權益保護衝突時,應特別注意兩者之平衡,考量使社會大眾能在合理程度範圍內,自由利用著作權人之文化創作,以促進國家社會發展。 隨著科技時代的來臨,過去人類所創造的文化資產與各類的知識,可以藉由科技來加以保存、整理、傳播及利用,一方面使得知識能永久保存下來,一方面使得知識與文化資源得以共享,繼而加速文明的進步。有鑑於此,各國也紛紛著手進行數位典藏計劃,我國擁有悠久的歷史背景、累積豐富的文化資產以及珍貴的文獻與歷史文物,現也正積極進行相關的數位典藏計劃,而圖書館的典藏受到資訊科技的影響,逐漸開始著手進行自動化的工作,並引進許多電子資源,這些資源建立了數位館藏,內容包含電子書、電子期刊、電子資料庫,也進一步參與了許多數位典藏計劃,但數位資源與數位典藏當中仍然有許多著作權相關的問題瀰漫著,而資源建立進而引發著作權的問題。 美國著作權法是全世界發展最為完善的國家之一,其使用各種方式來協助一些侵權問題嚴重的國家,而我國對於著作權法的修訂,與美國方面的淵源頗深,並由圖書館數位典藏管理的角度來進行分析,針對中美兩國圖書館數位典藏管理與著作權法之關係,擬就研究問題逐一進行分析與探討之。在兩國數位典藏管理與著作權法的議題之中,時常有相關性的議題產生,進而牽動整體修法的方向,需要相互比對。本研究藉由比較研究法的方式,瞭解兩國之間的差異性,並且透過描述、解釋、併排、比較的過程,最後進行分析之,將比較之結果做一結論,以驗證研究假設,得出具體性的建議。 / Intellectual property right is a priority protection based upon a compromise as an aspect of human spirit activities achievement. With respect of it creates a statutory and potential property right for writers of which does not cover for all of writings, the cardinal principle of establishing copying is writer’s rights and interests, public interest, and society development three factors. In respect of the writer as in creating to which may involved with culture inheritance affiliated rights that need to take both of upon factors into account on copyright system establishment. Particularly, how to negotiate the conflict rights to make balance for the public interest and writer’s copyright protection in terms of promoting society development by adopting the creations of writers’ copyright freely which under a legitimate range. Benefited from the help of high technique of science adoption for those cultural properties and correlative knowledge preservation, organization, broadcasting, and utilization of which make a possibility of sharing cultural resources by each other and to keep progressing for human culture constantly. Consequently, adopt a digital collection plan for national heritage become a current for the global nations. In concern of the long-standing historical background of Republic of China, have an abundant cultural heritage and plentiful valuable document and historical relics that engaged in a necessary planning project for processing correlative digital collection recently. However, a solemn concern emerged by the subject of copyrights as integrating the electronic book, electronic periodical, and electronic information bank into the respective sub-subject planning. United States as the world top faultless copyright law featured country, which providing assistance to help those countries that seriously infringed by copyright tort and implementing different methods to improve copyright revision. Especially, according to the reality of Republic of China has a long good relationship with United States that is necessary to make a comparison study for respective library digital collection management and copyright between two countries. Regarding the two study subjects of which interact debate revelation frequently that is necessary to make a comparative analysis and probe into the core of two correlative digital collection managements on the direction of integral law revision. In this study, implement comparative analysis to understand the differences between two countries and through the process of description, interpretation, juxtaposition, and comparison to analyze the comparison result. At last, a specific proposal provided by the analysis conclusion and testify assumes in this paper.

數位時代下圖書館經營與著作權法

圖書館除典藏當代文化外,亦負有發展教育、傳播文化、提供資 訊等功能(公共圖書館宣言)。隨著科技的進步,人類文明不斷向前推 展,尤以電腦科技的日益精進,網際網路的使用者快速成長,圖書館 無論是在資料蒐集、整理、資訊的提供等功能上,都面臨數位化的需 求。 關於數位化圖書館所涉及之著作權法問題,可分為二大部分探討: 一、紙本館藏數位化重製,及數位化後透過網路提供圖書館服務之著 作權法問題。 二、圖書館直接從市面上購置數位著作,其取得與利用之問題。 壹、圖書館數位化涉及之著作權法問題 一、重製概念是否包含「數位化重製」 貳、圖書館網路服務涉及公開傳輸權 一、新法對於線上文獻傳遞服務之影響 二、圖書館內部網路使用與公開傳輸權 三、線上列印之合理使用審查 參、可否經由網路出借數位館藏 肆、圖書館取得數位著作授權之困境 一、數位著作取得、利用之限制 二、相關著作權仲介團體之欠缺 四、解決機制 (一)相關著作權仲介團體之設立 (二)利用著作的送存制度 (三)電子資料庫市場的擴大 伍、修法方向 一、明文賦予圖書館數位化重製權 為了順應數位時代下圖書館數位化之時代潮流,並得以有效地保 存館藏著作,著作權法應於第四十八條明文賦予圖書館得將館藏著作 數位化之權限,為合理使用之部分。至於數位化之館藏,無須區分已 公開或未公開發行之著作,蓋即使未公開之著作,亦有以數位化重製 保存以及提供利用之必要。不過,對於數位化重製仍須有一定之限 制,亦即,若在市面上已有相關之數位化著作存在,則不得再就館藏 數位化,而應付費取得使用之權限。 二、限制圖書館數位化服務之範圍 基於數位著作保護技術措施尚未成熟,若直接賦予圖書館就數位 重製後之著作,可透過網路或類似管道提供公眾利用,將造成著作權 人之嚴重損害。因此,數位化後之館藏,在館內使用時,僅限於數位 化資料之檢索用途、全文內容閱覽,若讀者第四十八條第一款要求圖 書館重製著作,則僅能提供紙本的版本,不得將全文內容之數位化檔 案交與讀者利用;又就實體館外之使用者,圖書館僅得提供線上目錄 檢索,但不得提供線上資料全文內容閱覽及線上列印。若有此需求, 仍須取得著作權人之授權或同意始得為之。 三、增訂法定授權制度給予著作權人補償 在賦予圖書館數位化重製權利的同時,應採取前述的法定授權制 度或其他類似著作權補償制度,對於著作權人經濟之不利益加以適當 補償,以衡平雙方利益。圖書館依法進行數位重製,須向著作權人給 付主管機關所制訂公布之使用報酬。 四、學術論文資料庫之建置 本文認為,為了促進學術交流與進步,或可賦予圖書館建立論文 數位化全文之資料庫,以提供檢索、網路傳輸及線上列印。為避免影 響層面太廣,其範圍應限於依照「學位授予法」取得學位之本國博碩 士論文。不過此種利用將對論文之著作權人造成影響,應增訂法定授 權制度,給予著作權人一定之補償,才不致於不合理地損害著作人法 定利益。 五、圖書館共同營運準則之制訂 本文建議,為著作權專責機關之經濟部智慧財產局,可仿照美 國之CONTU(National Commission on New Technogical Uses Cppyrighted Works),制訂供圖書館營運遵守的準則,以使圖書館在 進行重製或其他圖書館服務時有所依循。

數位典藏資源支援專題式學習模式研究:以臺灣百年圖書館史數位圖書館為例 / A Study on project-based learning supported by digital archive resources–case study of Taiwan libraries’ history digital library

隨著網際網路的快速發展,網路資源對於支援數位學習的重要性正與日遽增。本研究旨在探討學習者在利用專題式學習的網路學習歷程中,使用台灣百年圖書館史數位圖書館(經組織後的資源)以及網路搜尋引擎(開放式、未經組織整理的資源)的數位資源之學習歷程及學習成效差異。藉以探討數位典藏資源對於支援專題式學習的優點與特質,並歸納數位典藏資源支援專題式學習模式的價值與定位,以提出發展數位典藏資源支援數位學習模式之建議與參考。 本研究在研究實證部份將學習者劃分為實驗組與控制組,分別使用前述兩種不同組織方式的數位資源進行專題式學習。經由學習者學習活動而產生的電腦歷程紀錄、作業成果及問卷分析等,透過統計分析了解不同組織方式的數位資源對於學習者解決專題式學習任務的影響,進而驗證數位典藏資源支援專題式學習的價值與定位。 本研究獲得以下幾點結論:1、數位典藏資源在支援專題式學習模式上,相較於網際網路中開放式資源具有較高的學習成效;2、對於學習者輔以不同組織方式的資源進行專題式學習而言,數位典藏資源較開放式網路資源具有較高的資源使用滿意度;3、數位典藏資源在支援專題式學習過程中,相較於開放式網路資源,對於知、行、思三階段學習中的「行」階段具有較明顯的助益;4、在支援專題式學習歷程中,相較於Google開放式網路資源,數位典藏資源應提昇資料檢索效能,以增加學習者的使用意願。 / With the rapid development of the Internet, how to apply Internet resources to support e-learning is becoming a more and more important issue in the e-learning field. Therefore, the study mainly focuses on assessing the differences of learning processes and performance of learners who respectively use the digital resources from Taiwan libraries’ history digital library (structured digital resources) and Google search engine (open ended and unstructured digital resources) to perform problem solving learning for a same target subject via the project-based learning mode. The study aims at exploring the advantages and characters of using digital archives to support project-based learning and proposing conclusions and suggestions that are helpful to using digital archives to support e-learning. The study adopted the quasi-experimental design method to separate all participators into the experimental and control groups in order to evaluate the differences of learning processes and performance of learners who respectively use different digital resources to perform project-based learning processes. The statistics analysis scheme was employed to evaluate the learning performance of learners who perform project-based learning supported by different digital resources based on learning processes, project-based learning outcomes, and questionnaire investigation. Based on the research outcomes, the study confirms the value of digital archives in terms of supporting the project-based learning, and further indicates the role-playing of digital archives in supporting e-learning. The study obtains the following conclusions: 1. The learning performance of the experimental group learners who perform project-based learning processes supported by digital archive resources is superior to the control group learners who perform project-based learning processes supported by search engine resources; 2. The learning satisfactory degree of the experimental group learners who perform project-based learning processes supported by digital archive resources surpasses the control group learners who perform project-based learning processes supported by search engine resources; 3. Compared to the search engine resources, the digital archive resources obviously provide benefit in the action procedure in the proposed project-based learning mode with three learning procedures; 4. Compared to Google search engine resources, performing project-based learning supported by digital archive resources should enhance search performance to promote the user’s willingness while using digital archive to support e-learning.

Das Internet wird zunehmend zur IuK-Plattform für Lehre und Forschung. Vom Wandel der Hochschulen sind auch die Hochschulbibliotheken und deren Strukturen sowie Dienstleistungen betroffen. Doch sind sie für diesen Wandel gerüstet? In Deutschland ist eine regional verteilte Informationsinfrastruktur im Bereich der Film- und Medienwissenschaft anzutreffen. Verteilte Ressourcen, seien es Medien oder Internetangebote, sind zwar vielfältig vorhanden, jedoch nur vereinzelt nachgewiesen. Ziel der in 2001 durchgeführten Exploration war es, ein Konzept für eine Virtuelle Film- und Medienbibliothek (Virtual Library Film and Media Studies) zu erstellen. So wurde der differenzierten Informationsbedarf von Dozenten. Es erwies sich als sinnvoll, als ersten Analysepunkt einzelne Internetangebote von vorhandenen ausgewählten virtuellen Fachportalen (DFG gefördert) zu untersuchen. Experteninterviews mit der Fokussierung auf die Lehrenden von den zwei größten Filmhochschulen in Deutschland (Potsdam und München) waren dabei der zentrale Kern. Bei dieser Exploration wurde anhand der Interview-Auswertungen mittels Transkription und anschließender Inhaltsanalyse ein genaues Bedarfsprofil der wissenschaftlichen Zielgruppe herausgearbeitet. Abgerundet wurden diese Untersuchungen durch die quantitative Methode der Fragebogen, die an Filmbibliothekare versendet wurden. Es sollte herausgefunden werden, wie diese Intermediäre den Informationsbedarf der Filmdozenten einschätzten. Sechs Portalsegmente wurden auf diesen Ergebnissen entwickelt. Bei der rasanten Entwicklung der digitalen Fachinformation, gerade im Internet, müssen Bibliothekare die Veränderungen permanent beobachten, um Ihre Dienstleistungen zu aktualisieren. / More and more the internet becomes the information and communication platform for teachings and research. University libraries and their structures as well as their services are concerned with the changes of universities in general. But are the university libraries prepared for this change? In Germany a regionally distributed infrastructure of information within the range of film and media science to be found. Distributed resources in the form of media or offers in internet are variously present, but only occasionally detectable. One of the aims of the exploration accomplished in 2001 was to provide a concept for a VIRTUAL LIBRARY FILM AND MEDIA STUDIES. For this reason the different demands of lectures for informations were investigated. Therefore a mix of qualitative and quantitative methods were used. As the first point of analysis a comparison of the individual internet offers was used on available selected virtual specialized portals (DFG promoted). Expert interviews to bring into focus the lecturers of the two largest film universities in Germany (Potsdam and Munich) formed the central intention. With this exploration analysing the interviews by means of transcription and following analysis of contents an exact need profile has been worked out. These investigations were rounded off by the quantitative method of the questionnaires, which were sent to film librarians. It had to be found out, how the intermedians assess the lecturers need of media information. With the rapid development of digitally specialized information, also in the internet, librarians must permanently observe the changes, in order to update their services.

(in English): This thesis is dedicated to the analysis and evaluation of applied information architecture of two selected digital libraries - Manuscriptorium and Kramerius of the National Digital Library. Information architecture is one of several interconnected web design disciplines. For designing purposes, information architecture can be defined as a complex of elements and principles. Analysis and evaluation of the existing information architecture depends on its integration into the web sites context. The thesis contains theoretical part with definition of information architecture, its elements and principles of design. It describes evaluation methods of information architecture as a combination of qualitative and quantitative elements of web sites. Information architecture of digital libraries often means architecture of the system. The thesis contains a definition of a digital library and explains focus on access application. Testing of web usability is the best way of testing the information architecture of digital libraries. It enables to test information architecture from user's point of view. The conclusion provide results of the usability tests.
