Ontologia digital arquivística: interoperabilidade e preservação da informação arquivística em sistemas informatizados de arquivos e na web / Digital archival ontology: interoperability standards and description for dissemination and preservation of archival information

Neste estudo verificou a possibilidade, no contexto tecnológico digital, de como a relação dos padrões de descrição arquivísticos, representados por meio de metadados, estimulam a criação de ontologias leves com potencial uso no processamento e na interoperabilidade. Esta pesquisa justificou-se pela necessidade de interoperabilizar a informação digital, tanto para a difusão como para a preservação a longo prazo em sistemas de arquivo e na internet, e serviu para identificar a descrição arquivística como base para ontologias leves. A pesquisa utilizou método misto exploratório, comparativo e prospectivo. Com o método exploratório, nota-se que a descrição arquivística permite acesso a informação arquivística registrada e, conjuntamente ao vínculo arquivístico (Archival bond), é capaz de fornecer dados acerca do contexto de produção documental para sistemas de arquivo e para a Web 3.0. Para o estudo foram utilizados os padrões dos sistemas informatizados de arquivos, como o Sistema Informatizado de Gestão Arquivística de Documentos (SIGAD) e Modelo de Requisitos para Sistemas Informatizados de Gestão Arquivística de Documentos (e-ARQ), além dos Repositórios Digitais Confiáveis Arquivísticos (RDCArq) e o Modelo Record Continuum. Verificou-se que a confiança na cadeia de custódia e do contexto arquivístico podem garantir em longo prazo a confiabilidade do ambiente de guarda documental e a presunção de autenticidade. Relacionou-se a interoperabilidade com a organização da informação, a semântica e as ontologias. Com o método prospectivo concluiu-se que as ontologias têm seu papel na estruturação dos domínios de conhecimento e seu uso na tecnologia digital. Identificou-se as características das ontologias que podem resultar do uso de padrões arquivísticos e o resultado disso como uma Knowledge Organization System (KOS). Com o método comparativo, o estudo também relaciona os padrões arquivísticos e a descrição arquivística. Como achados, verificou-se que é possível a utilização de elementos de metadados para a estruturação de ontologia capaz de representar o contexto e a estrutura de arquivos, além de colaborar na disseminação da Informação arquivística, estruturando uma Ontologia Digital Arquivística. Assim, verificou-se que é possível a aplicação de ontologias para auxiliar na manutenção da cadeia de custódia e do contexto da informação arquivística e do documento arquivístico, além de seu uso na difusão e na preservação digital em longo prazo, tanto em sistemas de arquivo quanto na rede mundial de computadores. / This study analyzed the relationship of archival metadata description standards and the creation of ontologies for preserving archival information in operation systems and the Internet. This research is justified by the need to inter-operationalize digital information for broadcasting and preserving archival and Internet systems as well as identifying archival descriptions as a basis for ontologies. The research combined exploratory, comparative and prospective methodologies. Using an exploratory methodology, the author compared the Recordkeeping Systems, the Trusted Digital Repositories and systems developed by the model Record Continuum. The analysis verified that archival description permits access to archival information and that the archival bond is able to provide data about the documentary production context for file systems and Web 3.0. These findings suggest that confidence in the chain of custody and archival context can ensure long-term reliability of the document management environment. The study also evaluated the relationship between interoperability the organization of information in four of the most common global digital information structuring standards: International Standard Archival Description - General (ISAD-G), Brazilian Standard of Archival Description (NOBRADE), Encoded Archival Description (EAD), and Encoded Archival Context (EAC). These description elements enable informational professionals to build ontologies, which in combination with the context-focused EAC, facilitate the structuring of the archival bond as a Knowledge Organization System (KOS). The work concluded that ontologies have an essential role in the structuring of domain knowledge and its use in digital technology. Ontologies can follow the archival information in custody chain, mirror context and description information, and register archives as a domain knowledge, thereby creating a Archival Digital Ontology

Insere-se em um contexto relativo aos debates sobre as políticas públicas de informação do Estado brasileiro e parte do pressuposto de que não é possível o acesso continuado à informação, já nascida digital, dissociado da gestão arquivística e da preservação digital. Faz uma análise política do processo de implantação da Lei de Acesso à Informação, no Poder Executivo Federal. Identifica e discute o contexto, as responsabilidades e as relações estabelecidas entre os atores concernidos – Controladoria-Geral da União (CGU), Arquivo Nacional (AN) e Conselho Nacional de Arquivos (CONARQ). A pesquisa exploratória realizada no portal da CGU identificou informações relevantes sobre ações e programas desenvolvidos, pela CGU, no âmbito de implantação da LAI em sua relação com as políticas arquivísticas. Em associação, foram analisadas a legislação correlacionada à LAI e as 730 notícias capturadas no Google para identificar falas e argumentos dos atores políticos envolvidos, e assim conhecer o contexto onde a atual política de informação do Estado brasileiro se desenvolve. Ao fim, conclui que a falta ou insuficiência de mecanismos definidores de responsabilidades de cada um dos atores envolvidos implica na ausência de uma política pública que garanta aos arquivos serem, de fato, um dos elos que compõe a cadeia da política de informação contemporânea. E que, apesar da LAI possuir conformidade com as políticas arquivísticas, não existe regulamentação que preveja qualquer protagonismo dos arquivos públicos no processo político de implantação da Lei de Acesso, trazendo riscos à constituição do legado digital para as gerações futuras. / The object of this research are the preservation policies of digital public information from government. It falls in a context related to the debates on public information policies of the Brazilian government and it assumes that it is not possible to provide continued access to born digital information without association to records management and digital preservation. It does a political analysis of the implementation process of the Lei de Acesso à Informação, n°. 12.527, November 08, 2011 (LAI) in the Federal Executive Branch. It also identifies and discusses the context, the responsibilities and the established relationships between the concerned actors - Controladoria-Geral da União (CGU), Arquivo Nacional (AN) and Conselho Nacional de Arquivos (CONARQ). The exploratory research on the CGU website identified relevant information about the actions and programs planned to be developed by CGU within the archival policies. In addition correlated LAI legislation and 730 news collected on Google were analyzed to identify speeches and arguments of political actors involved in it and to know about the context in which the brazilian government information policy is developed. It concludes that the lack of mechanisms defining the responsibilities of each actor implies in the absence of a public policy that does ensures that archival policies are really part of the links that comprise the chain of contemporary information policy. It also concludes that the LAI is in compliance with archival policy, but there is not regulation of the responsibilities of each actor in the political process concerned to the deployment of LAI, bringing risks for the constitution of digital legacy for future generations.

Après dix ans d'expérience avec les projets de numérisation dans nos musées, bibliothèques et archives, une réflexion critique se montre plus que jamais nécessaire pour évaluer à quelles conditions ce genre de projets d'informatisation peuvent offrir une valeur ajoutée pour la documentation de notre patrimoine culturel. Cette réflexion se base, entre autres, sur un ensemble de case studies représentatifs dans un contexte international. A cette fin, nous présenterons et définirons un cadre méthodologique et conceptuel original concernant l'impact des technologies sur la qualité des métadonnées. The Anthropological Director Pestana Museum (MADP), maintained Integration Foundation, Development and the Northwest Education (FIDENE), a private institution of technical and educational-cultural character, becomes part of the development environment of this study with respect to the collection sound made cassette tapes. This file gathers historical documentation Integration Foundation, Development and Education of the Rio Grande do Sul state Northwest - FIDENE installation of FAFI in 1956, the establishment of FIDENE in 1969 and the recognition of UNIJUI in 1985, the regionalization of this in 1993, continued until the present day. The historical building of this institution, as well as custody audio collection and preserved, justify the conduct of this research, while these sound documents require special care and handling, linked to life expectancy of magnetic tape directly attached to the support and technological obsolescence. This research aims to investigate the light of current references of typological identification and the consequent integration of sound documents in the Classification Plan, the methodology and the definition of an arrangement of systematic and preservation for the sound collections generated from scanning cassettes of the Anthropological Museum Director Pestana - MADP belonging to FIDENE File. The need to discuss the inclusion of sound documents in archival management programs part of the whole document assumption is a registration unit independent support information, and the sound file is integrated by sound recordings resulting from public institutions activities, private, person or family in the performance of their activities and regardless of the nature of the support. The motivation for this study is in line with Resolution No. 41 of Conarq - provide for the inclusion of audiovisual, iconographic, sound and musical documents in archival document management programs for their preservation and access. To accomplish this goal, the diagnosis of the sound collection was performed in order to verify the organization and arrangement of these documents. The theoretical framework of this research was based on the themes cultural heritage, archival sound document - cassette, archival description and standardization, dissemination and access, digital preservation and conservation strategies, reliable digital archival repositories and contemporary diplomatic. The foundation of this research consisted in the identification of funds and the use of typological identification of concepts to define the species and preparation of documentary arrangement framework that culminated in the development of research tools Guide, Inventory and catalog in an electronic environment via ICA AtoM. It is an applied research, qualitative approach, conducted through desk research and direct observation, and on the technical procedures consisted in a case study. Este arquivo reúne a documentação histórica da Fundação de Integração, Desenvolvimento e Educação do Noroeste do Estado do Rio Grande do Sul FIDENE da instalação da FAFI, em 1956, à constituição da FIDENE em 1969, ao reconhecimento da UNIJUI em 1985, à regionalização desta, em 1993, mantida até aos dias atuais. A construção histórica desta instituição, assim como a acervo de áudio custodiado e preservado, justificam a realização dessa pesquisa, ao passo que estes documentos sonoros necessitam de cuidados e manuseio especiais, atrelados a expectativa de vida útil da fita magnética diretamente ligada ao suporte e a obsolescência tecnológica. Esta pesquisa tem como objetivo principal investigar à luz dos referenciais atuais da identificação tipológica e a consequente inserção dos documentos sonoros no Plano de Classificação, a metodologia e a definição de uma sistemática de arranjo e de preservação para os acervos sonoros gerados a partir da digitalização de fitas cassetes do Museu Antropológico Diretor Pestana MADP pertencentes ao Arquivo FIDENE. A necessidade de discutir sobre a inserção dos documentos sonoros em programas de gestão arquivística parte do pressuposto de que todo documento é uma unidade de registro de informações independente do suporte, e o documento sonoro é integrado por registros sonoros resultantes das atividades de instituições públicas, privadas, pessoa ou família, no desempenho de suas atividades e independente da natureza do suporte. A motivação para este estudo vem ao encontro da Resolução nº 41 do Conarq - dispõem sobre a inserção dos documentos audiovisuais, iconográficos, sonoros e musicais em programas de gestão de documentos arquivísticos visando a sua preservação e acesso. Para cumprir tal objetivo, foi realizado o diagnóstico do acervo sonoro, a fim de verificar a organização e arranjo desses documentos. O referencial teórico desta pesquisa foi embasado nos temas Patrimônio cultural, documento sonoro arquivístico fita cassete, arquivologia, descrição e normalização, difusão e acesso, preservação digital e estratégias de preservação, repositórios arquivísticos digitais confiáveis e diplomática contemporânea. O alicerce desta pesquisa se constituiu na identificação dos fundos e a utilização dos conceitos de identificação tipológica para definição das espécies e elaboração do quadro de arranjo documental que culminaram na elaboração dos instrumentos de pesquisa Guia, Inventário e Catálogo em um ambiente eletrônico, via ICA-AtoM. Trata-se de uma pesquisa aplicada, de abordagem qualitativa, realizada por meio de pesquisa documental e observação direta, e quanto aos procedimentos técnicos constituiu-se em um estudo de caso. Esta pesquisa permitiu elaborar um quadro de arranjo e estabelecer uma sistemática de arranjo para os documentos sonoros do Arquivo FIDENE e elaborar como produto de mestrado os instrumentos de pesquisa guia, inventário e catálogo para acesso e difusão e disponibilização online na plataforma ICA-AtoM dos documentos sonoros.

Pas de résumé en français / Nowadays, a major part of the information is in digital form. Digital preservation is essential to allowpeople to access information over time. From a computer science perspective, two major objectiveshave to be met to enable digital preservation: developing archival systems to manage the preserveddigital information, and select information representations that will facilitate the preservation. For complexinformation such as product models, these two objective are particularly hard to meet. Archivalsystems have to operate in a complex environment, interact with many different systems, and supportmay different business functions. Product model representations do not use all the possibilitiesof computer interpretation.Regarding the development of archival systems, the key is to determine what has to be described toprove that the archival system can effectively support the digital preservation. The Reference Modelfor an Open Archival Information System (OAIS) proposes a terminology to describe and comparearchives. The Audit and Certification of Trustworthy Digital Repository (ACTDR) provides criteria forthe certification of archives. One issue with these efforts is that there is not guidance on how to usethem within archival system descriptions.This thesis proposes a method called Reference Architecture for Archival Systems (RAAS) to describearchival systems implementations. RAAS relies on the DoD Architecture Framework to describethe various aspects of the archival systems. Moreover, RAAS provides an archival-specificterminology inspired by the OAIS Reference Model. RAAS also explains how the archival systemdescription can help for the ACTDR certification.RAAS is applied to a product model preservation case, to describe the various aspects of the archivalsystem. This description includes the interactions involving the archival systems, the archival systemfunctions, the definition of the preserved content, and the definition of the metadata. This descriptionformally refers to the OAIS terminology, and provides ACTDR certification evidence.This thesis also address the representation of product models by proposing the translation of productmodels from STEP to OWL. STEP is a standard for product model representation. The use ofOWL enables semantic relationship to enrich product information, and improve the search and theunderstanding of this information using data integration.The methodology used in this thesis can apply to other types of information, such as medical records

This thesis investigates the organization culture and information culture in the archives of the Lutheran Church of Sweden. The church is the largest Christian denomination in Sweden. Since the year 2000 it is no longer a state church, though some legal, economic and even mental bonds to the state still exist. The main focus of the thesis is to investigate the influence of cultural aspects on a recent project concerning a general system for information management and digital archiving. A subsequent question is how these cultural aspects may affect the church’s future role as a cultural heritage actor. The thesis, as a framework, uses two models: one for organization culture (Granberg) and one for information culture (Choo). It combines them to a single model and connects them with Kirk’s studies on information use. Four semi-structured interviews, with archivists on national level and in two dioceses, were conducted and transcribed. In addition, related documents were studied. A qualitative analysis was carried out on the data. One conclusion made is that the general culture on national level and in the dioceses can be described as a relationship-based and professional culture. Another conclusion is that parallel cultures do exist within the church, especially in the dioceses. These parallel cultures affect the information use and information behaviour. The diminishing role of the church in the future may be the force which merges these parallel cultures into one. There are also major differences on what to count as the cultural heritage of the church. The author argues that the church should act more decisively to define its heritage and to claim its future role in the field of cultural heritage. This is a two years master’s thesis in Archival Science.

Administrativa krav i en kreativ process : Arkivariers syn på arkivering och tillgängliggörande av forskningsdata på svenska lärosäten / Administrative Demands in a Creative Process : Archivists view on archiving and public access of research data in Swedish universities

Introduction. Previous research has shown that the increasing demands of research data management have proven to be challenging to both researchers and research support. The aim of this thesis is to investigate the process of managing, archiving, and sharing research data and what challenges it faces. Furthermore, it aims to investigate what the archivist’s role is and should be in this process and how archivists and researchers communicate and collaborate with each other.  Method. To pursue this aim, a qualitative method was used, consisting of semi-structured interviews with archivists from seven different public universities in Sweden, with three larger universities and four smaller ones. Analysis. For the analysis a thematic method was used, where similarities and differences, views and opinions were identified and categorized into different themes. Result. The result showed that a fundamental challenge is for the archivists to reach out to the researchers with the information and knowledge that they need and how to make that information comprehensible. The result further showed that several of the interviewed archivists believe that the current focus of resources and demands aimed at the development of open data is misdirected and contra productive because the researchers are more interested in and have a greater need of safe storing and proper archiving of their research data, rather than making it open. Conclusion. The investigation concludes that there is a great need for new ways for archives and other research support to reach out to researchers with information on research data management and that this requires more resources. It furthermore concludes that there is a need to further investigate what researchers truly need for them to properly manage and preserve their research data in the long term and what role the archivist will play in this development.  This is a two years master’s thesis in Archival science.

The purpose is to investigate, analyze and clarify the relationship between authorization and security policy for digital preservation system. Information security comes into focus when digital preservation systems are discussed. The handling of electronic documents in digital preservation systems is now widespread and a large part of many activities. This means that the business must ensure that it protects against the loss of information stored in the digital preservation system. Authorization and security policy are relevant to archive and information science because digital objects in digital preservation system are to be protected from unauthorized access. With a qualitative method the research will go through security policy, systems and models for access architecture. With open approach and open questions, the research will be summarized with a discussion on the most important conclusions for access management for digital preservation system, which are mainly built on roles. It is of great importance that the company uses roles and authorization levels to ensure that everyone knows with certainty what to do and what they cannot do. / Syftet är att undersöka, analysera och klargöra relationen mellan auktorisering och säkerhetspolicy för system för digitalt bevarande. Informationssäkerhet kommer i fokus när system för digitalt bevarande diskuteras. Hanteringen av elektroniska dokument i system för digitalt bevarande är nu utbrett och en stor del av många aktiviteter. Det innebär att verksamheten måste se till att den skyddar mot förlust av information som lagras i system för digitalt bevarande. Auktorisering och säkerhetspolicy är relevant för arkiv- och informationsvetenskap eftersom digitala objekt i system för digitalt bevarande ska skyddas mot obehörig åtkomst. Med en kvalitativ metod kommer forskningen att gå igenom säkerhetspolicy, system och modeller för åtkomstarkitektur. Med öppet tillvägagångssätt och öppna frågor kommer forskningen slutligen att sammanfattas med en diskussion om de viktigaste slutsatserna för åtkomsthantering för system för digitalt bevarande, som huvudsakligen bygger på roller. Det är av stor vikt att företaget använder roller och auktoriseringsnivåer för att säkerställa att alla med säkerhet vet vad de ska göra och vad de inte får göra.

On Long Term Digital Preservation and Document Maintenance, and the Role of XML and TEI

Although many believe that digital information is imperishable, or at least much more reliable and durable than paper information, this is nothing more than an illusion, derived perhaps from the calculation efficiency, speed and high performance of modern computers. The digital information, stored in any type of media (optical, magnetic, and electronic), is perishable, and in terms much shorter than imagined; even shorter than the degradation times of printed-paper. This article discusses the problems of digital preservation in the long term, considering both the possibilities offered by current technology and the problems of implementing and maintaining an adequate preservation policy. The structure of the article is as follows: first, we will define the problem of digital preservation. Then we will see the possible solutions at the technological level (digital preservation techniques), including the advantages of using XML-TEI markup concerning long-term preservation and document maintenance. Finally, we will focus on digital preservation as an organizational problem, including digital preservation policies. / Aunque muchos creen que la información digital es imperecedera, o al menos mucho más confiable y duradera que la información en papel, esto no es más que una ilusión, derivada quizás de la eficiencia de cálculo, la velocidad y el alto rendimiento de los ordenadores modernos. La información digital, almacenada en cualquier tipo de medio (óptico, magnético y electrónico), es perecedera, y en términos mucho más cortos de lo imaginado; incluso más cortos que los tiempos de degradación del papel impreso. Este artículo discute los problemas de la preservación digital a largo plazo, considerando tanto las posibilidades que ofrece la tecnología actual como los problemas de implementar y mantener una política de preservación adecuada. La estructura del artículo es la siguiente: primero, definiremos el problema de la preservación digital. Digitization and Digital Preservation of P.Herc. 817

The large cache of scrolls from Herculaneum were opened to scholars in spite of and because of the destruction of the volcano and damaging unfurling techniques. The fragments inherited have been studied closely by scholars. Digitization and technological work on the Herculaneum papyri, including the important infrared imaging completed by BYU in the early 2000s, and the 3-D imaging and inchoate virtual unwrapping technology by EduceLab, have amplified and aided scholarship on the scrolls and will continue to do so. P.Herc. 817 is a unique Latin text within the collection that has been heavily studied by scholars due to its fascinating subject matter on the Battle of Actium and Cleopatra and its readability. This fragment serves as a case study to demonstrate the value of each set of digital images in transcription and interpretation research, which suggests at the value of the varying digital images for other Herculaneum fragments. I closely compare digital surrogates of P.Herc. 817 including the early 2000s infrared images, 1960's era negatives, and recent 3-D images with the original artifacts as seen at the Biblioteca Nazionale in July 2023. This autopsy of versions of P.Herc. 817 substantiates the need for scholars to use all available digital images in concert with the original papyri when doing scholarly work. It also reinforces the need for digital stewardship and preservation of each distinct image set.
