Memento mori: an archival strategy for documenting mortality on the Canadian frontier at Red Lake, Ontario, before 1950

Memento Mori, Latin for “remember thy death,” implores us to be mindful that death is both inevitable and inescapable. What of the records created during the process of dying and about death? Based upon wide-ranging archival research into primary documents, this thesis explores the rich sources of both official, public records, and personal, private ones, relating to mortality on the small-town Canadian frontier before 1950. The community of Red Lake, Ontario, which was established on the frontier as the result of the Red Lake gold rush of 1926, is the subject of a case study. Rather than merely cataloguing sources, this thesis illustrates that by adapting aspects from such archival appraisal methodologies as macroappraisal and documentation strategy, one is able to make available to researchers a wider range of sources relevant to the themes of dying and death. Specifically, by employing a documentation strategy methodology to identify and illuminate the records of human activities surrounding the functions of dying and death, archivists can offer to researchers the opportunity to locate relevant records wherever they may physically be. Since this is an Archival Studies thesis, it does not provide an historical analysis of dying and death, but is an archival study of the types of records related to the theme of mortality on the Canadian frontier: how those records were created, their character, and their capture and preservation in a small community. This thesis is organized into three chapters and a conclusion. Chapter One explores some relevant trends in the secondary literature of three fields: archival appraisal and description, small town or local development on the frontier, and dying and death as human activities. Chapter Two sets the context in which the thesis analyzes mortality on the frontier by outlining the relevant history of the Red Lake District of Northwestern Ontario and its pioneers. The focus is especially on the gold-mining boom years from the mid-1920s until shortly after the Second World War. The heart of the thesis, Chapter Three, is a case study of the various records creators, human activities, and resultant records related to mortality. It is organized according to three phases or functional categories surrounding dying, death, and memorialization. The conclusion summarizes the usefulness of the case study, in light of the literature review in Chapter One. It also suggests areas of further research, including aspects not covered herein, of the records of dying and death on the Canadian frontier. The documentation strategy, adapted from the original methods employed by archivists Helen Samuels and Richard Cox, was found to work best when deployed as a research and descriptive tool for exploring and documenting the records of mortality, more so than its original purpose as an acquisition tool. The strategy has wide-ranging usefulness discovering and then describing a “virtual” documentation universe relating to record-generating human functions and activities.

Standing on the edge of yesterday: A dilemma of oral knowledge in a West Coast family

ABSTRACT The Nitinaht language and traditional knowledge that was usually transmitted from the older to the younger family members is on the verge of being lost forever. As a member of a Nitinaht family, I have concentrated on finding the Elders in our family, who are spread all over Vancouver Island, in an attempt to try to find a way to preserve this invaluable knowledge and to pass it on to future generations. This information was recorded and will be presented through interactive multimedia, which allows for the transmission of oral information such as stories, photographs, interviews, family trees, history, language and anecdotes. Since modern technology and traditional knowledge seem at the opposite ends of the spectrum, the research also looked into the acceptability of this method of transmission. Much traditional knowledge is confidential, and thus is not part of the written dissertation; however, much information is included without disrespect for our beliefs as ideas for future research. The written documentation includes a history of our family, discussion of the beauty and uniqueness of the Diitidaht (Nitinaht) language, a narration of our last Puku’u basket weaver, and a description of the “Family First” interactive multimedia program.

The potential for community-based natural resource management (CBNRM) affiliated with BC's Protected Area System

Community-based natural resource management (CBNRM) related to protected areas (PAs) originated in the 1980’s in Zimbabwe, Africa, in the buffer zone communities of Africa’s National Parks. CBNRM attempted to address the problems associated with colonial, protectionist style ‘fence and guns’ conservation management approaches, which excluded resource-based communities from conservation areas. CBNRM attempts to meet the biodiversity conservation objectives of conservation areas, and the sustainable development and livelihood objectives of neighbouring communities. While CBNRM initiatives have been well documented internationally over the past decades, little is known about the status of CBNRM within Canada. In order to bridge this knowledge gap and to link trends in conservation and protected areas management internationally to Canada and to British Columbia (BC), this thesis examines the potential for community-based natural resource management (CBNRM) affiliated with BC's Protected Area System. “Potential” is determined by comparing the situation in BC to the international CBNRM experience. The study draws on a sample of Conservancies from the categories of the BC Protected Area (PA) System, focusing particularly on the nine Sea-to-Sky Land and Resource Management Plan (LRMP) Area Conservancies and neighbouring First Nations communities: Squamish, L’il’wat and In-SHUCK-ch. Information has been obtained through interviews (guided by semi-structured questionnaires) conducted with BC government informants and First Nations representatives, supplemented by key documents. The questionnaire examined the potential for CBNRM according to a.) the community's perspective: potential (costs and) benefits of the protected area, including goods and services, cultural and social benefits and sustainable economic development opportunities provided by the protected area; and benefits of community involvement in natural resource management and protected area governance; and b.) the conservation perspective: benefits through community cooperation in biodiversity conservation within the targeted protected area. Other factors that have been identified through the international experience to affect CBNRM initiatives, such as use regulation; tenure; policies and legislation; awareness of and support for the protected area; and community capacity were thoroughly examined across all sources of information. This study finds that there is potential for CBNRM affiliated with the BC PA system in protected area designations such as ‘Conservancies’. Potential relates to the role of CBNRM in biodiversity conservation, meeting the aspirations of BC’s First Nations communities, and in recognizing First Nations as legitimate stakeholders in protected areas and conservation management. As in the international experience, numerous social, political, economic and other factors present opportunities and challenges to the adoption of CBNRM in BC. This thesis concludes with key recommendations for protected areas and conservation management in BC and Canada and identifies opportunities to further explore key topic areas that arose from the research findings.

Empowered or Tokenized?: The Experiences of Aboriginal Human Service Workers and Organizational Responses in a Historically Oppressive Child Welfare System

Government human service organizations regularly attempt to recruit ethnically and culturally diverse professionals to improve services to diverse communities. The assumption here is that organizational culture and structure support this organizational practice. This study considers the unique challenge for Aboriginal professionals who work in a government child welfare system responsible for the oppression of Aboriginal children, families, and communities. As a non-Aboriginal organizational insider and researcher, I use a combined Indigenous/ethnographic approach to explore these issues with Aboriginal professionals within the British Columbia Ministry of Children and Family Development (MCFD). This study involves a dual focus that examines the history, identity, values, motivations, and practice approaches of Aboriginal professionals as well as how organizational structural and environment variables support or impede their representation of community needs and interests. Analysis of these two areas results in significant findings for the organization, the social work profession, and various practice and organizational diversity literatures. Aboriginal participant descriptions of values, beliefs, and practices contribute to literature exploring contemporary Indigenous practice approaches that integrate traditional knowledge with professional practice. Consistent with some representative bureaucracy studies, participant descriptions of personal history, experience, practice, and motivation to work in MCFD indicate values, beliefs, and motivations strongly shared with their representative group: to reduce the number of Aboriginal children in government care and reconnect them to community. Aboriginal participant role tensions and dual accountabilities, resulting from their unique community/Ministry insider/outsider position, provide context to studies that explore tensions and contradictions that exist for diverse professionals working in their communities through mainstream organizations. Findings also contribute to studies in representative bureaucracy and other organizational diversity approaches concerned with the ability of diverse professionals to actively represent community interests. Organizational variables, such as low Aboriginal practice support, racism, cultural incompetence, hierarchical structure and decision making, risk-averse practice norms, poorly implemented rhetorical change initiatives, and institutional physical environments, among others, impede the ability of Aboriginal participants to actively represent community interests. As We Move Ahead Together: Foregrounding Reconciliating and Renewed First Nation/ Non-Aboriginal Relations in Environmental Management and Research

The research project upon which this dissertation is based focused on enhancing understandings of the nature of current First Nations/non-Aboriginal relations in environmental management. The project was undertaken as a collaborative initiative by the author, a non-Aboriginal doctoral researcher, in partnership with Walpole Island First Nation. The research served as an opportunity for co-producing knowledge on this subject across cultures and worldviews, and as an effort to build towards our shared aspiration of learning how distinct, yet inextricably linked, First Nations/non-Aboriginal understandings, approaches and worldviews can come together within a context of mutual respect and mutual benefit. The purpose of the research was to investigate the existence and types of issues leading to First Nations/non-Aboriginal tensions in environmental management, to analyze and unpack underlying causes of challenges identified via the research, and to construct avenues for relationship improvement. The research project was grounded in a specific investigation into relations in species at risk conservation and recovery in southern Ontario, Canada. The resulting dissertation is structured around three primary focal areas: 1) investigating and exposing colonial influences at play in Canada’s Species at Risk Act, and offering a new model for co-governance in this arena and beyond; 2) investigating relations surrounding efforts towards traditional ecological knowledge (TEK) transfer in species at risk work, with a focus on exploring issues identified in relation to intellectual imperialism; and 3) introducing and characterizing an original, reconceptualized approach to First Nations/non-Aboriginal relationships in academic research; this approach focused on ways in which investigatory practice can become a means of working towards broader reconciliation goals. Research findings from this dissertation indicate that colonial factors, often unevenly visible to actors involved in environmental management and research, continue to strongly affect the potential for positive, productive First Nations/non-Aboriginal relations in these spheres - including within the species at risk conservation and recovery arena examined here. Project results provide insight into the nature of the factors influencing relationships, as well as potential avenues for addressing the vitality of colonialism in contemporary relations and overcoming the influences on First Nations and on First Nations/non-Aboriginal relationships.

Land-Based Food Initiatives in Two Rural and Remote Indigenous Communities

The purpose of this thesis is to describe the harvesting and dietary practices of two rural and remote Indigenous communities. The ethnographic methods of participant observations and semi-structured interviews availed an abundance of rich and detailed data that allowed for a clear understanding of the barriers these two communities face when accessing food. This is an articled-based thesis containing three parts. Part one is composed of a literature review that describes the barriers that have contributed to food insecurity problems in Indigenous communities. It finishes with a chapter dedicated to defining the postcolonial theoretical perspective and describing how and why it was employed during this research process. The postcolonial perspective was chosen to best understand the historical forces that caused food insecurity in Indigenous communities and justify my position as a non-indigenous researcher in the field of Indigenous health. The second part of the thesis is made up of two articles. Article one will describe the current situation of food access challenges and responses in Canada, more specifically in two rural and remote First Nations communities. The article illustrates how both First Nations are experiencing challenges obtaining healthy food from the market and from the land. The article describes what is involved in acquiring food in both communities, and the responses each community is taking to increase food access. The article concludes by pointing out how these initiatives are building more than just food capacity and why they deserve greater external support. The second article is focused solely in the community of Wapekeka, and is entitled The Cost of Local Food Procurement in One Northern Rural and Remote Indigenous Community. The purpose of the article is to provide a specific example of building local food capacity as strategy to address food insecurity. It documents the costs associated with traditional food procurement and compares these costs against the price of food available in the store. The final component of the thesis is the overall conclusion, highlighting the belief that the findings presented in this thesis will promote and emphasize the importance of land-based food initiatives as a way to foster positive health outcomes for all Indigenous peoples.

L’accès aux études postsecondaires chez les Premières Nations et les Métis vivant hors collectivités des Premières Nations au Canada : déterminants contextuels, familiaux et individuels

Cette recherche se penche sur l’impact des facteurs contextuels, familiaux et individuels dans l’accessibilité au postsecondaire des Premières Nations et des Métis âgés entre 18 et 34 ans qui vivent hors collectivités des Premières Nations au Canada. En plus de l’impact de ces facteurs au niveau national, cette recherche s’intéresse aussi à leur impact selon les trois types de systèmes scolaires canadiens « à choix exclusif », « à choix progressif » et « à choix multiples ». Des régressions logistiques multinomiales ont été réalisées sur les données de l’enquête auprès des peuples Autochtones de 2012. Trois groupes de facteurs qui totalisent 24 indicateurs ont été examinés afin de répondre aux questions de recherche. Les résultats de cette recherche montrent que même si les facteurs contextuels, tels que l’environnement social et scolaire au secondaire et les facteurs familiaux, tels que la scolarité des membres de la famille sont déterminants dans l’accès au postsecondaire des Autochtones, les facteurs individuels sont les principaux facteurs prédictifs de cet accès. Parmi les facteurs les plus importants, il y a la performance académique et le décrochage scolaire, suivi de l’âge qui affecte considérablement cet accès, particulièrement à l’université. De plus, l’analyse de l’effet de modération selon les trois systèmes scolaires canadiens a également permis de distinguer une différence significative entre ces derniers qui est perceptible, d’une part, par les variances expliquées et, d’autre part, par l’impact différé des trois groupes de facteurs étudiés. / This research assesses the impact of contextual, family and individual factors in access to postsecondary education of First Nations and Métis people aged between 18 and 34 years old, living outside First Nations communities in Canada. This research examines also the impact of these factors across the three postsecondary types of school systems of Canada, i.e., “exclusive choice”, “progressive choice” and “multiple choice”. Multinomial logistic regression analyses were performed on the data of the Aboriginal Peoples Survey of 2012. Three groups of factors totaling 24 indicators were examined in order to answer the research questions. The results of this research show that, while contextual factors, such as the social and academic environment and family factors, such as the high academic level of family’s members are determinant in access to postsecondary education among Aboriginals living outside First Nations communities, the individual factors are the main predictors of this access. Among these main predictors, there are academic performance, dropping out of school and age. In addition, the analysis of moderation effects according to the three postsecondary types of systems present in Canada showed significant differences that can be seen, first, in the explained variance and second, in the difference between the importance of the different groups of factors in each system.
