具可靠度考量之全球運籌管理完整模式之探討 / An Extended Reliability Model for Global Logistic Complete Systems under Uncertain Environment

當企業面對資源與競爭全球化之市場發展趨勢,如何有效地運用多樣化且散佈的全球資源,做最有效的佈局,來因應日益激烈的市場競爭與挑戰,全球運籌管理愈行重要。但隨著企業經營的全球化,面對的風險與不確定性也逐漸增加,所以企業在做全球運籌管理時不確定因素應納入考量。 許多文獻對全球運籌管理模式作了不同角度的問題探討,其中Vidal and Goetschalckx從過去的文獻中將全球運籌模式加以比較,得到三點過去模式不足的部分:(1)不確定因素都未考慮,(2)BOM的限制,(3)國際化的因素如匯率及稅都未考慮。遂即於其研究中對不確定因素如需求變化及供應商可靠度等因素的改變與最小總成本對全球運籌管理系統的影響進行分析。 吳釜蒼(2002)以Vidal的架構,增加對於貨物自原物料採購至成品完成間的正向物流過程中,所可能經過的成員如供應商、工廠、倉庫、運輸管道進均加入可靠度考量來進行分析探討。本研究延伸其做法,除正向物流外,並擴展到商品或物料退貨、維修及資源回收的逆向物流過程中,可能經過的成員均加入可靠度的考量;並且針對兩種操作情境加以分析(1)特定成本之下求最大可靠度,(2)特定可靠度之上求最小總成本。其次,利用Fault Tree Analysis方法,配合績效評核項目,對可靠度加以量化分析,使其更符合實際狀況。 最後以範例資料來分析驗證此數量模式,並提出一方法論提供決策者在進行全球佈局規劃時,能以本研究提供的決策程序,找出影響全球運籌可靠度的關鍵因子,並可對合作夥伴可靠度進行分析,改善彼此關係或對其之取捨上能有一較客觀的參考依據,使其對總成本之影響能降至最低。 / Since the late 80s, due to the tensive pressures from globalization, customer demands, uncertainties, IT innovation, as well as the shorter product life cycle, businesses were struggling in how to quick response customer desires, in an effort to retain their niches. As a consequence, Global Logistic (GL), in turn, becomes the sharp weapon in this regard. Literature studied GL from various perspectives. Among these studies, Vidal & Goetschalckx compared models in previous studies, and came up with three major challenges in this area:(1) uncertainty was not taken into account; .(2) restrictions of the BOM structure are not clearly dealt with; and (3) key financial factors of internationalization, such as the exchange rate and taxes, were not modeled. Hence, in order to deal with such problems, Vidal & Goetschalckx carried on the analysis on the effects toward key factors of GL and total cost minimization by modeling the factor of suppliers’ reliability in their study. However, in Vidal & Goetschalckx‘s study, there was no further concerns of uncertainties on other players in the logistic system. Fu-Cang Wu takes uncertainties into account on the players of forward logistic system. As a consequence, this research aims to extend Vidal & Goetschalckx’s modus. In the mathematic model, this study adds the settings of reliabilities on players either in the forward logistics or in the reverse logistics. Besides, two operation modes are provided in the model:(1) seeking minimum cost on a target of system reliability; and (2) seeking maximum system reliability on a target of cost. Then, this research makes use of the Fault Tree Analysis (FTA) for in depth analysis on reliability patterns. Finally, a methodology is established, which provides decision makers a reference basis, whenever he or she needs to place a global logistics system. Via the use of this prototype, it is believed to have a good mechanism for finding out the key influence factors of the reliability, enhancing buyer-seller relationships, and ensuring the goal of total cost minimization

全球運籌體系成衣製造商產銷管理作業流程電子化研究

我國成衣製造商基於「成本」、「貿易障礙」以及「區域經濟興起」三個因素之考量,紛紛將生產基地移至中國大陸、越南、柬埔寨等生產成本低廉地區,或是在北美自由貿易協定(NAFTA)規範下,享有輸美免關稅、免配額優惠之墨西哥等地區,以致於生產基地分散全球各地。加以我成衣外銷以美國為主,原物料供應商來源也分散,我國成衣製造商「客戶」、「生產工廠」、「供應商」分散各地的全球運籌架構於焉成形。 全球運籌架構下成衣製造商如何透過電子化有效彙整訂單資訊、生產資訊以及供料資訊,做出迅速且最有效之生產配置,並且如何掌控訂單進度,快速回應客戶查詢需求,達到顧客滿意,是本研究之主旨。 經過研究瞭解,全球運籌體系下OEM模式的成衣製造商其產銷管理作業電子化關鍵流程在於「產銷協同作業」之執行,其能為成衣製造商帶來「作業面」、「生產面」、「採購面」以及「流程整合面」效益之提升,可以做出最佳「訂單分配」以及能有效「掌握訂單進度」,提升訂單達交率以及快速回應客戶。 / Under consideration of ”Cost”, ”Trading Barrier” and “Local Economics” , our local apparel manufacturers moved their factories to Mainland China, Vietnam , Cambodia in order to lower production cost or to Mexico in order to get tariff-free, quota-free premiums NAFTA give. The States is the major nation we export apparel to, moreover , sources of raw material suppliers are also dispersant. According to the above reasons, our apparel manufacturers operate under the global logistics structures. The keynote of this research is to understand how apparel manufacturers integrate order information, production information and supply information by electronic ways to make the optimal production allocation and to control the order progress to echo clients’ inquiring needs. After researching, the key process of electronic production distribution ways is the “Collaboration”. It can promote the performance on “Operation Side”, “Production Side”, ”Procurement Side” and “Process Integration Side” to let apparel manufacturers to make the optimal order allocation and to control order progress effectively to lift the on-time rate and to fit the quick-response request of clients.

全球物流運籌管理能力已成為台灣電子業的競爭優勢及核心價值之所在。本文期盼能為台灣的電子業提供一些關於全球物流運籌過程具有前瞻性有效的風險管理解決方案。 由於大部份的全球物流運籌過程完全在第三者的管理控制之下,使得物流運籌過程的風險比其它的過程更難以預測及掌控。讓此價值鏈變成非常脆弱。電子業很可能因遭受一個風險事故或事件的影響而無法繼續發展甚至被迫退出產業。故從風險本質及特性,可想而知全球物流運籌風險管理的重要。台灣的電子業必須非常專注並努力於建置有效的全球物流運籌管理解決方案來處理有關的風險。 學術上有很多文獻及創見分別探討風險管理及全球物流運籌管理,但是卻少有文章研究全球物流運籌風險管理的議題。本文希望能提供台灣電子產業棉薄的貢獻或帶給任何對於此議題有研究興趣的團體一些參考價值。 / This paper intends to present prudent solutions of risk management for global logistics operations for the electronics industry from a Taiwan based company perspective. The competitive strengths and sustainable development of global logistics operations have become a core value and competence for the Taiwan electronics industry. The whole logistics operations are vulnerable. One event or incident can hinder business continuity and even wipe a company out of the market. Risks are more unpredictable and uncontrollable in the global logistics operations than in other operations as most of the process is under a third party’s care, control and custody. In light of the nature of this risk, companies should focus more on it and endeavor to implement solutions to deal with it. There are many papers and articles dealing with risk management or with global logistics operations, but very few of them link the two. This paper will contribute to the Taiwan electronics industry with ideas to support continued growth and competitiveness. And we hope that academic groups or organizations will find this paper of interest in their research.

國際物流業導入跨組織作業基礎成本制之個案研究-以某國際物流公司為例

過去,ABC著重於個別企業內資源之分配,隨著供應鏈及跨組織資訊流程受到重視,ABC的觀念將隨之延伸應用於跨組織作業中,如整體物流過程的成本計算、支援定價與產品組合等決策,並可幫助各物流公司之協調。   本研究以資訊管理的概念,研究跨組織國際物流ABC管理制度系統的規劃與設計,並以國際物流個案說明,對個案公司進行訪談,分析作業流程,並依據系統分析方法與步驟,建立企業模型並加以分析與設計,建立國際物流之作業基礎成本制資料模型架構。希望經由國際物流個案的研究來探討作業基礎成本制如何運用資訊系統的幫助,取得優勢。   目前第四方物流正在萌芽發展階段,且大多數的業者對第四方物流還不是非常清楚,但隨著物流服務需更深層次、更全面的提高服務品質,第四方物流將是未來發展的潮流,若再由各公司單打獨鬥,將不符合未來潮流。而跨組織的作業基礎成本制將提供跨組織相關成本與作業活動資訊,以期能掌握跨組織成本與作業資訊,取得跨組織之競爭優勢。

全球運籌管理模式下資訊系統架構之研究-以國內筆記型電腦產業為例

近年來,速度已經成為企業全球化競爭的關鍵要素,但企業無法單憑一己之力,及時地突破技術或市場上的瓶頸,因此,企業需專注於對自身具競爭優勢之價值活動,並集中力量維持與強化企業生存之核心資源,建立不易被取代之優勢,再透過產業間的分工,將產品從研發、設計、製造、組裝、行銷、售後服務,藉由分佈全球不同區域與不同國家的公司分別進行,共同塑造出具備彈性、速度與競爭力的合作方式,而此也就是全球運籌模式(Global Logistics)。其中資訊系統更為全球運籌模式的中樞,擁有完整的資訊系統,才可將分散全球的銷售、生產、庫存、出貨等資訊加以蒐集及整合,並提供做為迅速分析、預測、反應的依據。   筆記型電腦產業是目前台灣最具發展潛力的產業之一,而且台灣筆記型電腦產業所面臨的是國際化的競爭,業者一定要具備優良之全球運籌管理能力才可能接獲國際系統大廠之訂單,所以全球運籌管理對於筆記型電腦代工業者而言是非常重要的課題。因此,本研究將先藉由相關文獻的深入探討,分析目前國內外學者已經提出來之全球運籌管理模式資訊系統架構,接著歸納整理出全球運籌管理運作模式,再針對國內筆記型電腦產業現存問題的分析、現況觀察後,提出符合國內筆記型電腦產業之一般性全球運籌模式(General Global Logistics Models),並將依循著此模式,提出一個可行的全球運籌管理模式之資訊系統架構,最後利用雛型系統之建置,驗證其可行性。希望透過此資訊系統架構,使資訊流能跨越組織藩籬順暢地在供應鏈中往返,使整個供應鏈就像是一個虛擬企業,縮短產品上市時間,以最少成本、最低存貨,提供顧客最大的滿意度。 / In recent years, ”Speed” is a critical factor determining the competitive edge of globalized enterprises. For this reason, a successful manufacturer must first carefully maintain its competitive edge and do its best to increase its core resources for existence before seeking for cooperation of other companies in different areas of different countries to carry out R&D activity, design, manufacturing, assembling, marketing and after-sales service. When these companies cooperatively achieved the complete process of production based on a world industrial labor division system, they created a cooperative method with features of flexibility, speediness and competitiveness. And this is a start of global logistics models. Among these global logistics models, information system is regarded as a hub. With a complete information system, the manufacturer may collect and systematize the information of its marketing, production, stock and delivery coming from different countries and may also make analyses, predictions and responses on this systematized information.   The notebook computer industry is now regarded as one of potential industries in Taiwan. What this industry is faced with is the fierce competition on the global market. A notebook computer manufacturer, who lacks the ability to manage global logistics, cannot obtain orders from world leading buyers of reputable systems. In other words, world logistics management is a very important issue to OEM manufacturers of notebook computers. In this research, the first focus is placed on discussion and analysis made, in accordance with related literature, on the framework of information system built on global logistics management models submitted by domestic and overseas modern scholars. From this discussion and analysis is drawn an operating model of global logistics management. Besides, accompanying an analysis given to the existing problem and an observation given to the present situation of this industry, general global logistics models that meet with the demand of domestic notebook computer industry and the framework of information system built on feasible global logistics management models is submitted. Finally, verification is given to this feasibility through the erection of a model system. This information system is expected to make information flow more easily run in the supply chain over structural barriers and the entire supply chain serve as a simulated enterprise so that products can be more quickly put on the market and customers are satisfied with the least cost and the lowest stock rate.

以工作流程的角度探索跨組織企業流程之個案研究-以國際物流為例

資訊科技的進步,使得企業競爭的方式產生了根本性的改變,由過去單一企業的競爭,朝向跨組織整合的方向發展。企業間無論透過併購或策略聯盟的手段,皆希望整合上下游、提昇效率,以提高整體競爭力。而整體服務水準的提升,有賴於跨組織流程與資訊上的整合,使客戶的需求可以快速被滿足。工作流在跨組織流程中扮演極為關鍵性的角色,它結合企業邏輯、人員作業、組織資訊科技,主導企業流程,並直接影響到作業的品質與效率。   本研究採個案研究方式,選擇一國際海運物流集團,實地訪談各子公司,分析海運物流業者跨組織的整合運作。從企業流程與工作流的配合中,架構出資訊在跨組織企業中的傳遞,並描繪出資訊科技在工作流中所扮演的角色。結合企業流程、工作流、資訊架構此三個面向的觀點,探討企業工作流中的問題、資訊不連續的中斷點、跨組織工作流管理的困難點、以及資訊系統整合的問題。   經問題探討與流程分析,站在資訊整合、工作流資訊化、自動化的觀點,本研究針對個案集團提出新的工作流模式,為其規劃出與工作流整合之資訊系統,同時定義及強化資訊系統在可見性與自動追蹤、稽催上的角色。

具可靠度及穩健考量的新產品全球運籌模式之探討 / A Reliable and Robust Model for Global Logistic Systems in New Product Development

在全球化的環境下推出新產品,企業除了面臨隨著產品生命週期改變的顧客需求以及成本上的不確定因素外,同時還必須考量全球營運帶來的種種挑戰。 許多供應鏈管理數量模式相關文獻針對全球運籌、新產品供應鏈等議題多有所探討,利用數量模式的計算以反應真實世界中的種種不確定性,讓管理者在供應鏈策略規劃時有所依據,但卻少有同時探討全球運籌以及新產品供應鏈的相關文獻。學者Butler, Ammons, and Sokol認為過去新產品供應鏈模式忽略了新產品將有可能無法存活下來的情形,因此發展一套新產品供應鏈模式,使新產品供應鏈能夠順利從上市成長到成熟階段,並利用此模式決定新設施、新機器購入的時機。 本研究延伸Butler等人之新產品供應鏈模式,考量更完整之全球運籌相關議題,透過混合整數線性規劃描述新產品發展時全球運籌配置問題,並利用情境為基礎的穩健最佳化以取得低風險的供應鏈配置,此外加入可靠度的影響,以彌補供應鏈規劃與實際操作的差距,並加入缺貨之懲罰成本,最後以範例資料進行計算與分析此數量模式,經由模式計算結果發現本研究規劃之結果,相較於原Butler等人之模式有較低的缺貨的發生可能性,且所求得之配置整體可靠度皆有所提升。 本研究所提出之規劃與分析方法可提供決策者在進行新產品全球佈局規劃時,能當作其新產品運籌配置之決策參考。 / When putting out new products under the environment of globalization, enterprise not only faces the uncertain factors in the demand of the customers and the costs that change with product life cycles, but considers all sorts of challenges which come with global operation. Many researches into supply chain quantitative model that probe into global logistics and the new product supply chain employ the quantitative model to reflect all sorts of uncertainty in the real world. They provide managers with the basis for the supply chain strategy and management. But few researches discuss about the global logistics and the new product supply chain simultaneously. Bulter, Ammons, and Sokol argue that the model of new product supply chain of the past neglects the condition which new products may not survive. Thus they developed a new product supply chain model to enable new products to launch the market and grow to maturity as well as decide when to purchase new supply chain facilities and equipments. This research which extends the new product supply chain model of Bulter et al. considers issues on global logistics from a more integrated view. First of all, it solves the global logistic settings problem in new product development by means of mixed-integer linear programming. Secondly, it uses the scenario-based robust optimization to lower the risk in the supply chain design. Then it adds the reliability calculation to make up for the gap between the plan and the real operation. At last it calculates and analyzes the quantitative model on the basis of the case data. This research establishes a methodology for decision makers to apply to plan and analyzing their new product supply chain when they make the global arrangement of new products.

國際物流業建立跨組織企業流程模型之個案研究

全球消費者需求快速改變,產品生命週期明顯縮短,不允許過多的存貨屯積,故產品的配送傾向於「少量、多樣、快速」的配送服務,企業希望擁有一個高效率的國際物流服務網路來提供企業在供應鏈管理上更有效率的監督與管控。   就國際物流(Global Logistics)來說,海運業者是否能共享正確即時(real time)的資訊,正是其關鍵成功因素。而海運產業中各角色資訊與資源的整合,有賴於企業建構其電子化企業的應用系統架構藍圖;因此,海運產業除了建構企業電子化之應用資訊系統外,更應著重於各系統間的整合與資料交換,發展或利用適當的資料整合與交換技術;對海運而言,系統整合不僅僅是應用系統間資料的交換,更應達到與流程緊密的搭配,才能真正完成進出口流程電子化、資訊與資源共享等目標。然而,各應用系統間資料模式的不一致性、資料交換的不即時性,也為資料交換帶入雪上加霜的困境。   有鑑於此,本研究以「個案研究」方式提出一個利用流程分析,建構海運跨組織企業流程模型。主要作法為從海運企業個案營運流程的分析,利用IDEF0與IDEF3方法定義海運產業企業流程模型,並且整合各不同企業流程。透過個案資訊架構分析,提出適合海運業跨組織資料交換之資訊架構,並以此資訊架構改善各企業流程,最後整合改善後流程模型,建置海運跨組織進出口流程模型。

兩岸經貿更加緊密對僑外來台投資子公司運籌中心地位之影響因素 / The Determinants of the Role of Subsidiary Logistics Center in Taiwan as Cross-strait Ties Becomes Closer

本研究係利用經濟部投資審議委員會2007年「華僑及外國人投資事業營運狀況調查表(非服務業)」問卷資料,以1,013家僑外資在台非服務業廠商為分析對象,運用Probit Model進行實證分析,由廠商規模、行業分類、廠商成立年數、國際化程度、技術來源、在台設立區域營運總部、業務種類多樣化、兩岸經貿政策進一步鬆綁及降低關稅,儘速與他國簽署FTA等各個面向,探討兩岸經貿關係更加緊密後,影響僑外商在台子公司運籌中心地位之決定因素為何。經實證結果發現,國際化程度、技術來源、在台設立區域營運總部、業務種類多樣化及兩岸經貿政策進一步鬆綁等變數為影響僑外商在台子公司運籌中心地位之決定因素,除技術來源為在台自行研發之變數呈負向關係,傾向於採行降低及不變之營運策略外,其他變數皆與僑外商在台子公司運籌中心地位呈正向關係,傾向採提升之營運策略。 / This research made use of the 2007 Ministry of Economic Affairs Investment Commission survey entitled "Chinese and Foreign Investment Enterprises Operating Conditions Survey (non-service)" and targeted 1,013 non-service industry overseas foreign manufacturers in Taiwan as research subjects. The Probit model was used to carry out an empirical analysis based on the firm size, industry classification, the year the manufacturer was established, the degree of internationalization, technology source, established regional operational headquarters in Taiwan, business type diversity, steps taken to relax and lower tariffs and promptness in signing FTA and other oriented documents, with other countries. This study discusses why there were influencing factors in the decisions of overseas foreign investment subsidiaries in Taiwan logistics center positions after cross-strait economic and trade relations became closer. The empirical results show that the degree of internationalization, sources of technology, the establishment of the regional operational headquarters in Taiwan, business type diversity and further relaxation of cross-strait trade policy variables are the impacts of overseas subsidiary of foreign logistics center’s factors in determining status. In addition to the fact that the variables of technology sources developing on their own in Taiwan showed a negative relationship and tend to adopt reduced and unchanged operation strategies, other variables are compatible with overseas business subsidiaries in Taiwan logistics center position and showed a positive relationship and tend to enhance the operational strategies adopted.

全球性的產業面對國際化的競爭,企業為求生存發展,對於資源的需求必須尋求國內外最佳發展與佈局。隨著運輸系統及通信技術的進步,全球供應鏈的興盛已是必然的趨勢。這些跨國企業專注於自己的核心事業,對於非主軸業務皆採以外包方式委外執行。其中以國際物流運作因涵蓋業務範圍廣且複雜非一般產業所能承擔,採外包方式是一種正確的決策。 物流產業居於專業分工及委外需求日盛的市場中,因此物流產業的市場不斷的擴大,而且對物流需求的服務項目變得多樣且複雜,尤其是國際物流及全球供應鏈。但相對的物流業者間的競爭更形激烈,誰能提供更完整、更準確、更快速及更低廉的服務,誰就能主宰市場。 本研究首先就物流定義、國際物流、第三方物流及第四方物流等活動深入探討,以我國國際物流業者的體質來看,惟有物流業界的水平整合或垂直整合,加上資訊科技化,才能滿足趨勢需求,才能有競爭力。整合的組織方式及解決方案為何,由誰來整合最有機會與條件,本論文將以第四方物流為目標,分析國內物流業者可以採行的整合方式,在業務整合之同時探討資訊整合之可能性及整合方式。並且提出一個以SOA為核心之電子化企業協同合作架構,運用服務導向的開放式及模組化優點來架構第四方物流系統。 倉儲/物流中心及海空運承攬業者是有能力發展成第四方物流業者,因此這兩者在價值鏈中是很好的雁行領導者。透過此領導者本身之條件,再以策略聯盟的方式擴充至其他上下游物流業者,串聯成完整的價值鏈,可快速構成第四方物流組織。 第四方物流組織以策略聯盟的方式構成,目標是串聯成完整的價值鏈,但策略聯盟組織是鬆散的組織,要使價值鏈發揮效益須要藉助協同商務,尤其是資訊的協同作業。要發展協同商務,就需要有共通的標準與可用的技術。。SOA分析架構是一種新的觀念,目前沒有明確的方法可參考,經本研究驗證,使用Zachman framework的原則,使得在SOA\Web service實作較為簡單可行。 / Facing international competition, global enterprises are developing the international optimal resource allocation. Global supply chain is necessary due to the progress in transportation and communication technique. These enterprises focus in core business and outsource others. Global logistics is first priority in outsourcing, because its coverage is wide and it is very complex. The global logistics market grows bigger and bigger, because the global market are progressing towards specialization and outsourcing. The global logistics and supply chain need varied and integrated services. In the violent competitive environment, the one who can provide complete, precise, quick, and integrated service will dominate the market. This research will first discuss the definition and characteristics of global logistics, then discuss 3PL and 4PL activities and core competence. Since the service and business scope of logistics industry is very wide; and given the constitution of Taiwanese global logistics service providers, the only solution to improve the competitiveness of Taiwan local logistics industry is to integrate the logistics industry both vertically and horizontally with the support of the information technology. This paper will discuss the integration solution and the best candidate to integrate the logistics industry, followed by the discussion to build collaboration commerce system by SOA. Warehouse/logistics centers and freight forwarders are best candidates to develop 4PL. These two businesses are best leaders in logistics value chain. Base on these leaders’ capacity to extend to upstream and downstream partners by strategic alliances, they can build full logistics value chain easily and quickly. But the organization structure of strategic alliance is loose. If they want to run the 4PL organization efficiently, they must use collaboration commerce, especially, by information technique. The research confers to develop collaboration commerce using SOA. SOA is a new concept. Right now, there is no full methodology to refer. From the results of the research, we prove that using Zachman framework principle can make SOA or Web service implementation simple and feasible.
