Depuis 1990, l’Afrique de l’ouest connait une phase complexe dans sa sécurisation et dans la lutte contre les conflits armés. Constamment déstabilisés par des tentatives de coups d’Etat militaires, les pays de l’Afrique de l’ouest, notamment la Côte d’Ivoire, le Libéria et la Sierra Léone ont bénéficié d’une aide de la communauté internationale pour le règlement des sources de conflit et le redressement de leurs institutions dans le cadre d’une démocratisation globale des pays africains. Malgré cette ingérence dans les affaires internes des Etats, les stratégies adoptées par organisations internationales pour sortir la sous-région ouest africaine de l’instabilité et l’insécurité continuent de poser problèmes. Les Etats restent encore fragiles. Dans l’aide apportée, les différentes agences spécialisées des Nations unies construisent plutôt un ensemble de réseaux avec les organisations non gouvernementales internationales (ONGI) pour la gestion des conséquences des conflits armés. Ces ONGI, tout en participant à la stratégie globale de sortie de crise renforcent leur position au niveau national tout en s’ouvrant à de nouvelles missions d’assistance. Malgré les différentes dispositions prises par la CEDEAO, l’Organisation de l’Unité africaine et de l’Union africaine pour prévenir les conflits et trouver des mécanismes pour leurs gestions et leur règlement, les pays étudiés ne parviennent pas à consolider durablement la paix. Les Etats membres profitent du chaos généré, luttant plus pour leurs propres intérêts que ceux de la sécurité et le retour à la paix. Face à ce manque de cohérence dans les actions et aux limites des stratégies adoptées jusque-là, la résolution des conflits armés en Afrique de l’ouest continue de suscité interrogations, amenant à proposer une nouvelle approche de la résolution des crises armées en Afrique. Cette thèse vise donc à comprendre les stratégies des organisations internationales, leur efficacité et leur faiblesse dans le retour à la paix et le renforcement des institutions démocratiques. / Since 1990, the West African states face insecurity and the struggle for armed conflict resolution. They are mostly destabilized by military coup. International community support Côte d’Ivoire, Liberia and Sierra Leone in the research of conflict solutions and the building of democratic institutions in the African states. Instead of the interference of the international organization in the African’s internal affairs and the strategies adopted, the insecurity continues to be a real problem for the stability of the sub-region. The states continue to be fragile. According to the assistance of UNO specialized agencies, an international Non-Government Organization (INGO) network is built around the assistance activities, to support the consequences of the armed conflicts. The INGO make the most of the opportunities to reinforce their position in the state and to create others activities to improve their business. Despite all positions of ECOWAS, African unity organization, and African Union to prevent conflicts and to find mechanisms of the management and peaceful solution, the states are not able to build a long term peace. The member states make the most opportunity of the insecurity of the sub region. Theirs strategies are to protect their own interests instead of finding solutions for peace. This behavior and the incoherence in theirs peace-actions continue to be subjects of discussion. This makes think another approach of conflict resolution in Africa. My research is to analyze the strategies of the international organizations, their strength and their weakness in peacekeeping and the capacity-building of African democratic institutions.

The end of the Cold War and the resulting political, economic and technological changes influenced on the growth of transnational organized crime and on the change of perception upon it. In this scenario, the issue of drugs is treated politically as a threat to the international system, national states and individuals. The notion of "war on drugs" was not only incorporated in the global prohibition regime on drugs, but has also guided the US presence on Latin America during the 1990s. The Brazilian attitude toward the drug problem has changed significantly in the 1990s, when a series of legislative and institutional apparatuses were developed in order to combat drug trafficking, based on the identification of threats associated with that crime. The Brazilian international insertion strategy during the 1990s was followed by the recognition of the security issues internationally defined by the global prohibition regime of on drugs, consolidated by multilateral organizations, as well as the "drug war" waged by the United States on America Latina. This research objective is to identify whether and how Brazil has incorporated the internationally established ideas and policies on drugs throughout the 1990s, identifying political actors and their decisions, as well as evaluating the alignment of concepts and political practices domestically adopted in relations to the international guidelines, based on the institutional and legislative model adopted during the 1990s / O tráfico de drogas é um tema novo na disciplina das Relações Internacionais e vem ganhando destaque na agenda de segurança internacional desde a década de 1990. O fim da Guerra Fria e as decorrentes transformações políticas, econômicas e tecnológicas influenciaram no crescimento da criminalidade organizada transnacional, assim como na mudança de percepção que se tinha sobre ela. Neste cenário, o tema das drogas passou a ser tratado politicamente como uma ameaça ao sistema internacional, aos estados nacionais e aos indivíduos. A noção de guerra às drogas foi incorporada pelo regime de proibição global das drogas das Nações Unidas e das demais organizações multilaterais. Ela também pautou a presença norte-americana sobre a América Latina a partir deste período. A postura do Brasil com relação ao tema das drogas mudou significantemente nos anos 1990, quando uma série de aparatos legislativos e institucionais foram estabelecidos com o objetivo de combater o tráfico de drogas, a partir da identificação das ameaças associadas a este crime. A inserção internacional do Brasil neste período foi marcada pelo reconhecimento de questões de segurança que vinham sendo definidas internacionalmente por meio do regime de proibição global das drogas consolidado pelos organismos multilaterais, assim como pela guerra às drogas empreendida pelos Estados Unidos sobre a América Latina. O presente trabalho analisa as orientações das políticas sobre drogas brasileiras tendo como referência duas determinantes: o regime internacional proibicionista de drogas e a política externa norte-americana para o tema. Utiliza-se a Teoria da Securitização para analisar processos de uso da força por um Estado com o fim de neutralizar a ameaça representada pelo tráfico de drogas e atividades afins. São descritos os processos de formação do regime internacional e de institucionalização da política de guerra às drogas nos Estados Unidos. Mostra-se o processo de adequação da política de defesa brasileira ao tema das drogas, que ocorreu de modo conservador e avesso à militarização são apresentados os impactos de uma política de segurança pública pautada na redução da oferta de drogas no Brasil. / This work analyses the orientations of the brazillian drug policies using two main references: the international drug prohibition regime and the United States’ policies towards this issue. The Theory of Securitization is used to analyse the of use of the force by a State in order to neutralyze the menace represented by drug trafficking and related activities. The formation of the international regime and the institutionalization of the war on drugs’ policies on the United States are described. The paper also reviews the process of adequation of the brazillian defense policies to the drugs issue, which occurred under a conservative and militarization averse framework, as well as the impact of a public safety policy guided by supply reduction on Brazil.

Cette thèse porte sur le contrôle que les Etats exercent sur les ONG humanitaires. Ces dernièresconservent parfois une grande marge de manoeuvre dans la mise en oeuvre de leur mandat, alorsque, dans d'autres circonstances, elles agissent en sous-contractants de la politique étrangère deleur État d'origine. Nous cherchons à identifier les facteurs qui mènent les ONG plutôt dans unedirection que dans l’autre, ainsi que la modalité de contrôle exercée par les États – coordinationou blanchiment - La thèse explique pourquoi, au sortir de la guerre froide, les Etats ont accru leurengagement dans l’action humanitaire, de façon unilatérale d’abord et multilatérale ensuite.Sur la base de l’étude du cas de la politique humanitaire internationale entre 1989 et 2005,l’analyse révèle un processus causal constitué de cinq séquences, qui explique comment les Etatsont recours à un agent quand leurs stratégies unilatérales sont infructueuses.Nos résultats attestent du caractère stratégique du financement de l’action humanitaire pour lesEtats, conditionné par les préférences géographiques et politiques de ces derniers. Financerl’action humanitaire permet de soutenir les anciennes colonies, d’appuyer la lutte contre leterrorisme et les interventions militaires des pays donateurs. Les financements étatiquesbénéficient aux ONG les plus dépendantes de leurs Etats d’origine. Les organisations nongouvernementalesdeviennent des organisations néo-gouvernementales. Celles-ci connaissent un rejetplus fort de leur présence en zone de conflit par rapport aux ONG qui refusent de recourir auxfonds publics. Face à l’échec de leurs stratégies de contrôle unilatéral, les Etats interventionnisteseuropéens délèguent la gestion de la politique humanitaire à un agent, ECHO, dont le mandat estde rendre moins visible la tutelle étatique les ONG.Cette situation engendre des problèmesd’agences multiples : l’agent dérape en raison de sa forte perméabilité à ses sous-contractants. Enréaction, les Etats renforcent les dispositifs de contrôle sur leur agent. Au final, la politiquehumanitaire se construit sur un équilibre fragile dans lequel chaque État tend naturellement à lacontrôler tout en sachant qu'un contrôle trop visible priverait cette politique de l'efficacité qui luiest propre, et qui tient, précisément à sa neutralité. / This thesis examines how States control their humanitarian NGOs. NGOs may sometimes enjoya great room of manoeuver in the implementation of their mandate, whereas, in othercircumstances, they act as sub-contractors of their home States’ foreign policies. This researchaims to identify the factors leading them to opt for one or the other course of action, as well as themodalities of States’ control (coordination or laundering). We explain why, at the end of the ColdWar, States have increased their commitments in humanitarian action, firstly bilaterally and then,multilaterally. Drawing upon the analysis of the international humanitarian policy between 1989and 2005, we reveal a 5-phases causal process which explain why States delegate competencies toan international agent when faced with the failures of their unilateral strategies. The results showthat States fund humanitarian aid in a strategic way, aligned with their geographic and politicalpreferences. Humanitarianism enables them to support their former colonies, to contribute toanti-terrorism policies, and to back military interventions. States’ funding mostly benefit to NGOthat depend on their home States. NGO thus become neo-governmental organizations. Theseagencies experience a greater rate of rejection of their action in conflict zones that NGOs thatrefuse to rely on public funding. Faced with the failure of their unilateral control strategies,European interventionist States delegate the management of the humanitarian policy to an agent,ECHO, who mandate is to make the State control of NGOs less visible. This situation raisesmultiple-agency problems: the agent slips because of its strong permeability to its sub-contractors.The principal react by reinforcing the control of its agent. At the end of the day, the humanitarianpolicy builds on a fragile equilibrium in which each State strives to control is while knowing thata too visible control decrease the efficacy of such policy, which precisely lies on its neutrality.

Arctic Security: the Race for the Arctic through the Prism of International Relations Theory

The purpose of the thesis is to examine future international relations in the Arctic as a theoretical exercise based on realism and liberalism. As the ice cap shrinks, and the region's environment changes, developing costs will decrease allowing for resource-extraction while new transit routes emerge. The opportunities to develop resources and ship via the Arctic are economic and strategically valuable, altering the geopolitics of the region. This thesis seeks to explore how resource development and new transit routes will affect regional politics through the lens of two theories. The two theoretical approaches will examine states and actors' interests and possible actions. Concluding, that realism will best describe the Arctic as states strive to be the regional hegemon by controlling transit routes and resources or defending the regional status quo, creating tension and a security competition between the U.S., China, and Russia. States will jockey for position within institutions before the ice cap disappears and transit routes emerge. These states seek to grow regional governance in their favor, providing support for a liberal framework, and possibly creating a structure strong enough to reduce tension before states strive to be the Arctic hegemon.

[pt] A dissertação analisa de forma crítica parte da literatura de segurança internacional que advoga pela ampliação da agenda do campo, evidenciando as consequências éticas e políticas de se adotar a lógica da securitização em análises sobre questões sociais. Para tanto, são abordadas as contribuições da Escola de Copenhague às análises sobre a política de controle de fronteiras da União Europeia (UE). Este estudo tem como linha condutora as diferentes visões sobre a criação da Frontex, agência que, apesar das acusações de desrespeito aos direitos dos imigrantes, tornou-se a principal produtora de conhecimento acerca dos riscos às fronteiras europeias. Por fim, é abordada a contribuição do campo da Sociologia Política Internacional para os estudos de segurança, especialmente os trabalhos de Didier Bigo e Jef Huysmans. Esta perspectiva realça os principais problemas da ampliação da agenda de segurança e seu impacto no Estado liberal, demonstrando que há uma modificação drástica nas formas de governança, com restrições à liberdade individual em prol de um suposto aumento de proteção. Deste modo, o objeto desta dissertação é tanto a literatura da Escola de Copenhague, compreendendo suas limitações práticas e silêncios políticos, quanto a própria Frontex, cujas operações são evidências empíricas dos argumentos de Bigo e Huysmans. / [en] This dissertation criticizes part of the literature on international security that advocates for the expansion of the agenda of the field, evidencing the ethical and political consequences of adopting the securitisation perspective while analysing social issues. In this sense, the theoretical contributions of the Copenhagen School to the interpretations of the European Union (EU) policy of boarder control are addressed. This work has as its conductive line the different visions on the creation of the Frontex, an agency that, depite being accused of disrespecting the rights of immigrants, became the main producer of knowledge on the risks to European boarders. Finally, the contribution of the International Political Sociology field to security studies is addressed, mainly through the work of Didier Bigo and Jef Huysmans. This perspective highlights the main problems of widening the security agenda and its impact in the Liberal State, demonstrating that there is a drastic change in the forms of governance, with restrictions to individual freedoms on behalf of an alleged increase in protection. Thereby, the object of this dissertation is both the Copenhagen School literature, understanding its practical limitations and political silences, and Frontex itself, whose operations are empirical evidences of Bigos and Hyusmans s arguments.

United Nations Peacekeeping and Non-State Actors: A Theoretical and Empirical Analysis of the Conditions Required for Cooperation

This paper attempts to determine the theoretical requirements for a non-state actor to give peacekeepers to a Member state of the United Nations, who would in turn give those peacekeepers to the United Nations. The paper examines two case studies, specifically the contract between Blackwater and the United States Department of State and the SHIRBRIG series of treaties. The paper finds that there is some overlap between a Member state’s needs and a non-state actor’s needs and that there is a theoretical possibility of the donation stated above taking place.

Este trabalho objetiva desenvolver uma análise política da política externa brasileira, especificamente durante o governo de Fernando Henrique Cardoso, enfatizando a questão da adesão do Brasil ao Tratado de Não-Proliferação de Armas Nucleares - o TNP - suas causas e conseqüências. O tema em questão foi escolhido por sua relevância, levando-se em conta o papel desempenhado pela política externa brasileira no desenvolvimento nacional. No entanto, o Brasil tem enfrentado, desde o começo da década de 1990, novos padrões de relações internacionais. Assim, a abordagem clássica da diplomacia, relacionada com a guerra e a paz, tem crescentemente dado lugar à economia. A opção por um projeto alternativo de desenvolvimento para o país, como resultado do fim da Guerra Fria, levou a mudanças profundas na política externa brasileira. Dessa maneira, a assinatura e ratificação do referido Tratado, entre os anos de 1997 e 1998, caracterizou uma histórica ruptura com a política externa do país nas suas dimensãoes políticas e de segurança.
