Implementación de un sistema de gestión ambiental según la norma ISO 14001:2004 en un terminal portuario

En la actualidad ha habido un incremento considerable en el volumen de las importaciones y exportaciones en el Perú, lo que influye directamente en el tráfico de contenedores por lo que es necesario tener puertos modernos, eficientes y que protejan el medio ambiente. El Muelle Centro es uno de los principales puertos de contenedores del país por lo que es necesario implementar un sistema de gestión ambiental en sus instalaciones. Este trabajo de tesis se centra en mostrar la metodología para implementar un sistema de gestión ambiental bajo los estatutos de la norma ISO 14001:2004 en un terminal portuario, de o y se toma como ejemplo a la compañía Muelle Centro. Para este trabajo se siguieron todos los puntos establecidos en la norma ISO 14001:2004 con el objetivo de que la empresa pueda obtener esta certificación medioambiental y se hizo un estudio completo de los aspectos e impactos ambientales que generan las actividades de la empresa y terceros en sus instalaciones con lo cual se puedo desarrollar ecoindicadores y se establecieron diversos objetivos y metas ambientales acorde con la realidad de la empresa. Para que la empresa pueda cumplir con estas metas se desarrollaron 6 programas ambientales los cuales tienen un objetivo de cumplimiento para el final del año, de éstos programas 4 son para la identificación y actualización de aspectos e impactos ambientales, reducción y el manejo de residuos, el monitoreo del medio ambiente, disminución de consumo de recursos y emisiones de gases de efecto invernadero (GEI). De igual forma 2 se desarrollaron programas de capacitación del personal y respuesta ante emergencias ambientales como derrames en el mar, incendios, etc. Como una de las conclusiones finales se puede decir que uno de los ejes principales necesarios para que la empresa puede certificar e implementar correctamente el sistema de gestión ambiental es el compromiso de la alta dirección ya que ellos deben dar el ejemplo a todos los colaboradores y éstos deben estar completamente identificados con los objetivos y metas ambientales. Con la implementación correcta del sistema de gestión ambiental la empresa está en camino de alcanzar su objetivo a largo plazo el cual es obtener un sistema integrado de gestión.

Impacts d'ISO 14001 sur la preformance organisationnelle : une revue systématique de la littérature

En dépit de la croissance rapide des études sur ISO 14001 et du nombre d’organismes certifiés dans le monde, les impacts du système de gestion environnementale demeurent controversés. L’objectif de l’étude est de réaliser une revue systématique des recherches empiriques disponibles sur les impacts d’ISO 14001 publiées entre 1996 et 2013. Les résultats montrent que plusieurs études mettent plus l’accent sur les bénéfices potentiels et les impacts positifs et soulignent moins les problèmes et les aspects négatifs liés à la certification ISO 14001. En outre, les similitudes concernant les objectifs, les approches et les méthodes ont tendance à produire des résultats prévisibles, homogènes et optimistes. Cette étude met en évidence la nécessité de l’adoption des approches plus critiques et diversifiées susceptibles de remettre en cause le discours dominant et optimiste sur les impacts de cette norme. Ce travail met aussi en lumière les implications pratiques des impacts d’ISO 14001 pour les dirigeants et les professionnels de la gestion. Mots clés : ISO 14001, certification, Impacts, Performance organisationnelle, Revue systématique, Système de Gestion Environnementale. / Despite the rapid growth of studies on ISO 14001 and the number of certified organizations in the world, the impacts of environmental management system remain controversial. The goal of the study is to provide a systematic review of empirical research available on the impact of ISO 14001 published between 1996 and 2013. The results show that several studies focus more on the potential benefits and positive impacts and less emphasis on the problems and negative aspects. In addition, similarities in the objectives, approaches and methods tend to produce predictable and optimistic results. This study highlights the need to adopt more critical and diverse approaches that challenge the dominant and optimistic discourse about the impact of this standard. This work also highlights the practical implications of the impacts of ISO 14001 for leaders and management professionals. Key words: ISO 14001, certification, Impacts, Organizational efficiency, Systematic review, Environment Management System.

Estudo sobre a utilização de algumas normas da série ISO 14000 na Gestão Ambiental Municipal / Assessing the application of some ISO 14000 Standards for Municipal Environmental Management

A presente pesquisa procura contribuir para a Gestão Ambiental Municipal através dos seguintes objetivos: a investigação dos problemas ambientais em uma cidade de médio porte, São Carlos, e a viabilidade de aplicação do modelo de Sistema de Gestão Ambiental proposto pela ISO 14001, na Prefeitura da mesma cidade. O levantamento dos problemas ambientais munucipais foi feito através do uso de indicadores ambientais, baseados em algumas diretrizes estipuladas pela ISO 14031 - Avaliação do Desempenho Ambiental (ADA). Esta etapa do estudo foi comprometida pela carência de valores de referência, para a maioria dos indicadores urbanos, considerando as particularidades das cidades. Apesar disto foi possível conhecer a dinâmica e alguns problemas ambientais municipais. Já a viabilidade de aplicação da ISO 14001 na Prefeitura, foi estudada através da aplicação de questionário em diversas Secretarias Municipais, abordando procedimentos comuns em um Sistema de Gestão Geral e um Sistema de Gestão Ambiental. Foi constatado que apesar da existência de alguns procedimentos bem desenvolvidos na Prefeitura de São Carlos, a maioria não está completamente implantada. / The goal of this work was to contribute to Municipal Environmental Management assessing the following aspects: the investigation of the environmental problems of a medium sized city, São Carlos, and determining if an environmental management system based on ISO 14001 could be applied to the Prefecture of this city. The investigation of the environmental problems was carried out using environmental indicators, based on guidelines stated in the ISO 14031 - Environmental Performance Evaluation (EPE). This stage was compromised by a lack of reference values, for most urban indicators, considering cities\' particularities. But this stage allowed us to know the process of some environmental problems. The application of ISO 14001 at São Carlos Prefecture was assessed using a questionnaire addressing common procedures of both the General Management System and the Environmental Management System. Although the existance of some well implemented procedures in São Carlos Prefecture was detected, the majority of then was not fully implemented.

Os temas economia circular e gestão do ciclo de vida de produtos vem ganhando cada vez mais importância nos meios acadêmico e empresarial. Isso se deve a diversos fatores, como o risco de esgotamento de recursos naturais, o aumento do preço de commodities e um maior rigor das legislações. Fica cada vez mais evidente a necessidade de mudança do modelo linear para modelos circulares. Entretanto, a literatura carece de referências que auxiliem as organizações modificarem a gestão para atender essa necessidade. Apesar disso, são poucos os trabalhos que sistematizam as práticas e técnicas em modelos de referência para a gestão, fazendo com que as organizações não saibam por onde começar sua jornada rumo à economia circular. Assim, esta pesquisa tem como objetivo propor um modelo de gestão orientado à economia circular e à melhoria ambiental do ciclo de vida de produtos. O modelo em questão foi desenvolvido a partir de uma extensa revisão da literatura sobre os temas gestão do ciclo de vida, economia circular, sistemas de medição de desempenho e gestão ambiental. Os princípios, práticas e técnicas encontrados foram sistematizados na estrutura da ISO 14001:2015, resultando na primeira versão do modelo. Em seguida, o modelo foi avaliado por especialistas e profissionais da área de gestão ambiental, gestão do ciclo de vida e economia circular. Adicionalmente, foram realizados estudos de casos em empresas que adotam práticas de gestão do ciclo de vida e economia circular, com o intuito de se identificar novas práticas, instrumentos, além das barreiras que essas empresas enfrentam. Por fim, o modelo foi revisado e melhorado, resultado na versão final. O resultado desta pesquisa contribui para a teoria e prática de gestão organizacional, ao propor um modelo com práticas e técnicas, com base científica, ao passo que apresenta um guia para empresas inserirem práticas de gestão que suporte a transição para economia circular. / Circular economy and life cycle management have been have increasingly gained attention of researchers and practitioners. The risk of depletion of natural resources, the higher prices of commodities and strict laws are pushing companies towards a new way of doing business. The current linear model is no more suitable, but question like where and how to start this change have not yet been answered. There is a lack of studies that attempt to answer this question, especially regarding organizational management. This thesis aims to fill this gap by developing a management model oriented to circular economy and improvement of environmental performance of life cycle of products. The model was developed throughout an extensive literature review on life cycle management, circular economy, performance measurement and environmental management. The circular economy and life cycle management principles, practices and techniques were systemized into ISO 14001:2015 framework. Oil production in Libya using an ISO 14001 environmental management system

Environmental management has become a part of societal life and a dominant issue for every sector of economies in the developed world. However, due to the absence of EMS the Libyan petroleum companies are not able to compete in the international petroleum sector. The rules and regulations specified by developed countries concerning environmental protection are becoming highly challenging. These have posed tremendous difficulties for both the government of Libya, as well as the petroleum companies to meet the national and international legislative requirements. Since 1999, Libya has been transformed by aligning itself according to the requirements and expectations of the industrial nations of the world and has, therefore, in this process of transformation, already become one of the competitive nations in the petroleum sector. The country has started to attract international investment by companies and individuals from all over the world. The change of Libyan economic policy towards open markets and the signing of many international agreements incorporating legal concerns related to biodiversity, climate change, endangered species, hazardous wastes, marine dumping, and ozone layer protection in their system. This has subsequently enabled the Libyan petroleum industry to make efforts to set up some basic procedures to improve environmental performance. This is an enormous interdisciplinary work, which requires a lot of effort. The present work aims to introduce an internationally accepted environmental management system according to the ISO 14001 standard to enable the oil industry remove the prevalent deficiencies as far as environmental management is concerned in the industry. This work uses AGOCO as a model company for case study analyses, which would provide an excellent opportunity for the implementation of EMS in accordance with ISO 14001 in all petroleum companies of Libya. The detailed analysis is based on the cumulative assessment of the current environmental management manual of AGOCO, interviews with some of the company’s personnel and telephone communications with some employees of the company. The analysis reveals the strengths and weaknesses in the concerning EMS planning, implementation, checking and review. Using AGOCO as a benchmark for all other petroleum companies, the work has resulted in the formulation of procedures to be followed by the other companies in compliance with the international standards.

Thus, several studies have been published to clarify the environmental consequences of the growing impact of human actions. In the present study will address the co nsumption pattern, materials and natural resource economics, the applicability of environmental legislation and proper disposal of waste in the Biological Institute, linked to the Department of Agriculture of São Paulo State , in order to set guidelines for a public environmental management program. A diagnosis of the work already done by the institution revealed the existence of a Quality Management Program and a Waste Management Program , with specific and dependent actions o f the will of some persons. Later interviews were conducted by questionnaires assessing the environmental perception of employees. Data were analyzed qualitatively and quantitatively, showing that there is some separation and disposal of waste, especially those from laboratories; there is no control of natural resource consumption and environmental actions are specific and dependent on a few people. There is a general interest on the part of employees in environmental improvements, but for this specific sec tor to develop a widely publicized program is needed. Studies of environmental perception are important in the search of tools to design programs of environmental management. The A3P proved to be the most appropriate tool for public institution to be focus ed on public administration, be free and take into account the individual interests of employees and collaborators, when compared to ISO 14001 and Sigma Program / O meio ambiente vem sendo estudo de muitas pesquisas em todas as áreas do conhecimento. D iversos trabalhos vêm sendo publicados para tentar esclarecer as consequências ambientais do impacto crescente das ações humanas. Este estudo aborda os padrões de cons umo de materiais e recursos naturais, assim como a destinação de resíduos em um órgão público, o Instituto Biológico, vinculado à Secretaria de Agricultura e Abastecimento do Estado de São Paulo , com o objetivo de definir diretrizes para um programa de ges tão pública ambiental . A partir de um diagnóstico inicial foi revelada a existência de um Programa de Gestão da Qualidade e de um Programa de Gestão de Resíduos , com ações ambientais pontuais e dependentes da vontade de algumas pessoas. Posteriormente fora m realizadas entrevistas por questionários semiestruturados avaliando a percepção ambiental dos funcionários . Os dados foram analisados qualitativa e quantitativamente, mostrando que existe separação e destinação de alguns resíduos, principalmente aqueles provenientes de laboratórios ; não existe controle de consumo de recursos naturais e as ações ambientais são pontuais e dependentes de algumas pessoas. Há um interesse geral por parte dos funcionários em melhorias ambientais, mas para isso é necessário um setor específ ico que desenvolva um programa amplamente divulgado. Estudos de percepção ambiental se mostraram importantes na busca de ferramentas para a elaboração de programas de gestão do meio ambiente. A A3P mostrou ser a ferramenta mai s adequada para órgãos públicos por ser focada na administração pública, ser gratuita e levar em consideração os interesses individuais de funcionário s e colaborador es , quando comparada à ABNT NBR ISO 14001 e Projeto Sigma

Environmentální management jako dobrovolný nástroj environmentální politiky / Environmental Management as a Voluntary Tool for Environmental Policy

Environmental management is one of the voluntary tools for environmental policy, which provides instructions to organizations, how they can coordinate their products, activities and services to minimize their negative environmental impacts. This work describes and compares two basic approaches for environmental management system (EMS) implementation - ISO 14001 Standard and EMAS II Regulation in terms of requirements for an organization. Attention is paid to advantages and disadvantages of EMS implementation in an organization too. In analytical part of this work, environmental management is analyzed in light of a number of certified and certifying organizations, after that follows cost-benefit analysis of EMS focused on organizations and SWOT analysis. The goal of this work is to find out on the basis of the results of these analyses, whether environmental management system implementation is a competitive advantage of an organization, or not.
